30 I'm sorry U my name is Sam Morris I'm the construction manager with the city of Champlain I'll be the inspector on the project um what that means is I'll be spending 80% of this summer on the road project working with the contractor making sure that any material he brings in on site or any infrastructure he implements into the street um meets the city's plans and specs for this project um so with me we have Jen Edison she's the senior project engineer for WSB the consulting firm that did the plans ins specs for the project Heather Nelson who's a city engineer and then Tim lroy who's a council member so thank W four W four yep um and then we have Douglas and kerr the contractors with us they're here as well today um so I'll hop right into this presentation kind of going over the construction and what you'll be seeing this summer on the road project so this is the overall Pro um project location um it's made up excuse me it's 3.6 miles long there's originally constructed between 1973 and 1987 and impacts about 331 households so with this project being so big it's broken up into two different phases phase one being on the north side of a dare phase two on the south side of the Dare um the projected schedule it would be the beginning of April we'll start with phase one go to about mid July and then there'll be some overlap in May they'll start phase two and that'll go till August so the only thing that's not in this phasing plan would be the final lift of pavement the pavement gets put down in two lifts so the big initial push we get that first lift down move on to phase two and then they'll double back and put the final lift towards the end of the year so the next I'll next few slides are the proposed improvements so I'll be hitting on each of these bullet points in the next couple slides so essentially this project is going to be a reclaim and pave so what they're going to do right away is bring in a reclaimer set it down and they'll grind up the top few inches of asphalt along with getting into the gravel underneath essentially turning into a gravel road after that they're going to strip off the gravel in about 500 foot sections and they'll sub cut about three to four inches of sand underneath that to ensure that we have our six inches of new agria base with our four inch four and a half inches of asphalt on top and like I said before it's going to get paved in two lifts there also be some spot curb replacement uh some of the things that we look at when we replace curb is that if it's holding water not flowing correctly in the gutter line and if there's multiple cracks and chips that it's impeding the flow of water so there's two major impacts that will be happening with this project um which may cause some road closures the first one is the Adair Avenue and West River Road realignment so at that intersection we're improving the line of sight by squaring up that intersection um so when they're doing some of the grading they might have to temporar close that road for a day or two um we have a hotline set up that I'll get into later in the project that we'll be sending out email blasts and notifications on when this is happening um that we recommend everyone to sign up and use so the second one is on Porter Drive in between Porter Circle and Colorado uh we're going to install two new sanitary manholes along with realigning the water M um so again there there might be some road closures while they're doing that work as well there'll also be some Ada pedestrian ramps that we'll be improving um so Ada uh the American Disabilities Act uh requires that every city have a plan to upgrade and comp in compliance with their standards so part of champlin's part of Champlain's uh goal to reach there is every road project we have we be upgrading those ada8 ped ramps so there's three ped ramps that we're upgrading it's Edward Court Mississippi drive and then Adair when we do the realignment so it shouldn't be much impact um if you see a flasher don't go around it because you'll probably step in some W concrete we also be doing some storm sewer improvements uh we did a storm sewer sub storm sewer study study before the project which calculated all the water for each cat catch patient to ensure that it could take on the amount of water within a five and 10 year rainstorm so some of those didn't meet that so we'll be adding some catch basins and storm sewer inlets to account for that water and then we'll be also adding some water treatment structures at the end of each run before the water goes into the Mississippi River just to help the solids settle and to treating that water before it goes into the Mississippi we'll also be doing sanitary manhole improvements so we're be placing all the concrete rings and sanitary manholes and putting a infa shield around it to make it water proof uh curb stops so our utility department went around and reviewed all 331 curb stops on the project to ensure that they worked correctly uh they came up with a list about 40 that were weren't operable or didn't have our city standard A1 lid if they were installed in a driveway um so if you are one of those 40 households you should have already received a letter notifying you that your curb stop is going to be worked done um as it gets closer to that point the contractor and the city will be in touch with you to let you know when that work's going to happen and what impacts will cause by it so we're also going to do bull Replacements and all our gate valves so last year we dug up three gate valves in the project um just to verify their condition and then we found that all the bolts were deteriorating and rusting so we'll be upgrading all those bolts with 36 stainless steel and then building the curve box all the way up to the road to finish grade we'll also be installing new LED street lights to meet City standards um they'll be spaced anywhere between 300 250 and 350 feet um most likely they'll be in the same location as the existing street light um so we won't be moving around we're also be putting a new conduits wires and then an electrical service box sign improvements um we're going to be consolidating our street and stop signs so instead of having a street sign on one side and a stop sign on the other of the intersection we're going to kind of put them together and remove the street sign and consolidate it on top of the stop sign and then all other all other signs will remain in place uh restoration um most of the restoration will behind the spot curb replacement or around catch basins um it'll be hydromulch and Seed the contractor will maintain it for 30 days um watering it as very frequently and then after that it'll be on the motor to maintain I do recommend you know watering as well as much as you can if this year is anything like the past two years where we had a drought I mean it could take a lot of water but after that 30 days the seed should start germinating and grow a driveway impacts uh the majority of the driveway impacts would just be for curb replacement um and most residents out there have concrete aprons so we don't plan on impacting those concrete apens we just be removing replacing the curb um but if we have after we we we'll go back saw cut and then replace in kind if it's between Miss or concrete the next couple slides um I'll get into more of the construction impacts and talk about these bullet points so the picture you see on the right I'll give a little context um so the road's been reclaimed they're stripping the reclaim and gravel hauling it off site once all the gravel is removed they're going to they'll come back and start working on the sand section stripping off a couple inches of the sand section once that's done they'll bring the gravel back back and then they'll ramp driveways at the end of the day to sure to ensure you can get in and out of your driveway working hours in the city Champlain are Monday through Friday 700 am to 7 PM Saturday as needed 8 to5 and then no work on Sundays or holidays so e access and egress uh during construction we just ask that you avoid or try to avoid construction areas as much as possible if you have an alternate route we just advise you that you use that to not interfere with any of the construction work we understand that that's not always the case I know there's quite a few culde saacs out there um so if we're doing an underground excavation we have to install storm through across that intersection the contractor will do one half of the road at a time to ensure that you always have access in and out and then like I said with the sub cut at each evening we'll make sure that everyone has access to their driveway and every morning we'll send out notifications it'll be either door hangers or we'll knock and hand you a letter letting you know that possibly be blocking your driveway um the only reason you won't have access to your driveway would be if we have to replace a section of curb in front of your driveway and it's not so much the removal because after it's removed they'll be ramping your driveway it's when they pour the curb back so concrete takes seven days to get to cure and get enough strength where a vehicle can drive on um and also takes 21 days to fully cure out um so like I said at that point we'll let you know when we'll be pouring the curb and we'd ask you to park on the street mail delivery u limited to no impact to mailboxes um if anything if we're removing curb in front of your mailbox and there is enough top soil to hold the mailbox up the contractor will place temporary mailbox in in Li of your mailbox and set your mailbox on your lawn until the new concrete curb is poured and back fill with top soil and then they'll be replacing your mailbox um same thing with FedEx Amazon and UPS we don't don't plan on any impacts uh school buses uh I contacted the bus company and received bus stop locations and times for pickup and drop off I created a map I'm going share with the contractor that like I said shows every bus stop location and the time for pickup and drop off so we'll use that to kind of coordinate our construction activities to make sure know the better the contractor has a chance of not hitting it or impacting it if he does impact it um he will fix it um if we see it's impacted we'll flag it you'll come back and fix it um if for some reason you turn on your irrigation half your Zone's not working and it's right where a curb was removed and replace contact the holl line um we'll send that to the contractor and we'll go out take a look at it and fix it if needed and then same with pet fences we ask that you to locate them most of the impacts like I said are you know 2 feet behind the curb so if you have anything past that I won't be too worried about it if you are contact the hotline we'll come out we'll take a look at it and let you know if we believe it'll be impacted or not Landscaping so all hardscapes bricks fencing edging mulch Rock will all be salvaged and reinstalled by the contractor um once the Project's done um plants plants will not be um removed and replaced by the contractor if you do have any plants around your mailbox or within that two feet from the back of the curb um and you don't want them impacted we recommend that you transplant them and then once the Project's complete plant them back um if you have any questions reach out to the hotline we'll come out take a look at it and let you know if we feel like it'll be impacted or not so the last little thing I'm going to touch on is assessments um so assessment is a unit per house um and it's based on the type of Road reconstruction whether it be a Mill and overlay a reclaim and pave or a full reconstruct uh this one's a reclaim and pave so it's $4,560 and that includes the paving the subgrade work storm sewer and gate Val work and then there also is the street light fee which is $1,120 and that includes the LED light the light pole the light base the new conduits the power to it and then the new meter and service so the total is at $568 so payment methods uh there's two payment methods uh the first one is you can either prepay or fully pay the assessment amount amount without interest to the city starting mid- October um we'll send out letters the beginning of October just to remind you of the assessment and that it can be paid and all payments must be made to the city by the end of the day November 15 so after November 15th it rolls over to option two where the assessment gets sent to henpen County and gets put on your property taxes for fiveyear period for single family homes and then 20-year period for commercial properties um with interest starting in 2025 uh first Year's interest goes between November 1 2024 and December 31st 2025 so it's about 14 or 14 months excuse me um and then you can pay off the remaining balance at any subsequent year um but make sure you pay it off before that November 15th date of that year if you don't then the next year's interest will get rolled into that on the first of the year and then if you have an assessment that gets put on your property taxes and you want to pay it off in full you can at the city um but they do not accept partial payments um and there is a deferral program for Citizens and disabled individuals um you have to meet some income and eligibility requirements and then we have some more information so if you'd like that please reach out to the hotline and we can no questions on Zoom I'll be yeah so hope so [Music] helpful just to stay at the microphone just so they hear what's going on thanks yeah yeah so I I had a couple questions the first question was about curb removal when it's get marked in the field um so in Phase One when the contractor gets out there me and two other inspectors will go Mark curb we'll do two pink lines on either side with an arrow pointing towards each other to show the removal areas um and the other question was about street lights um the location of them I said most of them are be put in the same location that there are most lights out there are on power poles um which are owned by XEL so they will be removing those and we'll be installing our city standard street light we have one more question on chat so um she asks how will I um how far in advance will I know if I need to have my plants moved um so Sam's Sam's response just now about marking the curb so the curb that will be removed and replaced will be marked in the field so if you see pink paint on any of your curb in front of your home that means it's going to be removed and replaced so if your plants are in front of that area then um then that would be an area that would be impacted so maybe you could just kind of just talk about depending on what phase they're in um how far in advance you'd be marking that curb yeah um usually I try to mark it at least a week or two in advance before they remove it I mean we have the contractor here I'll ask him that question okay so yeah so within the next two weeks we'll be doing removal so I mean weather depending obviously we're suppos to have some nice weather so once all the snow melts I'll be out probably next week mid next week marking curb and that's for phase one so phase two will be removals will be more like um June like May May or June late May early June so again phase one is areas north of um aare phase two is area south of air yeah it's like I said it's mainly where there's they call them bird bass where the curb sinks and it's holding water or there multiple cacks yeah yeah okay yep that's phase one yep yeah you're all you are we still recording yeah okay you want to repeat that question oh you're see back the question was is everything going to get removed at once in Phase One and the answer would be yes they're going to come and reclaim everything in Phase One first then after that they'll come through and do the storm sewer gate valve bolt replacement um spot curb removal and replacement and then after that there'll be sub cutting so yeah they'll be reclaiming curb removals that same week this is where I'm going to jump in and say yeah no I'm just so it was just Bri you know we covered these email Communications um are extremely helpful my experience I think we talked was 2021 they did literally in front of my house I I'm going to claim that I've been through two Street improvements because I got last year I got as close as you Poss I live as close as you possibly could without being assessed uh right at Louisiana and Maryland so you know I had you know all the Ingress and egress issues you know construction work and what thankfully I was you know because I'm the council member in that area I got the updates and knew what was going on um we've tried to talk about having even some of those who are in adjacent properties like it was helpful for me but if I were not a council member in getting those I would wanted to have had that and I think I've communicated with that with Sam and Jen and that they'll be attentive to some of those adjacent properties who are not immediately impact but those email Communications are extremely helpful now weather is always a factor right so they say we're going to do this in the next day or two of course it torrential rains that's not going to happen but those are the sorts of things that two or three weeks into the project you're going to also almost become a little numb to them because there's a lot of communication coming not detail you know they're not long but there's a lot of communication they do a great job um my advice is everyone here is I'm guessing a regular user of email I'm sure we have neighbors and they feel typically pH you fit an elderly demographic who don't get those please be a neighbor go connect with them even though they've got the contact tell them if you if you haven't connected with email communication help you know just PR them to do that um again be a neighbor when you know your driveway or your roadway is going to be impacted you know you see them out there mowing or gardening or whatever just you know update them make sure I think that communication really helps but I'm telling you those email Communications will keep you on track they do a great job in letting you know what what's going to happen when you're going to be immediately impacted and and and even because they come out to everyone while it may not impact your I mean you're going to know you're going to take a different way out of the neighborhood given what you know is going to be going on because of what you know your neighbors are going to be impacted on so I really can't highlight the import and the the helpfulness of those emails problem is going to come up you know you're going to have to replace IR ation heads right I mean this is just the nature of the type of project there's going to be you know gr grass seating last year we had a great construction season up until the last two weeks and then it rained for like five days out of a week right and so things were delayed a little sh they they were pushing back some of the seating and there were concerns about that use that hotline that hotline is there to communicate if you've got concerns about well you're not sure you know are they going to get to my irrigation head for example I said I wasn't impacted but they tore up an irrigation head right well I'm not anybody's on anybody's list of course Sam was out there Sam will be out there in in he is spectacular he does a he the whole team here does a great job Sam is out there if you're out there on site you're going to meet the I mean they're out there for a number of weeks you're going to meet the job soups I encourage you to you know to introduce yourself they'll be glad to talk to you let you know what's going on if you have concerns Express them there but that hotline is a great great tool just to say hey you know I've got a a curb I've got grass I've got a irrigation head I've got something they didn't ramp my driveway it'll happen it might happen call that hotline it will get taken care of that's what it's there for it's a great resource um there's always going to be hiccups but I I think our team at least as I've experienced over the last three seasons now Four Seasons um has got a lot of The Kinks worked out and we've got some good communication and just utilize it and take advantage of it um I think most of the problems come up when you know it's it's just hard to get everybody in your neighborhood to get connected in such way and then you know when they feel frustrated because they can't connect to somebody that's when when problems but there's total opportunity here and and I know like like I said in my two experiences um both City staff and construction staff I mean you think and this a thought I just had yes they're working in your front yard but remember you're living in where they work too right so it's it's kind of cuts both ways and they're right there and if you've got a question you know don't don't hide in your window and and and grip about it walk out there talk to somebody that's what they're there for they're they're used to talking to homeowners and working those situations out but um yeah I think I think those those are my two big thing get get on that email blast and use the hotline as you as you have concerns don't hesitate don't get mythed don't get frustrated you know do the communication because that's what it's there for yeah yeah like Tim said let your neighbors know um we have we have yard signs that we're going to put up as well so if you talk to your neighbors say hey walk down the street to the intersection see that yard sign take a picture get on that email hotline yep yep uh no so in the park well where you live no there's that there's a catch bacing in the sorry the question was uh about the West River Park and the storm sewer in there um there's a storm sewer in the parking lot um so we'll be raising that up because it's sunken a little bit um but we're not doing anything to the storm C oh to that Bond where that pond is yep so yeah we're grading that pond so yep so we're we're not making it bigger we're just cleaning it out essentially the bottom it's filled in with silt so we're cleaning out the silt and then adding some rip wrap around the flirt ends no no no yep just digging essentially digging the sediment out of the pond we could um if there's any other questions that you want to voice right now otherwise we can break up into smaller groups if you have individual questions about your particular property we
