The Planning Commission Is Made Up Of Seven Volunteer Bloomington Residents Appointed By The City Council The Commission Advises The City Council On Development Proposals Development Standards Long Range Planning And Transportation Issues. Our Work Is Informed By The City'S Comprehensive Ev Plan, Various District Plans And The City Code Some Items The Commission Makes A Recommendation With The City Uncil Having The Final Decision Making Authority In Other Cases The Planning Commission Approve Or Deny An Application Subject To Appeal To The City Council For Each Action Item There Will Be A Staff Report An Opportunity For The Public To Present And Then Time For Any Member Of The Public To Provide Testimony. Our First Order Of Business Tonight Is The Pledge Of Allegiance. Please Stand As You Are Able. I Pledge Allegiance To The Flag Of The United States Of America And To The Republic For Which It Stands One Nation Under God Indivisible Liberty And Justice For All. All Right. I Will Ask The Planning Manager Share Information About Remote Testimony. Jerome And Commissioners We Have Two Public Hearings Tonight And If Somebody Is Watching From Home They Can Call To Testify Remotely. You Would Do Is Just Call The Number On The Screen And Then Enter In The Access Code . We Will Have These Numbers Available During The Public Hearings On The Screen As Well . Thank You. Tonight We Have Four Items On The Agenda. There Are Two Public Hearings And Two Study Items. The First Item Is Request For A Conditional Use And Planner Lane Tec Has Back It Has The Presentation Presentation. Yes Oh It'S On A Meeting . Okay So The First Item Tonight Is A Conditional Use For An Athletic Training Facility And This Is Located At 6401 Cecilia Circle So This Aerial Shows The Proposed Site Outline And Green Off Of Cecilia Circle Eye 4/94 To The South And The Subject Is Zoned I Two Limited Industry With The Plan Development Overlay And Designated Industrial And The Comprehensive Plan There Are Office And Warehouse Uses To The East Office Uses To The West And Office Warehouse Uses To The North And The City Of Medina. Here Is The Floor Plan So The Applicant Proposed Is To Split This Area Into Physical Therapy Space And Athletic Training Space Along With And Offices. So About 2700 Square Feet Would Be A Physical Therapy Space Which Is A Permitted Use And 5200 Square Feet Would Be An Athletic Performance Training Facility Which Is A Conditional Use. The Remaining 2929 Square Feet Would Be Used As Offices Common Areas And Bathrooms The Athletic Training Facility Would Offer Training Sessions On Weekdays From 4 To 9 P.M. During The School Year And 7 A.M. To 5 P.M. During The Summer. The Physical Therapy Space Would Have Hours Monday Through Satury 7 A.M. To 7 P.M. And The Typical Number Of People In The Building Would Be 8 To 24 At Any Given Time While The Maximum Number Of People Expected Could Be 37, It'S Unlikely That That Will Ever Be Reached. Here'S The Site Plan That Shows Where The Proposed Space Which Will Be Located Will Be In The Southern Building. It Will Occupy 10,829 Square Feet Of The Approximate 80,000 Square Foot Southern Building The Previous In This Tenant Space Was A Conditional Use For A Golf Training Facility And Since There Are No Exterior Modifications To The Property, No Changes In Parking Lot Lighting Or Landscaping Are Required. The Existing Site Has 295 Parking Spaces Whereas 307 Spaces Are Required By City Code . This Lower Parking Level Is Allowed Through A Shared Parking That Was Approved March 29, 2018. The Agreement Demonstrates Parking Can Be Shared Given That Tenants On The Site Have Peak Parking Demands At Varying Times Of The Day. Given The Agreement, Staff Has No Concerns About The Parking . Additionally, There Has Been No Identification Of Significant Impacts To Traffic With This Conditional Use Permit There Ford Staff Was Able To Make The Required Findings And Recommends Approval Through The Following Motion On The Screen. This Item Is For A Rezoning And Preliminary And Final Development Plans To Expand An Existing Motor Vehicle Sales Facility And Plant Two Planter Planters Centenario I Get My Words Conjure And Join As The Presentation. And The Second Item On Tonight'S Agenda Is A Couple Of A Couple Different Zoning Entitlements For Luther Hyundai And American Boulevard West Just South Of Interstate 44. And Those Are Rezoning The Base Zoning District From 6.5, Which Is A Frankly An Antiquated Zoning District That Is Slowly Being Phased Out To See One Which Is Really The Intended Zoning District For Motor Vehicle Sales Facilities. And Then In Addition To That Preliminary Final Developer Plans For An Expansion To The North And The South Of The Building. So Here We Have The Site We'Ve Driven All Driven By It. Um And So Looking Just Immediately South Of American Boulevard West Highly Visible Site Along Interstate Four And 84. So Obviously We Have The Interstate To The North To The West We Have Another Motor Vehicle Sales Facility To The East We Have A To The Southeast There'S A Kind Of An Office Flexible And Then To The South Of That Are Some Single Family. Again, Just A Slightly Closer Image Of Of The Site. So Here'S Just A Quick Graphic On The Zoning Uh Existing And Proposed Again The 6.5 District It'S Another District That Actually Has A 0.5 Represents A Floor Aa Ratio Or Our Maximum Uh The But In Our Zoning Code We Actually Have A 0.4 Minimum For Motor Vehicle Sales Facilities. So Obviously I Can See A Conflict There Between The Existing Zoning And We Feel We Should Be Going For Future Development Within The City And That'S Why One Of The Reasons Why The C-1 District Was A Deemed Inappropriate Appropriate Zoning District In The Applicant Did Is Requesting That One Significantifference Between The 6.5 And The C One There Is No Conditional Use Permit Requirement For Motor Vehicle Sales Facilities. So That'S Why In Your Application Tonight We Have The Rezoning Request We Have The Preliminary Final Developer Plans But We Did Not Need To Review A Conditional Use Permit. It'S Kind Of Turning The 180 Degrees And Towards The Bottom Of The Screen Is The Entrance You Can See The Building Occupies The More Or Less The Western Northwestern Part Of The Site And The Eastern Half Is Is Pretty Much Entirely Customer And Service Parking As Well As Majority Of It Is Inventory. The About About A Year Ago From A Street View And You Can See The Existing Facility Is Looking East Towards The The Entrance And We'Ll See Momentarily In Some Images How What The Proposing To Do Is Really Expand And Create A More Prominent Front Building Facade More Glass More Than What'S There Today Another Image I'Ll Touch On This Briefly In Some My Landscaping Comments But You Know There'S There'S Quite A Few Trees Along The Perimeter Of The Site Along Roxboro And American Boulevard And You Can See That In The Image But We'Re Really Missing A Lot Of Shrubs So We Have Trees We'Re Missing That Kind Of Like A Parking Lot Screen That Is A Coat Requirement And That'S Something That Will Be Looking For The Applicant To To Work As We As We Work On A Landscaping Plan. But Here You Can See The The Freestanding Sign That You Know Obviously Is Visible From The Local Street As Well As The Interstate. Next Image Is The Site Plan. What I'Ve Done Is I'Ve Highlighted In Blue The Areas That Are Proposed The Addition And So The On The North End Of The Site You Have A A Building Sliver That Would Be Added On To The Existing Facility To Create That New Storefront. And Then There'S A Small Somewhat In The Middle Of The Building A Rectangle That Expands The Service Drive In Area And. Then O The South Endf The Building Is Their Service Facility As As An Expansion To Their Their Auto Body Operations At The Site Which Are Which It Currently Is In Existence. So In Terms Of Square Footage The Service Expansion Is The Biggest In Terms Of Visual Change It'S Definitely The The Showroom Additions There'S Just That Landscaping In My Comments In The Staff Report And The Conditions There Would Need To Be Some Revisions To The Landscaping Plan Based On Land Disturbance. So This Is A Veryarge Site, It'S Well Over Seven Acres And So If We Took The Entire Site And Calculated The Landscaping Requirement It Would Be A Very Large Number To The Current Site Or The Site As It Sits Today Doesn'T Meet That Standard. So We The Code Tells Us To Go By Land Disturbance And So You'Re Adding A Proportional Amount Of Landscaping Based On What The Project And That'S What We'Re Proposing To Do With The Applicant. One Of Those Comments Relates To Parking Islands And You Know In Addition To Just You Know, Needing Landscaping On This On The Site There Are Certain Parking Lot Design Requirements And One Of Those Is That The Code Requires A Deciduous To Be Located Within Each Parking Island And So A Lot Of That Parking Requirement In Terms Of Trees Will Go Towards The Parking Island Requirements. So I'Ve Just Highlighted Of Circled I Believe It'S Seven Parking Islands That Are Either Or Modified And A Tree Will Have To Be Located Within Within Of Those Islands That'S On There. A There Was A Small Expansion In 2011 But I Believe It Was A Car Wash And Then Maybe Some Some Work To Their Service Department But There'S Something That We Can Build Off Of An Approved Plan From 2011. Oftentimes Over The Over The Years Shrubs Die And They'Re Not Replaced They'Re Just Replaced With Turf Or Landscape Rock. But This Is A Good Starting Point To Work With The Applicant On A Revised Plan I Want To Touch Briefly On The Floor Plan So On The Upper Part Of The Screen You'Re Seeing The What Would Be The New Showroom So You Have Your The Showroom Vehicles And Then Your Sales Consultants That Are Kind Of Front And Front And Center Once You Enter The Facility Then You Have Your Lot Of You Know, Back To House Type Operations In Your Service Department And You Can See In The Lower Part Of This Image That Service Drive In Which I Think Virtually All Auto Dealers Are Going To Know And Then Here Is The The Rest Of The To The South And That'S As You Can See It'S Mainly Service And So Significaly Expanding Their Service Capabilities At Hyundai We Do Parking Requirements For Auto Dealers It Can Actually Be Pretty Tricky Calculate Because There'S A Lot Of Different Things Going And If You Ask Five People To Calculate Parking They'Re Probably Going To Come Up With Slightly Different Answers But We Have Different Ratios For Major Auto Repair Minor Auto Repair Like Your Oil Changes Or Your Detailing But Then There'S The Standard For The General Service Area That That Is Not Is Outside Of Those Bays As Well As Car Wash Office Retail Warehouse. So We Have A Lot Of Different Uses Within One Building Each Of Them Has A Slightly Different Parking Ratio Suffice To Say Auto Dealers Have Plenty Of Parking On Site . It'S Just A Matter Of Allocating A Certain Amount For Customers Employees And Service To Make Sure That The Entire Lot Isn'T Taken Up By Inventory. And If You'Re Trying To Shop For A Car You Have Nowhere To Go So Thathat The Applicant Showed Was Really Close To What We Came Up With And So A Very Minor Change To The Site Plan Would Be Would Be Needed There You Can See The Front Building Expansion So Much More Significant In Terms Of Their Physical Presence Glass New Metal Panel Band With A Unique Proposed Ac Composite Panel So You Can See On The Lower Right, You Know An Idea Of What They What They Would Look Like I Made A Coup Of Commts On Materials For A Small Portion Of The Building Where Separate From The Comments On The Precast Concrete Which Is Really The Only Flexibility That They'Re Requesting There Was Some Effects Or Synthetic Stucco That Was Being Proposed And Our Recommendation Is That That Just Replaced With Something That Is Permitted By Right Whether That'S More Traditional Stucco Or Brick Or Glass Metal Panels Or Extend That Precast Concrete Material As Opposed To Fs Which Frankly Just Isn'T As Durable As Some Of Those Other Materials And Use The Remainder Of Building Elevations The Existing Building Is Is Is Predominately A Brick Building And That Would Be Maintained And So It'S Not Painted We'Re Often Confronted With Painted Brick Buildings And This Isn'T So That'S Good And Then The That Top Color That'S The Precast Concrete That You Know Is Does Require Flexibility But In This Context We Think It Is A Quality Material It Is Integrally Colored And Is Pretty Common For Auto Dealerships And Looks Very Nice. So With That We Are Recommending Or Approval. I Have The Two Motions Below. The First One Is For The Rezoning And That'S The Base Zoning District. The Planned Development Overlay Would Me Would Be The Same And Then The Second Motion Is For The The Physical Expansion The Preliminary And Final Development Plans. Thank You. Thank You. Questions For Staff Commissioner. Thanks, Chair. One Question I Have Is Really Regarding The Properties To The South Of This Proposal So I Do See That There Is A Small Pond And Single Family. Can You Talk About What Impact This Project Will Have On Either Just The Water Quality And The Single Family Homes Directly To The South Shore? Thank You, Commissioner Wilson. We Don'T Feel That There Is A Significant To The Single Family Homes To The South. One Of The Elements Of An Expansion Like This Is They Have To Do Some Level Of Stormwater Management And Above And Beyond What'S There Today. So Before Permits Are Issued Our Engineering Staff Would Review Their Stormwater Management Plan For Conformance With City Code . So Likely That Means The Stormwater Management Is Better Than It Is Today And You Know There There Is Quite A Bit Of Trees Between This Site And That Water Feature. It'S Probably Part Pond Part Stormwater Pond. So The Obviously In The Summer That'S Very Green Lush In The Winter It Still Provides A Visual Barrier Between This Site And The Single Family Mes To The South And Further The Height Of The Proposed Building Really Wouldn'T Impact Any Visual You Know Any Views From Like The Backyard Like You Know Multilevel Parking Structure Might Hmm. So And Also There'S Distance You Know, We'Re Several Hundred Feet. You Know, I Think Glen And I Measured It. It'S About 500 Feet Between The Edge Of The Building And The Edge Of The Single-Family Property Boundary. So There Is Quite A Bit Of Distance Those Two. Great. Thank You. Other For Staff. All Right. Status Obviously For Professional Services Here With Linda Mcginty From Luther. Thanks Again Mike For The Introduction To The Project. I Think It Was Pretty To The Point And Again We We Agree And Acknowledge The Conditions That Are In The Staff Report And We'Ll Continue To Wor With Staff To Address The Few Minor Deficiencies On The Landscaping Plan In Particular And We Don'T Take Any Object Today To That. I Want To Mention Just A Couple Things Here To Just To Build On The The Discussion Or Question Regarding Stormwater Management And The Properties The South Specifically With Stormwater Management This Expansion Does Require Again That We Meet Not Only The City'S Rules And But Also The Warsheds As I'M Sure You'Re Familiar Be Brought Into And Because We Actually Disturbing Less Than Half Of The Site We Only Are Required Obligated To Bring That Portion Which Were Disturbing Into Compliance But It Is Still A Significant Portion Of The Site. So There Will Be Some Water Benefits With This Project That Are Forthcoming. In Addition To That, The Expansion To The Shop Will Be Air Conditioned And This Might Seem A Little Obscure But Because Of That The Doors To The Shop Will Be Closed During The Summer Months So The Noise Which Would Otherwise Be Emitted From The Building If The Building Was Not Air Conditioned In Shop Will Be Minimized Because Of That Factor. So That'S The Benefit That The Neighbors To The South Will Be Able To Realize With This Expansion Project. Another Point Is Just That The Existing Landscaping And Vegetation That'S South Of Us Will Largely Be Undisturbed Through This Project So That Will Remain In Place. So The Visual Screening Will Still Remain Intact And I Guess With That That'S Really About All We Have. We Do Additionally Intend To Incorporate It Electronically Or Electric Vehicle Charging On This Site As Well Has Been A Very Hot Topic With Luther The Past Few Years And Something They'Re Doing On A Lot Of Their Project Sites And That Will Be Coming With Us This Project As Well. Mr. Scenario I Believe You Discussed The Floor Area Ratio A Little Bit And That The City Code Currently Has A Specific Carve Out For Auto Dealerships And Minimum Floor Area Ratio. Could You Discuss That A Little Further And Maybe Where That Started From? Sure. If You Know Chairman Commercial Captain, D Have Toely On Glenn On The History Because I Think Is The Primary Author Of Those Standards From Years Ago But In Terms Of Where My Comments In Support Related To Flurry, I Think In Part It Was A Negotiation Between The City And A Variety Of Auto Dealerships Because The City Was A 0.4 Fbr Requirement. Just For Reference, I Believe The Proposal You'Re Reviewing Tonight Is I Think 0.16. It Might Be Quite A Little Bit Off On That But So What You See Is A Pretty Significant Building 2000 Square Feet But It'S Still Relative To The Sites Ises Has A Small. So If This Were A Scrape And Rebuild It Would Not Be Compliant With City Code Because It Does Not It Would Not Meet That Faa Minimum. However, There Is A Specific Exception For Existing Motor Sales Facilities Which This Is Of Course And In That Case There Would Be A Limitation On Decreasing Floor Area But They Are Permitted To Increase Area Even If It Does Not Meet The Minimum R For The And So In That Case Even Though It Does Not Meet The Point Fbr It Is Increasing Floor Area And Is Therefore Consistent With That Standard. Glen Are You Able To Maybe A Little History That I'M A Little Fuzzy On? Yeah Jerome And The Commissioner Cooked In That That Standard Really Dates Back To Around 1996. The City Prepared An Auto Dealers Study Looking At Some Concerns That There Were At That Time That A Lot Of The Land Along 494 Was Being Converted Out Of Dealerships From Other Land Uses And Ts I Mean That Has Some Benefits But Some Of The Concerns With That Were That There Was A Lot Less Activity On Some Of The Sites, A Lot Less At Least In Terms Of Buildings And Tax Base. And One Of The Ways To Address That Is For Dealerships To Go Vertical And Therefore Use Less Land Area For The Same Amount Of Activity Which Would Also Displace Fewer Other Land Uses. Coming Out Of That Study There Were Some Rezoning And Regarding Done And Then Ultimately A New District Created C One District That Has Minimum Floor Area Ratios To Encourage Over Time Auto Dealers To Adopt A More Vertical Format. And We'Ve Noticed The Market Is Ending Heading In That Direction Anyway So It'S Very Compatible That Market Direction. Thank You. Other Discussion Commissioner Glassman Thanks Chair. You Know, Overall I Think The Application Is Straightforward As They'Re Increasing The Size Of The Building The Thing That I Really Was Pleasantly Surprised Is Obviously The Water Quality Or The Water Impact Would Be In A Positive As Well As There Is Minimal Impact To Those The Single Family Homes To The South Of The Property. And The Thing That I Really Liked Is Obviously They'Re Looking Expan The Employment Base Here In Bloomington And Know That Having Good Technical Work That'S Available To To The Residences Is Definitely A Positive. So I'Ll Be Supporting The Application As It And I Look Forward To Seeing This Development Again. Yeah I Too Am Happy With Proposal As It'S Submitted. I Think This Seen This Applicant With Us Before And They'Ve Continued To Do A Good Job Of Reinsting In The Falities In The Community. Again Especially When You Know Especially As Part Of 494 Where People Have Spent A Lot Of Time Stopped On The Freeway It Gives Them Time To Because It'S A Puts Forward A Good Image Of Of The City As You'Re Passing Through So I Assume Supportive Such As The Site.
