The plan proposed average densities below the maximum allowed but requested flexibility for lot area, width, and setbacks. A critical issue identified was the proposed 5-foot side setbacks for 50-foot lots, which conflicted with the PUD ordinance requiring a minimum 15-foot separation between detached homes. This was a concept review, and no formal action was taken, but the identified conflicts present significant hurdles for future stages.

Our development of new parks is better. And that's an improvement. And that's it's important. [clears throat] We can't don't have to do things perfectly. We should get better each time we do them. And I think I think that that Parks and Trails is is is doing that.

When this project was before you, I raised concerns about the increased truck and trailer traffic using our entrance and the impact it would have on our property. You also discussed in detail that large vehicles would have difficulty negotiating the turn. I recall you calculating that turn at 330°. In order for large trucks and trailers to get into the neighbors driveway, they'd have to drive onto our property. They strike our trees, drive over our landscaping, and having having even used our personal driveway to maneuver in and out.

Well then maybe you should sue him. What does that have to do with the city of Corkran?

The way we would um resolve an issue like that is through the code enforcement process. So if we go out to a site and ex uh observe a violation of the conditional use permit, we would um approach them through the condition through the code enforcement process to require compliance with conditional use permit or any um city ordinance.

This entire situation has changed how I feel in my own home and about my community. and that one community that h I have loved living for more than 10 years and none of that needed to happen. We were not oppos we were not opposed to that building. We were not trying to stop our neighbors for improving their property. We simply expected that they will do without damaging horse. Joe has explained the resolution this council place in the cop. I'm asking you to please enforce it.

The objective of the economic development strategy was is grow the base, not the rate. A deliberate commercial and industrial strategy is how Corkran pays for the city it envisions. The core of your economic development plan. Establish clear direction. So define where the city is headed economically and what does success look like.

So, it says in this slide and this is the uh direction page. Mhm. >> Uh it says adopt the economic development strategic plan as the city's guiding framework. Well, staff calls tonight uh direction. There's no motion, no resolution, and a blank council action line. Staff also says this plan is intended to go into our 2050 comprehensive plan. But doesn't that require a resolution, planning commission review, and four out of five votes? I I just want to be clear that a nod tonight is not adoption. Uh and the minutes should not treat this as one. Thank you.

Looking at the vision on slide 56, I'm I'm kind of skeptical of I don't know that I want my community to be the Northwest Metroid or numbers. >> Uh Corkran's vision. It's a green slide. >> Corkran's vision. Small letters. >> Yeah. I don't know that I want us to be the Northwest Metro's preferred address for light industrial development. Wait, I think back. Yeah, keep going. Keep going.

I don't want any kids of mine growing up downwind from a plastic plant. Um and you don't know what's going to go in there. I mean, you don't have an idea a year from now what kind of industry is going to go in there. This is just going to put up a building and who knows what it's going to be.

Our new families coming in, they want to have that same experience. Corkran has a history for loving for uh care and welfare for their community. The applicant's attorney wrote us a letter today. He says that the county's required left turn lane on County Road 30 would make this project quote financially infeasible and asks the city to arrange funding for it with the developer paying a third. Uh the planning commission saw none of this. A project still changing on vote night is not ready for approval. I think that the planning commission got this right and neighbors have petitioned for denial. Staff's recommendation rests on findings against our city code. Our code does not support the staff's findings and the documents contain errors. All vote no and I ask that those be the city's stated reasons. Thank you.

My point of disagreement with the recommendation is I I don't feel there's sufficient more to change the zoning guidance. Uh we're going to have the opportunity to reook at how this property is guided in the next comp plan. I don't like taking away anticipated rural residential buffer between existing residents and commercial use. If we want to do that as part of the comp plan review and it's a part of a bigger scope change we want to make in general, I think that's a discussion that the future council could have. But my objection would be based on I I don't like going from rural residential to rural commercial.

The properties are currently guided low-density residential. I would note that two of the Shetty properties uh uh closest to Shetty Road uh were a preserve. that came out of egg preserve this year. And what our comprehensive plan says is land that's egg preserve um automatically becomes low density residential. Um for clarity's sake, we probably want to process that as a comp plan amendment if this were to go forward.

No. Um the comprehensive plan um requires a staging plan and it requires five-year increments to be provided even though the world doesn't exactly work that way. So it has to be in the current staging plan to be served. So in the comprehensive plan it does note that it needs to be in that phase one.

I wanted to highlight that the Peud flexibility is requested for lot area, lot width, and setbacks. Uh specifically for the 50- foot lots, they are requesting a five-ft setback. The other three lot sizes have a seven and a half foot setback. The PUD ordinance specifically prohibits that. When we changed that, we simply said you have to have 15 ft uh per building. And because of that, there isn't really PUD flexibility to vary from the PUD ordinance.
