2026 Pride Month Proclamation

Administering 18-Day In-Person Early Voting Period versus 46-Day In-Person Absentee Period

Mail-in and drop-off absentee services will remain available for the full 46-day statutory window, and the city plans various communication strategies, including website updates, social media, and physical signage at City Hall, to inform residents of the change.
Terminate Limited Use Agreement for 3353 Chowan Avenue North

Staff recommended terminating a 1995 limited use agreement for the property at 3353 Chowan Avenue North, which allowed vehicle parking on a city right-of-way. The urgency arose from a developing sinkhole above a failing corrugated metal storm sewer pipe and bulging, unengineered timber retaining walls. The pipe is considered to be in a state of failure, posing a public safety risk. Termination is necessary for the city to access the area for emergency infrastructure replacement, which will involve digging through the parking area and parts of the retaining wall. The city will provide 30 days' notice and may assist the property owner with moving inoperable vehicles if necessary, while also offering support for financial burdens.

So we wanted to, um, for the month of June, um, put this proclamation in front of you for LGBTQ Plus Pride Month proclamation. Um, again, just sort of solidifying our support and, um, encouragement of individuality and unique identity in the city. And with this proclamation, the city also has put up a, um, progress flag at the city hall out front here.
I'm hopeful that Robbinsdale will eventually look to these other great events and hold something similar in the future, but until then again, it's really important to be in community. Um, so I hope you can attend one of those events and happy pride.
after some review, especially with Sanborn, Park City staff ended up uncovering that currently 13 municipal parks right now in the city are zoned incorrectly. Right now, multiple properties in. I'll show the list right after the slide. Um, 13 properties are now zoned as R-1 Single Family Residential... Fundamentally, in zoning practice, this is incorrect. And we're hoping to come today and just clean this up is the majority of what staff is attempting to do.
City staff have no interest and I believe council as well have changing these to any other classification, allowing any homes to be built on our parks anytime soon. So today we're just coming forward to clean that up.
Renaissance Firework has come back again since they had a good sale and they'd like to keep going. Um, the proposed per site plan, they will be occupying eight parking spots in the parking lot as last year. This will include their sales tent as well as a shipping container that they will be using for storage.
Our community wants to be able to celebrate with fireworks within the community, and we feel that there is a need, so we would have no reason to stop them.
There's new legislation in law in Minnesota that lets municipalities, um, decide whether they want to do the traditional 46 day in-person voting... or which kind of is already in place as, um, early voting uh, 18 days before the election. Um, cities could choose to do that instead of the full 46 days. So they're giving an opportunity for smaller communities with potentially less resources, less, less staff time, just an opportunity to pick what works best for them in their communities.
if you look at past data, um, about 70% of the votes have come in, have been during that early voting period. So the last 18 days and then up to and on Election Day. Um, so you think of a lot of the staff time for those early days just isn't being translated into the numbers on paper.
My question is, um, what communication plans does the city have for communicating this change for residents so that folks know early, um, how to make a plan to vote and how that might look different than previous years.
This particular issue relates to a limited use agreement that was approved by the City Council in 1995 for the property owners of 3353 Chowan Avenue North. The limited use agreement gives the owners of the properties the right to utilize a portion of the 34th Avenue right of way, uh, for vehicle parking...
While while the road itself, uh, is not a constructed road, there is kind of a car track that goes through the this area on the city right of way from Chowan Avenue to the apartments that are kind of on Drew Avenue at the back of the properties. And I would hate for a retaining wall to collapse at a time when people were were walking through there, because that would be quite, uh, catastrophic.
I guess my one other question. Just thinking about the resident, and I know it sounds like he should have some advance warning of getting the formal 30 day notice, but, like, I mean, I could see that being a large surprise. And if those vehicles don't move, they gotta have him towed. And that could be like a surprise expense that they might not be able to cover.
I think a couple of questions that we're moving to staff and going into this with the priority that, um, you know, it's the public safety is number one here, that it's in the best interest that this is, um, addressed for the reasons Mr. McCoy has melded. But secondary is a part of that process. Again, knowing that that's an urgent item, um, going through and bringing back to council as a part of what those quotes and bids might look like. Uh, remedy to help assist with any financial or burden. Otherwise that that would be a part of the process that we would be willing to take on.
