The Bloomington City Council approved amendments to the city's sign code and new co-living housing standards during its April 28 meeting, while also advancing negotiations for fire station property acquisition.

The council unanimously passed sign code amendments following a one-year review of regulations adopted in 2024. The changes include 14 modifications ranging from technical cleanup items to policy adjustments, such as allowing roof integral signs and increasing directional sign sizes from 8 to 12 square feet. However, the council removed a provision that would have prohibited signs on residential fences after concerns about potential First Amendment conflicts.

Council members also directed staff to develop language allowing up to three building signs per elevation on buildings seven stories or taller, and to review traffic safety studies regarding electronic billboard display times. Clear Channel Outdoor had requested reducing required display times from 20 seconds to 8 seconds, but the council deferred action pending additional safety analysis.

In a 5-2 vote, the council approved new co-living housing standards designed to expand affordable housing options. The ordinance creates regulations for co-living developments with five or more units featuring shared kitchens and common areas, while increasing the number of unrelated adults who can share traditional housing from four to six. Council members Victor Rivas and Mua opposed the measure, with Mua stating the city was "20 years too early" on the concept.

The meeting concluded with the council authorizing staff to enter property acquisition negotiations for a new fire station, with specific terms discussed in closed session. The council also accepted a $100,000 donation from Bloomington Remembers Veterans and approved relocating the planned veterans memorial to Harrison Park as part of the Nine Mile Creek corridor project.
