The Robbinsdale Area Schools board voted Monday to direct administration to begin implementing draft timelines for both statutory operating debt planning and Vision 2030 recommendations, setting in motion a five-year transformation plan that could consolidate the district to one high school and significantly reduce elementary and middle school buildings.

The Vision 2030 team, a 37-member community advisory group that spent eight months analyzing district data and community input, presented comprehensive recommendations to address the district's $21 million deficit and declining enrollment. The team recommended consolidating Cooper and Armstrong high schools into one new facility serving 2,800-2,900 students, reducing elementary schools from the current number to six to nine buildings, and implementing a district-wide arts and innovation focus.

"We believe board members now have an opportunity to rewrite the board story by demonstrating bold action, courageous leadership, and strong collaboration," said Willie Howard, a Vision 2030 team member and district resident who has had four children graduate from district schools.

The recommendations emerged from extensive community engagement involving 17,000 stakeholders through surveys, meetings, and focus groups. The team identified declining enrollment as a critical factor, with district enrollment falling 16% since 2014-15, representing nearly 2,000 fewer students. Enrollment projections suggest continued decline to between 9,341 and 9,759 students by 2030-31.

Assistant Superintendent Dr. Bob McDow outlined a five-phase implementation timeline extending through August 2030. The first phase requires board approval of facility closure recommendations by November 24, followed by a public hearing December 8, to meet the January 31, 2026 deadline for submitting the statutory operating debt plan to the Minnesota Department of Education. The plan would require voter-approved bonding for facility improvements, with the earliest potential referendum in November 2026.
