## 1. CALL TO ORDER
The Brooklyn Center Economic Development Authority (EDA) met in Regular Session called to
order by President Pro Tem Teneshia Kragness at 7:12 p.m.
## 2. ROLL CALL
President Pro Tem Teneshia Kragness and Commissioners Dan Jerzak, Kris Lawrence-Anderson,
and Laurie Ann Moore. Also present were Deputy City Manager Daren Nyquist, Planning
Manager Ginny McIntosh, Economic Development Manager Ian Alexander, City Clerk Shannon
Pettit, and City Attorney Siobhan Tolar.
President April Graves was absent and excused.
## 3. APPROVAL OF AGENDA AND CONSENT AGENDA
Commissioner Moore moved and Commissioner Lawrence-Anderson seconded to approve the
Agenda and Consent Agenda, as amended, with the noted changes to the minutes, and the
following item was approved:

## 4. PUBLIC HEARINGS
## 4a. PURCHASE AND DEVELOPMENT AGREEMENT AND CONVEYANCE
## OF CERTAIN PROPERTY LOCATED AT 6245 BROOKLYN
## BOULEVARD
Planning Manager Ginny McIntosh explained that a Purchase and Development Agreement (PDA)
for Scooter’s Coffee at 6245 Brooklyn Boulevard is before the Commission. This is an EDA-
owned property, and this is a Public Hearing. The lot itself for this property is a very small,

oversized residential lot for comparison. At just over 14,000 square feet, it is in the neighborhood
mixed-use district and sits on three frontages on Ewing, Brooklyn Boulevard, and 63
rd
## Avenue
North. It is currently vacant and was formerly used for automotive purposes. At the April 26 EDA
meeting, City Staff presented a concept for the proposed Scooter's Coffee location on two EDA-
owned sites. Those EDA-owned sites are at 6245 Brooklyn Boulevard. She added that the
