The Bloomington Planning Commission approved a modified version of the Small Business Codes and Processes Phase I Ordinance during its May 8 meeting, retaining stricter building material standards than originally proposed.

The ordinance aims to reduce barriers for business formation and operations through four main areas: odor mitigation standards, parking flexibility measures, rooftop equipment screening clarifications, and exterior building materials modifications. Planning Supervisor Karsten Day presented the proposal, which emerged from outreach with business owners, architects, and chamber events.

Commissioners expressed concerns about proposed changes to exterior building materials, particularly allowing painted coatings on brick and reducing the required ratio of primary to secondary materials from 85/15% to 65/35%. Commissioner Hickton argued the changes would primarily benefit large developers rather than small businesses, stating the proposal helps "big business and we get lower quality buildings."

After two failed motions, commissioners ultimately approved the ordinance while striking the proposed 65/35% materials ratio change, maintaining the current 85/15% standard. The approved version includes reduced odor mitigation distances from 250 feet to 150 feet, streamlined parking flexibility approval processes, and clarified rooftop equipment screening requirements.

The ordinance now moves to the Bloomington City Council for final approval on June 2 as a public hearing item.
