for e e e e e we have um today is March 18th 7:30 a.m. Eda meeting is in progress uh we have I am filling in for uh the president Tim hutner Tim is with us via the internet Tim are you there go ahead I want you okay um then I think everybody's ready and um we're looks like we're missing Juan Juan's in route he said he was going to make it today he is or not going to Ron said Juan said he was going to make it he just texted me okay and then um Eda member of faset will be out today he is not going to join us okay so yeah we got that update to uh Ed member Fant is not going to be here today and then Juan is in route shall we do we still have a COR I guess we do yeah we do yeah okay two three shall we wait negative no no okay uh okay um I guess first thing is the approval of the agenda has everybody looked at the agenda that was issued yep is there any questions comments concerns on anything um I have a question yes on the agenda uh as I indicated I I stopped to see Mr Hunter uh last week to get some work done and I had some concerns about the uh uh last meeting that we had with the city council and um he put that into the new business um uh for me however under new business I see none is you you can add it I can add it okay what was it I just wanted to T to know that okay whatever you and I talked about regarding the new business I don't see it on the agenda so that's that's all yeah so uh commissioner or Hunter had sent me a uh some additions but I did not receive it in time for okay the packet um so email very sorry about that John y all right so if you'd like to add things I I need to know what it is very good thank you okay uh I think uh Council I think Sean has a list of those if we want to talk about them today I do have a list of them yes um okay any other questions on the agenda or so we going to talk about read Eda chair and members Le I'd like to mention something so I did send an email off to um chair hutner just let him know so this is the same process we use for Council um and the reason for that same process is because if we have seven members on the Eda or five members at the council if they're coming to staff and each individually person is coming to staff with different things it makes staff not have a good direction and give time for actual information to be shared amongst the Eda members and amongst the council so how the council works is that if somebody has something they want to bring up or talk about it it's brought up during member updates or counil updates uh and you'll see it mentioned in a couple of previous meetings if you watch the council meetings at all um they'll say hey I want to talk about lighting ordinances or I want to talk about um damaged utility boxes or something like that and then somebody else on the Eda or the council would have to then say hey yeah let's talk about that that way it gives good clear direction to staff on more than one individual's purpose um otherwise like I said if you have seven people or five people coming to staff with different direction it makes it very difficult for staff to focus on so I think it's very important that it's set up now and in the future that if somebody does want to bring something up at the Eda level it should be brought up during Eda board member updates and that way we have staff time to be able to provide you with information of here's what the process is or here's what another Eda does or here's what you know you have some background information and everyone has the information before the meeting it's very difficult to talk about things at a meeting that you have no previous recollection of and you have no time to look into anything or have an actual opinion on um so I would I would strongly suggest not not saying you can't talk about some of the items that were um presented by chair Hunter because you can it just makes it difficult if you don't have time to be able to research anything to say hey I don't know what I want to listen to that or I don't know if I want to talk about that as the Eda the Eda is a board just like the council is not just the mayor it's the council um so it's five people just like the Eda 7 so that's my take on it and that's why I did respond back to Cher hutter if here's why we shouldn't put those on the Eda board member updates um for new business because no one else is aware of those things yet and just throwing something on the agenda from one person can make the Eda or Council go in a direction that maybe the Eda or the council doesn't want to do and so that's why that that's why the process is set up for Council that way and I would expect the same way for Planning Commission Parks Commission and Eda so so on the Eda member updates you would like if anyone has one you bring it up this meeting and it gets address next meeting yes yep so that gives good direction to staff too and it makes it easier as well so you have something on your mind hey let's just talk about it and I'm thinking about talking about I like I said damage utility boxes as a great example does anybody else want to talk about it k y you do fantastic it'll be in the next meeting this gives staff time to get you stuff get you information so that everyone has the same information when you come into a meeting okay versus if somebody says Hey I want to talk about fixing every sign in town and everyone in the Ed is like yeah I don't want to talk about that that doesn't sound good that way we don't spend time on staff that's something that isn't going to really give us any fruit really if that's the answer so that makes sense any questions about that process I know that might be new process in total but um it's been practiced by the council for a little while and I think it's an important process to have okay got a question yes Sher Hunter okay when I get the uh packets from John we have a section where we going to make any changes or ads and additions is there anybody else besides me making those ads or additions that we know of to dat no not unless one of us call you and say hey we should put this on there I mean that's the option anybody can so that's what we've been doing to this point that's why those new businesses were in place and uh unfortunately I sent to the wrong email sorry about that John yeah and that's been deleted from my email list so we still want to go through the agenda and add stuff to it at that point in time as well so he has time correct yes but the point is is to have a month's time to to prepare things understood I will make sure that my additions are are very prompt okay I mean you can bring them up at the uh I mean there number seven is on there so you can bring them up you can bring them up today Eda board member update the reason for that is to give you guys time as the Eda to talk about things that you want to talk about in the future that way you give staff time to get things for you um things get bring up at a coun at an ed meeting can happen I mean it's not like it can't happen it just makes it more difficult if nobody has any time to do any research or provide any background and then we're just saying okay yeah we can do it but it makes it more difficult okay does that make sense and like I said Ed wants oh sorry Luther want to uh add those for next line um I I yeah I do have a list I guess whenever it's appropriate to add that to bring up let's talk about it during Eda board member got we get to that we'll decide which one um if the Eda wants to change the process and have everything go through chair hutner that's fine with us we just need to make sure that staff knows and then we have enough time to get you information so if the Eda wants to make that direction that could be something you talk about during member updates as well that the council does it one way doesn't mean the Ed has to do it that way but it just it's easier if it's one clear Direction otherwise it gets to be convoluted from staff so let me just clarify so we could do the Eda member updates which be on the next meeting but we could also then provide input the hunt the chair hunner during the interim time before the agenda comes out yeah okay yeah so if you have something so the media can do one of two ways and st's fine with either way we just need to make sure that it's consistent yeah and we know is either everything can go through chair hutner and then chair hutner can can reach out to John myself Hayden whoever it may be at staff level um or it can be the Eda does it at a board meeting and then we have then clear Direction at the next meeting so okay okay you can decide that later on so thank you very much I'll make a motion to approve the agenda I second is that the agenda as it's written well we're we're going to add the member updates at that time right that's what I I mean okay yeah I mean that's what I understood otherwise I wouldn't have made a motion and we right and and any changes to the agenda are at present time anyway so yeah so what the agenda written is what it's written yeah yeah I mean I guess we're look for if you want us to add the items under that now and then approve the agenda we can do it that way or or I was thinking that you were going to add them we're time we're going to add them when we get to it yeah yeah when you get down to number correct that's what I thought yeah so okay just for clarity so chair Hunter had had a list of um five different items and you'd like to add those five items in our new business I think we should we should quick go through them and we can decide who want what ones we want to add for next month okay we'll add those for next month at the member update yes okay y got it unless we want to add them this month or to this the session can we do the this session let's see how it goes yeah I mean we've talked about for 10 I don't know what you added on there I have no idea what you had added on there well I'll go okay um open Forum um I don't there's no one here there's no one online other than commissioner uh hutner okay and no one online Okay um that was easy uh um I guess really we don't have anything for old business um appointment uh appoint an Eda member to the committee to negotiate uh the purchase of the tax forfeited property so we have decided that we're going to have one member from Council one member from Eda uh accompany the attorney uh the City attorney Amy uh down to meet with the county in regards to purchasing that property um I I'm I'm not sure where council is at as far as appointing someone I'm on there okay so so this is Scott Scott and then for Eda does anyone have any recommendations on from our group who we want to go down for this meeting does it make sense to have Tim since he's our president any objections I'm yeah I know Tim had a few criteria that uh that he was concerned about that we can talk about go ahead Tim yes uh no problem U not going to do downtown did Amy negotiate a meeting place other than downtown I don't know if anybody's talked to her at all I have no idea Amy's had or this is Amy Schmid the City attorney so she's had Communications with henan County they they don't have a date set up yet or a location okay I would have no issues if it was any place but downtown okay how do you guys feel about that um yeah I mean that's kind of the element there is to get her out of her office out of her comfort zone and and yes maybe meet somewhere else kind of in a neutral yeah yeah okay yes just see if that would be the tactic I would have if we're okay with that I got no issues moving forward uh but you guys got to you all got to decide this as a group your thoughts are are there any locations in particular you're thinking about outside of oh IDE I don't care I don't care if it's I we're just not you just her her her element down there would be the wrong spot for me ideally it would be to pick a lunch spot and just do it at a lunch you know like some restaurant somewhere okay yeah Golden Valley or or opener ask Amy I mean am is going to be the G to call her and make the a meeting I would gas right and try and try and get it away from the the Minneapolis building anywhere I mean it wouldn't matter even a park someplace you know mhm okay um I guess a Park's probably unless we get a 6570 degree day I mean to me the sooner we get on this the sooner I mean the last conversation I had with Amy she says that she was going to look into that I have not heard back since yeah I I believe um henin County was thinking this would be a uh a remote meeting just on a computer screen understood okay I me if you guys want me to do it um I guess I would say I would recommend that hutner does it I mean I'll make it or I'd second that motion besid he's not here to vote anyway I think that's good seeing how Tim and I have both talked to Amber the G that we're talking if County there's year and a half s the history there yeah so yeah I think it's a good fit K the great out and this is all just about negotiating the purchase price for that M yes okay yep that's it just the price okay so I guess we need to vote yep well you I already made a motion you second it so everyone in favor all right then hutner you're the guy so Tim I think now out of comfort zone I think what should happen Tim is you should call am we should get on the horn with Amy and try and pull her away from that remote idea because if it's the remote idea yes I agree with that Amber is going to be sitting at her desk on a zoom meeting and should be just as comfortable yeah because we won't even be in the room and I believe that is is a group that we should get her out of that office into a separate location into a lunching man or whoever it is and and then just kind of say hey look this is this is how we want to do it you know apply some human to it she's helped us before and some stuff and I want to make that uh Ultra clear that we should at least buy our lunch so I would suggest you know Scott and Tim is that you guys have this conversation offline between the two of you and Amy yeah yeah we got to talk to Amy for sure I mean we should have some Direction with Amy before Amy just starts going and making a couple of calls with out any any direction from us yes yeah agreed with that 100% okay well then we're set on that yep all right um does do you guys know and I don't want a number spelled out here you guys know what the number is that the council agreed to go to negative uh well it was discussed at the workshop yeah oh yeah yeah right $1 million I believe yeah um we don't we don't talk numbers on on um yeah we all know the number sorry so we're good we got that okay all right um moving on I guess uh B Eda Vision goals and policies thank you so this was a carryover from uh last month and and possibly the month before uh it's just a review of uh this eda's strategic plan so what I have on the screen is the Strategic plan uh in the packet was this as well as uh the uh Village master plan in the economic development section from the 2040 comprehensive plan so just going Chron chronologically we have the comprehensive plan chapter that was I believe written in 2017 passed in 2022 um and then we have the Strategic plan in 2022 I believe and then the uh master plan or the village master plan that was adopted in 202 23 so I don't know if the Eda had a certain direction that it wanted to go but um I was going to hit on uh some of the goals and strategies that I'd like for us to focus on um but we've not had time to okay so uh the Strategic plan starts out with going through kind of a SWAT analysis of where Dayton is at in some basic data um again this is a few years old and so it is uh outdated um I believe to this did I yes I mean I think directionally it's still very accurate it it is it's just every time we add a new business I mean since we don't have many businesses to begin with it it increases our numbers yeah you so when we talk about especially percentages there's a change with it um so with the strategy you know the strategy 1A is to encourage tax based growth and diversification um I've got just highlighted and items of of meeting with economic development Partners um as well as site selectors uh to assemble assist a list of available sites and up keep that list updated as well as determine targeted Industries and develop industry profile so uh meet with economic development Partners this does happen it it's not uh probably I don't mention this the Eda as probably as much as I should um but we do have regular conversations with um you know other agencies outside the city so uh we had a a chamber of commerce lunch in a couple months ago which was attended by uh commissioner Fant as well as the mayor uh we do meet with staff from greater MSP as well as de uh usually it's more about specific sites but sometimes it's more broader conversations um as far as meeting with site selectors that's not something that we've done um purposely so we do get occasional calls from site selectors of hey I've got someone that's looking for a property that meets this criteria do you have anything um those types of questions typically more so come from deed or the Minnesota Department of Economic Development U more so than that actually we we typically do not get calls from large businesses themselves sometimes the smaller ones the mom and pops of here's what I'm looking for do you have anything um occasionally from realtors that also serve as site selectors um as far as assembling a list of available sites that is not something that we've been doing um it is something that uh we don't always know sites that are available sometimes we're made aware of sites that are not for sale that could be for sale um um meaning it it's uh I'm not sure if the owners would like that that information published or out in the public so it's uh yeah sometimes it's just kind of word of mouth of of what getting a call of you know someone that's looking for a specific property and knowing if that might be available or not okay understood John um as far as targeted Industries um you know looking for some guidance from the Eda if there's a certain industry that you would like to see or not like to see so previous meetings we've talked about manufacturing um that's a very very broad category uh I know in the Northwest Metro we do have a concentration of medical device manufacturers um you large and small um anyone have any input on targeted Industries to me it like we've discussed before it's you know industries that would provide you know more jobs and higher paying jobs so that would be manufacturing could be uh technology companies Medical Technology any type of Technology really um office space I think's another one um medical right yeah I said medical I mean maybe I mean I do think some retail I I mean I think we've had discussion you know we're not going to be Maple Grove 2 or whatever you know Arbor Lakes too but uh some retail in select locations and strategic locations would be appropriate I think um you know whether that's by the highway here right know we got the quick trip going in that'll have some retail uh and then I to me this is also where our um broker or whatever we're calling them that we hired should be involved and have the same list that you have John as some people calling you or whatever for the city but also being proactive to be looking and reaching out to those kinds of uh companies or interest potentially interested companies to try to fill those kind of spots right so the the broker that we hired was to buy and sell property if if we want them to reach out to companies and try to get them to come to date and we need a budget for that and be clear of direction of what we're paying for okay okay I was that was not cleared to me when we hired them that they're only we we've not paid them anything okay would they be opposed to uh seeing these lists as a potential sale on their side and then working that angle for that um potentially that well if they were selling Eda property which which they're not we don't have property to sell so I think the bigger issue is you know trying to attract businesses to Dayton doesn't matter what property it's on you know that's not something that a broker is going to benefit from the sale that that's an hourly uh um fee that they would be collecting from the Eda well maybe that's something think about but I I was of the understanding that they would you know if they knew what we were looking for that as they had their contacts that they have they would bring those to us and say hey this company is looking for a site for this type of business what's available in Dayton and we would match that up or try to match that up that's certainly where I would go with it I mean in my opinion I'm not going to I'm not going to give you an hourly fee to go and search for somebody because one once the party once the parcel does become available they're going to go and they're going to to show that party do that parcel they have part of their job that's part of their job I mean and I would think that's where the broker would look to make their money would be you I'm bringing you someone that I think you're looking for and do you have anything and if you do we match it up and they potentially get the potential sales inquiries I mean we don't we don't even have the property yet so we can't say I mean I guess to me they don't know they should Market the property because we don't have it right well that's true and but I think if they do come to us with you know hey we have this company that's looking for this we can search what we do you know there are for foot properties I don't know if any of them I mean maybe the one we just talked about whatever are fit for whomever they bring to us yeah like I say they'll bring somebody once they know that the property is available and we I would say we could certainly ask if they wanted to do that but historically speaking you know they they get paid commission so they generally don't Market or sell or represent anything unless it's being unless it's out for a sale they're going to bring you the first guy that wants to buy they're going to tell you who it is right y we're we're talking about two different things so one is marketing uh the tax forfeit property that's roughly six acres we still have maybe 100 acres that's available so I mean we're we're trying to bring businesses into Dayton whether what property it goes on isn't uh as important yeah are those City owned prop City own proper City doesn't own anything that well we have 100 acres in the IND yeah that's fine you know in that area yes AG with what he's saying I mean at some point you got to decide what do we want for that entire area and I think in my mind what's on the south side is going to be the retail and apartments and and whatever most of the north side is going to be the uh industrial building now this particular piece you do have the Quick Trip right next to it so that's a little bit retail I certainly wouldn't be opposed if you had somebody that wanted to put a strip mall over there if if it came I mean you're going to have five six different venues in that and to me that 6 Acres will support about a 200,000 foot bu building something whether it's one building or or a strip of buildings okay yeah to me it's there's very you know there's not a whole lot of land left and we've got a lot of Warehouse slash I don't even know if you call it industrial I guess you call it industrial um some mix of manufacturing but it would be good to get some of the other items that you know what we talked about retail office space technology companies whatever if we can y now I mean the reality might be that you know the only thing that's suitable there is a another Warehouse you know but so what we've talked about Industries so I've got in my notes is uh you know manufacturing jobs medical manufacturing some retail essentially businesses that create jobs is there desire for more warehouse and distribution also office space office office I think office I mean I don't know that I would go for more more warehouse distribution I I I would like to I agree I would like to see businesses that are going to have employees and be able to employ I think we got enough Warehouse is my opinion we got a lot ofous agreed with that comment we got enough Warehouse yeah you know and I I was just spent some time over by uh Maple Grove Parkway there and uh to me the Dayton Parkway kind of reminds me of the same scenario and if you look at what's around Maple Grove Parkway I mean it you know it's it's pretty developed and they got mix of retail Hospital medical buildings you know Office Buildings yeah that's everything that we're we're looking for definitely no more Warehouse I think we need to get I think we came I mean I'd agree I don't know if that's the consensus amongst the Eda but it seems like we have plenty of Warehouse can we get I'm sorry can we get the the new Council or new member a copy of those uh alerts uh it was in the packet oh did you okay all right the one thing I'm want to bring it up too so they're in territori Road when we purchased the building from atic 3 years ago that was a manufacturing plant okay I spoke with the own I asked him why he was leaving the city at that time he had a Workforce of 40 50 employees and his biggest constraint was 90% of his Workforce were was entry level these individuals do not have a driver's license they rely on the bus station well getting to this city it's can be a tour so he end up relocating to Brooklyn Center for that reason so I understand we want to attract these manufacturing jobs however that's something to consider that might be an issue public transportation once again these positions are entry level positions yeah okay not everyone has a driver's license what was your building before John before Ian before he was you guys it was a STX they made those reusable gear ties okay I don't think that Council will put a line across there will they and he did say it he made it clear if it wasn't for that constraint he he would not have left okay he he just had a hard time hiring anyone that's why if we were to do a higher Tech facility that most those people would have their own cars you yeah you'd certainly hope I your entry level already a $20 to 18 to $20 job probably right another reason why we should keep division as a higher Tech facility yeah I mean it'd be great to have some Hightech or medical stuff in yeah over there for sure so okay well anything else nope I think we have kind of John when I when I speak up John is there a delay or do you hear me instantly uh I hear you instantly but I can't see your lips moving yeah okay um are we are we good on the Eda Vision I guess is there I guess I'm good on the vision um yeah maybe in two years we should update it and look at that or next year we should update that and see if others can do a Brisk everyone else is good yeah on the vision fine yes um goals though I two two comments on the goals one I one's a question probably more is goal five which is the growth of the city center and Territorial Road or whatever that that's changed I think think right are you referring the goals in the comprehensive plan no the goals in the Strategic plan for Ed there's nine goals and we we some time ago 6 months ago year ago I don't know I lose track of time we looked at these goals and we said you know which ones we thought uh were the highest priority and to me that's that was kind of my second comment is I think we should have you know three four five whatever it is picked out of these and then just put those maybe on the back of our agenda so we know what our five three to five goals are all the time and say you know are we doing the things that support these goals right and I think generally we are but it's always a good reminder to yep and just for those are flipping these are the the nine goals that are written in the staff report or list in the staff report and the the only I think all of them I just you know read through most of them still make sense except for maybe go five which I was my understanding that the city council decided to go away from the city center location or maybe the city center all together I'm not sure what they ended up doing uh well it's away from it but I mean we have no buyer we have no buyer we have no Builder we have nothing yeah no but I mean 30 40 years from now I get that but is that still is that still the goal SL Vision whatever uh that's going to be kind of a work in progress because uh personally I think yeah that's that's a moving Target yeah I think your area along the freeway not over on 117 is going to develop before 117 yeah so I think it's kind of a moving Target as far as the city where it's going to be is a long term um idea so the city did create a a master plan that showed a um a downtown area that was not accepted by the council there was a conversation at the council level that um you know for the center being at 117th and East uh I'll say East French Lake Road over that general area of moving it farther north but not necessarily a location of where farther north but to Scott's Point um for being developed that is several decades away okay so we can so then the goal can stay I suppose maybe just location is undetermined it's going to be in that square someplace I mean that's the idea of doing that whole uh what do we call it master plan thing mhm yeah that was the whole idea of that I mean indirectly I think that whole square square mile was a little bit large to try to master plan that whole thing and it should have been a little bit smaller but whatever it's on the table but okay way back in the back well if I recall we I think it was gos one two three and uh six four and six well I don't remember about five were kind of the priorities that we talked about this might have been before a number of you joined the Eda okay uh so I I guess my only suggestion is and we don't have to do it right now is that we should prioritize a handful of goals put them on the back side of our agenda so that we're always reminded to look at those goals and say are the things we're doing focusing on you know delivering on those goals do we need a motion for that no no um so just to summarize of having this list and essentially every packet so you're always reminded of what the goals are just on the back side of the agenda or something you know so we know like cuz I I think what happens you know this was developed I don't know two years ago whatever it was three years ago we got new members they have no idea that this even exists uh now they do but you know it's it's kind of this in the spirit of government efficiency uh that we don't rework the same damn thing over and over and over again because we've already done it we've already spent money to do this yeah it's a few years old but directionally it's still fairly accurate and I think it is we did this to have a guide post of what we should be doing and I think to continue to remind ourselves about what those guide posts are is important that's all I'm saying I agree I think it's a great idea good idea great idea okay um all right I guess moving on then flower pot sponsorship do we have all of the flower pots sponsored this year uh no it it's not been uh put out yet so as direction from last month we're reducing cost from $200 to $100 I guess you know question if any of the Eda members would like to be a sponsor John did you uh did you did we check it's Jane that does that right that decorates isn't it Jan I I don't know who it is personally I've heard different know Zach no yeah and I should know do we know for sure that it I thought I seen something in payment of claims that was like 4 under $500 to put all the these flowers in there I want to be sure on that cost before we do that because in my opinion we're not trying to make money on these pots we're just trying to get them built how many pots do we have eight and we had a hard time I mean if it wasn't for anybody up here I mean I one or two public bought a pop yeah and I'd like to get more public involvement in it rather than commission and stff yeah and I don't think we've done you know other than publishing it in like the communicator or whatever I don't think we've made much effort to reach out to other than the businesses on the Eda to say hey would you sponsor this and that's one thing uh Facebook P had a listing on those as well I think the other thing is probably the the gal that did it did a fantastic job com compared to years the first year yes I thought we talked about getting her like a couple hundred dollar gift card or something yes yeah we did talk about giving her something so if you're at say if you saw invoices for around 500 I'll get that answer I'm just throwing it off there and then we give her a couple hundred that's you know then we're at 700 so you know I don't think $100 is that far off well I want to make sure that if we do that I mean to me the 200 is you're you're excluding the public to pay that kind of money I mean I don't see the value if I'm if I'm joblo citizen to spend 200 bucks on that pot right personally I'm a little disappointed and I don't get me wrong I was a strong proponent of picking this pot and everything I mean I look around at other cities and I was just in monel and I I personally like the nice big concrete uh P Rock coated outside pot I mean you know that's like this big around and this High yeah I mean to me they make a much more nicer looking deal Marty didn't want that it takes up a lot of room on the sidewalk yeah me some of them pots are as big as as wide as the side Sidewalk so um I think the other thing we talked about was making sure that all the pots go back down into the Y village where they're supposed to be yep and so setad of spread kind of all over the place and I know that was I think was done for winter reasons and that was done to move them off the sidewalk for ping yeah and they just never went back yeah it seems like City Works is maybe their desires or needs are higher than the priorities of making it look nice but is it the point where Scott you would like to uh change the program up instead of flower pots put the cement markers I don't know I don't know if you can alter alter them pots I I don't know if you can we we can't block the sidewalk with the pots is there we could use the same pot if you could take I mean you might wreck the pot doing it but can you take that pot and put some epoxy on it and put per Rock on the other side maybe I don't know you have to look it into that and see if it's possible is is there room downtown I I recall going through I think it's a seal number of cities where they have hanging pots and they're just huge you know and they're hanging on street lights and we don't have the poles to do and I didn't know if we had we tried to do banners down there and we've been told that the county won't allow it I don't know how hard we've really pushed but that was that was the response when we tried to do that I think we have three street lights I we have the pots now so we might as well utilize the pots how do we better utilize the pots and I I like the idea of reducing the cost to 100 yeah um putting something in the communicator maybe we'll try to get some more families to M sponsor pot maybe a a bigger plaque or I'm just throwing ideas out there a a bigger plaque or something nicer to put on there for the the family that usually when you look at the at the pot what you see is city of Dayton on there not the sponsor seems oh I think the sponsor that it's good on there to to recognize whoever is doing it um right I don't have a problem with that I just think the pots are plain Jan yeah they are plain J but that was part of the yeah I mean cost thing and also what happened yeah yeah I if they could be decorated up I'd be all over doing them decorating them if it's possible I don't know if it is I do some research the way the gal did them last year they looked really nice I thought aot much nicer than before and if we could just keep them down I mean we had them in the city the first year and so I don't think they were blocking the sidewalks that I mean there's plenty of room on the sidewalks from what I could tell the first year so I seems a little bit like a cough out to me about the we can't have them in the city because they're blocking the sidewalks the the large the large that's what happened in the winter time I mean Marty moved them just to get them off the S sidewalk in the winter they just never went back that's right I'm sure that's what happened I didn't ask him well I guess let's make sure they that they get back downtown and I think I think a nicer plaque in I guess in honor of the family or who the business that sponsored it maybe would be CU right now it was just something taped to the side I think it's it might be screwed on SC I haven't actually walked I think it's screwed on that just some sheet screw or whatever and again lowering the price to $100 I think if we can if we can do that number I think that's better we're not out to make money on them right that suffice your question I put it in the communicator like you said the other thing I think an idea might be a letter directly to businesses in Dayton because we haven't I don't think we've really solicited the businesses would imagine you know for our case of anyone that uh sponsored a flower pot last year or previous year is going to want want to do that again in future year yeah I would think so if we don't if we don't use them up I'll take two okay okay yeah let's let's let somebody else have an opportunity I mean absolutely absolutely so what what do we have a deadline or when is the when by May 15th I mean you're going to start planting them about that time yeah we're we're going to plant them all regardless of whether there's a sponsor or not it's just what the plaque is shown so okay again I guess the direction that I have Dayton wi and spirits will be a sponsor because you you are a downtown business uh other Eda members will sponsor one as a last resort if if we don't have a sponsor otherwise or I'll certainly go along with it if I have to but if if there's not somebody to take it but I want somebody else to have the opportunity to do it I think that's good did you get any uh numbers okay are we are we good on flower pots Ed Ed chair and members of the Ed wanted to provide an amount that we spent last year just on flowers Alone um was about $100 a pot for both the summer and the winter planting so we did both summer plantings and winter plantings it was about 800 bucks okay roughly um it's like seven uh two years ago was 725 and last year technically it was like 774 or something like that to um the plaques are we got a really good deal I think we I think we pay like $10 or $5 a plaque to do them so they're extremely cheap but so if you add if you add about it it's about a 100 bucks for planter for the cost it's just the cost we obviously um we have a volunteer who does a great job with them and maintains them really really well um we don't pay her anything for her time she volunteers or time 100% to weed them and water them and and all the other things in the in the summer months we help we maybe we should go to 125 and then give her 25 per pot yeah she gets exactly Z right now she volunteers her type 100% which is fantastic and we greatly appreciate her but okay yeah 100 bucks would just do that's not going to include her at all right 100 bucks a pot I think we just give I mean she's obviously not doing it for money or anything else but no I think it would be very good gesture on our part to provide her with some kind of gift card for dinner whatever $100 gift card to a restaurant or something that that was the direction from the Eda last meeting yeah so what how much are we going to give her 100 200 I would say 200 I got to look if I want to say it was either like 200 or 250 or something it was a sizable amount I me you can't go to dinner for $100 hardly you know at a nice place not in Vegas you can't I went for $5.99 last night I had aink there C but yeah hopefully that provides a little insight to the Eda I think the main thing for us at least in the Eda perspective for finance is we just don't want to lose money as long as we're breaking even I think it's fine we're not trying to again make it rich out this thing I think it brings an aesthetic appeal down to the stor Village which is great we're going to move all those flower pots I know that's been something that I've heard about is the FL pots are kind of extending past the store Village which they are still in this St Village but they're getting past nor the more downtown kind of go back to the original so they need to go back down to the thing so we'll we'll do our best to make it the main Drager Robinson Street 125 then I think qu is fine okay and but if you do that just so you guys know if you do that if you do that there is not 200 available yeah I guess I said that wrong there is exactly 200 there exactly yeah okay okay that's good $125 sponsorship yeah right a $200 gift card one year goes from May to April May of one year to April of the next year okay yeah okay good thank you um all right we're going down flower pots yep okay uh next thing is the damage and abandoned utility boxes I guess John do you have any updates I I do not no updates will there ever be any updates um I'm hoping our attorney laid out a plan that we could get that handled yeah so that's we can amend the code it it's it's just a matter of having time to enforcing it so right now we we do not um later this year I'm hoping that we'll have more staff that we could could do more enforcement but uh this is going to take a lot of time to do it well I and and the attorney when she laid out the fact that they have a bond against them anyway and we could have already grabbed that are we not going to pursue that angle I'm not sure if we have a bond were we going to look for a band when they applied uh so I think what we're talking about is anytime someone performs work in uh the right way that they would provide a b you know a cash Bond of foring Damages um that's specific to whatever project that they're doing once the project is done the bond is is refunded so what we're talking about you know so the example the image of the picture I don't know how long that's been sitting there but I'm going to guess 20 year 20 plus years I I thought what we talked about was updating the code so that if someone that that essentially you're not going to do business in Dayton again until you fix your past mistakes now that's not going to cover everything but it would be different that's what it was Jack it it'd be difficult to enforce so the idea of you know this is a utility provider if are we going to cut off utilities to that property well I don't know if you cut off util I I would say you know like yeah you can't do business here unless you fix what you you're not maintaining what you put in so to me the steps are step one go to city council and discuss whether we want to update that code so we have any teeth to actually do anything step two would be then once that's done to send a letter to those utility providers saying look it's your responsibility to maintain what you've put in and then if they don't do it you know you know what are the consequences which could be you know hey you're not going to do business in dating anymore I mean uh first off I mean I think we're getting a little carried away there to threaten to dig business away but that box right there that's a phone box yeah is it operable or not I mean partially what's that partially well that means that means if you I know if I walk up to a couple of boxes some of the wires are there there's bare wies showing yeah so there's there's nothing going through that thing for sure I mean wires are unok and everything so it's not carrying any the capacity is not there yeah I think some of them yeah you're right I know where you're going with that they could be removed they can just be taken out now now I think the first step and I don't like the fact that we don't have time we just don't do it it's not that we don't have how got to do is it's it's 15 minutes when in one within one hour we can have every company told about that and say hey John we need you to fix these uh abandoned boxes get rid of them y yep and all you're first you're just asking them to do it I mean it's just a conversation and to say that we don't I mean I just don't I don't have time thing just does not sit well with me at all I mean I was going to suggest a simple just as a starting point a letter to the utility company from the city attorney saying hey we would like you to address this I wouldn't even talk to the attorney I mean to me staff can make that just it takes 15 minutes to make a letter or a phone call I personally would just do the phone calls okay and scottt I agree with you uh if you look at that one and and some of the other comments is it even being in use right well look at that you know is that you know maybe even conversation with the utility saying hi you have a box here it doesn't look as though it's being utilized it's an iore we're going to remove it you got 30 days clean up your stuff clean it up or we'll remove it they're going to they're going to let you remove it is what's going to happen now now if if one of them lines is caring capacity yeah then they're they're not going to let you move it I mean because you're going to you're going to destroy that cat then you're definitely going to get them out because they're going to have to fix it exactly that's internet going I mean I got a box in my business down there that's probably got 5,000 lines going through it if if you cut that box off there's probably one that's operating yeah y it's what do you think John how about we just send a letter to the company and say handle this or we will well we'll remove them you know it's not that we won't do business cuz they're already here you know I I still have if you take a bobcat and go right up to that thing and just go you're going to cut it right off at the ground yep so your Bobcat yeah and the letter you say you know we're just trying to avoid any problems for you you know if you if you don't fix this we we'll remove it because obviously there's no you don't have any incentive to keep it and this is the very definition of what an Eda should be doing for their for their City watching their utilities watching their Public Utilities their their interfacing their their way to the to the world and and if if we can't even get a box handled as an Eda I think we better put some teeth in this and finish this okay what do you what do you think John it is I I think you know I guess my hesitation of you know sending out a letter to utility company is it who's it going to go to is it you know you have a company with a thousand employees it's going to go to the the CEO of the company that's a YP not an MP and that's going to be their problem well well the goal is to get it fixed not to just prolong the problem that's what're we do we're prolonging it that's what we're doing by not doing anything about it yeah that's true I mean would it be is there a problem with let's just say if I volunteer to say I'll call the utility companies and figure out who the person is that that letter should go to is that something that I could do you could okay oh you talk to repair right who's in charge of repairing these that's not our problem we don't have our hierarchy that's not our issue we're going to send it to repair we're going to make a note of it and say look you've been warned yeah there's there's a way around it their internal hierarchy is not our problem they don't a problem collecting our checks and cashing them so they ain't going to have a problem taking this repair service saying hey we better run this up the chain wherever that chain is not our not our issue is it how many different utility companies is it there's probably only two or three oh okay so I'm sure that's all there is yeah you got too you got cable you got coax you got fiber okay so it's not many it's not like it's 30 different no it's two or three yep I think we write the letter and then see where it lands us cuz we're doing nothing okay all right like to keep updated on that too John you need a list of the who to call I mean I'll get I'll I'll talk to John afterwards but I'll I'll definitely volunteer my time and to help I'll help any way that I can Marty's also told me he's tried to this Avenue think unless someone's willing to pay for it it comes to the city and say says we need this I don't know that what we can do or if we should be doing anything should we remove it from the agenda so okay futur then I would say we just do that we just remove it from any future agendas regarding the railroad spur though you know do we know that Burlington Northern BNSF is willing to put Spurs in regardless of who pays for it they are they are okay I for me that's the question so any properties that that we can deliver in that area we can also state that railroad Spurs are available yeah yeah that's at their cost at their cost right but it is available okay okay uh F sidewalk repairs an Old Village um I don't know if that's an issue I have no idea well I think it was it was put on there cuz they did fit didn't fix some sidewalks across on the cross light from where my facility is um they did it with black top instead of concrete you know it's just the the sidewalks in the Old Village are busting up and so be on on top of that extend I would think well they're not but I mean it's are they I mean are they bad there are some pretty uneven sidewalks yeah but it's not I don't think it's like Mission critical I don't know what the long-term plan is for improving them but you know it is an issue to be pointed out and I think that's what Tim put it on there for CU there was a discussion maybe like a year ago about it and they did fix some on the other side of the road for me where they were really bad and there was at the time someone living there with was handicapped so I think the direction there is to just have Marty take a 30- minute drive through Oldtown and then look see what he needs that's a simple deal I I agree I don't I don't want to have him do a $100,000 assessment or anything but just take a look and because I don't know I have no idea I Jack this is your territory are you uh okay with that yeah I'm okay with Marty taking a look at him and see what please let do that next um do we have an update on the um bonding and Grant and Grant issues um because the legislature is in session right now I remember one of the first meetings uh we had Senator Hoffman here and since the election um um you know the uh Congressman was re reelected and now they're in session I think it goes till May and Dave and uh Dave Zack and I went down there uh was it 13 ago or two3 we a half ago week and a half ago Dave and I went down there Dave Zack and I went down there and talked to to John Hoffman and I do believe there's going to be some money coming from from that deal but the number one priority is water uh um we did hint at a couple other items I mean I talked to him he seemed very high on possibly and it is just a way out deal that's just an idea uh he seemed possible that there could be some trail trail and uh Park money those are issues that there is money available for those water park and Trails um but there also hooks into that well there there there will there would be I I mean John has a lot of power as far as getting that dollar I it comes through his his desk so I do believe that there will be something but number one priority is water now whether there's I think we ask for like 8 million bucks for Old Town water I mean can't remember if we get three or four I guess you got to be happier than sh you know um when we say water we talking about that water treatment water treatment as well as a water tower okay I mean I did bring up the fact that John was very instrumental in getting Miss Mississippi Crossings in Champlain I did I did ask him I said hey Is it feasible to get a mini Miss Mississippi Crossing and Daye and he said yeah we could we could look at it so I mean I'm not saying it's going to happen I think something I mean I'd like I for one do want to see something happen at that Park uh I think it's better and I did tell him that to me a fly over over Fern Brook Lane a pedestrian fly over is much more needed in this city than than some of the things that we have on there okay and and you being on the council you know you have a broader view of that and being in here you know I just know that we talked about the River Property from the eda's perspective and talking to uh Senator Hoffman on either bonding or a a cash grant for that yep and you know yeah and just Clarity you in the minutes so Scott when you're talking about John Senator John Hoffman yeah versus yes John SE yeah well we're like this yes and and I have concept conversations with John and I'm up to the pretty much minute on most those conversations that you're asking Scott yep okay so we see I mean money's tight for this bonding Bill budget for sure yeah keep your fing he's doing he's doing a lot of things for us and again to have that relationship is indispensable and we're I'm constantly working on keeping that okay does that help does that answer your question yes okay uh new business there is none I don't think well I and I I would like to add something um I found the meeting with the city council um a few weeks ago very very interesting and uh and particularly in dealing with the uh uh tax forfeited property and I was surprised to learn that yourself and Mr Dow had inquiries and I was wondering if those inquiries have been passed to the Eda no and I thought that that would be a good idea and and I don't know what kind they are they could be Realtors they could be whatever but you know uh in my past business leads were were big you know you got a lead you followed up on you researched them and here for instance I know at the meeting uh we picked a number and uh you know if if let's say one of the persons that you talk to you you know I mean maybe they're looking at it at tax forfeited property is going to be cheap you know I don't know maybe the realators understand how that works in hopin County but let's say one of those you know our answer is well we don't have access to that property so there's nothing we can do versus say well you know they're looking at a property and would like to spend up to a million like you know some number big number and that number is larger than what we as a as Eda decided that we were going to negotiate with well it you know that that could change everything or it could give us an idea of who's looking at that property and what they're what what they're looking at if it's just another gas station well okay you know so I thought it would be good that the leads get forwarded to the Eda or somewhere where we can discuss who's looking at that property are they you know are do they have any indication of what they're willing to spend what confidentially of course you know what time frame so we've I've had two inquiries you I'll say in the last month or so one has been an asphalt plant um not necessarily just at this property anywhere in the city okay um generally asphalt plants are hard it's hard to find land um because no wants them right um and then second is industrial with outside storage uh which generally speaking we have a very limit limited area that we allow for outside storage so similarly it's not something that cities want to so from the Eda standpoint and that's really all I'm is that should we have a a lead generator so if somebody calls in that we can get some critical information that you know could be presented to the Eda to kind of help make some decisions you know if like I said if if you know if it's just a realator well you know what are you thinking what are you looking at you know I mean it it would be wrong for us to tell them that we have that property available but we are going to be negotiating it and uh you know what if half of these people are willing to pay double what we thought they would well you it would be an easy easy decision you know to uh uh use that information in our negotiating yeah yeah I agree I mean we know I mean I don't know if everybody here knows but we know what uh quick trip and Opus paid for those two lots so we can use those kind of as as a barer I mean that's a that's a prime prime prime property right there it's right off the right off day Parkway right off the interstate you know I mean based on the you know the types of businesses we just provided to you earlier I mean I would I would think anything that came in with those kind of interest you would bring to the Eda and say hey we've got people interested in this type of a business I realized you can't disclose confidential information sure and I don't always know these things so for example when when deed comes to the city and says okay we've got a client that's looking for you know this type of use um deed knows very little information and it's not something that they want public know publicly so it's you know a manufacturer um looking for six acres that meets the certain criteria um we don't know what they make we don't know what they're willing to pay um and you typically we have uh less than a week to respond yeah and usually we're competing with um you know multiple sites and multiple States yeah I can understand why you didn't bring those other two to they won't go anywhere but I mean right now that's the market so um you know we have Opus has um built us a SPEC Building so they didn't have a client in mind uh they they ended up with a good one and I think that was just good timing and good luck with it the turbine Pro the turbine Pro yeah yeah okay we don't want to do anything to slow you down which is what I think no but I think the information as much information as we can get would give the Eda some some direction in terms of decision making even if it falls through it it would be a an indication of what people are looking for in that area okay um all right nothing else for new business um staff and board updates I guess I I have none none okay easy enough and then Eda member updates anyone have anything to add there for um okay so I guess I have a list of uh a few things that as a group we can talk about and decide if we want to add these on for next month um I guess Dave you kind of had already brought up the calls any calls or inquiries on property um yeah and I I was uh our discussion on the strategies for for the Eda earlier you know it sort of fit in with the Eda Vision goals and policies I think that that kind of fit into that I guess what do you guys what's your opinion on that do you want to be involved in calls and inquiries I don't think we need to be involved in to me it's just if anything it would just be informational information after the fact you know like hey informational we've had some calls about this which are interesting kind of thing it' be good to know but I you know we don't want to hold the city up in their business um I think that would be all just informational when I can prepare just a a summary of inquiries have been made in in the past month yeah that'd be interesting just to see you know like we've had 10 inquiries all of them are Warehouse or gas stations and then we know that you know well we're not getting any interest on the things we really want right okay yeah so zero feedback there we need the feedback um good enough on that one and then um uh the next one is the Eda do does Eda want to be in charge or be involved in paying the Eda bills right now Council handles any bills that we have MH I guess does Eda now I'll explain here here's why we wanted we want to do that now Scott's asking us about these these flower pots we had to look it up how much it cost to do that we're out of the touch we're out of reality and anybody any company who has connection with their checkbooks are going to know at the drop of a hat where we're at what we're doing where we're spending our money and that's why for continuity sake that our Treasurer if he so looks to do this would have access to this and say okay no we get this for $200 not $150 not have to look it up and we're out of touch with our our budget if we can't if we don't know where we're at and as a business it's critical what do you guys think well is there I mean I don't have a problem with knowing what we're spend you know like maybe being more involved in knowing what the money's actually spent on I mean there hasn't been a lot to date and that's probably one of the reasons we haven't done it I don't probably isn't um standard protocol for The Treasure of the Eda to be signing off on those like you know actually signing the bills I don't think it's a big de personally I don't think it's that big a deal if to make it a little clearer more uh transparency we could have staff just send a memo memo on what Eda bills were paid yeah yes is that good with that I mean I agree with that just we don't need to actually be signing checks but at least no see what we are finances involved with the Eda what's going out okay courtly statements monthly statements uh yeah it'd be a monthly I mean you're not spending a lot of money so I know we're not there's going to be one or two pay p on there per month per per per quarter maybe not and we don't know what they are no I know I know but if you get a memo then we know yeah I mean if if we got the information once a month whether staff does the update or I can do a treasury update to say you know here's what we spent the money on last month you know sure I mean the ability to get it is there if you want to you can look through the payment of claims every two weeks and see what's in there but youd have got to take the time to dig through it yeah and I'm willing to do that if I know where to staff can easily when she does it she can jot down that $146 was paid for this yeah so in Council packets I mean there's I don't know 50 pages or so of accounts payable um it's a big deal yeah we would have one page okay that seems pretty simple one page with two or three lines on okay if you could show me how to get to it I can certainly I mean either or whatever I'll figure out a way to make it easy okay okay uh okay uh next one is going to be uh I guess discuss with Eda the vision of the lent property and surrounding area yeah I think we just haven't I I would agree we need to do that we have talked about different things but I don't think we've ever come to any conclusion I don't know that might be a I think we suggest at one time that might be a separate meeting or something where we just talk about what is it that we're really looking to do there so do we want to spend some next month do we want to add this to the agenda and spend some time talking about it or do I think a guy should talk about it I think y I think it's a whole premature the The Vision on what's going to happen there I mean A Min Lord Fletchers we didn't even know if we could do such a thing before we decided to to buy it right um so yes I think the cart was before the horse a little bit on that deal it was I mean the the direction that that I'm going unless the Eda disagrees with it is we're going to have stanch look at what is the possibilities that a lot of this is flood plane um so there's an expense with that and it'll take them about a month and about $6,000 okay so I think we should do that yeah and then I once we know what they say we can sit down and have a discussion about what do we think makes sense I agree I think we should get their report first okay and Scott you ready to spend the 6K on the uh on that I we have to if you have to you have to I mean we already know that if we keep the same Foundation you can put a building on top of that house but we don't have a a we don't have a a place for the house and I don't want to displace somebody just I mean I don't know if that that whole whole idea maybe maybe the thing to do is just look at what you got and and I don't know I I just it was premature I think do do you do you build where the garage is now do you build a little small 2500 I don't even know if you can put that much space on that thing I don't know what the buildable space is where that garage is do you have a little cafe that goes there then the other thing is you got to find the you got to find the developer that's going to build it I just don't think Old Town will support anything I mean to me it'd be hard pressed to get I'd be shocked if you could get $1,000 a day in Revenue out of but a building there $1,000 a week does it would die immediately you'd last a month if you did a th a week and you'd lose whatever you put in it's going to cost 750 to build anything there yeah so whoever does it is in you're putting your neck out yeah I think it depends what you put there but yeah iagree particularly seasonal stuff would be more tough I think but so I think we're in agreement we need to sant's going to do their thing we're going to review that and then we can put together a plan or what we think a plan or a goal is yeah okay whether that's to do something from a city perspective or to try to Market it to whomever true or we can Market it and the companies that coming in can spend their six grand on what they want to put in there I think that's going to we'll we'll be sitting on this property for years if to me the conversation is is are you going to move forward and try and acquire that other property or are you going to abandon that idea because I don't know if you all of a sudden want to put something where that other property is now you're talking a a million5 dollar building or $2 million building oh yeah to put something there yeah at least you're raising the you're raising the nut on what it's going to take to keep that going I mean a two 200 $2 million building has got to generate a million and a half two million in sales annually just to survive yeah yeah and it's not there I just don't see it and and I think we get the santech report to even determine if we want to pursue the other property right is that kind of what you're saying too correct yeah definitely we need to see the data and the information before we can make any yeah decisions moving forward I mean the best thing to me that's got a chance to survive would be a Linda or something built right there m but is there enough room to build that on what we have now without that without acquiring that other property yeah I don't know I don't know the square footage on what can go there yeah well that's the information that we need yeah we can't Market something for sale if we don't even know who we're going to be selling it to right or what can be built there so we need to get the information did you already get a quote from stantech to look at this yes six grand yeah I better talk to Jason what that it seems High um okay I think I mean I'm just kidding um the last one on here be April 15th yep tax day um yes there was another uh item for I a to discuss the l oh yeah um eda's Direction on what is the well what is the venue is the Eda requests AIG to discuss lent property and eda's Direction on what venue is in the site of the eda's vision kind of discuss that a little bit but yeah I don't think can do that we get that santech report sure yep I think it's a santech
