Missing Middle Housing Study Presentation and Discussion

Public Hearing on Missing Middle Housing Study

Votes (1)

Consideration to Recommend and Receive and Filing the Missing Middle Housing Study to the City Council

No final action taken on the motion for recommendation; discussion and public hearing concluded, but no vote recorded within the provided transcript segment.

Dissent: Public speakers expressed significant opposition and concerns regarding the study's recommendations, particularly related to the scale of development, impact on neighborhood character, and the role of developers. Several commissioners raised cautionary questions during their discussion.

The Planning Commission discussed the Missing Middle Housing Study presented by staff, which covered the rationale, methodology, and recommendations for expanding housing options in Golden Valley. Key aspects included addressing housing affordability, historical exclusionary zoning practices, preparing for state legislative mandates, and diversifying housing stock for different life stages. Commissioners asked clarifying questions about the scope of 'receiving and filing,' the owner-occupancy requirements for ADUs, developer incentives, and mechanisms for evaluating future policy changes. Public testimony covered concerns about traffic, environmental impact, preserving neighborhood character, potential for luxury development, and calls for a more phased or localized approach to rezoning.

Notable Quotes (7)

Tonight’s recommendation pertains to receiving and filing, basically completing the missing middle study to pass on to the city council. And it doesn’t include recommendations on any of the specific actions suggested by the plan. Those all will come from city council discussions and recommendations.

This study found that zoning, Golden Valley zoning code, um, like many others, reflected exclusionary practices, including large minimum lot sizes, restrictive single family zoning, extensive setbacks, and increasingly complex development regulations. These policies have limited housing diversity and affordability, contributing to a community that remains wealthier and less racially diverse than the broader Twin Cities region.

So I'm going to bring this up because, um, I know that your study is more on increasing, um, units in the city rather than just looking at affordability, but I think affordability is a key factor here. Um, in the scenario where you're allowed to have more ADUs per unit, per lot, what's to keep developers from coming in and tearing down a maybe a reasonably lower, older home, lower price home and building more expensive duplexes? Triplex is on the property then, and may end up charging individuals more for living in those.

There are no checks. There's what we think the market conditions will be, or the belief that these people who are not developers think will will mean that what you're fearing won't happen. But in my experience, in living here for 40 years, there's nothing that developers can't think of to try to find a way to make money. And I think that it's crazy to take this 100% chance of housing 100% change every residential lot in Golden Valley. And by right, without any kind of testing or looking at, will this work at all?

I'd also like to say that if you're building a duplex or you're building an Adu, the whole cost is not on you. Um, so, for example, my son has an Adu in his house and he has a small house. One of his sons in his fiancée, in the son's fiancee lives in the in the one in the house. They pay him rent... So that helps you with the cost.

I mean, there's so much traffic on and Glenwood right now. It's just it's I just I just know how we absorb it. So I'm just I'm emotional about it. I'm really sad. We've gotten here, and I had no idea that, um, you know, we were headed in this direction. So anyway, my $0.02.

This person pretty much said developers have been waiting with bated breath for us to ease our restrictions, and they plan on coming in, building, quote, luxury units and charging top dollar for them. Affordability is in no way their concern.
