online or we don't have the zoom capability app tonight so no there is nobody online all right thank you um so next then Council update we do not have a council member no they'll be appointing one at the next meeting right leison yeah that'll be next Tuesday so right because Matt's didn't get voted back on so MH that's why we're down there so all right uh next item staff update I have a few things bring it been a busy start to the year um we had the LC Stevens Park uh Bridge precon today um they've been working on drawings with the Bridge Building Company um since the contract got awarded in December uh they're going to be bringing some mats out over there uh to keep the ground fairly warm um construction Works going to begin at the end of January um they're going to be doing all the stuff in in the Ravine ahead of free store coming yeah so that will all be stable ized and ready to go the Bridge Fabrication will be complete by mid April um and the project will be finished by May sweet uh the uh RFP fed the Master Plan update for LC Stevens um that's was out on the street in December um RFP a du back uh by January 17th um we're going to be doing some interviews uh with the park Commission of the the three top ones I think um see what we get it might be three it might be five um they'll be here for you to interview and ask questions and they'll present what they uh what they're seeing and then they'll be open to questions from you guys that'll be on the the February 4th meeting uh and then they'll go in front of the council after you you wh them down to your finalist and then hopefully the contract for that will be awarded on the 25th of feu feary as well so we can get that thing Rolling Along um you're going to be busy on the the fourth meeting um because the 95% plans for the park improvements uh projects is going to be presented by Paul Kangas there that should incorporate all of uh the stuff that we discussed at the last meeting with those so that should all be there um that should be approved to B at the February 25th council meeting um I think it would probably be good if some members from the Planning Commission could attend that meeting um there will be questions about um decisions that were made about the um what we wanted to have included and what we excluded so I would imagine it be good for you planning a park commission to be there to you know support their decisions and what what was the date of that meeting 24th I believe of February yeah uh no it be the 25th sorry okay and that's 6:30 here or where is it that's 6:30 here um we got we've been pursuing a some well CDA asked for some batting cages to be installed at McNeil Park um we've been pursuing that for a little bit um cdaa gave us some money towards the project we appli the city applied for GR from hen pin Youth Sports grants we got awarded uh 12,400 towards the project with the CDA money and that 12,400 we should be able to get those in uh probably won't go in until the fall of this year once we've ordered and got delivery and then you got the season in between and we'll won't get to it till the end of the year but that's good um the dugouts that uh we got funding for uh have been installed substantially and the concrete in the structures are up we just need to do the fencing work around those now so they're in pretty good shape they should be finished in the yeah by the end of spring before the season starts uh we have a quarterly meeting with Three Rivers Park District on Thursday this week um if you think of excuse me I've got a a dry C tonight if you think of anything that you want to be uh me to ask them uh between now and Thursday just send me an email I'm going to be talking some about uh good in park and water Trail down there um we have some money to do some development work on there I want to figure out what their timeline is and how we can work together on that project awesome um just an update on the new hire the original person we got to replace Danielle um resigned before she started the position she had some issues that she had to deal with and couldn't take the position so we've hired um Elizabeth DEA um she's a very good candidate um she's done a couple of days here but um her full starting date will be uh next Monday I believe the 13th um she's going to be doing 32 hours a week um so um hopefully we can get her to work on a lot of different projects and help support everything that goes on with the Parks Commission and the research work that goes with that as well Co that's all I have for that does anybody have any questions for Marty good update I see people are using the Rings so that's cool that it's been cold enough and we had an opportunity to get them flooded thank you for yeah they're in a bit of a people down there right now they are in a bit of tough shape at the moment with the rain and the the heat that we've had but we're still working on them we're trying to borrow corran's U Zamboni to come over and and shave the ice and try and get to where we need to get to cool great be tough tonight you got this nothing but time right you all right um to the regular meeting tree USA update John yes I did dig into this a little bit I have a little bit of a hand out um the sample tree ordinance this is off the tree City site and I could have emailed it out that thank you for copy um and I printed it with a couple of comments like in sorry Microsoft Word so kind of just stuff that I thought was maybe talking points worth mentioning it's pretty basic like I said it's straight off their website I just pasted in you know Dayton Minnesota where it says insert City here um I chose the variant uh the without tree Advisory Board version of the tree ordinance because we don't have a specific tree Advisory Board other cities I think like Maple Grove has has that um and that's kind of also why I didn't compare us to some of our neighbors they're a little different in how they how they handle this stuff so um anyway sections definitions uh purpose kind of boring but um I guess I'll just go through what what I had here for comments um I wasn't sure if this is the right name the public works department maybe more of a question for the the legal team if it's like if the parks department or public works you know I don't know um I do say it says Andor their design so that should cover you you know your your arborist in his in his duties um like I said nothing really jumped out at me there there is there's language in here that says if there's a a nuisance Tree on someone's property the city could remove it and build them you know I think that's probably an extreme measure that would rarely ever be used but it is in there and I think it it honestly probably makes sense it could be it could be useful in extreme cases but hopefully never never necessary um coord coordination among departments this just reminded me of something that you know my captain on the fire department said when we get that ladder truck we'll drive around town and notice a bunch of trees that probably need trimming because we have this big apparatus that um that were driving down these streets so that'll be one example I guess of us coordinating with your arborists and how do we trim this or what whatever um interference no person shall hinder prevent delay um my first question is what are the consequences but again I don't think that's for us to decide um uh a list of desirable trees is something something mentioned a preferred species list I I know hanen county maintains something uh something of a list of trees that are recommended so I don't think that would be much work to just leverage theirs if we don't already have that um and then I highlighted approval from the director um wondering if we wanted to have a language to allow for like the arborist but I think that is covered because it says design up top so um just a comment I had about some maybe a possible definition to add cuz I don't know exactly what a visibility triangle is but I could probably Google it too um yeah I so it's unlawful to attach cables and I thought well what about hammocks those are cool we we're okay with those so maybe some slight changes to the language there but preventing private zip lines yes oh yeah got to get that in there um and then I guess my last comment was just a typo I noticed in their form that was the things that jumped out to me as maybe things we could talk about or would want to adjust otherwise it seemed like I said very very straightforward and reasonable in my opinion but let folks look over it and and it can be amended down the line too you know see something bring it back and yep I might want to to send this by um the legal yeah absolutely yeah I'm thinking our Ro here is do we think it looks good and then you know legal and then Council and you of course if you you know your arist has thoughts on this um re forest or I'm not sure his title but whatever we want their input um yeah my my impression of our role here is just us to talk about it is there anything we' feel is important to include or exclude and then send it off to people who can actually make it work as as our ordinances I looked through our current like ordinances or or codes and some of this is sort of covered under development but it's more specific to when something is being developed and I think some of this would allow more you know General uh guidance yeah there may be some stuff that we add in you know to this I'm I haven't read it obviously but I don't know if you have anything in there about you know replacement trees you if they a developer taking them out um we ask them to put yeah I know that's all covered currently and then I think there was something to that effect in here um so would we would your idea be that we incorporate this in with what we already have or well the one of the requirements for the tree city is that it's a a specific tree ordinance so I don't think what we have now would count because it's really specific to development whereas this is a maybe its own thing if that if that makes sense I don't know uh you know legally if that makes much of a difference I guess um and we need this in place to be a part of the tree City yes it's one of their they call them standards or requirements um i' say probably the hardest one to get is this because it involves the legal component of finding the language we like and that our Council thinks is worth enacting um I happened to notice yesterday driving back from oio meets you know Maple Grove has their 30-year Tree City or maybe it was AIO one of them it's like pretty cool a lot of them have had it for quite a while um seems probably pretty achievable but this is going to be probably probably the hurdle just cuz there's a lot of moving Parts with il legal and then the city council approval but at first brush yeah I I think it looks good and hearing Marty obviously the next step is for your the arborist to look at it before we s it to eag see if there's anything that he wants that'll take time I'm sure for all those stones to fall in the right direction but yep I think it does look good thanks John yeah and then so I'll go over quickly some of the other standards that's all I had for real like hand out or discussion but um one standard of a tree border Department that's we're covered we have we have Marty's Department the tree care ordinance we just discussed um I brought this up before I think a community forestry budget of at least 2 $2 per capita I thought I'd be able to more readily self-service this out of our budget but it's just more generic to like Parks or or at least what I found online so that's something I might need your help with Marty is if you looked at last year's budget could you say whatever our population is times two you know that that much equipment was counted towards forestry that sort of thing um you know trucks that that are used for that or or what have you I would imagine that you know last year we bought uh um the bucket truck and the chipper and so I would imagine that we got to be somewhere near that mean it says in here the salary of the ARB burst count I would think so um I forget the basically they said most cities find that they're easily meeting that by just saying oh yep that yep sure that's good for trees that counts as as as an item it's not $2 per cap to you know towards a tree no no we're not spending 20 grand on trees every year or whatever um to fund a program more than anything yeah um yeah that'd be cool um yeah at first it seems impossible usually it's revealed that this is already being spent though um number four an Arbor Day observance and Proclamation actually did print that out but it was kind of boring honestly but um just whereas you know if you take one pass it down sure um you want so the proclamation I think that's one so the four four standards and then you and then you click the button to apply so when is Arbor Day in uh April sometime um and some time back like a couple years ago I actually applied as part of a nonprofit I was involved in for a grant through hennipen County uh the healthy tree canopy Grant and I was awarded $3,000 towards a Arbor Day celebration in the city of Dayton and things never came to fr I wasn't able to get all the things in order for that nonprofit to get the the stuff signed but I reached out to uh that arborist at Hen County this was before I actually worked at the county too um and he was like we you know we can we can work with you we've been wanting to to be involved in the community of Dayton if there's another organization or if the city has an interest we could probably you know get that Grant moved over or awarded or we reapply or something and that was really literally just to have like a celebration maybe a band and some tree themed thing the U ofm has uh their forestry program has some cool resources they'll come out set up a table let people do knots with climbing rope they have Elmer the Elm Tree mascot um although if it's Arbor Day you got to book them early CU it's one day and usually miniapolis wants them to um well we can have an Arbor Day Proclamation without any of this though oh absolutely yeah that's a good point okay and if we wanted to rush Marty we could say get it all done so we could start yeah right that's a great Point yeah I mean this Marty you got till April end of April April 25th is the official dat this right I think this is great to have yeah and I mean I don't see anything on here it's fill in the blanks just obviously our our counil can make any changes they see necessary if they if they would like but that's a that's a great Point might as well get the ball rolling at least we could have Arbor Day Proclamation if we could get on the first council meeting of April yeah and Beat It by the 25th that'd be really cool I did one one last thing I guess I'll add to your to your question Marty about the current ordinance importantly it says on their website here importantly a public Tree Care ordinance protects trees at all times not just dur in development so I think they're interested in in having things be codified outside of just an event like landscaping or development triggering sure someone to come and look at it maybe um so so basically they're trying to establish a healthy tree population in the city and maintain it yeah yeah if you got yeah and I'm all for that as a tree care adviser so then to recap what it would take the next step obviously the arborist then legal team review then we get to see the final copy of the legal team then the fourth step would be the council approving this I would say pre ordinance yeah yeah would it goes through you guys and you make a recommendation that the council will accept it nice great good work John thank you any questions for John on this oh it's great I think it looks great thank you mhm uh Jo could have you got a a digital yes also I can send it to everyone I meant to do that earlier today and then my day job got in the way um but yeah I have a word doc with those comments I can just send that to you Marty and then you can distribute it because we don't talk outside of these seats send them the proclamation too yeah yeah I'll send all the couple word knocks that I had slide it in for us be perfect all right uh next item up ion Gardens Pine VI medal Trail update I'm going to hand this off to Jason to to run with this fantastic thank you Jason for coming yeah of course um I think the intented just to give you an update of some new findings or considerations for this segment so I'll just kind of run through a very brief history of how we got here and then uh what we're what we're seeing for new information so as the commission probably remembers there was priori set probably two years ago where I think there was three segments prioritized um and we did some high level cost uh estimates for them and identified them as potential projects uh the one that was selected along Dayton River Road was then tabled uh to be coordinated with the future County Road Project and then this one took second highest priority if you will um as it's drawn on the screen is what we presented to hennipin County this is a side note I don't have additional information in the presentation on it but presented it to hennipen county in all honesty I expected them to reject it um just being the proximity um on the curve and then also with respect to the intersection of Dayton River Road um however to my surprise they responded that as long as we put it on the I'll call it the west side of the Vinewood connection it would be acceptable with some special Provisions implemented and that's part of what I'll show you here coming up so this is just a little bit bigger look and how this fits into the plan um the highlighted segment is what we're looking at doing it's basically connecting ion Gardens to the Pine View Metals developments which of course has larger connections Beyond those Realms and then just for reference the 2029 project I guess those arrows don't show up all that well but that's the segment that will be coordinated with the the sorry the County project in 2029 so very close proximity to that so this is a little zoomed in view of it and just to show that this is a this is a big connection um this is the last piece if you will for a continuous connection from LC Stevens Park all the way down to Elm Creek Park and connects all the the neighborhoods to the West here um that are listed as well as of course any existing uh developments and and residents in the areas and similarly any of those to the south and east would connect them up to Elm Creek Park or sorry LC Stevens Park as well so an important connection certainly so looking at the actual improvements required for it um one of the stipulations or conditions that the county said is you can put it at this location on the West Side however we do need to construct a pedestrian Landing which is just a 10t wide raised median to separate traffic and give a rest area if you will or a stopping point for pedestrians so they're only Crossing one lane of traffic at a time okay um if if you can picture it uh this is I'll say nearly exactly what was done on John quill on 129th Avenue um or County Road 121 sure um for the access into um at John quill into the park as well so um almost identical same width and everything there are restrictions on the widening on the road on what's allowed based on speed limit and others uh we think what's highlighted in yellow should be about the extent that's required to complete this widening so it does get pretty extensive um it it's I think it's about 550 ft or so in the Westerly Direction U the other one were limited were the existing intersection so we're we're hoping for some leeway on on skirting the rules if you will to get that widening in there to accommodate the The Landing so just a quick breakdown on the cost so I tried to do this to make them a little more comparable so when I'm calling out the trail connection that is the East West portion only but does not include the crossing itself on North and Lake Road so again I should have used a different color arrow on there I see but um yeah just that East West portion from brickshire to the north side at the Vinewood connection so that was about 585,000 at again just a high level look based on a linear footage price and the unit cost that we put to get a a ballpark but again that's not the consideration for tonight necessarily it's the comparison of the crossing so the trail crossing here we we looked at it and we're we're thinking it's a little over 400,000 um for the road widening that that pedestrian landing and then we did include uh some dollars for an RF B which is a rectangular rapid flashing Beacon um similar to that at Dayton Elementary here and then also on Pine View um up here actually right on the other side of Pine View Meadows so at 130 either 37th or 39th whatever that yeah T9 whichever that access to the development is but one was installed there um just minor note we did include um a three poost one we think that would be more appropriate here that just means a center one in the island itself to add a third flasher just to increase the attention so um so the little bit higher we we put 70,000 on it whereas I think we can get the two post ones for closer to like 40 or 50,000 but again it's a higher speed Road I spent enough time at that intersection to completely agree with that yeah okay um the other thing I will throw in here and I I hope this doesn't prove true um at John quill we tried to install the beacon and the county would not let us so so okay um I was a little frustrated with that why they would let us put a Crossing in but then not put the devices in which seems did they give you a reason because it doesn't meet their warrants so they're very they're very rigid on their meeting warrants for these so they don't want to advertise it as a Crossing however they'll allow a certain level of improvements to accommodate okay a non-official Crossing sort of like a neighborhood park versus a community park not supposed to no I was just saying cuz that area is we cross in that area a lot and it's we play a lot of Frogger and so it's one of those things where I love the idea and we also use this Pine we walk to school every day so we use the Pine View one right now and like having the additional one that you're talking about is a 100 because there's just so much more happening from both sides here right yep and so I think it's a really good idea on your end yeah I I'm hopeful we have not got into that level of specifics with the county but um that was just what that was back in 20 19 probably or 2020 um when they didn't allow us to put the one in there um very similar actually down on now I think of it at Rush Creek Rush Creek Parkway at Fernbrook where the expansion was done with Sundance greens as that built out and they put the right and left turn Lanes in um there also we requested signage Andor flashers um and they wouldn't allow it they they said you can mark it as a or you can you can do a a set level of improvements to accommodate Crossings but you can't call it a Crossing so again that's why this median is there and people use it as a Crossing but there's no signage of would it be safer in that fact to actually take this Trail all the way down to Dayton River Road and still cross on that South Side you know you have three hops across actual roads but one road you're cross you're just looking left next Road you're Crossing you're just looking this way versus you know sure um it you might be reading my next slide ahead okay so if I'm following you right I think you're you're right on track with where we're going with this um so is there any questions on this this is if we were to do the improvements today um and this is just noting again the intersection improvements I guess it's two slides up sorry um the intersection improvements proposed at the North Diamond Lake Road um we expect everything all of our conversations have suggested this will be a roundabout we don't expect anything different it could be um it could be a signal or it could be other we don't think it'll be anything other than we can ha with say with pretty high level of confidence it will be a controlled intersection so there will be something there controlling um likely either a signal or roundabout and this the county was very receptive to the roundabout idea we have some preliminary designs that we did with the study last year um that lay everything out and it it looks good on on the modeling and the the projections and and again they were very receptive to that so we do expect a roundabout which does give a controlled Intersection For The Crossing so leading up to your um comment I think I think that'll that'll help here do we own enough land in that area that there will there will need to be some um um some Acquisitions but it's actually um maybe the nice part if you can kind of I'll use my cursor here um this leg that well for one this strip here is actually owned by the city that's additional right away this leg that comes down here I don't have anything zoomed out farther that would show it but that is actually a parcel that Three Rivers Park District bot okay so we could get the we've already talked to them about it about additional right away there um I would say this I'll call it the northeast corner um there may be some acquisition needed there to to fit the roundabout but um luckily these Corners are cut pretty wide so there is some some decent space in there of course none of this has gotone into design so um once the county actually starts designing that they may Identify some needs for some additional Acquisitions but um our our concept level actually showed pretty minimal impacts if I remember right that there wouldn't be a lot of additional land needed for it so 2029 would that be the planning then and everything and then Construction construction maybe 2030 Construction in 29 oh yeah okay yeah so they're starting the process now um and I they sounded pretty confident in that timeline um they're they're redoing all of River Road through the entire city so all the way from Brockton Lane um to 169 for that matter through Champlain um this segment was I got the sense there it was a lot of confidence the 2029 would be the year those outside of that may they were a little more up in the air but I think they're all going to be group pretty tight I think it'll probably be like 29 30 31 um actually there might have been one in Champlain and in 28 some right so there might be one earlier than that but that was completely within Champlain okay um and then the other just note to throw in here that this this leg through here um with the roundabout we would expect that reconstruction and reconfiguration of sub distance on North Diamond would be required just to get the alignment and then the the median separation for the the roundabout so that would also be reconstructed I would expect at least to the Vinewood intersection possibly even beyond that but I just point that out that'll make more sense on the next slide here so this is a scenario if we were to not consider a cons a crossing at Vinewood but instead and I think this was what you were alluding to is to go um unless I was misunderstanding I was thinking of going even a little bit more to North diamond or to river crossing the curve part all the way up to and then you would just cross the one onramp cross kind of use those islands as the those triangles um yeah and and this might not be here this will be on wherever the medians fall in the roundabout um okay I I'm with you now um actually the county will not allow a Crossing up there because it's not controll it's not a controlled intersection so they won't even if it is controlled okay Sor I've asked the question so um yeah not always real consistent or expected answers but um there there is a lot of intersection for the county incidences at this intersection so I can understand their their reason for avoidance of the area just because of the number of accidents this side note this is the most um there's more incidences at this intersection than any other in that's my com was alluding to is spending time there on accidents it is the yeah there's been uh there was actually just recently a fatality there as well within the last few months or a couple months even so um yeah we had talked about that that's why we had originally tried bringing it down instead of Crossing has the stop sign helped at all that they just put in um I haven't heard any reports um just add of that one when you're going north yeah or north and turning East yeah so they put it kind of on the right right the free coming from Dayton from from North diamond on to Dayton Road taking right there yeah so they installed one somewhere y somewhere through here I stop at it personally but I know not everyone does I always did before there was one there CU that intersection is a little dicey with people can get yeah I usually end up coming there's just a lot happening there is it's it's it's awkward configuration and and people travel fast on that road so they do um the more it builds out so you're say we really have three options and this would be the third one correct um this would be the second so we we have the one of construct now with The Pedestrian median Crossing at Vinewood or this would be the and and we could not build this today because we can't get the crossing up here so to do this configuration we would have to wait until this intersection is so this would be a 2029 build it'd be that part would be coordinated with the the county project um so just to share with the the and this is why I separated out that connection as the East West because that piece doesn't change so that's the still we'll just call it 585,000 we have a signed the crossing um on this one is significantly cheaper because there's no extra Road improvements needed so there's the additional Trail on either side to get closer to the intersection and then to be honest the The Crossing is itself just kind of happens with the the the because the median is constructed with the roundabout so um it's it's very insignificant cost to just add the curb cuts to allow the the pedestrians to move through there so um that total is about 235,000 um the cost share on that project as a whole is an 8020 split 80 for the county 20 for the city um and when I put the slide together so I took 20% of the cost out as City in or City share um I was I was thinking after I put this together last week that uh with a non-existing trail that gets added it might be a 50/50 split so that this cost might actually go up um it it would be I'll just say probably around about 100,000 100 to 110,000 somewhere in there um that was kind of an afterthought I had on that I think that's their cost sharing policy that if it's non-existing it's a 50/50 for it so so these might be skewed a little bit but um the the the project cost does go down and the city responsibility um becomes um less because some of that at least whether it's 50% or 80% of the segment gets picked up by the would the county recognize that as an actual Crossing that in 2029 and allow the posts on both sides um that that is a great question question we also requested signage and flashers at the roundabout at Pine View and we're told no uh on the flashers I should say that one is recognized as a Crossing because it's controlled so I would the answer would be yes but I don't know about the lights I don't know if they'd let us put the lights in um okay I'll be honest I I don't know if I've seen I'm sure they exist if I've seen a lot of roundabouts with additional flashers for pedestrians and my mind they're a good idea I mean anytime you can bring more attention so people seems better to me but I I don't I don't know if they're done often um I'd have to research that a little bit more um I like the idea of it we requested it with the county and they at very explicitly said No at the intersection of Pine View and Fernbrook there what's the you know that PA going south and then where does it go at the roundabout you know the path that's on the right as you're going south on Pine View mhm and there's the path that goes all the way down and then there like where does that path go when you get into the roundabout like The Pedestrian path are you talking side isn't it are you on 129th you're talking Fernbrook yeah oh okay okay sorry so as you're going down on the right side the park so they constructed that uh I don't know the like 600 ft of trail to connect into the existing system so it goes right into the park AC so you just take your bike and go right across y along so there is only a Crossing there's actually nothing on Pine View so it's only a north south connection so it it it crosses into the park and then there's a spur in the park that takes you into the internal Loop so I'm just thinking could we do something would ever be possible to do something like that off of you know with North Diamond going into the new round about on River Road would be possible to get a path that does some sort of a Crossing like that I guess it probably wouldn't work cuz it's the because what we're really focusing is we're not trying to get anyone up to River Road right we're just really trying to get people from River Hills to ion Garden to to Pine View to Elm Creek correct is really what we're with the discussion here but I will note um because I just was a little bit hard to see on here um so yes we for this purpose we are just considering you know basically connecting I mean there is the underpass Ste LC Stevens up here but connecting all of this residential area down to Elm Creek so this is kind of the last significant Crossing needed in place but I I will note and that's this is kind of an exciting area um I I think that so when this extension happens from the existing en clo Island Park and that comes down here to this intersection so when this intersection is built now you have safe Crossings in all directions so that also includes you know jumping across or crossing over over River Road as well so now not only are we connecting you know this whole area to the Northeast because there's an on Street on 100 forget is this 142nd 142nd there's an on street and then there is a trail that goes into it I'm going to get par wrong is that Lea that's not Le river bend my calls it y um so that does connect in there and then you can get we're cut off we can't cross Dayton Road from over there I mean Norwood I guess has a Crossing now but it'd be nice to have a safe way to say you can go on my on your own kids a controlled intersection through here right so yeah this is going to be a four-way connection for a lot of accesses so that that again back to where I'm kind of going with this is there is some benefit to having this Trail here as well because it kind of connects I'll just call it the regional Trails on both sides of River Road it gives another Crossing between those as well so could be important from that standpoint as well this really opens up a lot of connections this in conjunction with the roundabout and the extension to clo I should say so again I think the the intent the for consideration and discussion tonight is kind of looking at the uh the costs or or the requirements to implement the project now rather than waiting for the county project and and putting yet another one one um to be completed simultaneously with that so we're we're sitting right around a million dollars for it to Bill it today and that's again with the road widening and The Pedestrian Landing if we were to get construct it with the county with the cost sharing from the county um you know 632 as I mentioned if it was a 50/50 split that would be probably closer to you know upwards of 700,000 so it might be a little less than I'm indicating here but um substantial nonetheless so I mean really the question to ask is you know even if this is $ 300,000 is it worth $300,000 to have this in place in 2025 when we could have it for $300,000 less at least in today's dollars in 2029 so that's kind of the um question I think we're getting at here so just the options I'm I'm kind of seeing is you know you can move forward with the project absolutely an important project a lot of benefit from this no doubt um or we could hold the project just because of the cost reasoning or other even just the coordination of the construction however it wants to be viewed um it could hold and be coordinated with the 2029 project by the county um and then I I threw in a third option um I don't like I'm going to go back to a screen just so I can point with my cursor I don't know if I'm a big proponent of this um for safety reasons but um you know maybe you can be the judge of that my my thought is you know do we build this Trail and just dead end it so we just do we build it along there so we have something in there um so I am this is just kind of my personal aspect I don't like yeah putting people in a situation where they have a dead end Trail where it looks like they should cross without a Crossing so I personally don't like promoting those things agreed however I also know that people will cross if they want to cross and they'll get there if they want to get there they already do it so maybe the trail there I mean we have dead end Trails all over I mean along 117 for example along uh BR bur Trails there they just end um now granted the crossing is pretty simple in comparison to this um another one that comes to mind that kind of different than mine so I was involved with the balam lane Trail when that was installed um and it was built along the entire length and this was my recommendation and what was chosen to follow is we stopped the trail at the right away I I didn't want to connect it to River Road because I didn't want to suggest this is a safe Crossing um so we ended it mhm ironically that County went through and connected it for us so we have a one-sided Crossing with no Provisions for an actual crossing of the roadway but they they connected it to the street but um I guess I guess my point is I I mean we could certainly build this um now and then just build whichever Crossing we want later which would probably be the 2029 extension and so do you know I mean you probably don't I don't know how you would but are people on that street walking and biking anyways because that's dangerous and so if they're on it anyways we're at least getting them off the street and so in one aspect that does we I mean I get what you're saying about not wanting them to cross where they're not supposed to cross but if they're on the street anyways we're at least helping them get off the street once they have crossed I completely agree I get I don't know the use of to be honest I and I I don't live in or travel this area much but if this Trail wasn't there I wouldn't consider going with my kids from you know whatever Road Burk is that burshire Burkshire div Vinewood wouldn't consider it if that was dead ended there I'd probably looked both ways my kids really wanted to go to that part you know I think I think it it is enabling and kind of maybe even not encouraging but it's implying this is going to be a connection you know why not now I'd be we save money right by doing it now because everything costs more in the future probably so that that's the main benefit right is getting it done ahead of time y it would and for the reason I mean if there are users least getting them off the road I mean we could we could do other me I mean we could custom make a sign at the beginning and say you know no connection or dead end Trail or something just to further not promote it as a or like what was at the end of that ballom there just those two um like posts in the ground not just like an A-frame sign that gets blown over in the wind but two posts that I couldn't drive aile through I couldn't drive a bike through yeah so it's like yeah if you need to go around it you you want to go around it you can go around it I'm not going to take my stroller around it yeah does the county have any plans to redo 144 in the next six 10 years no they actually just uh what was that that was just like two years ago yeah two years ago so they did they did an improvement they did it varied um part of it was an overlay some was a full depth Reclamation which is just a more but pretty extensive project so it's going to be a long time I guess is I just want to make sure that if we agree to today to continue at least that little half for 585,000 which just got to get done anyways that in two years isy wasn't going to come in and rip it up no no um that yeah there's no there's no plan at all for that road in fact it was that that was that was pretty recent that they did those I don't know if they made it on this section but nonetheless even if this segment wasn't included they considered the entire roadway which means they're not coming back for a while so I think the only one on on the radar even is River Road I don't know of anything that the County's planning be I didn't see I was just guess I didn't see anything but the River Road stuff assuming the site's up to date what is everybody's thoughts let's go down the row and throw the two cents in there my answer is yes go forward with 2025 I just think with the it would be nice to save the money crossing the whole the 585 the whole thing uh at least the the minimum would be the 585 okay but um I just think there's enough activity and enough growth coming from River Hills and all of that area that to me this is like the number one priority for when I think of what we're doing in 25 26 like there's just so many houses and so many things happening I think that if we can show people that hey this is our number one Focus right now is your safety getting you to Elm Creek cuz I think there's enough people even from we're in Pine Meadows and there's enough people in our neighborhood that don't even go down Pine View yet because they don't know what's there oh sure so if we can tell the story you know that's even something that we could do from a marketing perspective is hey you can now get like I would hammer this I would say like this is the project for 2025 that everybody from all those neighborhoods can go all the way down to Elm Creek I think that that's a number like from a parks and paths perspective I that's a huge win m M and it cost a little bit extra but then in 2029 we can come back and say now we have this to connect in and now you can go even further because now it's coming down you know you can go LC Stevens on that side on River Road I was driving the other day and I didn't am shocked but in the middle of the winter we have people biking on River Road yeah oh yeah and it just it scares scares me so much uh that I just whenever we can get a path please get a path yeah Yep this my b along Fernbrook what's that I've seen people bike along Fernbrook oh my go yeah I think we need to at least do the dead end Trail at a bare bare minimum I'm in agreement and then just stop at Vinewood at the Crossing okay TR aren't you going to go from going in line but I'll go um I'm ready uh I'm in favor of a full connection I'm not in favor of Dead ending it um if if we don't want to spend the money and call it a loss because it gets rebuilt then I would say we wait that's my opinion um but I I I agree with it's valuable I want to do the whole thing now and then I think the the amount of time that we get it early is worth that extra cost you know if you split it out by years I think it'll get that much use that it's worth it and the safety my two cents would be first question Marty what do we have in our Trail funds that we could get this done in 2025 do we have a million dollar 900,000 I think think it was go was in the packet right yeah it was in the packet that the trail fund was 2.8 I thought it was figures yeah there's some figures in here I think it was and can we get a class on how to read it's like page five of Jason's fun 408 yeah I did put in the yeah in that part isn't it like 1.7 or something yeah those were the the funds that I gave you emailed you last year so uh yeah the trail funds got a balance of 2.89 million okay that's and we will get in in 2025 what will we get for additional to that is that like 400 or um have to look do you have that projected or is otherwise I think it's projected a little bit I mean it depends on development depend your final plats so it would depend on who final plating but there's probably projections I think put together the and and maybe you're all already aware of this but the segment along River Road um Three Rivers is paying for that that will be from LC Stevens to North Island so you there will be no additional funds for that part at least you'll get you'll get that we would just have to pay whatever little extension we did or built out with with the county oh yeah yeah that would be on yours cuz that would be off of the the three R system but that wouldn't be till 29 so we'd have a really nice solution for 2025 and then over the next four years cuz the other thing I'm thinking of is we do have the funding and we do know it's an issue and what makes me nervous is that yeah be nice to save 300,000 however however many people die have accidents whatever in that area if we could prevent that by having the path on the crossing you can't put money I can't put a dollar amount on a life and because we I mean like I said I've personally played froger and I watch other people play Frogger and you know it's just it's not worth it so sure yes the money would be nice to save but I think over four years we just this is the right thing to do for the the city agree we have the funding for it so I'm in favor moving forward with it all okay agreed okay you need a motion on that or I'll just look to Marty tell me what to bring to council we would like to complete the project at the price of a million dollar I would do a motion and I'll a motion I'll motion to move forward with the whole project in 2025 second awesome so just uh you might all be familiar with this but just the process is we would go to city council and ask them to authorize the preparation of plans and specifications which would start coordination with the county which we've had some initial Comm uh Communications with on this which is good that's helpful um there's usually a little bit of a leg I'll just say with their reviews and and feedback but I I expect I mean it's been being it's only January that we'd be able to construct this yet this year without too much issue I it's it's a relatively straightforward project so um I would guess maybe a midsummer or a later Summer Okay um at this point but yeah we can bring this back to council probably second meeting in January or 1 in February depending on how fast we can get some coordination together okay I'll call a vote all in favor say I I I I I'll goal setting and prioritization for 2025 discussion yeah so um basically what we're looking for is some direction from uh as staff from the Council uh from the commission as to what you want staff to work on uh for this year um what your goals are for this year um so basically we're looking for direction from you guys and it can be things for that you want to look at in 25 for 2026 projects and maybe this is on me for not looking very hard but do we have a a simple map of like Trails throughout the city I think you've you've sent things up before yeah okay there is one published now okay there's a master plan for parks and trails something that like a new Resident comes they're like how do I get to the parks around here what parks are there like is it something like that or something more for like a technical user there well there's two basically two there uh the map that Jason showed there with the the potential trails and stuff on there we've got that um that shows all the trails in the city and the potential connections with Three Rivers Park District Trails where their proposals are um and there is also um a bigger uh trail map that uh is used by developers when they come in they know that they've got to link a trail to this area so that's a much more broad thing um rather than the thing that we know are being considered and are actually in place already um so so two if you want me to email those out to you guys I can and then there's also one for Parks as well um the master plan for parks where we need neighborhood parks where right that and the other um and where the community Parks should be just based on geography and um expected population I guess one what I'd like to see and and I don't think I those are all valuable and and great but what I don't think I'm seeing is when I moved in where's you go to the parks page on on certain city sites and there's just a something for a resident like which Parks have which amenities and stuff like that and I know we built that big spreadsheet of what they could have we have a lot of the backend stuff but I'm looking for something like for the new the new new employee the new Resident um and and maybe you know with with this new uh the new parks person starting or or activities person maybe that's something they can help with I'd be happy to help I'm not super uh good at designing but I like playing with maps um I think there is um on the parks page there is a list of the parks and locations and stuff and what those Parks have uh as far as the minute is going there sure like I said I'm shooting from the hip I didn't I didn't look through the site to see if maybe there's something that that fits the bill so I know we've looked at trying to upgrade that a couple of times um we are going to be redoing the website we're going with a new company so that's going to be that's actually started today um okay Civic plus pardon Civic plus there's a company called revise okay um I think they're a smaller company um it's going to be basically designed and it's going to be a 27 week project you guys switching to.gov too say again are you guys switching to.gov uh I think we emails we got to have email address I I know but it's a security best practice by whoever makes those so the County's talking about it and yeah it messes with everything and but I was just curious you mentioned the website if that was part of that effort was like oh yeah we're switching the the domain no this was something that we were looking at before that came in and then we had to change the email address and stuff so it's just coincidence gotcha um so yeah it says stuff stuff for um website improvements there's certainly something that yeah oh sure we can uh incorporate and we do have Maps here of the parts within the city there's somebody were swing in hey do you have maps of the city we have something that we can hand them or do we just direct them to the website uh I don't think that we generally we try to get the information out through the website I think and that's fine I was just curious I I'd have to check what is actually on the website for maps I think there is they I think they're in the planning part of the website so it might not be easily found yeah that's what I was going to say when I when I was looking through it yes they say all of the parks and they list what's there but there are no maps that actually show you I mean it will take you to Google Maps so that you can just see the location but it's nice when you move into a new place to have a drawn out map shows you the border of my town and they kind of get a feel for yeah because you know you try to find parks that maybe have a path plus a playground yeah build a build a loop or switch it up a bit right and so you want more of a drawing map to actually be able to see I think our GIS map actually does have all the the trails and the parks named in it so you should be able to see from that where the trails go through it's got all those sidewalks and and that is on the main I'm not sure if that is that on the website yet and that's not the I mean that's great for me I I love that because it's the interactive GS map but for an end user like sometimes I would just do a PDF if it sure if it has all the data then we could just do a PDF of that I a PDF map on the website nice to be able to have that if somebody were to swing in one day they didn't have the kids hey do you have a map Parks something hand them here you go they just flip it in their car go pick up the kids where do you want to go yeah I mean that's something I mean once we got the PDF then we can just have a bunch them sitting here or have start printing them off as they requested or whatever true yeah but yeah I think a lot of people just get the address and then Google it or you put it in their phone and try to find it could be that's true but like I moved here from a totally different state I was just searching all over for just yeah and I pull up Google Maps and it's going to ads and test it out and see it sounds like at least the two of us were interested in that same thing when we moved here is just give me that I want to focus in on this I don't want distractions and and and all that it's just kind of like you said Trail connections if they exist or Loops or because we do have so many dead end trails unfortunately we'd start on our bikes and then it'd be like we're stuck real life maze um and when you don't know the area you know you're off yeah get it um so the other thing is we've talked about in the past is having signage at places where are we at with that uh the council uh considering um rebranding oh at the moment so not going to push too hard on that until we get that sure fck it out is it something they're actually like pursuing or more of we're just not going to agree to more signs until we find a new logo that we like more I think that I've heard a lot of that but I haven't what I haden't heard is like okay we're going to actually do something to find a new logo that we'll be willing to put on something I think that's a discussion that we're going to have in the next with the new Council um see where they want to go um we only got this one in 2019 it seems crazy to change it out to 5 years but yeah that's me and I'm just too close what is this I mean what the typical rebranding for a city go A decade is it only every 10 years is that common 15 yeah in my experience since I've been I was think it was more like a 30 yeah but that's like 40 years right how many years you been I've been his since 2006 so 18 years yeah and you've seen 4 I mean the cost of rebrands got to be what a couple hundred thousand well depends on how much if you don't implement it you don't put any signs I guess depend like does everything have to go away or certain things get grandf there actually going to be cost we before it wasn't such a big thing because you're a smaller City and stuff and you don't have all the branding on all your trucks and stuff and blah blah blah so um now we're grown and we got a big sign and all the trucks are branded everything is branded this way um it does become a much more expensive project yeah fridley's been the same since I grew up there I still recognize our trucks so back but yeah back to your prioritization um after 2024 not a lot getting done you know it was upsetting I really want to see motion with area 21 I know we' got you know rfps out there I want to see ion Gardens I want to see work at at least Stevens those would be priority along with this trail that we just discussed mhm but I know wheels are in motion we'll get there uh so then other things I'd like to see is the master plan for Trails cuz if it was two years ago I want to say that we all came in early we discussed prioritization we finally have a trail that we're really focused on yeah it took us a while so I think it's time we bring that back to the table and start identifying other things so outlining the ones we know are in the works but really focus on trails and then look at the master plan for the parks but focus on the trails first makes sense I like the idea of being able to say hey you can go from here all the way to Three Rivers Park now we're connecting the neighborhoods in 2029 his family is going to be able to get there too once the roundabouts there and all the other stuff but there is a plan in place we're working it right you know if we can say that we're making progress sure I would agree with all that the um can you talk a little bit about the like the BR burn Trails sundan stad Park phase one mhm and the million dollars on that is that looking like it's going to happen in 2025 yeah that's that's what you'll see um the 95% plans out for that that's that area 21 is okay yeah and then the I Gardens looks like it's good to go in 25 y all of those things are good um the irrigation stuff has already been awarded for those parks um all that stuff is already in place phase three at LC Stevens is the bridge the bridge plus um what we discussed at the last meeting I read that y uh okay I mean that seems like it's a pretty productive 2025 right is that you guys I I mean maybe I'm misunderstanding but we have things in place for 2025 but aren't we trying to now plan for past that and that's what the goals are yeah that's what I'm I'm looking for we've got these things in place and those going Happ in place so we're trying to tell you what we want to see next yeah and what your priorities are you know obviously the okay so just like in 26 we slated for braer Phase 2 that that's still a goal and then uh the next two phases of LC Stevens are 26 and 28 so I mean there's some stuff happening but what what do on your wish list besides those things but there's I mean there's always talk about the community park and field and stuff like that and you know what do we want to do about that what you know that's always out there um we do have you know some money earmarked already that 1.15 million doll already earmark for pictures of a of the land for the community park it's not a huge amount of money but um we'll be saving some more this year so I mean it's up if you want to prioritize you know not so much money going into those other projects and putting putting that dollars into the community park or how you see that going I don't think we can pull money from any of the stuff that's already going well no but I mean future projects out there gotcha so we would just focus on one if we want at least st's done we would say no more other Park stuff no more the budget otherwise yeah gotcha do we want to get ELC Stevens all finished up is that going to be the priority do you want to get a community Parkland is that's why it'd be important to look at that Master Park's plan see what out there goad K I was just going to say I think one of our priorities is trying to get the land for the ballparks MH and so I would like to see that being a huge priority for us is doing we already have I mean I I understand the push to just get Elie Stevens done but we at least have some things in the works we have a plan to do it slowly and so I would rather try to get the land cuz once land's gone it's gone and it just keeps rising in price yeah it doesn't mean we have to do anything with it yet but let's have the priority of getting the land plus once we have the land we already know that CDA a will come in and help with costs and stuff like that so I'd like to see that as a huge goal for us is focusing on so what's your total what's your goal for are you looking at a 25 acre plot are you thinking 50 like what is the well he came in and he told us what we needed 680 to 120 acres is what you're looking at and and there isn't anything like currently available correct currently not available no um but do we have the money set aside so that when something does come up we can actually move that's the deal that's and so we've been saving x amount of dollars you know to a mass of 1.15 million but um I don't know that that's enough to get the deal done I mean if you're getting 120 Acres I mean what on average what are we paying for acre right now would it be anywhere from 20 to 12 it depends who you're dealing with and stuff so it does vary so if we were to get like a a less expensive let's call it 20,000 and it' be 50 acre it' be a million correct am I doing my math right try that again by me 20,00 or $20,000 an acre okay if we were to find something for 20 grand an acre 50 acres would be a million dollar yeah correct so and we think that it's going to need to be more than 50 acres so pushing closer to 100 so we thinking probably a two million minimum spend and maybe as high as A5 to8 million spend for just the land acquisition 5 to8 million yeah so how do we finance that Y what would the process be you know I'm just trying to think like they're realistic cuz that was one of my biggest frustration when we're talking is that it's like I know they have money but how much could they would they want be willing to finance with it how much could we get in federal grants cuz if if it's 10 million for the land and we think the total spend is going to be40 million if it's 40 million are we paying 30 and they're paying 10 and we're both financing or is Federal grant going to come five or 10 million and they're going to put in you know what does that actually look like and then extrapolating it over time like do we is it a 20-year note well how are we going to do it um cuz it sounds really nice to have like don't get me wrong I just want to get like the logistically what does it look like cost per year is it going to be a $250,000 a year that we would just budget every year would come out of the parks fund to pay for this if it's 250 from us okay well that seems reasonable you know that's our best coolest park but if it's $1.5 million a year every year you know will we be able to actually afford it right I think our internal next steps group would be to go to council as a team and join the meeting and express what car just said you know we really want to get this going we really want to find the land but we also really want us as a group with the council to find the money for it we know it's not cheap it's only getting more expensive what do we need to do is it feasible can we afford it if we go to them as a group and push them for it that that's the first step and I my eyes I could be wrong I think that um we generally have a joint meeting with the the council once a year I didn't that was what I was going to mention as part of my my goals is I don't think we have done that but I think that would be important to do is that presentation that it says in the in our little Charter that we do every year um I I maybe Doug did it the first year I did and I didn't attend I was say I know Doug did it last year so yeah I I apologize I misspoke they've been occurring but I think it would be important to do that again um I had no part in pres preparing that but think it would be uh what had some good results um the Planning Commission have a you we set up the tables down here and it's a big round table discussion um it's not a formal presentation it's just an open discussion with an agenda with some key bullet points and just throw our you know ideas what you want to do and how how do we get here and stuff like that I think that um uh Federal funding is always a good idea but um yeah we got to have something in place that we can put to the the government this is what we're doing this is what we're ciping for this is the plan so you need to do a lot of that background work to get it up as a real project for them to even consider that's how we got the water Trail money because we had you know the documentation there to prove that this is a yeah we're serious about this um so it takes you know some some investment ahead of the game you to get on those was it difficult to get the Buy in to do that work like it cost money I'm assuming to present prepare things have Consultants was it was it difficult for you to get that buy in from Council no because I had a real good support on the council cool um not everybody wants wanted a water a trailer at the time but there was two key people on the council who pushed for it so we need to get there Buy in so um but the key thing with the water Trails was that we got it was all funded from federal funding C service or but you you know that's only available to us because we've got the documentation and a plan and all those things are going together would you guys say that with everything we already have in place for 2025 and 26 that the main thing would be really a focus on is getting this land and getting try to move forward with a plan for Council or what do you I wouldn't want to just limit it to that well I'm just saying like one of your top yes it would be the top three to that the trails cuz I came into this position wanting to Trails and connect everything to everybody yeah yes it would be my top two I think my number one is connected Trails getting bikes off the roads yes and people off the roads and a lot of bikes want to be on roads though too so that's something that might come into play is if people start to get frustrated do we need ordinances that say they're allowed to or not allowed to um again a lot of people prefer to be on roads because they feel more seen you know there's a lot it's very people get very passionate about it I don't sit either way personally I don't ride my bike much but a lot of people who are on the road wouldn't be on a sidewalk if you gave them one because they can't go as fast as they want they don't want to go around the kids on their bikes they don't want you know the roads are maintained to a higher standard there's different years of Bike R absolutely beet old people out there then you have mom and dad with the kids kids talking about the I'm referencing the ones that I always scare me that they're going to get hit by a car that are you know driving for example the I'm scared of any bike I see on the side of the road getting hit by me doesn't matter if if they are a really good bike rider their Tire could pop at any moment and they go out another the road their braks could you know fail like I I just yeah I've just seen enough people people avoiding the paths that are we have and I guess my thought process having lived in Portland for a year and seeing what that situation looks like for bikers and seeing what we have here is like how do we find a good compromise and a safe compromise for that's best for all parties um because it just seems when I I see a lot of dangerous things happening right now and I just don't want to have they go sideways well I totally agree with the trails and the connectivity I just don't want to measure Us by how many bikes are getting off the road when some people might just be a really good point okay okay what else do people have for priorities yes I guess my priorities would be executed on our current projects which is kind of I guess obvious and then the Parkland um you know finding that probably second and then third would be that presentation I alluded to I think a joint meeting sounds like also a good idea or work session or whatever that's called um um but I think that there's some value in a in a little prepared report that could get posted on the city site and the residents can see what is this commission doing what is what is our output for the year what do we accomplish um I think you know again I don't know what that looks like I haven't been involved in doing it I'd be happy to help um I don't know how much work goes into it but it says we do it I think we should do it okay well I guess from this uh pull together an agenda um and try and get a meeting scheduled with um the city council The Joint uh work session with you guys um I think that'll be the next step um I'll send out an email to you guys with what the agenda looks like and then you can comment on that if I've captured what you want to discuss correctly we think in March time frame since you said February was so busy yeah I I'm not sure yet i' have to look at what ail Yeah March April early part do Arbor Day for us right the proclamation we can tie it together well there you go we could do that yeah because I just want to make sure that if we're going to meet with the city council that we know what we're actually talking about we come prepared as a group I don't want to just show up yeah I I think that's the worst thing it's the biggest waste of time if you're not prepared and and if you need stuff from me just you ask me I will have Elizabeth to help me now so there things that you need to or you need to pull a presentation together or what this all looks like just let me know what you need so my question is if we can't all communicate outside of this to get that kind of stuff together do we need to have our own work session first you certainly can I would say yeah maybe two one where we Define what we want to bring to the table for the Community Parks you know where we come up with hey we're going to need some budget stuff some projections how much money we're bringing in some ideas from you who were just at a great Parks facility ideas and thoughts money funds and then another meeting for us to go through it and be like this is how we're going to do it PowerPoint this whatnot here's where you're going to speak here's where you're going to speak that kind of stuff yeah I think that maybe two priors before we go to the council I think that B all good stuff to you to do I think that I mean and I'm sure um uh she's probably got a lot of ideas as well that she' want to bring to the the table as well so all right I just want to make sure we plan ours before that I can we do a March do what in March us meet for the first time you can do it anytime that you want to do it um let me know what works for you guys we can skip so it doesn't have to be this meeting it's just addition no do you want to do a separate meeting or could we do it at our next meeting in February not said was busy okay got the RFP and then the 95% plans already there so let's do March you want it do the March May in as okay that's what I would suggest as a work session as a work session is that the same format that Council does where it's an hour early we meet for the work session and then have a regularly planned meeting or just curious or you can just do the meeting as a you know as just that one subject okay perfect like I'd be more in favor of that personally because I can stillner and everything Tuesday March 4th will just be all work on this project yeah cool and Marty on the February 25th what is that meeting that we're coming to that is the council meeting that is the council meeting we're going to go in they're going to be discussing you know the you know going out to bid for the the park improvements from 2024 we're all just going to be there in I would like to yeah you guys had to support your decisions and why you made them that way 100% I think that would be really important would you send us an invite then or have her send us a meeting invite for the 20th yeah for that meeting as well thank you okay all right you want an invite to the council meeting is that what you're saying yeah just so we have it all in our calendars so February 4th February
