The Bloomington Port Authority approved expanding its creative placemaking program beyond the South Loop District to serve the entire city during its April 15 meeting, marking a significant shift in the decade-old initiative.

Alejandro Blinken, director of creative placemaking, presented the new citywide plan that builds on community input from over 4,000 residents gathered through workshops, festivals and surveys. The plan centers on five goals: empowering artists and culture bearers, ensuring equity and inclusion, fostering connection, strengthening belonging, and expanding creative placemaking citywide.

The authority also introduced two new staff members to support the expanded scope. Priscilla Mara joined March 3 as a business assistance specialist focusing on small business support and entrepreneurship connections. Alan Thorpe started March 10 as an economic development analyst specializing in real estate development projects and analysis.

Port Authority staff provided updates on major developments, including SICK Company's plans to begin occupancy of its new facility as early as August. The manufacturing company will bring training facilities expected to host up to 90 people weekly, potentially benefiting local hotels through business travel.

The authority will review its mission statement at the next meeting, the first formal examination of the organization's purpose in years. Staff noted the current mandate focuses on facilitating orderly economic development for Bloomington, but officials want to refine that guidance following completion of the economic development plan.
