All right, under regular meeting items, LC Stevens Park master plan phase three. [clears throat] Okay. Um, this is basically an update. Um, we did go through the master plan uh last year. I think it's maybe a December or November meeting um where we approved what we wanted to see in that. Then it went to the council and then we made some adjustments for what the council required and the phasing was a a subject for discussion on there. Um so the the phasing plan got taken out and the council picked um a few projects that they were really wanting to see. Um it was the park um the bandell area um uh putting a stage cover over there floor and possibly additional seating. looking at the splash pad um uh around that area, a bathroom and some uh additional parking was what you know staff was given direction to um pursue. Um we did uh work with MSA to come up with some alternatives and some alternative costs. Um the costs um came down to around $2 million. Um, so there was obviously some picking and choosing that needed to be done in there. I will say this, there is a very uh a 15% contingency on there that can probably be halved once we get this uh down um to you know the more finite plans. This is you know very high level concept comparison at the moment. Um, we shared this with the council. Um, and there was more discussion about what we should prioritize in this. Um, and I think the splash pad, there's a a multitude of moving parts on that to make a decision on. um whether we have to use municipal water, whether we can put well water over there, um whether it has to put into a a storm water pond or if it's going to be [snorts] um put into sanitary sewer. Um and what's the other thing? Oh, there's two different ways of, you know, using these. There's a flow through system where you use the water once and then it goes into a storm pond and then it either infiltrates or you can use it for irrigation or there's a a recirculating system where you have to have the chemical feed and all that kind of stuff. So there's a lot of moving parts there and it wasn't very well put together in this um it was some general pricing to get this uh particular project in on the $1.5 million budget that we had been given. Um with that said, the council want more um information on the splash pad and how we can make that work. Um and then the idea was to look at the prioritize the uh amphitheater improvements. Um and I think what the guidance that we were given there was to uh focus on the dance floor area and uh stage covering. Um so currently that's what we're looking at. Um I have had some initial conversations about the splash pad um and that that's quite a big um there's a lot of moving parts with that. Um there's some new guidance um from MDH. They're not doing permitting on splash pads anymore. Um particularly the the uh the one use uh splash pads. They're not going to be doing that, but the Department of Labor and Industry are taking that over. So, it might well be some more stringent um uh permits that are required for that, more um plumbing permits and that kind of thing. So, that's up in the air at the moment. So, uh I'm working my way through that. Um so, where we're going to be looking at is basically uh the amphitheater cover, a dance floor there. Um I think that's pretty much the size of the the project. Um if we can get the the splash pad um all sorted out, we can try and get that installed this year. Um that would be the you know the best case scenario, but that's where I'm prioritizing the amphitheater improvements. >> What about the restroom? >> The restrooms, we're looking at that. There's a number of different options for that. Again, it depends on sewer and water what how we get that there. Um if we use a well there, we can use a well there. Um there was some talk about not having any water in there at all or and just having a composting toilet there. Um but that has some drawbacks with it as well. So um it's trying to figure out the best way of doing that with the money that we've got to to do it. >> And parking >> parking that is going to be part of the the splash pad scenario as well. So that they're two different projects basically. So it could be phase three A and B. >> Sure be nice to get that parking in there. Sorry. If we do um a well on that side of the the park then we will just always have a well on that side of the park. And so the the bathroom would be supplied by a well and the splash pad will be supplied by a well. It doesn't make sense to drag the water over there if we've already d uh drilled the well there. um it would make it a lot cheaper to just keep the water to the other side of the park where it's going to be used for the the building in in later stages and the development on that stage. So I think where I'm sitting at the moment, where I'm feeling this is going is we'll probably do a well that's just going to have that splash pad and that bathroom in it at this stage. >> Okay. >> No sewer. So we're just going to go from having portaotties to fancy porta potties. >> Um that >> there's a couple options there. There's a couple of options here. It will be a structure >> or a mound or I mean all those two are cheaper than running a line over there for sure. >> Mhm. >> So yeah, it would be a a structure like you see on the screen there, the the two on the on the right hand side like campground bathrooms, which is not terrible. >> Yeah. Well, personally, I don't like the idea of having pit toilets. I think they don't really a lot of people have strong distaste for that type of thing. We reviewed again in June a bunch of ideas that kind of got tabled and then before the end of the year we reviewed again and came up with plans and that one did include east side so >> it's moving like water. So, you know, things can move to 27, 28, 29, not a big deal, but I think the foundation is the most important part. And I agree with Luke. If we're wanting this to be a destination park, let's not let's not try to save money on the bathrooms. Um, I'm not saying they need to be country club, but like we don't need, you know, they need to be basic bathrooms like you'd see at other places throughout the rest of the city. And if that means that we can't do the splash pad till 27 or 28, so be it. But like build the foundation, right? And if we only have a million dollars for 26, then let's do the first million of the foundational stuff, parking, bathrooms, that kind of stuff. And the, you know, let's focus on the the stake first and worry about the sizzle later, I guess, is kind of how I look at it. No, it really is like because ultimately we want this to be a park that people are going to be coming to for the next hundred years, right? So like I don't want to do anything on the cheap and then 10 years from now it's like, oh, we got to redo the bathrooms or whatever it may be. like let's do it right. Again, not going like not bougie by any means, but like let's get it. I don't want anyone to feel uncomfortable using the restroom there, I guess, is my opinion. And same with the parking. Let's get enough parking available that people want to go there. One of the main reasons why people don't go to parks is because there's limited parking. A lot of times that's a deterrent or a bad bathroom or, you know, get those right and then kind of the splash pad, all that stuff's fun, but we can kind of add it in later. I would agree. It's my opinion. Our final budget number for this is5. That's kind of what the council agreed to go. >> Yeah. >> I mean, if it if it went a little little over, I don't think it would kill it. But right now, we're way over. >> Mhm. >> Like now, meaning this. >> To me, them numbers are just they're way over. It's thrown a darling board. I think that they pulled some of the numbers from previous projects that they've done. So I mean it wasn't just totally we didn't have a set of plans. >> I sensed that during our whole presentation. >> Yeah. >> Yep. >> But I do agree though if we are trying to make that foundation if it does take uh us to you know do it the right way, run uh plumbing over or the sewer, water, that kind of stuff. if that makes the most sense in the long term, you know, with added bathrooms, with added facilities, if we build that beautiful, you know, multi-million dollar building where, you know, people would have more water usage, it doesn't pay to do a tank now and then a couple years from now have to run it anyway. So, >> yeah. And that was kind of my point there by putting this as a separate thing. The the the building would be just a separate sewer and water line run off the municipal to that point and we wouldn't run it all the way across to the other side of the park where there's limited need for it. So there would be good you know the bathrooms and everything in the building on that side would be yeah proper bathrooms as such. I'm not I'm not saying that the one that we're going to put in isn't going to be a proper bathroom. will have water, but it's just how whether we put in a holding tank and that kind of thing for, you know, for the the sewage part of it. >> For sure. >> Yeah. >> I know Scott's been saying for the longest time, too, that he just wants this thing to get going or whatever. Anything else? >> Great. Thank you. >> Uh project updates, park commission 2026 goal setting and discussion. Okay. Um, so I I pulled together pretty much everything that we've done this year. Um, annual list. I don't know if you want me to go through all of that stuff. Um, uh, I can just do a summary, I guess. Uh, the Dayton Farms Park is pretty is probably about 80% complete. Um, there's a lot of, uh, stuff to do with the sports courts, um, ceiling and painting those. um installation of hardware, nets, and that kind of thing over there. Um the playground is pretty much complete. There's just some poured in place rubber that's got to go in front of a couple of the the slides and I think the zipline needs it there as well. Um those those items didn't get done because of temperature is an issue with those things. Um the irrigation system needs to be completed. They've run a lot of the lines. um they need to uh hook up to the the water supply yet and put in all the metering and the control panel and get the electric hooked up on that. >> Um seated last full >> and the irrigation will cover both sides. >> It's sized for both sides. We've obviously only put it in this part and once we get the the rest of the park um it will just be hooked up at that stage. But it's been sized, you know, the pump and the border main size is all uh sized so it will uh be able to supply both sides of the park. >> Can that be expanded in future growth of that park then too or not? >> Uh that's a good question. There's probably some redundant um redundancy in the line. I don't know exactly what that would be. Um, and I don't know um where we would be thinking about expanding that park to >> the south half. >> I think it's a pretty defined area that we're going to have for this >> right with the future growth. >> Yeah. Yeah. So, it will go to south. I don't know that that would expand there either. >> Okay. >> I think we're got a pretty much defined area those four quadrant those four quarters. That's what I was meaning is the four quadrants. >> Yeah. Yeah. So that's it. >> Cover all four. >> It will cover all four areas. Yes, >> definitely. >> Um I own Gardens was a that small project over the park that we inherited. Um that is pretty much is complete. Um irrigation systems all in there. The small landscape improvements were done. The trees were put in there. Um and it was receded um by public works um and regraded by public works over there as well. Uh canoe launch and like I said we got all the plans and bidding stuff together went out to bid already. So you know last year we got a lot of that done. The master plan the master plan was completed and and accepted by council. Uh the other five irrigation projects were all installed. They've been test run. Um it was towards the end of the year that they got completed. So they weren't uh in operation very much. Um but they did blow out and they did work. Um we did test them. Uh they will come in be coming out in the spring to start them up and then we'll just go through everything again. But they're pretty much done. Um and then we bought some replacement trash recepticles. We're getting rid of the big blue plastic 55gallon drums and replace them with the park trash receptacles like you see out the front here. Um there's a variety of um two two stations uh one with recycling, one with trash, and just some straight trash. They all have cigarette um uh receptacles on the side as well. Um >> so is that filling up your warehouse right now? >> Yeah, they're at the warehouse right now. Yeah. >> Um >> so for a park that we were working on, I can't remember the name of it, but it's the wild flowers >> leathers. >> Leathers. >> Leathers. Thank you. Yeah. >> So, what will happen now with leathers >> like I know it had to be receded because it didn't take the first time they came out on their cost and redid part of it. >> But where is it standing now? >> So towards the end of last year I had prairie restorations come out. Um they uh took a look at it. We mowed all the cover crop down to give the seeding a chance to show through. We're going to look at that again in the spring here to see what's what's what in there. Um I think that uh a lot of the cover crop was crowding out the the native seeds in there. Um so we needed to give them a chance to to germinate and come through. Um it's usually a three-year process on a a prairie to get that established. So um the original contractor who did the job um I don't know what's happening with that contractor at the moment. Um I the guy that I was working with is no longer with the company. Um and I'm not getting any emails back from that company. So um I don't know what the status is with that, but we'll see where we're at with what we got and we will make sure that that park um is is a prairie at some stage here. Um I'll be working with Prairie Restorations on that to to make sure that happens. >> Okay. Thank you. Okay. Um, so just carrying on with the park improvement projects for 2026. Again, we got some more trash recycling stuff to do. Um, going to put some in Central Park here. Um, um, and then we did get a grant for some play equipment boxes, which are basically some bigger uh, metal trunks um, that we're going to be putting in. Um, so, uh, it'll be equipment for specific to that park. Um, it will be, you know, soccer balls where there's soccer pitches and, um, over at the disc golf course, we'll probably have some frisbee to put in there. Um, ice hockey stuff for the the arena day. I think we've got six toy uh, six trunks that we need to fill. Um, we got $12,000 grant from Henipin Henipin Youth Sports Grant to to do this project. So, it's not costing anything. Um, just a bit of a manpower to put the the the service trucks in. All the equipment in there is free to use as long as you replace it. So, we'll see how that goes. Um, >> so will they just be open? I mean, like I'm just curious what you mean by free to use. So, there's no like checkout system. It's just completely honest. Just take it out and then hopefully they put it back in. >> Yeah. There was um I was down in Florida a few weeks ago and they had some of them on the beach and they looked very well used. Yeah. >> Um, and then we talked about LC Stevens uh park phase three. We're working our way through that. The canoe kayak launch, we talked a little bit about that. That's bid opening on Friday. So, that's exciting. the DNR boat landing. Um, we're working with the DNR to reconfigure the existing landing down there. Um, that's a long process. Uh, the DNR are very strict on what they want to put in there, what they will allow. They have their own design guidelines. City is driving the project and designing and we'll do the build. DNR are paying for everything. So, it's not costing the city anything. um it's just trying to find out the best way of getting the boats, the motorized boats in and out and um not affecting the canoe kayak launch um as well. So there's a lot of conversations going on about that. Um we we're at 90% plans at the moment. The DNR engineering department are looking going through those to see you know what they think and have any suggestions. So it's a longer process but you know we keep working at it. Um, I don't think that's going to get built this year. I think it's probably going to be a 2027 build. >> Um, which is a little disappointing, but yeah. Um, I'd like to have a put in point at at the DNR landing and a takeout point at Elsie's, but at the moment we're just going to have the LC Stevens part to start with. >> Okay. >> Uh, [clears throat] then on this year's CIP, we got the territorial road, Rush Creek Parkway Trail Connection. Um, we want to get the design done. Um I will be talking with Stantech uh city engineers to get the plans um and specs for that started and ready to go in front of bidders um to get that out and bid this year and construct this year. >> And when when will the bids >> um >> Oh, >> I I haven't got a date on that just yet. Um I haven't talked to engineering yet. Um once we've had that conversation, we'll get a better plan. I don't think it's a big engineering effort there. Um, I could be wrong on that. I think it's just that is the other one was the one from 142nd all the way down to uh LC Stevens. >> Yeah, that's the one that's being done with that road project at the same time.
