Mr. Stephen Smith provided a comprehensive overview of the LA program, its funding mechanism, eligible uses, income limits, and spending requirements. He then presented a request for a $650,000 loan for the rehabilitation of Willow Wood Estates, detailing the property's characteristics, existing project-based rent assistance, and the proposed scope of improvements. Staff recommended a 30-year deferred loan at 0% interest and advised against modifying an existing loan from 2004. Sally Rabon from Common Bond Communities further explained their mission, the necessity of the rehab, and the secured capital stack for the project, including the extension of the project-based rent assistance contract.

HRA Updates: Project Progress and Commission Transition

No formal action required or taken

Dissent: Chair (Wayne) voiced concern regarding the accuracy of the HRA transition summary presented in the packet, stating it wasn't reflected in official minutes.

Mr. Stephen Smith updated the commission on the successful bond closing for the Melrose project and the acquisition of Plymouth Colony by Outreach Development Corporation. He also detailed the progress of the Bring It Home program, noting 11 vouchers issued and 3 approved leases, while acknowledging the significant unmet need for housing assistance. Mr. Grant Cornelius then provided an update on a City Council study session, which included tours of The Boulevard development, discussions on adjusting the affordability mix for future phases, and incentives for waterfront retail. He also discussed exploration of other development opportunities in City Center. Finally, Mr. Cornelius informed the HRA about the consensus from the joint City Council meeting to transition the City Council to officially serve as the HRA Board and create a new Housing Advisory Commission. The Chair, Wayne, raised a concern about the narrative presented in the meeting packet regarding this transition, stating it did not accurately reflect the official minutes or a definitive decision.

Staff are not supportive of this request. We feel that, uh, in conversation with our city's financial consultant, it would be best just to have this loan paid off at the time of closing in February 2027, with the interest accrued to date.

Our mission really is safe, stable, affordable housing. And we offer wraparound services, something that's a little unique to common bond is there's supportive services in each of our properties that help residents with, um, resume help or applying for a job resume help or signing their kids up to enroll in school after school programming for youth as well.

The new 20 year Hap contract, which is what we want. If they give us a 50 year, we would take that. But 20 years, how they do that and the first mortgage lender and the um tax credit investor, they also want that. So they're like, we won't close on the deal without that 20 year Hap contract, which will ensure that residents of Plymouth only pay 30% of their income on rent for at least 20 years.

We're really only helping less than 10% of those who apply in are qualified. That's all the the funds that we have. So there's a much greater need.

Where they're at right now, with the Belle Terre under construction, with that building having 20% of its units affordable, and now the Melrose, which will be 100% affordable, they're a little over 30%, I think 31% of the projected units will be affordable. And so they want to adjust the affordability mix on the last two buildings.

And so the general consensus of the council that night is to move in the direction of having the council serve formally as the as the HRA and then creating some kind of a housing advisory commission, which you folks would serve on.

The way this is presented in section 7.1, it says the council requested that staff develop a plan to modify the HRA bylaws, to have the city council officially serve as the HRA board. Those of us that were at that meeting, we didn't hear any specifics regarding that. And the minutes that we received did not reflect that.
