So that's something that you test for and there's some >> you've got to have kind of a combination of education, experience, and testing. >> Okay. I saw that as one of the requirements or recommendations for the the new uh job description, and I just didn't know what that acronym meant. And then um item H relates to the um Stantech engineering proposal. And what I see is that um what's stated is it's a 3.9% increase. Um that increase is based on what what our actuals were, but based on the previous budget, it's a 9% increase. And I just am wondering I want to make sure [snorts] that we um included that in the budget, the 9%, not the 3.9. >> Yes, we did the 9% increase on the budget for engineering. um or at least as close as we possibly could. Obviously there's every year it varies. So 3.9% is rated on rates um for what we're actually paying per hour or whatever for Stantech, but that doesn't mean we'll obviously have a 9% increase in the budget. So it wasn't exactly 9% increase that we had within engineering. Um I think overall it was probably about a 5% increase, but that is also based on the projects that we're working on. So if we don't work on projects, we don't pay stint tech for them. So I don't want to increase the budget for projects that were might be a one-time thing that we don't won't have in 2026. Um so I think it was an increase of about 5% in the budget overall for engineering in 2026 from 2025. But >> okay um sorry that's all I had. I do actually um it was also on H and it's not nothing against Stantech at all but with our auditors we had said that we hadn't reviewed at all what the costs were is like just has has there been a review in any time in the last like to make sure that we >> there has not been a review since my that I'm in my knowledge cultur but I'd look okay so if Amy saying now within at least 10 years yeah >> um I would say that We're trying to review those things on an annual basis. Um right now we're currently reviewing our IT services as well. >> Um just to touch base with where the market's at and see where we're at. Um we will likely do the same thing and we can um if we want to do that in 2026 for um engineering >> um you know if we do change our engineering services that may change a lot more things than just hey we're changing engineering services. That might be you know how documents are presented or all kinds of other various things that come with it because Santa handles a lot of the documents. So yeah, >> but it's a great question >> and not that I'm not not that we're not happy, but it just I we had done the review for the auditors and so I was just curious if we have things like do we have a regular schedule like every 10 years we automatically just take a look make sure that like we're where we need to be. >> Yeah, we probably should be better at that. We haven't historically been at been good at reviewing to the market. um probably something we should be better at as well from staff perspective and from the city overall, but that's something we couldn't look at in 2026 if that's a direction item from the council most certainly. >> Um I would think I think maybe what would be good is to look at all of the services where we pay and maybe get a calendar some sort of like every 10 years we just automatically take a look at the market in general, make sure we're like where we need to be, make sure, you know, I think that might be a reasonable thing to do. And then it also isn't about like we're happy or not happy with the service. is just automatically every 10 years we just take a look and see that things are are you know or whatever the time frame is but I do think it'd be worth just it's kind of like your own car insurance right like you kind of just get used to paying it every single year and then all of a sudden something happens you're like wait a minute like I'm and sometimes you look at it and you're like no this is great I'm happy I'm not changing anything but it is good to you know occasionally take a look at those things so um that would be something maybe just for this year to look at is look at for those services and whether or not we do want to put them on some sort some sort of calendar just to do a review to make sure things are where we need them to be. Um or yeah, and again, not that I've not had I've had zero complaints. I'm very happy. I hope you all have a great year. >> Happy new year. >> I just have a couple of things I wanted to touch on. Oh, Marcia Grover 1132 from Brook Lane Height. Um, I wanted to mention that if you start allowing three-story buildings to be built in the city, such as Graco and the assisted living memory care building, I think you're going to need a ladder truck. In reference to building a three-story assisted living memory care building, if you allow this, you'll definitely need a ladder truck. You'll also need to make sure that there are enough stairways to evacuate these people. They will not move fast. Some will be in wheelchairs. How you going to get them up and down the stairs? Some residents will not even know which way is up. Will there be enough staff to evacuate a three-story building with these types of people? We have had a loved one in a memory care facility. So, we're familiar with it. Safety needs to be front and center of your brain if three-story buildings are going to be starting to be allowed. Perhaps in addition to requiring developers and builders to contribute to roads, you should have them contribute to fire and police funds. After all, the developers and the builders are the reason we need more fire help and police help. And you can't keep relying on your neighbors to babysit us. On another note, it seems that Dayton has become a hotbed for contractors and landscapers buying up houses, some claiming residential homestead, all the while running a business while they just happen to be sleeping at the office. These businesses should be considered and taxed as a commercial or industrial property. Just in my area, there are four of them. I'm sure there are many more that the city doesn't happen that the city doesn't know about. 1162 Fernbrook has totally leveled the property, dug up all the front and backyard, removed every blade of grass and every single tree on its two acres, and is parking vehicles and trailers in the front yard and in the backyard, which are now dirt parking lots. 1281. There are piles of something and heavy equipment sitting on their property. There's a property at the intersection of 117th and Dayton Parkway with equipment and piles of something. 11781 West French Lake Road is parking heavy equipment in their front yard, which has been expanded into a huge parking lot and is storing equipment in his backyard, too. Are they storing diesel fuel and gasoline on these properties? And then there, of course, there's the property on Zanzibar that used to be a farm and is now a huge parking lot completely filled with vehicles, trailers, RVs, and so on. All wedged in there really tight. Of course, you have the Brockton property where he said he lives there with his daughter and her family. There are many more if you just drive around and look. If you look at the rules and regulations, they're all in violation of home businesses. Should contractors be able to buy residences and turn them into commercial and industrial properties while still claiming residential, while still claiming homestead? I think the city needs to get a handle on this because it's it's becoming rampant, I think. Thank you. >> Thank you. >> Thank you. >> Anybody else? Keith Grover, 113th in Fernbrook. Um, couple things I wanted to mention tonight that um, I can't remember if I brought up before. Um, and we got the new street lights working at Rush Creek and that intersection is lit up now. So, if somebody's out there walking the trail or whatever, at least it's lit up so people can see them. That's great. Um the the next street to the north, which would be south to me, is 112th. That's another street that's just completely dark. I mean, if you drive by there at night, you wouldn't know there was a street there. We don't have a street light. We don't have anything except the, you know, the city street green sign there. And that's right down in that weird dip just south of Dean's Country Matter. It's kind of a blind type um horrible line of sight intersection. So, it maybe I don't know um if that direction needs to come from you guys or if Marty can can look at that. I'm sure he doesn't have anything to do, right? Put it on the long list of a million things to do. But, I just maybe if we could look at that, it would be really helpful. Just trying to keep that road that gets busier every day as safe as possible. The other thing [clears throat] uh that I wanted to mention is and I know you guys have talked ad nauseium about this is the the signs that people put up in the rightways whether they're dealing with open houses or whatever it might be and I know you've kind of backed off on uh you know on clamping down on that. It's still an issue every single Friday night. Every Friday night, these guys come out with this big trailer full of these signs and they plaster all the intersections specifically along 121. And I'm assuming they're doing it by every development in the city, although I haven't driven around and actually seen that myself, but they're doing it on 121. Every intersection, whether it's 113th, whether it's Rush Creek Parkway, whether it's 117th, I mean, they just pass plaster all these signs in the rightway. along Fernbrook Lane. Almost all of them are developers that have signs up that are supposed to be the legal signs, although that's a whole another issue that Hayden's working on. I've talked to him about some of those are like three in a row and they're big and they're apparently they think they can put a whole bunch of little ones up. That's okay. But if you got the big ones up, I mean, is it still okay for them to put, you know, the small signs up when they already have the big ones up that we allow according to ordinance? I guess that's a question I'd like somebody to look into because I really haven't gotten a good answer on that. Um, it's it's it's ugly. It's a line of sight issue when you're sitting at the stop signs, especially in winters where we have more snow. We've been kind of lucky now. the snow banks have melted down. They stick them on the snow banks. So you got, you know, 12, 14inch high snow banks to start with and then they put the signs up and it goes up another two feet. I just think it's dangerous for them to do that. The other thing that I might [clears throat] that I I guess that I wanted to bring up is if the city had ever thought of or would ever think of changing our zoning requirements for commercial properties when they uh directly abut or join residential property. Now, I know there are several areas in the city where we put uh commercial or industrial right up to the back yards of people, you know, that have lived here for 20, 30, 40 years, some of them, residential places. And what I guess kind of what really brought it to that they these people have have spoken to me about it and I it's an ugly thing in their backyard for one thing, but it's just kind of a conflict between a residential area to look out your back window and see a 30- foot tall, you know, industrial building there with basically no screening in between. I mean, it's just there, right? If you took the vegetation out of your yard, there's nothing between you and them. What what kind of brought it to the forefront again for me was at the planning commission. We were talking about the the uh you know the nursing home area and where those two folks had had brought in plans to potentially put you know put memory care units in the city of Dayton. One of those is on a highway. You know it's on County Road 12 or Dayton Road, whatever the heck you want to call it. And I I guess that kind of makes sense there. And you could have a multi-story building there because you it's not adjoining any any residential property. But the other one that's across the street that's not that's behind the behind the gas station is a much smaller property directly joins the residential neighborhood. And what they had actually came in and planned to do what you guys heard about it was a three-story building, right? Well, I guess maybe there's a lot of reasons we don't want three-story buildings. They don't even mean Gary's already told us we don't have the, you know, have the ability to go up more than two stories and that's probably taxing them even on some of the three-story homes that we have. But when you're talking about especially a nursing home with people that are not mobile and can't follow direction, if you give it to them, you can't you can't expect them to do that. I think we need to look at at how we screen between those types of properties. Commercial when they're budding up against residential. I think we need to look at um the setback requirements that we have and they should be greater. The screening should be more robust. And I think we should have zoning requirements that uh that don't allow multi-story buildings when they're butdding up against residential. I that's that's kind of where I'm at. Good evening, mayor, members of council. Um, happy 2026. Reminder for everyone watching or the council as well that city offices are closed next Monday the 19th in observance of Martin Luther King Jr. Day. And then I did send out a couple emails, but if you do have goals or objectives you want done for the year, please send those my way. we can start laying out a work session in February and or March possibly depending on um what the response is and see if we can update our strategic plan for 2026 and beyond. So that's all I got. Thank you very much. Any >> I don't have an update tonight. >> Just a couple of quick uh things. Um well head treatment plant um we're starting to test the pumps and pressure testing valves and systems and all that good stuff in the next couple of weeks. Um we will be starting on the production side on the week of February 9th um to check that everything's going there and hopefully we'll be able to get that online that same week. Um as long as everything functions properly and we get all our bacteria test back and all that good stuff. So that that's our program at the moment. Um on a different subject um we're struggling to get the ice rink up and running here. um we get there and then it rains and then we clear it off again and then it the temperature goes up and then we get a ice storm and so we're struggling with that but we're still uh working on that. We'll be flooding it this week um towards the end of the week and hopefully the next week or so we'll get some good ice on that. >> That's all I have. >> Once it'll be over, [laughter] >> good evening may members of council. Uh couple things for you. Um, we started advertising for part-time positions uh middle of last month. Um, so far we've received five applications. Um, one does not meet the requirements. We're really looking at four currently. Um, to up that uh hopefully more applications. I've been talking with Zach looking at hopefully maybe advertising on Facebook or some other uh media outlet to uh get more information out there. Um, excuse me. [clears throat] Um, I guess I'm looking for some quick feedback. So, on one item, um, I was given direction, uh, couple council meetings ago to, uh, look at a used ladder truck. Um, >> I got some news for you. >> I found a used ladder truck. Um, from the city of Hopkins. Um, I have not taken a look at it yet. I did make a request uh to McQueen to get an understanding of the cost to um, take a look at it, do inspection and whatnot. and they gave me a quote back of $1,000. Um before I pursue anything, look at it, have McQueen um do anything with it, I wanted to get some feedback from you because I know in talking to Zach currently u we don't have $500 or roughly if it's $500,000 roughly is possibly the number. Um it's not sitting around freely. So I don't want to waste a bunch of people's time, nor do I want to spend $1,000 on something that council doesn't want me to take a look at. So I guess I'm just looking for some feedback in that capacity. >> Do we have any background information that [clears throat] maybe you don't want to share here, but maybe in an email as far as like what year do they have training, right? Like it just general information about it like what type it is? >> It's a So I Yeah, I can provide that for you now. It's a It's a Pierce Minmount just like we're looking at now. I believe it's 18 years old. Um my understanding what Chief Wshaw is looking to sell it for. Um they do have another ladder. Um they bought this for ISO purposes I guess primarily um it only goes out on mutual aid calls. Um as Chief Wshaw indicated um I'm not interested in selling something that is not in good condition to a neighbor because then I have to deal with you per se. [laughter] >> You're going to come to the call and help us out with piece of equipment. That's not >> so we have not physically looked at it yet. The intent is for Chief Asp and I to take a look at it on Thursday um at Henipin Chief's meeting that we have down at Hopkins. Um I just wasn't didn't want to spend $1,000 if there wasn't uh you know to inspect it on behalf of the city if that wasn't something the city was interested in looking at. >> I'm certainly open to the idea and I've got a little more information on another city too. I'll talk offline. >> Sure. Um, I'm okay with I I think it's a good idea personally. Um, obviously where the money is going to come from is is a different question, but um, as was just pointed out, like a ladder truck is in our future. It was just a question of used versus new. Um, and we it seemed like used was the direction to go. And if it looks like we've got a used one that will work for like that is a potential I I'm okay with it. I think that a thou I think that $1,000 is money well spent in my mind. >> Just two additional information. I think it it's not like today, but it's it sounds like it's not that far away, I guess. But April time frame is kind of April May is kind of when they're looking at uh selling it, if you will. But if you're to take a look at it because my guess is based on its condition and its cost, um they'll probably sell fairly quickly. But I don't want to waste anyone's time. >> Yeah, for me, I'm I'm wide open to getting the information on on this. Um, timing is going to be a important part of the the puzzle because obviously the 26 budget is baked and so that's going to that's going to be a challenge for us to do anything sooner. Um, but I think getting the information and finding out the viability of of this and perhaps another option I think is worthwhile. Yes. >> Y. >> Okay. Thank you. Appreciate your time. >> Yeah. Uh, I think they're tenatively scheduled for January 22nd, I believe. So, just if you get any calls with there'll be some markings out there for utilities and then some drill rigs out there doing some work, but that's what it's for is just to do some subsurface exploration to make sure it's adequate for the tower. >> Awesome. >> I don't really have anything. >> PT starts. >> Is it functional? >> Not yet. >> Depends on what you say. Um one, a resident did reach out to me about curb appeal grants um about whether or not there were grants available for people who wanted to um make improvements to curb appeal of their homes. And I um said I had vague memories of a conversation about that and that we've had them in the past, but I said I was like I'm I'm like these are vague memories and I might not be remembering it correctly, but I said I would ask tonight. So >> sure. So the the short answer is no, but maybe soon. >> Okay. >> Um so we have some grant money from >> LA. >> No, from the state. Um but we we need to adopt a program of how it's going to be spent, but it's specifically for affordable housing. >> Um so curb appeal can be part of that. >> Okay. >> Um >> and that was what this person was talking about was talking about older homes and how like do we have anything to help people with older homes kind of get them a little updated and Okay. >> So not not yet, but it's something we're working on. >> Okay. So it's a maybe and they should stay tuned. >> Yes. >> Um if the if this person wants more, should I direct them to use? Okay. Okay. Thank you. Um, second question was about uh the flop camera systems that we have in the city. Um, and so I just don't know a whole lot about it. And um, I not not that we need everything right here, but um, I guess a question I have is how many cameras do we have and like where are they located? Can we know that? >> Uh, we currently have seven. >> Okay. Um, off the top of my head, I know a few locations, but it is on our transparency page. Okay. >> Or should be on the transparency page every location that we have them. >> Okay. Awesome. Um, and then if um Okay, that will be my that will be it for now. I think Chief, I'll follow up. I have some additional questions, but I don't want to like put you on the spot now for all this information. And I will look at the transparency page first to see how many of my questions are answered right there. >> Yep. So, thank you. Um, and then my last thing is, um, you know, this is my first year on city council and I just wanted to say thank you to everyone. Thank you to staff. You guys do an amazing job. Um, thank you to the residents of the city. I had some goals for myself. Some of them I met and some of them I didn't. Um, namely going to like all of the um the parks commission meetings, the planning commission meetings, and the EDA meetings. That did not happen. [laughter] So, um, now looking back, not sure how realistic that was. So, um, this next year I'm going to maybe have some more realistic goals, but I just wanted to thank everyone. Um, you guys do amazing work. Our city is an amazing city, and I look forward to another three years. So, that was it for me. >> I have nothing. >> Uh, I have one thing I wanted to bring to the table. U city has an ordinance policy, I guess, ordinance around the um around council salary. It's got a formula in it that we measure communities around us and then pay the average or the median. I forget what exactly it said, but it doesn't look to me like that's been done for a long time. And so I if anybody else wants to support this, I'd like to request that we at least do that study. Um, and then that would give us some time between now and our next budget cycle, which probably starts in a week. >> [laughter] >> Sorry [clears throat] to see where kind of see where we are relative to the folks around us and then we can decide what to do from there. There was a u a charge for $996 for a truck charger. And I'm just curious, is that a battery charger for that much money or what is that? >> Uh, no. Council officers and it's for our thermal imaging cameras that you see on the payment of claims as well. The two um I think it's 5190. The 5190 is for two thermal imagers. I provided a um new adopted fee schedule or what I'm proposing um in the packet and I will stand for any questions. The major updates were related to utility rates um andor development fees. Um these were done with calculations based on help with Stantech. um based on our updated long-term plans and updated amounts of um available acreage. That's how the development fees are calculated. And then the uh water sewer utilities were already reviewed back in October, but no changes to those. Um couple small changes were based on the duplex triplex change in section one. Staff knows that it's not going to take two times worth of single family. We kind of arbitrarily implemented that. I'll take the blame for that one that we only charge 450 for a duplex or triplex in 2025. Um, and I said we should probably update that officially in 26. I was trying to get it more based on the exact fees that we pay and not so much um to be able to collect dollars, but we didn't have a duplex triplex situation. So um and I didn't feel like $300 times by three for 900 bucks for a triplex was um reasonable. So I wanted to officially update that. And then um the facility reservation fees um looking to add a setup day. We've had more and more requests for a day early access. And what that does is then it removes that a day availability for any rental. Um normally we're like yeah that's totally fine as long as we don't have a previous rental. However, it's being asked for well in advance and so if we don't have a it's hard to book that without and we don't feel like we need to charge them the full day if they're just going to look to set up. Um, we have a lot of birthdays and or weddings that get professionally set up. So, they'll have a whole company come in beforehand and try to get something reasonable with that along with a request from a resident um or a returning person who has been a reservation holder for a long time that said the $450 damage deposit was excessive, which um it could be depending on what happens in that facility. It doesn't take much to make $450 for the damage. However, holding on to a damaged deposit fee for 9 months seems a lot for 450 bucks. So, um, we figured that if if somebody has comes back with no previous issues, why not work with them to figure out how we can make the deposit a little better? But those are the main changes and I think that's most of them beyond um there was one update for city staff services per hour for $5 that's just related to um increases in the um unit contracts and such. And I think that's about it. So, I'll stand for any questions you may have. Any questions? >> Um, so this one there weren't really changes, but um, under the police when it has um, police reports, squad video, body cam video, we charge a fee for those. Is that who is that like if if like the press wants it, but if someone is like on [snorts] like if there's a trial, do they have to pay for that or how does that work? uh the attorney requests it from the other attorney and they get it from in discovery from the other attorney. >> Okay. So, this would just be for someone un that's not involved in the situation who wants to see it. >> Correct. >> Okay. Okay. Just wanted to clarify that. Um and I had one other and I can't find my notes. So, get if anyone else has any I will see if I can remember what it was otherwise it wasn't super >> I don't really have anything. >> I have a a couple. Well, I'll start with a just a little bit of a head scratcher and say every this isn't one that was changed, but every time I read this thing, something different pops out at me. Um, we charge 200 No, we charge $100 for um per day for park reservation at McNeel Park. But if you want the lights turned on, it's 250. Does it does it really cost us 150 bucks to turn on the lights? um they are off most of the time, but I think there's quite a few lights there and it depending on the length it could I mean I don't know if it's $150 but it's probably significant. Um and it also takes somebody I believe to go in there and turn the lights on cuz I think it's in that building Marty but I'm not sure. [clears throat] >> They have access um in the building to turn the lights on itself. It's usually used by CDAA towards the end of the season when they have double headers. So, um, city staff reviewed our franchise fee agreements this year, and all of them have the same language that if there's anything related to it, we just have to go back and we can just escrow them or basically bail them for the costs of doing it um of any repairs that wouldn't be needed. The reason why we had those escros and or annual amounts is because if they're pulling utilities to the right away, we want to make sure they're restored to the same condition that they were um removed in. And we don't have anybody else who's pulled any those beyond people who'd have franchise fee agreements. There's no point in having the fee on the um schedule at this point.
