Council unanimously approves senior living campus subdivision plan

The Brooklyn Center City Council unanimously approved a plan to legally divide the Woodlake at New Hope senior living campus into two separate properties on August 5, 2026. The subdivision will allow the nursing facility and assisted living apartments to secure independent financing for renovations and operations, without any physical changes to the buildings.

The council voted 8-0 to approve Planning Case 2604, which creates a Common Interest Community (CIC) plat separating the Woodlake Health Care and Rehabilitation Center at 8000 Bass Lake Road from the Woodlake Residences at 8008 Bass Lake Road. The two buildings currently operate as a single senior living campus but will become legally distinct properties.

Owner Reuben Noble explained that the subdivision is purely a financial restructuring. "Nothing is changing operationally at all about the buildings," Noble said. "It's purely just a tax distinction." He noted that the nursing home will secure a HUD-financed mortgage to remain stable, while the assisted living facility will obtain separate bank financing to fund capital improvements already underway. The management structure will remain unchanged, with both properties governed by the same board.

During the public hearing, commissioners reviewed an email raising operational questions about the facility. However, Commissioner Collier clarified that these concerns fell outside the scope of the plat decision. "It was purely operational questions regarding how the business can operate," Collier said, noting the email had "no bearing over your decision tonight." The concerns were acknowledged and forwarded to management.

The council also discussed the city's 2050 Comprehensive Plan, which is currently under development. Planning Commission members will serve as the committee overseeing the plan, incorporating feedback from various stakeholders to guide the city's future direction. Updates on the plan's progress will be provided at strategic points during development.

Jeff Alger, Community Development Specialist, presented the preliminary and final plat for the creation of two distinct lots at the Woodlake senior living campus. The proposal uses a CIC plat to legally separate the existing nursing facility (Woodlake Health Care and Rehabilitation Center) from the independent/assisted living apartments (Woodlake Residences) for financing purposes, with no physical changes. The property has R-5 zoning for senior housing, with existing legally nonconforming conditions. Key discussion points included the requirement for the abstract portion of the property to be registered as Torrens, verification of a code-compliant firewall between the buildings, and the role of the CIC declaration. Applicant Reuben Noble clarified that the separation is for financial stability and future renovations, not operational changes, and confirmed the management structure would remain under their declarant board. During the public hearing, an email regarding operational issues (not the plat itself) was acknowledged and forwarded to management.

The only thing we got a bunch of questions that did come in, and some of them seem to be about at this point, nothing is changing operationally at all about the buildings. It's purely just a tax distinction that the purpose of it will allow us to. The nursing home is more stable, and we're going to we're going to put a HUD financed mortgage on that. And then the assisted living needs capital. We've already started some capital work, and it allows us to free up the ability to finance it separately with the bank that will that will work on helping us renovate the property over the next number of years.

I would concur that after reading that email correspondence that it was purely operational questions regarding how the the business can operate from this time forward, rather than specific questions related to the CIC plan. So I agree. I agree that it should be acknowledged today because of part of the public hearing, but also that it really has no bearing over your decision tonight.
