The preliminary plat request involves realigning a property line for Kevin and Mary Winen's residential and agricultural parcels. Key discussion points included the need for a variance due to existing structures not meeting modern front yard setbacks on County Road 30, dedication of additional right-of-way on County Road 30, and the requirement for a roadway easement and 'ghost plat' to plan for future internal road connections aligning with Rush Creek Boulevard. Wetland buffer compliance was also a condition. The commission approved the plat with staff-recommended conditions.

Consultants presented a draft Economic Development Strategic Plan, outlining objectives to grow the city's commercial and industrial tax base, reduce residential tax burden, and provide more local services. Key aspects included leveraging Corkran's strengths (large land, I-94 access, high incomes), addressing vulnerabilities (residential sprawl, infrastructure funding), and implementing initiatives for business retention, site readiness, and commercial attraction. The discussion highlighted the importance of proactive relationship-building with developers and property owners, intense public engagement, and additional staffing to implement the strategy effectively.

Um, however the structure structural setback requirements of the rural residential district um are not met with the current um alignment of the of the home. Um just for reference is the home was constructed in 1972 and predated the modern um 100 foot minimum setback of kind of uh 30 there. Um and that would be allowed as a legal non-conforming setback if the property boundary lines would remain unchanged. However, since they're going through this flat process, it is required to be brought up to code unless it's otherwise approved by variance.

So in the case of this site, a future connection to Rush Creek Boulevard to the north would be logical alignment for that future intersection. Um and with that alignment lying within lot one of the proposed flat um a condition of approval would be that the applicant would have to dedicate um a roadway easements that aligns with Rush Creek Boulevard to the north and would um connect that intersection to LA to the east there.

So the primary objective really of the economic development strategy is to grow the base not the rate and so that that really is the fundamental um platform behind which we developed the strategy.

First of all, they develop relationships with developers and property owners and begin in a very intentional way to implement the your goals to develop with the type of development. But it's that relationship based as opposed to waiting for developers to come to you. Uh you you work with them uh to address that. The second thing they do is uh very intentional and intense engagement with with the public.

Yeah. And that was that was um one of my concerns going into this process is like that's one of the biggest pressures we face is staff is um working with developers and they want to take a site that is either zoned use or entirely commercial and they want to take it entirely residential. Um and that has been an ongoing battle and like is it worth holding the line or not is kind of one of the questions that I have for her and when I think what we're hearing is hold the line.
