Brooklyn Park Approves Major Police Technology Upgrade Contract

Meeting date: Jun 9, 2025
Published Aug 5, 2025

The Brooklyn Park City Council approved a 10-year, $1.29 million contract with Axon Enterprise Inc. on Monday to modernize the police department's technology systems with artificial intelligence-powered equipment.

The agreement will provide the department with advanced body cameras featuring AI capabilities, upgraded Taser devices, and a new records management system. Police Chief Mark Bruley said the current systems are failing and lack integration with neighboring agencies, creating inefficiencies for officers.

"We have lots of independent programs and systems that do not speak to each other and rarely work well," Bruley told the council. The new body cameras will automatically transcribe audio, draft police reports, and provide real-time translation services in multiple languages.

The Taser 10 devices will replace the department's current Taser 26 models, offering 10 deployments at 45 feet compared to two deployments at 25 feet. Deputy Chief Elliott Faust said the technology could save officers significant time on paperwork, citing studies showing 11 hours per day saved in other departments using similar AI tools.

The council also addressed public comments from resident Colette Guy Hempel regarding inequities in District 279 school programming. Mayor Hollis Winston committed to reaching out to state officials including Attorney General Keith Ellison and the Commissioner of Education about the concerns. The meeting included introductions of six new city employees and a proclamation recognizing Juneteenth, with the city's celebration scheduled for June 21 at North Hennepin Community College.

allegiance. allegiance to the flag. The United States of 00:01:55.634 --> 00:02:14.467

America. You are rich. is just All right, if we can, uh, we’ll 00:02:14.467 --> 00:02:17.467

go ahead and head into public comments. So we’ll start with

00:02:17.467 --> 00:02:20.667

response to uh prior public comment. Uh, I’ll make a, I’ll 00:02:20.667 --> 00:02:25.467

make a brief comment after this to add on to it as well, so.

00:02:25.467 --> 00:02:31.266

Great, thank you, Mayor. um. Uh, there was one public comment 00:02:31.266 --> 00:02:35.500

and uh email provided from Miss Guy at Humple, um, in terms of

00:02:35.500 --> 00:02:40.900

the uh She was brought up, um, at the last city council 00:02:40.900 --> 00:02:45.233

meeting. Uh, the first one is around the CAC renovations and

00:02:45.233 --> 00:02:47.934

the uncertainty in terms of if we’re getting bonding dollars

00:02:47.934 --> 00:02:53.233

for that, um, project this cycle of this legislative cycle, 00:02:53.233 --> 00:02:56.400

uh, the legislative session appears to be coming to a close

00:02:56.400 --> 00:02:59.767

that has not finalized, but we’re close to that, um,

00:02:59.767 --> 00:03:02.266

Director Tolberg and I have talked about in the event that 00:03:02.266 --> 00:03:05.000

we do not get any bonding resources, this legislative

00:03:05.000 --> 00:03:07.734

cycle that we will need to come back to the council here. uh

00:03:07.734 --> 00:03:11.567

within the next 2 to 4 weeks. Um, so we will be scheduling 00:03:11.567 --> 00:03:15.100

that in terms of trying to figure out um next steps on

00:03:15.100 --> 00:03:17.734

that project as we await the outcome of the legislative

00:03:17.734 --> 00:03:23.767

session. Uh, the other comment, uh, really was worth with 00:03:23.767 --> 00:03:28.367

regard to a Missguid Humel’s concerns around the school

00:03:28.367 --> 00:03:32.166

district and the opportunities that, um, she’s concerned that 00:03:32.166 --> 00:03:35.367

the opportunities for students south of eighty-fifth, um, by

00:03:35.367 --> 00:03:38.634

the Assyria School District are not equal to those

00:03:38.634 --> 00:03:42.000

opportunities provided to other parts of the district area and 00:03:42.000 --> 00:03:46.100

is encouraging the city council to Uh, proactively work with

00:03:46.100 --> 00:03:49.867

the school district to address that, um. I can speak

00:03:49.867 --> 00:03:51.500

personally, you know, there have been a number of 00:03:51.500 --> 00:03:55.734

conversations with the district with regard to that, um, from

00:03:55.734 --> 00:04:00.500

the council and staff and uh it’s ultimately a decision for 00:04:00.500 --> 00:04:03.734

the school district in terms of the activities that they

00:04:03.734 --> 00:04:06.000

provide, um, but I know that that continues to be a concern

00:04:06.000 --> 00:04:09.000

for Miss Guy Temple, so, um, not discounting that in any

00:04:09.000 --> 00:04:12.533

fashion. That’s it. Thank you. See, I’ll just follow up on 00:04:12.533 --> 00:04:16.266

that. I’m not gonna discount uh anything either. I will say

00:04:16.266 --> 00:04:19.734

that when it comes to the, to the District 279. Again, that

00:04:19.734 --> 00:04:21.467

is something that has to be taken up with the school board, 00:04:21.467 --> 00:04:25.734

I think. Um, we don’t really take kindness the school board

00:04:25.734 --> 00:04:28.834

coming and telling us what to do. If they do, they have to go

00:04:28.834 --> 00:04:32.233

through our processes and we have, um, We have the same 00:04:32.233 --> 00:04:35.634

approach with them. We have had a number of meetings with them.

00:04:35.634 --> 00:04:37.567

I think we’ll continue to have a number of meetings with them,

00:04:37.567 --> 00:04:44.367

but I would also say this, that, um, There’s a lot of 00:04:44.367 --> 00:04:46.166

performative that occurs when it comes to people talking

00:04:46.166 --> 00:04:48.767

about kids and I’ve seen it my whole life. If people are

00:04:48.767 --> 00:04:51.800

really concerned about the children or the kids to go out, 00:04:51.800 --> 00:04:55.467

raise the money, help start the programming, start the programs

00:04:55.467 --> 00:04:58.133

yourself. The government is not always going to be the answer.

00:04:58.133 --> 00:05:02.900

Uh, and in this case, I don’t know, uh, that the city has the 00:05:02.900 --> 00:05:07.233

power or should have the power, uh, given, given kind of this

00:05:07.233 --> 00:05:09.367

separate this concept of separation of powers. I don’t

00:05:09.367 --> 00:05:14.166

think that we should have the power to compel the School 00:05:14.166 --> 00:05:17.467

board to do what some folks think folk, some folks think we

00:05:17.467 --> 00:05:20.567

should do. Um, I think the other pieces when it comes to 00:05:20.567 --> 00:05:22.467

the community activity center, uh, I think Jay covered where

00:05:22.467 --> 00:05:25.900

it’s at in the legislature. If we don’t get it this year, we

00:05:25.900 --> 00:05:28.734

go back try next year, we look for other solutions in between.

00:05:28.734 --> 00:05:32.867

I think there has to be um a coming together. I often think 00:05:32.867 --> 00:05:37.834

what I what I often see is that people settle on a particular

00:05:37.834 --> 00:05:41.467

solution, not understanding that it’s fluid when it comes 00:05:41.467 --> 00:05:45.800

to this particular process. Uh, and that fluidity sometimes

00:05:45.800 --> 00:05:49.467

doesn’t always give us the answer we want immediately. Um,

00:05:49.467 --> 00:05:55.467

and To ask taxpayers to foot another 10 million or 15 00:05:55.467 --> 00:05:58.667

million or to rip out something that many people have grown up

00:05:58.667 --> 00:06:02.734

with, and they see as part of their heritage, uh, it’s not 00:06:02.734 --> 00:06:06.033

something that I think that the council at this point is

00:06:06.033 --> 00:06:10.767

inclined to do until we have to cross that bridge, uh, so I, I 00:06:10.767 --> 00:06:13.467

understand that the criticism that people want to answer now.

00:06:13.467 --> 00:06:16.634

I know that people routinely come here and say I need you to

00:06:16.634 --> 00:06:20.100

spend $10 million but they don’t have $10 million check, 00:06:20.100 --> 00:06:22.533

and we don’t necessarily have $10 million. a check either. Um,

00:06:22.533 --> 00:06:27.467

so I think I would say patience and time on that. This council

00:06:27.467 --> 00:06:31.033

has been here maybe 2.5 years, and there’s some people who 00:06:31.033 --> 00:06:35.233

have been here less, and this is not a situation that we

00:06:35.233 --> 00:06:37.767

necessarily created, but it is something we inherited in terms

00:06:37.767 --> 00:06:41.767

of There’s just less resources that come to Brooklyn Park and 00:06:41.767 --> 00:06:44.467

we’re doing everything in our power to get our fair share of

00:06:44.467 --> 00:06:47.100

resources. When you talk about what’s going on at the Capitol,

00:06:47.100 --> 00:06:50.900

they have made kind of a grand bargain. To say that many of 00:06:50.900 --> 00:06:54.033

these local projects that people need, now that we

00:06:54.033 --> 00:06:56.533

finally got representation from certain communities, they’ve

00:06:56.533 --> 00:06:59.533

made this kind of grand deal. And you have to look into the

00:06:59.533 --> 00:07:02.200

politics of it. I didn’t run for House or Senate because I 00:07:02.200 --> 00:07:06.100

don’t want to be part of that. But they have made this grand

00:07:06.100 --> 00:07:10.634

deal to say, uh, we’re kind of hesitant on many of these local 00:07:10.634 --> 00:07:13.300

projects, even though many of these local projects have been

00:07:13.300 --> 00:07:15.567

given to the southwest suburbs and other folks well before

00:07:15.567 --> 00:07:18.567

they came to Brooklyn Park. So we’re not the ones with the

00:07:18.567 --> 00:07:22.000

power of the pen to sign that legislation or to create that 00:07:22.000 --> 00:07:25.000

legislation to get that type of funding to Brooklyn Park. There

00:07:25.000 --> 00:07:27.734

are folks, other folks you’ve elected for that as well. And I

00:07:27.734 --> 00:07:30.300

would petition them, and I would continue to petition them. 00:07:30.300 --> 00:07:32.634

Uh, but we’re gonna work with the resources that we have

00:07:32.634 --> 00:07:35.367

within Brooklyn Park and we’re going to come to the best

00:07:35.367 --> 00:07:39.467

solution, but there is no one solution, and I think that many

00:07:39.467 --> 00:07:43.300

people are saying there is one solution, but then when I’m 00:07:43.300 --> 00:07:46.300

offline and some of the quieter voices reach out to me online

00:07:46.300 --> 00:07:49.533

or they see me in the streets. They have a very different

00:07:49.533 --> 00:07:52.000

opinion. And I think there’s many different opinions of how 00:07:52.000 --> 00:07:55.100

this can be solved. And so I think we have to kind of learn

00:07:55.100 --> 00:07:58.200

how to work with the resources we have, uh, get the resources.

00:07:58.200 --> 00:08:01.934

that we can get and then make the best decision and then 00:08:01.934 --> 00:08:04.533

realize that not every decision is going to be solved within a

00:08:04.533 --> 00:08:09.300

year or two. I know that sexism, racism, many of the isms, the

00:08:09.300 --> 00:08:11.467

biases that have occurred and the things that have led to 00:08:11.467 --> 00:08:13.567

Brooklyn Park dealing with the many, many of the issues that

00:08:13.567 --> 00:08:16.934

they’ve dealt with now, even in some cases, how our veterans

00:08:16.934 --> 00:08:19.133

are treated. Those are not issues that were created in a

00:08:19.133 --> 00:08:23.367

year. They weren’t created in 50 years. So to think that 00:08:23.367 --> 00:08:25.834

something, somebody’s gonna come in the office and change

00:08:25.834 --> 00:08:33.300

it over 2 years just to me. Doesn’t align with the reality 00:08:33.300 --> 00:08:36.634

in which we exist, and I don’t think it gives credit to the

00:08:36.634 --> 00:08:39.166

difficult decisions that people have to make. It’s always easy

00:08:39.166 --> 00:08:42.467

to criticize. It’s very difficult to really be a part 00:08:42.467 --> 00:08:44.567

of that solution. And so I encourage people to be a part

00:08:44.567 --> 00:08:47.033

of it. Um, and I think some people have stepped up to the

00:08:47.033 --> 00:08:48.934

blade and they’ve been a part of it and they they’ve been

00:08:48.934 --> 00:08:51.000

there with the losses and they’ve been there with the 00:08:51.000 --> 00:08:53.367

wins. But I would encourage everyone to get involved and

00:08:53.367 --> 00:08:56.533

realize there’s a little bit of a Ebb and flow to dealing with

00:08:56.533 --> 00:08:59.000

this stuff, uh, so I will leave it at that and then we can go

00:08:59.000 --> 00:09:03.233

ahead and open it up to public comment. So first we have, um, 00:09:03.233 --> 00:09:07.100

Collette Guy Hempel. Uh, if you could say name and address, uh,

00:09:07.100 --> 00:09:26.734

unlimited to 3 minutes. Thank you. Good evening, Mayor and 00:09:26.734 --> 00:09:31.000

city council. I’m gonna go off script from, from the email 00:09:31.000 --> 00:09:36.266

that I sent you. However, the courts, this has been talked

00:09:36.266 --> 00:09:41.467

about since before. 2022. So this has been a number of years. 00:09:41.467 --> 00:09:48.100

The school district I have been here, I have given as a matter

00:09:48.100 --> 00:09:51.834

of record, their community ed books. This has been going on 00:09:51.834 --> 00:09:56.667

for 4 years, plus it’s been going on for decades, actually.

00:09:56.667 --> 00:10:02.000

I fought with them over the dome when that was built. In 00:10:02.000 --> 00:10:06.767

Maple Grove, that Park Center kids and ASIO kids would have

00:10:06.767 --> 00:10:13.834

time in that place too. I’ve, I’ve tried. I ran for school 00:10:13.834 --> 00:10:20.133

board 6 times. Way back when my child was in school. We pulled 00:10:20.133 --> 00:10:25.000

him out of theoso district because Anoka Hennepin was

00:10:25.000 --> 00:10:30.767

giving better electives, and he’s spent 7 through 12th grade 00:10:30.767 --> 00:10:38.266

in Anoka Hennepin, where he got a good education. Now You know,

00:10:38.266 --> 00:10:44.133

how long do kids have to wait? Two weeks ago I told you that a 00:10:44.133 --> 00:10:49.667

5th grader waiting for these scenes in 2022 would now be in

00:10:49.667 --> 00:10:54.533

high school. We now heard over the weekend of a Brooklyn Park 00:10:54.533 --> 00:11:03.834

kid. Being shot at Northtown Mall. 15 years old. Now I know 00:11:03.834 --> 00:11:09.734

our parks and wreck. I know our staff have contacted them, but

00:11:09.734 --> 00:11:14.500

it’s going to take the city council making a formal 00:11:14.500 --> 00:11:20.900

complaint to the to the um commissioner of education to 00:11:20.900 --> 00:11:26.100

Keith Allenson to the Secretary of State. Um, over there, Scott.

00:11:26.100 --> 00:11:34.767

So Uh, I’m not quite sure who, who that guy is, I think it’s a 00:11:34.767 --> 00:11:40.767

sermon, but um, these scenes need to be dealt with. And if 00:11:40.767 --> 00:11:47.100

politicians aren’t doing their job, than other politicians

00:11:47.100 --> 00:11:50.000

have the voice 86,000 people stand behind you as a 00:11:50.000 --> 00:11:56.734

collective group. That’s far more than my going over there.

00:11:56.734 --> 00:12:00.467

Council member McGarvey, Council member Tran, both 00:12:00.467 --> 00:12:05.166

attended meetings where I have spoken and so is Chief Bruley,

00:12:05.166 --> 00:12:11.634

where he was talking about the SRO program. I have tried every 00:12:11.634 --> 00:12:16.467

avenue that I can as an individual. And I stand in

00:12:16.467 --> 00:12:24.467

support my husband and I have given thousands of dollars. In 00:12:24.467 --> 00:12:31.367

chess sets and pizza, the last 3 years. To give something that 00:12:31.367 --> 00:12:36.800

every other school in Asio gets as an elementary, but those

00:12:36.800 --> 00:12:42.233

schools. So thank you, um, I think we have in our, I’ll 00:12:42.233 --> 00:12:47.100

respond briefly, um, we have Liz. Please forgive me, Liz

00:12:47.100 --> 00:12:52.867

Folinsky. Thank you. So, if you could say name and address, 00:12:52.867 --> 00:13:05.567

that would be appreciated and then 3 minutes. Thank you. My 00:13:05.567 --> 00:13:10.500

name is Lizolinsky, 8649 Matson Brook Lane. Good evening, Mayor 00:13:10.500 --> 00:13:15.166

and council members. Thank you for the opportunity to speak.

00:13:15.166 --> 00:13:19.033

My name is Lizinsky and I’m the VP of our local wrestling club,

00:13:19.033 --> 00:13:24.734

CB takedown and the CEO of our charitable charitable gambling 00:13:24.734 --> 00:13:28.000

organization. I’m here on behalf of our club, asking for

00:13:28.000 --> 00:13:31.000

your support and approving our charitable gambling license and 00:13:31.000 --> 00:13:36.500

permits. A wrestling program serves male and female youth

00:13:36.500 --> 00:13:39.767

athletes from preschool through 12th grade, drawing athletes

00:13:39.767 --> 00:13:44.567

right from here in Brooklyn Park. These kids come from all 00:13:44.567 --> 00:13:48.367

walks of lives, many of whom wouldn’t have access to

00:13:48.367 --> 00:13:51.634

organized sports without programs like ours. Our goal is 00:13:51.634 --> 00:13:55.834

to offer a fully funded experience so that cost is

00:13:55.834 --> 00:14:00.567

never a barrier. But this license will be able to raise 00:14:00.567 --> 00:14:04.834

funds needed for gear, coaching, tournament fees, travel.

00:14:04.834 --> 00:14:08.000

Keeping the financial burden off families while creating a

00:14:08.000 --> 00:14:11.200

safe, positive, and competitive environment for all of our 00:14:11.200 --> 00:14:17.200

athletes. Following Minnesota state guidelines, we’d also be

00:14:17.200 --> 00:14:20.834

supporting other programs within our communities. 00:14:20.834 --> 00:14:23.734

Approving this license isn’t just an investment in wrestling

00:14:23.734 --> 00:14:27.800

and support of the local small businesses, heavy rotation.

00:14:27.800 --> 00:14:31.533

It’s an investment in our youth, our community, and the values 00:14:31.533 --> 00:14:35.367

of discipline, teamwork, and perseverance. Thank you for

00:14:35.367 --> 00:14:43.867

your consideration. All right, thank you. So, Colette, uh. I 00:14:43.867 --> 00:14:47.667

promise it’s not going to be anything uh crazy but I did

00:14:47.667 --> 00:15:05.166

want to ask you a question. You made some specific asks. So 00:15:05.166 --> 00:15:10.033

regarding District 279, um, What specific people are you 00:15:10.033 --> 00:15:14.767

asking us to reach out to besides the school board? I

00:15:14.767 --> 00:15:21.166

would like you to let the commissioner of education, I 00:15:21.166 --> 00:15:29.133

believe it’s Willie Jeffries, and, and Governor Waltz and the

00:15:29.133 --> 00:15:32.133

Attorney General Keith Ellingson. And the Secretary of 00:15:32.133 --> 00:15:38.734

State. Because they are not following the Constitution of

00:15:38.734 --> 00:15:44.100

Minnesota that has stated in the education department in, in 00:15:44.100 --> 00:15:49.100

where it talks about public education. After school

00:15:49.100 --> 00:15:57.567

activities and field trips are to be the same. And, and so as 00:15:57.567 --> 00:15:59.834

the school district uh I didn’t want to go too down that path

00:15:59.834 --> 00:16:02.767

because I know you’re passionate around this. Um, 00:16:02.767 --> 00:16:06.734

what I will say is that staff will reach out to you for

00:16:06.734 --> 00:16:09.834

particular talking points that you’re interested in. Uh, I

00:16:09.834 --> 00:16:13.033

don’t make promises on getting any meetings. I will reach out 00:16:13.033 --> 00:16:16.100

to AG Ellison. I will reach out to this, uh, to the

00:16:16.100 --> 00:16:17.767

commissioner of Education. I’m not going to reach out to the

00:16:17.767 --> 00:16:21.000

Secretary of State because very different, uh, that’s not 00:16:21.000 --> 00:16:24.734

necessarily under his purview the way you think, um, and then,

00:16:24.734 --> 00:16:26.934

um, I will reach out to particular connections I have

00:16:26.934 --> 00:16:30.133

with the school board, and I will see. I will begin 00:16:30.133 --> 00:16:32.834

discussions with them. I don’t make promises on this because

00:16:32.834 --> 00:16:37.000

this is outside of my area. I’m, I’m hesitant when people use

00:16:37.000 --> 00:16:39.634

the death of a 15 year old child because I’m, I’m often

00:16:39.634 --> 00:16:43.033

visiting with these families when they deal with this, um, 00:16:43.033 --> 00:16:46.667

to, to connect that to this, right? And I, I don’t think

00:16:46.667 --> 00:16:49.834

that’s necessarily the right thing to do. But I do

00:16:49.834 --> 00:16:54.767

Understand the passion that you have. And uh uh I will make a 00:16:54.767 --> 00:16:58.467

commitment to, uh, with staff workout. I have some

00:16:58.467 --> 00:17:01.567

relationships with these people personally. I’m hesitant to 00:17:01.567 --> 00:17:03.667

talk about the governor. Uh, I mean the governor is a good

00:17:03.667 --> 00:17:05.400

person. I feel like he’s probably got a little bit on

00:17:05.400 --> 00:17:08.567

his plate right now, but I will reach out, um, as does Ellison,

00:17:08.567 --> 00:17:10.767

who’s, you know, fighting at the federal level as well, but 00:17:10.767 --> 00:17:13.800

I will reach out. We’ll make, uh, we will reach out in a good

00:17:13.800 --> 00:17:16.100

faith effort. We’ll reach out via email. I’ll reach out

00:17:16.100 --> 00:17:18.367

personally and then we’ll see what we can do from there. And

00:17:18.367 --> 00:17:21.000

then I will follow up with you. personally, that is, um, that 00:17:21.000 --> 00:17:23.634

is the best that I can promise at this point around what

00:17:23.634 --> 00:17:29.834

you’re asking. I am grateful for that and like I said, I am

00:17:29.834 --> 00:17:33.033

grateful for the police department and the parks and 00:17:33.033 --> 00:17:38.400

rec, all their efforts to try to keep kids in Minnesota,

00:17:38.400 --> 00:17:44.834

chill and other foundations and organizations in our city that 00:17:44.834 --> 00:17:55.500

work hard to help kids. So thank you. All right, so, uh, 00:17:55.500 --> 00:18:01.266

All right, so next, um, we will move to. Approval of the agenda. 00:18:01.266 --> 00:18:08.367

And so that’s right, so I would recommend someone, well,

00:18:08.367 --> 00:18:11.467

someone has to pull 7.1, so if you’re gonna make the motion, 00:18:11.467 --> 00:18:14.734

um, council member Page, please move 7.1 because we don’t have

00:18:14.734 --> 00:18:21.133

the full council here. Please, if we can do 7.1 and move that. 00:18:21.133 --> 00:18:26.100

Do you need more than that? What you, so you’re making a

00:18:26.100 --> 00:18:32.533

motion to. Remove from the agenda. Alright, is there a 00:18:32.533 --> 00:18:38.867

second? I All right, so, um, motion was made to remove item

00:18:38.867 --> 00:18:46.233

7.1 while approving the agenda. Uh, we need a roll call vote. 00:18:46.233 --> 00:18:53.200

Council member Erikson. Council member page. On remember 00:18:53.200 --> 00:19:00.800

McGarvey. Council member Tran. Mayor Winston. I Motion passes. 00:19:00.800 --> 00:19:06.100

Thank you. All right. So next we will go to public

00:19:06.100 --> 00:19:10.900

presentations, uh, proclamations, so, uh. 3B1 is 00:19:10.900 --> 00:19:25.133

going to be Introduction of new employees. the Or do I need to 00:19:25.133 --> 00:19:52.400

00:26:27.567 --> 00:26:30.533

was hired as a community instant intervention specialist 00:26:30.533 --> 00:26:33.834

at the police department on May 12th. Frankie has a bachelor’s

00:26:33.834 --> 00:26:37.033

degree in business management from Oral Roberts University

00:26:37.033 --> 00:26:40.834

and runs a local and international nonprofit called 00:26:40.834 --> 00:26:44.567

Sports and Leadership Academy. Frankie is an immigrant from

00:26:44.567 --> 00:26:47.233

Liberia, first generation college graduate. He enjoys

00:26:47.233 --> 00:26:49.900

using sports as a vehicle to impact the next generation.

00:26:49.900 --> 00:27:29.934

Welcome, Frankie. Whoever was here is a giant. All right. So, 00:27:29.934 --> 00:27:33.100

uh, we’ll make a proclamation, so I’m gonna read out the 00:27:33.100 --> 00:27:37.500

proclamation celebrating and recognizing June 19th, 2025 is

00:27:37.500 --> 00:27:39.800

Juneteenth Freedom Day in the city of Brooklyn Park,

00:27:39.800 --> 00:27:43.867

Minnesota. Whereas Juneteenth, also known as Freedom Day, 00:27:43.867 --> 00:27:49.266

commemorates June 19, 1865 when Union soldiers arrived in Galve

00:27:49.266 --> 00:27:53.400

Galveston, Texas to inform the last remaining enslaved African 00:27:53.400 --> 00:27:56.634

Americans of their freedom. More than 2 years after the

00:27:56.634 --> 00:28:01.000

emancipation Proclamation took effect, and there’s more than 00:28:01.000 --> 00:28:03.567

41.1 million people of African and African American descent

00:28:03.567 --> 00:28:08.367

live in the United States according to the 2020 US Census

00:28:08.367 --> 00:28:10.367

Bureau and whereas 29.5% of Brooklyn Park residents 00:28:10.367 --> 00:28:13.634

identified. African or African American contributing

00:28:13.634 --> 00:28:16.533

significantly to the city’s cultural, civic, and economic

00:28:16.533 --> 00:28:19.767

vitality. And whereas beginning in 1619, the first enslaved

00:28:19.767 --> 00:28:23.300

Africans were brought to colonial Virginia, and millions 00:28:23.300 --> 00:28:25.467

were forced into slavery and whereas Juneteenth serves as

00:28:25.467 --> 00:28:29.133

both a celebration of black freedom and a day of reflection,

00:28:29.133 --> 00:28:34.033

education, and commitment to equity, justice, and whereas in 00:28:34.033 --> 00:28:37.734

2021, President Joe Biden signed legislation officially

00:28:37.734 --> 00:28:40.133

declaring Juneteenth a federal holiday after years of advocacy. 00:28:40.133 --> 00:28:43.300

From black communities and leaders across the country and

00:28:43.300 --> 00:28:46.300

whereas the city of Brooklyn Park honors Juneteenth as a

00:28:46.300 --> 00:28:49.100

critical marker in American history and a time to uplift

00:28:49.100 --> 00:28:51.467

the voices, stories, and ongoing contributions of 00:28:51.467 --> 00:28:53.867

African and African American residents and where’s the city

00:28:53.867 --> 00:28:56.667

of Brooklyn Park will host its annual Juneteenth celebration

00:28:56.667 --> 00:29:01.233

on Saturday, June 21st, 2025 in North Hennepin Community 00:29:01.233 --> 00:29:03.900

College to commemorate this day with community, culture, and

00:29:03.900 --> 00:29:06.734

reflection. Now, therefore, I, Hollis Winston, mayor of the

00:29:06.734 --> 00:29:10.100

city of Brooklyn Park on behalf of the city council staff and 00:29:10.100 --> 00:29:15.100

residents do hereby proclaimed Thursday, June 19, 2025 as

00:29:15.100 --> 00:29:18.300

recognizing the continued resilience, contribution,

00:29:24.200 --> 00:29:27.533

contributions and history of African and African American

00:29:27.533 --> 00:29:36.000

communities in Brooklyn Park. I think we have a few folks that 00:29:36.000 --> 00:29:39.100

were we’re planning on saying a few words or? OK, so if you

00:29:39.100 --> 00:29:42.900

guys say and then I’ll, I’ll say uh uh wrap a few things up 00:29:42.900 --> 00:29:44.634

where we’re supposed to give you any of you a copy of this

00:29:44.634 --> 00:29:55.367

or? No. OK. Thank you, uh, Mayor Winston. It’s always a 00:29:55.367 --> 00:29:58.367

pleasure. Thank you, City council. My name’s Cindy

00:29:58.367 --> 00:30:01.567

manager. I’m proud to introduce um some members of our

00:30:05.367 --> 00:30:08.834

I’m the CEO and the co-founder of Minnesota Chill Foundation.

00:30:27.734 --> 00:30:31.567

We’ve been a part of this um wonderful celebration within 00:30:31.567 --> 00:30:35.200

our community for the last, I would say 3 or 4 years. We’re

00:30:35.200 --> 00:30:39.900

very happy to be a part of this. This is a great celebration for

00:30:39.900 --> 00:30:43.734

everyone in our community to celebrate our heritage and also 00:30:43.734 --> 00:30:48.100

not just for us, we, a city of Brooklyn Park has done a very

00:30:48.100 --> 00:30:51.800

good job of making sure that other cultures also are 00:30:51.800 --> 00:30:55.033

everywhere are able to. celebrate within the city. This

00:30:55.033 --> 00:30:58.734

is how we all come together. So hopefully that you will come

00:30:58.734 --> 00:31:09.367

out and support us. On the 21st. Thank you. Yeah, yeah. Hello, 00:31:09.367 --> 00:31:12.166

The job. Um, I am Nasir Davis, Class of 2025, and I’m just 00:31:24.734 --> 00:31:27.467

thankful for the opportunity to be here, um, celebrating

00:31:27.467 --> 00:31:35.467

Juneteenth with my family and community. I’mmari Davis, a 00:31:35.467 --> 00:31:41.900

resident of Brooklyn Park Class of 2026, um, excited to help 00:31:41.900 --> 00:31:47.266

out on the 21st of June at North Hennein. Come out, guys.

00:31:47.266 --> 00:31:56.767

Yeah, yeah. Thank you uh for joining us and also just a 00:31:56.767 --> 00:32:00.567

friendly reminder that um The celebration at North Hannepin 00:32:00.567 --> 00:32:02.800

Community College, we would love for the city council to

00:32:02.800 --> 00:32:07.033

00:32:07.033 --> 00:32:11.767

agreed to be the grand marshal, so thank you. Also will provide 00:32:11.767 --> 00:32:16.567

uh welcome we Mart. So again, thank you. Um, we will have the

00:32:16.567 --> 00:32:22.033

Brooklyn Center, uh, mayor April Graves also, uh, 00:32:22.033 --> 00:32:25.634

participate as a second grand marshal, so we’re looking

00:32:25.634 --> 00:32:30.367

forward to that collaboration, um, and we also be hosting a 00:32:30.367 --> 00:32:33.667

golf tournament on Friday, June 20th, so please come on out.

00:32:33.667 --> 00:32:40.166

Thank you. Thank you, Mayor. Thank you, counsel. Yeah. Hey 00:32:40.166 --> 00:32:51.900

y’all going to see that. Oh OK. Thank you. You know, 2026 is 00:32:51.900 --> 00:32:55.634

gonna be here sooner than later, so don’t, don’t seem so sad,

00:32:55.634 --> 00:33:00.934

like it’s so far away. But um regarding uh Juneteenth, again, 00:33:00.934 --> 00:33:03.667

uh, incredibly important holiday. We’re not all free

00:33:03.667 --> 00:33:08.634

until we are all free. And I think when, uh, When African

00:33:08.634 --> 00:33:12.934

Americans were freed. I mean, the, the The contributions we 00:33:12.934 --> 00:33:19.100

have made, not just in America, uh, but, uh, morally, uh, and,

00:33:19.100 --> 00:33:23.300

uh, when you’re talking about a Martin Luther King or Malcolm X 00:33:23.300 --> 00:33:27.166

or Harriet Tubman or WEB Du Bois. But when you’re talking

00:33:27.166 --> 00:33:29.233

about the contributions to music, whether it’s rock and

00:33:29.233 --> 00:33:33.000

roll, whether it’s hip hop, uh, the contributions have been 00:33:33.000 --> 00:33:37.734

stupendous and I think Uh, many times people overlook. Just the

00:33:37.734 --> 00:33:41.500

sheer number of inventions and contributions, a small 00:33:41.500 --> 00:33:43.266

percentage of the world’s population have made, whether

00:33:43.266 --> 00:33:46.300

it’s a stop light or so many other things, even when you

00:33:46.300 --> 00:33:49.467

talk about Washington DC and how Washington DC is designed.

00:33:49.467 --> 00:33:54.767

I think it was Benjamin Maneker, and they actually lost the 00:33:54.767 --> 00:33:57.734

designs to Washington DC and, um, Benjamin Maneker, I cannot

00:33:57.734 --> 00:34:01.367

recall if he was a former slave and they had freedom, but, uh, 00:34:01.367 --> 00:34:04.467

he was brilliant, brilliant African American man. He

00:34:04.467 --> 00:34:06.834

remembered the whole layout of Washington DC and so as they

00:34:06.834 --> 00:34:09.867

built it, they went to him. He put it down on paper, and then

00:34:09.867 --> 00:34:12.634

they were able to build it, right? Uh, I think he was still 00:34:12.634 --> 00:34:15.266

a slave when some of that happened. So when we talk about

00:34:15.266 --> 00:34:19.900

the contributions, I think many times. People forget that after

00:34:19.900 --> 00:34:22.634

that freedom was gained, even during the freedom we were 00:34:22.634 --> 00:34:24.900

contributing. But after that freedom was gained, there has

00:34:24.900 --> 00:34:32.166

been a Contribution at the worldwide level that um Very 00:34:32.166 --> 00:34:35.367

much dwarfs us as what we in in terms of what we are as a

00:34:35.367 --> 00:34:38.033

percentage of the entire population. We’re less than 1%

00:34:38.033 --> 00:34:40.934

of the world’s population. We are a tiny, tiny people when 00:34:40.934 --> 00:34:44.533

you talk about the 8 billion people on this planet, but all

00:34:44.533 --> 00:34:48.233

around the world, people know who African Americans are, and

00:34:48.233 --> 00:34:52.000

much of that came because we were freed and we were able to 00:34:52.000 --> 00:34:55.767

give many more contributions and the freer we get, uh, the

00:34:55.767 --> 00:34:59.000

more contributions we will make. So it’s an incredibly important

00:34:59.000 --> 00:35:02.033

day. I don’t think a lot of people know what it. Uh, but if 00:35:02.033 --> 00:35:05.467

you hear some of the same noise you hear on July 4th, just know

00:35:05.467 --> 00:35:08.567

that there’s some people celebrating the freedom that uh

00:35:08.567 --> 00:35:10.734

some of their ancestors got a little late. That’s all. Thank 00:35:10.734 --> 00:35:18.100

you. Can you say something? What’s the name of it. You need

00:35:18.100 --> 00:35:33.634

a recommendation, let me know. And thank you to our staff for 00:35:33.634 --> 00:35:36.767

all the extra work they do with uh Juneteenth. Thank you to

00:35:36.767 --> 00:35:42.166

Minnesota Chill and Cindy Hill. And then thank you to the youth, 00:35:42.166 --> 00:35:46.200

um, who made those, uh, remarks. Just so you know, they’re gonna

00:35:46.200 --> 00:35:48.667

be broadcast all all over the world, but thank you all for,

00:35:48.667 --> 00:35:51.367

for getting up there and having the bravery to do that. Very 00:35:51.367 --> 00:35:56.634

much appreciate it. All right, next, we’re gonna move into the

00:35:56.634 --> 00:36:07.300

consent agenda. 1 2nd. So we’re going to have a vote on the 00:36:07.300 --> 00:36:09.800

consent agenda. I know that there will be somebody’s gonna

00:36:09.800 --> 00:36:12.634

have to make the motion, but I’m gonna recuse myself from 00:36:12.634 --> 00:36:16.233

this vote, um, So if you want, do you want to just sit in my

00:36:16.233 --> 00:36:30.634

seat and then make the motion for the agenda. OK. I just can 00:36:30.634 --> 00:36:44.133

I move the consent agenda. We have a roll call, please? Uh, 00:36:44.133 --> 00:36:48.100

council member Page. Council member McGarvey. Council member

00:36:48.100 --> 00:36:58.166

Tran. I can’t remember Eriksson. Uh, motion passes. Thank you, 00:36:58.166 --> 00:37:06.634

Mayor. So. Do the wave or something,, there you go,. You 00:37:06.634 --> 00:37:15.567

can hear here. Congratulations. All right. Yeah, I know. Thank 00:37:15.567 --> 00:37:20.367

you all for showing up. You don’t have to stay for all of 00:37:20.367 --> 00:37:28.367

it, I know. Um, uh, we love you too though. It makes us feel

00:37:28.367 --> 00:37:32.734

more important. um Thank you. So, seeing there’s no public 00:37:32.734 --> 00:37:36.367

hearings, no land use actions, we’ll go ahead to general

00:37:36.367 --> 00:37:42.800

action items, item 7.1, uh, was removed, so we will be heading 00:37:42.800 --> 00:37:49.867

to item 7.2. which will be presented by Is a chief Chief

00:37:49.867 --> 00:38:12.467

Brewley or Deputy Chief Elliot Faust. So. Am I doing this 00:38:12.467 --> 00:38:45.467

right? Stop it. right. Good evening, uh, Mayor Winston 00:38:45.467 --> 00:38:48.467

called some members, Police Chief Mark Ruley. I’m here with

00:38:48.467 --> 00:38:51.767

Deputy Chief Elliott Faust, and we’re here presenting on uh 00:38:51.767 --> 00:38:55.634

request to renew um and expand upon our current Axon

00:38:55.634 --> 00:38:58.834

Enterprise agreement. Um, there’s just a few slides in

00:38:58.834 --> 00:39:02.467

conversation, but we certainly welcome questions and that’s uh 00:39:02.467 --> 00:39:06.100

primarily why I brought uh Deputy Chief Fastwith, he is

00:39:06.100 --> 00:39:17.300

the project manager on this. So we, uh, have uh a needs 00:39:17.300 --> 00:39:20.500

assessment that we’ve done on our agency, uh, specifically 00:39:20.500 --> 00:39:23.834

one of the big hurdles that we have as an aging RMS system

00:39:23.834 --> 00:39:26.467

that is failing, not keeping up with the needs of the

00:39:26.467 --> 00:39:28.667

organization. The key things with our records management

00:39:28.667 --> 00:39:32.166

system is it lacks the integration uh with neighboring 00:39:32.166 --> 00:39:35.567

police agencies, meaning we can’t interconnect with other

00:39:35.567 --> 00:39:38.734

agencies to see and share data with our records. Um, that’s a

00:39:38.734 --> 00:39:43.033

huge hindrance in our our uh our communities have never been 00:39:43.033 --> 00:39:45.734

more transit, especially our youth. And never been more

00:39:45.734 --> 00:39:49.533

transient from community to community. Um, it’s becoming

00:39:49.533 --> 00:39:52.100

costly to maintain. It is a model that pays for every 00:39:52.100 --> 00:39:55.834

integration, every update, we are um right amidst a need for

00:39:55.834 --> 00:39:58.934

a massive upgrade, which is going to be extremely expensive

00:39:58.934 --> 00:40:01.233

and continued problems to integrate with Henman County 00:40:01.233 --> 00:40:04.934

Dispatch, uh, we have dispatch, uh, we do not control that, so

00:40:04.934 --> 00:40:08.033

every day we have to get a dump of the police calls into our

00:40:08.033 --> 00:40:11.367

records management system that rarely works, um, and in fact 00:40:11.367 --> 00:40:14.500

it’s worse than works, it works part of the time or part of the

00:40:14.500 --> 00:40:17.567

cases come over requiring our staff to literally mine through

00:40:17.567 --> 00:40:19.767

all the. calls to make sure that they transfer all the

00:40:19.767 --> 00:40:22.033

cases into our records management system for all the 00:40:22.033 --> 00:40:25.133

police calls that were taken by our officers that day, um, and

00:40:25.133 --> 00:40:28.867

then there’s just no innovating this, this product is stagnant

00:40:28.867 --> 00:40:31.667

and is not clearly meet the needs of the future of where we 00:40:31.667 --> 00:40:34.200

want to go as a police department and as a city. Um,

00:40:34.200 --> 00:40:38.533

we also have a body worn cameras that um are going to

00:40:38.533 --> 00:40:42.300

need replacement in our relative to the future, um, 00:40:42.300 --> 00:40:46.100

really archaic in the way that um they only record a video and

00:40:46.100 --> 00:40:48.567

you’ll see the product that we’re asking to. upgrade to is

00:40:48.567 --> 00:40:52.900

much more and essentially is a camera and a computer that is 00:40:52.900 --> 00:40:56.634

mounted onto the police officers. Uh, Taser technology,

00:40:56.634 --> 00:40:59.734

um, while it’s advanced, the, the taser 26, which we have now

00:40:59.734 --> 00:41:01.900

is quite honestly antiquated, there’s a much better product 00:41:01.900 --> 00:41:05.634

that is also included in this, and then, uh, tools in the

00:41:05.634 --> 00:41:08.834

future to be progressive and continuously innovate, which is

00:41:08.834 --> 00:41:13.100

part of this agreement that all future products um and 00:41:13.100 --> 00:41:15.800

developments of future products are given to us at the same

00:41:15.800 --> 00:41:18.567

cost we’re paying now, no additional cost. Which is huge,

00:41:18.567 --> 00:41:22.634

and we’ll kind of circle back to that, um, I, uh, recently 00:41:22.634 --> 00:41:26.467

the city of Brooklyn Park did a employee survey to really

00:41:26.467 --> 00:41:28.367

figure out what each department’s doing well and

00:41:28.367 --> 00:41:30.800

where we have areas of improvement where the police 00:41:30.800 --> 00:41:33.934

department found themselves doing really well as our staff,

00:41:33.934 --> 00:41:36.033

our police officers and, and support staff said that the

00:41:36.033 --> 00:41:40.367

people on their team, uh, treat them with respect, very high 00:41:40.367 --> 00:41:42.667

remarks, the supervisor empowers me to get my work done,

00:41:42.667 --> 00:41:47.100

uh, in the way that I see best, which is awesome. My supervisor

00:41:47.100 --> 00:41:48.100

communicates important information so our.

00:41:48.100 --> 00:41:50.734

communication is good, uh, supervisor supports my efforts 00:41:50.734 --> 00:41:53.200

in developing and growing, which is fantastic as a leader,

00:41:53.200 --> 00:41:57.467

that’s exactly what I want to see in my police department.

00:41:57.467 --> 00:41:59.667

And then I enjoy working with the people on my team, so

00:41:59.667 --> 00:42:02.300

people like to come to work and work together and our head in 00:42:02.300 --> 00:42:05.467

the right direction. Very exciting. The biggest area that

00:42:05.467 --> 00:42:08.100

we had for improvement as a police department is this one

00:42:08.100 --> 00:42:10.266

on the bottom that’s highlighted and that is our 00:42:10.266 --> 00:42:13.100

systems, processes and procedures enable me to work

00:42:13.100 --> 00:42:16.367

efficiently and that is very true, um, that does not

00:42:16.367 --> 00:42:21.367

surprise me. We have lots of independent uh programs and 00:42:21.367 --> 00:42:25.300

systems that do not speak to each other and rarely work, um,

00:42:25.300 --> 00:42:28.000

well, and so it creates lots of additional work and we’ll get

00:42:28.000 --> 00:42:31.834

to some of those examples of what this new product is going 00:42:31.834 --> 00:42:37.900

to correct. Uh, so what is the actual investment? We’re asking

00:42:37.900 --> 00:42:40.900

for 1,294,000 and a little bit of change. That’s over 10 years 00:42:40.900 --> 00:42:45.000

that we’re looking for that cost. Uh, the average cost

00:42:45.000 --> 00:42:51.367

would be $129,000 417 dollars a year, uh, so relative, it’s a 00:42:51.367 --> 00:42:54.567

pretty small dollar amount for what we’re asking. Uh, what we

00:42:54.567 --> 00:42:57.867

gain, we gain access to taser 10, uh, right now we have Taser

00:42:57.867 --> 00:43:03.266

26. It fires two deployments at 25 ft max range. The taser 10 00:43:03.266 --> 00:43:10.133

is a 10 shot deployment at 45 ft, so shoots much farther, has 00:43:10.133 --> 00:43:13.233

multiple ability to shoot up to 10 times and not that we would

00:43:13.233 --> 00:43:17.000

shoot one person 10 times, but the taser is often effective,

00:43:17.000 --> 00:43:19.734

not because it doesn’t work, but because we can’t make

00:43:19.734 --> 00:43:22.000

connection with the two darts that are being fired, that’s 00:43:22.000 --> 00:43:25.634

the only reason. Yeah, the two darts reached the actual

00:43:25.634 --> 00:43:29.834

individual and are able to make contact with the skin, um, I’m

00:43:29.834 --> 00:43:33.634

on two points of contact during um a reasonably muscle-related 00:43:33.634 --> 00:43:38.100

area. It is extremely effective, uh, and in fact, 100% effective

00:43:38.100 --> 00:43:42.200

depending on how far apart the darts are. Uh, this gives 00:43:42.200 --> 00:43:44.467

officers 10 opportunities to make that connection to be

00:43:44.467 --> 00:43:48.100

effective. Uh, many deployments that we have, the officer

00:43:48.100 --> 00:43:50.100

deploys to deployments, they are not effective because of 00:43:50.100 --> 00:43:54.000

thick winter clothing, because of a miss, because somebody’s

00:43:54.000 --> 00:43:56.667

moving around or because it hits a belt buckle or a million

00:43:56.667 --> 00:43:58.934

other variations, and as soon as those two deployments are

00:43:58.934 --> 00:44:03.100

over, they’re out, they have to resort to some other, um, use 00:44:03.100 --> 00:44:06.266

of force and quite honestly, the taser is the best

00:44:06.266 --> 00:44:08.767

de-escalation tool that has ever been introduced to law

00:44:08.767 --> 00:44:12.500

enforcement. It has saved countless lives, countless as 00:44:12.500 --> 00:44:15.767

involved shootings and so to uh give this tool to be able to

00:44:15.767 --> 00:44:20.033

shoot way farther and have more opportunity, um, quite honestly 00:44:20.033 --> 00:44:23.166

is a risk management tool. I don’t think that we could not

00:44:23.166 --> 00:44:26.300

offer to our officers. Uh, new records management system, this

00:44:26.300 --> 00:44:29.033

is the big one, this is uh completely taken a records

00:44:29.033 --> 00:44:32.834

management system and moving it off onto the Axon product, this 00:44:32.834 --> 00:44:35.300

product is made for police departments specifically, it

00:44:35.300 --> 00:44:38.166

was crafted. It’s one of the few companies that made a

00:44:38.166 --> 00:44:40.934

product um for a police department to interconnect with 00:44:40.934 --> 00:44:44.567

other police departments and to interconnect with all the other

00:44:44.567 --> 00:44:47.467

products that are made with their camera systems with their

00:44:47.467 --> 00:44:50.567

evidence systems, um, and be seamless, we’ve seen it. Other 00:44:50.567 --> 00:44:53.900

agencies have it and uh we absolutely love it. Uh, that

00:44:53.900 --> 00:44:56.867

actually would not be completed until 2028 because it’s a

00:44:56.867 --> 00:45:00.000

pretty big undertaking to take all of our data and get it 00:45:00.000 --> 00:45:02.734

merged over and get ready, um, but that would be included in

00:45:02.734 --> 00:45:06.467

this and it’s a big one. The other really big one is moving

00:45:06.467 --> 00:45:09.300

to use an AI technologies, and that is really what this

00:45:09.300 --> 00:45:13.900

company is going to and quite honestly, um, what a lot of law 00:45:13.900 --> 00:45:17.767

enforcement and other agencies are going to, and that is, uh,

00:45:17.767 --> 00:45:21.000

using technology to be way more effective and efficient, um, 00:45:21.000 --> 00:45:25.100

and where I really see this having an impact is not um.

00:45:25.100 --> 00:45:28.567

Reducing our, our officers that we have, but really, uh, Steven

00:45:28.567 --> 00:45:31.567

Naf, the need for additional officers in the future and 00:45:31.567 --> 00:45:34.800

using our time very effectively to have police officers doing

00:45:34.800 --> 00:45:38.467

the work that we want them to do and not tied up in all these

00:45:38.467 --> 00:45:40.567

systems or report writing. So some of the things that they 00:45:40.567 --> 00:45:45.033

have are draft one, auto transcribe, policy chat, live

00:45:45.033 --> 00:45:48.166

translation, and a redaction studio to redact video and

00:45:48.166 --> 00:45:53.000

we’ll get into what that actually looks like. Uh, so 00:45:53.000 --> 00:45:56.100

here’s the calendar. Um, this product what we’re asking isn’t

00:45:56.100 --> 00:46:00.367

just a a replacement to Taser 10, but in fact puts us on a 00:46:00.367 --> 00:46:03.567

long term replacement plan to refresh all of our in squad

00:46:03.567 --> 00:46:07.834

cameras, our tasers, our body cameras, um, in our virtual

00:46:07.834 --> 00:46:11.500

reality training, all that is replaced in 2026 when we signed, 00:46:11.500 --> 00:46:14.233

if we sign this contract, depending the council’s

00:46:14.233 --> 00:46:17.533

approval, but then you’re, um, you can see in year 28, there’s

00:46:17.533 --> 00:46:21.300

a refresh in year 2031, there’s a refresh, and so we are paying 00:46:21.300 --> 00:46:24.400

now for years in advance. advance of all the technology.

00:46:24.400 --> 00:46:30.767

So in 2031, if there’s a, a taser. 20 or a in 2036 if 00:46:30.767 --> 00:46:34.033

there’s a new version of a body camera, we’re getting that um

00:46:34.033 --> 00:46:37.800

for the same cost that we’re paying today. Uh, the taser 10,

00:46:37.800 --> 00:46:41.500

we talked about the 45 ft creates more time and space for 00:46:41.500 --> 00:46:44.166

de-escalation to resolve conflicts, and that’s what

00:46:44.166 --> 00:46:47.133

everybody wants, uh, improves accuracy, effectiveness, and

00:46:47.133 --> 00:46:50.567

reliability. It’s just a much better product, um, more 00:46:50.567 --> 00:46:52.900

effective and less lethal tools. Quite honestly, I’ll say it

00:46:52.900 --> 00:46:56.367

again, there’s not a better de-escalation tool that we have

00:46:56.367 --> 00:47:00.734

than in a taser and taser 10, uh, really expands upon that 00:47:00.734 --> 00:47:05.000

opportunity. The body camera 5, this is, uh, replacement, which

00:47:05.000 --> 00:47:08.734

would be immediate, um, and the body camera that we have now is

00:47:08.734 --> 00:47:11.467

just video body camera 5 is much more in video. In fact, it 00:47:11.467 --> 00:47:15.200

is a supercomputer on their chest that does record. It’s

00:47:15.200 --> 00:47:19.634

160 degree field of view. It has axon, artificial

00:47:19.634 --> 00:47:23.100

intelligence, embedded into it. So all the AI tools are 00:47:23.100 --> 00:47:27.467

integrated into the camera. Uh, it writes reports from the

00:47:27.467 --> 00:47:30.300

camera camera audio. So it can effectively an officer will go 00:47:30.300 --> 00:47:33.233

to a police report. talked to an individual about maybe a

00:47:33.233 --> 00:47:35.867

stolen car. By the time the officer gets back in their car,

00:47:35.867 --> 00:47:39.100

it’s written the police report ready for the officer to review

00:47:39.100 --> 00:47:42.900

and approve or make slight adjustments. Uh, it really 00:47:42.900 --> 00:47:46.133

removes any officer bias as all human beings, we have bias. It

00:47:46.133 --> 00:47:49.834

takes it out. It’s simply taking what was said, placing

00:47:49.834 --> 00:47:52.634

it into a police report and putting it on paper for the 00:47:52.634 --> 00:47:57.367

officer to approve or not approve or amend as needed, uh,

00:47:57.367 --> 00:48:00.500

really advanced and quite honestly, that is the, the, um, 00:48:00.500 --> 00:48:04.233

Just the tip of what it’s capable of, and I’ll have

00:48:04.233 --> 00:48:08.233

Deputy Chief Elliot Faust expand upon that. Uh, stream to

00:48:08.233 --> 00:48:11.734

the supervisor, so this effectively is connecting the 00:48:11.734 --> 00:48:14.934

officer to the supervisor completely. So if the uh if the

00:48:14.934 --> 00:48:18.300

officer pulls her gun or taser, the supervisor is immediately

00:48:18.300 --> 00:48:20.834

notified that um that camera has identified the officer has 00:48:20.834 --> 00:48:26.800

used their gun or or weapon. um this is. Quite honestly, really,

00:48:26.800 --> 00:48:29.900

in some eyes, Big Brother stuff, but really has a high level of

00:48:29.900 --> 00:48:33.000

accountability for a staff, we as, as you all of you know, 00:48:33.000 --> 00:48:36.266

police officers are an a safe safety sensitive position. Um,

00:48:36.266 --> 00:48:39.533

we need high levels of accountability. We want high

00:48:39.533 --> 00:48:42.200

levels of accountability because that’s how we have a 00:48:42.200 --> 00:48:44.934

great police department is doing things right all the time

00:48:44.934 --> 00:48:50.233

and having tools like this that ensure um that we never have uh 00:48:50.233 --> 00:48:53.367

individuals make mistakes that don’t get caught, that there

00:48:53.367 --> 00:48:57.734

aren’t accountability, um, this type of. Of technology um

00:48:57.734 --> 00:49:04.000

closes up any gaps in the system. With that, this is kind 00:49:04.000 --> 00:49:06.900

of the big slide about AI um in the details of all the things

00:49:06.900 --> 00:49:10.667

that it’s going to do and advance us, um, and really is 00:49:10.667 --> 00:49:13.734

the big part of this is going to rectify a lot of the

00:49:13.734 --> 00:49:16.467

concerns from our staff about our systems and in place and so

00:49:16.467 --> 00:49:20.634

I’m gonna turn it over to our resident expert on artificial 00:49:20.634 --> 00:49:25.400

intelligence, Deputy Chief Fast. Good evening, Mayor Winston,

00:49:25.400 --> 00:49:29.867

members of the council, um. In my almost 18 years of law

00:49:29.867 --> 00:49:33.467

enforcement, there’s been one trend that we have not been 00:49:33.467 --> 00:49:37.634

able to reverse, and that’s more time spent by officers

00:49:37.634 --> 00:49:40.467

doing paperwork and data entry, which equates the less time on 00:49:40.467 --> 00:49:43.300

the street, and that’s something that technology

00:49:43.300 --> 00:49:46.767

really up to this point hasn’t been able to help us out much

00:49:46.767 --> 00:49:49.467

with these new products that are hitting the market, quite

00:49:49.467 --> 00:49:51.800

honestly, we’re mind boggling we’ve done an incredible amount 00:49:51.800 --> 00:49:56.000

of research we’ve, we’ve seen them working, um, in real time.

00:49:56.000 --> 00:49:59.033

I’ve witnessed them, we’ve met with other agencies. that are

00:49:59.033 --> 00:50:01.233

already using these tools, um, and there’s been a few studies 00:50:01.233 --> 00:50:05.133

that are starting to come out now, so uh one product that

00:50:05.133 --> 00:50:08.634

really um kind of hooked us into this idea of AI being a

00:50:08.634 --> 00:50:11.800

force multiplier for us is what’s called draft one, and 00:50:11.800 --> 00:50:15.233

that’s um the, the artificial intelligence through your body

00:50:15.233 --> 00:50:18.367

camera, writing a draft police report for you, that’s already

00:50:18.367 --> 00:50:22.000

being done in some agencies, even in Minnesota, some of our 00:50:22.000 --> 00:50:24.800

partner agencies like Kennebec County are already shifting

00:50:24.800 --> 00:50:27.533

towards this technology, um, in Bismarck, North Dakota, they

00:50:27.533 --> 00:50:32.200

just um completed a study where um they found that 11 hours per 00:50:32.200 --> 00:50:37.367

day were saved by their officers just by the AI um

00:50:37.367 --> 00:50:40.166

doing the um the draft report for you and simply all that is 00:50:40.166 --> 00:50:44.400

is it takes all of the body camera audio, audio only,

00:50:44.400 --> 00:50:47.767

transcribes that all into words and then. It does its magic

00:50:47.767 --> 00:50:51.300

behind the scenes and puts that into a draft police report, and 00:50:51.300 --> 00:50:55.033

it’s taking out the laborious, putting your fingers on these

00:50:55.033 --> 00:50:57.734

keys and this bandwidth restriction that is really

00:50:57.734 --> 00:51:00.367

information flowing through your fingers, it’s, it’s taking 00:51:00.367 --> 00:51:03.033

that out and um there’s gonna come a day where we, we

00:51:03.033 --> 00:51:06.834

wouldn’t imagine typing police reports with our fingers and uh

00:51:06.834 --> 00:51:11.033

Fargo, North Dakota, they, they calculated 16 minutes saved per 00:51:11.033 --> 00:51:16.467

report, 90 hours save props are per year, um. They have a

00:51:16.467 --> 00:51:20.100

product called um Fors One, in law enforcement, there’s an 00:51:20.100 --> 00:51:23.867

incredible amount of forms that are used, stolen vehicles,

00:51:23.867 --> 00:51:26.800

missing persons, um, any type of data entry that needs to

00:51:26.800 --> 00:51:30.767

happen, needs to come through a forum. All that is generated 00:51:30.767 --> 00:51:33.467

through AI with the body camera picking up the audio and

00:51:33.467 --> 00:51:36.734

putting it onto the form. I’ve seen it work in person. It’s

00:51:36.734 --> 00:51:40.467

absolutely incredible. Um, we have autotranscribe, um, again, 00:51:40.467 --> 00:51:44.634

all of the body camera audio is being transcribed and so we can

00:51:44.634 --> 00:51:48.467

program certain keywords. Um, troubling things that um if if

00:51:48.467 --> 00:51:51.900

an officer were to say we would want to know about that, that 00:51:51.900 --> 00:51:55.200

AI will alert us and the supervisory staff immediately

00:51:55.200 --> 00:51:57.767

that hey, maybe there’s a piece of that body worn camera that

00:51:57.767 --> 00:52:00.533

you should look at right now, and that flags and immediately 00:52:00.533 --> 00:52:04.133

gets sent to a supervisor, and that’s a level of

00:52:04.133 --> 00:52:06.400

accountability that only this technology will allow us to, to

00:52:06.400 --> 00:52:10.033

have, we, we don’t have the bandwidth for or for our 00:52:10.033 --> 00:52:12.233

sergeants to watch every piece of body worn camera video out

00:52:12.233 --> 00:52:15.200

there. The AI is doing the work for us, alerting us to anything.

00:52:15.200 --> 00:52:18.634

It might be concerning taking us straight to that policy chat.

00:52:18.634 --> 00:52:24.000

The body worn camera can be um activated almost like a a Siri 00:52:24.000 --> 00:52:27.634

on an iPhone, where you, you ask it, what does the Brooklyn

00:52:27.634 --> 00:52:29.900

Park Police Department’s policies say about this matter

00:52:29.900 --> 00:52:32.467

that I’m not sure about rather than pulling out a policy 00:52:32.467 --> 00:52:36.834

manual, which we don’t even have in um you know, in a paper

00:52:36.834 --> 00:52:40.233

form anymore, it’s all online. You simply ask your body on 00:52:40.233 --> 00:52:44.233

camera, what is the policy, um, demanding that I do in this

00:52:44.233 --> 00:52:46.867

instant, and it, and it tells you exactly what should be done

00:52:46.867 --> 00:52:50.100

right there and then. Um, live translation, we use the service 00:52:50.100 --> 00:52:53.467

right now called Language Line where we call up a phone, uh,

00:52:53.467 --> 00:52:57.567

phone number, there’s another person um that speaks a native

00:52:57.567 --> 00:53:00.233

language and um does a two-way translation, the body camera 00:53:00.233 --> 00:53:04.634

does all of that in every language that is known, um,

00:53:04.634 --> 00:53:08.834

live time, it’s there’s a video online that shows it demoed and

00:53:08.834 --> 00:53:13.033

it’s absolutely incredible. Um, Redaction Studio is an 00:53:13.033 --> 00:53:16.767

important one because um we, we get an incredible amount of

00:53:16.767 --> 00:53:20.467

freedom of information requests. squad video body worn camera 00:53:20.467 --> 00:53:27.033

video, and there’s so many laws and intricate um. Um, um,

00:53:27.033 --> 00:53:29.667

pieces of, of evidence that we have to redact, rather than a

00:53:29.667 --> 00:53:33.400

human being sitting down and redacting each um face maybe of 00:53:33.400 --> 00:53:36.500

a juvenile that’s in a video that cannot be released to the

00:53:36.500 --> 00:53:40.367

public. The AI does that for us, where it’s taking the the 00:53:40.367 --> 00:53:45.667

manual laborious labor out of it, um. And, and these are,

00:53:45.667 --> 00:53:49.367

these are 7 tools that are released in 25. There’s 7 more

00:53:49.367 --> 00:53:54.734

being released in 26,, 7 more being released in 27, and this, 00:53:54.734 --> 00:53:57.900

um, what we’re we’re proposing is giving us unlimited access

00:53:57.900 --> 00:54:01.634

to every tool that they come out with in 10 years, um, and I 00:54:01.634 --> 00:54:05.467

have no doubt that we would buy every one of these individually

00:54:05.467 --> 00:54:07.166

regardless in the future because the future will, we

00:54:07.166 --> 00:54:09.567

won’t even be able to imagine doing police work without some

00:54:09.567 --> 00:54:12.934

of these tools, so, um, I really think it hedges us 00:54:12.934 --> 00:54:16.567

against the future needs, um, by Getting in early and taking

00:54:16.567 --> 00:54:21.533

advantage now, so Chief, did I miss anything? Thanks, Deputy 00:54:21.533 --> 00:54:25.133

Chief False, just to give a practical example to council,

00:54:25.133 --> 00:54:28.300

um, you can imagine officers going to the domestic where the

00:54:28.300 --> 00:54:31.000

person does not speak English, maybe they speak Spanish, and a 00:54:31.000 --> 00:54:34.367

female upset and right now they have to pull out a car, dial a

00:54:34.367 --> 00:54:39.500

language line because they don’t understand how to just to

00:54:39.500 --> 00:54:41.734

uh determine um this female’s issue, if it’s a domestic or 00:54:41.734 --> 00:54:43.867

what’s going on, they call and they get a hold of a stranger.

00:54:43.867 --> 00:54:47.033

We have to punch in a code to identify our account and then

00:54:47.033 --> 00:54:50.367

tell them why we’re there. We then hand the phone over to the 00:54:50.367 --> 00:54:53.634

female to a stranger. And now she’s got to talk to a stranger

00:54:53.634 --> 00:54:56.233

who then has to tell me what’s going on, then I give the phone

00:54:56.233 --> 00:55:00.133

back and forth, um, and, and that is what we were forced to 00:55:00.133 --> 00:55:04.634

do. The new day of policing is the camera is telling the

00:55:04.634 --> 00:55:07.000

officer exactly what she is saying the minute that that he

00:55:07.000 --> 00:55:11.100

or she walks in there, I immediately has a conversation 00:55:11.100 --> 00:55:14.233

leveraging the transcribe um from the camera supercomputer

00:55:14.233 --> 00:55:16.634

on their chest and the level of service is so much better and

00:55:16.634 --> 00:55:19.500

the experience is so much better for our community in

00:55:19.500 --> 00:55:23.367

that environment, in my opinion. Uh, virtual reality training, 00:55:23.367 --> 00:55:26.834

so this comes with the full spectrum of leveraging virtual

00:55:26.834 --> 00:55:30.767

reality training to make sure that we’re able to use the, the 00:55:30.767 --> 00:55:35.033

taser at its um absolute best, um, being that it is an

00:55:35.033 --> 00:55:37.233

advanced piece of technology, we have to make sure that our

00:55:37.233 --> 00:55:42.033

staff know how to use it, um, properly, effectively, and I 00:55:42.033 --> 00:55:45.233

have not had these goggles on or this program, but I have

00:55:45.233 --> 00:55:49.467

heard nothing, but it is incredible experience to use it,

00:55:49.467 --> 00:55:53.233

um, an incredible level of training. So that is kind of a 00:55:53.233 --> 00:55:55.667

high level review of the request before you tonight and

00:55:55.667 --> 00:56:01.300

with that, I’ll stand for any questions. Well, thank you for 00:56:01.300 --> 00:56:07.100

the, uh, presentation. Um, um, uh, from both of you. We

00:56:07.100 --> 00:56:09.767

appreciate it. And thanks for the work you do, so we’ll head

00:56:09.767 --> 00:56:15.634

into questions, so council member Mugay. Thank you, Mayor. 00:56:15.634 --> 00:56:23.100

Excuse me Uh, so just two quick questions from me. Uh, one 00:56:23.100 --> 00:56:25.300

being, what is the force think of this? I mean, what are the

00:56:25.300 --> 00:56:31.033

what are the The, the cops on the street think of this. Is it, 00:56:31.033 --> 00:56:36.367

is the payoff in the Report Difficulties, all that stuff

00:56:36.367 --> 00:56:40.767

worth. Being that closely monitored all the time, I guess. 00:56:40.767 --> 00:56:43.367

Yeah, Mayor Winston, council members, Council member Garvey,

00:56:43.367 --> 00:56:47.200

I think that’s a great question, um, and overall I think they

00:56:47.200 --> 00:56:50.367

really like it. Um, they, they are excited about the 00:56:50.367 --> 00:56:53.767

possibilities of a huge time savings, um, they’re excited

00:56:53.767 --> 00:56:56.400

about having quick access to information to translate, um,

00:56:56.400 --> 00:56:58.133

some of the obstacles. You can imagine how frustrating it is

00:56:58.133 --> 00:57:01.033

to go to a scene in a robbery and nobody speaks English and 00:57:01.033 --> 00:57:03.767

it takes you forever to navigate this entire thing.

00:57:03.767 --> 00:57:07.467

When time and seconds mean things, right? Or a medical or

00:57:07.467 --> 00:57:09.667

somebody is injured severely, and you can’t get the right

00:57:09.667 --> 00:57:13.233

information about them and to have that do it for you, um, 00:57:13.233 --> 00:57:16.467

that is the type of things officers been been crying for

00:57:16.467 --> 00:57:19.734

to be more effective. Um, the other thing is they see the

00:57:19.734 --> 00:57:22.467

opportunity for like forms, I can give you an example, um, 00:57:22.467 --> 00:57:24.233

you would be horrified if you’ve seen the amount of work

00:57:24.233 --> 00:57:27.767

that goes in for an officer taking a auto theft report. Um,

00:57:27.767 --> 00:57:31.166

the amount of forms, the amount of, uh, scanning, the amount of 00:57:31.166 --> 00:57:34.166

trying to get that entered this system by the time they get

00:57:34.166 --> 00:57:37.300

back in their car, well, I’ve already prepped the form for

00:57:37.300 --> 00:57:39.500

auto theft, auto populated. Everything that was told to

00:57:39.500 --> 00:57:42.867

them in in the farm will be ready to go to, to be 00:57:42.867 --> 00:57:46.467

transferred. So that type of efficiency, I believe is, you

00:57:46.467 --> 00:57:49.567

know, based on the employee surveys exactly what they’ve

00:57:49.567 --> 00:57:52.934

been asking for and has been a big headache um for a long time 00:57:52.934 --> 00:57:56.233

for our agency, and it’s no fault of anyone other than just

00:57:56.233 --> 00:58:00.300

layer on, um, many different systems that very few of them 00:58:00.300 --> 00:58:04.000

ever work together. Uh, lastly, the accountability, um, I, I

00:58:04.000 --> 00:58:07.233

have not even heard a word about it, uh, the culture in

00:58:07.233 --> 00:58:10.000

the Brooklyn Park Police Department. we strive to be the 00:58:10.000 --> 00:58:13.634

best, um, we expect that out of each and every one when we walk

00:58:13.634 --> 00:58:16.834

through that door, um, and we expect it from each other, and

00:58:16.834 --> 00:58:18.467

there’s levels of accountability to make sure

00:58:18.467 --> 00:58:23.233

that we are. They already have sergeants uh reviewing 5 of 00:58:23.233 --> 00:58:27.000

your body camera videos at random, and then when we, and

00:58:27.000 --> 00:58:30.100

those are assigned by our Axon standards program. So we 00:58:30.100 --> 00:58:33.467

already have A on standards, which is a program that

00:58:33.467 --> 00:58:37.634

monitors the camera and sends the sergeant videos and says

00:58:37.634 --> 00:58:40.066

randomly review these videos, the Surgeon has to watch the 00:58:40.066 --> 00:58:42.767

video and then has to respond back to the officer like, hey,

00:58:42.767 --> 00:58:45.800

you could have done this better, but what we find out is it’s

00:58:45.800 --> 00:58:49.100

responding back to the officer like, wow, great job. That was

00:58:49.100 --> 00:58:51.734

really well done. That’s great service. That’s a great, uh, 00:58:51.734 --> 00:58:54.767

respect that you brought that situation when none was given

00:58:54.767 --> 00:58:59.667

to you. We appreciate it. And so they, when they first

00:58:59.667 --> 00:59:03.300

learned that sergeants were going to be watching random. 00:59:03.300 --> 00:59:04.934

Body cameras like anybody we’re paranoid like great, I’m gonna

00:59:04.934 --> 00:59:07.567

get in trouble for every word I say. And what they found out

00:59:07.567 --> 00:59:10.400

was, it’s the opposite. You’re actually getting accolades for 00:59:10.400 --> 00:59:13.900

all the great work you’re doing all the time, um, and of course,

00:59:13.900 --> 00:59:16.634

is there some level of accountability in there that

00:59:16.634 --> 00:59:19.767

you know that you’re, your, uh, your camera, every scene that

00:59:19.767 --> 00:59:23.033

you go to that your body worn camera could be watched for 00:59:23.033 --> 00:59:27.400

sure, so to layer on this where we’re gonna have technology, um,

00:59:27.400 --> 00:59:30.166

they’re already doing it at a really high level, and quite 00:59:30.166 --> 00:59:33.266

honestly, they know it, and I just don’t. believe the ones

00:59:33.266 --> 00:59:38.166

that are good, um. are quite honestly, not worried about it

00:59:38.166 --> 00:59:41.367

and the ones that aren’t left or never got hired here, in my 00:59:41.367 --> 00:59:45.033

opinion. Well, and that was kind of my concern. It’s not

00:59:45.033 --> 00:59:49.233

gonna be, uh, anything that drives away potential officers

00:59:49.233 --> 00:59:53.467

from the city. Um, and then my, so thank you for that. And then 00:59:53.467 --> 00:59:57.233

my second question, um, I think you touched on it, but this

00:59:57.233 --> 01:00:01.133

will work with the camera system that we recently 01:00:01.133 --> 01:00:05.300

approved, maybe 6 or 8 months ago that identifies stolen

01:00:05.300 --> 01:00:11.634

vehicles reported by other departments. Yeah. Mayor 01:00:11.634 --> 01:00:15.400

Winston, uh, members of the council, council member Mugary,

01:00:15.400 --> 01:00:18.100

um, we approved Flock, um, that was a one year contract. It was

01:00:18.100 --> 01:00:21.767

kind of a pilot project that we were trying out that does 01:00:21.767 --> 01:00:24.533

integrate with this, although it’s slightly different because

01:00:24.533 --> 01:00:26.767

that’s an LPR license plate reader technology. I think

01:00:26.767 --> 01:00:30.300

that’s what you’re referring to, um, so it’s, it’s a different 01:00:30.300 --> 01:00:34.567

data input,, but um, it actually does integrate into

01:00:34.567 --> 01:00:38.934

the system, um, without getting too into it, um, there is kind

01:00:38.934 --> 01:00:42.033

of an overall map that you can look at, um. It would show 01:00:42.033 --> 01:00:44.734

where all the officers are, where their body camera is, you

01:00:44.734 --> 01:00:46.634

could click on their body camera, you could watch it if

01:00:46.634 --> 01:00:50.100

you wanted to, if you’re part of the supervisory team. Um, 01:00:50.100 --> 01:00:53.767

that also has uh the LPR, the license plate reader technology,

01:00:53.767 --> 01:00:56.300

the flat cameras would be displayed on that map as well.

01:00:56.300 --> 01:01:00.166

Um, and that’s another feature of this product and it’s all 01:01:00.166 --> 01:01:02.266

the integration and working together is really the beauty

01:01:02.266 --> 01:01:17.767

of it. So it does work together. Thank you. Councilman Bran. Um, 01:01:17.767 --> 01:01:24.300

my question for you is when When should the the officer 01:01:24.300 --> 01:01:33.233

used the taser. Mayor Whitston, Councilor, Councilor Tran, um, 01:01:33.233 --> 01:01:36.467

Quite honestly, to give, um, dissertation on police use of

01:01:36.467 --> 01:01:39.734

force and when it’s appropriate to use an impact device or

01:01:39.734 --> 01:01:44.000

electronic control device like the taser would be. Really 01:01:44.000 --> 01:01:47.734

complex and I don’t. You know, it would be difficult to give

01:01:47.734 --> 01:01:54.133

you all the circumstances. Right now Um, yeah, because, 01:01:54.133 --> 01:02:02.133

you know, if you just deal with the resident, um, in the city, 01:02:02.133 --> 01:02:08.500

uh, teenager, husband and wife, domestic. violent or elderly.

01:02:08.500 --> 01:02:13.166

Um I don’t think that they should be used for those people. 01:02:13.166 --> 01:02:18.834

Mayor Winston council members, Councilmember Tran, uh, we

01:02:18.834 --> 01:02:21.900

don’t either, and that’s exactly what our training 01:02:21.900 --> 01:02:25.567

policy says is there’s factors that are called elevated risk

01:02:25.567 --> 01:02:28.266

factors where if you have individuals who are pregnant,

01:02:28.266 --> 01:02:33.033

elevated positions, um, or our, uh, frail and firm like the 01:02:33.033 --> 01:02:36.400

elderly, um, we elect not to use a taser in most

01:02:36.400 --> 01:02:40.567

circumstances, um, but there’s never absolutes because if the 01:02:40.567 --> 01:02:44.900

individual is, uh, got a knife, um, and the only options the

01:02:44.900 --> 01:02:49.100

officer has is to use deadly force. or a less lethal device

01:02:49.100 --> 01:02:52.400

like taser, um, we obviously would allow them to use the 01:02:52.400 --> 01:02:58.166

taser even if somebody is infirm or, um, You know

01:02:58.166 --> 01:03:02.200

pregnant or what, what we identify as a risk factor again. 01:03:02.200 --> 01:03:10.100

Really complex subject that, um, officers study deeply, um, and 01:03:10.100 --> 01:03:13.734

test on to make sure that they know the rules on the policy

01:03:13.734 --> 01:03:19.000

and the state law around police officers’ use of force, and

01:03:19.000 --> 01:03:22.734

then each specific technique, um, and the potential injury it 01:03:22.734 --> 01:03:26.000

could cause and therefore, the level of force in which that is

01:03:26.000 --> 01:03:31.233

put at is quite honestly a really deep topic that we just. 01:03:31.233 --> 01:03:34.500

Don’t have the time or bandwidth here to do it, but it

01:03:34.500 --> 01:03:43.634

would be a topic for another day, I believe. Thank you. I 01:03:43.634 --> 01:03:50.734

remember page. Thank you, Mayor. Um, back to the topic, um, that 01:03:50.734 --> 01:03:54.800

we’re addressing tonight. I’m just curious, a couple things.

01:03:54.800 --> 01:03:59.634

One is, um, the 10 year contract, just as fast as

01:03:59.634 --> 01:04:02.834

technology is moving, um, and it looks like you have, this is 01:04:02.834 --> 01:04:05.467

in the middle of another contract and we have the

01:04:05.467 --> 01:04:09.734

ability, um, to To not refresh. I was trying to read the words.

01:04:09.734 --> 01:04:14.500

Is it a new contract, um, and is this costing any money to 01:04:14.500 --> 01:04:18.934

not be using the old contract is my first question. Is there

01:04:18.934 --> 01:04:22.734

a penalty? I don’t even know. Mayor Winston council members, 01:04:22.734 --> 01:04:25.667

council member Page, I hope I can answer that. Um, what about

01:04:25.667 --> 01:04:32.166

the, the length of the contract is, um, Axon. Has been and owns 01:04:32.166 --> 01:04:35.300

the market on things like camera systems, body worn

01:04:35.300 --> 01:04:40.467

camera systems, um. On, uh, the taser, which was the original 01:04:40.467 --> 01:04:45.166

trademark. Company name and device that they made, um, and

01:04:45.166 --> 01:04:49.233

then now they’re getting into the realm of AI and records

01:04:49.233 --> 01:04:51.900

management system, um, there’s probably not many companies I 01:04:51.900 --> 01:04:56.100

would ever consider a 10 year contract. We have been with

01:04:56.100 --> 01:04:59.900

this company since 1999, um, having contracts with them and

01:04:59.900 --> 01:05:01.634

so they get renewed and that’s what we’re looking to do today 01:05:01.634 --> 01:05:05.467

is renew and expand to include um the records management

01:05:05.467 --> 01:05:10.033

system and then now all this AI technology. Uh, what is really 01:05:10.033 --> 01:05:14.367

nice is, um, we are. With, with signing on early, like we are,

01:05:14.367 --> 01:05:18.567

we are getting this for the next 10 years for the same cost

01:05:18.567 --> 01:05:22.367

for the $126,000 a year, no matter what they create, we get 01:05:22.367 --> 01:05:28.400

it, um. Without sounding too corny, it’s almost too good of

01:05:28.400 --> 01:05:32.467

an opportunity not to. The city was going to spend a lot of 01:05:32.467 --> 01:05:36.233

more money, uh, over the next 10 years in policing and

01:05:36.233 --> 01:05:40.066

technology where we’re going to get this for $126,000 a year. 01:05:40.066 --> 01:05:44.867

Um, there’s products. In a year, like draft one that we’ll spend

01:05:44.867 --> 01:05:49.734

that just for 5 licenses and so um the length of time in this

01:05:49.734 --> 01:05:54.300

company and for what we’re getting is, is Not a concern 01:05:54.300 --> 01:05:56.800

for me. The second part of your question, and if I don’t answer

01:05:56.800 --> 01:05:58.767

this correctly, it’s just because I don’t understand it,

01:05:58.767 --> 01:06:05.033

so please correct me. um. But, uh, their Tyler Tech is the 01:06:05.033 --> 01:06:07.233

current records management system that we currently have.

01:06:07.233 --> 01:06:09.767

And so we have to take everything from Tyler Tech,

01:06:09.767 --> 01:06:13.100

which is due to be upgraded, we don’t want to pay that money to 01:06:13.100 --> 01:06:16.767

upgrade it because it’s an antiquated system, but we do

01:06:16.767 --> 01:06:20.567

have to keep that uh through 2025 and, and I’ll actually 01:06:20.567 --> 01:06:22.834

deflect here a little bit to Deputy Chief because he’s the

01:06:22.834 --> 01:06:26.900

project manager, um, until we get this transferred over in

01:06:26.900 --> 01:06:29.800

2028. And so I think you might be better off to kind of

01:06:29.800 --> 01:06:33.900

navigate that. But am I on the right track of what you’re 01:06:33.900 --> 01:06:36.266

talking about so I appreciate that because I was leading to

01:06:36.266 --> 01:06:38.634

the next question, which you already started to answer, so I

01:06:38.634 --> 01:06:41.000

may, let me just add on to this because I think you’ve already 01:06:41.000 --> 01:06:44.133

answered it. So I appreciate that. So my question was just

01:06:44.133 --> 01:06:46.667

leading to in the event that there’s more advancements,

01:06:46.667 --> 01:06:49.367

which obviously there will be, we’re privy to that as we go

01:06:49.367 --> 01:06:53.634

along. So you led me right to exactly what I was asking, so I 01:06:53.634 --> 01:06:56.834

don’t think I need any more clarification on that. It

01:06:56.834 --> 01:06:59.000

sounds like you’re going through the one contract for a

01:06:59.000 --> 01:07:02.233

certain amount of time, and this is just locking it in for 01:07:02.233 --> 01:07:06.000

a very low price for a long time, and then we don’t have

01:07:06.000 --> 01:07:09.133

additional costs on top of that for advancements in technology,

01:07:09.133 --> 01:07:13.467

right? That’s perfect. That’s 10. That was all I was asking 01:07:13.467 --> 01:07:15.500

and thank you, thank you for getting through my question

01:07:15.500 --> 01:07:18.634

there because I wasn’t sure how I was, I was asking it too, so

01:07:18.634 --> 01:07:25.767

I appreciate that. Thank you. All right, great questions, um, 01:07:25.767 --> 01:07:29.367

because remember Tran, did you have any more questions? Uh, no,

01:07:29.367 --> 01:07:34.166

I tried to lower my hand, but I couldn’t do that uh on my side. 01:07:34.166 --> 01:07:38.300

Thank you. No worries. All right, so, uh, Council member

01:07:38.300 --> 01:07:47.667

Erickson. Thank you. Um, maybe I’m missing something 01:07:47.667 --> 01:07:50.467

incredibly obvious, but there is a um quote here in our 01:07:50.467 --> 01:07:59.300

packet. Which, which shows a significantly higher cost. But

01:07:59.300 --> 01:08:06.867

then I see something like $6.3 million in total savings. Off 01:08:06.867 --> 01:08:14.233

of a original quoted. price of Something like $9 million. Are 01:08:14.233 --> 01:08:20.033

we really getting like 80% off the cost of this product. Mayor 01:08:20.033 --> 01:08:23.834

Winston, members of the council, council member Eriksson, um,

01:08:23.834 --> 01:08:30.767

The total cost of the package. Um is not uh. What we wanted to 01:08:30.767 --> 01:08:35.567

portray is what the additional cost over what we are already

01:08:35.567 --> 01:08:38.467

positioned to pay, so we already have a contract with

01:08:38.467 --> 01:08:44.734

Axon. Um, if we were to stay status quo with that contract 01:08:44.734 --> 01:08:48.467

and not change anything, um, I, I don’t remember exactly what

01:08:48.467 --> 01:08:51.734

the number um was, but I think that might be what’s in your 01:08:51.734 --> 01:08:59.567

packet. Um, the 1.294, I believe, million is what This

01:08:59.567 --> 01:09:03.734

new contract would cost in addition to what we’re already 01:09:03.734 --> 01:09:13.634

slated to pay. Perfectly clear, thank you. All right, uh, 01:09:13.634 --> 01:09:17.867

seeing no further questions. Um, I’ll go ahead and make the

01:09:17.867 --> 01:09:22.800

motion. To waive the reading and adapt resolution 2025 01:09:22.800 --> 01:09:25.767

authorizing the police department to enter into an

01:09:25.767 --> 01:09:30.567

agreement with Exxon Enterprise Inc. Is there a second? Yeah. 01:09:30.567 --> 01:09:35.367

The motion was made by myself, uh, Mayor Winston, seconded by

01:09:35.367 --> 01:09:41.300

council member McGarvey. Um, so we will need a roll call. 01:09:41.300 --> 01:09:46.634

Council member McGarvey. Council member Tran. I. Council

01:09:46.634 --> 01:09:52.500

member Eriksson. Uh council member Page. Mary Winston. 01:09:52.500 --> 01:10:00.667

motion passes. All right. Thank you for the, uh, great 01:10:00.667 --> 01:10:05.934

presentation and, um, all the work that you do. All right, so

01:10:05.934 --> 01:10:09.033

next we, there’s no discussion items, so we’ll head into

01:10:09.033 --> 01:10:11.834

verbal reports and announcements. Are there, uh, 01:10:11.834 --> 01:10:14.500

I’m gonna make one, but are there any council member

01:10:14.500 --> 01:10:20.767

reports or announcements? Oh, Councilor McGarvey. I’m just 01:10:20.767 --> 01:10:24.100

gonna call you uh right after each one, every time. No, you

01:10:24.100 --> 01:10:27.734

don’t have to do that. But thank you, Mayor. No, I just

01:10:27.734 --> 01:10:35.266

want to bring up again uh we’re 36 days out for the National 01:10:35.266 --> 01:10:39.000

Veterans wheelchair games, which will be held here in

01:10:39.000 --> 01:10:42.400

Minneapolis, Minnesota. This year, July 17th through the 01:10:42.400 --> 01:10:47.500

22nd. Uh, the venue for bowling in this year’s games is right

01:10:47.500 --> 01:10:52.767

here in Brooklyn Park at Bowleo on Brooklyn Boulevard, and they, 01:10:52.767 --> 01:10:57.500

they still need volunteers. So for more information on how to,

01:10:57.500 --> 01:11:01.300

I suppose it might be late to sign up as an athlete, but for 01:11:01.300 --> 01:11:05.033

more information in all of it or pertaining to all of it, you

01:11:05.033 --> 01:11:11.133

can go to wheelchairgas.org. It’s all one word, wheelchair 01:11:11.133 --> 01:11:15.166

games.org and please go and sign up to volunteer. Help out

01:11:15.166 --> 01:11:25.834

with the wheelchair games. Thank you. All right, um. So I 01:11:25.834 --> 01:11:29.033

wanted to give a special congratulations or shout out to

01:11:29.033 --> 01:11:32.166

our Champlain Park softball team for winning the state 01:11:32.166 --> 01:11:36.100

championship. Uh, so they’re very own and and uh got a lot

01:11:36.100 --> 01:11:38.200

of athletic talent in Brooklyn Park. I don’t think they get

01:11:38.200 --> 01:11:43.033

enough credit, so wanna again congratulate them. Uh, I played 01:11:43.033 --> 01:11:46.734

baseball, not softball, but that ball moves awfully fast,

01:11:46.734 --> 01:11:52.100

so, um, congratulations again. uh, and we will be reaching out 01:11:52.100 --> 01:11:54.300

to formally invite the team to come here in a few weeks if

01:11:54.300 --> 01:11:57.900

possible. So big congratulations, we’re proud of

01:11:57.900 --> 01:12:00.634

y’all and uh you, you’re making us look good in Brooklyn Park. 01:12:00.634 --> 01:12:06.500

So, so thank you. Uh, any other comments? All right, so next we

01:12:06.500 --> 01:12:10.200

have city manager reports and announcements. Yeah, thanks, 01:12:10.200 --> 01:12:13.900

thanks, Mayor Winston, um, just a couple of things this evening,

01:12:13.900 --> 01:12:16.767

uh, just a heads up that we are doing a series of town halls

01:12:16.767 --> 01:12:19.500

coming up, uh, so we’re inviting the community to those,

01:12:19.500 --> 01:12:23.567

um, there will be one per district and. Um, the first one 01:12:23.567 --> 01:12:29.133

that we’re doing. is in the West District, um, Councilor

01:12:29.133 --> 01:12:33.667

McGarvey and Mayor Winston will be present. Uh there’ll be an, 01:12:33.667 --> 01:12:38.166

uh, next Tuesday, June 17th at 5:30 to 7:30. It hadn’t been

01:12:38.166 --> 01:12:40.834

technical College. Uh, that will be followed by the Central 01:12:40.834 --> 01:12:44.367

District, uh, town hall gathering that will be held

01:12:44.367 --> 01:12:48.166

here in the city Hall council chambers from 5:30 to 7:30 and

01:12:48.166 --> 01:12:53.467

then the uh East District will be held on the July 23rd at 01:12:53.467 --> 01:12:58.800

Edinburgh USA. So, a similar time frame, so. For to um Uh,

01:12:58.800 --> 01:13:02.567

conversations with the community members and uh 01:13:02.567 --> 01:13:10.000

updates and questions. Thanks so much. Bye. All right, so
