As a little bit of a program 00:33:58.367 --> 00:34:04.367 overview, uh, CDBG is a program that’s operated by the 00:34:04.367 --> 00:34:08.934 Department of Housing and Urban Development, and that has been 00:34:08.934 --> 00:34:13.734 the case since 1975. At the national objective for this 00:34:13.734 --> 00:34:18.000 program countrywide is to benefit low to moderate income 00:34:18.000 --> 00:34:23.867 households in their communities. And the funding to different 00:34:23.867 --> 00:34:28.667 communities across the country is based on the population. 00:34:28.667 --> 00:34:31.867 Poverty index in specific communities as well as. 00:34:31.867 --> 00:34:37.734 Concentration of housing units. Uh, Brooklyn Park has been 00:34:37.734 --> 00:34:44.200 collaborating with Hennepin County for the past 42 years to 00:34:44.200 --> 00:34:47.934 administer this program and we do this through a joint 00:34:47.934 --> 00:34:51.266 cooperation agreement that we have executed with the county 00:34:51.266 --> 00:34:58.100 that runs for 3 years and the current contract goes up to 00:34:58.100 --> 00:35:07.166 July of 2026. Those are the income guidelines that we use, 00:35:07.166 --> 00:35:09.934 uh, in administering this program because it’s mainly 00:35:09.934 --> 00:35:14.634 designed for law. to moderate income households in the 00:35:14.634 --> 00:35:17.367 communities and so these numbers they come every year 00:35:17.367 --> 00:35:22.100 and this is what we use uh 2025 numbers have not come out yet. 00:35:22.100 --> 00:35:32.200 So they likely to come out any time now? And so why are we 00:35:32.200 --> 00:35:36.000 doing this reallocation of funding and so we have a 00:35:36.000 --> 00:35:39.166 project in Brooklyn Park. It’s called the Teen Center Project. 00:35:39.166 --> 00:35:45.233 We did allocate some funding in the previous physical year of 00:35:45.233 --> 00:35:52.000 $23,479,000. This was done in February of 2024. Uh, but 00:35:52.000 --> 00:35:55.667 because of some timing issues and some communication issues 00:35:55.667 --> 00:36:01.667 that end up in County. There was some non-compliance issues 00:36:01.667 --> 00:36:05.367 that were discovered during the environmental assessment. Uh, 00:36:05.367 --> 00:36:09.667 we’ve had a lot of stuff changes at the county and 00:36:09.667 --> 00:36:14.934 somehow some information was not communicated clearly to us 00:36:14.934 --> 00:36:18.667 and the environmental assessment that we did was the 00:36:18.667 --> 00:36:23.100 regular one we did, we normally do over the past several years, 00:36:23.100 --> 00:36:25.667 but because there’s some elements of new construction at 00:36:25.667 --> 00:36:32.634 the tin center. That required a deeper and a wider scope of 00:36:32.634 --> 00:36:36.467 environmental assessment and therefore, uh, we were found to 00:36:36.467 --> 00:36:42.467 be noncompliant. Uh, on that area and so the repercussions 00:36:42.467 --> 00:36:46.934 for that. We either lose that funding, Or reallocated to the 00:36:46.934 --> 00:36:52.367 different program. And so after consultation with city staff 00:36:52.367 --> 00:36:57.634 and Hennepin County staff. So we agreed and based on their 00:36:57.634 --> 00:37:03.533 recommendation as well. to direct the previous year of 00:37:03.533 --> 00:37:09.400 funding to the home rehab defined loan program, which is 00:37:09.400 --> 00:37:14.200 another city administr program that county runs. And so the 00:37:14.200 --> 00:37:17.467 funding for court enforcement will remain the same as it was 00:37:17.467 --> 00:37:22.734 in 2024, 17,500. The only funding that’s gonna change is 00:37:22.734 --> 00:37:26.500 the teen center funding that’s gonna be reallocated and rehab 00:37:26.500 --> 00:37:34.567 loan program. So these changes were commended in order to 00:37:34.567 --> 00:37:38.300 offset, of course. Instead of losing that money, then we’re 00:37:38.300 --> 00:37:43.634 able to use it. In another program here. So the home rehab 00:37:43.634 --> 00:37:48.033 loan in the fiscal year 2025, 2026, which we’re going to move 00:37:48.033 --> 00:37:53.834 to next. Uh, was allocated about 170,000 in these vehicles 00:37:53.834 --> 00:37:58.667 here so that money is gonna be lost because we’re gonna direct 00:37:58.667 --> 00:38:04.467 it to the teen center project. To offset the loss of the 00:38:04.467 --> 00:38:09.266 previous year’s funding, so it simply uh switching the 00:38:09.266 --> 00:38:12.000 physical year funding to make sure that we don’t lose any 00:38:12.000 --> 00:38:24.133 funding. And so that table explains can look and see 2024 00:38:24.133 --> 00:38:30.467 we are located 2,000,214,000 to their home rehab. 2024. One of the big things we had, uh, challenges with is on 01:20:50.266 --> 01:20:54.000 boarding in roughly 50 employees over the year of 2024, 01:20:54.000 --> 01:20:58.300 which is the most we’ve ever done. Bill police legitimacy at every interaction. I made 01:21:11.166 --> 01:21:13.233 that a priority. We wrote it down. We talked about it all 01:21:13.233 --> 01:21:16.367 the time in the police department that we cannot 01:21:16.367 --> 01:21:18.767 police unless we unless we have trust with the community and 01:21:18.767 --> 01:21:21.367 good partnerships, and that starts with uh legitimacy. 01:21:21.367 --> 01:21:24.100 People have to know that when that police officer shows up 01:21:24.100 --> 01:21:26.200 wearing this uniform, this badge that they know that 01:21:26.200 --> 01:21:28.667 they’re they’re to serve them and have the best interests of 01:21:28.667 --> 01:21:30.834 the community. And so we built that right into our goal and 01:21:30.834 --> 01:21:33.567 everything that we do and then ensure work environment where 01:21:33.567 --> 01:21:39.367 all our staff can do their best work. Um, just to recap of our 01:21:39.367 --> 01:21:42.000 patrol division, which really has talked about our crime. Um, 01:21:42.000 --> 01:21:46.767 these are our crime final crime stats for 2024, um, they are, 01:21:46.767 --> 01:21:50.000 uh, obviously really good. I’m very proud of this work. Um, we 01:21:50.000 --> 01:21:53.200 have a record low 35 year low, which is really the time period 01:21:53.200 --> 01:21:55.934 where we have really good stats where we can compare year to 01:21:55.934 --> 01:21:59.634 year. We go back 35 years, where a record low total crime 01:21:59.634 --> 01:22:03.467 in the city in Brooklyn Park and also um we are uh low, very 01:22:03.467 --> 01:22:06.166 low in the last 5 years in violent crime, which was what 01:22:06.166 --> 01:22:08.266 we hear from the community all the time. What we want to be 01:22:08.266 --> 01:22:11.367 focused on, uh, just to give you the real numbers when we 01:22:11.367 --> 01:22:14.367 talk about violent crime, they’re, they’re relatively low. 01:22:14.367 --> 01:22:16.667 Sometimes people in the community when I talk to them, 01:22:16.667 --> 01:22:18.467 believe we have thousands and thousands of violent crimes 01:22:18.467 --> 01:22:22.567 that occur in Brooklyn Park, and we don’t, um, but we have 01:22:22.567 --> 01:22:26.400 240 in 2024. Um, these are rapes, robbery, murders, um, 01:22:26.400 --> 01:22:28.400 first-degree assaults, so they’re very significant and 01:22:28.400 --> 01:22:32.166 those are um 240 times that somebody was, was victimized. 01:22:32.166 --> 01:22:36.934 So while the numbers low, it’s extremely impactful and hurts 01:22:36.934 --> 01:22:40.166 individuals and so Um, some other pieces of information on 01:22:40.166 --> 01:22:45.133 this, uh. page that I think is interesting to people is, um, 01:22:45.133 --> 01:22:47.166 sometimes people see lights and sirens and they think the 01:22:47.166 --> 01:22:49.400 police are constantly responding to calls and so we 01:22:49.400 --> 01:22:52.233 put the top 10 calls of the Brooklyn Park Police Department 01:22:52.233 --> 01:22:54.734 responds to and it’s really medical disturbances, car 01:22:54.734 --> 01:22:57.800 accidents, welfare checks, and then animal complaints. Those 01:22:57.800 --> 01:23:01.000 are the top uh calls that we are getting called for and then 01:23:01.000 --> 01:23:03.734 after that is alarms, please call for reports to take a 01:23:03.734 --> 01:23:07.033 report for like damaged property, other things, police 01:23:07.033 --> 01:23:10.033 assistance, um, then civil disputes and suspicious 01:23:10.033 --> 01:23:13.200 activities, so, uh, actually crime doesn’t even. make our 01:23:13.200 --> 01:23:17.567 top 10 things that people call 911 for. Um, stolen vehicles 01:23:17.567 --> 01:23:20.800 still remain to be a very hot topic, um, and those are the 01:23:20.800 --> 01:23:24.467 top vehicles stolen in Brooklyn Park. Um, we did see really 01:23:24.467 --> 01:23:30.367 good reduction in numbers of um uh of stolen vehicles down to 01:23:30.367 --> 01:23:35.266 310, that’s 310 too many in my opinion. And then shots fired 01:23:35.266 --> 01:23:38.367 have come down drastically, we’re just a little bit over 01:23:38.367 --> 01:23:42.166 last year, um, but compared to to the previous years, um, we 01:23:42.166 --> 01:23:48.000 feel like it’s trending in the right direction. Use of force 01:23:48.000 --> 01:23:51.166 data, another misnomer people are sometimes believe that 01:23:51.166 --> 01:23:54.634 police officers use in Brooklyn Park a lot of force, um, and we 01:23:54.634 --> 01:23:58.200 really don’t, we have been really focused on uh a lot of 01:23:58.200 --> 01:24:01.900 strategies, um, which include de-escalation, which include 01:24:01.900 --> 01:24:04.734 teaching officers how to use multiple officer calls, meaning 01:24:04.734 --> 01:24:08.400 bring more officers to a scene and really slow down an instant 01:24:08.400 --> 01:24:12.533 in and use time to your to your benefit, um, and you can see 01:24:12.533 --> 01:24:16.800 that uh in 2024, police officers used force 45 times. 01:24:16.800 --> 01:24:24.300 Um, which is extremely low and we’re very proud of that. Uh, 01:24:24.300 --> 01:24:26.500 assistants complaints, so we showed how many complaints that 01:24:26.500 --> 01:24:29.634 we have and what those complaints actually are, so 61 01:24:29.634 --> 01:24:32.867 times that we received complaints against police 01:24:32.867 --> 01:24:36.533 officers in 2024. We have uh some of the most aggressive 01:24:36.533 --> 01:24:38.734 policies around police officers’ complaints, um, I 01:24:38.734 --> 01:24:41.867 changed the policy to include every complaint alleged against 01:24:41.867 --> 01:24:44.100 a police officer will be investigated and the 01:24:44.100 --> 01:24:47.266 complainant will receive a written response on the outcome 01:24:47.266 --> 01:24:49.934 of that investigation. It does not matter what the allegation 01:24:49.934 --> 01:24:52.533 of misconduct is. It doesn’t matter if we know it didn’t 01:24:52.533 --> 01:24:55.266 occur, for example, if the employee wasn’t. that work, we 01:24:55.266 --> 01:24:57.500 still conduct a full investigation. We still write 01:24:57.500 --> 01:25:02.300 it all down. We still track it and we still report that back 01:25:02.300 --> 01:25:04.533 to the complainant. So no matter what the complaint is in 01:25:04.533 --> 01:25:07.000 Brooklyn Park, if you file a complaint, it will be written 01:25:07.000 --> 01:25:12.467 down. It will be investigated and it will be. Responded back 01:25:12.467 --> 01:25:17.667 to, uh, Nanceorn uh staff had 8 total complaints in 2024. In 01:25:17.667 --> 01:25:23.000 all the breakdown is obviously here. Uh, one thing we include 01:25:23.000 --> 01:25:26.233 here is a glossary of what complaints um are, what’s the 01:25:26.233 --> 01:25:29.533 definition, sometimes we get really heavy and police jargon 01:25:29.533 --> 01:25:31.634 and some people have a little bit difficult interpreting what 01:25:31.634 --> 01:25:34.767 does that mean? What is exonerated mean? What is 01:25:34.767 --> 01:25:37.400 conduct unbecoming mean, so we put all those definitions in 01:25:37.400 --> 01:25:41.266 here for community to be able to decipher what we see, um, 01:25:41.266 --> 01:25:43.867 when we break down those individual complaints so they 01:25:43.867 --> 01:25:47.634 can look at how many times there are complaints about a 01:25:47.634 --> 01:25:50.467 specific um uh allegation and then look at this and determine 01:25:50.467 --> 01:25:54.634 what the allegation definition. is Uh, diversification of the 01:25:54.634 --> 01:25:57.300 police department remains a high priority for me has for a 01:25:57.300 --> 01:26:00.533 long time, including when I was a deputy chief police here, um, 01:26:00.533 --> 01:26:03.834 a couple of things here we we’re starting to track officer 01:26:03.834 --> 01:26:07.467 gender diversity, um, you can see that we have now reached 01:26:07.467 --> 01:26:10.133 the highest percentage that we have for female officers. Uh, 01:26:10.133 --> 01:26:13.734 one of the things I signed I became police chief 2 years ago, 01:26:13.734 --> 01:26:18.033 2.5 years ago was a commitment to um the women police Officers 01:26:18.033 --> 01:26:21.800 Association, a 30 by 30 program where we are trying to have 30% 01:26:21.800 --> 01:26:26.000 of our sworn officers be. uh, women, um, including in our 01:26:26.000 --> 01:26:29.734 command staff, uh, since that time, we’ve promoted two 01:26:29.734 --> 01:26:33.467 sergeants to, um, rank that were both females, and then you 01:26:33.467 --> 01:26:36.266 see the numbers here of the amount of females that we are 01:26:36.266 --> 01:26:43.133 on, so we have 5 short years to get that number up to 30%. 01:26:43.133 --> 01:26:45.400 Racial diversity also remains a focus. You can see that today 01:26:45.400 --> 01:26:49.000 as I stand before you, we have uh the most diverse police 01:26:49.000 --> 01:26:53.300 department that we’ve ever had in the city of Brooklyn Park, 01:26:53.300 --> 01:26:56.767 um, about 33 officers out of our current 98 that we have 01:26:56.767 --> 01:27:00.734 working here authorized strength of 106, but 33 of them 01:27:00.734 --> 01:27:03.467 are uh officers of color, so very proud of the hard work and 01:27:03.467 --> 01:27:08.900 recruiting that we’ve done around that subject. Um, so 01:27:08.900 --> 01:27:14.100 patrol. Initiatives, um, just to update so there’s things 01:27:14.100 --> 01:27:17.867 that we brought on last year we uh came to council around uh 01:27:17.867 --> 01:27:20.000 starting a drone program and so called approved that and we 01:27:20.000 --> 01:27:23.734 have drones out there 24 hours a day in our squad cars and are 01:27:23.734 --> 01:27:26.867 used, the breakdown of how we’re using those is 166 times 01:27:26.867 --> 01:27:30.100 we flew a drone last year in 2024 regarding criminal 01:27:30.100 --> 01:27:33.266 activity that means we’re trying to look for suspects who 01:27:33.266 --> 01:27:37.100 had fled or evaded arrest, and we flew a drone, um, 79 times 01:27:37.100 --> 01:27:39.767 we were looking for missing people that had left their 01:27:39.767 --> 01:27:42.500 house or were lost, and we flew a drone to help find them, 9 01:27:42.500 --> 01:27:44.634 times we used them as coordination with our SWAT team 01:27:44.634 --> 01:27:47.834 on the deployment. I just remind council, um, that I made a 01:28:12.467 --> 01:28:15.467 commitment that I did not believe that apprehension 01:28:15.467 --> 01:28:18.133 canines no longer serve the interest of this police 01:28:18.133 --> 01:28:22.367 department or our community. Apprehension canines are 01:28:22.367 --> 01:28:25.266 canines that bite individuals when they find them, um, and 01:28:25.266 --> 01:28:27.734 that is an absolute use of force and at times can be a 01:28:27.734 --> 01:28:31.033 very significant use of force, and I believe that decisions to 01:28:31.033 --> 01:28:34.667 use force can be done by trained police officers, not 01:28:34.667 --> 01:28:37.867 our canine friends. Um, our Kenyan friends are really good 01:28:37.867 --> 01:28:41.166 about smelling things we can’t, meaning they can track and find 01:28:41.166 --> 01:28:46.467 guns, people, and drugs and are a great tool, um, but we do not 01:28:46.467 --> 01:28:49.100 need them um with all the advancements and law 01:28:49.100 --> 01:28:53.500 enforcement with tasers, pepper ball guns, and tactics and more 01:28:53.500 --> 01:28:56.667 officers we can make decisions as human beings when force is 01:28:56.667 --> 01:29:00.367 needed, not necessarily with the canine, so we no longer 01:29:00.367 --> 01:29:03.567 have any apprehension canines. These dogs do not bite people. 01:29:03.567 --> 01:29:08.367 They are all, um, just solely focused. On finding people or 01:29:08.367 --> 01:29:11.533 finding weapons, explosives and narcotics. We do have a 4th dog, 01:29:11.533 --> 01:29:15.400 which is actually a black lab. It’s just finishing training 01:29:15.400 --> 01:29:18.467 right now. So in 2025, we’ll actually have four of these 01:29:18.467 --> 01:29:21.667 canine partners out there serving our community that 01:29:21.667 --> 01:29:25.934 particular canine just um got through trials and had set the 01:29:25.934 --> 01:29:30.166 record for the fastest finds in the entire trial. So that dog 01:29:30.166 --> 01:29:32.467 is really talented and we’re looking forward to him coming 01:29:32.467 --> 01:29:39.400 out. And actually, if you look at the background, there he is 01:29:39.400 --> 01:29:46.200 right there in the bottom right. Um, and then just to breakdown, 01:29:46.200 --> 01:29:48.467 we’re talking about canines with all the statistics for 01:29:48.467 --> 01:29:52.367 each dog are listed there um for people to understand what 01:29:52.367 --> 01:29:56.367 each uh uh Kan partner was deployed upon and what they did, 01:29:56.367 --> 01:29:59.233 um, some of these though, these two of these canines had came 01:29:59.233 --> 01:30:02.100 out mid-year, so it only reflects part of the year for 01:30:02.100 --> 01:30:07.100 them. Uh, statistics on Brooklyn Park jail, um, quite a 01:30:07.100 --> 01:30:09.200 bit of staffing issues and challenges about keeping our 01:30:09.200 --> 01:30:12.500 jail staff that has been rectified in a much better 01:30:12.500 --> 01:30:17.200 place in 2025, um. Uh, also online reporting was a big 01:30:17.200 --> 01:30:26.800 initiative that we started in 2024. Online reporting is 01:30:26.800 --> 01:30:30.000 actually is, um, in many ways quicker than calling a police 01:30:30.000 --> 01:30:33.800 officer because it gets directly in front of uh 01:30:33.800 --> 01:30:36.400 sergeant and investigations, sometimes that very day or 01:30:36.400 --> 01:30:39.300 certainly the next day, making it very efficient. When we track those, we look 01:32:29.634 --> 01:32:33.166 like we see that we have substantially reduced the 01:32:33.166 --> 01:32:36.100 number of those calls in the city of Brooklyn Park. Um, this 01:32:36.100 --> 01:32:38.634 is directly related to the community health unit and even 01:32:38.634 --> 01:32:41.266 more precise is directly related to our alternative 01:32:41.266 --> 01:32:44.834 response team, that is really finding solutions uh for 01:32:44.834 --> 01:32:47.367 individuals leading to us not having repeat calls to their 01:32:47.367 --> 01:32:51.667 address or to those individuals and so quite honestly, um, this 01:32:51.667 --> 01:32:54.734 has a lot of people’s attention, both at the county and at the 01:32:54.734 --> 01:32:59.467 state level about how this is working and um uh there’s a lot 01:32:59.467 --> 01:33:02.667 of conversations around how to uh take this model which we 01:33:02.667 --> 01:33:04.900 call the alternative response, but um we’re really starting to 01:33:04.900 --> 01:33:07.567 use the term as the fourth responder, if you will, so you 01:33:07.567 --> 01:33:11.133 have police, fire, paramedics, and then the fourth responder 01:33:11.133 --> 01:33:14.000 would be this mental health cars that would be on the 911 01:33:14.000 --> 01:33:18.667 system, and I really foresee Um, Hennebec County being the lead 01:33:18.667 --> 01:33:21.000 on this project in the state, but in the future, I think this 01:33:21.000 --> 01:33:24.533 is just going to be the model of how we provide service to 01:33:24.533 --> 01:33:27.200 our communities. So, uh, Brooklyn Park remains a leader 01:33:27.200 --> 01:33:29.634 in this space, and then you see some of the data down there on 01:33:29.634 --> 01:33:34.634 the bottom. Uh, another big initiative we started is the 01:33:34.634 --> 01:33:36.867 BCA task force. This was the governor set aside money to 01:33:36.867 --> 01:33:40.567 create a violent crimes task force. We put a body in that 01:33:40.567 --> 01:33:45.000 task force. They have been very successful in tracking 01:33:45.000 --> 01:33:50.200 individuals, um, involved in violent crimes, for example, uh, 01:33:50.200 --> 01:33:52.934 they were instrumental in solving, making the arrest of 01:33:52.934 --> 01:33:55.166 the shooting incident that occurred up at Wingstop, it was 01:33:55.166 --> 01:33:58.367 that group, so many of our really violent incidents are 01:33:58.367 --> 01:34:01.367 turned over to this group that has lots of resources and 01:34:01.367 --> 01:34:04.734 partner with our. investigators to do really follow up across 01:34:04.734 --> 01:34:10.467 the entire state, no matter where these individuals reside. 01:34:10.467 --> 01:34:12.734 Our school resources officers are back in school. We’re very 01:34:12.734 --> 01:34:16.867 proud of that in 2024, our school districts are also 01:34:16.867 --> 01:34:19.166 extremely happy about that. Community intervention unit, we 01:34:19.166 --> 01:34:22.200 talked about this group a lot. We’re very excited about this 01:34:22.200 --> 01:34:24.900 work that’s being done as we speak, and I walked over here, 01:34:24.900 --> 01:34:27.133 I’ve seen them leaving the police department to go out for 01:34:27.133 --> 01:34:31.367 the evening and we’re very excited to report back on 2025 01:34:31.367 --> 01:34:37.100 annual report of um how they did and what they’re doing. Uh, one thing that we probably 01:34:59.667 --> 01:35:03.834 don’t talk about is the amount of just for our record request 01:35:03.834 --> 01:35:06.533 that we get for the city, but specifically for the police. 01:35:06.533 --> 01:35:10.266 Just FOIA is a software that we implemented citywide, um, but 01:35:10.266 --> 01:35:12.867 really at the police department, it has made us much more 01:35:12.867 --> 01:35:15.166 efficient and it’s an online process that you can make 01:35:15.166 --> 01:35:18.467 requests, just to give you a sense of how many requests we 01:35:18.467 --> 01:35:23.734 are getting for public data. Um, we had 7110 requests for public 01:35:23.734 --> 01:35:27.900 data in one year in 2024. It is, and this is for body camera, 01:35:27.900 --> 01:35:31.734 squad camera, police reports, um, you know, statements, you 01:35:31.734 --> 01:35:34.834 name it, if it, if the police department has it generally, if 01:35:34.834 --> 01:35:37.500 it’s not under criminal investigation. It’s public and 01:35:37.500 --> 01:35:42.533 we are um at times overwhelmed with requests and keeping up 01:35:42.533 --> 01:35:45.634 with requests. We have a two day turnaround. I can tell you 01:35:45.634 --> 01:35:49.200 other communities I’m hearing it’s taking around 300 days to 01:35:49.200 --> 01:35:52.200 get turned around on a request, so we’re really doing well in 01:35:52.200 --> 01:35:54.634 this space and a lot of that is the new software that we were 01:35:54.634 --> 01:35:59.367 able to coordinate our efforts around. 2025 initiatives was a 01:35:59.367 --> 01:36:01.667 build up of flock cameras if you remember in 2024, I talked 01:36:01.667 --> 01:36:03.867 about the flock cameras that are starting to go throughout 01:36:03.867 --> 01:36:06.867 our city that just uh re license plates looking for 01:36:06.867 --> 01:36:09.734 stolen vehicles.
