Hi there. Thanks everyone for coming and joining us tonight. There may be a couple of people who enter as we're started, but we are going to kick off the meeting and we want to respect everyone's time. So, thank you for being here. Just a reminder, the focus is to provide an overview of what's to come in terms of construction. So, we have a couple people from J Dunn and the project team, Jeremiah and Jeff, here to talk to you a little bit more tonight about what that looks like. And we expect that you're going to have some questions and acknowledge that there might be some questions we're unable to answer here tonight based on where we're at. So we will do our best to get the answers to those and this recording will be posted on Bloomington Forward. So if we get questions, we can't provide you with the direct answer tonight. We will find the information and post that with the recording on the Bloomington Forward site. So we're going to have a presentation from J Dunn. After the presentation, I'll direct you to line up over there at that microphone and ask any questions you have for the team. We also have Tim and Carolyn here. Tim is with us from the architect HGA on the project and Carolyn is here from Tegra. So, she represents us as the city of Bloomington on the community health and wellness center project. So, we'll do our best as a team to answer your questions. If you have questions unrelated to construction, but still pertaining to the community health and wellness center, there are comment cards on the table over there that you can take write out your questions and turn into Tracy here at the end of the presentation. And Tracy's with us tonight from community outreach and engagement. So, here to help us facilitate the discussion. Again, thanks for your time. Just out of curiosity, we're trying to get an idea of where you might live or where you're joining us uh from tonight. So, show of hands if you would. Who here lives on Newton Avenue? Okay, thank you. What about Penn? Okay. Morgan Avenue or anybody that we may have missed? >> Okay, thank you. Just curious. Um we took a radius and sent out the invites to this meeting. So, just curious where you're joining us from. Any questions before we get started? Okay, Jeremiah, I'm going to kick it over to you. Thank you and thanks again for being here. Okay, good evening everyone. Uh, my name is Jeremiah Ray. I'm a senior project manager with J Dun Construction, uh, who is planning and has been hired to build the new community health and wellness center. I think we'll jump right in, Tracy, so you can go to the next slide. Uh, brief agenda here. We'll have a little introduction slide although Dakota did a great job introducing our team. So that'll be a cliffnote uh brief project overview and then we'll jump right into a highle construction schedule and align on some expectations that go along with the work and then a site logistics overview and as Dakota mentioned lastly we'll open up for questions. We can go forward Tracy. So project team is up there. Um we have the recreation team from the city here. uh Carolyn with Integra who's the owner's representative, our Jedun team, and you'll hear from Jeff in a little bit. And then Tim with HGA. Uh for the project overview, this is uh the new community health and wellness center. I'm sure everyone's aware of that, but um in case you aren't and this is your first meeting you've attended, uh it's intended to be a modern inclusive facility serving recreation, fitness, and health activities and community programs for residents of all ages and backgrounds throughout the region. It's replacing the existing Creekide Community Center um and will offer flexible gathering spaces and lots of amenities which are listed on the next slide, Tracy, if you want to pull that up. Um, I'll give everyone a minute to digest those and then we'll move on and get into the primary part of our presentation which is really centered around construction activity and our site logistics. So, where we are right now is in the pre-demolition phase. The city is finishing that up um at the existing Creekide Community Center. that will be ongoing through about mid of October. And then at that time, um, we'll get right into the site and start our work. But in the meantime, we are going to be in installing our site fence beginning next week. So that'll you'll see that happening starting next week on the 29th. And we'll probably take the better part of the week to get all of that fencing uh installed. And then immediately after that, we'll begin installing our site fence screening. um that'll you'll hear more about that throughout the presentation, but that screening will help keep our dust and debris within our job site. Uh it'll help kind of create a safe barrier between the public and the construction site. Uh once demolition or once uh the pre-demolition is complete, we'll begin demolition on the Creek Side Community Center that is scheduled to start October 20th. Um we are anticipating during that time there will be uh some heavy equipment that's used to demolish the building. Um that'll be limited to only during daytime hours and uh work hours for that will be 7 to 3:30. Um an important factor for us during that phase of work is really dust control. That'll be an emphasis for us making sure we keep the dust at a minimum. Uh there's a lot of different tools that we use and tactics, water being kind of the primary, keeping that the surfaces wet. so dust doesn't actually emit into the air will be a major focus for us during that phase along with street sweeping. So any dust that does escape on truck tires or otherwise onto adjacent roads will be sweeped regularly. Um staying on this slide Tracy after demolition we'll move to earthwork and foundations. So that's where we'll start actually digging and excavating into the ground to get the concrete foundations put in place. That'll begin in November and run through close to the end of the year. Uh during that time, you'll see some more equipment around the site. I mentioned excavators. There will be um some movement of uh dirt and earthwork around the around the site as well as concrete trucks that'll be staged within the site property, not on the adjacent roads uh for any of our concrete pores. And those will be on a regular basis, but certainly not every day. Those will be spread out and um as needed for the site. Again, anytime that we have exposed earthwork, we'll be monitoring dust control, making sure that's a priority, and taking care of the street sweeping around the nearby streets. After the earthwork and foundations, we'll move on to the um building structure, and this is where you'll really start to see the building come out of the ground. You'll start to see the concrete exterior panels as well as the structural steel framing. um that'll be erected using some smaller mobile cranes that'll be brought in for that work. You'll also see um some man lifts around the site that are actually doing the installation. Um those are all kind of smaller pieces of equipment that we'll use to actually erect the building. Again, with any of those deliveries, the truck staging, bringing those deliveries in will be on the project site. It will not be on adjacent streets. Uh trucks will be parked on site while they're offloaded and and brought in for deliveries. After the building structure is up, we'll move into really the enclosure phase. So, we're keeping the building watertight and trying to keep all of the water out so we can move into the next phase of work, which is inside. So, that'll look like some exterior lifts on site. Um, kind of buttoning up the exterior of the building. And then again, those trucks will be limited to on-site for deliveries and material management. Then as we approach summer of 2026, we'll be uh focusing on the initial phase of site work and preparation, and that's really um to get the base area for the parking area down so we can use that for craft parking on site. Um that'll be some media medium equipment around the job site during daytime hours again um to kind of get that paving ready and prepped. And then during that time, we will have to um move craft parking offsite. And so we will be working on that. And then interior finishes will be concurrent or or near at the end of that summer where once we're watertight, like I mentioned, we'll really move all the work inside the building to focus on building out interior walls and interior finishes. Uh during that time, the only real trucks around and on site will be for deliveries and offloading of materials. the rest of the work will really be limited to to inside the building. And that'll carry us all the way through to the summer of 2027 where we'll focus on finishing up the site work, getting the last lift of that parking lot installed, getting any landscaping completed. Um again, during that time while we're trying to button up the parking lot, craft parking will have to move offsite, but that'll be for a limited period of time. And then um completion is scheduled for August of 2027. So it'll be finishing touches and looking to celebrate with a ribbon cutting ceremony. That is it for a high level construction overview for the schedule. I will give it over to Jeff to go over site logistics. Welcome everyone. I'm Jeff Walker with Jun Construction. So I'll be the on-site superintendent for this project. So, talk a little bit about what you'll start seeing as soon as uh Monday. I will I don't know if I can walk. Can you guys still hear me if I walk away? You'll see kind of the sight fencing in yellow. That's going to start going up Monday morning. Um establishing our gates. One caveat is we're going to stay within the out of the rightway, Bloomington's rightway. Um and they will be that way for the majority of the project minions that we have to go out the streets for. Thank you for some utility tie-in work. Um establishing the gate off of Penn Avenue. That'll happen right away when the demo starts. And also utilizing existing um drive approaches that are there right now. And then we we will set up a gate for that entrance, but that won't be used until later on uh when we start foundation work. Reason being the footprint of the new building is going to kind of block us off on those two. So then we're primary entrance we're going to be using will be off of Penn Avenue. There will be times where we'll have to utilize the one off of Newton, but we'll keep it pretty limited. Um Jeremiah did say uh parking on site. We're going to try to keep parking on site as much as possible. Uh we're going to lay down area in red and parking. We're going to utilize that next spring. It'll get a little tricky when we want to put in the all the parking lot from here to there. So, we either got to phase that or come up with a another plan. Um, a lot of utility work starting that loops all the way around the building next spring and uh but the structure will be up. Uh, so what you'll see Monday through next week is the fence being established and uh so you won't have people um kind of cutting through the parking lot anymore. So, we'll kind of lock that up. Um then the scrim will go on and then maybe a lot of sight signage will go up too. Keep out signs, that sort of thing, just to kind of let people know it's not an area they should be messing in. Um flagging, taking deliveries on site safely. If they they don't have the ability, just like you're in your car and you pull up to an intersection, if they don't have the ability to pull right in, if they need to stop or do something or back in, then we require flaggers. So, left is available to um assist in traffic control during any of those times. And then, uh I think that's kind of all I have. >> Need that? >> Yeah. >> Okay. Uh yeah. So, in closing or I guess we'll we'll touch on the additional project information here first. Um you can find additional project information on the Bloomington Forward website. There's a QR code here. I think there's been uh links provided as well. There's a link on the screen. That's where regular updates will be provided on the project uh including construction updates. So, please look to that for additional information. And then I would just add in closing from the construction team that our goal here is to deliver the new community health and wellness center to the city as best as we possibly can. From a site logistics and coordination standpoint, that really entails maintaining a secure perimeter, keeping our dust and debris where it belongs within our job site, and minimizing any other obstruction to the best of our ability. >> Thanks, Jeremiah. Like I said, if there's a question we're unable to answer, you can fill out a comment card. Um, if the question does not pertain to construction specifically, but you still have a question about the project, you can use a comment card and hand it to Tracy at the end. Uh I live off uh Maple, which is three blocks down from Penn, and I um am an alumni of Winter Creek Side. Uh the problem I have is that my sisters and I, we leave for work uh between 7:30 and 8 and we go north on Penn, so we go right by Creekide. How many are you going to be shutting down that road? You know, you know, close the road down to get in and out of for building and stuff. I did understand how you're going to do all the construction stuff is going to be on the part you're going to take it off there, but are you going to be closing down the road during Monday through Friday? the weekends we can go the other way but if we have to go that way we got to know because then we got to plan to leave earlier thank you >> disturbance to the roads would be really minimal if you want to go back to that overall um >> that's okay >> it's okay >> this slide right here >> which one >> uh this one right here 14 there's going to be a two tieins for water one here and one here. Both in Penn. Um >> I don't turn on 98th Street. I go I go straight up Pen Avenue. >> You go straight up Pen Avenue. >> Yeah. But there's also a public transportation runs down 98 Street. >> Yeah. There's And then there's going to be one tiein of fire somewhere right in here. And that wouldn't be till next summer. minimal short. I just maybe lose a lane. But if you're coming from >> I'm coming from Maple, so I'm turning up on that um side of of graight. >> Okay. You shouldn't have any problem at all. >> I mean, it's going to be avenue. >> What's that? >> Pen Avenue on Penn Avenue. >> So, >> Pen Avenue will not be regularly closed at all. It'll be closed for a duration of maybe two weeks at the very most during a period um next summer. Otherwise, Pin Avenue will remain open the entire course of the project. Our deliveries will pull in directly off of Pin Avenue onto site. So, they'll never need to block Pin Avenue to to >> have to watch out for Mr. Flag Guy. >> Yeah, potentially you might have to watch out for Mr. Flag Guy, but even then, because it's an entrance, um we'll ensure that that's it's free to enter. Trucks are gonna be free to enter the job site. So, yeah, but it won't be closed. >> It'll be better than 494 is right now. >> I don't even know on that. >> Anything's better. >> But hey, we survive it. >> 535W. >> Yeah. >> Yeah. >> Yeah. >> Thank you. >> You're welcome. I >> I haven't heard for sure just how many houses are going or if there isn't any houses on Newton Avenue or just what's going on with the houses. No, >> nothing's going on with houses as far as I know. We haven't heard anything. >> I'm just going to clarify. Was your question pertaining to the purchase of the homes on Newton Avenue? Okay. The city council gave that direction and they decided not to move forward with the purchasing of those homes. Thank you. Uh you're doing the demolition from October 20th to sometime in November from 7:30 to 3 7 to 3:30. So when you get to the uh excavation, is that going to be the same time period? And that can be noisy too, can it? >> Yeah. Um sometimes they will work till 5. Um this they're more seasonal workers. So sometimes they'll work 10-hour days. Um the demo will be the the noisiest. Um they don't use a lot of jackhammers anymore, just control dust. It's a lot of kind of crushing claws and that sort of thing. So um it should be pretty minimal. And then the excavating pretty quiet. Their machines are pretty quiet, pretty smooth. That's usually trucks and big pieces of equipment that have those uh noise things on that everybody knows when they drive by it's there. Whatever you call those. Beep beep beep. >> Backup alarms. >> Yeah. >> Yeah. >> Okay. >> Thank you. >> Any other questions? Okay. So on Newton and Morgan, would there be any utilities being pulled? So it's only on Penn and 98. >> And then you're thinking there probably won't be any road closures, just lane closures, >> correct? >> Okay. >> Thank you. We want to make sure to get that answered for you as well. We're going to be answering all of those questions on Bloom on the Bloomington Forward web page. the um driveway between uh the com assisted living parking lot and that people use all the time that they shouldn't be using. Um is that going to remain open for walking or is that going to be blocked off with fencing? >> Yeah, I kind of skipped that in my first presentation, so I'll go back and hit it now. We're going to put the fence right here. So, we're going to we're going to leave that as is until next spring. >> Okay. Thank you. >> Yes. >> But just to clarify, at next spring that will get fenced in and will become part of the job site so we can finish the work in that area as well. But it'll remain open from now until Yeah. until next spring. >> Leah, is that what you were going to add? >> It's it's actually an emergency access for Presbyterian homes, so we're not fencing that off until we absolutely have to. >> If that makes sense. >> Yeah. I uh will your presentation be online as on Bloomington Forward? Thank you. >> Yes, >> because then I my sisters can see it because they couldn't be here because they're working. >> Yep. They'll be able to see it on the Bloomington Forward website. >> And please feel free to share that the recording will be up with anyone you might talk to about this after as well. >> It could take. >> Yes. Thank you for saying that, Tracy. uh don't expect that it will be there immediately tonight for you to watch, but we are hoping or the expectation is that it will be up on the website within a week from today. Should we take a moment to think if we have any other questions? Otherwise, we are available to answer them as well. >> It's all going to be in that building. >> Tracy's going to pull up the amenities slide again, and I'll speak a little bit to that. Uh so there will be an auditorium with a lap pool and then a leisure pool with a zero depth entry where we'll do swim lessons, things like that. Two gymnasiums, a walking track, general fitness space, three fitness studios, community rooms where senior programs and things like that will take place. Um public health is going to utilize that space as well. and party rooms, birthday party rooms, event rental space, indoor playground. Questions about any of that? Is there a possibility you might try to give the boutique a little tiny room rather than the thing that they have now? still figuring out those details. Um, but the boutique is being planned for in that space. Absolutely. >> Will there be a yearly membership uh deal? >> Membership fees. >> There will be membership fees. Uh so they haven't been exactly nailed down at this point in time, but there will be a fee to join. And as it stands, we do anticipate accepting those Medicare-based programs should those um be as they are today at the time of opening. Any other construction related questions? Would the membership be mostly for the health club aspect of it or for if you're playing cards or doing something or want to look at the boutique? Just kind of curious and >> sure good question. Um, again, I don't want to spend too much time on this specifically uh for the construction purpose of the meeting, but yes, there will be some of the same programs carried over from Creekide. In fact, the large majority of them, and those will remain largely as is in terms of free or lowcost programming. So, you will not need a membership to participate in cards or something of that nature through Creekide. Good question. I will be available if you have those types of questions for a little bit after this. But any other construction related questions?
