And um several years ago, we created our first reimagined 00:57:25.667 --> 00:57:28.567 public safety plan, um, since that time, we’ve made 00:57:28.567 --> 00:57:33.800 significant progress. And uh this last year, um, because of 00:57:33.800 --> 00:57:36.567 that progress and wanting to build on that momentum and that 00:57:36.567 --> 00:57:41.266 innovation work that um we have been putting in place and 00:57:41.266 --> 00:57:44.734 practice over the last 1015, 20 years. Uh, we wanted to come 00:57:44.734 --> 00:57:48.200 together and sort of update that plan and bring that plan 00:57:48.200 --> 00:57:51.467 before the city council. So you see here, the mission that 00:57:51.467 --> 00:57:56.734 actually this team that’s before you, uh, created a last 00:57:56.734 --> 00:57:59.133 fall and uh we’re really excited to share with you this 00:57:59.133 --> 00:58:02.133 evening, uh, some updated strategies, um, prior to 00:58:02.133 --> 00:58:04.000 getting into those updated strategies, we’re going to 00:58:04.000 --> 00:58:07.000 spend a little bit of time giving a little bit of um 00:58:07.000 --> 00:58:10.400 context for how we got here and sort of how we’re moving 00:58:10.400 --> 00:58:26.100 forward. That was, um, essentially almost our 00:58:46.634 --> 00:58:49.734 height, um, and what really done her lying information 00:58:49.734 --> 00:58:53.266 there was the amount of juvenile violent crime that we 00:58:53.266 --> 00:58:57.033 had and specifically homicides involving um young. black, 00:58:57.033 --> 00:59:02.367 African American men, boys in this community was, was that, 00:59:02.367 --> 00:59:05.533 um, absolutely unacceptable levels, um, the police 00:59:05.533 --> 00:59:08.266 department was, uh, having enforcement, making lots of 00:59:08.266 --> 00:59:13.000 arrests, and really having very little impact on this crime and 00:59:13.000 --> 00:59:16.900 the city uh collectively agreed to hire the police executive 00:59:16.900 --> 00:59:20.567 Research Forum to come in and do research uh on the city and 00:59:20.567 --> 00:59:24.200 kind of stay the status of what crime and what dynamics 00:59:24.200 --> 00:59:26.467 occurred. The research came back. With several 00:59:26.467 --> 00:59:29.767 recommendations and none of them bigger than um 00:59:29.767 --> 00:59:32.233 identification that there was very few things for our young 00:59:32.233 --> 00:59:36.000 people to do in this community, um, over time because of 00:59:36.000 --> 00:59:38.767 problems and crime, things like basketball hoops were taken 00:59:38.767 --> 00:59:41.266 down in the community, we just simply took them down because 00:59:41.266 --> 00:59:45.634 so much crime is occurring, and essentially what we created was 00:59:45.634 --> 00:59:49.367 an environment where um kids were really turning to gather 00:59:49.367 --> 00:59:57.266 and gangs um as activities of, of To associate, um. Which 00:59:57.266 --> 01:00:01.634 brings us to this slide, um, to give kind of a time load 01:00:01.634 --> 01:00:05.367 timeline. So in 2007, uh, is where we started, where they 01:00:05.367 --> 01:00:10.266 had a record high violent crime involving youth and we started 01:00:10.266 --> 01:00:13.367 uh a path as a city collectively to find out how 01:00:13.367 --> 01:00:16.634 can we do better and it started with, how do we create more 01:00:16.634 --> 01:00:18.734 opportunity for young people to have healthy activities. And so 01:00:18.734 --> 01:00:24.033 in 2009 is when Z one opens, um, the current rec center there, 01:00:24.033 --> 01:00:27.266 um, and that was just a step of numerous. steps of putting in 01:00:27.266 --> 01:00:30.100 basketball hoops and other things that we could find ways 01:00:30.100 --> 01:00:33.367 to connect with youth and get youth and healthy activities. 01:00:33.367 --> 01:00:37.000 In 2014, uh, we officially partnered with the cities 01:00:37.000 --> 01:00:39.634 United National Network. This is where we started to look 01:00:39.634 --> 01:00:43.266 broadly across the nation about strategies that were effective 01:00:43.266 --> 01:00:45.533 and thinking through public safety, not just through the 01:00:45.533 --> 01:00:49.200 lens of enforcement, but really holistically through the lens 01:00:49.200 --> 01:00:52.367 of um intervention and prevention, and of course, 01:00:52.367 --> 01:00:55.233 accountability is has to be entwined in there. 2014, we 01:00:55.233 --> 01:00:59.800 realized Um, we could no longer just wait for uh our police 01:00:59.800 --> 01:01:02.467 department to be diversified. Um, we were really proactive 01:01:02.467 --> 01:01:05.767 with council, and we decided to start what we call our grow our 01:01:05.767 --> 01:01:08.500 own program, where we recruited young people um into our cadet 01:01:08.500 --> 01:01:12.100 program, pay for their education and uh quite honestly, 01:01:12.100 --> 01:01:15.900 that is one of the reasons why we have a um very diverse and 01:01:15.900 --> 01:01:19.000 growing diversity police permit today is because of that 01:01:19.000 --> 01:01:23.800 initiative back in 2014. In 2015, uh, Brookin joint powers 01:01:23.800 --> 01:01:26.467 formed with Brooklyn Center. Brooklyn Center had Brooklyn. 01:01:26.467 --> 01:01:29.266 has very similar crime issues and dynamics. And so partnering 01:01:29.266 --> 01:01:34.634 with them to really address um employment disparities in our 01:01:34.634 --> 01:01:39.000 communities and also reduced risk factors linked to violence 01:01:39.000 --> 01:01:41.100 in both communities, and obviously, as you all know, 01:01:41.100 --> 01:01:45.734 that program is still going strong today. With that, I turn 01:01:45.734 --> 01:01:51.233 over to my colleague to finish the timeline. Good evening, 01:01:51.233 --> 01:01:53.934 Protem, members of the council. My name is Pam McBride. I’m the 01:01:53.934 --> 01:01:57.000 youth services manager here in the city of Brooklyn Park. As 01:01:57.000 --> 01:02:00.100 Chief Bruley said on the timeline, as you’ll see, in 01:02:00.100 --> 01:02:03.867 2017, the Youth Services division was created. It was an 01:02:03.867 --> 01:02:06.533 opportunity for the city to be able to really look at our rec 01:02:06.533 --> 01:02:09.900 and parks department and focus on our efforts that we had with 01:02:09.900 --> 01:02:13.000 young people, um, particularly our young people that might be 01:02:13.000 --> 01:02:17.200 experiencing more barriers and challenges in our city. We also, 01:02:17.200 --> 01:02:19.934 um, moved a youth intervention services contract that we 01:02:19.934 --> 01:02:23.533 historically had with a contractor into an employment 01:02:23.533 --> 01:02:28.400 opportunity of a youth services, um, intervention specialist in. 01:02:28.400 --> 01:02:33.266 2017. In 2018, as you will see, we had a multi-departmental 01:02:33.266 --> 01:02:36.000 cities United Roadmap Academy as Chief said, some of our work 01:02:36.000 --> 01:02:40.200 that we had worked on in our cities united national team 01:02:40.200 --> 01:02:42.867 really looked at sending our police department as well as 01:02:42.867 --> 01:02:46.100 the city’s unit liaison in the city of Brooklyn Park to 01:02:46.100 --> 01:02:50.367 establish a roadmap of how we are able to achieve and reduce 01:02:50.367 --> 01:02:54.634 um violence um for young black men and boys by the year 20225. 01:02:54.634 --> 01:02:59.934 In 2021, we had the expansion of our services, our, um, the 01:02:59.934 --> 01:03:03.133 City of Brooklyn Park and in our Wreckham Parks department 01:03:03.133 --> 01:03:05.467 developed and brought forward what was the Brooklyn Park 01:03:05.467 --> 01:03:09.533 Youth Outreach team. This was after, um, the really stressful 01:03:09.533 --> 01:03:14.367 year of 2020, as we thought of, um, and connected around um the 01:03:14.367 --> 01:03:18.834 pandemic, um, as well as the um murder of George Floyd really 01:03:18.834 --> 01:03:21.800 yielded an opportunity in our city to be able to have 01:03:21.800 --> 01:03:23.867 outreach workers in community and meeting young people where 01:03:23.867 --> 01:03:28.367 they’re at. or juvenile unit was um solidified and focused 01:03:28.367 --> 01:03:33.634 to be able to really um cue in on the work and the expertise 01:03:33.634 --> 01:03:37.500 of um officers focusing on our young people. And in addition 01:03:37.500 --> 01:03:42.133 in 2021, the youth entrepreneurship program was a 01:03:42.133 --> 01:03:44.800 um innovation of our workforce development program or excuse 01:03:44.800 --> 01:03:48.166 me, our workforce development division in our community 01:03:48.166 --> 01:03:50.867 development department and our wreck and Parks department 01:03:50.867 --> 01:03:53.400 focusing on some of our young people, particularly young 01:03:53.400 --> 01:03:57.634 adults that face challenges around um jobs and but yet 01:03:57.634 --> 01:04:01.467 really had the skills, the talents to be able to um grow 01:04:01.467 --> 01:04:04.533 their own business and is an entrepreneurship program that 01:04:04.533 --> 01:04:07.734 still exists today, having upwards of 50 young people 01:04:07.734 --> 01:04:09.867 engaging in this program and developing their own businesses. 01:04:09.867 --> 01:04:17.000 In 2021, also there are police department focused in after 01:04:17.000 --> 01:04:20.000 2020 and really looked at how might they be able to look at 01:04:20.000 --> 01:04:23.734 um the operations of the police department, being able to 01:04:23.734 --> 01:04:27.100 partner and contract with the Wilder Research Center, um, 01:04:27.100 --> 01:04:30.200 focusing and putting together a report to be able to look at 01:04:30.200 --> 01:04:33.000 how we could establish promising and best practices in 01:04:33.000 --> 01:04:38.200 our policing. In 2022, as you’ll see there, we have the 01:04:38.200 --> 01:04:41.934 cities united reimagined public safety strategy. Some of our 01:04:41.934 --> 01:04:45.133 partnerships from our national network and cities united 01:04:45.133 --> 01:04:50.533 shifted their focus from a road map to to focusing on um 01:04:50.533 --> 01:04:53.100 actually reimagining public safety. So taking what might 01:04:53.100 --> 01:04:55.533 have been a public safety strategy with police 01:04:55.533 --> 01:04:59.033 departments and looking at how my whole entire city’s 01:04:59.033 --> 01:05:01.667 departments really focused their efforts to reimagine what 01:05:01.667 --> 01:05:03.667 the safety strategy would look like and work together to 01:05:03.667 --> 01:05:12.367 accomplish it. In 2024, 2018 and 2022, and today in 2025, we 01:05:12.367 --> 01:05:15.533 are engaging with our city council, really looking at an 01:05:15.533 --> 01:05:18.367 opportunity kind of these benchmarks as city manager 01:05:18.367 --> 01:05:22.467 Strobel spoke on and being able to um bring this information to 01:05:22.467 --> 01:05:24.734 the city council to be able to get your reactions and comments 01:05:24.734 --> 01:05:31.233 on the work that we’re doing moving forward. In 2023, uh, 1 01:05:31.233 --> 01:05:34.400 more piece that our police department focused in on in 01:05:34.400 --> 01:05:37.634 addition to their work around the Wilder research, they also 01:05:37.634 --> 01:05:40.867 saw that being able to put forth an alternative response 01:05:40.867 --> 01:05:44.634 team to engage in our community, to not only have officers being 01:05:44.634 --> 01:05:48.367 able to engage with our community members but have an 01:05:48.367 --> 01:05:51.100 alternative response coupled with social workers and, and 01:05:51.100 --> 01:05:54.133 resources to be able to meet the needs of our community in 01:05:54.133 --> 01:05:58.133 times of crisis. And the 2024, our reimagining public safety 01:05:58.133 --> 01:06:03.233 staff. as city manager Strobel talked about came together in a 01:06:03.233 --> 01:06:04.900 participatory process to be able to put forth what our 01:06:04.900 --> 01:06:07.634 mission would be and to be able to outline some of the 01:06:07.634 --> 01:06:12.867 strategies we have here today. And then finally in 2025, um, 01:06:12.867 --> 01:06:17.100 as a lot of us heard a number of the um some of the 01:06:17.100 --> 01:06:19.233 strategies that we had encountered in our police 01:06:19.233 --> 01:06:22.000 department being able to share data, being able to look at how 01:06:22.000 --> 01:06:28.266 do we how do we be able to see what actually um is needed in 01:06:28.266 --> 01:06:32.100 our community around um of our police department being able to 01:06:32.100 --> 01:06:34.734 respond to what our young people need and being able to 01:06:34.734 --> 01:06:38.400 have a different strategy of community intervention and 01:06:38.400 --> 01:06:41.300 bringing that in-house and not utilizing. Um, outside 01:06:41.300 --> 01:06:44.266 contractors, but being able to see how can we have this 01:06:44.266 --> 01:06:47.166 intervention unit be able to be designed, built, and in 01:06:47.166 --> 01:06:49.934 partnership with our work that we already have in intervention 01:06:49.934 --> 01:06:58.200 services in our city. Um. 01:07:57.734 --> 01:08:02.800 This, um, this network, um, on this infographic is something 01:08:02.800 --> 01:08:06.233 that the national team works with some of the um logos that 01:08:06.233 --> 01:08:08.367 we have here were something that Brooklyn Park did to be 01:08:08.367 --> 01:08:16.367 able to make that our own in order to respond. In 2018, I 01:08:16.367 --> 01:08:20.100 had the pleasure of joining the City of Brooklyn Park and being 01:08:20.100 --> 01:08:23.367 able to put forth what the city has as a youth services 01:08:23.367 --> 01:08:26.533 division. The Recca Parks Department has served for many, 01:08:26.533 --> 01:08:32.367 many years, for decades, being able to respond and um offer 01:08:32.367 --> 01:08:34.500 great recreation programming facilities that meet our 01:08:34.500 --> 01:08:37.233 community’s need and one of the things that the rears 01:08:37.233 --> 01:08:40.900 department did see was a focus and an interest in being able 01:08:40.900 --> 01:08:44.734 to say in 2009, uh focusing on what the, what the chief talked. 01:08:44.734 --> 01:08:49.400 talked about in expanding the services of the Zamo recreation 01:08:49.400 --> 01:08:53.667 Center and making sure that in 2018, we could look at a theory 01:08:53.667 --> 01:08:57.100 of change and a way to evaluate the practice goals and outcomes 01:08:57.100 --> 01:09:00.100 that meet the needs of some of our young people that face high 01:09:00.100 --> 01:09:02.734 barriers. In order to do that, what we did was come up with 01:09:02.734 --> 01:09:04.934 this theory of change in partnership with the Brooklyn 01:09:04.934 --> 01:09:08.166 Bridge Alliance, and it is as follows. The use services is a 01:09:08.166 --> 01:09:12.367 division of our department, coordinates both internal and 01:09:12.367 --> 01:09:14.834 external partners to provide promotional opportunities which 01:09:14.834 --> 01:09:17.400 are program s that you might see each day at the Zainwood 01:09:17.400 --> 01:09:20.367 Recreation Center and some of our great staff, prevention 01:09:20.367 --> 01:09:24.133 opportunities to get young people engaged early and often, 01:09:24.133 --> 01:09:26.767 and an intervention services to youth in Brooklyn Park, so that 01:09:26.767 --> 01:09:31.100 all young people are engaged and prepared for success. This 01:09:31.100 --> 01:09:34.367 division does this work so that vulnerable young people have 01:09:34.367 --> 01:09:37.000 coordinated supports and resources to prevent reaching a 01:09:37.000 --> 01:09:41.233 crisis stage and young people in crisis have the intense 01:09:41.233 --> 01:09:44.367 treatment and care management to not remain in crisis but 01:09:44.367 --> 01:09:46.567 partner with our intervention staff to be able to get out of 01:09:46.567 --> 01:09:49.767 that crisis and move to a thriving experience. And lastly, 01:09:49.767 --> 01:09:53.500 so that all young people will thrive in meeting their basic 01:09:53.500 --> 01:09:57.200 needs, their health, have social connections and be able 01:09:57.200 --> 01:10:00.467 to connect with their and focus on their own identity and 01:10:00.467 --> 01:10:02.734 aspirations for the future. The youth services division 01:10:02.734 --> 01:10:04.867 includes, as you all know, from the great groundbreaking that 01:10:04.867 --> 01:10:07.634 we had this last week, our Zinga Recreation Center, the 01:10:07.634 --> 01:10:11.634 focus that it has on teens are great arts and engagement staff 01:10:11.634 --> 01:10:14.834 finding ways for young people to experience art kindergarten 01:10:14.834 --> 01:10:18.233 through 5th grade, youth-based street outreach and prevention 01:10:18.233 --> 01:10:20.100 intervention services. And with that, I’ll turn it over to my 01:10:20.100 --> 01:10:30.367 colleague. Me prote council members, um, we are just 01:10:30.367 --> 01:10:31.934 effectively now this month and I’ll turn over to the treasurer 01:10:31.934 --> 01:10:34.400 Dixon, who is the manager of our community intervention unit, 01:10:34.400 --> 01:10:39.166 but this month we are starting to um activate um in almost 01:10:39.166 --> 01:10:41.100 full capacity our community intervention unit, but I want 01:10:41.100 --> 01:10:43.300 to give context to how we started this in the police 01:10:43.300 --> 01:10:48.100 department, um, we have never been more effective on solving 01:10:48.100 --> 01:10:51.800 or clearing crimes in the history, um, the amount of data 01:10:51.800 --> 01:10:54.367 that we collect, the intelligence that we have 01:10:54.367 --> 01:10:56.500 available specifically through public sources and the soft. 01:10:56.500 --> 01:10:59.900 Software that we use has never made us more effective, um, on 01:10:59.900 --> 01:11:03.467 doing this, but it also has made us incredibly effective 01:11:03.467 --> 01:11:06.166 about finding and identifying those who are at risk, who are 01:11:06.166 --> 01:11:08.834 feuding with gangs, who are feuding and targeted at each 01:11:08.834 --> 01:11:12.000 other, um, rightfully so, police can’t preemptively go 01:11:12.000 --> 01:11:14.166 grab somebody because we think they’re going to be shot or 01:11:14.166 --> 01:11:18.000 killed or in harm’s way, um, but when for me and haha moment 01:11:18.000 --> 01:11:21.033 was literally one of my detectives had said on a Friday, 01:11:21.033 --> 01:11:23.300 a, a kid’s name when they were briefing a certain case and 01:11:23.300 --> 01:11:26.200 said he’ll be dead by Sunday, um, and by Saturday night he 01:11:26.200 --> 01:11:28.734 had been. shot. And that was simply by the intelligence and 01:11:28.734 --> 01:11:31.233 around that person and the amount of violence that they 01:11:31.233 --> 01:11:34.467 had been involved in over the course of the past two weeks, 01:11:34.467 --> 01:11:37.634 um, never committing a crime, but being so close proximity 01:11:37.634 --> 01:11:40.300 and with social media identifying that they were 01:11:40.300 --> 01:11:43.734 going to get involved in this risky behavior. To me, that was 01:11:43.734 --> 01:11:47.734 such a Failure of government and the police department to be 01:11:47.734 --> 01:11:50.533 able to have intelligence at that level and do nothing with 01:11:50.533 --> 01:11:53.734 it. Um, that is what for me created this idea of the 01:11:53.734 --> 01:11:56.467 community intervention unit to have public safety be broader 01:11:56.467 --> 01:11:59.634 than just enforcement, but truly look at those that are 01:11:59.634 --> 01:12:03.266 most risk and be able to do an intervention with the family, 01:12:03.266 --> 01:12:06.100 with the loved ones, with that individual to try to identify 01:12:06.100 --> 01:12:09.100 and get people in the in their lives like to get them off the 01:12:09.100 --> 01:12:12.834 track, and I often described it as the top 20 individuals who 01:12:12.834 --> 01:12:16.033 we are often watching, following, um. Often haven’t 01:12:16.033 --> 01:12:20.634 come in contact with that uh fit in that, in that category. 01:12:20.634 --> 01:12:24.800 Um, With that, I’ll turn it over before I steal all the 01:12:24.800 --> 01:12:30.000 treasures. I just want to say thank you first for the 01:12:33.166 --> 01:12:36.367 support that we’ve had for this unit because it’s been 01:12:36.367 --> 01:12:38.233 tremendously um supported both inside of Brooklyn Park 01:12:38.233 --> 01:12:41.166 professionally, but also in the community and knowing that 01:12:41.166 --> 01:12:44.000 we’ve set a standard um as the first of its kind, actually in 01:12:44.000 --> 01:12:47.033 the nation, there is no other program that we know that 01:12:47.033 --> 01:12:50.767 exists that exists like this, um, we take the opportunity to 01:12:50.767 --> 01:12:53.467 say we’re committed to making these outcomes and these goals 01:12:53.467 --> 01:12:56.800 because what we know from the Brooklyn Park data as well as 01:12:56.800 --> 01:12:59.467 our interactions with communities. is that they, the 01:12:59.467 --> 01:13:02.133 kids and the youth of Brooklyn Park are feeling like they are 01:13:02.133 --> 01:13:05.734 left out in the moment in time when they need it most, and 01:13:05.734 --> 01:13:08.467 this team is dedicated to making sure that we are 01:13:08.467 --> 01:13:11.667 continuous in our responses to them and for them. Our 01:13:11.667 --> 01:13:14.300 referrals come directly from our officers so that they are 01:13:14.300 --> 01:13:17.467 set in stone with the fact that our officers are making the 01:13:17.467 --> 01:13:21.300 most interactions with them negatively or positively, um, 01:13:21.300 --> 01:13:23.834 mostly negative, but we want to make sure that we’re 01:13:23.834 --> 01:13:26.734 highlighting the fact that we get to then utilize all of that 01:13:26.734 --> 01:13:31.000 information from On that incident, but an entire sheet 01:13:31.000 --> 01:13:34.166 of what they’ve gone through both within government and 01:13:34.166 --> 01:13:37.266 outside of it to make sure we’re making a holistic view of 01:13:37.266 --> 01:13:39.533 an individual, not just focusing on the one incident 01:13:39.533 --> 01:13:43.033 our team was called to a scene for, and we utilize that 01:13:43.033 --> 01:13:45.767 information to then take our time to speak not only to the 01:13:45.767 --> 01:13:48.100 youth and young adults, but also the family dynamic of 01:13:48.100 --> 01:13:51.734 what’s going on in that person’s life. We use this time 01:13:51.734 --> 01:13:54.867 as our unit to be able to be community facing program, 01:13:54.867 --> 01:13:56.533 although we work within a police department, we want to 01:13:56.533 --> 01:14:00.100 make sure that we’re not only Bridging gaps between police 01:14:00.100 --> 01:14:03.367 and community, but also taking our time to actually build 01:14:03.367 --> 01:14:05.734 trusting relationships within ourselves for our team. That’s 01:14:05.734 --> 01:14:09.266 why we don’t wear vests or have tasers or anything like that. 01:14:09.266 --> 01:14:14.033 They are out in their normal clothes, um, uniforms for what 01:14:14.033 --> 01:14:16.867 we’ve designed and making sure that we’re not only being 01:14:16.867 --> 01:14:18.767 approachable but approaching those that we know need us most. 01:14:18.767 --> 01:14:24.734 Um, I did want to also highlight that we utilize the 01:14:24.734 --> 01:14:30.767 crime data in a very, very, um, expansive way. We are Hitting 01:14:30.767 --> 01:14:35.467 numbers and times where we are completing information that is 01:14:35.467 --> 01:14:38.634 vast and changing day by day, um, the youth of Brooklyn Park 01:14:38.634 --> 01:14:41.467 are very transient and so we utilize the data on a very 01:14:41.467 --> 01:14:44.500 frequent basis, something that we may see in the morning 01:14:44.500 --> 01:14:47.634 changes by the evening. And so us being able to have all the 01:14:47.634 --> 01:14:49.834 information from law enforcement partners from Park 01:14:49.834 --> 01:14:53.567 and Rec Partners, from all of Brooklyn Park organization is 01:14:53.567 --> 01:14:55.834 vital in our capacity to be able to change and move the way 01:14:55.834 --> 01:14:58.533 we need to, to make sure that we’re um related to youth the 01:14:58.533 --> 01:15:08.533 way we need to be. I will pass it along. As I started the 01:15:08.533 --> 01:15:11.166 presentation, you know, this work is not the work of one 01:15:11.166 --> 01:15:13.000 department, it’s the work of all of our departments and the 01:15:13.000 --> 01:15:16.000 work of all of our community to make progress in this. And so 01:15:16.000 --> 01:15:19.767 this is just A few of the folks involved in this work, um, 01:15:19.767 --> 01:15:22.467 that’s been part of this team here in the last few months and 01:15:22.467 --> 01:15:28.233 we’ll be, uh, the work going forward. So what we’re 01:15:35.367 --> 01:15:38.000 gonna do is we’re gonna walk through kind of this 01:15:38.000 --> 01:15:42.166 reimagining public safety 2.0 around these categories of 01:15:42.166 --> 01:15:46.467 intervention, prevention systems and policy change, 01:15:46.467 --> 01:15:49.867 community response engagement coordinated crisis response and 01:15:49.867 --> 01:15:51.934 organization coordination, um, and so what you’ll see here is 01:15:51.934 --> 01:15:56.100 just a variety of strategies, some that are, um, in flight, 01:15:56.100 --> 01:15:58.734 some there might have been completed. Um, recently, and 01:15:58.734 --> 01:16:01.467 then also some things that we would identify in the future, 01:16:01.467 --> 01:16:06.767 and we really consider this an evolutionary process of we are 01:16:06.767 --> 01:16:10.467 continuing to identify what are some of those new innovations 01:16:10.467 --> 01:16:12.734 and opportunities uh for us to continue making progress in 01:16:12.734 --> 01:16:15.767 headway. So with that, I will turn it back over to the folks 01:16:15.767 --> 01:16:26.634 to talk about intervention. As city manager Strobel talked 01:16:26.634 --> 01:16:29.767 about, we have, uh, both with treasurer and I have kind of 01:16:29.767 --> 01:16:34.100 the first element of our reimagining public safety 2.0. 01:16:34.100 --> 01:16:37.266 And with this, as it says here, this is intervention. Our group 01:16:37.266 --> 01:16:40.500 talked about that this is a way for at-risk young people and 01:16:40.500 --> 01:16:43.567 young adults to have intervention supports to thrive. 01:16:43.567 --> 01:16:45.867 This is a chance where, as you’ve heard, both the 01:16:45.867 --> 01:16:48.367 treasurer and I talk about intervention efforts in the 01:16:48.367 --> 01:16:51.567 city of Brooklyn Park. So together as partners we’re able 01:16:51.567 --> 01:16:55.400 to be able to look at through police and through Um, use 01:16:55.400 --> 01:16:57.634 services being able to see how we can provide these 01:16:57.634 --> 01:17:01.300 opportunities, be it young people that um might connect 01:17:01.300 --> 01:17:04.467 through 11 of our, our portfolios or they might 01:17:04.467 --> 01:17:09.300 connect through um some of the uh city the police-driven data 01:17:09.300 --> 01:17:12.300 that the treasure talked about. So with that, we have a couple 01:17:12.300 --> 01:17:17.233 of examples on our slide. Um, there’s a list here, so we 01:17:17.233 --> 01:17:19.000 won’t go through all of them, but we really wanted to hit on 01:17:19.000 --> 01:17:21.834 some of the most important parts, and that’s really the 01:17:21.834 --> 01:17:25.266 fact that This innovative approach that we’re using, 01:17:25.266 --> 01:17:28.467 utilizing all of our departments within Brooklyn 01:17:28.467 --> 01:17:31.166 Park organization really stands alone and stands in an 01:17:31.166 --> 01:17:33.734 importance of it. And so when we look at things like the 01:17:33.734 --> 01:17:36.467 action of building an intervention team, you all were 01:17:36.467 --> 01:17:39.634 very responsive in making sure that happened. We look at 01:17:39.634 --> 01:17:44.467 hiring a CIU manager. I’m here. Thank you. Uh, we talk about 01:17:44.467 --> 01:17:47.200 establishing collaboration for youth services. Pam and I work 01:17:47.200 --> 01:17:50.367 very hard daily on this because we come with two different 01:17:50.367 --> 01:17:53.567 portfolios. We come because we come from two different 01:17:53.567 --> 01:17:57.233 departments were able to really see how the cohesion would 01:17:57.233 --> 01:18:00.467 would would really work in the efforts of making sure that 01:18:00.467 --> 01:18:03.100 we’re really connecting with both um our target audience or 01:18:03.100 --> 01:18:05.500 I should say focused audience, as well as our community in a 01:18:05.500 --> 01:18:10.033 whole. Um, I say, I would say that how we approach our work 01:18:10.033 --> 01:18:12.934 to reimagine public safety means a lot to both these 01:18:12.934 --> 01:18:16.667 efforts that we have here, just reviewing data and establishing 01:18:16.667 --> 01:18:20.166 an activation system that’s in future, but it’s literally in 01:18:20.166 --> 01:18:23.000 progress as well too, because as we work through not only 01:18:23.000 --> 01:18:26.133 this presentation, but our day to day work. We’re establishing 01:18:26.133 --> 01:18:29.266 our process of how we’re going to interact with each other, 01:18:29.266 --> 01:18:33.500 utilizing data that’s shared or not shared. Um, we have a 01:18:33.500 --> 01:18:36.734 section, and I’m sorry, council member Train is in the way 01:18:36.734 --> 01:18:41.033 there, a section of recurrent mental health programs and 01:18:41.033 --> 01:18:44.300 reviewing that information. Not only do we work with just, um, 01:18:44.300 --> 01:18:47.934 PD employees, but we also work with Park and Rec and everyone 01:18:47.934 --> 01:18:51.100 in the organization to really define a holistic view of 01:18:51.100 --> 01:18:55.900 what’s going on. This part um would be in progress, but it’s 01:18:55.900 --> 01:18:58.133 also very current and completed at the same time. So as we go 01:18:58.133 --> 01:19:01.200 through certain things that we’ve checked off as goals we 01:19:01.200 --> 01:19:18.467 continuously add. as well. There we go. This is a chance for our young people and 01:19:38.100 --> 01:19:41.900 young adults with high barriers to have supports, um, to thrive, 01:19:41.900 --> 01:19:45.800 and this may look a a variety of different ways and we have, 01:19:45.800 --> 01:19:47.734 I will let Jolene introduce. yourself and we’ll talk to you 01:19:47.734 --> 01:19:51.467 a little bit about some other prevention strategies. And so the programming of Brooklink is 01:20:09.834 --> 01:20:12.367 really there to be able to provide those opportunities for 01:20:12.367 --> 01:20:16.500 youth and young adults in our community to be able to not 01:20:16.500 --> 01:20:18.567 only help them contribute towards their economic 01:20:18.567 --> 01:20:21.934 well-being, but also just being able to have activity. that 01:20:21.934 --> 01:20:25.233 will be uh help them in order to do positive things, whether 01:20:25.233 --> 01:20:28.367 it’s during the summer or throughout the school year, um, 01:20:28.367 --> 01:20:31.000 that they’re doing things that are investing into their future 01:20:31.000 --> 01:20:34.266 and having them see themselves in a positive light and doing 01:20:34.266 --> 01:20:36.834 things that are meaningful in the community. So we’ve talked about the Brooklyn programs 01:20:48.734 --> 01:20:51.233 with the flagship program of the summer internships. And then there’s a few 01:20:53.467 --> 01:20:56.634 things as well that the police department is currently doing, 01:20:56.634 --> 01:21:00.300 um, one being the police college internships, so really 01:21:00.300 --> 01:21:05.233 trying to diversify um uh their their uh their staff as well. 01:21:05.233 --> 01:21:08.934 And then, um, looking at as well some other various other 01:21:08.934 --> 01:21:11.767 initiatives like establishing the Chiefs youth advisory 01:21:11.767 --> 01:21:15.233 council, um, that that is uh something that’s already 01:21:15.233 --> 01:21:18.000 completed and then um other things that are in progress 01:21:18.000 --> 01:21:20.266 looking at maintaining police and youth prevention programs. 01:21:20.266 --> 01:21:23.000 So, um, Looking collectively just as a whole within the 01:21:23.000 --> 01:21:27.567 community, I’m looking at various ways that we can either 01:21:27.567 --> 01:21:30.767 provide program activities, um, have new initiatives that would 01:21:30.767 --> 01:21:33.734 allow you to have positive things that they’re doing 01:21:33.734 --> 01:21:36.734 throughout their day. There is a need to identify and change these 01:23:58.367 --> 01:24:01.000 systems and policies that are creating barriers to achieving 01:24:01.000 --> 01:24:04.800 the highest levels of impact. Um, Also, uh, our future 01:27:41.000 --> 01:27:46.266 goal is to inform relevant city staff uh for holistic approach, 01:27:46.266 --> 01:27:48.500 uh, to youth involvement and participation, a big part of 01:27:48.500 --> 01:27:52.734 that is our rec and Park’s team, as you know, they do a great 01:27:52.734 --> 01:27:59.634 job with our youth and uh youth involvement and uh currently 01:27:59.634 --> 01:28:04.367 our crime prevention has been stellar. The numbers that, uh, 01:28:04.367 --> 01:28:07.734 Chief Brewley uh demonstrated shows, uh, they’re hard work 01:28:07.734 --> 01:28:11.900 and dedication that is. Uh, continuously demonstrated in 01:28:11.900 --> 01:28:15.500 the community and ongoing, so, um, thank you and ladies, do 01:28:15.500 --> 01:28:25.834 you want to add to that or? OK. And so our team, that 01:37:45.834 --> 01:37:50.100 8 person community facing team really does work with not only 01:37:50.100 --> 01:37:53.300 um park and rec in our community development team, but 01:37:53.300 --> 01:37:56.500 also they um work hand in hand with their co-workers, which 01:37:56.500 --> 01:37:59.834 are the community intervention specialists. They have the case 01:37:59.834 --> 01:38:04.500 load portion of um Of what this unit focuses on. And so they 01:38:04.500 --> 01:38:07.266 really do check in with PD, check in with Park and Rec, 01:38:07.266 --> 01:38:10.467 check in with their coworkers to make sure that where they’re 01:38:10.467 --> 01:38:13.000 needed, they’re going first, and then they also wear the 01:38:13.000 --> 01:38:16.300 boots on the ground and make sure they have a good um 01:38:16.300 --> 01:38:18.934 relationship with the residential manager’s 01:38:18.934 --> 01:38:22.634 businesses, as well as the schools in the SROs. So this is crisis 01:41:17.900 --> 01:41:23.100 as well. So will that overlap? That’s what I was talking about 01:41:23.100 --> 01:41:26.900 the collaboration, so, um. There’s been some examples of 01:41:26.900 --> 01:41:28.934 that. Um, Kelvin works with multiple facilitators, 01:47:10.667 --> 01:47:13.834 partners, and outreach, and the same with recreation Center to 01:47:13.834 --> 01:47:17.567 be able to respond. Um Resource as we do, 01:48:37.667 --> 01:48:41.100 how are we uh supporting and engaging our neighbors because 01:48:41.100 --> 01:48:46.233 we all know that. Youth don’t know municipal boundaries. So 01:48:46.233 --> 01:48:48.500 I’m curious to hear a little bit more about the cooperative 01:48:48.500 --> 01:49:03.367 work with our neighbors. We learned 01:49:08.734 --> 01:49:10.734 very quickly and and we kind of always do it, but really when 01:49:10.734 --> 01:49:14.533 the treasure, the treasures team um got going and started 01:49:14.533 --> 01:49:16.567 identifying youth um that are at risk, high kids, and these 01:49:16.567 --> 01:49:19.467 are kids who identify like uh uh stop a stolen car and 01:49:19.467 --> 01:49:22.500 there’s a gun in the car, but there’s two passengers, so the 01:49:22.500 --> 01:49:24.734 driver gets arrested um to be held accountable, but you have 01:49:24.734 --> 01:49:26.734 two passengers that were willing to get in a stolen car 01:49:26.734 --> 01:49:29.734 and were aware that there’s a gun in there, but there’s no 01:49:29.734 --> 01:49:31.900 criminal charges on them, but we know they’re high risk, um, 01:49:31.900 --> 01:49:34.767 and so those are. kind of the group of, of kids, the treasure 01:49:34.767 --> 01:49:38.000 is focused on, they’re very transient. And so while the 01:49:38.000 --> 01:49:40.800 treasurer’s team may try to connect with them, loved one’s 01:49:40.800 --> 01:49:42.767 family, uh, they’re transit, they’re already gone, now 01:49:42.767 --> 01:49:45.500 they’re in New Hope or they’re in Brooklyn Center or they’re 01:49:45.500 --> 01:49:48.800 down in Robinsdale, um, and so we have to be able to continue 01:49:48.800 --> 01:49:52.900 to follow them and work with them, and that really sparked 01:49:52.900 --> 01:49:55.500 our interest um recently as a city to be able to figure out 01:49:55.500 --> 01:49:59.834 how do we align the Northwest suburbs to be better and more 01:49:59.834 --> 01:50:01.734 effective together. Our resources are not, we share the 01:50:01.734 --> 01:50:05.734 same interest in the um, trying to resolve the same similar 01:50:05.734 --> 01:50:08.734 issues and so we’ve united around uh Coblecom themes and 01:50:08.734 --> 01:50:11.500 one of them is around like a real-time crime center and 01:50:11.500 --> 01:50:14.000 you’re sharing and information sharing center for both 01:50:14.000 --> 01:50:17.734 enforcement. But also really heavily on the intervention 01:50:17.734 --> 01:50:20.567 work so that um we take the resource, like the treasure’s 01:50:20.567 --> 01:50:25.467 team, and in a perfect world, what we would do is have a 01:50:25.467 --> 01:50:28.467 bigger team that would be regional across the Northwest 01:50:28.467 --> 01:50:31.467 suburbs, and we have been at the state, uh, the mayor, the 01:50:31.467 --> 01:50:34.233 city manager’s lead has led us to the state capital, really 01:50:34.233 --> 01:50:38.800 asking for a state investment in this, um, idea of helping us 01:50:38.800 --> 01:50:42.033 get the software and the apparatus stood up to be able 01:50:42.033 --> 01:50:45.000 to share effectively, um, between all the communities, um, 01:50:45.000 --> 01:50:48.533 both. So give them a new 01:51:42.900 --> 01:51:46.100 focus and and wrap around services really hard to do when 01:51:46.100 --> 01:51:52.500 they’re moving every month. Thank you.
