We’re just sharing a little bit about our year. And then our candidates are here as well. So my favorite event this year so far has been the Cambridge Christmas Parade. It was a great kickoff to the season, and it was really fun to meet up with all the other royalty and see our friends who we haven’t seen for a little while, just because the winter gets a little bit slower at times. And then for personal growth this year, me personally, I through this program I have felt myself come out of my shell more and more, whether that’s in school or in community events, and I feel myself working on being more authentically myself every single day, which I can only thank the program for. So thank you. Hello, my name is Sabrina Boatman. I’m my new 2025 to 2026 Maple Grove Ambassadors. I have truly grown and learned so much about this whole experience, so it’s hard to narrow it down to just one. But if I had to pick, I’d say the most growth I’ve had is with my organizational skills. I’ve had so many wonderful commitments throughout the year, such as school, sports, harp, and getting my pilot’s license. So more often than not, I was overbooked and overwhelmed. But with Megan’s help, I was able to. I was able to grow my organizational skills and learn how to properly, properly plan ahead. So I was able to do all the amazing things I wanted to do. It was because of that planning that I was able to fully embrace all what the Maple Grove Ambassador program had to offer, and one of which was my favorite event. The the what? The Wild Sparkle Nights. It’s a huge, wild thing myself. It was so incredible to go out onto the ice and and go out onto the ice. So many I’ve seen so many times on TV. It was also in case one of you were wondering, the wild did win that night. Um, as my year comes to an end, I am a little sad, but I am so excited to see what our seven amazing candidates will do with this wonderful opportunity. Thank you. Hi guys, I’m McKenna Tolman. But then also, I feel like I’ve grown so much in my public speaking, like I mentioned, because doing this a year ago, I would have been shaking and unable to do this without being afraid. But that’s okay. Uh, next time is item five. Be the open forum. I have received the blue card. Uh, who wants to talk about a non-agenda item? So, Peggy Giorno, please come forward and. Thank you. Um. First off, I know this is Corcoran, and Corcoran is in other city, but what they’re proposing is going to impact us in Maple Grove. Um, I live in a Brush Creek, fellows, which is an association that is south of County Road or of 101. And, um, south and east of County Road one and 30 and, um, a couple of our residents received a letter from Corcoran. Not everyone. I have no idea what Corcoran used as a sort, but Ned is they are proposing a development in for any of the old timers, the old llama farm, which is right across 101 and County Road 30. So it’s due west of us. And what they’re proposing a developer is proposing 297 multifamily residential residential units. Five future commercial lots. And there’s a public meeting this Thursday on it. Um, this is going to be in addition to the already existing J.P. Brooks hopes, Meadow development, which was approved in 2023. Part of it’s been built out. It’s a four phase development that’s on the county roads 30 and one, 16. Um, and that’s something that when it’s fully built out, if you’re ready for this, it’s supposed to be 641 new dwellings. Um, which comprised of two multifamily buildings. The one that’s being proposed is also multifamily dwellings. When senior apartment and active senior buildings, senior villas, road townhomes, two multi-story medical buildings and one small commercial building on seven 623 I found in the Corcoran City notes that they waived doing a um, environmental study and the environmental study. From what I understand from the district’s website is what triggers a traffic impact study. So I couldn’t find anything that said that they actually did a traffic impact study. The third thing is that the quick trip is back on again. It’s going to be just north of Mama G’s, off of one will run roughly, probably not even half a mile from that 131 intersection. So what’s the problem? The problem is, is it’s one lane. Um, 101 is one lane in each direction. County road 30, as you approach that intersection, you have a left hand turn lane, right hand turn lane, and then you go straight. If you want to go out west. So we are experiencing, especially with the 610, an ever increasing number of traffics, and it’s quite frequently. Um, and also obviously you have to consider growth in Dayton, Hanover, Rogers, all those Western and especially in the 55th plus demographics. Um, we get emergency vehicles all hours of the night, which I know can’t be avoided, but it’s not unusual for us to have to hear sirens every hour on the hour going through that section of the road. So with that two lane thing, the biggest problem that we’re experiencing, we’re experiencing now, even before these are being built out, is our lanes to get to our plus to to get to our left hand turn is maybe an eighth of a mile from 130 intersection, which is does have lights on it right now during times. And I wouldn’t even I would say it’s even more than peak times. We have to wait to get to our left hand turn lane. And the development just south of us also ends up. You wait to get into the. Because traffic going west is only one lane, and God forbid we’ve got more than 4 or 5 cars wanting to make a left hand turn lane because they can’t turn because they’re waiting for the lights or for the light to change for them. So I understand, you know, because the Tis document, I, I don’t think they did it for Hope Meadows, but nevertheless, I mean, we’re being impacted. If you add up all these numbers, it’s at least 938 vehicles that are going to be on that stretch of road. And realistically, you’ve got to consider it’s going to be more because you’re going to have workers, you’re going to have most people have more than one vehicles. You’re going to have the different aspects of workers working in the buildings and stuff like that. So, you know, if you anticipate 1200, how is that road going to be able to handle it, and how are we going to be able to get to our homes? What’s a reasonable wait time? You know, right now it can be 2 to 3 minutes. Sometimes it’s longer to even make a right hand turn because people going eastbound on on County Road 30 go really fast. You know, very few go. Actually, the posted speed limit of 50. So you said and you wait and you wait and you wait and you can’t. You finally can make a turn on it. Left hand turn. It’s in an option. Only right hand turn is. So how much is this going to increase. Is the volume going to double. Is it going to triple. How much more without a traffic impact study and solutions. We just don’t know. So I realize my taxes don’t go to Corcoran. We’ve had to deal with Mom and G’s for 30 years. And when you try to call, they say, I’m sorry Corcoran can’t do anything about it. But I also wrote to the commissioner, and I just said, at a bare minimum, I think a traffic impact study needs to be done before any rezoning is approved for the 297 unit development. And I realized that this doesn’t fall under your purview, but there’s anything we can do to push the district commissioner or to push them to say, hey, guys, before you throw another 1000 at a minimum, cars on this road, how is it going to impact us? And we’re basically landlocked. We only we only have two ways to get on our roads to get into our area. County road 101, which backs up to especially during summer, and County Road 30. So how is it going to be handled? I, I don’t think that it’s unreasonable for us to expect that something be done. And if there’s anything any of you can do to persuade Corcoran, I don’t know if they’re going to listen to me. They say they’re going to listen to everyone. I know there’s other people in the area that also are not happy if they show up, I don’t know, but there’s anything that can be done to push Corcoran to say, hey guys, you got to take into consideration people that live in Maple Grove and people that are due east of this development. Thank you for your time. You bet. Thank you. Um, I think we can follow up with the commissioner and also with Corcoran. I emailed him last week, so, um, haven’t heard a response yet. I think he got it. I didn’t get a bounce back, so I’m assuming he got it. Well, we’ll check on that as well, because obviously both one, one and 30 are county roads. And so. It’s it’s crazy. It really is. It’s I mean we all knew that 610 was eventually going to be built through, but with it just being a single lane, if you gotta turn right, you’re great. But man, if you’re going straight, it is getting to be a nightmare. So the growth out West is. It’s only going to get worse. And the problems are going to come up more, more and more. So okay. I, um, I got a couple of questions about lifetime fitness expansion and what’s going to happen behind the marshlands of the apartment complexes of Riser and Terra. They’re off of Grove Circle in 99th, back behind the hospital. Because I’ve heard that they want to put. A trail through the marshlands with the development that they want to put all the way around the marshland. Is that true? I don’t believe there’s a trail that goes through the marshland. I think there’s a trail that was planned to go around the outside of the marshland. That I could be wrong about that as well. Um, okay. There’s there’s. One. There’s one now that runs behind the riser building. That might be the one I was thinking of. I’m not sure. Well, because I had seen in the drawing that you were talking about putting one around what would be on the west side of the marshlands? They were talking about like an elevated pathway. And I can tell you right now, if you do that, you will lose every bit of wildlife that’s in that marshland. They don’t I don’t recall an elevated pathway. I, I don’t know. I’m hoping you don’t. Know. We could certainly reach out to you and share the plans for that. I don’t I don’t have that. We don’t have those in front of us tonight. So it’s kind of hard to, um. Okay. Yeah. Um, I’d also heard that, um, starting next Monday, that lifetime is going to start their expansion behind over by Home Depot. They have a groundbreaking up on their property up there. Yes. Yeah. Um, is it true that they have now? Excuse me? Purchased more land, which would be down around that far roundabout on the western end of 99th place? I’m not aware of that. Well, because I was talking to the. The guy that was out surveying last week, and he had said they had just purchased the last parcel going around that roundabout. And I was wondering if that was true. I have to tell you, I don’t know that we know because I thought they had acquired the land up there they were going to use for their new facility a while back. So I, I don’t know that that’s accurate or not. We would have to check. How much how much of that was. In a swap deal to get them out of the community center of that land that they now have, was in that deal to get them out of the community center. That was a separate deal. We bought them out of their interest in lifetime, a lifetime in the community center, and they chose to be building a new facility up there. Those are two separate transactions, as I recall it. Yeah, I think there are entire parcel up there. 17, about 17 acres. And that would be what would they would build their new club. And they do have space for some for some housing up there as well. But I don’t have knowledge of that corner parcel being transacted. We can check on that as well. Do you know how big their apartment complex is supposed to be? We could get you. We? I don’t offhand. I can get you that information. Yep. Staff is certainly happy to follow up with you on this. These questions tomorrow. Yeah that’s fine. Yeah. I was just wondering. Yeah, I don’t have that information in front of me tonight, but we can get that for you. Like right now, if you will. Right now it’s not. Well, yeah it is. If you would go west of where Tara has their parking lot and see all the dog feces that is out there, and that if there was going to be a trail put in around that marshland out there, that’s what would end up in the marshland, and that would kill every bit of wildlife out there. Well, I don’t know about any of that. I mean, if people aren’t picking up after their dogs, they should be. I mean, they have the same policy that we have at riser, which is a $350 fine. And they they supposedly swabbed the dogs when you move in, but they don’t enforce it. I walked around their building earlier this year and there were over 50 piles of dog feces around their building. Well, that’s something they’re they’ll have to deal with. I mean, I suppose that we can reach out to them. And I. Mean, talk to them. It’s it’s extending now into that village park where the dogs are doing their daily duties, and it’s not getting picked up. It’s it’s down around the, the path down behind riser. And it’s not getting picked up. And the management at Tara, I brought it to their attention. I put it on their, their website and they came back with a feeble excuse. They just they don’t care. They’re not holding their tenants responsible. And I mean, I know you can’t do anything about it. That’s up to their management, right? And their owners. But I mean, it just it makes the whole community up in that area look terrible. Sure. No, I, I understand and we can follow up with Tara as well on that because that shouldn’t be happening either. Yeah, I’d be greatly appreciated. Okay. Thank you. You bet. We’ll move on to item six. A mr. Hoban. Thank you, Mr. Mayor. Members of the council, just a couple of things for your awareness this evening. We are having a ribbon cutting. Uh, at Lolly Nails. That’s this week, Thursday on Main Street at noon. And so I know this event has been postponed a couple of times, uh, but they are open. Uh, they’re ready to go. So this Thursday at noon, if you’re available, choc Fest. Uh, we’ve talked about this several times, but Chalk Fest will be back on Saturday, June 13th and Sunday, June 14th. That will be held, uh, roughly the same spot, but this time north of Arbor Lakes Parkway. So as you get near three squares and then up toward Town Green, um, same great events, same great vendors, same great artists as in years past. So we’d like to give a special thank you to the Maple Grove Arts Center, who’s really taken the leadership on this event, as well as experience Maple Grove, who has helped to come in and sponsor the event this year. Um, I would also like to just mention to you that we received our new population data for the city, which comes out every two years. Um, so according to the Metropolitan Council, we have gained about 3000 residents. So we’re just under 75,000 people now here in Maple Grove. And we are at about 31,000 housing units in the city of Maple Grove. So, uh, those official numbers will be sent to you separately. But I just wanted to let you know that those have come out and we’ve received them. I’m happy to stand for any questions that you have for me this evening. Council. Any questions for Mister Hobo? Seeing none, Mister Labonte. Yeah. Thank you mayor. I’ve got a couple of road closure updates for you in the public. Uh, first, an update from my, um, information. I presented our last meeting around County Road 101, and open county did decide they’re going to have to close 101 completely to do that culvert replacement work so that closure will start tomorrow, and it’s expected to take about three days. So continue through Thursday. So people that take that regularly should find alternate routes. Um, also the intersection of Fern Brook Lane in 99th Avenue is going to be closed starting next week for the city to complete our roundabout construction over there by the high school. Uh, Fern Brook fields will remain open so the public can access those from the West Maple Grove Parkway and 99th or from the south, County Road 30, and then taking Fern Brook north. But they will not be able to access that area from 81 that will be closed. And then anyone who’s looking to get to the high school after that closure, or the fields associated with the east side of the road, would have to access it from County Road 30 and Fern Brook. So we know there’s a lot of activity around there. So I want to just make sure that people knew about those closures and upcoming detour. Uh, great question. The closure for the roundabout construction will be all summer, so it starts next week and it will continue through the beginning of September. It’s the opening time for school. That is the plan. That I could stand for. Any questions? Uh, one question I have is I’m already getting questions about Weaver Lake Road and Maple Grove Parkway when it’s going to be fully opened. I know that it’s obvious the work that they’re doing on Weaver Lake Road, it’s not so obvious what they’re doing on Maple Grove Parkway. Yeah. Um, mayor and council members, most of the work on Maple Grove Parkway was tied to Excel Energy’s duct work. That was started last year. That was completed on Friday. So the majority of the traffic control has been removed, but there are two remaining items that Excel has to do some striping work on southbound Maple Grove Parkway and then removing a concrete patch that’s in one of the drive lanes. So those are getting scheduled. And once those two things are completed, then everything will be back open and and normal on Maple Grove Parkway. Still expected some closures and impacts tied to the Weaver Lake Road project we’re doing, but at least the XL portion should be done. Okay. They’re planning on scheduling at a general timeframe. Um, we’ve asked it to be expedited, but I did not get an update before this meeting. So I can follow up with the council on. That a couple days, a couple weeks, a month. I want to to it. I’m just curious. I’ll have to check. It’s tricky because it’s two different types of contractors. You’ve got a striping contractor and an earthwork contractor, but I can get an update for the council. It was better this morning when I went through, so they did take away. They did open up additional lanes or some of the lanes for longer distances. So it was better, but there is enough there that it’s still a bit of a headache. And the problem with that one is that there’s no obvious work being done. There’s no obvious work that has been done for quite some time. So that’s where the public becomes frustrated. Anyway. We’re finalizing some details, but for Monday, June 15th, late in the afternoon around 3 p.m..
