Bloomington Council Approves Emergency Food Assistance Funding
The Bloomington City Council unanimously approved emergency funding Monday to support nutrition assistance programs amid the ongoing federal government shutdown, which threatens to cut SNAP benefits starting November 1.
City Manager Will Walker told the council that approximately 5,200 Bloomington residents receive SNAP benefits, including many families with children. The resolution authorizes budget alterations to quickly direct funds to local food providers or purchase infant formula if federal resources lapse.
"We're starting to see real impact here locally in Bloomington and across Hennepin County, especially when it comes to food access," Walker said. The city's WIC program serves about 1,700 Bloomington residents monthly, including 138 infants on formula.
The council also approved changes to liquor license ordinances requiring server training and imposing suspensions for compliance check failures. The 4-3 vote followed a public hearing with no speakers. The new rules require 100% of servers to complete approved training within 90 days of hire and add one-day suspensions for second violations and five-day suspensions for third violations.
In budget discussions, Fire Chief Jeff Seal reported significant improvements in emergency response times since staffing increases began. The department's 90% response time dropped from 11 minutes 30 seconds in 2021 to 9 minutes 15 seconds currently, with call volume expected to reach 11,600 this year. Police Chief Booker Hodges noted crime rates are down 12% from last year, potentially reaching decades-low levels.
