Uh, the 00:51:17.000 --> 00:51:20.567 allocation formula for funding to different communities across 00:51:20.567 --> 00:51:24.834 the country is based on population. poverty index and 00:51:24.834 --> 00:51:32.300 housing unit concentration. Uh, Brooklyn Park for this physical 00:51:32.300 --> 00:51:38.367 year we estimate to receive about 438,000. And Brooklyn 00:51:38.367 --> 00:51:42.867 Power collaborated with Annain County to administer this 00:51:42.867 --> 00:51:49.467 program and the joint cooperation Agreement. So for 00:51:49.467 --> 00:51:57.000 the physical year 2025, that runs through June 30, 2026, we 00:51:57.000 --> 00:52:01.200 propose to fund 3 programs. With these funds and the first 00:52:01.200 --> 00:52:08.634 one would be the home rehab defer loan, uh, it’s a program 00:52:08.634 --> 00:52:11.367 for housing rehabilitation work that benefits low to moderate 00:52:11.367 --> 00:52:15.533 income households in our community. And we are proposing 00:52:15.533 --> 00:52:22.533 to fund it $170,000. We also have the environmental health 00:52:22.533 --> 00:52:30.533 program uh that goes to funding staff time that I proactively 00:52:30.533 --> 00:52:34.367 Sweeping our communities within specific neighborhoods to make 00:52:34.367 --> 00:52:41.867 sure that uh court violations. I highlighted and Appropriate 00:52:41.867 --> 00:52:44.166 correction is taken, and the last program we are proposing 00:52:44.166 --> 00:52:49.867 to find is the Zeno Teen Center expansion. And that’s to 00:52:49.867 --> 00:52:53.200 increase the capacity for more programming for our youth, and 00:52:53.200 --> 00:53:02.634 we are proposing to fund it 250,000. So this is just a 00:53:02.634 --> 00:53:06.266 summary of the similar programs that are funded in the previous 00:53:06.266 --> 00:53:12.200 physical year, 2024, you can see we served 24 homeowners and 00:53:12.200 --> 00:53:17.000 spent about 290,000 on that. And since uh that 01:03:21.367 --> 01:03:26.734 ordinance was passed in May, this 2025 construction year is 01:03:26.734 --> 01:03:32.033 the first full year of or season of prevailing wage in 01:03:32.033 --> 01:03:35.767 Brooklyn Park, um, just want to point out that uh we really 01:03:35.767 --> 01:03:39.033 take an education first approach, uh, not just as it 01:03:39.033 --> 01:03:42.233 relates to this ordinance, but with a lot of the work of the 01:03:42.233 --> 01:03:48.200 organization, um, specific to prevailing wage, uh, our 01:03:48.200 --> 01:03:51.900 expectations are outlined, uh, in Bidd documents and also in 01:03:51.900 --> 01:03:55.133 our preconstruction meetings, this will be a topic of 01:03:55.133 --> 01:03:58.767 conversation, so everyone should be on the same page of 01:03:58.767 --> 01:04:03.033 what our expectations are and uh what the consequences will 01:04:03.033 --> 01:04:07.400 be if they fail to fulfill those. Prevailing wage applies to that project, 01:05:43.734 --> 01:05:48.233 meaning, That if you don’t, here’s another thing you may 01:05:48.233 --> 01:05:53.033 not know, but every classification of worker. In 01:05:53.033 --> 01:06:00.500 the world, I suppose, is has a number and is in, uh, is, is 01:06:00.500 --> 01:06:05.367 listed in a database at the state. And there is a 01:06:05.367 --> 01:06:11.166 prevailing rate which is set. Um For each of those job 01:06:11.166 --> 01:06:14.367 classifications and having a prevailing wage ordinance 01:06:14.367 --> 01:06:19.166 simply states that Brooklyn Park’s taxpayer dollars will 01:06:19.166 --> 01:06:23.900 pay the prevailing rate for that classification of work so 01:06:23.900 --> 01:06:33.767 as to prohibit. Um Low road or Less responsible contractors 01:06:33.767 --> 01:06:39.000 from bidding and paying people less than they should be paid 01:06:39.000 --> 01:06:43.266 to do the work of a roofer landscaper, plumber, 01:06:43.266 --> 01:06:49.734 electrician, you name it. That there are potential concerns about the recreation 01:12:28.200 --> 01:12:31.934 of that and how valid would those be versus them providing 01:12:31.934 --> 01:12:34.734 that information on an ongoing basis. I wanna thank um the community advisory Committee 01:19:50.900 --> 01:19:54.734 that’s been part of this process. Goal too safe community. Again, uh, this was 01:26:52.667 --> 01:26:55.367 something that was prevalent in Brooklyn Park 2025, and we 01:26:55.367 --> 01:26:59.233 heard the importance of it throughout the past year about 01:26:59.233 --> 01:27:04.367 committing to a public safety. So we say comprehensive and 01:27:04.367 --> 01:27:06.033 transparent public safety services create a sense of 01:27:06.033 --> 01:27:09.367 safety throughout the community. First responders are equipped 01:27:09.367 --> 01:27:13.533 to respond to all types of emergencies. Public safety 01:27:13.533 --> 01:27:16.133 professionals build legitimacy with the community in every 01:27:16.133 --> 01:27:20.367 interaction. The city is a leader in innovative public 01:27:20.367 --> 01:27:24.300 safety approaches. Prevention and intervention strategies for 01:27:24.300 --> 01:27:27.834 youth are of the utmost importance. The city is a 01:27:27.834 --> 01:27:31.634 catalyst for systems and policy change and public safety. Less than their income. Uh, payment condition ratings, it’s 01:31:51.166 --> 01:31:55.900 a really standard way to look at our uh Road network, our 01:31:55.900 --> 01:32:00.100 snowplow ratings. And then, uh, also we’re acutely aware of the 01:32:00.100 --> 01:32:03.800 interests in the council to address litter in the community 01:32:03.800 --> 01:32:08.634 and so similar to that, uh, potential metric of a media 01:32:08.634 --> 01:32:12.367 sentiment.
