Teachers Tentative Contract Agreement

5-0 Approved, 2 Abstain

Dissent: Director Brennan and Dr. Wuto abstained due to conflicts of interest (paid under contract, spouse on contract).

Moved by Director Bowman [0:40:24] · Seconded by Director Helenbrand [0:40:25]

Two board members abstained due to potential conflicts of interest. Discussion focused on clarifying specific language in the contract, particularly regarding leave policies in light of new state legislation, and a request was made for more closed-session discussions on contracts. The HR Director provided a detailed overview of the two-year agreement, including salary increases, insurance adjustments, e-learning day protocols, classroom split rules, involuntary transfer timelines, adoption of the MN Paid Family Leave Act, changes to the attendance incentive, new pay structure, stipends, and honoring experience.

RSI Secure Entry Improvements

6-0 Approved, 1 Abstain

Dissent: Director Long abstained, citing insufficient information to make a decision.

Moved by Unspecified [0:49:12] · Seconded by Unspecified [0:49:12]

The CFO clarified that the project, costing $103,000, was funded by the capital projects levy for safety and security, not long-term facility maintenance, and was an enhancement rather than a critical necessity. Concerns were raised about whether to proceed given potential future changes to the building under Vision 2030 and the cost-benefit of waiting. Arguments were made for immediate action due to paramount student safety, while questions persisted regarding the overall cost and funding of similar security improvements across the district. A drawing of the proposed storefront-style entrance was requested.

Meeting Minutes Approval

6-1 Approved

Dissent: Director Basset

Moved by Director Bowman [0:57:57] · Seconded by Director Facet [0:57:58]

Director Basset advocated for more descriptive minutes that capture key discussion points and dissenting opinions, beyond just motions and votes, to better serve as a public record. Chair Evans Becker countered, asserting that minutes primarily record official business, and detailed information is available through archived meeting videos, aligning with Minnesota School Board Association (MSBA) guidelines.

I want us to have those [closed sessions]. And I have asked about it privately. I've asked about it calmly from this table. And I'm making this statement now for emphasis.

We have taken that out of the contract and we are looking at overall years of experience because what we're finding is if people want to come into Robbinsdale, we need to honor the years that they have coming with them if we want to retain and maintain highquality teachers here in the district.

It just comes down to does a handful of years worth of a a more secured entrance than what they currently have worth the dollars in which you're spending. Again, how we're functioning now has been it's not fantastic, it's sufficient. And I would say most of our buildings are sufficient and not fantastic.

I think any day that our buildings are not extremely secure to the level that they should be is a day that should be concerning to the parents in the environment that we live in. Right? So if the cost is not too much for the district to bear, I think I I will be of the view that just because we've let it out in the air, we should secure the building.

I also think there should be enough substance in the description so that people understand what was discussed... if points are made that are emphasized in the meeting... I think it should be recorded.

the minutes are the official record of the official business, which would be the motions, the sec, and seconds and what the votes were. And I often go through I I watch and when the meetings are posted, if anybody wants more detail, um, you can just click right on that item on the agenda and get right to it.
