The Planning Commission Is Made Up Of Seven Volunteer Bloomington Residents Appointed By The City Council . Tonight We Have A Full House. The Commission Advises The City Council Development Proposals, Development Standards, Long Range Planning And Transportation Issues. Our Work Is Informed By The City'S Comprehensive Various District Plans And The City Code For Some Items The Commission Makes A Recoendation With T City Council Having T Final Decision Authority. In Other Cases The Planning Commission Can Approve Or Deny An Application Subject To An Appeal To The City Council For Each Action And There Will Be A Staff Report An Opportunity For The Applicant To Present Then Time For Any Member Of The Public To Provide Testimony. Our First Order Of Business Tonight Is The Pledge Of Allegiance. Please Stand As You Are Able. The First Item Tonight Is A Request For A Conditional Use Permit For A Minor A Major Auto Repair And Planning Technician Navarro The Staff Report . Evening Chair And Commissioners. Item One Is A Conditional Use Permit For A Minor And Major Outdoor Repair Located At 1700 East Old Chuck Beer Road Staff Receive Correspondence From One Resident And I Will Address His Questions Throughout My Presentation. We Also Provided The Correspondence The Planning Commission Prior To The Meeting. >> On This Aerial The Proposed Site Is Highlighted In Blue At The Northeast Corner Of East Walczak Up B Road And Seventh Avenue. Th Subjectroperty Is Bo And Designad General Business And The Comprehensive Plan. Minor And Major Your Repairs Are Allowed As Conditional Uses And The Two Zoning Districts And There Is A Single Family Single Residential Uses To The West And Commercial Uses To The North And Of The Property. By June 1St 2023 The Applicant Must Remove The Canopy And Fuel Pumps. There Will Be There Will Be Minor To The Existing Site Including A Security Fence And Security Camera System To Cure The Areand Decrease Potentialssues Use Potential Issues With Biggleswade And For Repair. The Applicant Proposes A Security Fence Enclosing 14 Parking Spaces At The Back Of The Site And Alone 17 Avenue Outline It In Red As Proposed One Parking Space Will Be Removed From The Overall Parking To Accommodate Accommodate Defense Staff Doesn'T Support The Placement Of Security Fence A Proposed Because It Will Result In Only Four Spaces Being Available For Customer Unemployed Parking Staff Recommends That The Applicant Only Fence The Area Outlined In Green And Added A Condition Of Approval . I Shop At The Asian Store Right There Very Frequently We Get Gas Stations. I To Live In That Neighborhood Just A Few Blocks Away And Frequent A Lot Of Those Those The Other Gas Station So New One For Me To Try Out I Am Also In Support However I Do Want To Echo Commissioner Comments Regarding Potential Uses In The Future But I Do Know That The Environmental Is Very Costly And I Am In Support Turning This Dark Corner Into More On The Street. I Appreciate The Applicant And The About You Know, Perhaps Signing On With A Maj Brand Flag Who May Bring More Resources And And An Esthetic I Mean It It'S A Fine Building But It'S Very Dated And So I Think That That Gives Perhaps Some Other Resources For The Applicant To Be Able To Do Something That Hopefully Is A Positive For The Neighborhood . I Think It'S Always Good To Have More Nearby Auto Repair Options. Unfortunately I Won'T Be Coming For A Muffler Repair For My Electric Car But I'Ll Be Able To Stop In For A Solar. Chair Commissioners, I May Get Set Up Here So Chair Commissioners I'M Here To Finally Bring Forth The Single And To Family Code Standards Update As You Recall O Back October 2021 We Started Talking About This But The Hra And I Board In A Study Session And We Had A Second Study Session In January And Followin Those Two Sdy Sessions With Your Board Or Your Body We Went To The City Council To Also Get Their Input Understanding That This Is A Pretty Substantial Update. As You Saw We Had Several Chapters That Are Being Addressed Here Even A Comp Plan Amendment So We Gathered That Input We Did Outreach With The Community. We Went To The Farmer'S Market We Talked With Developers And Gather Their Input To Make Sure We Were On The Right. And Then As I Shifted To My New Role In The Port Authority As Economic Developme Alyst It Startedo Continue To Work On This And So Progress Slowed A Little Bit Which Is Why The Timeline Is Extended. But We'Re Here Today And Hopefully What Will Move Forward. So As You Remember Of The Goals Of The Single And Two Family Update Are To Encourage Housing Options You Know This Is One Tool Of Many Single Family Homes, One Style Of Home Bloomington And I Think In Your Work Plan You'Re Continuing To See More And More Housing Innovation Fm Thelanning Deparent Planning Division But All In The Vein Of Trying To Increase Affordability, Increase Options, Increase That In The Market And Try To Address Racial Equity And Any Potential Discriminatory Policies Have Been In Our Code . We Always Are Looking To Encourage Healthy And Sustainable Community. These Are The Kinds Of Lenses That We Look For Through Our Policies And Updates Some Of The Issues That We Deal With This Code Are Shifting Market Demand. The Bloomington That Grew Up In The Fifties Is A Lot Different Today And Stratification Of The Market And Making Sure That We'Re Providing A Housing Product For A Wide Range Of Needs And In That We Hope To Some More Affordableptions Andddress Equity, Health And, Environmental Sustainability. I Like To Bring Up This Chart. This Really Highlights Of Why Housing Is So Important In 20 And 28 After The Housing Market Crash You Can See This Kind Of Darker Orange Line. This Is Production. We Weren'T Building Homes Anymore, You Know, The Housing Market Crash But Our Population Continued Grow And We Still Continue To Need House Housing Units And That'S Kind Of What This Straight Line Is Is As More People Where It'S More Demand That We'Re Not Addressing With New Production. So We Were Really Undersupplied Here We Start To Recover Little Bitn Kind Of January 2010 And Slowly Build Up But We'Re Still Not Meeting That Demand That We We Need To Have And Now We'Re Kind Of In A Catch Up Period And That Starts A Couple Of Years Old But It'S Still Very Today We We Are Producing More You See That Especially In Multifamily But We Still Don'T Enough And This Is For The Metro Region So There'S Only So Much We Can In The Metro But That'S Why We'Re Seeing So Many Different Kind Of Housing Policy Attempts Here At Bloomington To Try, Encourage And Stimulate More Of That Housing Demand And Address Some Of Thatatch Up At We Need To Also We Still Have An Ownership Gap. This Hopefully Will Encourage More Housing Types, Maybe Some More Affordable Is Some Movement In The Market That Can Freed Up Some Of More Affordable As Baby Senior Population Can Move Into A Smaller Unit Or A Different Type Of Unit. So The Housing Market Gets Very Complicated It'S Not Just One Project If There'S Movement That Happens That Frees Up In This Production Is One Side And That'S What This Is Focused On And Then We Have Other Programmatic Side Too To Help Kind Of Encourage Tt Bu It'S Importa To Point That We Do Have This Homeownership Gap That Our White Alone Non-Hispanic Population Owns At A Rate About 75% Of Households. And You Can See Here Just Kind Of Slowly Or It'S Much Less Especially For Our Black And African-American Population That Only Owns At A Rate Of 20%. So That'S Huge Gap There That We Need To Make Inroads On. So As We Said, This Is A Big Update. It Updates Cpter 19, Chapters 21, Chapter 22 And Then Propose Comp Plan Amendments So A Lot Going On Here And We Really Had This Scope To Begin With And We'Ve Really Honed In On Kind Of Development Development Policies And Focused On The Development Side Is There These Chapters Contain Lot And There'S A Lot Of Different Ways That We Can Continue To Make Inroads And Make Even After This And Refine And Improve Moving On Especially With Our Annual Miscellaneous Issues Update It'S A Great Opportunity To Make Tweaks Here And There So But We Really We'Re Focused On Those Core Development Principles And Standards. So In Chapter 19 Just Some Minor Updates We Are Looking To Slightly Adjust That To Family Home Definition. This We Have This Provision In Our Two Family Homes Standards Of Minimum Ten Foot Common Wall. We Just Wanted To Kind Of Match That Standard. It'S Kind Of Kind Of Wonky But It'S Just Kind Of Prevent That Situation Where You Just Have A Minimal Connection And Call It A Two Family Home. It'S Just We Want It To Actually Be A Two Family Home That Has Attached And We Have This Provision We Can Also Do Over Under But We Don'T See A Whole Lot Of The Over Under Style And Then We Also Have This Of Wonky Language Here That Says We Can Only Have One Principal Building On A Lot And We Start To Talk More Missing Middle And Other Kind Of Housing Optio This May Become In Conflict. So We Want To Provide The Flexibility Needed As Start Looking At Other Housing Options . So Chapter 21 Is Where Most Of Our Development Standards Are Housed And 21.3 Or 1.01 Is Where The Biggest Impact Will Be Are We Are Proposing To Reduce Our Minimum Lot Size From 11,000 Square Feet T 7800 Square Feet In Four Corners From 15,000 Square Feet To 11,050 Square Feet Currently About 17.8 Give Or Take Percent Of Our Lots Do Not Meet Our 11,000 Square Foot Standard Or They Do Not Meet Our Minimum Lot Width Of 80 Feet And This Update Will Bring Most Of That Into Conformance. So A Lot With Is Intrinsic With Our Lot Size You Can See Here Our Streets Are Not Moving So Our Lot Depth Is Pretty Much Fixed So If We Want To Reduce Our Lot Size We Need To Reduce Lot With So We'Re Also Proposing To Remove The Prevailing Lot With Requirements Or The Median Lot With Requirement Because If We Don'T Remove The Median Lot With Is Going To Remain The Same We Won'T Be Able To Adjust Very Much That That Lot With An That Lot Size So We'Re Proposing To Remove That And Just Have A Simple Standard Makes It Easier For Our Planning Staff To Communicate That To Developers What Their Actual Lot Locksmith Requirement Will Be. But I'Ll Also Put One Caveat Here We'Re Only Proposing To Remove That For The R-1 Zoning District. So We Do Have Our One A In Our S-1 But We Only Have A Few Lots So The Rc Ones Are Kind Of Larger Lot Examples. So This Will Kind Of Make Sure That We Don'T Just Have A Small Lot Snuck Into A Large Lot Areahere I Think We Have 120 Of Those Parcels In The City So Not A Ton But They'Re Kind Of Neighborhood Specific And Then They Are Well In A Similar Situation There'S 16 Of Those Lots Along The Block In This Kind Just Ensures That We'Re Not Sneaking A Smaller Lot In There Into What'S Supposed To Be A Larger Lot Area. So I Think We Have 333 Lots Left That Will Still Not Meet The Standard And There'S Probably Some More Nuance To That That Just Isn'T Looking At Just Raw Numbers Here. So There'S Other Kind Of Characteristics That Might Influence That Numbers Probably A Little Bit Lower Than That. So One Of The Concerns That We Were Talking About If You Remember Was If We Go Too Far To Small Of The Lot, Are We Just Going To Encourage A Mass Redevelopment That Happens? Are We Just Going To Open Up The City To People Buying Up A Lot Of Parcels And Redeveloping And Doing Too Much That Splits? So We Reviewed We Really Kind Of Thought T Floor Would B Out 50 Feet. So Using That As Our Floor Settled On 60 Feet We Thought That Was A Good Compromise But For The Purposes Of This Exercise I Use 50 Feet As Kind Of A High Redevelopment In Combination With Low Property Value. So If You Have Well So If You Have A Wider Lot And A Low Property Value You Score It As Kind Of A High Potential For Redevelopment And Then If You Kind Of Ha A High Property Value Or Narrow Lot You Had A Lower Potential For Redevelopment And Then I Did Proximity Analysis So It Gets Really Wonky And Kind Of Hard To But I Was Trying To Look At Do We Have A Neighborhood Where All Of A There'S Too Many Houses That Have A High Redevelopment And You Can See We Do Have Some Neighborhoods Where It Kind Of Pops Up. There Are Some Blocks That Are Just Larger Houses But Looking At It In A Broader Scale And That Neighborhood Scale To Three Or Four Blocks Out You Don'T Really Get Too Much Of A High Redevelopment Potential. So There Isn'T A Whole Lot Of Concern That We'Re Going To See Just Mass Gentrification Where We'Re Anticipating Maybe 10 To 20 New Units As A Result Of This A Year Which Doesn'T Sound Like A Lot. But As We Look In The Past We Only Have One, Two, Three. I Think In A Good Year We Have Five New Units Have Single Family So This So We'Ll See More And There'S Always The Relief Valve Of If We See Too Much Development We Can Kind Of Adjust That Number Or If We'Re Not Seeing Movement Maybe We Do Reduce It To A 55 Foot Lot Or 50 Foot Lot In The Future We Discussed Floor Area We Currently Have A Minimum Floria Floor Area Of 1040 Kind Of Thinking 1040 Ramblers Or Our Standard In Bloomington That Does Include Arms Finished Basements And We Discussed Whether That Was A Barrier Or Not And Kind Of Refine In The Middle Of Maybe It'S Not So Much Barrier B We Have A Strong Justification For It And After The Council Study Session They Gave A Clear Direction That We Don'T Need A Minimum Area. We Want To Be Flexible. We Would Like To You Know If Going To Smaller Lots Maybe It Makes Sense That We Allow Smaller Houses Well On The Property Related To That Is Stormwater We Currently Have A Standard For Impervious Surface We Can'T We Limited Impervious Surface To 35% Of The Lot. We'Re Taking Language Fromur Two Family Home Standard That Currently Exists And It In Our Single Family Home But We'Re Still Saying You Have To Meet The 35% But If There Is Some Sort Of Good Reason Or Some Sort Of Site Specific Context That You Need To Go Above That The Our Public Works Department Is Going To Kind Of Work With The Applicant To Find Some Sort Of Mitigation Measure. It Could Be Underground Chambers For Storage Some Sort Of Rate Control Or You Know Depending On The Impact It Be As Simple As Just Planting Some More Trees. So We'Re Working Kind Of On Refining That Language Just A Little Bit More With Our Public Works But The Here Is To Ensure That 35% Is The Standard And Find Some Way To Allow Maybe Up To 45% With Some Mitigation In The We Really Don'T Want To See Just A I Want To Move More Of A Bigger Pool Deck That'S Not A Justification To Us To Us The Justification Is Maybe You'Re Adding 80 You And A Detached And Now You Have A Longer Driveway That'S Adding To Your Impervious Surface Or Some Sort Of Reasonable Use For Your Property That There Might Be Other Standards That Are Of Limited In That. So It'Ll Be Kind Of A Case By Case Basis. We Also Have Four Failings Set Back For Our One Zoning District, This For Front Setback Our Standard Front Setback Is 30 Feet But If Your House Was Built Before 74 I Believe You Also Were Subject To Average Of Your Neighboring Properties And This For One It'S Kind Of An Equity Issue Where You'Re Subject To Your Neighbors Decision. It'S Not It'S Only Applied To Older Properties Not Properties. And You Know, It'S Also One Of Those Things That'S A Little Bit Harder To Communicate When A Resident Comes In And They Go For The Setbacks Feet. Why Can'T I Oh My Neighbor Because They Theres Setback Fuher I Can'T Goo Have To Kind Of Explain That And You Know It'S Easieror Us To Just Have A State Single Standard That Doesn'T Require A Calculation And Just Leave It At That. This One Is A Little Bit Like You To For Structure Replacement We Kind Of Have This Conflict In The Code In This Section 21 301.02 We Say That Accessory Structures Be Between T Reet And The The Primary Or Principal Building But We Have More Details On That In Our Accessory Building Section That Further Differentiates Between Side Yard, Front Yard And Rear Yard. So In This Situation You Can See On The Screen We Have Accessory Structure That'S Between The Street And A Principal Building And The Intent Was Never To Limit You Know, Sheds In Your Backyard On A Through Lot It Was To Limit A Shade In Front Yd Adjacent To The Street. So It'S Already Kind Of Clearly Laid Out In The Accessory Structure Because It Is Differentiated More So We'Re Just Going To Remove In This Section And Rely On That. And You May Remember We Also Long Discussion On What Our Parking Requirement Should We Currently Require Four Spaces Two Of Which In A Garage We'Re Proposing Reduce That To Two Spaces With One Space In The Garage. This Was Lots Of Debate We Had In With Staff And With Boards And Commissions City Council And Some People Were Under The Thought We Don'T Even Need A Standard That The Will Take Care Of It. Others Preferred To Keep The Standard And This Was Kind Of A Compromise Where I Think Most People Felt Comfortable For One Car Garage And Understanding You Have Space In Your Driveway. In Thisxample Right He You Know We About 15% Of Our Lots Currently Have A Single Car Garage. It'S Hard To Say Some Have More Off Park Areas Or Other. We Don'T Have Good Data On That But This Is An Examples Where My My Partner'S Grandmother Lives In A Very Similar House To This She Lives Alone She Only Needs One Spot For Her Car And She Has A Nice Little House Like And It Suits Her Perfectly For Her Needs In Her Life Journey So You Can See How This Would Be A Great Product Whereas If We Require A New House With A Two Car Garage It'S Really Focusing On A Certain Type Of Household Or That New House . So Moving Into Our Two Family Home Discussion A Lot Of You'Ll See It Kind Of Near What We'Re Doing In The Single Family Home Update. A Two Family Home Essentially Is A Single Family Lot Squished Together Taking Out That Kind Of Side Yard. So We Are Proposing To Essentially Double Our Single Family Lot Size But Remove That Middle Area So With Our New Single Family Lot Size Of 7800 Times Thereby To Get 5600 -2600 Gets You Two Or 13,000 Square Feet. So That'S Kind Of Our Logic To Get There Similar Justification With Our Our Corner Lots For Two Family Which Also Have A Larger Lot Size And Similar Design For The Lot With We Are Reducing It To Kind Of Match That Reduction We'Re Also Removing The Median With Requirement Same Reason As We Discussed In The Single Family To Allow For The Actual Smaller Lives To Be Developed And We Also Are Aligning Our Setback Standards Our Two Family Home Required Additional Setbacks For The Front And Along A Stet To 50 Feet I Think Was Originally Intended To Kind Of Mitigate Too Much Of A Massing Close To The Street But We Have Kind Of This Garage Requirement That Says Can'T Be More Than 40% Of The Property Which Is Kind Of Achieving We'Re Hoping With That. So We'Re Proposing Just Use That 30 Foot Standard For Our Two Family Homes As Well. We That Reduction From 4 To 2 Spaces. One In A Garage Would Also Apply. We Specific Language On What That Size To Be In Our Two Families So We'Ve Reduced That In Half To Kd Of Toatch That And Silarly Removing The Minimum Floor Area And As You Recall We Have This Provision Currently With Grouping Of Two Family Homes If There'S An Existing Two Family Home In Here Within 500 Feet On The Same Street Are Required To Get A Plan Development Overlay In Which Is A Rezoning Which Requires Public Hearing In Public Hearing At Council It'S A 6 To 8 Week Process, An Application Fee For A Rezoning So It'S Pretty Cumbersome And Limits Kind Of And It Has Had A Chilling Effect To Some Degree On New To Family Homes So We Discuss Whether We Monitor That Requirement And This Kind Of Lands Somewhere In The Middle We Will Continue To Require Some Sort Of Approval A Conditional Use Permit. This Would Be At The Planning Commission Level It Wouldn'T Reire That Counc Level. We Would Have Dision Makg . So It'S A Much Faster Approval Process To Just Do The One Public Hearing Maybe A Month If That To To Get That Through And Then So Much Lower Application As Well Because Planning Commission Is The Designing Body And Then Late In The Process We Kind Of Came To This Realization That If We'Re If We'Re Trying To Remove Barriers And We'Re Looking At Our Two Families Which Sometimes Get Replanted As Well How Do We Make Streamline That Process? So We Are Prosing Chapter 22 Which Deals With Our Plats And Subdivisions Of Changing Adding This To Our Type One Plat Because Currently If You Do A Plat For A Two Family Home Or Even Just A Single Family Lot Split It'S Considered A Type Three Plat And It Requires Going To Council I Believe I Requires Two Public Hearings But In This It Will Make It Much Quicker, Much Less Expensive. It Kind Of Standardizes It And We'Re Eliminated To Two Lots. You Know, I Understand You Might Have That In This Situation Two Family Lot That Splits Down The Middle And Screen, Two New Lots And Just Kind Of Mary As Well With These Provisions To Help Kind Of Encourage That Development . So With All These Updates It Kind Of Triggered A Comprehensive Plan Amendments Because Our Densities Are Changing Because Our Minimum Lot Sizes Are Going Dow Our Potentl Density Is Increasing. So We'Re In This Update Will Be Adjusting Our Density Ranges To Be Consistent With The Update And We'Re Taking This Opportunity As Well To Kind Of Adjust Some Language In Our Industrial Use Description To Match Our Suburban Retrofit. So First With Our Comprehensive Plan The Density Ranges Currently We Are Limited To Five Units Per Acre And For Low Density Our Medium Then Goes 5 To 10 And Our High Density Goes From 10 To 150 Units An Acre. We'Re Proposing To Adjust Our Low Density Residential Which Is Where Our Our One Predominantly Is Located Up To 12 Units An Acre. So We Got To That Number Because If You Take A 7800 Square Foot Lot It Ends Up Being About 5.6 Units An Acre. So Above But If We'Re Also Then Allowing An Accessory Dwelling Unit That'S A Second Unit On That Parcel, We Could Potentially Up To 11.1 Units An Acre So Moving To 12 Units An Acre Would Put Us Into Compliance With A Family And An 82 And Kind Of Adjust Our Our Density Range Appropriate . And So If We Move To 12 Units An Acre You See That'S Higher Than Our Medium Density. So We Need To Adjust Our Medium Density So We'Re Proposing To Move That To 5 To 15 And You Can See They Overlap. This Is Not Completely Unique In The Twin Cities. This Is Something That Other Cities Have Done As Well And It Actually Provides Better Flexibility For Us As We Think Of Three Zoning District That Sometimes Might Be An Out Of The Yard Mdr. You Know It Gives Us That Flexibility Now It'S A Kind Of Adjustment Move A Little Bit With Those Middle Of Zoning Districts. We Did Discuss This Approach With The Met Council And They Were In Support Of It. They They Are The Ones Who Informed Us That Other Communities Do This Overlap So They Had Concerns We Were Following Our Normal Comprehensive Plan Approval Process We Have To Send To Adjacent Jurisdictions. We'Ve Had 17 Responses So Far . I Think We Had Two More I Think We Handed It Out From Eden Prairie And The Metropolitan Airport Commission. They Had No Comments. The Only Comment We Got Was From Riley Purgatory Watershed District That Said Make Sure That You Follow The Riley Purgatory Watershed District Rules. So Nothing In This Is In Conflict With That. So We Really Don'T He Any Concerns So This Is Just The Language And We'Re Also Taking This Opportunity And Then To Just Expand Because Like I Said This Is One Of Many Options That You'Ll Be Hearing About Two Family Homes, Low Density Townhomes, Cottage Home Developments, Etc. These Are All Things That We'Ve Been Talking About And We'Ll Continue To Talk About And Want To Have That Flexibility Moving Forward. Just Simple Adjustment In Our Mediumgain Bringing In Cotta Then Lastly With Our Comprehensive Because We'Re Doing This Amendment We Thought This Was A Good Opportunity To Discuss Our Industrial Zoning. We Have We Discussed In The Suburban Retrofit Lyndale Avenue The Suburban Retrofit Plan I'M Kind Of This Transitional Industrial Uses That Are Kind Of In This Middle It Could Be Residential . It Could Be Just A Wider Mix Of Use. Unrstand That Ldale Is Kind Of A Little Bit Interesting That It Already Has This Mix Of Uses There. So We Just Wanted To Make That A Little Bit More Clear In That Industrial It Could Potentially Have Residential In Some Of Those Areas Kind Of Have That Wider Mix Of Uses But That I'M Here To Answer Any Questions And We Have Two Motions Tonight One For The Ordinance And Then One For The Comprehensive Plan Amendment. Why Limit Us To 11,000 For A Single Family Area Not Opening It Up To The Entire City? Why Limit To Those Specific Numbers That Are In The Study Packet And Not The Entire I Think Sorry I'Ll Just Stop There For Now Chair. Commissioner Abdi That We Did Discuss Potentially Going A Little Bit Lower Like I Had Mentioned That 50 Foot Wide Wide Lot With Which I Believe Is 6860 500 Somewhere In That Realm A Little Bit Smaller, Maybe A Thousand Square Feet Smaller Or 30,000 Square Feet Smaller. We Discussed That As The Floor Because Had A Really It Relates To Pervious Surface Just Knowing That You Have To Put A House And A Driveway And Have Some Reasonable Use Of Maybe A Patio Or Shed Or Something A Of A Sudden Even With A Small House And A Smaller Driveway We'Re Still Kind Of Hitting That Upper Level, That Upper Kind Of Threshold With Our 35% Impervious Surface. So 50 Feet Was Kind Of That Floor. There Was Lots Of Discussion On Whether We Should Some People Wanted To Go Higher And Some Wanted To Go Lower. Staff Kind Of Took All That In And Of Settled On 60 Feet As Kind Of Like We Were Hearing That Most People Were Willing To Accept So There Is Mae To Go Dn To Tt 50 Feet But 60 Feet Was Kind Of What We Settled On Because Of Impervious Surface In Other Communities Like Richfield And Minneapolis They Kind Of We Are Loaded With Alleys And So They Don'T Have Long Driveways That Are Adding The Impervious Surface Whereas In Bloomington I Believe We Have Two Alleys In Bloomington Maybe Three And You Know We'Re Not Going To Completely We'Re Not Going To Get There. It'S Just The Way Our Street Design Is Laid Out. We'Re Kind Of Struck By If I Ma Chair Thank You So. I Guess My Original Question When Came Before Us My Concern Was That Majority Of These Smaller Smaller Areas Are Not In The West Bloomington Area. I Know That Green Map Was Kind Of I Don'T Know If To Me Was A Little Bit Misleading But It Showed Like Almost The Entire City And I Can'T Remember If That Was Communicating Light Area Or It Was Communicating Something Else But I Could Not Recall I Don'T Know If You Ha A Different Maput Is There A Way To Show Or Do You Have The Numbers Offhand The Total Lot Areas In The City Of Bloomington That Are Lot Sizes 11,050 Up To 15,000 For Example Which Is What We'Re Talking About And How Much Of Those Are, You Know, In Different Portions Of The City And I Guess I'M Trying To Link This Is To Socioeconomic I'M Trying To Link This Into If We'Re Focusing On 11,000 For Example 11,000 Square Foot Lot, What Is What Does That Look Like On West Bloomington And Why Not Opening Why Not If We'Re Trying To Resolve A Housing And Equity Issue, Why Why Not Just Opening Up It? I Cannot Speak English Today I Am Multilingual So Excuse Me. So Why Not I Guess Is The Light Is It'S More About The Light Area And Kat If Chair Commissioner Abdi I Do Have Another Map That Kind Of Gets It What You'Re Getting At The Starting Point With Lot Area Is And I Was A Little Bit Struck When I Started Do This Larger Lots Are Everywhere Throughout The City And That'S Part Of The Equation Is That To Easily Subdivide Because You Have One Property Owner To Subdivide But The Flip Side Of That Is Also The Value Of That Lot. So We Have Lots Of Large Lots Of East Bloomington And West But The West Bloomington Lots Tend To Have A Bigger Or Our Newer Construction Because They Were 80 Built In The Eightiesnd By Virtue Of That Have Higher Value. So If I'M Looking To Redevelop Parcel I Have To Purchase More Expensive Lot Me Being Able To Subdivide It Which By Virtue Just That'S Your Lot Value Right Of Here There Your New Minimum Price For A Lot So West Bloomington You Can See Here It'S Green And There'S Not A Lot Of Yellow Because The Values Much Higher Here You Do Get Pockets Where Are Larger Lots And The Values Are Lower So More Subject To That Redevelopment. That Being Said It'S Still Not An Easy To Do Because Most Of These You Know, The Most Cost Effective Would Be If You Had A House That'S Way Off One Side. I Can Buy It, Subdivide It And Then I Have A Clean To Build On And In Most Of These Situations You Don'T Have That Even If Your House Is Valued At 250,000 I Need To Purchase That If That House Is Not Over To One Side That I Can Cleanly Subdivide It And Then Have To Demolish That House For Another 20 Or 30,000. Now I Have 140 $135,000 Lot Which Is Fairly High When You Then Have To Add Your Construction On That For New Construction. So That'S Where There Are Site That Are A Little Bit Harder To Control For But Just That In West Bloomington Most Of Those Houses Are Newer And The Values Higher You Don'T Really See That Potential As Much As You Do In Kind Of These Kind Of Three Pockets Here That Pop Up. So It Is What Is I Don'T Have A Good Answer On You Know The Market And How Do We Encourage More Of Those And You Know Development I Think The Reality Is We'Re Not Going To Get A Lot In Totality To Begin With Because We Are Built Out And Because Of Those Site Constraints And You Know That $250,000 He Is Also Just An Affordab That Someone Might Want To Live In As Well. You Know So If You Have A Neighborhood And It'S Said You Know, Some Call It Four Units Per Acre And One Neighbor In Your In Your Neighborhood Does This You'Re Certainly Not To Excee You'Re Not Going To To 11 In That Sense. So Is This Calculated By Light Or How Do You Calculate Eight The Area That Over Which This Is Applied Chair And Commissioner Cooked In This Is Per Lot We We Did Have Situations Where We You Know In The Past Our Two Family Standard Was 15,000 Square Feet But Our Ldr Was In Conflict With That So You Actually Had To Have A Little Bit Larger Lot To Meet That Density Requirement So We Do Apply It On A Per Lot Basis. The Comp Plan Is Meant To Look Kind Of Citywide But Then You Into That Situation Of What Is That Distance That We'Re Calculating Is It A Block, Is It A Neighborhood And You Know So It Is Easier To Just Apply It Per Site Per Case With The Understanding That Citywide Ldr Is Not Going To Be Anywhere Close To That 12% But There Might Be Areas That Are A Little Bit Higher Than Other Areas. So There Is This Difficulty To Compare Thinking Of Eden Prairie They Have Three Single Family Zoning Districts So They Can They Have Small Medium Larger Lots You Know, Single Family Zoning Beyond Their Just Normal Medium And You Know, So Is A Ltle Bit Difficult Because We'Re Trying To Kind Of Retrofit Our Zoning Code And Deal With A Situation That We'Ve Had For 60 Plus Years Whereas Communities That Grew Up After Us Kind Of More Of That Exurban They'Ve Already Had This Kind Of Built Into Their Code And Whereas Communities Like Richfield And Minneapolis They Develop Much Earlier Than Us So They Don'T Have That Problem Because Already Have Smaller Lots Kind Of Built In . So This Is Kind Of An Interesting That We'Re Dealing With You Know Some Are Subject To Gentrification Just B Due To Their Proximity. Think Of A Diner. They Have A Lot Of Teardowns Of Older Homes And Building New Homes But They'Re Not Necessarily It'S Not Necessarily Due To Them Being Able To Take A Lot And Split It They They It'S Just There'S Just That Much Demand That Someone'S Going To Buy A House, Tear It Down And Redevelop It So. So If We Do A Lot Of Those Possibly To Be By Having A Developer Coming And Buying Two Lots Because The Socioeconomic Area Of The East Bloomington Is Slightly More Affordable You Would Find In Other Parts Of The City. So My My Concern Is That I Would Be Boxed In More Me Density Obviously That Would Allow For Affordable Home Ownership For More People To Move Into Bloomington But. I Feel Like Visually It Just Would Increase The Disparities Of Homeownership, Not Necessarily The Amenities I Would Say Because We'D Have Higher Density In One Part Of The City And You Know The Lakes Area And I No Beef With Anybody That Lives In That Part Of Town. But You Know, Just From Experience And What I'M Seeing Right Now Is Just As A Selfish Individual Here You I Am Fearful Of What That Would Do To My Property And What Would Do To The Property'S Property Owners Who Are Not Present Today Or Have Not Had An Opportunity To Voice Their Concerns. But I Do Staff For The Engagement That You Have Done In The Various Parts Of The City I Commend The City'S Goals To Try To Achieve These But I'M Just Stuck On That Even Though R-1 District Is All Over The City That We'Re Focusing On Specific Sizes And Not Opening It Up And Then Have The Developer Choose To Go Where They Want To Go To Buy A Property And Subdivide If They Want To. So I Feel Like We'Re Getting Boxed In With Specific Lot Sizes Considering That It'S Cheaper To Buy In Some Parts Of The City Because It Is More Economical But A Little Bit Of Venting But This Is Very Selfish Ony Part As A Resident Of Bloomington Serving On This Board But As A Planner I Do See The Value Of It And I Would In Support Of The Application At The End Of The Day. The Only Thing That Gave Me A Little Bit Of Pause With This Was The The Re Guiding Or The Re Definition Low Density Residential Go From 0 To 5 Two 0 To 1205 To 12 Is A Very Large Increase. It'S Over Double. I Wish There Was A Way We Could Calculate That Over A Neighborhood But Recognizing That'S Almost Impossible I Don'T Think We'Re Going To Get There Because I Think It'S Very Different To Say A Neighborhood Is An 11.1 Density Versus One Lot Is 11.1. I Think Those Are Two Very Different Things And I Wish We Could Do It Over A Neighborhood But. I'M Not Going To Not Approve This Application Over That. I Think There'S A Lot Of Good Practical Things In This. I Think It'S I Believe The Stecker Report Called It Gentle Increases In Density Which I Think Is Right And It Allows Us To See How It Works For A Couple Of Years And If Nothing'S Happening Then We Can Be More Aggressive Or If Too Much Is Happening We Can Scale It Back. But I Think This Is A Good Starting Point And I'M In Favor Of It. I Would Echo Some Of The Comments That I'Ve Heard From Both Commissioners And I Think Are Being Worked On The Comprehensive Plan With Commissioner Korma Department Analyst Palermo Are We Know That The Met Council Has Categorized I Guess Bloomington As Urban For 2040 So Urban Comes With A Different Type Character Than Suburban And I'Ve Said Before In This Body It Doesn'T Mean That Every Square Inch Of This City Is Going To Become, You Know, High Density Urban. But It Does Mean That We Are Going To Be More Dense And So We Are We Have Been Very Strategic. I Think And It'S My Time Here An Some Of The Tngs We'Ve Worked We'Ve Done On The Lyndale Area And American South Loop For Sure But I Think This Type Of Realignment Of The The Lot Sizes It Is A Slight Densification But You Know Was Commissioner Korman Or Commissioner Kirsten Echo This Is A It'S Not A Drastic Shift You Know Where I Get My Head Around A Little Bit Around The 12 On The Low Density Is I Also Want To Make Sure That If You Apply It To A Neighborhood And The Number Is Lor I Would He Commissioner Goltzman And Commissioner Korman In My Neighborhood To Built Homes With 80 Use And Then I Come In And I Can'T Have An 80 You Because The Neighborhood Level The Number Didn'T Work Out So I Hear Where You'Re Going With That I Think I Think In My Head The Number Is Again Given All The You It Sounds Like Calculus Or Trigonometry Or One Of Those Subjects Tt I Took For Only A Semester I Think I Think It Should Work. I Too Just Want To Thank Staff For Putting Together And I, I Support The Majority Of This And Will Be Supportin The Motions In Frt Of Us. But I Do Want To Point Out Things That Really Come To My Mind And The First Thing Is I Really That This Brings In To Conformance All Of Those Lots That Are Currently Non-Canon Me So We'Re Actually Building In This Ordinance That Is Really The Real World Real That We'Re Living In Today. We Have I Think Was A 30 Some Percent Of The The Lots Are Non-Conforming That With 17 Oc Five 600 There We Go That'S Out Of The 30 So 17% Now We'Re Down To One And A Half So I Like That We'Re Bringing In These Ordinances To To Really Align To The Real World Examples. The Other Thing That I Really About It Is Around Our Parking Standards And And Really When We Think About Our Our City Becoming More Urban We Put A Lot Of Focus About Transportation And Public Transportation Had Multiple Conversations As A Commission About Pubc Transportation Really Having That As An Amenity In The City People Are Going To Drive Less And So Having Us Not Require So Much Parking As Well As Garage Space I Think Is Really Reasonable. I Think One Thing I Would Caution Because Is A Transition It'S Not Going To Happen Overnight Is We Have Streets That Don'T Have Parking On The Street And If Weeduce Themount Of Parking That Is Available A Development Where Are They Going To Park? So Again, I Don'T Think It'S Going To Happen Overnight But We Want To Make Sure That We Don'T End Up With Places Where They They Can'T Park If They Do Have A Car. But Other Than That, Those Two Comments I Just Wanted To Say Thanks To The Staff For Doing And I Appreciate That There'S Been A Lot Of Thought And And Outreach Along The Way To Make This Happen. Some Of Them Are I Think Our Commission Is More Transactional Than Others And So Some Of Them Have Work Plans That The Commissions Develop Much More Hands On And So They'Ve Been Thinking About On That We We Give Feedback But Ours Is A Different Kind Of An Angle On That. We Heard About The City'S New Strategic Plan That Was Developed Using A Community Based Approach To Be It Was For Tonight Or Was Oh No Worries I'M Going To Ask The Planning Manager To Share It'S A Four Page Summary That I Thought Was Just The Right Level Of Tail. It'Ll Helps As Wehink About Some Things You Know The Things That I Thought That Were Interesting That In The Plan It Talks About The Mission Of To Cultivate An Enduring And Remarkable Community Where People Want To Be And So Kind Of The Enduring And Remarkable That Sense Of Permanence The Uniqueness Of Our City Is Interesting One Of The Things They Talked About That We Don'T Measure Ourselves Against Other Cities, We Measure Ourselves Against What We Want To Be. I Thought That Was Really Helpful Because Oftentimes We Do Ask What Other Cities Are Doing. There Is Merit In That B I Think In Thend For Us Thinking About What Do We Want To Be As A City That Should Be Our Guiding Piece When All All Other Things Are Compared Transformation . So If They'Re Topics Areas Or Commissions That Folks Think Would Be Helpful Or Interesting To Do, Maybe Matter Of Guring Out H That Works In The Ebb And Flow Of The Work Plan. But I Thought That Would Be Valuable Because The Main Thing I Heard Or For That Group Is There'S A Very Strong Interest Among The Commissions To Maybe Be Doing More Things That Them Under The Guise Of You Know, Being In Transforming The City For For What Comes Next.
