[0:57] So, basically this goes back to about
[0:59] 2018 uh with uh a prior council had kind
[1:03] of done some initial um looking into
[1:05] campus uh city campus and facilities
[1:08] management and started to recognize that
[1:11] we did not have the adequate uh
[1:13] facilities for the city at the time and
[1:16] certainly not going into the future with
[1:18] how we've been growing over the last few
[1:19] years. Um the kind of band-aid project
[1:23] um 2019 2020ish was a uh smaller project
[1:28] about $800,000 remodel of city hall to
[1:32] get us operate so we can operationally
[1:34] get to where we are now which we ended
[1:37] up getting another five six seven
[1:39] potentially years in the building. So,
[1:41] we we
[1:43] went from there and we chose BKV to help
[1:46] us do a space needs analysis. And
[1:48] basically what they're doing is they're
[1:49] taking a look at all of the city's
[1:51] currently owned facilities and
[1:53] properties and analyzing what we need
[1:57] now uh in terms of operationally and and
[2:00] just as a city for city hall um
[2:02] community space, public works, public
[2:05] safety, and basically everything you can
[2:08] imagine you'd want or need in a city
[2:10] facility. Um [music]
[2:12] and I think importantly they're looking
[2:14] specifically at properties that we own.
[2:16] We think that we have sufficient
[2:18] property to be able to build these new
[2:21] facilities on a new campus on some on a
[2:23] on a piece of property or properties
[2:25] that we already own, which would end up
[2:27] saving us and and obviously our
[2:29] residents, taxpayers uh quite a lot of
[2:31] money, not having to purchase new
[2:33] properties. So, we're excited about kind
[2:35] of having a a initial start like that.
[2:45] Yeah. So, the the remodel that was done
[2:48] uh around 2020 got us to a point where
[2:51] we could have the the workspace needed
[2:55] for where our staff currently was and
[2:58] and still is. Um if you ask anyone on
[3:00] staff or council, it's getting pretty
[3:03] tight back there. We don't have um uh
[3:05] really any room to add anyone um at this
[3:08] point, but it it bought us that time of
[3:10] about um at least 5 years, but probably
[3:14] by the time we're looking at getting
[3:15] into a new facility, uh [music] should
[3:17] buy us about 7 years. Um
[3:20] by by re remodeling city hall, doing a
[3:23] couple tweaks to get more actual office
[3:25] space and operational space in the
[3:27] building. Um, and it's it gave us time
[3:31] to be able to get to a place where we
[3:33] can financially
[3:35] um tackle a project of this scale and
[3:37] and just make it uh feasible. So, it
[3:40] was, I think, a smart decision to um get
[3:44] as much as we possibly could out of this
[3:46] building. It served us great. Um, and
[3:48] hopefully we'll continue to be part of
[3:50] uh Corkran going forward uh in a maybe
[3:53] slightly different way compared to being
[3:55] city hall. Uh that's part of what all
[3:57] the study will tell us and and as we're
[3:59] looking at other facilities. Um but it's
[4:01] certainly served us great considering
[4:03] how long we've been in this existing
[4:05] building and uh we've really gotten our
[4:08] money out of it. So uh um it it will be
[4:11] tough to move out. Uh but it's exciting
[4:13] to be looking at some of the stuff that
[4:15] uh BKB is presenting and and uh could be
[4:18] part of our future city campus going
[4:20] forward.
[4:27] So again, going back to those earlier
[4:29] days when when council and the city kind
[4:31] of identified the need for uh updating
[4:34] their facil the city's facilities and
[4:36] campus. [music] Um for about five or six
[4:39] years now, we've had a placeholder of
[4:40] $50 million uh planned bond issuance in
[4:44] 2027 that we were that we hope will be
[4:46] able to to fund the project in its
[4:48] entirety. Um, and so basically with that
[4:51] number in mind, we've taken a small
[4:53] portion of that to pay for and do the
[4:56] study that will give us all the
[4:57] information we need to make the best
[4:59] decisions and and the uh the most
[5:01] economical and and [music] um fiscally
[5:03] responsible decisions for our new
[5:05] campus. Um, and [music] that's where BKV
[5:08] Group comes in. Um, and it's largely why
[5:11] they were chosen um with they have a
[5:13] just a incredible wealth of experience
[5:15] for these very specific types of
[5:17] projects. Um, I'd encourage anyone to
[5:19] take a look at their their [music]
[5:21] website. It's really impressive the
[5:23] number of city campuses and different
[5:25] municipal facilities they've done for
[5:26] cities across Minnesota and across the
[5:28] country. Um, and they've done some
[5:31] really really cool and unique projects
[5:33] as well. Um, but also they came in with
[5:36] one of the we did an RFP process. They
[5:38] came in with one of the best fees. I
[5:40] believe it was the uh the second best
[5:41] fee just by a hair of the 12. and their
[5:45] experience um their public engagement
[5:47] process, the deliverables they give to
[5:49] council and to the public um was second
[5:52] to none of that group. And so it was
[5:54] really a a pretty easy decision by
[5:56] council. I think it was uh I believe it
[5:58] was unanimous and and it was a really
[6:00] clear choice that they were um the top
[6:03] top partner we wanted to go with on this
[6:06] and their team of actually the people
[6:08] that are specifically working on the
[6:10] project. Sometimes you get a bigger firm
[6:11] and you don't know who you're working
[6:12] with. um that's not the case with BKB
[6:14] and we're excited that we get to work
[6:16] with some of their top uh executives and
[6:19] and professionals there because they
[6:20] have a really A+ team as well as they
[6:23] are bringing in Ortel to do the
[6:25] architecture and design and Krauss
[6:28] Anderson um which I'm sure many people
[6:30] are familiar with to do the
[6:31] construction. Um, so it's really a a
[6:34] great team that we're excited to work
[6:35] with and we're uh pretty confident that
[6:37] when we get through the study and uh
[6:40] kind of start analyzing both or really
[6:43] all of what we currently have in terms
[6:46] of properties and facilities, what we
[6:48] need now, what we need 5 years into the
[6:50] future, 10 years into the future, 20
[6:52] plus years into the future. take all of
[6:55] that, what can we afford to do and what
[6:59] and and phase it and and figure out what
[7:01] makes sense to do when. Um we're excited
[7:04] that we'll be able to get a new facility
[7:06] that will give us the space we need to
[7:09] operate um give some much needed
[7:12] community space for our residents um and
[7:15] really just be a uh a great asset to our
[7:19] community. It's a really exciting
[7:20] project.

[7:28] >> So BKV was actually just at council for
[7:31] uh the work session on October 9th and
[7:34] kind of went over their first draft um
[7:37] proposal uh and and study results and
[7:41] >> [music]
[7:41] >> um that is was a great first step.
[7:44] There's about four or five more
[7:46] deliverable steps that they have after
[7:47] this that will really fine-tune based
[7:50] off of the feedback from that meeting
[7:51] and from future meetings with both
[7:53] council and staff. Um, but I think it's
[7:56] a great step in the right direction. Uh,
[7:58] and feels like we're off to a good start
[7:59] with with the entire project and I I
[8:01] certainly think we're in good hands. So,
[8:03] I'm excited.
[8:10] We expect to uh be working with BKV
[8:14] pretty hands-on over the next year or so
[8:16] in terms of their their deliverables
[8:18] that I had mentioned. Um and our overall
[8:21] project timeline. We're hoping that we
[8:23] are uh breaking ground on a new city
[8:25] hall uh facility and and kind of the
[8:27] associated parts of of that um of that
[8:30] part of our campus facilities by 2027
[8:33] and hopefully into a new building by
[8:35] 2028. Uh there's still other parts of
[8:37] that study that will need to be figured
[8:39] out in terms of other um you know
[8:43] additional facilities whether it's
[8:45] public workspace um or uh different
[8:48] aspects of public safety um and other
[8:51] buildings separate from this this first
[8:54] city hall building um as we do our kind
[8:57] of holistic view of all of our campus
[9:00] planning. Um, but in terms of the first
[9:03] step and the and one of the biggest
[9:05] steps, if not the biggest step in
[9:06] getting into a new city hall, we're
[9:07] hoping breaking ground 2027 and in there
[9:10] by 2028, which is coming up quick.
