Hansen said the fee restructuring would allow applicants to apply for larger service areas under single permits, improving efficiency for both staff and contractors. The restoration requirements aim to address the most common resident complaints about unfinished work sites and damaged property. "The majority of the complaints and feedback received from residents is related to restoration," Hansen told the council.
The council will consider formal code changes in March, with implementation planned for the 2025 construction season. Hansen said staff will engage with utility providers to gather feedback before returning to the council with final proposals.
