we updated the resolution item 7M we added the draft minutes item 9 uh we uh were able to update the ordinance Amendment uh as long as well as an update to the license language item 9 C uh updated uh there was some erroneous dollar figures in there item 10d is updated added the letter of resignation and uh uh to table the resolution to the April 25th council meeting item 14 A1 is removed and item I'll have to take few you back to a comment on February 22nd when um noted offic there was a question by the council somebody that do we really want to look at this anym when we look at the buildings from 47 101 11 necess off and he is our lead to protect our other state with this city now that is po on March 14th the county commissioner made a comment I'm not sure how many it or how we looked at it but you noted that Corin is landlocked when you look at the map of Corin it is we have a few cut through roads we have a Down area that has two different speed limits if you're going home you're not stopping if you're on 101 you go across the street if you're on 55 you're going and Rogers you don't stop in because there's nothing to stop for also here I know there was going to be drinks after the meeting on [Laughter] Irish I I owe you that's his last name mine's lady but um 10 more than 10 years ago I don't think maybe Jo was on I offered as a resent to purchase a solar flashing speed light cor of sneer C old the city had gone ahead and bought couple of battery operator and most of the time they had to be pulled out to come up here and get charged didn't see them very often and now that specially C more East and West is like what 500 40 m hour my dog does that so that offer still stands for this city donated by me as a resident a purchase of a the corner of pamore and SN that splits old sett is is the crow area for um Trail Dusty open Sunway could tell anyone traveling through there what the speed is a whole lot as far as the sun is concerned and it's necessary people walk right Happ so that office still stands City wants to get a hold of me let me know I'll that in this city has to look at their hunting frers or where you think you Cano even the time of to day as the officers all know that I am constant call namely because if you're shooting at something you're and this has never been addressed it's been powdered and put aside people B land to hunt on it well guess what a lot of those people are gone and now you got side by side houses and 500 ft away from the residence a shed of we borrow another city and you ran across that area you'd have to go long ways West before you would be legal to shoot a gun because there's a residence right there and um one night one of the officers was kind enough to come back to my house and stand on my step because they do the load they diligent but they the 20 acres of Woodland behind me where you can walk in or they can drive in you can't see from the road so he came back stood on my des and went w and other people have called and you'll get more calls know I've got three kids they all went through the training here they're all adults now they H and turkeys do not wear those head in the trees you know need to do the deer as they're going to IR R I had one we hit the Str instead of the off button which my do thought something that but anyway that has to look at you can't populate this whole edge with under the hous and not for somebody shooting in the backyard they've always been able to motion to extend yep second say thank you apprciate bringing that up D yes when's the last time you spoke to us probably it's been a long time December well I didn't know that I I tried to call in and I sat on the phone and then that was it we had we had to discontinue it because uh some people were abusing the the system with with hopping on and doing some really inappropriate stuff on zoom zoom bombing meetings unfortunately well I didn't see anything I went back all the way to January's agenda meetings M there was nothing that said you can't do this anymore yeah or I would have been calling in gotcha thank you for coming in appreciate it and D as a fellow Irishman since you were at that meeting I obviously owe you one and I'll hold you she she will do you should know that we've been working as a subcommittee on a Firearms ordinance in the city Amendment Amendment to the Firearms so yeah I mean hun that's fine I think you morning is poing I think I think you can hunt at night um predat b b hunting that's you know you want to come take out a few tiles plent ofes we have enough but as Alan said we are is in progress looking at that ordinance and should be revising it but we I think the next step we were going to ask input for the council and then public input too so I think it's Sun's schedule to come back in front of council we y it does say that state say yep yeah and now you can't well said appreciate it okay on to is there anyone else for open Forum nope then we will go on to presentations and we have a presentation from Maria's voice uh mayor and Council I'd like to invite Alysa and Alissa and Angie up to the micone thank you so we actually have one more Irish woman in the room so so thank you so much for inviting us to speak here tonight uh we are um I am Lisa W and I am the co-founder of Maria's voice along with my husband Bill H and he is at another reading tonight so he sends you his apologies and this is Andre B who is our program maner for Mar voice so we're going to be talking to you tonight about um some ideas that we have for domestic violence prevention education and working with the city of so thank you for um thank you for hearing us out um um if you just want to go back one second um our daughter the person you see that beautiful woman you see over there on the slide on the right with her cute dog Rocky uh unfortunately our daughter was murdered by her husband in Maple Grove in 2020 um and after that really as you can imagine heartbreaking loss um my husband bill and I realized that we really knew absolutely totally nothing about the signs of domestic violence other than like bruises and broken bones which some of us think is domestic violence and of course it is but Maria did not have any of those um so we had a really experienced and skilled domestic abuser with our daughter and we couldn't realize it we just couldn't even recognize it then we learned that the vast majority of our community our neighbors our friends our co-workers they also cannot name or identify the signs of domestic violence so we decided that we were going to do something about that in Maria's voice and as Bill said Maria would be just so proud of us if we could save just one family just one person from the devastation of domestic violence so we founded the prevention network uh to bring domestic violence prevention education to groups of employer employees like those who work for the city of corpin so this year uh we're excited because we have a Federal grant uh and it's called the community project fund which allows us to bring uh this education to your employees free no charge because it's paid for by the grant but before we tell you about that can we just tell you a little bit about um Maria's voice what we do and what prevention education can do to kind of put a safety zone this you know the arms of safety around your uh employees your neighbors your co-workers uh your friends people who go to book club with you uh the police and people who are really uh treasured in your community um um that you all interact with every day so you want to go to the next slide that'd be great um I'll tell you a little bit about our mission and that's obviously to prevent domestic violence we're actually going to prevent domestic violence so when we know how to name something when we know how to correctly name and identify a behavior that behavior can be avoided or a person can safely exit an abusive relationship before violence occurs or before it escalates and this is actually a public health model and it's called primary prevention and it works in lots and lots of other areas of domestic VI of um of issues uh within our country our long-term vision and we we maybe might not see this in my lifetime but we're going to see it in some people's lifetime our long-term vision is to end domestic violence it's a chosen behavior and that behavior Can can be ended uh we do that because we have a value um our our values are optimism uh despite what happened we remain extremely optimistic look at all the people in this room who can help us do something really good right that's something to be really optimistic about uh we honor the voices and the experience of everyone who's been victimize men and women we educate the community to be aware of domestic violence and at the same time we encourage those who educate to take a safe action a safe action should that be needed by someone that they could reach a hand out to and help and why do we do this um if we can have the next slide we do this because this problem is just really escalating all over the United States um there's a lot of reasons for that the growth of the problem but most of it is real honestly because a lot of us just can't recognize the signs what's going on until you get into a relationship and you are trapped the second thing is the topic of domestic violence has been really hidden it's been it's been a silent for for Generations within our country and third of all the those people who are victimized feel shamed and they're trapped with nobody to turn to who really understands what's happening in their life that happened to Maria and it happens to millions of people who are victimized every year they may not be killed of course but they are trapped in their homes in a situation they cannot get out of the effect on the economy wow uh and the workforce is massive 8 million paid days of work are lost every year um by people who cannot show up to work due to domestic violence maybe people on your staff or people that you know or people who sit next to you at church or people who are unable to pay their bills because they can't go to work because of domestic violence one in three times the police officer our friends over here knock on a door is for a domestic dispute the most dangerous call they can go on and those numbers hold for almost any Community Edina South Minneapolis those numbers hold probably in corpin as well and as we know you know are overwhelmed they turn down people all the time so how do we help our community deal with this crisis and to do that we form Aria's wife prevention Network and Andre is going to tell you what we can help the city of corkin do with our prevention Network Thank you Lisa mayor and Council as I described the components of our program I'd like to clarify that we use the terminology domestic violence and domestic abuse interchangeably in both instances our focus is on the abuse that occurs in an intimate partner or dating relationship the prevention network is a domestic abuse primary primary prevention education program for employers organizations and Faith communities in fact St Thomas Hope Community Church and the St are all prevention network members I passed out some purple folders to each of you on the council before uh the meeting and if you refer to that and find the sheet in your fold folder titled domestic violence prevention education program you will see what is included in the prevention Network as a member the city again as an employer will have access to our preven Network website which includes our national award-winning video education called common science common knowledge this 15minute video includes education presented by seven Survivor Educators who share their personal experience of domestic violence the video is available to all employees and is included in an all staff presentation when we launch the program the following feedback was sent to the city administrator after staff training at a partner City it reads I just wanted to thank you for bringing Maria's voice into our city today's webinar was the first time I've heard the story and wow is all I can say if I had had this information 15 to 20 years ago it would have changed my life I am hoping and praying it will help others the video and presentation are often the first time people hear about domestic violence prevention and they are saying to themselves wow that is me or that is my brother or my friend or my coworker I didn't know other resources included in the prevention Network are prevention tips for each of the 12 common signs of domestic violence if you look at the power and control wheel in your packet you will see them listed for each of the as well we include what it feels like to the person victimized what an outsider can notice what safe action can be taken because safety is the number one priority and finally what a healthy relationship looks like we also provide our Network partners with print materials these postcards have information and resources individuals need to know about domestic abuse like signs of abuse how to help someone and where to get help and these shoe cards are business card sized with contact information for both National and state domestic violence resources they can be easily and discreetly given taken and hidden in a shoe our shoe cards are in English Spanish Somali and M we encourage cities to stock both the the postcards and the shoe cards in employee and public areas and within City owned Vehicles another way we partner with our prevention Network cities is that we Expo and talk with the public at community events like night to night or corporate country days and finally you have a dedicated prevention Network coord in me I will help with program implementation and ongoing management next slide please so as I stated initially our focus is on primary prevention education we are using this effective public health model to combat this major public health issue one in three women one in three one in four men in their lifetime we we aim to educate the masses to reach people for primary prevention if you think about illness injury or disease primary prevention is focused on avoiding a disease or condition entirely we are not a shelter we are not a resource line we do not provide direct victim support we educate CommunityWide to make common signs of abuse common knowledge and teach people safe actions to take if they notice those signs in their own or another person's life the same way people know the common signs of a stroke or a heart attack and know what to do when they see or experience them when we educate just one person we have the opportunity to reach at least eight other people each day at least the educated person has the potential to observe ask questions and share information that could be potentially life-saving for each of those individuals that's eight people 365 days a year and each of those eight people has the ability to impact another age it's exponential and if you think about the staff roles and interactions they have day in and day out in the city the potential impact within the community is incredible this is how we are making a difference in saving [Applause] lives so why should corkrin join the prevention Network first it is free to the city as the cost is covered by the grant it will be an additional component to the city's other health and wellness benefits and together they promote a workplace culture of safety Health and Wellness it's a benefit for all employees full-time part-time seasonal everyone and you're reinvesting in our core assets the employees and citizens of corkran and creating a safety zone that extends around our community our ask is for the city of Corin to join the prevention Network and make this prevention education part of the employee offering again the grant allows us to bring this education to your employees free of charge I don't know if this is a council decision or a j decision but either way we look forward to working together we are here to help in the next steps in partnering with the city of corkran to prevent domestic abuse thank you Lissa and I are available to answer any questions thank you any questions uh M do you roll this up to companies too is that yes we do yes we have we do and we have um basically you know a public health model is to reach as many people as possible so our first for was into cities because in a lot of cities you're the largest employer it may not be true in corporate but it is true in a lot of other cities but yes we do with employers as well and it is on a fee pay basis for employers okay and it's quite reason so if you are interested Allen please get a hold of us we work in schools uh we do not we work at the um um school district of oio maple gr School District but we work with the staff so we don't uh the education is intended for adults and with staff being mandatory reporters we really felt that was the best way to work with um you know work with an age group information is age appropriate so it's not for students but it's for staff and teachers we do have a program for kids though and gosh I'd be remissed if I didn't show this can I do do this for one second here if you could come up to the mic too so we catch it all on theor no be great what we do for kids is we have a program called the rocky school and Rocky was Maria's dog so we've been Incorporated Maria's dog into our prevention information for children and it's a series of color books English and Spanish we give them away at events along with cray and it helps children choose healthy and positive behaviors under times of stress so what do you do when you have a tough decision to make you know like to to be bullied or to not be friend to someone or exclude someone follow rocky rocky has a good Rocky has a good way for you to be a good friend so this is what we do for kids and we give it away out events kids love them Jem has been color in his all the while you've been talking about BR I won't say no you know get where are your crayons by the way I might have one or two all right that's the most expensive part of giving them away is the darn crayon like you know a a pack for eight we were giving of but you know there's no black in a four so all of a sudden Rocky is blue thank you guys very much thank J thank you for what you do so we contact J yeah we can have Jay follow up with you and figure out kind of we we've already had a staff for council's awareness we've already had a staff briefing uh with Angie previously in which we were just kicking the tires about this as an idea that's what generated asking them to come and present this and I think you'd be remiss if you didn't plug an event that's coming through corkran oh yeah don't miss that opportunity as you got the public paying attention Okay back my thing we actually um have our very first um Bike Run fundraiser Maria's voice Wings ride for Maria's voice and it's a motorcycle run we're starting in Eden Prairie it's June 22nd we invite everybody to come and join us and it starts in Eden Prairie at Wild Prairie Harley and it's going to go through mayor and knucklehead and we're coming through and stopping at the spansion so that'll be good fun and we invite everybody to come on out and then we'll leave there and go to the a region thank you for br that up y so June June 22 Yeah if we're not a big enough Communications person uh works with CCX a lot in in another role that he has and so we talked about it I sent information out trying to get information from CCX and I haven't had a response back yet so okay what you were saying they some of that equipment they provide sometimes yeah because it's a it's a Consortium media Consortium and part of that is they they negotiate with cable companies and M various different things gotcha part of it is they get some equipment gotcha from the cable companies Etc um see I I haven't heard of anyone joining them recently but I was trying to look earlier too to see like who to reach about there's like 11 cities yeah okay pretty big I was trying to find the secret key to get in the door and I haven't found it yet so somebody wants to point me in the right door yeah nobody no nobody picks up their phone anymore let me see since it was my idea I can it wasn't my I brought it to yeah I know some people that do it and that are part of it I can call them and ask them why you're call phone call was not being returned there's potentially some legislation coming too that might kind of related to that allow cities to have franchise authority over Broadband which we currently don't have we have cable but would allow it to do the same thing with broadband and that has implications for groups like that too okay so maybe something good will come out of the legislature this year and and I would say if you if you did notice we elected to just go with the primary conference room the large one and not the smaller ones uh because we looked at some Alternatives and we decided that uh the technology that we have on the computers is sufficient for the smaller ones for how infrequently we use it uh but we really need it for our larger meeting in which a lot of people are dialing in Daily makes sense okay um all a motion to approve oh no we already did that appr y um so 7e Ste Road improvements bid award Kevin you have some one yeah thank you so we have a we had a conditional approval in here for recommendation based on uh receipt of cash funds from the developer as well as easement acquisition and we just want to add one additional condition that City attorney caught some contract language modifications from the geotechnical quote so I would just add an addition or ask and recommend an additional conditional approval to basically iron note the uh language modifications with the L bid geot technical contractor okay and was that change was that in the print outs that we got uh the chain no the the language is related to indemic some indemnification Tweets in the in the language of the it's in the uh hogo geotechnical quote Al um we didn't call them out they're related to indemnification and some and some liability onti so unless there's further discussion on this one I'll make a motion to approve 7e and with any giving the attorney modify the correct that's I second second any further discussion all those in application to align with uh what we had discussed at the last council meeting perfect and no one wants to speak on this item no okay then I will go ahead and make a motion to or entertain a motion to close the public hearing so moved second any further discussion all those in favor say I I okay then the item itself um any discussion on that did we get the the bids Sor I have I'm still waiting for the bids I have not gotten them back yet okay um which I think we can make a motion without that kind of contingent on that any questions or discussion on do we have to approve it again later or can we just authorize I think we can to make a decision we can if if it's going the the route I'm going to suggest or I think that we're going to go we could approve it now with the ordinances SU ordinance and direct staff to do it with the low bid or low estimate okay is that a is that a are you making the motion and I'll second it sure I will make the motion for uh adopting ordinance 2024 520 and summary ordinance 521 and directing staff as I just explained I just seconded perfect any further [Applause] discussion all those in favor say I I I given the length and headache that brought that item has been historically I'm glad we're flying through that one I I would share I was at a meeting today with uh City administrators from Ramsey County and Dakota County uh in Carver County and they were all expressing that uh they were glad that hennipen was leading the way to figure out the headaches before it came their way and I said just wait it's coming they want to trade spots so glad they're leading the way can we um can we send the bill to hennipin county for every nickel that we spend on this thing since it's theirr well we are getting some grant money we we'll be receiving score funding that uh we don't have the bids yet so I can't say exactly how much but it's possible that it might defray the overall cost of the offside drop site but if not we could explore that what score funding it's just what they call their Grant proog program for this well guess who funds the grants in hen County there everybody in the western side of County but better than the Mandate and no Grant opportunity would we have to buy disposable or compostable bags for the drop site so we do not have to buy them and U Michelle and I have been exploring different Alternatives based on what we'll see for the cost of the offsite drop site uh we've seen a model where the city is supplying them at no cost in several cities if we have enough money and remaining score funding we'd probably come forward with a recommendation uh for that uh but we'll see how that balances out we don't know yet how that what the Net's going to be from the score fund with the cost and just one more question not to I don't want to unbury a dead rabbit but the cost going into our recycling fund and doing all of this stuff is there a way to reimburse those people that have been charged uh not that I'm aware of okay uh be because it's a private transaction between a public entity and a and a private citizen and um and we have no idea what the scope of that would be at this point uh terms of overall cost so be tough I think it would be very difficult forward it'd be significant it'd be 20 if they've all been if all the customers have been charged you're talking $20,000 score funding is not going to be that yeah I'm just is there a way that the private entity the Republic that just went by the lay of the law period if we make no never mind it's like Obamacare they forced you to do a private understand I do think we should maybe though and maybe staff has a plan for this following up with haulers I know I can I'm sure Council whoever uh your guys holler are can provide their bills to make sure that we make these changes and that Organics fee isn't still on there the same that they take it off promptly and don't continue to charge probably the simplest way for us to do that would be to put a notice on our website that if anybody's continuing to be build to contact us and we could help them iron that out that'd be good I like that we can always provide a list of the other licensed allers in the city we have plans for that too Mr Mayor members of council just to weigh in on on that last item um what the council should remember is with this model with setting up the site and removing the requirement that haulers offer the services it's still sort of a free market consideration the haulers can still offer it if they want to they don't they're no longer mandated to but uh if any they have takers then everybody on their list is going to get charged for it that's that's a mandate of state law so right now letting people know that you can leave them and so what what one of the changes we made to the application was to make sure that there's an inclusion of a of a check box to to to note whether or not Organics is part of the operation that way the city can steer those that don't want that to the providers that don't operate so it may involve some changing of services for certain people if they're getting charged for but it is something that the providers still in charge for if they choose to offer again I'll stop you guys know how it goes yeah who which which of these places are going to stop charging something that they have full with rights within the law to charge depends if the cost customers s yeah businesses don't make decisions based on what will lose them the most money it's not a good ones anyway yeah and the thing that's crazy about this you look back to the days we all got recycle bins we were automatically charged whether you recycled or not it's almost the same way this isn't new it's just aggravating challenges this RS in your garage yeah it's the same as what we did I used to recycle collect the cans the kids would run them to wherever and get however much pound Y and you still got charge for recycling so it just yeah but who has a can recycling center at their house we so we all have organic the ability to organic recycle at our own house I agree with that I I agree just there is a problem with like I will I do my own organic recycling but I don't do my own aluminum cans like we don't melt them down and make new aluminum cans at my house there's not yet yes one one thing you might recall the lady from henan County said is that Organics includes paper waste paper towels and whatnot mhm it's it's worth noting it's crude but in some European countries and other places you also recycle toilet paper I know I know and so you that's not that's coming someday that'll be fine have to deal with that why why doesn't hennipen County start that don't give ideas don't give ideas yet they're so good at everything else all right uh on to 9B which is Al Cera you uned the RB I know I did thank you Mr Mayor and Council um so you'll recall it was a strategic goal by the council to look into the uh alpr cameras in 23 and 24 we've done some leg work um and primarily led by sergeant eckenberg and detective Tim FY to really kind of look into it vet some options and make sure that we're taking a um a measured approach to see how these could impact our community and and hopefully improve safety so um we did find Ben public We Believe from staff level as well that there is some benefit to the community in in pursuing these and um ultimately tonight we'll be looking for Council Direction uh whether or not to proceed with with the camera so I'll turn it over to detective spy he has some um comments and some responses to some of the questions that came out of the work session to provide you guys with some more information sure good evening council members um so as Chief gotchu said we did answer some of those questions back from I believe it was the February meeting and provided that information to you um including the contract which was vetted with our City attorney which flock agreed to um pretty much the same appap that we had before we included a draft policy um as well as a citizen input letter in that [Applause] package would you want to go over anything specifically or any specific items you guys got comes to mind um are we going to discuss it absolutely um just in terms of questions for Tim I think we're I guess we're good on the question front Okay um so did you have us place you wanted to start well I don't know I can I don't have to go first or just anyone okay I'll go first sure no one else going to talk everyone will talk but I'll go first um I I fundamentally whatever questions were answered that's fine I fundamentally disagree with having these in our town for multiple reasons um data is leaked all the time with banks and Target and the FBI and tax returns um data is and can be leaked and um we are follow followed everywhere we go Google follows us I'm not on Facebook but everybody on Facebook knows what you're doing everyone everywhere follows you and I don't feel like every person that enters corkran should be followed and categorized and open for the sharing of data and I I I I hate when people say with all due respect um because most of the time it's insincere um but I will say I really respect our police department and most of the time they have really good ideas that I agree with and I'm I I don't like this one at all I think it impinges on our freedom of movement without being harassed and this is just a harassment of people who 999 times out of a thousand are not doing anything we don't need to track everybody gotcha even with and I will grant there might be some advantages but how how far can you go on uh we could all be chipped and the government could find us wherever we are at any time and there would be some advantages because if criminals commit a crime they could just oh they're on Third and eighth go get them you know and this is just it's not the same but it's a step in that direction where every where everybody knows where everybody is and don't you um I hate it not anyone have any followup to that or other discussion points would like to go over or questions I'll take the Counterpoint with all due respect he meant that one with respect sincere respect let me get out of the way for the person if not the position um wait you can respect my position but not agree with it true I I respect your position and your right to have your position my position is different and I would agree with your position if we were in a zero crime environment and I think it's important that we're weighing the impact on privacy against the potential benefit to folks who would be victimized by crime that could be prevented through detection of things like people driving in with stolen vehicles uh the the net impact on privacy from Cork installing nine to maybe someday 20 or 30 cameras I think is relatively minor compared to the phones that we all carry with us and the surveillance that our vehicles do on us individually with OnStar and so on uh I don't feel like we are through the collection of license plate images for 30-day periods uh that are not categorizing who is driving the vehicle just that the vehicle was at a particular location I don't feel there's a huge privacy burden placed on people driving into corkran through that policy and I think because of the prevalence of those cameras in private locations and in other cities them being in corkran again is not a significant increase the benefit that we could attain from having that technology here in in my neighborhood we've had a number of break-ins or attempted break-ins people being assaulted by folks who have stolen cars driven into corkrin to commit crimes uh if those folks could be detected on their way in and interdicted there is a chance that we could reduce those who are being reduce the impact on those who are suffering from those situations seems to happen every summer I know uh the mayor had a car stolen out in front of his home not too long ago um folks on my block have had similar things happen so because of that potential benefit [Music] being more significant to me than the Privacy impact I feel like it's a prudent policy for us to adopt as a I would I would agree with you I mean there's protections for your personal identifiable information with these things they're not doing facial recognition technology it's geared to license plates which are public information already the police already have access that every bit of information on a license plate that comes through anyway this is just giving them ability to detect a vehicle that may be stolen or wanted with that license flate is coming into our city and I think it is a very good measure of protection given the current legal environment we have right now with our prosecutors in henin County people are getting discharged they're stealing Vehicles they're going using those vehicles to commit other crimes if we can keep them out of our city I think that's a good thing de did you have anything some of the data is what's driving me crazy um okay when when the folks were here they made comments about they had no data privacy issues they had none of these things they don't and I'm sitting here listening to us and other members of uh the public here in town making comments that why why why alpr cameras is it because neighboring communities do the same cameras and we can tap into their data if that's the case it's not private to Corr our police if the other cities can look at our cameras look at our data those kind of things I making sense of what I'm doing it's not it's not private it's not just ours we can use other areas um it's in the report here and 32 agencies in Minnesota use these guys I don't think Madina uses it I they're actually they're actually determining locations where they're going to put theirs they have not signed their contract yet but they are in but that's different than they're being utilized including Madina it's not active in Madina yet correct so I mean just some of those things I'm I'm hesitant I agree with what everybody's saying I'm already tracked those right now every Monday when I go to leave my home at 3:30 in the afternoon where does the phone ask me to go I always go to the ston to check on an old friend and it tells me stanson on the map so phones are already tracking us all of this stuff is already there I understand the the comments about um this is just a license plate reader and such the thing that I'm debating or thinking of where's this money coming from I think you stated in here I can answer that and then is this money I'm flip-flopping between this and Kanan we talk K9 at our next meeting yeah the cost of K9 the cost of this rece do we afford Bo can we afford both yeah so I can speak to a couple of those um so really this isn't new information for the police department it's really acts as a force multiplier and so as we're covering our 36 square miles with our Police Department where we have one or two officers on at a time it allows and it's a it's a mechanical way of doing it and what what and the reason that we brought the policy forward and made sure you know brought that in front of council along with how does it work and introduction to the company was to understand is this are the mechanics of how this works the right way and the right fit for the community um and is this acting as a force multiplier um is is there benefit to that value or to that mechanism I guess in our community and I think what what we've determined is that one of the reasons why this company was recommended was because of the the safeguards in place as far as requiring that this is if you're going backwards in time that this is relative to a law enforcement investigation you have to enter a case number we by State Statute have to audit the use of this system um and as we look at those protections not all systems operate that way um we have assurances written in the contract that they aren't going to monetize our data as far as access to our data or our access to other cities data that happens through agreement generally for investigative purposes it's not automatically an Open Door generally those are agencies that are will mutually agree to share that data for criminal investigations and they're still held to entering the same case number the same criminal justice requirements as law enforcement agencies would trans would share that data with each other if they had it so as far as collecting more data the officers receive the same license plate information that they would had they run the plate and been the the vehicle it adds other points that that's observed so this stuff is real time then Matt if there's a stolen vehicle that comes into our city there's a notification goes out to our squads generally within 20 to 30 seconds yes real time notification um and as far as the funding for it um what's proposed in the staff report is um using some of the the state allocated Public Safety dollars that our city received last December so we'll be having a a council hearing on the rest of those funds um and prop proposal for what Public Safety initiativ how much do we get uh about $292,000 from the state for towards Public Safety initiatives within the city um as outlined in here that was that Grant in 2023 from the governor yeah not a grant but a distribution a distribution and that is money that comes to us and there's no expiration date on when that needs to be used there they're retroactively looking at possible reporting requirements for it but the guidelines for it um they they have some guidelines that are with it but we're it's very unrestricted so we purchase and then turn the receipt into the state and get reimbursed or that is our money from the start so this money is in our account now it's put in our account last December and um yeah and and this this flock system is a lease agreement so it would be you know $3,000 I believe per camera per year and that includes the maintenance replacement and upkeep and all of those things so it's not a it's not an equipment purchase this is a a lease and a management contract with that concept one of the things that uh Chief and I have been talking about is this could be a proof of principle because it is a lease agreement uh we could test it and then the city could conclude this is actually not giving us the benefit that we thought it for the two years that we were talking I remember all of that so if we weren't getting the ROI that we anticipated or if we noticed any of these issues that we thought this is not only not a benefit but we're having you know resident concerns or problems with it we could be done done or if there's a better provider in two years yeah correct that technology improves or if you get sick of sharing your data with the government potentially yeah so to to to your point I think there is there is the um the possibility of sharing it with surrounding law enforcement agencies and we have authority over who that is shared with I think that would be information that we would uh elect to include on our transparency portal as you read it there's a we can put up on the website that talks about um camera information how many vehicles are they um the how many vehicles are they registering who do we what other agencies are allowed to share that information and I think those are things that we can elect to share on that transparency portal te did you have anything else other was that a couple things I I got a lot I was going to ask this was not a public there is no public hearing on this correct this is just our discussion um correct it was the public comment period before this and there was the he came to council a few times and and stuff but we did a public hearing for the Organics recycling but we didn't do a public comment opportunity for b and c I intended to but no one came up but I'm thinking maybe commissioner I just saw that out of the corner my that's why I'm asking I'm guessing he may have some input was kind of wonky so' like to come up and speak sure good evening my name is Mark lanman I'm chair of the corpin Planning Commission I live at 6936 Road uh I I come out of a law enforcement background I serve with the United States Secret Service as a member of its uh electronic crimes task force and I'm currently a law professor at the University of St Thomas uh I I want to be clear I think that our uh police department they need the uh the most current tools and the latest technology they need that to do do their jobs with that said uh I had an opportunity to attend a recent uh work session and I listened to the comments by uh a representative of flock and uh this uh individual agreed to provide accuracy studies for these cameras and uh agreed to discloses a list of current and past uh litigation uh so I'd like to briefly comment on those two items and I have one comment on the uh proposed Police Department uh budget with respect to the uh accuracy of their cameras uh flock responded uh well she had said that yes there were accuracy studies done but there actual response and I'm quoting here from the packet uh quote it you can read the plate with your own eyes as the cars drive by then our cameras can see it and read it it's it's not an accuracy study and the reason why I ask about the uh accuracy studies is because flock as I've shared with Council and staff flock has been sued many many many times uh for uh false stops based on inaccurate camera readings and you know I note here it says staff found several court cases um I did too uh and in fact in the packet it reads quote in the case of Gonzales versus city of Espanola the flock camera read a plate and incorrectly read a CH for a seven and the officer acted before verifying the correct plate although the camera did read the plate incorrectly human errors also occurred leading to the stop of a vehicle that was not stolen uh city city got sued in that case um so uh I guess um I have no problem with law enforcement having access to these tools I'm very concerned about the choice of vendor and uh but but I think that um I would also just like to recommend respectfully a one sentence addition to the uh police department's policy uh currently the proposed policy and I'm looking at EXC I believe it is it's at the top of page two of the policy and I just see e f and f reads quote if practicable the officer should verify an alpr response through the and then it goes on from there that's um I I don't think that that's good enough because if you read the indemnification clause in the contract I think it's pretty weak and I think that we're going to be on the hook if an officer or if flock gives a false alert because it misreads a two for seven and uh as far as it being uh practicable what I would recommend is uh in that paragraph if you add language to the effect of officers shall visually confirmed vehicle information matches the alert if practicable it's going to get a suit because we're in a hurry and we're not double cheing things so question on that yes we could potentially keep the if practicable in terms of verifying through the system but add language along the lines of what you're saying uh shall visually verify so that's there kind of two separate things alongside no I think you re I think that you need to remove practicable okay because I I don't think that's good enough it it just means well you know if you have a chance you know I can tell you firsthand whenever I would stop a car I can look at the plate I can I can look at my system I can confirm that the license plates match great I'm I'm ready to go takes half a second to double check I just wouldn't want to see uh an officer solely rely on a hit from a flop camera only for us to get sued and then flock say well the officer never should have relied on this as probable cause anyway which is what have done in other lawsuits so I would urge you if you're not making a decision tonight take the time to read the materials I shared and and again I want to be clear we have a great Police Department here it's one of the reasons why I moved here was because of the reputation of of the police department we trust these folks with our lives I have no problem with them knowing where my license plate you know where my cars are at 2 in the morning but am concerned with the vendor I I've heard well we we have to enter case numbers we have to enter this we have to enter that it's not them I'm worried about I'm worried about the employees of flock Mis misusing this data so thank you thank you and does anyone else want to speak on this item okay um can I can I jump off of that for a second so thank you for your input I think that's really valuable um on the Gonzalez case my understanding was that the reason that one was misread wasn't because of the camera technology it was because there was a license plate cover that obscured the tail of the two is that correct something like that it is but it reported it as a seven acted on it as though it was a seven and if was a seven then it would have been a stolen car but it wasn't a seven it was actually a two so I think when you have a situation like that that's why it's important not to just say if if if it's uh you know you know possible double check I think the policy should be take a quarter second to visually confirm like don't trust flly listen to what it says but make your own independent decision is is this the right car so 4274 F which is the point that was mentioned is specific to confirming electronically the Alper response I think practicable makes sense there in that we can't control if those services are offline or unaccessible for a period of time but a visual verification that the vehicle actually is the kind of vehicle that is identified in the database could avoid some of those misread situations so that seems like a prudent change to me does the PD concur yes I think we do and just to note on that too is the officer actually read that plate visually himself incorrectly as well so okay I mean that you know could have happened without the plate correct but if it's a silver jaguar and not a yellow pickup truck right he could have detected that yes so maybe adding that language as an item G of the visual confirmation making it until section we seem to meet the intent of what you're exactly and if I clarify one of my biggest concerns on this is in the lawsuit because both the city and flock were both sued what I what concerns me is flocks pointed the finger at the cops and said well this isn't on us you you made the mistake and then when I read the indemnification language it's I don't think it's great all due respect I don't think it's that great that's GNA be the new just saying you know I you know I like to be prepared for the worst I think eventually someone's going to get sued out of this but I think if we have a tight policy and good training on how to use this for it but I think everyone here should keep an eye on this vendor I think your point about being sued it's I'm not taking it lightly but there's many of instances of improper stops without the use of Technology where cities have been sued I have to imagine you find the right attorney they'll sue you for anything as you know yeah if I could just say say this though uh you're absolutely correct except our officers are now relying on information given to them by a third party vendor I agree with you I agree with your point there needs to be second second verification in my mind the flock system is only an alert system it's not a it's not a reason to pursue action Beyond actual alert right they have the alert it points them to a Direction when they make the stop I have to imagine you're not making a stop purely in AER alert you're going to check the license plate at the same time through your actual system that you already currently have through the state right right so as we in Minnesota you know the we're looking at the conditions for a stop it's when there's Reasonable Suspicion to believe that criminal activity is occurring the officer stop there's any indication that things are not aligning with that suspected criminal activity that investigatory stop is you have to cease and immediately quit those actions and um if it's not as it seems to be based on what you've learned at that point so it would be inappropriate for an officer to for instance get a hit from A Flock camera stop the car arrest the driver take them to jail and that's the end of it um there would have to be the independent verification that hey this is you know we're verifying that this vehicle is what flock has reported it to be we're checking the license plate have been or um you know the other the other verification so to your point it is used like a pointer system to um alert officers to potential conduct that needs to be actually investigated is it fair to say on a standard traffic any type of traffic stop the officer doesn't just pull the car over and get out and walk up to the door they run the plate before they leave their vehicle generally speaking or before the stop is even initiated yeah yeah I mean like the system that we have you've got to enter in the plate like to make the Stu and that that and that and that entry is like usually done like based off of what I see so um I cannot think of a scenario where I would trust what what the flat camera said I would go to the car like uh and find it and Visually entering the plate that is on the car that is being so that's a documented procedure right now that you have to run the plate to make a stop or to pull a vehicle over the system works that way the outlier might be if the system is down if the county system is down that doesn't mean we're just going to stop doing our jobs but generally the general process of how the stops work but that's I think where the added language would be extra important about visually confirming yourself and what I guess what I'm getting at is do you have you already have a documented procedure for stop now yes you're not going to you're not going to change that documentation that that procedure documentation if this is added right our fto and our training and process would remain the same correct and I think maybe what you're what they're trying to convey maybe you understood is to alert our dispatch that we're going to be performing a traffic stop we don't call it over the air we manually type in the plate M it knows where we are based on our GPS we hit traffic stop it generates that onto our screen it shows on dispatch we're on traffic stop now with 123 ABC at this location so that would be us also entering that plate into the into our and you wouldn't be entering that plate Based On A Flock notification you'd be entering that plate on a visual of the plate correct thank I think maybe if there's any language in needs to be tweaked to make that in the policy I think maybe we should I would recommend we direct uh staff to just double check to make sure see if language to that effect can be added and helpful sounds like it's already what's occurring but just to have it in there um I I'd be supportive of that um Mr Mayor one more question why did we choose these guys and how many other vendors are there available so we kind of narrowed down on the flock um because of it is a lease program we're not married to this equipment um there are sever there's just a few vendors that do alprs um one of them was Motorola systems which have been used for quite some time on vehicles you'll see some squads driving around it looks like they have four cameras on the on the corner of the light bars those are extremely expensive I believe per vehicle they're about $15,000 of equipment we don't have the it capability here to install that maintain that maintain the servers um I think I brought up before too is we have a good two-year window to try the leas of this software and it's it's a user we're we're a user of this we don't maintain it we don't install it okay and does Motorola sell the data they do sometimes yeah so so they've got two separate systems according to them one I mean one is just for like one is just for like police and the the second which is very popular is a public facing one that they keep plates for forever uh like when I spoke to to them they really touted the fact that that the other uh scans that they've got millions of plate scans and that we can figure out where where people are traveling to like the plates are like commonly seen here like throughout the past couple years and um I mean just being involved with the system like that isn't something that we thought was was what the council would like I mean like not I mean not the system that we that we would like to have we are looking for something that's different than that not something seems like that's their intent to have the system is to to sell that as supposed to have a system to help just so so those those are the two big ones there are also some smaller ones and then again um there's some that sell that sell the system and then you have to do everything with it which wasn't but we felt was best there are some that integrate into other video cameras as well that it's not a standalone but there it's a software that integrates with other cameras um and those are on there's a couple of different platforms that that work on that um but currently like for instance our Squad cameras don't have that capacity but that would be potential if we were to look at them in the future that might be a potential to leverage existing equipment or systems um that we might already have but without you know as we look at the roadside alprs we would be having to invest and own and create that equipment anyway and it kind of creates a I think it's a greater risk to have to purchase own maintain replace that type of equipment as opposed to something El other other systems you say if I if I heard this correct actually uses software to go into other various camera networks there are there are softwares out there that do that so to Mr lerman's point I would actually be more worried about a system like that that can be hacked at this end in funnel information through over here versus a closed Network system I'm assuming flock is where it's only the cameras going to that Network and that data is only stored for 30 days versus an open system like that Mr L probably more qualified than I to answer that question I would also say that if you're using someone else's cameras you can't control the quality of that camera and the accurate you know that you're you're going to be putting that software on any brand of camera and who knows the the quality of that camera yeah yeah I think your original presentation talked all about that stuff that's why we're here but uh I had to ask again so thank you for entertaining that the question when we can get every microphone to work in every meeting for a quarter we can talk about having a camera system our own I'm sorry I couldn't hear you C any other discussion points or questions or items this I'd make a motion to direct staff to move forward okay and just uh some clarity or friendly potential potential Amendment with the cameras as proposed the nine the cameras as proposed with the nine to start and then the the to look into the language uh that was brought up for the police policy as well yeah um can I do a friendly yes well it's up depends I want to separate the two because I'm I'm going to vote no okay but I'm going to vote Yes on changing the language okay so I'll vote no it'll look like I'm voting no on changing the language if they're both done at the same time I want to be clear you can you can make a motion we add something to the council meeting I want to talk for two or three minutes about that okay um I will make a motion to amend the agenda to add uh an item uh Council well actually you wanted we during Council reports just under Council reports Council reports councelor bottom will have a report and so I'll just leave it as it is okay um okay on to 9C which is water tower logo uh so mayor and Council uh when we last met on March 28th uh the next day I I made a track down to Austin Minnesota to the Spam Museum if you haven't been there I would have to highly recommend it uh but if you recall our discussion uh on the 28th was regarding a water tower and I was traveling with an army buddy of mine and we were talking about the water tower when he pointed out hey as we're driving through Lakeville that one looks a lot like the one you were describing and so in your packet I pulled over and I took a picture of it because we were having a hard time visualizing there was discussion on what the details of the water tower would it be lost and so I took a an average distance of what it would be if you were coming on 30 or 116 uh westbound or not 116 on 30 whether you're eastbound or or west westbound uh and that's basically in the packet what it would look like and uh I was surprised uh it looked nice it looked clear uh and Council had directed us to go forward what was called explore the monochrome or black uh logo and we did not have that and so we worked uh in order to get that converted and when it converted uh it's not clear what it was uh it looks like a snail it could be an octopus it looks like a lot of different things but it it certainly doesn't doesn't represent the community in the way that we intended and uh the way that we intended is this is consequential branding for the community that's why we even uh went out and established a new logo because we wanted to make sure what we were putting could be visually representative of what the community stands for and uh so what I submitted is I don't know the the monochrome black uh achieves that objective and because of what I discovered on my treack back from Austin I do believe uh that that demonstrates that the logo that we have actually does represent the community quite well and um the other thing that I wanted to point out is there have been some questions about funding uh our water project right now is sufficiently funded uh in fact uh Kevin's stewardship of this project we've had several instances in which our bids have come in under projected cost and so there's been cost savings and so we originally had projected $25,000 to do this portion of the project uh it would only cost $28,000 in order to do this consequential branding strategy uh we had proposed consideration of three two or one logos uh and what I'd understood because of the Vantage points that you have no one can see it from the north and it will be a long time and development before anyone will see it from the north and so what I proposed in the staff action was the Northeast I'm sorry the southeast and the Southwest that are the most visible off 116 and on 30 East and Westbound and so I asked Council to consider rather than the monochrome logo that we explored for you to to instead go ahead and uh to allow staff to go forward with this consequential branding of the color logo that I think will be beneficial to the community until it needs to be replaced 20 years from now um based on the hideousness of the black logo I'll make a motion to move forward with the colored logo even though it wasn't onl fa we have a motion do we have a second yes second any further discussion yes my biggest thing was the 25 Grand was the budget 3,000 overs acceptable thank you for correcting the the data it was 28,000 per but uh you got her down to 28,000 for two I'm all for it with a 10% override on this specific thing but the savings that have been found by Kevin and team and everyone this is makes all the sense in oral but yes that is a hideous looking logo monochrome who suggested that by the way Bor of all of us got a jab with all due respect I don't want to answer that question okay um so if anyone would like to speak on those please come on up otherwise we'll go into item 10 a oh okay we'll go into item uh 10 a give me one moment here uh item 10A is a summary of the April 4th city council close session as required by State Statute um city council held a close session pursuant to Minnesota to statute 13 d05 subdivision 3A as part of its April 4th 2024 meeting to discuss the performance of the administrative Services director the city council concluded that several performance deficiencies existed and directed staff on followup and then we will move on to item 10B which is uh considering taking employment action um city council has decided to terminate the employment ment of the administrative Services director effective immediately and I would entertain a motion to terminate effective immediately and direct staff to communicate this decision to the employee and perform all necessary followup to facilitate that action so move second any discussion all those in favor say I you uh item 10 C is the position classification and compensation study Jay did you have anything you wanted to say on this one or uh we've discussed this um the thing that I would say is U when we did the the cultural assessment I had shared with Council then that I'd already in my time here gotten a a clear understanding that I thought that this would be necessary uh as ABDO served in helping us do our human resources assessment rather than going out to find someone else and have them grow a custom and understanding of our system it it seems uh intuitive to have them continue their work uh and um one thing that would be different I've talked with other City administrators about ways that they've done compensation and classification studies uh this is from the ground up and part of the reason I'm recommending that is because as a changing organization we don't want to build on what has been we want to capture what we need today and for tomorrow uh as I've done other uh comp and class studies in other cities there's also the potential of the perspective that we pay attention to certain positions to the detriment of other positions and by doing a holistic look from the ground up everybody's getting a clear look and that's the most Equitable way for us to do this any questions for J okay uh if there's no questions or discussion I will entertain a motion uh to approve abdo's proposal and um authorized staff to uh continue and and make the organizational changes as suggested by the results move second any discussion all those in favor say I I hi okay thank you and I appreciate the staff appreciate this Council we've had great councils over the years they're always been respectful and uh I've grown as a person it's the hardest part whate weing so thank you thank you and thank you for all you done to the city and you will be Miss and I I hope you come back and visit us I will definitely saying um you will be at our next meeting though right I will be here we not all I I think we should be clear about whether whoever we nominate would intend to continue to serve and run again I think there's [Music] been in past situations I think it might have been my predecessor argued if you're going to nominate someone who will then be running or sort of giving them a leg up in the election cycle that would follow so it might be advantageous to select someone who would intend to serve only temporarily until the special election is concluded to be replaced from a an equal footing with all of the competitors okay yeah I mean I think that's all stuff that we need to take into consideration when we're deciding on uh on a c candidate at the next yeah just for the record 25th we nominated Dean and Dean ran again he was a fill in from Mano maybe or yeah I mean I think there's there's decent policy things in there both ways that that can be a good policy there's also policy of or best practice of you know having someone who's up to speed on things and it's kind of it's balancing all of that and I think that's where we each need to make a a decision on that at the time and also know like I said have continued conversation with Mark and and with people who may or may not be interested and figure that out for by the next meeting M Mr Mayor may I make one I'm sorry coun then do I have the right to make the decision since I was part of this decision originally I got it first he gets whatever do you know what I'm saying you're you're to out since I was but you're on the ran and re I'm just saying I was separate thing said yes okay that's technically but I would say Bring It Forward at the 25th I I'd rather have a little bit more firmer conversation and understand what direction is it going otherwise I think it's appropriate to wait the process um beyond that we are reaching do I get to make my Council report yes of course okay before we do that uh mayor could I inject just for um good news uh under 11 for staff reports I get just an update I believe council's aware uh but I wanted to make those who are watching aware that um uh we had a conversation about an equity report back in January and uh I had the opportunity over the last week and a half to learn a lot about our Equity Reporting System uh because some problems with the submission of it and so I had to make sure that the information was updated and uh what I actually discovered as we were going through it once we got the data aligned and all correctly reported is uh corkrin actually passed the equity report outright so what was previously discussed was we didn't but we passed the T Test which is the sub test so we overall passed but once we got the data in correctly um actually with our 26 uh positions uh that that get filed in that report uh we passed outright and I just thought that was important to put out there uh because there were some questions raised about how the information was put in I learned a lot about it if anybody has any questions about our spe report I'd be happy to discuss them with you uh because I learned a ton this week uh but um that was great news and as I've discussed it with staff one of the Lessons Learned was from the prisions that we had last time it was reported in 2021 until now we only had five positions that hadn't grown or changed so that's just a testimony to the fact is as a learning and growing organization we're adapting to the emerging demands of our community and uh I I I thought it was great news when if you look on a scatter report if if statistical analysis uh it looked not as good in 2021 we looked really good in 2023 and so we're moving in the right direction and this compensation classification study that you approved this evening are going to help us do even better on that so thank you thank you thanks John yeah thank you Mr Mayor um this is for you you4 uh I not I volunteered to do a study on fire service and medical coverage in corkran earlier this year and um well we have to figure out how to do it and it's going to take a lot of input from um all all kinds of entities meetings with fire and ambulance and police um and I have two other jobs than this one and there is no way I can do that myself so I think we gotta as a group do it or hire someone to help us get data on how to get medical coverage especially with all the old people coming um and fire coverage because we don't have enough um coverage well we may or may not but we should set some parameters on what the expectations are and how to cover and who does what okay um how how about this um I don't mean to cut you off no that's fine um I was just I was making a joke but all the old all the old people coming it's true but it is true a lot um since we've kind of been on a subcommittee kind of adjacent to this with fire stuff before you and I maybe you me and Matt and whoever else and Jay Ryan was involved Ryan or or whoever would be appropriate and willing meet and kind of start figuring out some of that and look at do we need to hire someone to to do that study do we need just a subcommittee to take some of the workload off of you uh do we split that up between you know me and staff and you or just to figure that out or if we need to bring it back to council for something further yeah I is that a question yeah does that work out for you yeah I would I would love it I need the help perfect Let's uh mayor we'll get something on the calendar and uh figure out what works with everybody in order to sit down that do do you want to do it or does r do you think Ryan should do it
