and justice for all yeah does it see Mr dark in here or on that's okay we can see oh I'm fine I just I wanted to make sure it was having a seizure hello hello welcome all right um we'll keep moving on here would someone like to make a motion for the agenda approval so moved second all in favor and item number four would be the minutes from May 16th 2024 if anyone had any additions changes questions I I have a question okay the back page okay why it look like that yes I can adjust the formatting oh I got it because there's a cross out for Commissioners NBO and Anderson because you guys switched [Applause] meetings now I understand all right do you want me to adjust the formatting though I can it's a Min at it otherwise sure yes okay look at me no I figured it out Tom I was befuddled kidding okay um I'll make a motion to approve the minutes as amended second second all those in favor say I I I okay um item number five um is open Forum a public comment opportunity we do have one individual in the audience if you would like to speak on anything that's not on the agenda okay sounds good okay would you like me to read or is this just well we can get into it when we uh go into the topics okay perfect all right sounds good all right uh we do not have any presentations tonight we do have a couple of Unfinished Business items that we need to provide feedback on so we'll start with the park enhancement program 7A um something to note and it was what Vice chair friederick was referring to there is also an email that I had received on Tuesday it's on the Das um if you have any questions on that I do believe the sender is in the audience so I'm sure she would be more than happy to answer any questions on that um otherwise I can address some of the comments that are in there as you guys see fit um I do have some of them highlighted so I was going to touch on them a little bit if that's okay all right so in the email we'll just start if you don't mind I'll just do a full overview of kind of the topics um we have two of them tonight the park enhancement program and the park naming policy um I'll kind of go over the email and then we'll go into each topic separately uh with the park enhancement program you'll notice that there's some adjustments um but there were some areas of concern so if an individual family wishes to donate an enhancement for a park that will be developed in the future will that possible I think that's kind of a philosophical discussion I have hesitations with holding on to money if we're not using it for a certain amount of time uh that gives me some pause just because I don't want to lose track of it to be totally honest not the money but like the request and getting it put in until we get a little closer I think within a year is reasonable if we're estimating that we're going to start project work within a year I think a year prior is super reasonable anything more than that makes me a little nervous holding on to people's money when we are not quite sure when we're going to be installing something um the other one was about uh neighborhood parks um having development names there was some concerns specifically with the statement about a substantial donation typically not less than 50% of the value of the property or improvements um the concern was de developers who donate land as part of their development agreement could claim that this means the substantial donation I don't know that that's entirely how they can go that route um there are some statute requirements with Park Dedication that they have to meet so I don't feel that that necessarily meets that donation word that we use um so I think that we would be covered in that but if there's something like a caveat or something you want to add in there we can certainly explore that I would also say there was some conversation about having the attorney look at it I'd highly recommend having the attorney look at both of them I think that's a great idea and that would kind of cover our bases there as well um that kind of covers most of the big points in the email unless there were more perfect um and then with that I'll just go into the park enhancement program specifically unless anyone has any questions on that I have a couple questions yeah um just wanted to verify specific designs and amend types are you on the first I'm sorry first page of 7A the park enhancement program the fourth paragraph down any additional changes and if there are specific designs or amenity types I was just wondering what that would like if that could get an example what that would be so let's say that you had a preference between composite benches or metal benches let me know don't make me waste my time looking at metal benches if all you want is composite in these Parks if there is like even if it's hey I don't know which one I want can you show us both I just I don't want to go out and get a bunch of quotes and start looking at designs and everything and be going down a completely wrong Rabbit Hole where you guys could just point me in the direction you want if there's something in mind otherwise I have no problem going in and picking out what I think is appropriate but I wanted to make sure that you understood you have full range let me know what you want okay okay I I just wrote J on a note and I said durable but with a nice aesthetic design so just not something super boring like you see everywhere but maybe something a little bit more geared towards I know we have to keep them kind of consistent but maybe with what our color scheme or something or so they're not like a purple one and a blue one and a yellow one and a green one and an orange one it's like we stay consistent with colors would be a preference I guess and then would aen would an amenity be like a a water bottle refill station could that be considered an amenity I would say if you're going to do a water bottle refill station you're going to want a full drinking Fone too don't just do the drinking right exactly but have that option yep and I think that was included as an option okay bench bike rack oh no it wasn't okay see good question okay and then my other question was and I happen to see this at a park that I had just visited recently and I thought it was a really cool idea but and maybe it would be more appropriate like at a city park where there was maybe more events happening where people would need a place to sit but it was very nice because they actually had a really nice bench with like a it wasn't a fire pit but it was like a one of those special fire things that actually you can sit by with a glass fire table kind of like one of those yeah and it was just it was really nice I don't know I thought that might just might be an option are those are you talking ones that you connect like a gas tank to and this one I I think was actually probably connected to a line gas line they've got him like um the new one at the downtown Maple Grove okay Arbor Lakes they've got a few of them where did you see the other one M the one that I saw was out at um oh my gosh not in NOA uh maybe it was Ina it was a recent meeting that I just went to for the cler's conference and it was a new event center right on the Mississippi oh um it's beautiful ch ch that sounds right thank you thank you yes yeah and this one was very cool because it overlooks the playground so it's kind of sitting up on a hill perfect and then on page one under the park enhancement part under plaques I just made a notation about um what if someone were to ask about having a plaque in a different language and if we would want to have an English translation for that you tell me what do you guys think is that something you want to address in the policy is that something you want to address item by item I don't honestly I don't know how frequently it'll pop up I can also tell you I have looked through so many of these policies and I don't remember seeing anything that references that do I think it's a bad idea to reference it I don't have a preference either way to be honest so it's however you guys want to get as specific as you want okay I think there's some flexibility with having this be reviewed by staff and then parks and trails and then the city council where you've got enough eyes on it that at that point that decision can be made but if you have a preference now we can add it into the policy I was just trying to think of like possible things that could possibly come up and I just see I see a lot more of that around now um and I'll just I'll just finish that if anybody else wants to add anything we can have a bigger discussion once we have everything out there um on page two I had reference to um under maintenance responsibility under the second bullet point um we had added there's a 10% maintenance donation and I had questioned if there would be a donation if once that piece of equipment is installed it becomes city property why would we be charging a maintenance fee for something that the city owns but it sounds like it's very normal to do that but maybe what we do is change it from a maintenance donation to maybe applied towards the concrete pad for an item um I thought we had in here that it becomes the city's responsibility um it will so the 10% maintenance donation as a reminder we briefly touched on it during the May meeting it was the ongoing maintenance so it's just a 10% add-on to the cost of the product itself so say the bench was $1,000 it'd be that extra $100 and it kind of helps cover any of the added maintenance that goes along with it I mean Public Works time it could be maybe it took some wear and tear and needs to get repainted if we don't go with a composite option there's just those added unknowns it's kind of like a contingency almost does that make more sense M and repeat your comment then on it so so I just when I read it I felt like well if it becomes city property and the city maintains all the other equipment in the city why would we be charging someone that's already making a donation a fee for the maintenance and then we had talked and and I thought it was a great suggestion well maybe instead of making it a 10% maintenance donation maybe that is applied towards the concrete pad the more I'm thinking about it though 10% would not be enough to cover that concrete pad cuz I know I had mentioned that and I I'm thinking back now going $100 isn't going to be enough for a bench MH so we can we can take it out that'd be an option and just not have it we can I mean you had already directed me to include um concrete pads and things of that nature in the cost so if we philosophically don't feel like the 10% needs to be in there if we put it in let's say somebody puts up a bench and then they come in and and like all things the bench is starting to get little mold they say power wash that I mean in the and we should and that costs you know a bunch of Staff time just to do that so I I have no problem with charging an extra just because we're going to maintain it and that incurs the cost and if you're donating it then why not I mean I think so if it's too much then you get a cheaper bench so the 10% still stays under your limit there's a lot of wiggle room here we just just adding that together that's good point it's also I guess there's another way to look at it of if you're donating this it's an honor probably of someone or a memorial of someone so you want it to look good and this is a good way to make sure that the city is accountable for making it look good we've made you pay the maintenance so now we have to do our work there's some accountability there for us as well not saying that we wouldn't be but it's just an easier leg to stand on for a Don or two so does that mean the donor can then say if they go out to the bench and it's dusty this needs to be cleaned and then I mean reasonability right that's but that's what I'm questioning the 10% maintenance donation that's all and then one other thing I'm a very last bullet point um if in the event of major damage the enhancement enhancement becomes unusable um the city will attempt to contact the donor in writing to discuss a replacement option but my question was is if it's a city property wouldn't that just be covered under a city Insurance yeah I had the same concern about that last one about people making this donation and building and then all a sudden damage comes in there responsible for the replacement rep doesn't seem appropriate that's kind of what I thought it might hold people back from even doing it in the first place oh if it gets Dam espe if it's expensive yeah I will look into it and this is not going to be the last time that you see either of these programs to be very clear I updated these I have not had a chance to look at quotes I will get to it it probably won't come back to you until August but I figured since we were meeting anyways I wanted to show here's the updates now that this is updated where are we at now there's going to be more stuff right so I can look into coverage by Insurance cuz in my mind want to do everything we can to promote people to want to do this and that would be a big that's one of the ones that stood out to me as a this might be a reason someone might be apprehensive about making this big donation if it's at risk of them having to do it again if it gets damaged that's kind of where I fell with the 10% maintenance donation too because I felt like well that's what our taxes are paying for is to maintain the parks to maintain the trails and if this is truly City equipment once it's installed I feel like there shouldn't there shouldn't be a fee for for maintenance and does the donation fee we're going to charge cover installation and all the that pieces or yes it would include the cost because the other thing you could say is 10% for installation but if that's not the case well and that's what Michelle I'm sorry Vice chair fck and I had talked about a little bit just a couple minutes before this because she had brought up the question and I that's why I'm going I don't think 10% is going to be enough to cover the install I mean like I said if it's $1,000 bench $100 isn't enough it's going to be more than that mhm mhm but $100 to cover ongoing maintenance I think is reasonable I mean in the grand scheme of things $100 is not going to fully cover more than likely all the maintenance it's going to need over time is that based off of any historical data I took it from a different policy there's a few of them that have maintenance fees in them and so you can go either way with it it just kind of depends on the policy question you might not have the answer to this either so we can you can find out for me but like my question would be then is what is our Park budget for maintenance depends on how you look at it I mean we've got operating supplies we've got Professional Services it all kind of falls into a different bucket right so but like eventually we'll have and it's going to have to increase as we get more parts so I can't I could tell you what it is right now but that isn't going to really help as so so that 10% can't go into our into the park dedication fund either if you report it this way because we can't allocate maintenance that so this also kind of changes bullet for ibe not changes but might clarify city of cor will be responsible maybe for performing routine maintenance because that responsible could just say could apply that we are responsible for cost and Performing just some clarity in there depending way we go with the 10% that could change that bullet or the way that that bullet is interpreted right any other comments on that one on the repair or the whole thing on the whole thing yeah I would add to your list I don't know if I wasn't here last time but also considering any like trees or garden type dedication fund I would why are you shaking your head highly highly discouraged trees um I have heard about trees so many times in my groups I've heard about trees from so many other people I'm going to paint a picture you get a tree in Memorial of someone who passed away the tree dies it doesn't look good you're going through a whole another grief process of both the tree and a human and honestly they don't stay alive as much as you would think they would and I will even turn to commissioner Anderson on this one because I think he's seemed similar had this conversation okay and I did I looked at some other rules around other cities too and some of them had trees some of them didn't so that's why mhm and some of them specifically said no trees so that's why I think a lot of people will start you'll see a transition away from the trees the tangible items are a lot easier for upkeep and then do we have an option for like maybe it's just in the rule but like upgrading something that's existing I think a lot of this is written as new but like if there's an existing bench that we can upgrade to the memorial version I don't know if there's a different like maybe just adding a plaque not necessarily a new bench the cuz I don't know how like if we have a spot for a bench and we just need to put one there we put one there only hesitation I would have is that might change like well I suppose if it's just a plaque they could play pay for just the plaque and the installation of the plaque but then the life cycle of that might not be the same because you're adding it to a bench that already exists that already has wear and hair so that would be my only hesitation is figuring out what the cost would be associated with it because it would have to go into the fee schedule more than likely and we can't just go oh well this bench has been here for 10 years this bench has been here for five okay let me let me think about a good way to go about it and bring something back unless you have an idea off hand no but you could if it's a 10 year guarantee for 10 years you could say from the initial inst a of that bench but that becomes complicated I just feel like people might not get the bang for the buck that they would as like person a might not get the same amount as person B you know what I mean yep and I think as we get this going that makes sense but it might be maybe something worth considering once we do have aging pieces that someone would want to come in and upgrade because it's getting old let me think of some options and if anyone comes up with anything shoot me an email but I'll add it to the list because that's a really good point [Applause] yeah you did have water receptacles in the park enhancement options that covers drinking B drinking bones and water bottle filling I still have to work on the uh trash recepticles option still not really sure about that [Applause] one any other question comments on that one from anyone I I just want to say Katherine thanks for the thoughtful letter that's a good to have a really clean perspective on it thank you and I did try to make a joke I think you're funny I got a good chuckle at my desk okay um let's move on to SB then wait can I summarize quick it makes my it makes my minutes easier and it makes my updates a lot easier um okay so what I've heard do we want to add something about alternative languages other than English and translations or do we want that to be Case by case I say we wait till it comes up at this point we can always add it if we happen to down the line can't we yeah I'm wondering but you could have something like a consideration if then if a non-english plaque is proposed translation will be considered or something I don't know if you [Applause] can if it's going to cause trouble not addressing it I just don't know that it cuz we need the translation even to make the like okay to put it up there I think there in in homes in corkin there are at least several different language is spoken I think we should we might as well be open to to having some of those displayed you know there's I'm sure there's Hindi there's Spanish there's who knows what else a bunch yeah right so add it in there do we want to translate it if we if I think I would think that the translation yeah translation on the black I would think so okay that's yeah and then if they didn't want it then that's when we would revisit revisit yeah but at least it's maybe a preference will be given towards a translation in addition to but if the preference is to not have the translation that will also be heard I don't know how I'll figure out a way to word it it'll come back to you guys as well so you'll see it again um the option of adding a plaque to an existing amenity finding a way to incorporate that um the 10% maintenance donation where did we land on that I do not support it okay I think I'm in favor of anything that helps donations and involvement have a higher chance of occurring and I think that's could be prohibitive to that so I'd be supportive of not having that if we think we can manage the budget without it and you you could almost build it into like the proposal like say there they're saying I have $1,000 so then you look for a $900 object or item you know like you just know that that might so maybe incorporated into the cost of the amenity right so a 10% donation the cost of the amenity itself and then installation cost all right don't I I already spoke right you're off the hook okay thank you um I will ask about City coverage for insurance of on the amenities um making sure drinking fountains are on there more prominently looking into fire tables a little more um otherwise I think that was and then durable good aesthetic consistent colors are we looking to have a consistent amenity between all the parks or would we want it to be tailored to the actual Park itself so that was something I had brought up during the last meeting um I would recommend having all of the benches that are in here all of the drinking fountains that are in here all the same otherwise it it requires me to go out for New quotes every time if someone wants this like change yeah that makes sense makes it really hard to navigate this program yeah so I'd be in favor of something that's has a natural kind of tone to it too that isn't going to stick out in one Park versus another and if if it has to work for all I'd rather be more natural tones okay all right thank you okay on to [Applause] 7B um do you guys want me to go through it or are there initial thoughts that we want to touch on I can go through the changes and then if there's anything that stands out that we don't like sounds good um so I added the line about proposals must meet criteria in this policy however meeting all criteria does not Ure naming or renaming that should just say naming not renaming I voted this why we go through it um there was the added part about commercial organization naming which was one of the topic points in the email I might have there was some thought on Commercial entities entities having names in the email that we received um the thoughts were for specific amenities that might make sense but a park as a whole not so much um and that seemed to be pretty in line with what the discussion had last month so that still hold true I'm just thinking if wait like can we Define what like an amenity might look like in that scenario cuz if it's like a water again like a water fountain I can't imagine someone wanting to put their name so this is the park naming one so this is different this is the things that have I think we put 15 20 year lifespan or something the other one is yep so at least 15E life LIF span so your Splash Pad your building your playground ball field ice rink ice rink Dr that is about a 3 week life spand isn't days we're lucky this year it was five days I yeah so I had some thoughts around that policy around like I understand the corporate naming if they're big sponsor but I'm wondering if we could prioritize like I had written down like Geographic historical functional Memorial as like a priority over that naming as part of this process so I think yeah and I and I align with the amenities maybe named by the corporation but I would not want a actual Park name to be a corporation consensus on that I feel like that was a pretty common thing okay commissioner Schmidt you okay yes sorry I just wanted to make sure you were in agreement I didn't want to leave you out um so I'll make that very clear okay amenities yes Park as a whole no thank you any other comment on 7 B um not that I'm trying to are we clear on the a park dedication fund is not a donation so I think that is an important part I would align with thaty but I am 95% sure that wouldn't count as a donation that CU I would cily obligated to meet certain requirements and so I I don't think so but I I will double check on that just to make sure but I would certainly be open to if uh development wanted to like double the size of that as a donation that half of that would count as the as a donation so then would you let's say t Vera donated the park park land that they had but then they gave 50% more would you want it then to be called to Vera park or l Park no but they should be not the park name but if there's an amenity within that park I think that would qualify in that scenario MH thoughts consensus yeah work yeah donated byy yeah and I'm happy yeah donate a buy or not the name of the okay cool I can make that work if you get up to the it's speak loud I did have sorry I was just going to give cther with 6747 old stbridge drive thank you which one I looked at um in corp I was going to give an example for my hometown so there's a park there called Swan Park I sent it to Jessica just because I happened to be there two weeks ago and it looks very much like City Park um and added the splash pad and the splash pad's name is Community First Splash Pad because that's the savings and loan that must have given the majority of the money for that and I think their ball fields are also named and that seems to be appropriate especially the way this policy is written that there's kind of a lifespan to things and at the end of the lifespan there's the opportunity to switch names so I think that's really good um Mak sense to me uh I was going to say it's in the news today that the x is going to be rename and I don't think you know you want to get into that kind of thing so the XL Energy yes yeah after next all right thank you I there there weren't that many to this one I think I can handle one all right okay yes you're welcome unless anyone else had any other okay we're going oh it does cover amenities right when you say cuz like the guidelines say Park Recreation Area facility within Park but they should cover like if we're going to name splash PS and stuff right maybe I'm missing it I remember seeing that before but now I'm 95% sure it says splash pads out there like okay called out uh naming of amenities within parks recreation areas and Facilities is at the [Applause] end organizations is that so do we take the commercial part and move it into that section rather than the park naming I like that idea thank you for doing my job where's the money you are making my life easier and I appreciate it well as long as we're on that part of the subject I mean like if we look at our monies here I mean the Northwest area JC's donated 100,000 specifically towards the splash pad now I don't know what a splash pad cost closer to 250 to four okay so but well depends how fancy it is right but so would that fall into kind of a category of naming it that I think it said 50% I I think it said 50 so depending on what type of Splash Pad right yeah and to be fair I think we left it so that even if it doesn't meet that full 50% but you feel that we still could here's the other part of it that JC's donate quite a bit of money and are a very strong organization in the community which I think is another reason that it would allow for a naming I'm not advocating either way I have to take both hats off for this because as a JC I'd like to abstain from any real thoughts here but um that also brings me into the point about holding on to the money until we know we're going to do something with it that's something where I'm like I wish that we weren't holding on to this money when we haven't done it yet and it hasn't gotten lost in the Wayside or anything but that's part of why that comment came into play for the pep program does that help sense it does and I love the J however I feel like if we were to allow it for one donor we'd have to do the same thing then for all if they didn't meet that 50% criteria if that's what we have in here so it that's not the only criteria there's a few criteria that they can meet and if they meet one or more of those it says so for instance um currently Lions field I would have to assume it's based on the court l um so that currently has a name so I I think that we already kind of follow it a little bit which makes it easier but it's all up to your okay yeah there's like it lays out if there's significant contributions to the community if there's a historical I think all those all of can be considered for that other thoughts on this one I think we all agree yeah yeah we're good you did good okay all right on to 8A the 2025 budget and fee schedule all righty um registration fees have not increased since 2022 that's not something I'm bragging about nor excited about either way um but I do think we need to increase them a little bit because inflation has made it more expensive and the cost of the Machine Pitch tournament is more expensive and uniforms are more expensive so everything just costs a little more um assuming that we run programs next year which is still the goal with construction we're trying to find a way to make it work for programs and construction um the seasons might look a little different timelines might change or maybe it's one baseball season I don't know yet we still have to get into that a little further but assuming everything runs as planned and it could I would like to propose the increases in red you'll notice all except for one program would be getting an increase which is fall t-ball and that's only for residents that wouldn't see an increase otherwise it is $5 pretty much across the board with the exception of the Machine Pitch and coach pitch non-resident rate for the fall season which is both increasing by $10 but the impact is on non-residents when it's more than the $5 so um other than that the amenity rentals I don't think we should change the price of them with again with the park being under construction if you're going to rent something I don't feel good faith going hey yeah rent it for more money but there's construction around con so thoughts on that that questions on it I should goad I should probably have sent you this question before how does how close to self- sustaining is the baseball softball program it depends on how you look at it um it is self-sufficient in terms of like we get our money back and can cover the cost but when I started here the idea was that it covered part of my wages okay um since getting Jackson my understanding is the idea is it covers part of his wages if not a good portion of them and it does cover a good portion of them yeah however we also use him for things like Community engagement events and parks and trails so it's not going to cover the full amount but it does cover a good portion of so it so it covers the expenses covers the covers the umpires the equipment we are not subsidizing any I have one quick question since we're going to be eventually upgrading our park and we have non-residents using it and maybe not this year but in future years is $10 enough difference between resident and non-resident I would say so I don't think if you go any higher than that we're increasing our resident numbers anyways so I'm less worried about the non-resident I don't think I've really seen anything more than $10 more for cost the cross other cities and I wasn't going to say a lot I was going to say maybe $15 more is what I was thinking only because a lot of you sports are so so expensive that this seems like a really great deal it is but it's very recreational yeah a lot of them are more competitive and we offer great programs at a great price you know what they say fun first that is that's right that is the cork gr way yep um ALS so I the cost of the programs I was trying to be mindful of like how many sessions we have and what it kind of equates out too so if you want me to make it 15 I can I wouldn't recommend it I just been open it up for disc discussion but maybe for 2025 I mean when the new amenities come in or 2026 I apologize when the new amenities come in I think this should take a much larger look because we're going to have bonding and things like that if that comes into play if we're but also just the things should be nicer yeah people would want to come rented and all that fun yeah so I think for this year we're okay I think future years I would recommend okay yeah so can I get a motion to approve the about the planning project update updates are in that blue italicized font [Applause] can I add one thing I have an adjustment to the minutes um so to make things easier our planning technici has a different title in the Planning Commission agenda for this but it makes its way to Planning Commission parks and trails and city council so I have since updated our heading for it to planning project update just so that I don't have to to change the title every time he gives it to me um with that in your minutes from last month it says active planning applications I would like to adjust that it's a minor clerical error if you don't mind I'll make a motion to adjust that clerical error thank you second all in favor thank you sorry no worries [Applause] [Applause] the Domino's concept plan was pretty interesting which one the Domino's concept plan by the park M good plan it was a good discussion it was y they have a lot of incentives as as a corporation that they allow to like Park people that are coming in or there's events at the park so there was some other special deals yeah is that the one of the salties it's where Corp and locker and yeah so did it pass since it was just feedback this point Y but there was a certain level of enthusi M mhm yeah yeah so is it the construction company that's buying it or is there a backer behind him that I'm not certain of I want to know the owner that seems to be the mystical part here missing the the representative who was at the meeting was somebody who designs Domino layouts for a living so I don't know who the own was yeah I don't recall his name okay but they do have another one in it was it in St Paul I don't remember in in another city in Minnesota that was very successful this same type of plan where you just order your pizza and you drive up to get it or walk up to a window you order walk to the window you never get to go inside yeah there's no yeah it's like drivethru only that's how it fits in that huge space say there's I don't know how you can fit anything yeah exactly like spots for parking those are for employees yeah I think so there better not be any mistakes where you got to pull up it'll be like [Laughter] wers okay any other questions on that item okay we'll move on to 9B program coordinater update great yeah it's been a really busy month around here uh youth programs are in full swing uh baseball's wrapping up t-ball and coach pitch our two youngest leagues uh wrapped up last week um we've had really good feedback we sent out a survey and we've had a lot of good feedback about the coaches that volunteer and help out um how we run the program um just all the families in it are great and everybody loves their program for the most part weather this spring was a challenge as you all know it's been very very rainy so that gave us a little bit of a challenge but we got through it and adjusted as needed and did you have to cancel many we had to cancel quite a bit we have a couple rain out days at the end of the year um because we kind of went over that we scheduled some days as like a double header so like they play two games instead of one at the very end to try to make up what we can and then some Fields drain better than others so we kind of move people around the park to try to find drier spots but it all worked out but a little bit of an extra challenge double heads are always kind of fun yes yes straight from one to the other uh then soccer uh registration closed a couple weeks ago we're up to 296 kids wow uh 37% of them are resident Which is higher than last year uh our field setup week is next week so uh Jess myself and we have a a little bit of help from our Community Development Department too to help us out on Monday we'll be out there painting lines and stringing the fields getting the Nets ready next week um working on sorting out equipment uniforms and soccer begins uh right after the 4th on Tuesday July 9th so it's coming up soon and otherwise we're kind of getting the ball rolling a night to night prep um working with the police department to get uh request donations from businesses organizations help put that event on find some volunteers and that begins to really ramp up after the fourth here so stays busy around here it's good okay okay thank you Jackson of course and item 9C Recreation supervisor update hi there I've been busy uh tonight that's ramping up uh we got the coloring page done there's a lot there I hope the kids like it I might have overdone it did home with a coworker tried to get her 9-year-old to do it and she gave up so I'm really not feeling confident now but I really tried uh other things we're working through a cultural assessment as well as a comp and classification study so that's been taking up a decent amount of my time um Park planning continues to go on the city council approved um a wetland delineation survey civil engineering and electrical engineering to be done with the in-house consultant stantech has a nice consistency to it because we can transition into it easy I know the staff the staff know us the staff have worked on projects like this they've worked on City Park stuff before so they're familiar with it we're hoping that it should be an easy transition um policy work you guys have seen most of the policy work at this point Park rentals continue to come through um I would say this is probably the highest rental season I have seen it just continues to increase I would say Co helped that and then it's just been consistent uh other than that quarterly newsletter articles Park and trails packet Council items the usual uh picking up these beautiful chairs that you're sitting in today your community development team really worked hard to go get these did you put them together too uh no they came pre-assembled but I did help put them in a trailer so did guys so um a lot of busy stuff a lot of upgrades and just good stuff that we needed to get done and it feels like we're finally getting the momentum to move so it's been fun fun last six months honestly good are the park riddles coming more from people living in the smaller lot parts of town or is it just something different than that that I would have to look into a little more specifically I mean I'm looking at the addresses but I'm really only looking for corkran versus non sure yeah um I could look into it and kind of get back on it cuz I that would be my guest is that if you've got you know a birthday party and you're on a small lot you might say let's go make a mess at the park instead of you think so but also if I had a large lot I just wouldn't want to have to clean my house there you go you say yeah there's a beauty in having an area for a set time frame and having to go you guys don't got to go home but you can't stay here right thank you okay item a city council report any questions on that one I don't know if council member nich is talking I don't think so I'm here can you hear me oh oh hang on try again hello hey I hear you okay very good I was waiting for questions but didn't hear any sorry that I was silent uh you already covered the first item that I thought you'd be interested in hearing about that the tal for having a delivery pizza restaurant within the city limits I think was exciting for a lot of folks uh the next one that I thought might be of interest to people is the Oswald Farms concept we we didn't really get into a lot of discussion about it other than there was a lot of concern expressed by some members of council that it could be to too Keen or too well aligned with large industrial and more of a warehouse distribution with lots of heavy traffic uh and there's a action item that came up out of the next council meeting to do a little bit of a virtual field trip and look at business parks and try to better Define what we want code to indicate should be allowed versus not allowed I think all of council is interested in seeing uh potentially some manufacturing light manufacturing with low traffic that could have some Warehouse components to it but we wanted to make sure that our code is set up to ensure that we don't migrate from that intent into something more intensive the other item that I thought might be of interest to folks was the Heather meow thir Edition this was the &p development uh that was tabled to June 27 primarily around concerns about whether the plot actually organizes the new homes around a natural feature with a intent to continue to primarily Farm the open space rather than have it as accessible as an amenity to those in the development uh there was concern that we didn't actually achieve the objective of the OSP so that one is going to be re-reviewed were there any other items anyone would like me to speak on and I have to apologize the last council meeting did not make its way into the packet between resignations and people being busy across the board it just hasn't gotten in there sorry any other questions no I'm happy the other meows is being looked at again it's very appropriate I agree and thank you for speaking up during that meeting no problem Mr Anderson that was very welcome it's good to see the parks people getting involved in those discussions thank you councilor Nichols thank you very much all right um 10B the Garden Club report do have uh thistles are in full bloom they're not in bloom they're in full growth mode and I don't know why Cork and Drew the Short Straw thistles this year boy are there this we did have G Club people out doing some pulling of the and pulling of the weeds Y and the panies were in full bloom if anybody happened to hit the panies they were marvelous the garden looks nice yeah it just look if if you don't ever get back if we were get a nice table okay moving on to item 10 C any questions on the park dedication fund we're still missing a good portion of our finance team I I hate to keep telling you guys we're missing people but we are missing people but we're working on it Phil's not here yeah it's nice to see it continue to [Applause] grow okay um moving on to 11 other business and announcements anybody have anything announcement wise anything to share uh Little Elm Creek Watershed news you know Ken is getting near to the time when his house will be built up North and then he'll be on his way out of town and so K has been our Watershed representative for several years Ken guner and is Stellar at that job it just is really quite remarkable and um uh and to kind of top things off I think he's found somebody who might let be interested in doing the job yes which which yeah I think is so so that's that's really good um The Watershed district is really important for development and insane growth in Corran they and it's uh there's some money available uh for there well there's all of that all of those Hoops that developers have to go through to make sure that the waterways and the wetlands and quirin are no worse because of the development than than they were before it happened that's that's that's pretty important stuff um the there was Canon Eric whose name is last name is this cing made a brief presentation to city council about some Watershed money and access to Grants for homeowners and Ranch farmers in the area to to do some mitigation right now uh El The Watershed is larly largely impaired which means that there's too much organic matter there's too much runoff has been that way for for kind of forever for a good while and uh but there is some money available to to change some of those uh some of those practices so that it can we can improve the quality of the wetlands and it sounds like that that will be a more active program forward so that's uh it's really hopeful it's a it's a good thing you know because we that's our feature is all our Wetlands it's nice if if they're if they're in good shape that's that's surprisingly hard to do yeah okay uh number 12 our commissioner Lea on the calendar are there any changes we need to make I think I'm next week but it'll probably be virtual that's just fine but I'm good I'm wondering if shair Christensen would
