We have two candidates here tonight running for Maple Grove Mayor, and we have five candidates running for Maple Grove City Council. The candidates are in alphabetical order. Um, Joshua Baird, uh, Mark Stevenson for mayor. Both of those are for mayor. Christy Barnett for council.

The most pressing and important issues for our community are three interwoven concerns. Development, transportation and property taxes.
00:06:39,670 We as a city must continue to strive for and obtain high quality commercial and residential development for the City of Maple Grove. With this additional development comes the additional tax base for our community and our schools.
00:07:00,470 I am proud that during my terms in office, we have brought such large employers such as the Maple Grove Hospital, Boston Scientific, expansions, the shops of Arbor Lakes, the Fountains of Arbor Lakes, the UPS facility, Fedex facility, Upshur Smith World Headquarters, and the great River Energy Headquarters. The continued expansion of these businesses, along with bringing new and exciting businesses to our community, strengthened and financially support us, lower our taxes, and make for a vibrant and exceptional community. Transportation continues to be a concern.
00:07:24,000 Throughout the summer, weâve had additional work done on our roads. The major road coming forward in the near future is the Fish Lake Interchange, which will need to have support from our federal government and our state government to get committed to.

Finally, with respect to property taxes, we will continue to keep taxes low and provide service to you that you expect and deserve. We have managed to make all of these improvements to our cities, our city hall, our revamped and renewed community center and yet provide a very, very low tax base.

And Iâm an active volunteer with the Maple Grove Lions. I had the honor of serving this community for eight years on the Maple Grove City Council. After two terms, I chose not to seek re-election in 2024 and stepped away when an opening became available this year.

Iâve been married for 31 years to my grandmother, grammar school sweetheart.

My background is building things and solving problems. I have spent over 30 years as a construction executive, most recently serving as a director of sales and engineering.

Closer to home, I worked alongside police, fire, social services and the community to help a family who lost everything within our community to a horrific fire.

Maple Grove deserves leaders who tell the truth and leaders who stay comfortable speaking out. Thatâs the council member I intend to be. I will fight to slow property tax increases. Um, going from, you know, all part of the community, it is definitely getting to a point where you definitely need to have a strong team. So it is something to consider as weâre tapping into the 80,000 mark.
00:19:19,670 Um, why not just keep up with other cities who are doing a beautiful work? Um, it is definitely getting a point where you have a decentralized power structure in our city. And I believe that if Maple Grove were to consider reaching out to the 85 mark, it would be most necessary to have world system in our city. Thank you.

00:20:01,670 They need to not look for the niche, particular special interest groups within a particular community, but need to go ahead and actively reach out to the entire greater Maple Grove community seeking a coalition of diverse bodies and groups that make up our communityâs diversity and inclusion, and bring that kind of special dynamic to our community.

That way, thereâs one representative, one representing the entire city, and each ward candidate should live in their ward as a better representation of the different parts of Maple Grove that are so varied in nature. 00:21:44,030 Yes. Thank you. I do support award system in Maple Grove, for 74,000 strong as a population right now, and will grow to about 90,000 by 2040. Thatâs a lot of people for at large city council members to be responsible for right now.

I think that there are a lot of benefits to having a ward system where council member lives within their ward and can be read, represent their community more closely, and be more responsive to their communities specific needs.

00:23:14,800 I do think itâs important, though, that we remain with at large membership as well, because itâs important that people feel like theyâre being represented across the entire city council, not just by one ward member. Uh, I think thatâs the problem with the ward system. It vocalize and makes it so that you donât have necessarily the whole council, considering your issues.
00:23:34,000 So as we go forward, weâll look at that issue and weâll make decisions as to whether or not we need to restructure and have a ward system. Thank you. Um, so I guess maybe as we consider, as we, as weâre growing and as weâre finishing with development in the northwest quadrant, if that is something that is bubbling up from the residents that the residents

00:24:56,130 While I donât enjoy, um, trying to reach all 27,000 doors while campaigning, I support the at large, um, method of our city, I think that having each, uh, council member responsible to every resident is the right way to go. We have our commercial, um, district really concentrated in the downtown corridor, and all the employment is sort of in one major area.
00:25:21,930 I think if all the neighborhoods where we have, um, roads and utilities and public safety fighting against each other, it would just make more things difficult. I think that having five council members respond to each residentâs request is actually a good thing. I think that, um, as we grow, we should keep us at an at large system and we just need to campaign earlier. Thank you.
00:25:44,800 Um, all right, weâre ready for question two, and weâre going to start with Candidate Stevenson and then candidate Johnson, candidate Stevenson, there is a proposal to process all Maple Grove water through a reverse osmosis system. What is your perspective on this idea? And, um, please be specific about your thoughts. Thank you.
00:26:10,530 Uh, reverse osmosis system is being considered by the city council because of our water quality in the city. And then also some recently discovered issues regarding PFAS. Uh, as we go forward with our water system, we have to make sure that itâs safe for our community, and we need to take the steps and necessary steps.
00:26:29,070 If the reverse osmosis system will be helpful in that process, thatâs something that weâre going to move forward with. One of the reverse osmosis system also does is it helps, uh, make our softer, softer water in Maple Grove. We donât have very soft water.
00:26:45,130 We have some of the hardest water around, and it really affects our homeowners, their water systems, their water softening systems. And we need to figure out how we can use that so that it helps save our citizens money. At the same time that we put the this osmosis system in place, if thatâs what we decide to do. Thank you. 00:27:05,370 Yeah. So weâre, um, while weâre looking at expanding the water treatment plant, um, looking at adding city staff and water, if weâre ever going to do it, really, nowâs the time to do it.
00:27:23,730 So, um, we are undergoing a significant community engagement campaign right now to really gauge interest in tolerance of the associated costs. Excuse me. It is expensive and thereâs really no way around that. So Iâm interested to see what residents are saying and what theyâre feeling.
00:27:45,130 And if they feel that this is something that theyâre going to, um, that they really this itâs a difficult one because at a micro, at a macro level, itâs hard for us to gauge, um, how itâs going to positively benefit each user. So, um, itâll be interesting to see what the community says. Thanks. Thank you. Candidate. Uh, and then candidate Barnett, candidate snowball. Yes. I do not support the osmosis system.
00:28:14,300 Um, the $700, 700,000, 700 million initial outlay for the the water treatment plant, as well as the more than doubling of monthly water bills a family of three would see approximately a 75 to $80 per month increase in cost. Family of four over $100. Monthly increase in costs. Thatâs for filtering water thatâs going to sprinkler systems.
00:28:37,770 When over 90% of residents within Maple Grove, that home that owns single family homes already have water filtration systems with inside their houses. I would like to see that money more appropriately allocated, perhaps to reduce the property tax increases that weâve been seeing. 6.35%.
00:29:01,230 Most residents within Maple Grove are struggling with costs associated with gas, groceries, insurance. None of these costs are going down. Theyâre only going up. And to go ahead and to bring a system in place when you. Thank you. Candidate Barnett. And then candidate Navratil. Candidate Barnett. So I was on the council. Um, that actually started the study for for the water treatment and expansion.
00:29:22,830 And water has always been one of the biggest complaints that we get from residents. And I hear it, but now looking at the community survey and the feedback online, itâs very divided about what the residents are willing to pay. And I understand itâs a big, huge investment.
00:29:46,100 And so at this point, I would need to see all of the data and and the study before I would form any sort of opinion, no matter what anyone seems to think about where I stand.
00:30:09,700 I think one thing that we really need to consider is that right now, our PFAS levels are at a lower level, but that could change, as could the state standards of what is acceptable. And the city may not have a choice. Thank you. To do something. Candidate Navratil and then candidate beard candidate Navratil. Thank you. The community survey that just came out showed 30% of residents strongly opposed centralized softening and 30% strongly support. So very mixed results there.
00:30:31,500 I would not support reverse osmosis osmosis for centralized softening under those conditions. I would only support it if there were a requirement from the Minnesota Department of Health. Um, regarding PFAS. So only if there were a public health issue. As a public health professional, health is most important. So I would put that as a top priority.
00:30:52,570 But it is very expensive and there are issues with centralized softening as far as our irrigation and wasting water thatâs softened. I mean, not wasting, but going into our lawns. We all like green pretty lawns.
00:31:12,700 But um, but is it the most efficient use of our taxpayer dollars? I do appreciate the softening as far as elongating the lifespan of our appliances. So itâs a complicated issue. I believe that it is more so future proofing our water system.
00:31:47,830 Like other candidates, candidates have said the PFAS levels and other levels of things in our water, which I believe our water is not great, our water is pretty terrible, actually, but that being said, over time, as things leach around in the soils, it may come up in the future that we need to put something in place and costs are only going up. 00:32:15,000 Thank you very much for that question. Um, this is very personal to me. In 2024. If you recall, Iâve been talking about this listening to the Resident in Maple Grove is very important. And based on the 26 survey, most residents in Maple Grove do want reverse osmosis.
00:32:32,670 Our world water quality is not the great greatest we can find. As a Rotarian myself, water is life. How could we develop a city if the residents donât have the proper nutrient to live, which is water? It is extremely important, I believe, for our council to begin to listen to the residents.

00:33:11,630 Uh, this is a hot issue thatâs been in the news quite a bit. What is your opinion on data center development in Maple Grove? And if you support or donât oppose, uh, tell us why. Uh, letâs start with candidate Navratil. Thank you.
00:33:33,630 I do not support data center development in Maple Grove. Data centers carry with them a huge impact on the environment. They use a lot of water, and they put at risk our electricity and our resources for homes and businesses in Maple Grove.
00:33:53,730 So my priority is to the residents and businesses of Maple Grove, not to big tech companies that are trying to come and put data centers all over the place. Data centers, as I mentioned, use a lot of water, use a lot of electricity. I prioritize environmental stewardship and all of my activities and all of my proposals, and itâs just considering the opportunity cost.
