The Bloomington Housing and Redevelopment Authority approved establishing The Heights tax increment financing district Tuesday to help fund critical repairs to a 30-unit condominium building.

The board unanimously approved the redevelopment project and TIF district for The Heights condominium development on Xerxes Avenue South. The project addresses comprehensive renovation of the building's parking structure, which had its certificate of occupancy revoked by the city in August 2024, along with balcony replacements and accessibility improvements required by building code.

The TIF district approval completes a financing package that includes a significant interfund loan from the HRA and $450,000 in local affordable housing aid through direct income-based assistance. Six households qualified for the assistance program, with five owner-occupied units and one rental unit that will have affordability restrictions.

The board also received an overview of current homeownership programs from Assistant Administrator Ana Salvador. The presentation covered education workshops offered in multiple languages, rental homes for future homebuyers, Housing Choice Voucher homeownership assistance, and down payment assistance programs. Salvador noted the agency's first HCV homeownership participant is expected to close on a home within two weeks. However, commissioners expressed concerns about potential federal funding cuts affecting voucher programs, with the HCV homeownership program carrying 15-year assistance commitments.
