for e e the city of Dayton Parks Commission meeting for the 4th of March 2025 please stand for the Pledge of Allegiance the flag the United States of America and rep for which it stands one nation under God indivisible with liberty justice for all thanks everyone um call for any additions or changes deletions to the agenda no all right hearing none enter entertain a motion to approve the uh agenda all motion I'll second all right all in favor say I I right all opposed all right on to the consent agenda entertain a motion for the meeting notes from the February meeting all motion second all right all in favor say I I all right down to open forum is there anybody that would like to say anything for open Forum if so please raise your hand nobody's on all right bringing the crowd tonight um Council update uh councilman Sonic thanks uh yes basically the only real update that I've got for you guys would be uh council did approve going out for bids on all of the park uh amenities and uh we'll see where all that goes hopefully they come out much better than the uh the quotes that we all seen so it's really B all I got awesome thank you uh staff updates Marty uh I just got a couple of things just to PE back on what Scott was saying the bid uh documentation was put out um to contractors to view on the website um on the 3D of March um it'll be advertised in the Champlain day and press this Thursday I believe um the bridge at uh Elsie St Park is uh it should be starting on that this week um I'm not sure how this uh snowmageddon is going to impact their thing but I doubt it's going to be too much of a deal so they they should be getting mobilized out there and working on that um the bridge is uh scheduled for delivery in April so uh they got to get their prep work done and then just install the bridge once that's here fantastic um the irrigation work um that was approved is is ongoing uh I think they're working at LC Stevens rehabing that existing well over there they've got to develop the well over at Hayden Hills Park yet um so those two are what they're working on currently the existing well from just from when it was a farm or whatever yeah okay cool that's all I have awesome thank you Marty down to the regular meeting I items uh Item B work session to prepare for the joint Park commission council meeting on March 25th all right go that's your's day all right so we are going to bring in Arbor Day um we're going to bring that one up and that's in April and then the USA trees Tree City USA Tree City USA oh sure was there anything else I was thinking of that when you said Arbor Day but yeah the when you say Arbor Day is that the other item I had mentioned yeah just the city Proclamation oh right as part of the tree City USA accreditation okay gotta is there any other items we wanted to bring forward um we had talked about just sharing what we had accomplished last year so it's going through the notes and awesome we've um along with with working with Tree City USA we also have the park adoption program that is now um underway I think the last we heard was there were four that has been was that sorry oh yeah four Parks yeah four parks that have been adopted um so that was worth wouldn't she for sure GR anything to add I mean do we want to go into detail about what's happening with next steps with LC stevens or with uh the trail that's going across in the summer do we want to go into depth on that or what do you think we can I mean they did just approve that trail to CR across right I'm saying you know depending on how deep we want to go do we want to keep it more high level we want to be we waiting we'll still be waiting on the master plan stuff to come back but so keeping that in mind there's probably things we can discuss I just don't want to get there and be like all right let's talk about it oh wait the master plan isn't here yet what are we going to talk about you know what I mean so are we looking for more of like here's 10 things that we're working through right now do we want to have just like one or two major highlights like how do you want it to flow I don't have a preference I don't know that it matters one way or the other unfortunately with 2024 actual Parks work was light you know that was out of our control that was you know on our vent for that one so we're also still waiting for bids for the other Parks so we can't really bring that into anything um do you want to look at some bigger projects going forward I think that you'd mentioned about Community Park funding and that kind of thing at one stage as well yeah that's probably a good point bring up the community park I think focusing on the goals I mean just mentioning quickly the couple things we did and then more focusing on better AG CU they've sat through the meetings in city council with all of that stuff maybe seeing if we can find a way to make make some kind of tangible progress on the community park Playfield something yeah do we want to mention that like the talk about trying to acquire land for yeah you know that's obviously something we talk about all the time but when people are asking what we do we spend a good chunk of the time talking about trying to acquire land to eventually have CDA is here saying hey yeah if you can get the land we can help with some of the other stuff I think they're going to have funding grants Etc but the hard part is just you know we can definitely talk to be owned by the city yeah I think if like I don't know how much the council members know right now but that's something that's being discussed and the problem we always come back to is is it0 or is it 50 million like what is the actual what is the actual cost of this because everything we've been told is that they'll help pay for part which is great but what is that amount they're going to contribute and then what amount is amount is coming in Grants I know they say we can apply for Grants but what are the actual amounts and then if it is a $50 million spend how much do we have to finance etc etc like we need to actually get into those before in my opinion before we ever talk about land acquisition because if it's not realistic right if we're going you know let's just squash it now but if it's realistic and they can get x amount a year you know from their side if they're let's say they can contribute a couple hundred thousand a year or whatever it may be I don't know what their actual you know I don't either cuz like it does sound good that we have money to contribute but if they're thinking that 50,000 a year is going to help on a a $50 million spend it might not be right we're asking for a lot of our you know our taxpayers or however we do it and I think that again this is one of those projects that if we've got it on a CIP then then that opens it up for us to apply for Grants funding from somewhere else so I think there going be several opportunities for ground funding for this kind of a project so maybe that is a good subject to bring up when we meet I'm caught with the realism of the price of the land that's why I keep saying ACR yeah I keep saying 50 million like if you think about what a modernday St Andrews I'm guessing it's closer to 50 than it is 20 oh it's certainly not 20 right no saying 30 to 40 for sure right and so and then the question is is is like okay so how much are we putting in how much is putting in are we doing a bond how are we doing this and how much is coming from Grants realistically you know what does all that look like and then are we going to put things on site that are going to allow us to help pay for it are we going to have some Revenue sources right is it realistic or do we just keep talking about it as things more expensive and I don't want to be rude about it but it's like realistically like if we actually going to do this let's just squash it and not have any more conversation if it's just too expensive right I think that's a great point I think if we guessing we don't that's why I kept asking I didn't want to be rude to them but I like if you guys could give us an actual approximation and then if the number is 40 and you guys think you can put in 200,000 a year and 500,000 UPF front and you're going x amount of Grants okay so are we knocking that down to call it 25 million and then are we going to get you know additional Grant like what does it actually look like my understanding is the land would be on us and then they would help us with the buildings and all the other things right yeah and the land is going to be the most expensive piece there's few last names in a city that has 60 Acres and fairly unrealistic at this point to just go get it 60 Acres right and want to F swoop anyway yeah you know and so that becomes a conversation was it's a 2040 plan there's a 2050 plan is you know the farmers that do have the 60 Acres when are they wanting to exit right I think part of the discussion has always been that we're running out of land and you know all of time it goes up and when do we need to buy into the land and we've had several attempts of purchasing land but they've all not kind of panned out for one reason or another um so I think that you know we are we going to do this or we're not I think that you know you can't keep just kicking the can down the road you need a commitment that yes we're going to do this and this is how you know the plan for it and we won't get a plan at this next meeting but at least we get the commitment you to pursue it I think that that's what we should do and we can push the council you know we're serious about it if you are but then again if it's just a pipe dream yeah there's a whole bunch of questions that got to be asked right 100% well and that was the question that I kept asking CDA is like I understand that there's more people coming from Dayton than before makes sense cuz there's but their participation isn't increasing right and the parks that we have aren't necessarily bad you know like one of the things I really opened my eyes last week is I heard several people from the city say we have enough Parks we have enough this we have Elm Creek is a huge like again all of us are more passionate about Parks when you start thinking about all the people being represented do we need to have more Parks do we need them to have more ball fields cuz the reality is that we have ball fields that aren't being used all the time now now they might not be at the level that cdaa wants but if they're not going to pay the majority of it that the people that live in Dayton don't necessarily care what level the ball fields you know they're not that's not a huge priority I don't think I think there's plenty of people that from what I've seen that go to Maple Grove that go to that go to play and use Sports programs in other cities and have no problem with it like is it really something that we need to bring to our city when we have so many neighboring cities 8 to 20 minutes away that are just fine right I think Oren for some of that um information you could probably look in that Leatherman report that we got that was filled out by the residents that was going to give you some answers to who FS what you they need what and it talks about Memorial parks in the Parks area in there so that might give you some kind of an idea of what percentage of the population is in in favor of a a sports complex or Community playfit uh question so in preparation for the March uh 25th work session what what questions do you have that we can work on as staff um can we put a pin in that and come back in five minutes or less yep okay so the stuff that we've laid out here we'll just title it trees with Arbor and Tree City USA sure John you want to head the way on that one sure kind of bring up some bullet points and positives that kind of stuff mhm and then Carri if you want to bring up um 20 24 accomplishments and we can all help you with that and then the four talk about the four parks that were adopted and then Brad and I will tackle the chiring the land the community park that one okay does that work or we too much too little that sounds great we don't want to gloss them over we want to be pretty you know here's what we've done here's what we like to do now let's get serious about opening the check we'll com buy some W so you said the four Parks I know I own Gardens PSA LC Stevens but what's I'm not thinking of the Leathers my Park yeah thanks nice it's a nice field right now little this is should put some sunflowers in there yeah yeah and with that one they just receded it well now my kids are old enough to do a lemonade stand I Bean making it like a bandit nice I have to swing down there wait till it's warm um fantastic yeah we're rather light on the accomplishments of 2024 aren we do we want to address why that is or I mean or do we want to just kind of skirt over it and probably doesn't need to I don't think it matters I they know they know why a lot of things didn't get done in the Parks oh yeah okay but we don't need to bring it back up I don't think you need to nothing Good's going to come pretty hard I think we could just focus on what got accomplished and mm yeah did we we're not often short on or long on time anyway did we create our book last year in the I was think win or was that two years ago no that was two years ago it was present that same thing all right you might be want to you suggest what your goes off of this year as well yeah that's another item here that I figure would be a group activity so then goals for this year mhm next phase of LC Stevens bridge I would say make some kind of progress on Leathers not just cuz it's across the street but it's been so many starts and fits and starts with the weather or the contractor you know it'd be it'd be great to see something even if it's a sign just says there's going to be something I have the signs we have the signs all right nice I just haven't put them out in the snow right yeah it'll be frozen one day and muddy the next I understand that have they reeded that yet Leathers huh have they receded no they won't be coming until the spring to Reed it they did spray it and mow it um so they're going to spray it again in the spring and then re it okay to me the path continuation that'll be the trail um because we officially then we be able to go from is it correct Dave is it from LC Stevens will eventually connect then all the way to the dam correct Elm CR CU Elm CR goes across to the dam right so I think that's a huge you know from a selling point of what have we accomplished well we now have a way for families to go up to what is that 15 20 miles mhm on a family trip it's a pretty big deal probably further than that because if you Dam connects yeah cross connect all the way through three rivers and the southern neighborhoods as well You' have to play froger to get across F Brook but yeah I just think the fact that someone could literally grab a family bikes whatever it may be and go from LC Stevens go through all the neighborhoods through Elm Creek do a family picnic whatever and then work their way all the way over to the dam then come back like it's a full day Affair and that's to me is a really big win if we get nothing else done in 20 25 so and we can talk about the ones we highlighted that we want to do but they're involved with road projects y as well yeah and even probably foreshadow a little bit of what's coming in 2029 with the roundabout and all that based on last week's I don't know we want to get too far into what's happening on River Road with Three Rivers Park District and because it seemed like there was a lot of uny folks yeah which I I get it you know totally understand their point so phases and Lee Stevens Leathers Park Dayton Trails anything else we had talked about um trying to get a new Resident map put together a map for the residents for people who are moving in so that they know exactly what parks how many miles that Marty didn't we buy some GIS software and your gentleman was going to take a bunch of plots for for us and we get an updated map I have an updated map Marty has updated Maps it's on the phone but it's a GIS map you're not going to be able to see it but um you can click on the The Parks then it gives you co information and you can come down there and it'll give you directions to the park and that kind of stuff I this is how we're how far we're at with it at the moment I need to get it onto the website so you got an Interactive thing I'm trying to get it on the City app as well so that's how far we got it's slow progress I know but it's got all the Trails um on there sidewalks and future Trails as well it's all marked on there and there's photographs of what the amenities are at the parks and it's got a description of what they are at the park as well that's wonderful would you be able to give a five minute Spiel on that no about 30 seconds would you able to give us full access so we could give a Spiel on it uh I will give you full access when I can get that done but yeah thank you and then will I can print out some hard copies of that if we want be great to have at City Hall or something like that and it's on the we I think it's a a a static copy on the the website at the moment as a PDF can we do a QR code for it too somebody comes in takes pictures and brings them right to it yeah I'm sure we could all things are a possible de just a little extra money all right so big to-dos anything else we'd like to bring up for the presentation work session for the council and is this happening before the meeting is that at 530 yeah it'll be work session yeah 5:30 5:30 or 5:00 no I'm not sure what time it is yeah probably 5:30 I would say and then are we staying for the 6:30 or just the it probably be just a work session it probably won't carry over into the actual meeting perfect do you need uh staff to pull any information together for you for your presentations and stuff so you can have them on the screens or you can think about it and let me know hard to say because we just identified the things that we brought forward so do we have any questions off the cuff that we can give him that he can bring and preempt the council with MH nothing concerns I mean it sounds like I would ask for just progress updates on like the the things that I've given for the tree City and I heard I think an update when I walked in that it's going through legal like the yes um we've got a tree ordinance currently that's something um I could think of I sent it to the attorney she looked at it and made a few comments I had um the planning look at it here and they made a few comments and I put it back to legal for them to just finish that up and then we'll package up as an ordinance and then put it in front of the C well bring it back to you guys so you're approve with it and then put it in front of the council that's the only thing I guess that I can think of off the top of my head that I would have had questions about regarding our updates for this meeting so maybe our questions really lie on the whole Community Park land thing that we can get to him CDA how much can they bring to the table you know that's one question is the council really serious about a $50 million purchase of land that's going to be something that I guess when and if it's decided that you go after that that's probably a referendum question too true you know with 10,000 people is are are those people I mean by the time it's built we're probably looking at 15 or between 15 and 20 but are those people going to be looking that uh you know diving that that bill up for 20 years right I mean I firmly believe someday it's going to happen but something else I'll bring up uh there's some of us going down to the capital on Thursday to uh pound the doors for some do um I'm going to bring up uh I think uh when the the uh developments over by Deans Manor get built up we we need an overpass there to get into the park oh over the road for pedestrians yeah sure is it Maple grovery doing Fernbrook I know it's kind of a tangent but they going to County count that's County Road it's it is going to move but that won't really help any that won't help our residents get it in the park any safer the way I'm not talking about getting to the park I'm just talking about traffic itself and if it's happening this year there's nothing in the next 5 years on it no okay I think free rivers are doing their underpass pretty soon over there as well aren't they yeah I don't remember what the date is so it' be an underpass at Rush Creek right all they are yeah but I don't remember the date I thought that they said there was going to be 2026 project because they moved it Forward because that development going on over there no theyve got a bunch of land as well so when you say at Rush Creek is that at Rush Creek Parkway um no at Rush Creek so to get from sure any of those developments in Dayton you would go into Maple Grove Three Rivers Trail and and under under the road to get to okay I think I know you're talking about yeah well they do that the same time that they do the road though wouldn't they they yeah so sooner the development in Maple Grove is is driving this to be sooner rather than later are they going to carry that all the way through then to the day in line or just up to the bridge replacement I that I don't know I I've not seen a plan for it or I don't remember seeing a plan but I think the trail is going to be pretty close to the creek itself yeah I think it Mand is with the creek way that the land that they bought is they don't want to be crossing the creek they want to stay on one side of the creek plus going to have to be high enough to not be wet yep on the side of either the North or South End I didn't know they were contemplating a Crossing uh tunnel yeah yeah um so questions that I have for to do research is uh Financial contributions from CDA uh from the city council well city council is a city uh the referendum process and if there's any funding from the legislature in generally it the the answer to all these is what is the process of getting funding fromes right but I think if we look at it if we figure out the number let's say it is 40 and all of a sudden it becomes 20 because of Grants and CDA Etc and it's 20 million over 20 years I think that there's a lot of people in the community that would the referendum would pass if it was 50 and it was on our own I don't think that's as likely right so that's you know trying to just just figure out what the actual numbers are I think is the biggest thing because before we can ever get to the referendum point we need to know what we're actually for or against MH and I don't know where where are you guys as a city how do you feel about you know using it as a revenue source is that uh yes no like where in a council as well like what how does everyone feel about because I look at it as like whoa this could be a major opportunity between all of the food and beverage and merch and all the different things that you could do there could be a major opportunity then that could be another million a year you know that you could bring in if you look at some of the different complexes around here that you know if you're bringing in an extra million a year well over 20 years makes things go away now we've really made things really good from a referendum perspective right if the whole thing is subsidized by you know um revenue and grants and cdaa well what what person that lives here is going to say no but if it's hey it's going to be an extra $1,000 a year or $2,000 a year or whatever it's going to be per house that changes things right it does y sure it it depends on what the revenue source is so I think of like Andrews Park has a commercial kitchen that they rent out on certain nights of the week too I think it's the lookout that runs it so the co you know so the city is generating income from that rent but at the same time um they have to the city has to provide staff that then doesn't let Spectators bring bring in their own Beverages and food so there's a cost to the city to to protect that revenue and I don't know what the balance is but even if that was 250 a year for five staff at a larger you know complex we'd still possibly you know we're all dreaming here possibly walking away with 750 that we could put towards a referendum or however we budget for it is there pretty much zero chance that the the city would never staff it right it it would always be a situation like like you see like at Bunker Hills city of Rapids they always have you know someone else do the food Edinburgh you know city of Brooklyn Park somebody else always does that is there any chance that City of Dayton would say we're just going to do it in house or just not with all the headaches and all the the licenses and stuff you have to get uh it's I mean we would still have to get the licenses regardless but then it's always a matter of Staffing yeah you know cities generally have a hard time finding SE seasonal well everybody does yeah to find seasonal staff to to man those booths whereas like the lookout in those places they all just bring their own staff from their restaurant for an extra shift over there is that what they're doing probably Pro probably okay the other big thing that you're getting there is all the cities you're talking about our three four five times our size right yeah 100% there's not that many dollars to get and that's where like I said Scott like for how much time we've already spent on it just tonight alone like do we get to a certain point where we just say yeah we're good you know I'm not I'm I'm not saying one way or another I'm just trying to like make it worth our time is like it sounds like a great dream but the reality is that we've got really good stuff in Maple Grove and Champlain and all around us and maybe we just don't need it like well part of the problem is we would be fine 20 acres maybe 30 Acres but the cdaa doesn't want anything less than 60 we could dig up 10 acres or 20 acres or 30 acres here but you know what way do we put it we might just have to say sorry we can't afford 50 million on the city budget thank you cdaa for your interest we'll keep you in mind but we got 20 acres for 15 million or whatever and just move on that way there is a chance then that they residents would have to pay an extra fee right because then we currently not pay the fee for our kids to go into cdaa correct but that was kind of there saying like well if we're not going to get that kind of contribution we might not be able to give this back to the dayon residence so something to keep in mind that's a pretty small dollar how many how much is the fee I don't even call Top my head and I literally I registered my kid I don't know cuz I didn't pay it I guess I registered my kid over the weekend and paid a couple hundred bucks for him to do soccer through CDA so sure uh i' personally i' I'd rather have them playing in the city of Dayton because it's more convenient and i' like to take pride in our city um I understand what you're saying though and I'm not I don't represent my feelings aren't the same as all 10,000 residents um but speak it for myself um I'd like to see what we could do and I think that's that's what I was thinking that this conversation is yeah maybe we can't do a 60 and maybe it isn't what they said is ideal but if we are able to do something that's meaningful or even just realize we I don't know I think it's a good discussion to have I agree figure out if if we're going somewhere or not and I and I'd like to you we work with CDA for a long time and I think we've got a decent relationship with them I think that we should try to figure out what we can do with them to keep organized Sports in Dayton I'm not suggesting that they would kick Dayton out of the cdaa scenario but I think that they're looking to us to uh you prolong their Pro add to their program um as we're bringing more children to the the the program they don't have the fields for it so that's where the that's where the disconnect is Champlain's pretty built out so the the amount of kids that they're going to be bringing in isn't going to be much more but D is going to be considerable more and there may not be you know the places for them to you know have the sports right so that's kind of where the deal is and I think it you know going forward we should try to work with CDA and see what that looks like and I get everything that you guys are saying it makes total sense as well um I think that we need to find that path to to make make it happen for everybody if we can I can't remember if we've discussed this before but is there ever a possibility where Three Rivers would be able to they and do it no way did they what's that they can't they can't so I mean the land that they buy for I'll just say passive Recreation is for that specific use they can't use it for a sports or Sports Parks Li related to the funding coming through the Met Council yeah I remember that coming up when they were talking about other purposes like rentals okay yeah so I I know that right now it seems like the focus on trying to get something going now and the vibe I'm getting is that even if we get something moving now to get this thing rolling it would never happen till 35 or 40 maybe at the soonest MH and so that's the you know that's the thing is like everything's going to so many things are going to change with the age of kids that live in city of Champlain you know like where there's every year we go further down the road there's less and less kids in the city of Champlain and more kids in the city of Dayton so will you know because their numbers are flat right now and not increasing at all there's potential that those numbers might just stay flat or even decrease and the fields that we have in Champlin right now might be enough to fulfill what we need for CDA sure and if we do want to get some land we might have to compete with three rivers to get it before they do because they probably have cash ready to go but they're any buying by the river so we're safe well yeah you say that but I was just looking at the map around and like oh I clicked somewhere on accident and of course Three Rivers own that random barcel too so they they're scooping everything up so I mean we heard our resident speak at or I heard at the council meeting there's some folks say we have plenty of that sort of recreation in Dayton we want some for taxpayers as well for you know for homes and so we'll need to keep that in mind I think I'd like to see this sort of thing also in Dayton when we do have Elm Creek taking up a lot of space that's valuable but can't play baseball there it was 60 Acres in the corner for some baseball soccer we'll call it again great all right so then to recap John has Arbor Day in the trees Carrie has 2024 accomplishments and the adoption um Brad I'll give you the community park and then go on to the I'll take the 2025 stuff but just to kick it off and you know your three little bullet points or whatever you want to say about each subject and then you know everybody who has any kind of comments please feel free to join in do we have any other questions for gentleman in the corner there you want sure okay awesome good conversation thank you for that all right item C DC Farms development Mr John thank you uh I haven't been here like I don't think I've been here for a few months so there's a few developments and I'm looking for feedback from the park commission and a few others I'm just uh it's more so an update of what's going on oh there we go okay I see I don't want to mess this up too much okay so DCM Farms this is off of Fernbrook here's Fernbrook in 113th this is Dean Country Manor the project is I believe 91 Acres uh the proposal is for 253 SLE family homes and 8 Acres of commercial retail uh the project will be donating I believe it's about 3 acres of land for the uh towards area 21 um there are uh several Trails as well as sidewalks uh there's a trail that would be connecting the uh over overhead Carline utility um area 21 to uh sundan screens as well as a a trail along 113th I should add as part of this project the developer will be installing roundabout at uh F Brook in 114th so there's a trail along the 114th 113th the trail along Fernbrook and then trails and sidewalks that go through uh through the neighborhood are the brown ones a little bit wider the trails that go through the neighborhood it is and it's a little hard to see on the screen and you can probably see it better on paper uh so the the brown line is going to be a trail and then uh the sidewalks are essentially a thinner black L um questions that I have for the park commission this is being done as a plane unit development and so with a a PUD for short there's kind of a give and take with it and so the developer is asking for deviations from the city code which essentially is having a narrower Lots which provides more density um in return the city can ask for something and so this or some kind of a public benefit so in this case the public benefit is the roundabout on 114th um and is there anything else that the that the park commission would recommend on the staff report I I added a idea of a couple of um gazebos uh I would say more of those artery trails in through the neighborhood itself um specifically on that southern southwestern area through here yeah in and through there okay so right now there's a sidewalk that would be on the south side and you'd rather have a trail a little bit wider of a trail for them to come through where would they need to go through to I'm just K to the m to area 21 so if you're in the neighborhoods down here to get up to over there where they have the Brown Trail that comes through and hooks around something that may cut sell so you want another Trail up here just a little bit wider of a walkway you know you have two strollers coming through and kids bikes you don't think the southern neighborhoods that go right through this one that zo along the power line ement is that a trail along the power line uh yes this is a trail that goes through R it's kind of hidden under there's like four lines there so I I could see how it's how you can miss it but yeah if I zoom in I think they're if you're talking about this there's the parking lot right there too that they can go up and through right I just didn't notice this yeah it's kind of hard to see on the edge on our this this one actually has a little more detail um this trail goes all the way up to here yeah okay cool Snowville Trail oh that's right your s we'll see they're that close the neighbors will love it any other recommendations from the group here other than a couple Gaz Zeos over the water I thought those were great recommendations I thought that was a very unique a a good idea and a a good way to yeah make it feel a little more quaint you said 253 houses yes nice nice I I feel like I mean and I think Tom it said last week too is a variety of different lot sizes correct was one of his recent changes which I love types of homes yeah I think whenever you can get more variety it's I mean if you look at sunnd and screen as a whole right now I think it's phenomenal how much variety there is over there you've got six different price points which I think is really good for the community mhm um add uh 253 homes equals about $1.8 million in Park and trail fees uh the the intent is that 75% of this gets spent within the area um so in that area that's area 21 right um the fees are paid as the project as each plat is receives final plat and so it's not just a 1.8 a check for 1.8 million it's going to be spread over spread out over several years mhm it'll be nice to help finish off area 21 so I know they're contributing that land in the north west corner right toward the park I just feel like those houses on the south east side they're a long ways from that if they got young kids they're going to want to go play somewhere I'd like to improve that connectivity for them like is there any way that the trail this smaller sidewalk along I don't know what road that is could go behind the houses along that yeah it more like this away and not just feel like then you're not cutting in front of houses with cars parked in the way or they're doing stuff instead you can just the more direct route you're getting you know maybe more Scenic walking along the road or the the on there sure it it's probably a reason it's not already that way and smarter people than me D drew that but that's just one thing I thought is you're you're a long way with some young kids to get to the park they want to be outside they don't want to be you know so have a a trail on the back side of of this block yeah I think okay if it was negligible either way I think that would be that'd be interesting you again I don't know if there's Maybe reasons it's not drawn that way already but they're 54t lots of yeah I suppose yeah cuz you have to give up in the back then you don't get that you don't get that land back in the front or anything so it's probably probably try to tie something into here yeah even if just making it more arterial right like you said like a little bigger like I don't know I'm just thinking sure keep people out of the roads make make it safer make it more encouraging to get up there okay currently this is proposed to be a sidewalk so I'm You' say a trail versus a sidewalk I think so okay since it's kind of yeah connecting into that whole that whole Southern you know block or whatever you want to call it there on east side and it it's twofold right it's one for them to get to the park from the south side but then the northwest side it's for them to get to the shopping complex proposal area too sure so this is the proposed uh commercial retail and that's going to be a later phase of the project we we don't know what's going to be there um or Senior Center earlier phases that it uh developer had indicated like a gas station daycare coffee shop uh a restaurant and a you know kind of more of a a strip mall and um that several residents have had concerns with that so that it's still plan for retail we don't know what the use is going to be the and that's just north of Deans yes okay and do we currently have or is the plan here to have something basically you know from 117th um that brayburn Trails East neighborhood that's there from that neighborhood being able to go through the CDM or is it CDM is it DC DCM EXC country Manan yeah there we go let's call it Dean's neighborhood um d M and then through sunand screen so you can basically have you knowz I'm just thinking there's going to be so many young families in that area will there'll be essentially anyone that lives you know from any of the Sundance neighborhoods to DCM to braver all of that will be connected one way or another via path so bikes strollers all that buts I mean that's my I guess my I can try to grind over but it sounds like you guys have done all the thinking there and that's to me makes the most sense as long as people just have a way to get back and forth and not have to be on the roads so from from brayburn there's four uh either sidewalk or Trail connections into DCM Farms awesome you're not wrong but it's also not a new issue the River Hills were weaving all left and right and back and forth in the fire trucks I saying just cuz it's not a a straight line well he was just pointing out like kind of some spots that are a little more sorry cuz even like right now if you think think about if someone is now that we have the connecting path this summer still to go from LC Stevens and then go through River Hills and then come across North diamond and Vinewood Teakwood Pine View like there's definitely ways people who could get lost on those I mean the paths are not it's it's not perfect but the reality is that there is connectivity there and the whole point is that if people are wanting to do it they'll figure it out right uh the section on the northeast side is that a trail on the west side of that little there there's a trail yeah so just along uh Fernbrook so the trail kind of goes along Fernbrook and then once it hits the existing homes it would go behind the homes back out to Fernbrook and then go North to 117th and then down7 and does it go down from 117th along that blue line there um I'm not sure which blue line I don't think that's a trail I think just the trail is just along Fernbrook right there's not one behind or on the on the west side of that through here right no okay no and this shaded area is the only part that we're discussing right now right the yes the bra Trails East that's already in the works and uh yes the this is already planned out that's right and there's a home an existing home there that's called out is that going away as part of this development or eventually yes okay okay not like a not tomorrow not going to happen partially and five years later they finish off this or something sure yeah what phase is this at with the city for approval um it is being reviewed for preliminary plant approval so this the preliminary plant will go to the Planning Commission on Thursday and then to the council later in March or early April the where that home is we were just talking about that little road that kind of dead ends at the pond that's just for access to those homes it's not going to go forward in the future right that Pond's there and correct so this would just be a pro well probably just a private uh Street or or a shared driveway for three homes is there a reason that we're not putting like a call theack on the end of that a turnar around for like a fire truck no one's ask for it can we ever turn around for a fire truck there is this still is private in there yeah we've not talked about so the the loop street is originally was proposed as a private Street that's been changed to a public street I'm thinking that this little um offshoot would likely be a private Street yeah just thought on the the the south end of Sundown say where they got the the quad homes and stuff that's those little fingers are all private yeah so when they have a private Street like this is not I guess Parks topics but when they have a private street is it subject to all the same like regulations and codes that a public Street would be not the width so you'd have a 20 foot wide if it was a public Street would something for a big vehicle to turnar around be required yeah okay yeah so I wonder if is that a motivation maybe to make them private is because you can take up a lot less land to get it in there and then and then you don't have to really worry about it so a culdesac would probably take up three houses three out of the four houses sure I'm just thinking people are going to also park on the street there and then you're going to have an an emergency or something happen and I don't know it doesn't look like fun to get into even just as a resident maybe but there's only three homes there so I guess that's part of the the neighborhood yeah again that's not a park topic maybe I'll I'll save the rest Val concs I was just think is it going no those are good things that the rest of us don't think about I mean it's I was just thinking it's not going to go through the pond later is it a lot of times those streets are like you're waiting till that property sells and then they yeah this would just be a deadend private Street it would not continue as far as the paths go I think they look good and gazebos yeah and I think there was a comment in there from staff about adding the like and benches and I think that was a really good idea because people are going to want them eventually and someone's going to have to pay for them and to have them from the getg go just keep trash off the ground and right keep people comfortable okay anything else for John that's good all right okay I think he has another one yep Shady parcel item d okay so this is the sheny parcel and I'm sure that the name of the project is going to change um this is 107 Acres located on this is North Diamond Lake Road in Brockton um and then Laura Lake uh the project is 107 Acres uh Thicket Hills if you're familiar with that is the neighborhood just to the north uh the general intent is that this project will be a continuation of Thicket Hills are very similar in character uh so of the 107 Acres there's 10 lots that are proposed um the smallest lot size currently is 5 acres and then it goes up to about 20 acres or so um in in doing some of the research on this so in the comprehensive plan see if I have that here we go okay so this is the project here uh the comprehensive plan show um a trail along North Diamond Lake Road on both sides of the street as well as a a neighborhood trail that goes kind of through the properties from North Diamond Lake Road to Dayton River Road as well as a neighborhood park on the north side of Laura Lake um the question that I have for the the park commissioner is do you want to pursue any of these um when this was brought up during the concept plan stage at the city council and Planning Commission kind of the direction was yes uh Trail along North Diamond Lake Road and then no to a neighborhood park and no to a a trail through the development my personal thoughts is we should we should do something there right underneath where it says neighborhood park that's a beautiful little stretch along that little Lake that's back there we don't really have any ponds by any lakes and I'm not saying make it a swimming beach or anything like that it's probably too shallow real passive but maybe picnic by the lake yeah um little kid swings anything that we can put in there honestly I'd like that whole little part if you go to the next slide they have that one house there and I think that's the larger lot if you scroll down I I just have one page on here um yeah the the furthest lot to the east the the large one I think it's the third PDM is it this will get us there y keep going two more I think you get to this there this parel if we could capture this put something down here I get it it's a nice lot it's going to be a choice lot but if we have some sort of Park along the water again passive quiet calm parking spots little be area and I don't know what the depth is Marty you that part of the lake I think might have kind of my neck I feel like driving by that part of it actually is like a bit of a drop off not that you couldn't look old on Lake but yeah you're not going to jump in and maybe that's for the best anyway you don't want it to be a beach I was going to say be real pictures though potentially two sense no I like that idea though I was kind of thinking something similar small kind of passive I'm thinking there's a couple of them in a NOA just to pull over and just a good view yeah good little view take a picture hang out have a bench couple small things I mean you could do something like that for what 500,000 right something small yeah yeah something for people to gather I mean I get yeah these houses all do have Big Lots they don't necessarily need a a Tot Lot when they might just put their own you know rain or whatever brand playground that is in there but I think there's still value in that kind of community space that you know for these people as the area builds out right it's all new technology and everything we're putting all these developments in all these parks with all their new equipment but part of being in parks in my mind is also leaving something the way it was so when people are here in 2040 they can come to like an area like this and be like oh well this isn't really built out right larger homes nice park this is what Dayton used to look like or part of right nobody's going to Don need a complete F but I mean a nice little view sure it's up in North diamond and it's busy but something how Dayton used to be if that makes sense no you could do little picnic whatever that kind of stuff right like it does give that small town Vibe we don't always have to do a million dollar build out for a playground right like it just can give I I like that idea my only fear is whenever we are near Water and attracting people to water just the things that go wrong with people being around water sure I mean not that we're going to be it's not a Rushing River right but but you know what I mean like yeah but like that's even my worries like with LC Stevens like just attracting people to that area you attract people to that area people don't always make good choices and at least yes the water's not moving there but it's also significantly deeper probably right big at your own risk signs card on duty yes definitely need to let people know that there's no one there to help them um but no I like the idea a lot when and it's a minimal cost right do we John do we have the land no we don't have we don't and what's the do you know with the price per acre roughly uh no I don't okay expensive that was my other fear yeah yeah it's like we might because well they would give part of this or cash as part of the development right correct but then that would eat into the trails that we also want to put in okay go ahead and carry well that was just kind of my thought is when they're giving the cash instead of the land then does the cash have to go to this area or then does it go to the like we just said in the right and the other it was the 75 yeah so 75 is still going to stay in this that's the intention even though there's no park so then what we would go so I'm just curious where it would go to if we didn't put a park in it's kind of up to you you know so the the nearest Dayton Park would be mcneel um so that's two 2 and a half miles away or so right so not not a neighborhood park necessarily to this and the the trails would come out of that money right so if that trail went in along North Diamond but do you think if we paid for all the trails with that do you think there would be money left over just if Ball parking Trail and money is split as well oh okay so there is okay the trail you know we I don't think we would build a trail until there's a something to connect to so there's no Trail on North Diamond Lake Road that well not this area of town is there any tra through that lat neighborhood up there at all no John what's the trail fee per acre or per it goes by acre not a lot right um no well for residential it's by lot so so you only got 10 Lots you're not talking about a lot of money there no no sure if it's going by lot then yeah um so the Laura Lake goes right up to the road U so when we build a trail it's likely going to include a boardwalk portion of it and that's by far going to be more expensive than what we'll ever get on trail dedication I'd still take the land sorry I'm inclin to agree yeah I think I think that'd be valuable um I I had another question kind of related to that are these like being ghost plotted for future development that so that's one of the discussions that the plan commission will have on Thursday when when they do a ghost plot like that would that generally include okay now that there's going to be more homes let's revisit that Park discussion where we going to fit a park in the ghost plotting or is that it can be so you can ghost plat this so I'm going to back up a little bit so right now this property is owned for uh A1 agriculture which is one home per 40 acres uh the council is considering adopting a new District called the A3 which would allow one home per 10 acres and the lot size can vary but the density is still the same uh so one of the the discussion points is should projects like this be required to ghost plat for smaller lots that could be developed once sewer is available at some point in the future knowing that it's going to be decades from now um you can include a park in a ghost plat um the challenge is going to be there's no guarantee that it's ever going to get built right yeah and people can do whatever they want with their land in the meantime mhm so keep this particular parcel sewer probably not likely right I do yeah I recall them talking about it on that on that note one of these Parcels the septics are right on the line it just kind of doesn't feel neighborly um but I'm guessing again there's probably a reason that they were put there and not right next to their neighbors I don't know I'd feel not awesome if my neighbor drainfield was just right there maybe my well had to go there or something but that's I guess not a Parks concern so just seemed interesting placement any other thoughts for John um so again in summary the the commission is recommending a neighborhood park be on the north side of Laurel Lake and then as well as a trail along North Diamond Lake Road I mean I don't even know if I call a neighborhood park because I feel like that's right I only said neighborhood park cuz that's how they have it labeled in the 2040 time yeah yeah I don't think it's worth doing a normal neighborhood park no those lots are going to they're going to have their own stuff they're not going to need it I do think that there will be with what Dave has suggested I think people would enjoy that like going for a a walk and go sit by the the water and you know take in the sunset or whatever it may be like I think that that is probably the cuz it's going to be a much smaller development right and so I think it's just and it's also going to be a higher price point development right John yes so like to me you're going to get you have more like the Gaz I'm thinking yeah just like a a more mature Vibe whereas a lot of the other ones are more young kids playground equipment go go go where this is more like a couples going for a walk and taking picnic grabing dinner quick before they run somewhere else something like that yeah yeah I think it's good so I'm picturing more like a picnic shelter and yeah yeah yeah something like not huge not extravagant just something with the track Cas being you know low key okay yeah okay anything else on this project okay and then just general you know what what else is happening um so this is we're calling it The ddl or opin project so this is Daton Parkway the 117th uh Cy Road 81 is down here this is the cubes project we have a concept plan for a 200,000 ft uh manufacturing distribution business so this would be just a speculative uh Warehouse essentially we don't know what type of user would go in here another one I know another one there's a lot of speculation um so related parks and trails uh they believe there's a no sidewalk on the on both sides of Dayton Parkway I think it's trail trail okay Trail um so this project and I think that's already installed yeah if I remember so no new sidewalks or trails with this um the concept plan is focused just on the south portion of not nothing that's going on here So eventually when this develops the idea is there would be a trail along FR uh French solicit here as East French Lake Road but 117th um so no new parks Trails facilities with this project somebody just wants to come in and put a building up yes can we fill the other ones first um so the cubes is half full I heard I heard half full half full States manufacturing St manufacturing out of Champlain um I guess that building they're building it spans those three Parcels is that's huge is all are all three of those Parcels part of this development or is there something being split off um they will my guess is they're going to split off the South Third of the project okay of the properties I need to ask the next question CU I can look here but I'm wondering if yeah and there's a plan for what's going on in the top half there it kind of looks like but is that yeah so again this is all speculative would be a a gas station convenience store on the corner as well as a small commercial retail and then larger commercial retail on the the west side and is that just like speculative like someone drew it or like speculative like we are actually talking about it in some form with somebody no this is all speculative so I'm just thinking like that might change the trail con like oh if there's a gas station there now I'm riding my bike somewhere like that that changes my opinion of whether a trail is important down there sure so in 2024 this project would uh complete a environmental assessment worksheet or eaw okay with eaws they they kind of look get the worst casee scenario for the effects on different environmental qualities and so with this case gas stations produce a whole lot of traffic and so they if a gas station is possible there they're they're going to plan for it or trying to study what is the impact of a gas station MH um when this project was or when the eaw went through we did not have a quick trip on uh Dayton Parkway in 94 so any questions so there might be less motivation to put a gas station in there gotcha I don't have any other questions nothing for me okay uh let's see what else okay uh territorial Grove um this has received preliminary plat approval um they will be asking for final plat approval probably in April uh so this is Territorial Road in East French Lake Road uh related parks and trails uh the project does have a trail along East French Lake Road and along Territorial Road um as well as along the gas line easement that that's this diagonal route here and then there would be an HOA park or top not a tot lot but some kind of a sport court that they're proposing uh so the adjacent neighborhood I'm trying to think of territorial Creek OH to the West I think it's something elsea okay can't think of the nebor name of the neighborhood to the west but they do have a an HOA deal territorial trail teritorial trail okay so territorial trail to the left and ter ter territorial Grove to the right uh so territorial Trail does have an eoy park with with a Tot Lot uh when this went to Planning Commission as a prear reply their residents i' said you whatever you do on the new project don't do the same thing on the the old one so have something that are that's complimentary versus competing so any questions or comments on this nothing for me no report there um I think what we're basically asking for is would you be um they want to come in and do a presentation to one of the city committees and it was thought that the park commission would be the best committee for them to come and talk to um I put as much detail in here as I could about what their for what their plan is they'll come in and they'll send us some detail ahead of time um they'll do their presentation and I would imagine there'll be a question and answer all I wanted to see from you guys if you're okay with that on the April first meeting my only question would be what will they be presenting to us so I don't know just Watershed information I think it be to do with the the plan that the there's a link on here for the plan the fourth gen so there's a third generation plan and this is the next stage of it and it's about water quality and lakes and and EG land and stuff like that so it covers a whole range of different stuff General goals and actions on the fourth gen plan it's kind of a broad broad we just wanted to give it to you that's what I figured thank you we appreciate that thanks go yeah bring him in April 1 all right I will confirm that with those
