Conditional Use Permit to allow an oversized detached garage for property located at 5655 Vagabond Lane North
Dissent: None
Moved by Commissioner Fuller [~0:21:40] · Seconded by Unknown [~0:21:55]
The Planning Commission reviewed a request for a conditional use permit to construct a 1,200 square foot detached garage at 5655 Vagabond Lane North, which exceeds the 700 square foot limit in the FRD zoning district. Staff presented findings that the proposal met all necessary standards and would not be detrimental to the public welfare or neighborhood. The applicant, John Sesso, explained the need for a larger garage for equipment storage on a 5.5-acre property and future plans for a camper. A question was raised about the garage's height, which was clarified to be limited by the primary structure's height. No public comments were received.
Rezoning, Site Plan, Conditional Use Permit and Variance for a new childcare center to be located at the southwest corner of Old Rockford Road and Peony Lane
Dissent: None

The Commission considered multiple requests for a new Casa de Corazon childcare center: rezoning from C-3 to C-2, site plan approval for a 10,000 sq ft single-story building, a conditional use permit for the daycare, and a variance for a 15-foot parking setback. Staff detailed the proposal, noting access only from Old Rockford Road and challenges posed by wetlands, which necessitate the setback variance. Commissioner questions focused on traffic impacts (deemed minimal by staff) and wetland disturbance (identified as minimal and related to a man-made depression). The applicant's representative, Jeff Schuler, emphasized the need for a Spanish immersion program in the area and reiterated the site constraints influencing the design. No public comments were made.
Variance requested to a lot area and lot width to lot area and lot with for a lot line adjustment at 710 Kingsway Lane
Dissent: None
Moved by Chair Boo [~0:54:00] · Seconded by Unknown [~0:54:10]
The Commission reviewed a variance request for a lot line adjustment involving 710 and 616 Kingsway Lane. The applicant sought to move the lot line to situate a driveway entirely on one property, but the proposed adjustment would render 710 Kingsway Lane non-conforming in both lot area (17,622 sq ft vs. 18,500 required) and width (103.25 ft vs. 110 ft required). Staff recommended denial, citing that a private driveway access easement, already in place, addresses the issue without creating a non-conforming lot. Commissioners expressed concern about setting a precedent for non-conforming lots without a clear, unresolvable problem with the existing easement, especially as the applicant was not present to provide additional justification. One public comment was brief and supportive of the staff's position.

Um, a conditional use permit is required to allow a detached garage addition that exceeds 1000ft. Excuse me, exceeds 700ft in the future, restricted Development district. And under this proposal, a 1200 square foot detached garage, about 30 by 40ft would be constructed for personal equipment, storage and storage of personal vehicles.
I just say, you know, we’re this is we’re planning for this to be our home for a long time. So, um, I know it’s maybe a bigger garage than normal, but we do have a large property to maintain, and we used to have a camper, so, „ we eventually, once our kids are older, would like to have a camper again, have a place to get that stored inside and keep it outside of the elements.
This is a request by Structure Builders for, um, a new daycare center. The request involves a rezoning site plan, conditional use permit, and variances. The property is located at the southwest corner of Old Rockford Road and Peony Lane.
The reason for the variance is because with the wetland down here and the wetland buffering, it’s forcing the building a little bit farther north on the site than you’d probably otherwise put it, which is making this area a little bit narrower. And because of the access restrictions, they couldn’t do angle parking and come out this way.
Um, I don’t have a whole lot to add to Sean’s presentation. Um, just that, uh, this is a new daycare filling. Um, a little bit of a gap in the area with the Spanish immersion program. Um, I would think that, um, adding to the, uh, childcare kind of, uh, area of the city, um, and the in the growing population is going to be an overall a big addition to the city of Plymouth.
The applicant intends to do a lot line adjustment, um, to move the lot line up so that the driveway, which is on 606 Kingsway Lane to the south there, has the driveway located on one property.
Staff finds that a private driveway access easement would address the concerns of both the neighbors would without having to go through this process.
But without at least in my mind, without a specific concern being raised under the current arrangement that is no longer workable for reasons that have not I cannot conceive of, but nobody else is presenting anything on that either. I don’t quite see what the problem is that we need to go through this process.
