for e 6:30 so I called to order our meeting for today the AL the the Dayton Park commission meeting for May 7th at 6:30 so rise for the pledge I pledge aliance to the flag of the United States of minutes from the April 7 2nd meeting do I hear a motion to approve all motion thank you and the second motion's been made and seconded comments All favor I I motion carries open form anyone here to address open form can do so at this time is there anything here anyone here nothing on M with that said we will close open form and move on to council updates Council good evening Commissioners um at our last council meeting we had a discussion um let me look here discussions around approving uh authorizing preparation and plans for specification for a 2024 chip and fog sealing project which ended up getting tabled because uh Council wanted a little bit more information on it um Jason quisberg did end up sending us some information regarding it and it looks like there's some uh tour that's going to end up happening possibly maybe you know more about it than I do I do know okay then no so uh there's a tour I can't I unfortunately cannot make it um they're going to do something and check out other communities that do the chip and fog seal process so if you have any questions reach out to Jason about it it seems like it's something that most cities do um the fog ceiling is kind of like the newest portion where they actually like seal the chips in into the ground so they don't get plowed away and moved away by rain things of that nature it's just kind of an help it's upgraded version of uh the seal COA projects where you get the rock you know they put the T the oil down then the rock on you lose gravel forever yeah and then but now what they do is they will put another sealer on top to keep the Rock in place and it gives a better finish and more durability in the uh surface yep yep then we had a discussion on some ballot questions it was turned into more or less Council was trying to feel like the temperature of the room which we didn't feel like was necessary to do on ballot questions so that kind of went by the wayside but um and then there was a discussion on garage sizes and driveway aprons um I believe the garage sizes are going to stay um as noted in the ordinances and things of that nature but the driveway aprons was something that was I believe passed and approved needed to be direction to change the ORD directions to change the ordinance that's what it was yep so to have new homes now have driveway aprons they will have driveway aprons on them so and then approval of awarding the uh Construction contract for the Jordan Ander ditch stabilization project they started that project uh last year I believe Marty on the uh what would that be that's tile draining from the fields kind of runs out into the river improving some of the wash ws and things of that yeah there some Ravines that need to have some attention and stabilization um basically bringing in a bunch of Rip r Rock to just stabilize that the the uh the water flow and just you know dissipate the the erosion that that causes and that's a correlation between the city the county and the park uh henan or Three Rivers Park right Three Rivers Park so where is that going to be uh but I'm not sure the exact address is Jerry Jordan's Place yeah you know where Jerry Jordan's place is on the river there it's between him and the Jagger property there where that did that work a little it's like yeah halfway between here and Oldtown kind of thing up Road that's on the water shed agendo yeah and then uh we had a couple public hearings regarding some interim use permits around uh an extended home business uh lawn smart and then uh one for Dean's pumpkins uh an interm use for the Advent Center there so and that was about it any questions very good is that it thank you move on to a regular meeting the first on the agenda is a Veterans Park discussion good evening Commissioners and chairman um at the last meeting um it was mentioned that uh we should be looking at a location for a Veterans Park um whether that's a memorial or what that should look like um staff are looking from some for some direction from you guys um as to what you think that should be where you think it should be um and how that should all be put together so is really a discussion to try and find out what that looks like uh we staff has had some contact with Magny they are planning on doing their own Memorial Park in their property um they're looking at as a peaceful space um um I'm not sure what their time frame is on that um I'm not sure if they will partner with us on on our project or how that is all going to fit together that's all I've heard from them currently did they mention if it would be open to the public or for the members I haven't got that part down sure that discussion yeah I was I wasn't actually part of that discussion that was something that Zach told me about so I just wanted to bring that to your attention before we get too far down this sure is there any rules against us building something on a private property like that if we wanted to join in I think there may be some s you know some uh some stuff that we can't build on private uh property we generally don't uh develop other people's property for them um it's generally part land that we work uh that's where we work sure so I did put a slide together just showing you where all the city parks are this you to give you some idea of if if we want to put it in a park or if there's a different location that you guys are thinking about um is there any interest um from the veterans community I haven't reached out to them yet um I don't know where to start with that um again I'm looking for you guys for some guidance on this yeah we don't have like a legion or a VFW in town a lot of neighboring communities do would you need that though to have a memorial oh no necessarily I'm just thinking a lot of them that's maybe where it starts as an organization like that M yeah we can certainly reach out to those you know organiz else they might know where to start yeah I mean if if there's no interest to do one of these from you know the veterans or you know why why would we do that but I you know I want to try and figure out if you guys uh if they do want to do something where should we do it what does it what do you you think it should look like um and just get the ball rolling really that would be good I I I would have a tendency to support something that is driven by a veteran or a veterans committee rather than the park commission we would we could drive the the discussion but but I think it has to be driven by or it has to come up from from Veterans of some sort so I know Doug you've been talking about this for some time in the past have you reached out to anybody in the past or have you had any interaction with any other organizations about this I have not no okay I just I'm not sure who's on first who's got the authority to contact those people but I think anybody can reach out to them yeah would think that it would be something like the Parks Commission would want a champion you know as a project and then bring in like an organiz a veterans organization to correlate with and then that would be like the pitch to council be like hey Park steams this as like a good use of this space in X Park and we got this organization working along with us we were wondering if city council would appropriate some space I think that's just kind of how like I see the process going in my head before it you know goes all the way toask so and I think that people will jump on it if we have a a project um and we have a vision for what that project is it's easier to sell that to somebody than go to somebody to say well we've got you know maybe do this or maybe not do that if we've got a firm commitment to doing something um I think that makes it a much easier sell uh and to get people on board with that um we would also need to have some commitment from you guys to start putting money on the CIP for a project like this as well so like gauging the temperature of the room I think you would ask like you know Doug I think you like want to entertain the commission does everybody believe that like a veteran Park Memorial is something that the park commission wants to do and then if you know you all agree or you know you put your stuff together then you know start moving in that segue as far as like okay then who do we reach out to if we all agree to this kind of thing so maybe the discussion today is you know do we all agree that this is probably the best use something or I think it's a great idea I just don't know how to put it in the best word terms just to say like yeah it's a good use no I want to people sacrificed a lot to be memorialized and I think that and if they're in our community we should definitely be doing something for them too so what um what communication tool do we have we've got the communicator the newsletter we have the website we got apps we got Facebook we got Instagram so there's all those communication tools what are you looking to communicate here Doug I would go out and just indicate to folks that the park commission is thinking about a veterans commemoration of some sort and U we're looking for veterans to uh to work with us on a direction and uh and fulfillment would that and if that goes on the website that would be great I don't know I was thinking along similar lines if there's a way we could somehow engage the community because we're really trying to service you know veterans in the Dayton Community not just because we don't have a VFW ReliOn doesn't mean that there might not be that opportunity or that interest I myself am not a veteran and I don't you know know anyone else in Dayton um that's spoke about this to me specifically but I think if there's a way we could put the word out that we're talking about it is there interest those are folks that could help us determine if if there's interest and what would be valuable to folks in the community okay so you want to basically do a survey saying are you interested in memori Veterans Memorial Park um and if we don't have any interest we just shove the project then we don't do it it or is it something that you really want to drive and and want to have it here I think we need to drive it and until the seeds begin to germinate I I mean and that's what I'm kind of asking yet eventually somebody's going to want it yeah and um I'd rather get the ball rolling now than cuz yeah I mean if we do it you if we do this survey now and it comes back with no no is interest and we don't do anything do we come back to it in 10 years and do it again and then the land's already gone and yeah right so that's kind of why I want to try and get something rolling now and get some ideas from you guys as to you know a location maybe um what the content is who it's for you know yeah cuz and what is the function of it do you want it to be you know place where people can be quiet and reflect or do you want it to have model you know an aircraft out there tank or you know what does this look like do we want to do the memorial stones and you know have the you know a constant reminder of names on on on a wall or something like that so that you there's aund different ideas here I just want you to try and start thinking about this a little bit more in depth rather than just talk about it let's try and do something and and have a plan going forward so back to Travis's comment is everybody interested in this m moving forward well you don't know until you get it out there well I think I mean here at the table are we interested in supporting so for example like in our neighborhood we have between five and 10 people that have been some sort of some sort of military background whether it's 5 years 10 years 20 years uh in our neighborhood where we live and if you'd like we could just start having open conversations with them and say hey this is something we're thinking about for our community MH is this something that you would find you know and if you saw something like this or were involved in something like this what would you like it to look like what would you would you like it to be certain groups or things that whatever may be is that kind of what you're do you want me do you want us to start conversations like that would that be beneficial or what what is your vision here is that a good way to start I think that would be a good start okay I'd like to get it on the website M um so PE so as many people as we can find might be advised that we're thinking about it so how do you get it on the website we give it to Danielle or Kelsey and we will put some text together and we will do it that way it's not going to be a survey it's just going to be an announcement would there be an interest in possibly forming like a subcommittee out of the Parks Commission to do something like this where you have a subcommittee of veterans from you know pick five that range from you know new veterans all the way up to you know you're vetted veterans and then pull your ideas like Visions from that group of people I do a lot of that subcommittee stuff at at General Mills and that's how I pull my people in I think I think that's a good idea with a a project this size and I think it will also be linking in with you know some of these other groups maybe Magnus you some of the BFW Legion those kind of things I think it's going to be a collaboration of all those things kind of like we did with the the water Trails thing started with a core group um from in Dayton and then reached out to a lot of stakeholder groups um in various cities and that's how we end up with National Park Service and all the other funding opportunities that we did but that again starts with you know this is a real project this is going to happen yep um and then you know that's I think that's a key part of it and that we did identify that and we did the feasibility study and all that kind of stuff so it's going to be a big project because I'm I'm sure it's going to be a fairly substantial thing that we do um so should should we start with a focus group see through the website we could ask for people interested in a focus group that would allow us to get at least some Concepts I think focus group can become an unfocused group really quickly if you have too many people involved with it um and done this designed by Committee just doesn't work I think that I think that um if we can get some key stakeholders who would be interest and get them to send a representative to us and we can call you know make the focus group work yeah does the commission have any ideas or a vision of what you're you're seeing for a Memorial Park or Veterans Memorial I mean is a you know I can think of you know chaplain you know chaplain has the tank and a pavilion oio has a pavilion outside of City Hall you know there's there's cities that have a quiet place and others that have a busy place I I guess go ahead I was just going to say as I look at the at our parks and I think of a memorial I think more of the quiet so when I look at these Parks the only thing that kind of stands out to me is there's some way to incorporate into leather's park or into good dine which is well not that one sorry I was thinking more of um isn't there one with a bunch of flowers bunch of flowers the one in in downtown there downtown there yeah there's a a vacant lot yeah yeah Su right on the river oo yeah sulan park there mhm yeah so that's kind of I mean just my opinion but that's kind of the vision I would have mhm um um we are a smaller community and I think it's very important that we do something but I don't think that it needs to be huge tanks and and all of that that's just my opinion yeah and that's some you know we're small now but we're growing we could end up being what 50,000 people is what that is predicted to be in Daye and and then so maybe we do it and so it's a scalable type project I mean they can always start at something and it can always grow you cast It Go I think the idea of just getting something out there is started as a project if if this commission is something that they want to do like I think that's something that you the the body has to to agree on is that yeah we see this as something we want to tackle in the future not that you're going to come up with every answer tonight but definitely more meetings down the road right and I I loved your idea about a subcommittee because if we're going to do this for the committee I mean none of I mean I I'm no subject matter expert right exactly and I'm not either and so I just really think we need to bring in what do they want to see cuz I can say I'd like a quiet space but maybe that's not what they want so yeah I wouldn't want to say a tank could be great and find out oh we have a really cool tie of aviation in the city's history that I didn't know about that's where I think I don't have a whole lot of a vision for Trans that's how I feel as I just don't know the history here but to to answer the direct question I I think it's interesting and I have interest in it and I I think it's valuable and something to explore um but I don't know what it looks like we can order that B52 little big for the park park but I think it'll work there's open land right across right do are you envisioning this being um a renaming of a park or a brand new park or what is your vision there um I my vision is more than likely a renaming or um or a portion of a park okay um overlooking the river I think would be important so what about Marty like even at like LC Stevens where we've been spending a lot of our Focus we could do a cool little deal there maybe on like the far back side overlooking so s go as far west as possible Right in that far Corner over there you could do a nice little Park some benches Etc and a very peaceful beautiful it probably wouldn't cost a ton but be a nice area to within LC Stevens we have the XYZ Veterans Memorial Park right and that could be a cool little subset within LC Stevens and then that also accomplishes our goal of driving foot traffic to LC Stevens as we're trying to keep kind of moving things that way I think that would be and then it would obviously very cost effective that that is pretty much my vision of that does a couple of things it it deals with the veteran situation that we've got that we're discussing but it also honors wi Stevens and I think that this town needs to address wi Stevens um LC Stevens Park uh was created um there was so that I'm not going to go down there R um I think that that's where we ought to start could we make it the wind Stevens Memorial Memorial Park or when wi Stevens Veterans Park that would be wonderful if if the um if the one individual from when Stevens I mean from the Stevens family would have Pro something like that I don't know I think the name of the overall Park um has to reflect hey Stevens that's in a legal agreement that we had when we bought the land okay uh I'm not sure if it's any subdivision of little areas in there it applies to that I don't believe it does um that'd be a good task for like the subcommittee though yeah for sure so in something like this Marty would you just highlight this project with a with a phase of LC stens as it comes forward or would you tie it in inter or Loop it in um I would but we would have to put it into the master plan because it's not currently part of that and see where that fits in so the location of it will drive which phase it goes with but I think that we could incorporate it that way and allocate dollars that way I would also be looking for grant funding and other funding from you know veterans organizations to help fund some of this as well and there may be some opportunities there for funding um some initiatives from the city there like you know the the buying you know the the stones with the names on and that kind of things that might be an opportunity so are you just thinking of I just want to make sure I understand the area that you guys were talking about so we have the canoe ramps down by the river and you're thinking up further up closer to where the barn is is that the area that you're thinking just like when you drive in and you're looking at the river the far right is where the um the Shel or the where they can do concerts and stuff and over on the far left is where we're talk like kind of way back in the in the corner of the property so like the barn is over here like the road's here the Barn's here and then it' be like closer like overlooker that's going to be where the be so that's why I was wondering there is there's a couple of other areas there that might accommodate it so we would have I mean we're not we're focusing on this yet no but I know but I'm just trying to understand which phase it would be yeah because where we put it will depend on which phase it's in so that's why I was just kind of trying to think so that's why I wanted to if we are if this is where it's going to be and that's a long ways down the road yet before we make that decision it might be that we you know get some land donated to us especially for this project um there may be some land owner who feels that this is important to them so there's a lot of different things I don't think we need toam out loc at this time I think there's a way to go but I think these are all good suggestions and that's what we kind of need at this stage if it does end up going to Stevens then we would have to adjust the master plan which you've all seen to see which is the the best location for it and makes sense and that will inform us what phase it goes in as okay thank you okay and I would this is at least 5 years down the road time we get done he get a rich vet it might happen tomorrow a donation tomorrow or some just totally buys into this and then you just you got to pull it off if we don't start something now it' be 10 years down the road never know until we ask let's um let's get something on the Internet let people know what we're thinking about and um and then let's revisit that at our next meeting see if there's any activity do you do you want us to reach out to community members that are veterans sure and get some opinions sure I think that's a good thing any way we can get you know gauge some interest in this is a good way of doing it it doesn't you w mouth is always a better thing I don't know um we would would you be looking for responses from this posst in on the I would imagine that's what we need to take some email responses to gauge what the interest level is I would say I don't think it's just going to be post it up there and expect somebody to call you is the I guess question in that frame is is the thought to put together a subcommittee on it yeah is that what you're asking for is for members on a committee or ideas for a park or just something I'm asking you guys is is that the gauge that you would like because if in in Le of that if that's the if that's the case I would take applications for the subcommittee then and drive interest that way say you put a limit of five people on the subcommittee just ideas but then you take applications you guys review the applications and say who do you want on your subcommittee I think that's so yeah and what does a little too far into the weed yet still yeah that may be a little bit too far into the weed yet I think that maybe you know initially let's just put a posting out there to see what that looks like I think that we need to think about what a subcommittee makeup looks like who do we want to include on that I don't want to put off false hope s of thing like hey we're thinking about doing this but then nothing comes of it of thing so like but then then if we ask for responses that you know we can take it from there and then we can you know email those people back who responded to us and say hey we're looking to do a subcommittee would you be interested in this and then we can figure out how we want that subcommittee to look like how many people and do we just want to have veterans in there or do we want to have some other that subcommittee and then a stakeholders subcommittee or do you want to combine the two um there's quite a few things you know stakeholders would be you know the vws and magnes and businesses in the area who have interest in participating in the program right so and this is exactly what we did with the water Trails there was a stakeholder committee which was formed from the subcommittee you once the we identified who were bringing money to the table like the National Park Service and they were natural drivers of the project as well so I think it's it's something that grows a little bit organically but you need to have a good plan of what this looks like going into it I think just you know posting on the the website and saying hey we're you know putting a subcommittee together do you want to be part of it you're just going to get inundated with everything and I think that I think we should have some filters on this and see what responses we get first and you don't want to just get every you know anybody applies to be on the subcommittee you want to vet them a little bit as well first I would uh entertain a a vision committee is what we're looking at it I mean it it is very Grassroots in very very early um but a a Visionary Committee of some sort that might be able to give us a little or we could what we could do is if we get a lot of responses we can have a meeting with all those people who respond and talk to them about it and you know have some kind of you know uh anybody interested in being part of a Visionary committee anybody part you know and see what the they you know just get a a temperature gauge at you know when they come in let's see who's who and who's interested in participating putting in some time and effort into this so it's going to be a long process yep and that's okay because the money is going to just fline so just going to flow in back piece of cake right B is leading this and it's going to happen so send your money and it's just going to roll in is that good enough direction for you Marty no no making sure if I could make a couple of comments so just to be clear so this would be a committee for uh military veterans I mean you know as opposed to like First Responders for as an example like this is a memorial for milary service members better and then that's sort of that that's a good question and that is sort of that's sort of been mled into the veterans issue is the First Responders yeah cuz at the uh thing that we were at today Magnus was part of that whole thing and the firefighters and the police department oh sure so there is a a link there already with the I94 C thing that we read today I'm just me so like if a resident wants to be on the committee they need to know what their job is you know real specific so is it to you know get ideas about creating a a Veterans Memorial park somewhere in Dayton and what where is it appropriate and what might that look like you know and probably the committee is going to ask the city of what is the budget you know is it $10,000 or is a million dollar okay things to think of yeah and again we're looking at anyone Army Navy Air Force is that the was that where we draw the line or what was your vision there Marine Cor space I don't know I would say yeah it's one of them now military to begin with but then I don't know how to deal with the First Responders and what if there's some people out there who really want to do this and want to participate in it as well that aren't service members do we exclude those I don't know I think being as it's a city project everybody has the potential to be involved I think it has the ability into something like that again gauging the interest if the committee is the way you to go with it gaging the the vision of the committee I'm sure there's a lot of things that I have yet to learn about what goes into a Veterans Memorial Park sure that I'm pretty sure is pretty set standard by the veterans themselves like they have their strict so like that might come into the conversation we might oh things of that nature so but I think once we put it out I think it would be predominantly uh s members that would respond to this but there may well be others that and I don't want to exclude um anybody who's got good ideas and wants to drive a project you know just cuz they're not military I think that might milary I think it's a process and it's a process of elimination and you'll find you know the people rise to the top who you need to have there right y okay well what I'm hearing is we need to put post something on the website we'll draft something up and we'll share that with you guys um for you to comment on um we'll get that back and then we'll post it on all of our social media and the website um and we will have to find U whose name it goes to um there are some requirements who gets the email backs then but we'll figure that out um and then we'll get those back in and we I don't know where we'll go from there we'll share those emails with you guys guys you with the responses that we get and then we can move it from there to see if we want to have a meeting with everybody in it or if we just want to start interviewing some people for a position on the board I think once you put your feeler out there and you start getting that feedback that'll kind of start to drift you towards the One Direction or the other yeah if you got 400 people it be kind of hard to have a meeting with all of them but if you only get an like you know a couple handfuls a little more conducive I would love it if we had 400 responses I would love it too could do two or three meetings Okay Magnus yes sir should we be in touch with those folks we will be in touch with them again I just want to we will be in touch to see what their project looks like I mean they would be an integral part of that if they if they want to be involved or if they just want to do their own thing that's their so you're going to spearhead that or are you looking for one of us to be over there I got Danielle too I mean huh said You' got Danielle too yeah I have a team I have people okay oh yeah that's we can figure it out yeah um but I mean also like I know Magnus is looking to do something similar so we we don't want to be competition or take away from their project you know so when we started thinking about fundraising um I I'm thinking a lot of it is going to come from the city not necessarily those that would have might donate to Magnus versus the city yeah I think learning more about their Vision will help guide us too if there's is for their members specifically then it we might not feel like we're competing so much because we're serviceing the general public they could benefit this this core to reach out to them and ask and I think there is going to be particularly based around the healing space as well um so that that might guide us what ours is going to be not do the exact same thing yeah okay let us um let us Implement that and move on to uh the potential Park acquisition acquisition have alignment here let see ah here we are Trails so John's probably going to have to help me a little on this um we have an opportunity um to purchase um a small piece of land um from a developer who owns it um and it's really not developable I think there's a lot of wetland on the on the site um so uh we are thinking about um purchasing that and using it as um as a natural Trail um once we started having that conversation we noticed that there was um a HOA owned Outlaw over on braan Trails um which is a substantial amount of land that is uh they're not going to develop it's owned by the hway uh we've had some preliminary conversations with them about turning that back to the city um so we could use that for Trails it would be a natural Trail based off thing there's a lot of wetland in there so probably going to be boardwalks and stuff like that um I think at one of our previous meetings we've been talking about having more nature trails in there um because it's not so expensive to develop one although boardwalks are expensive um and but this would be a good opportunity and I think there's a lot of opport unties for this to expand into some of the areas um with Three Rivers Park District um this is just a a quick sketch that we pull together um showing the land is cros hatch that we're looking at um buying and putting two together there is a trail coming out of brayburn trails at that CER sack just in there and it will follow down here and exit down here um that is being built currently so that is already going to happen this will just be an add-on to that uh that trail connection um this Trail down here is the rush uh The Rush Creek Trail which Through Rivers Park District are developing they've been buying land um in Maple Grove to make this happen um there is no timeline on when that's going to happen um but um they do things when they are willing sellers but they've been finding willing sellers I think they got three or four Parcels already U bought uh along the RO of The Rush Creek there this will have an underpass going into Al Creek Reserve so that' be a good way to cross that busy road of f Brook um there's also Medicine Lake Trail that comes in I think that comes down here no that's still Rush Creek Medicine Lake Trail let me just go here this is a Medicine Lake Trail um this is 121st um which is Fernbrook so this will come in and it also links into the um Rush Creek Trail um so that we will have access to two trails that are Regional Trails um there's ALS this is Rush Creek Regional Trail um there's 121 on the far side here um so that's where medicine Regional Lake Trail comes in and Rush Creek is the rest of this over here coming down so basically the the Crux of the story is there's three uh two Regional trails that are in the direct vicinity there is um another uh Trail the Diamond Lake uh Regional Trail that they're putting together which is adjacent here and we may if we uh push further north um from the 117th there opportunities where we could actually link into that trail as well so this would be a good opportunity to get us um access to a lot of different areas um um so it's an opportunity um I don't know if you want to add anything John no you're doing a great job Marty so just to you know and I guess just to summarize it I guess maybe the question is does the commission have an interest in acquiring any of these properties so the the are on the North side you know once again that's owned by the HOA uh the intent of the city acquiring it is just more so to take management ownership and management of the trail system that could be built through there um just south of there there's a hatched arey that's Lane locked um that could be it would be difficult to develop for as a residential subdivision um because it's land locked um there's a potential of the city acquiring that and continuing the trail and then then you go to the south on the the very Corner um that parcel is also for sale so the question of you know since if we're looking at two properties would we just want to to try to acquire the whole Corridor and I think the intent is again this is more so for a recreational trail not necessarily an active Park so um you we're looking at the need for a trail in the area around it not necessarily an active Park we don't necessarily mean all the land but the land is what's for sale Marty can you show the part that's being built again regardless of land purchases something coming out of the culdesac and how how much of it oh um yes so it comes from that culdesac down here and then it goes straight out here okay so that's the part that the HOA is planning to build that is being built by the developer by the developer cuz we extended a water line um through this Wetland and down to uh uh uh East French Lake Road okay and so we put the trail on top of that that is currently being built it's I think I think they graded some of it last year but there's a lot of Works going in this sh affords us just more flexibility on the North and South for more Trail yeah have they discussed what they want for it I don't think I saw that in here cost yeah I don't know what the cost is on that we haven't got that far down we're just trying to gauge you know whether this is something that we want to pursue so what type of um when you're looking at Wetlands I assume there's probably different laws on how you can treat it and take care of it not kind of stuff can you like what type of upkeep would we have to have and do and generally it's fairly minimal because you want to keep it in its natural state so you there's no weed spreading or any of that stuff going on in there um I think the major disturbance would be if we have to put what you boardwalk in there um would be the maintenance on the boardwalk and the restoration after that that product goes through um that's pretty much all of it are these types of wetlands where um storage like um drains no this is just a natural Wetland it's not it's not storm water ponding or any of that kind of stuff it's not a Regal P those over time get more and more green and filled in and so unless you do upkeep yeah so that's why asking yeah now this would be a much more Natural Area it's not a storm water ponded area at all um it's just an actual wet L down there okay yeah I think one way to look at it so if you look at the the green line I mean this follows it um no it follows Rush Creek yeah um you know this is a great opportunity to have a trail along Natural Area the alternative is to put the trail along East French Lake Road which now you're on a road right um it might be a little easier to acquire land because it's right up against the road but it doesn't have any of that natural features yeah I think it's definitely worth getting a price on yeah the price is going my opinion at least it seems like there's enough reason enough connectivity with other things in the area and I think it's worth getting a price and then figuring out how we feel about that price I agree I think anytime you can put a trail in natural land instead of along a road it's a wind it's a wind what is I'm the chairman of the Watershed commission and I know that um Maple Grove is doing a lot on the north end of their property mhm um have we talked to them to get a feel for where they're coming from what they're planning on no I think they're working uh a lot with fre Rivers Park District on their Trail through there so I don't know what they're planning for trails in their developments or anything like that currently I know that Maple Grove and Three Rivers Park District they're working pretty close together to get the Rush Creek uh Trail through that area there my input after looking at several of the old images and looking at the flood plane Maps is it's pretty swampy MH we've been lucky the past couple years that it's been pretty dry we're starting to see some water for the spring we're still down quite a bit mhm so if it is flooded on a normal year you know how much water is really in there and how would that affect the possible Boardwalk mhm and we would have to factor All That Into You know the engineering of of the boardwalk if that's what we end up putting in there so I mean that's kind of more in depth than I'm at at the moment with this but they were very things that we would consider just how we did with Divine wood uh boardwalk in here it would be engineered the same way as that okay and well do you know what what the cost was of that Boardwalk any ballpark I love it but I was just curious I think it was somewhere in the $260,000 range okay what year was it bill that was probably three four four years ago I want to say a little bit more okay um I I'm in favor of looking for the cost right and then you know that would really depend on yeah if we can afford it imagine since it's a trail it would come out of the trails portion of the parks F yeah we would work that out and I think that the HOA thing may be just a straight land transfer or whatever it could be as simple as that and so it would be no cost you know for that if right cuz I can see where they would just want to not have they responsibility of yeah all three not just one or not just two all three yeah that and that's how it would you that would be our preference as well to make it work um there there's an opportunity now to you start getting into the negotiations if if we are if you guys want us to go further with this and we can direct Council saying that we're pursuing this um are there other questions you have so often times when land is for sale it's Whoever has the money first is the one that's going to buy it so is there anything that you're comfortable with in in spending or any questions that you would like us to come back with answers to other than just what the cost the land cost is spending yeah it's hard to put a number to it especially land around here you could go for 2500 an acre you could go for 50 an acre 50,000 and so what does how do you put a number of that what does or it could be donated what does undevelopable land usually go for W cred the question can't build on it yeah value because the Wetland so um you know I believe the south portion property I believe is being sold or for sale for 650,000 um I mean that's what a house that comes with it so and I don't know about the middle portion no wow boy I tell you it um I am not crazy about SW swamp land and so I'd be very I'd be very cautious yeah I think it's all priced I mean if they if it's as simple as a land transfer and we can do some awesome Trails I think it's worth having a conversation yep and if it's a million dollars we can just put it to bed thank you very fair enough but it's the same deal you know that we had with Old Orchards here you know that we had that for how long before you know we finally got a boardwalk in there and did something with it and made it into something you know and I think you know this is a similar type of project to that anything's doable you know once you start working on it the engineering will sort out where we can go and it might not be the most direct route that we see here they might have to have some wies and and turns in it to get to the better land but I think we need to explore these OPP opportunities first would you say it's similar or parts of the L are similar to the Vinewood Boardwalk yeah I would say do you guys know the area y cuz we I mean I absolutely love it's one of the best walks in the city if you ask me it's very peaceful and I think a lot of people get a lot of enjoyment from that and everyone that's living in that neighborhood instead of having to go out by busier roads if they can walk in that area I think it'd be a major value to the and eventually it's going to give them an access into Al Creek Park Reserve as well once that's all built out which they don't currently have without going down pbrook well wasn't was the Three Rivers looking for it where we wanted a trail head in that part of town there is on the other side they wanted on the other side of 94 specifically okay I was that's what I was kind of thinking is if where these trails are meeting but if they wanted on the other side 94 that's could be on the other side the to change some that never mind then I don't have any other questions right so we should explore this a little more then M for the cost yeah the cost of the two unknowns well you know what the one is right right we know the that's the fur is right yeah and how big is that but it comes to the house wow training what are you going to do with it right so exploring it but dedication and donation are a couple of key words for me and the the rest of it would just fund from your checkbook D that would be fine okay you're really concerned about you you and my wife can discuss that because I I haven't had access to that book in a long long time I'm sure it's up today okay she's got good care too many mistakes on my part yeah [Music] okay so just for clarity you're looking for pricing on the middle parcel because this Southern one's already advertised yeah so you're wondering what the landlocked portion is going for because there's potential with the north one that you could land acquisition or swap with we the HOA yeah the HOA would just U sign it over to the city is what we're looking at from that part there the middle part um we need to open talks with a developer who actually owns it currently yeah there'll probably be a purchase that would be a purchase but we're not sure what the price on that is that a negotiation that needs to happen and then the south portion yeah is that $650,000 property it's usually pretty odd for a Builder wanting to get rid of land like that they use that for the Wetland credits I think they bought it as part of another development that they were building um and they didn't need to use it that way and so they're stuck with it currently because it's unbuildable but they could use those credits towards future buildings of development well for is it for wetland restoration you have to build a new Wetland right it or restore what was a wetland yeah but it's a wetland now right so water shed isn't going to let you do much with put but down okay a wetland now yeah period so I think that's also one where if the price seems reasonable we want to have further conversation maybe we do a a future meeting offsite like we've done before sure you know just to walk it and kind of get it yeah we did at LC Stevens last fall it really just helps you visualize just staring at yeah yeah for sure I'm all in favor of doing those site visits it gives you a much better idea of what where you're at and what you're looking what's around here and stuff which you can't really see on the map all right they're based on ramay braver Trails Master Association no the H yeah Eagle Eagle Cove are we set there can we move on to LCC and signage I what you you read doing the meeting you're driving it let's go all right Elsie Steven signage I wanted some um direction from the uh Park Commission on what kind of signage they would like to see on Elsie Stevens Park um we did do uh whole signage um package we redesigned all the signage for city of Dayton um three or four maybe years ago four years I can't remember first ter on I think it's around 2019 somewhere in there that's what the interchange has that style that's the interchange that's the first one that we've actually installed um and there's a whole um a whole pallet yeah a whole palet of of different types of signage um I put included a few in here um that was specifically um four major Parks um they could be illuminated they could be single sided um uh and there's there sophisticated ones there simple ones which are just the wooden ones um but what we want to understand is that this is a a premier Park in dayon um so this the signing should reflect that um so um and then the the other thing that we need to discuss is the location of this does it do we want to put it in uh that the new entrance way in the middle of the island there or do we want to replace the existing sign out there um in that green area I included a couple of photographs in there that were I just took quickly so the one with the silo in the background that's the the median that I'm talking about um putting the sign in I just put it from both angles there um and then there's a photograph of the existing sign behind the uh the vinyl fence there so basically what I'm looking at is can you give me some guidance on what you want to see in there um you what would our ideal signage be for that location and our limit is 40 Grand we got 40 Grand in the budget so what are these the fancy ones that the premier the first one well I can't tell you prices currently because um I hav a sign thing for a couple of years the last time I did it I got kicked back pretty hard on the activity center yeah um right but this is a like a premier Park on you know I remember I remember that discussion and a lot of the arguments you know I don't think would fit here because this isn't the activity center off the beaten path this is LC Stevens Park our our big park on the river in the middle of Dayton on you know the county road there that's a million dollar View it's a million dollar view right um let's make it pretty and light it up so I feel like yeah if any other than the interchange this is this is where you'd want a big Premier sign um do you have a do you know what the that sign would have cost last time you checked and how long ago that was I think when we installed it it was around 96,000 oh sorry not The Interchange but like what this was there a ballpark range of what the no what they would call the primary entrance identification yeah I haven't got um that detail sure um well i' love for that to be affordable right but well it depends who you get to do it I guess you know right so I would agree the new entry way right in the middle cuz that's where you know you enter that's kind of M helps point it out so then both sides make it nice the process is for us to pick the sign and then people to bid on it yeah put package together and then you know we'll get the prices there I I'm I'm not comfortable guessing at the prices on this because of material costs and stuff like that so I would really like to put a big package together um with what you guys you know would like in there and I'm you maybe uh maybe do an option of one sign and an option of another sign to get a you know to I was going to ask would there be Alternatives if you were to do one and then like I don't know what the alternate would be for this one or Al would be for the other one or if the alternate for this one is this one yeah that's what I would be curious yeah I and that's kind of what I I want to know I mean we could do one of the fancier signs or one of the straightforward signs there as well you know um one of the wooden I I'm not sure that the wooden signs are what we want there but that that probably that's a much cheaper option but then and then the other options are with landscaping or without Landscaping uh masonry or non-m masonry there are different options there so well the Landscaping could be later date potentially yeah or it could be done something the public works could do something like that so those would be alternates makes sense to me the other thing is you want to illuminate it or not parks close at 10:00 so not when you have movies in the park they don't Fair Point or when you have winter activities too it gets pretty dark after three yeah I have to imagine that a lot of the cost like on the very first couple here a lot of it's the stone right yeah that will be so if we go Stone free that's I mean if it let's call it $100,000 or 110 I would assume of that over half of stone or 3/4 I would say yeah I would say probably 50/50 once you get yeah because I mean you still got um excavation work to to secure that the sign into the ground and then when there's a concrete pad that goes with those and then yeah so that the block work is really more of a face here than actual stone work but if we look at the ones like the the ones that have Rivers Bend on them and I'm assuming that those are wood on the sides on those ones right yeah I mean that in my opinion if it's saves half the money or stays closer to our budget that's probably the direction we want to look and maybe we got ask for a good better best or a good better you know like hey what's your basic entry here and maybe it's a $330,000 option and maybe there's a 50 or whatever it looks like I just I think we maybe need to get more dollars ass sign I mean because yeah that looks awesome but if it's over 100,000 I mean the size is important too these River Bend ones are 5x6 and the fancier ones are 109 could you scale up the wooden style to a 10f footer um these would I'm sure you can I think these were designed you know for Optimum sizes there I think if you get them too big then structurally there may be issues with it I really don't have much interest in the wooden signs I'd rather go with a laid-up foundation um that you're showing here and it would be more than likely one of the very few that we would do this way absolutely the those signs I mean they're for the premier places in town so if we do the community park that would a community playground that would have that as well uh City Hall the buildings would have that kind of stuff yep I there yeah so that's why you have you so Rivers Bend would be a prime example for one of these smaller Type S sure um and a lot of neighborhood Parts would be that way too MH right lease already has a lot of block work there okay yeah that we put into it the only thing would there I think is the pergola and couple picnic tables yeah that's about it yeah so it would make sense to stick with the block I'm on board with that dog do we have anything could we incorporate any of the materials on site now the Field Stone The Field Stone or the old wall just complicated it depends how strictly you want to follow your your guidelines because they're designed all look similar so you have that one brand in throughout the city um the whole thing is you if you this I've just got a few more examples of you know the way the whole thing fits together all the top ones have the fields uh the the Limestone blocks even down to the the smaller SIDS here and the wave fairing SIDS have the the the same blocks it's you know one of the two Styles um it's all all ties together that way so we have a whole variety of different signs and sizes and types that we can incorporate into the parks so their idea is to make it all fit together and I don't know if we start Mak sense you know taking Field Stone and trying to use that there it might start looking a little bit I think that might make sense Elsewhere on the on the property but not for this sign yeah let's not buddy it up let's just get the base price and let's yeah see how bad it's it going to be all right I will put together a bid package and get that out I better put that through the council first that we're going to do that and see what comes back from that so it would be the sign with a an option to illuminate it is that I will do uh alternates for illumination um landscape landscaping and the block work and then location we are supposed to probably discuss that right say again you wanted us to discuss the location yeah I think that I need the location where we want to ideally put this I hadn't thought about it in the median but if you think it would fit there that's kind of I kind of like it being perpendicular to the road cuz you really see it me that's where the entrance would be I was I was I was stuck on left side or right side but I think Middle's even and if there's not anyil designed a little bit that way the medium was Paul had that in his mind to do that but I'm open to other suggestions from you guys is there power there uh there will be on the good answer tun good answer on the lighting side of it is a potential for to do solar yes or if not if not in the sign put it in the Landscaping below yes solar is much better now that is an option cuz to me like we've done that around our whole front and back CU it's all solar and it's unbelievable how much light we get from it and I feel like on that road there what there's cuz there's there Street Lamp right above it there yeah as well so if you have the Street Lamp then if you have solar in the Landscaping could probably be pretty well lit yeah I think be very inexpensive soda's become in used a lot more in parks and stuff there's you know solar phone charging stations places and stuff like that so I pitched them we could look at a solar option there um for Illuminating the sign and for landscaping we could look at I think that'd be really cool idea cuz like Costco and Amazon both have a ton of options that are very inexpensive you can literally just set in the you all the Landscaping you just put them all in there and they just yeah all of a sudden at nine o'clock at night they they light up yeah I'd like something that Marty doesn't have to touch all the time okay yeah well that's what these are that's the best part that's what I saying like whether or not we have power it doesn't matter if you've got solar cuz the just might get a little dicey in the win it gets a little bit trickier in the winter yeah you know that is one part to know but if you have the Street Lamp above it yeah and I think that yeah we've used um solar on a couple of things and the win yeah not great but they still do work in the winter yeah we're only looking for 80 80% success rate right I am surprised though on some of the winter days that aren't that great we still get cuz we have like on our front step coming up and like you still see it every night it still works it's just not like it does in when we get sun in the summer yeah and that's what I mean by is like we understand that it's not going to work every day because you're going to have cloudy days snow is definitely one of those big competitors for solar that's why they usually don't take the winter into consideration when they do solar projections up here because covered right so I think the whole technology is getting a lot better so I mean we can add that in there try I can do a little bit of digging to see what you know options are out there it'd be cool to have like a whole sign aluminated behind it with the solar but then yeah if you can't then what the pointed light look like and then yeah well just make sure there isn't any copper involved um I you just have to be careful about vandalism it just yeah you know I work I work in Maple Grove for the city um their lighting of the ice Loop and um you know you do things you think that you're doing it right but these vandals come along and just around proves WR absolutely tear everything up M right in the middle of a park so just it's beyond frustrating okay do we have good Vision on what to do there I think we do um I'll pull that together do a little bit of research on solar um get a big package together reach out to some vendors and get some some pricing need to go in front of council first um before we can actually do that but um I'll pull it all together and get it to them as soon as I can which won't be next week's meet and I miss the deadline for that I'll try and do it for the following meeting very good all righty construction plan updates okay so this is for Park improvements 2024 the sheet that I gave you here um we tried to streamline the process and get to construction being as we are going a little bit behind schedule on this for one reason or another um so what the proposal is um the bid documentation should be complete um for the 28th of May council meeting um so they will approve it that to go out to bid at that meeting what I want you guys to do I will get that bid document ation emailed out to you guys so you can review it as well if you have some changes that you want to make into it we can issue an addendum to the bid uh documents and incorporate that into it what are we bidding on those parks that we're getting designed yeah yeah it's the three parts it's iron Garden Cyprus uh Cove um LC Stevens phase three I think it is come here so we could review it and add remove whatever we thought before it goes well I think that you know if there's something that's missed out of it I mean if there's a glaring mistake I think we're too far down the line to change too much in there because it's going out to bid but if there's you know something that is you obviously a mistake in there um we want to know about it and and change the bid documentation um and then once so excuse me the the bid pre the bidding is it's out for bids now no it'll be out for bids it will be out for bids after the 7th of May it will be on the 29th of May is when it will hit the street after the council have approved it to go out to bit and then how much time do you need well we don't get any time 7 weeks no it it's I think it's oh God 15 working days so basically 3 weeks so that means we will get it back on the 18th I will that will be the bid opening is on the 18th I will email that to you guys so you can take a look at on the 18th and 19th and I want would like to move the the June 4th Park commission meeting to the June the 20th that way when we look at a bit we can see what money are spent on what and then we can look at the alternates that we want to include in the project okay and once that's done on the 25th council meeting the bids will be approved by the council and the contracts will be awarded and then construction will start around well Pro I've got here July 5th but hopefully we can U trim down the contract thing and get it started a little bit early early July it's the earliest that we going to get it So the plan is to move the June 4th meeting Tuesday June 4th to Thursday the 20th yeah okay will we then skip our July meeting you can do we can have the July meeting or we can skip it things to talk about two weeks after that yeah I think traditionally we've skipped July meetings isn't that one of the commission members is up in July or don't we have to have some new members on here sometime soon Doug no I think that we in the past have tried to eliminate summer meetings completely oh why you looking at me I not my I didn't do that I'm here for the meetings no I I don't think that there's a a specific uh mandate for eliminating summer meetings I haven't been aware of any of that if there was nothing to discuss there's no point in having a meeting but if we got stuff to discuss I think that we should have the meeting I agree or email I mean if there's stuff to discuss email works fine too yeah I think that you know I didn't if you can actually have a meeting via email yeah some stuff you just actually have it's got to be public to have we public meeting we did have four concept plans that came in last week so can we see them are we still looking at the self two properties which we won't control until 2030 as well and capturing 2026 money are we still yeah one of those you're talking about area 21 aren't you yeah one of I think both of those are those two in those Concepts um John I got to think of that I think one of them is for sure I think one of them I think one of them is yeah I'm pretty sure that yeah the other the ones that went before Council I do believe had both Southern sections a part of it as well there was a ball field down there I want to say as well yeah that's that's a very elevated concept I don't know if that's going to happen but that's yeah that is one of the ones that is is I think that has just come in recently so so those two properties may be on there I'm not sure John would know about that I don't want to speak out a turn here so so do we need the 4th of June and the 20th no you don't need the fourth of June we'll cancel the 4th of June and move that to the 20th you won't have the documents ready till the 20th yeah I won't have anything ready 18th and 19th you said before yeah you're specifically talking about July's meeting though yeah be the 18th I'll have them ready and out to you guys you wait for that email okay yeah the 20th of June works for me I already have two commitments that night oh Thursday the 20th okay 18th and 19th I'm open but wow um I've got fire training I mean we got three people here that's all you fire training on the yeah so and it's one that I can't really make up apparatus drivers training I can't do that from home can we combine July and June into the following week then it pushes everything all the other dates if we move that later um so uh we could do I'm not sure what else is on there so are we just to get this in front of council so we can break ground in July or what what is okay could you can you do a special meeting that's what I'm thinking can you guys host like your own work type I guess after I want you guys to have a little bit of time to look at it um when after the so the 19th of June is Wednesday Wednesday but that only gives you one day to look at the bid documentation yeah it's not enough time and I have a I'd have something that night as well W cuz I got to get it back in front of the council by the 25th special meeting the 24th I say do you want to do the 24th is that work for everybody Monday the 24th I can do I could do that also 24th of I can do that of June Monday I'm in okay and then being as it's so late in June do you want to try and incorporate some July stuff on there we got John's got some stuff that he wants to discuss already anyway yeah be quick but yeah yeah I mean that could be June 24th huh that that could be on June 24th okay so yeah well we bring that as well then okay no sorry I thought that that's what you were recommending is that we do the one meeting yeah that's think that's what we will do that's our summer meeting and then you'll host July's July's meeting on June 24th or whatever the case and then either a late August or early September next one or something like that um I would say a would be be back on your normal normal yeah I think early August so we'll that meet in after June 24th all right Monday June 24th perfect nice work so the 4th of June is cancelled yes so our next meeting and our only meeting on the agenda right now is Monday June 24th correct and then we'll figure out a I guess back to normal 24 we figure out which get back on schedule same time I'm sure let me find 6:30 ready yep sounds good and the primary is just going to be discussing the bid documents and then John side items yeah that'll be yeah that I think that'll take up a big part of the meeting we'll know what our prices are and what the Alternatives that we can um including the projects are as well from there will you have the signs by then too maybe I I'll try to have that all together at the same time then going into August September should we be looking at the budget stuff for that following year and yes we should start looking at budgets um that's coming up here pretty quick technically June I think don't they kick off say again technically June don't they kick off as preliminary this is preliminary budget stuff starts in June the CIP starts a little bit later on than that so I think the areas that we would be interested in is more the CIP stuff than just a straight operational budget so June 4th is cancelled mve to the 20 fourth fourth and cancel the July meeting correct is that good we could get July's work done in June we're that good we're that good okay every anybody know who's on first John then let's move on so I have one other thing before we adjourn um Matt tro who can make it tonight and thankfully Travis stepped into the breach and did a fine job um he sent me an email um this morning to just you know to make you aware of uh something that has been floated by a um council member recent Council uh meeting about foregoing Park dedication land with new developments so instead of taking the land we would just take the money um and put that in a pot to buy uh buy land somewhere else and that allows the developer to put more houses on the on the lot on the on their land that they own um so what we're looking for you or what Matt was asking for you um to weigh in on this and um to make make a recommendation on on this idea is it something that you would support is it you know I think this is a much bigger uh question then you know do we just take the land or don't we take the land I think there's a lot of other considerations um uh in there um if we don't take the the land as Park dedication we just take the money then what does that nabood get for their kids to play in and that kind of thing um I think you know it's this to fund you know the central playground and stuff like that um I think there's a lot of questions there and I think we discussed a few of those ideas today so I would like you guys to you put some thought into that and maybe come back to us at the next meeting um with some thoughts on on how this could work or what you're in favor of or I think that's basically what we what I need from you guys reminds me of a part of a discussion we had last month about area 21 maybe it was even into March and our suggestion not that it can't change but was always to take the land yeah yeah I mean we're seeing HOAs turn over parks to us because the promises can't be held so let's take the land it's buy two cents that's what happened with leather's Park is instead of having one Park of a more meaningful size we have Wildwood Springs which is an awesome disc golf course and then we have leather's Park which is too small to do much of anything on so I'm I'm a big proponent of the land helps make sure we have neighborhood parks and stuff for neighborhoods that's my initial reaction too you want the land I think that sounds reasonable there's not an awful lot of land left right not making anymore and so to give up the opportunity to have land in hopes that we might be able to buy some somewhere that we can afford mhm take the land yeah think that question there you go is that then I won't bring it back to the next meeting say I don't need I need to sit on that one three times a try maybe not I'm not know the doors are shut on the other one yeah yeah Marty how did the unless there's something else specific that you want um I was just going to have those parks and trails maps the um the tree care manuals yep yep and then that's all that was requested so and then where like are you at that event or what are you where are you at floating yeah I'll be floating Recreation and activity center but um I'll be like there setting up and are you guys doing the similar thing for kids where it's the passport the passp from last year that was that was great the kids loved it we doing the pass and we're doing the sand pet as well the back of the it definitely be kid friendly great no it seemed awesome last year so cool anywhere we should Park yeah we're g to we're going to have overflow parking in the green space in front of Public Works okay we not yeah we fill up the parking lot and then have overflow parking down there all our good City staff vehicles are going to be parked off site um trying to make as much room as we can and if we don't get it all there we have to use the answer how did the park cleanup assistance Dayo did we get any response from people I did not to get any your respon be antastic nice work so okay we put out posts on social media multiple times and nobody ever reached out to us to set up a pickup so we took care of all our own garbage all our people and everyone went through a bunch of bags but everybody just did their thing AB we do that every year it works great yeah so they were doing it a couple different days in our neighborhood cuz not all of us realized have got changed yeah well the last second schedule change from me and maybe that's what other neighborhoods did I don't know Marty if your teams have been out to all the parks now M La has there been any noticeable trash messes at them that need attention no not really I mean yeah this week was the first week that we really got out there to do anything and I haven't had any feedback that there anything negative at all maybe they did pick them up on their own maybe yeah I just haven't heard anything but okay maybe people just took care of it themselves like by the boardwalk the Vinewood boardwalk in some of those different spots where you guys have the is it the um the dog bags oh yeah I know some of ours Atasha some of ours were got loose or were like out is there a way to keep those yeah I know like cuz it's like it's such a nice gesture to have it right and then like they somehow got loose or got open and they're all over the neighborhood like guess there I'm sure it's a disaster for you but like what is that is there a way to keep those from not getting no cuz if the wind hits it just right well I think it's not so much the wind I think is people pulling them out and they P too much or yeah no I think that people have been yeah because we're going through a lot of bags and PS just put in them out and waste it oh fun yeah yeah one of our neighbors was looking for a solution and I'm like well probably just take it easy on the bags but yeah bring your own or they'll disappear yeah that's s say put a work in it love it all right we're off the rails
