This shift allows for more community discussion with Bellweather residents for their park's future.
Unfinished Business Number 9: Continuation of Public Hearing for CIP/Bonds

The public hearing was opened but immediately continued to September 24th, 7:00 PM at City Hall. The reason for the continuance was the unavailability of subject matter experts on bonding on the originally proposed September 10th date, and to allow for further review by the Planning Commission. Council Member Lanterman expressed dissent, preferring to allow attendees to speak on the current night, but was informed that speaking at the current open hearing would preclude them from speaking at the continued hearing.
Funding for Long Range Planning Transportation Corridor Study

A request was made to allocate $20,000 from the long-term fund to conduct a transportation corridor study in the northeast district. Initially questioned for benefiting developers, it was clarified that the study aims for a broader regional impact, seeking solutions to transportation issues that could facilitate commercial/industrial development, thereby reducing the tax burden on residents.
Acceptance of Buckthorn Removal Service as Donation

Staff presented an inquiry from a contractor hired by Jackpoint Lane residents to remove buckthorn from their backyards and an adjacent state-owned property (within city limits) at no cost to the city. Staff recommended accepting this service as a donation, with a formal resolution to follow at the next council meeting.

Bellweather that area had been there for longer. Um we've gotten a lot of feedback. That's not to say we haven't heard back from Tivera residents who have also expressed an interest in things such as the playground and walking trails. Um, and with it, we had gotten quite a big turnout last week and there were some questions on whether the grant would truly be applicable for a 55 plus area.
So, I'll I'll voice my intent to vote against this motion because I think we have lots of people here who came prepared to speak wanting to share their thoughts. And if by chance there is there there will be value in hearing that there may be actions we direct staff to take in response to the questions and comments that we receive that we're just deferring now until late September.
the public hearing is one continuous public public hearing. You're not taking redundant testimony. So, anyone that would speak tonight and then again in a contin would would not be allowed to speak during the public hearing. You're talking about a separation of that via the open forum protocol, which as Jay mentioned doesn't permit the comments on the items on the agenda for that evening.
there's frequently a conversation about how commercial and industrial will potentially reduce the pressure on the taxpayer. And as we continue to not solve the problems regarding regional transportation issues in this corridor, uh we continue to allow pressure to rise on our residents. And so if the city's proactive about solving this, it won't just impact them. It will impact the other properties to the south to the west that could potentially unlock a solution that could be you vi viable uh for the development that's necessary to accomplish that objective.
