It's so important to take the time to acknowledge and celebrate the outstanding accomplishments of our students, staff, and community members. >> We began most of our regular board meetings with recognitions to highlight the positive impact that so many different people make in our district. >> Today, we are recognizing three groups. boys football state qualifiers, girls swimming and diving state qualifiers, and newly named AP scholars from the 202425 school year. >> First, we will recognize our varsity football team for its outstanding season. >> The skippers qualified for state again this year after finishing as state runners up in the 2024 season. This year, they made it to the semifinal round of the championships. The football team is led by head coach Mark Esh and assistant coaches Brian Damon, Dave Shoemaker, Jason Opsel, Rodney Francois, Bubba Moore, Matt Lombardi, Matt Gorman, Ismile Corron, Ryan Lass, Matt Mueller, and Steve Tutill, football videographer. >> Before we recognize each athlete by name, let's hear more about the season. Hey everyone, this is coachesh. I just wanted to get this message out for our school board meeting as I know you're acknowledging our uh football team from 2025. Just want to say I'm proud of these guys. They had a great season. They fought hard all the way through and the first team in Minnitak history to make it to back-to-back final four appearances. So, it's just been a great group of of leaders and young men that are dedicated to to football and to our program and to our school and super proud of what they've accomplished. I discovered a brotherhood of outstanding athletes. and the power and of believing in what's possible. Menotanka took first place in the 200 freestyle relay. The team included Claire Wilkkey, Lydia Cameron, Anukica Graham, and Sophia Kukowski Gonzalez. The team is coached by Minnotonka aquatics director John Bradley along with assistant coaches Dan Bilski, Sarah Bilski, Abby Capeller, and Anna Celing, as well as diving coaches Sam Freda, and Stephanie Venice. >> Let's hear more about the season. >> Hi everyone. We had an amazing year with the Minnitonka High School girls swim and dive team this season. The girls finished as the 2025 late conference champions, the true team girls state champions, the section 2A champions, and second at the MSHSL state meet. We also finished as a gold team academic qualifier with a 3.81 GPA for our section squad. With 82 girls on the roster, our team was loud and proud all season long with any number of smaller accomplishments too numerous to mention here. Thanks to all of our athletes, coaches, parents, and fans for making this season a memorable one. We had a great time, and we look forward to another season of excellence next year. I'm a senior in the class of 2026. Now, one of the AP classes that I took was AP psychology. I took this in the health sciences program at Vantage. And this kind of changed my perspective on the brain, the structure of the brain, um how you develop into your personality and all sorts of biological and psychological features of the human body. Um now I really want to one of my top major choices is the psychology u major or maybe even neuroscience. Anything that has to do with psychology because it really opened my you know my my path and my career to all sorts of things that I could do related to the human body and specifically psychology. Next up on our on our agenda this evening is the school report from Clear Springs. One of my favorite times of our schoolboard meetings. Superintendent Law. >> Madam Chair, members of the board, as you said, it's a highlight of every board meeting in Minnitanka. first boarding meeting of every month where schools come and report what's happening in the building often aligned to schoolboard goals but also exciting things that are unique to that school. Tonight we have a full house from Clear Springs Elementary Administration staff and looks like most of a class of students over there. I would like to uh principal Carpenter couldn't be here tonight. So in his absence, assistant principal Elizabeth Johnson will be introducing the students and talking about Glitch Springs. Miss Johnson. Good evening and thank you Superintendent Law. Madame Chair, welcome and thank you. And existing and newly elected board members, congratulations and it is an honor to be here tonight. My name is Elizabeth Johnson and I am the new assistant principal at Clear Springs. And I am here along with Courtney Davis who is our school counselor. I just want to take a quick moment to acknowledge Courtney. She is fabulous. She's actually an itinerant staff who serves Clear Springs, Groveland, and Tonka online. And yet her impact at Clear Springs is just profound, including co-leading our fifth grade student leader group with me. And it has been a privilege to work with her. She has such great ideas and really has such an impact on students, staff, and systems at Clear Springs. I'm also joined by this fabulous and courageous group of fifth grade student leaders and they will be sharing with you tonight the ways in which they impact our school community and really bring greatness to the Clear Spring School on a daily basis, not just through their specific leadership roles. The schoolboard goal that we felt best aligned to our fifth grade student leader program was the goal of excellence in well-being, connection, and belonging. Um, when Mrs. Davis and I were thinking about what we really wanted from this student leader group this year. We wanted it to elevate student voice and really bring their voice into our decision-making and school operations. And we also wanted to foster a really strong investment in our school community, not just from the leaders, but having the leaders model that for all of our students at Clear Springs. We have four different uh subcommittees. safety patrol, CS shines, CS share uh cares and CS connects. And through those committees, we meet weekly. Um each committee meets separately each week and then we collaboratively meet together to promote safety, service, mentorship, and care for our school and for one another. We strive to create a welcoming environment where every student feels valued, connected, and included. And by building positive relationships, modeling responsibility, and serving others, we support the well-being of our school community and aim to strengthen a sense of belonging for all. >> I wasn't expecting the accolades. Thank you. I'm script. >> I can Yeah, I can share them here, too. Elizabeth has jumped right in, and we're grateful for her leadership. Um, and so grateful for the leadership of these students who have joined us tonight. Uh, Clear Springs started student leaders a while back, but this is the first year we really expanded it um and had subcommittees where more students got the opportunity to really shine and show their skills in an area that felt um like themselves. So, we have shines which is our cleaning. They're going to tell you all about it. Patrols, cares, and connects. And we align them with our CS core values of being responsible, respectful, safe, and ready to learn. The students actually applied to be a part of the student leadership committee. and um were elected um into their roles similar to you tonight. Um so 115 out ofund 148 of our student leaders serve in these positions across the building which is fantastic. And eight of them um were chosen because they're just exemplar students who go above and beyond and really are leaders in our leadership group. So we're excited for them to speak with you tonight. Oh, first up we have Anna and Caitlyn talking about bus patrols. Hello, my name is Anna and my teacher is Senor Chase. My name is Caitlyn and my teacher is Sierra Howard. Tonight I will be talking about the roles of being a C CS bus patrol. We serve as a CS core value role model on your bus being responsible, respectful, safe, and ready to ride. We love helping younger students walk to and from bus as needed. A really important part about being a patrol is wearing your yellow patrol vest to and from school over your jacket every day so that you stand out and kids know where you are. We recognize students with CS core value pride tickets. We report issues to bus drivers and adult at school uh if there is any issues on the bus. We help the with the driver checking the bus for belongings, delivering forgotten items, support and supporting struggling riders and more. We help make sure students are walking to the bus, staying behind the yellow line, and waiting appropriately if bus is late. Thank you. Some highlights about being a bus patrol is making sure kids are doing what they should be doing while riding the bus. Um, we love wearing our super cool patrol vests. We have been working hard to make sure everybody is safe traveling to and from the bus. Um, we help make sure that kids don't go on our hill by the bus loop. It is great to see kids following directions and we hope that keeps getting better in the future. And we love giving out our CS lips for positive behavior. Thank you. All right. Next up, we have our CS Shines members, Logan Johnson and Annie Taff. >> I'm Annie and my teacher is Howard. >> I'm Logan and my teacher is Pastrona. >> CS Shines is an opportunity to make Clara Springs a bright and happy place to be. Examples of CS shines helping with the twominut tidy um building wide training jobs with Mr. Jeff bathroom hallways helping in cafeteria training younger students on recycle compost trashay help picking up outside keeping the courtyard clean mulch beds and window ledge dusting. We have been working to keep all areas of the school clean. We award each grade level English and Spanish with a CS Shines tidiest classroom award once per month. Classrooms are proud in displaying their awards in the doorways. We look forward to expanding our roles in the courtyard, playground, mulch beds, and other outdoor places when it's warmer outside. We are also hoping to have more trash cans and cleaning supply like gloves to help our job and to for some special places earned up for fifth graders to spend time together. Next up, we have Emma and Declan to talk about CS Cares. Hi, I'm Dean and my teacher is Pro Chase. Hello, my name is Emma and my teacher is Pray Chase. CS Cares is a schoolwide community service committee to show we are CS core values. across the school. Some example things CS care leaders will help out with, we help with unity day plan and roll out, the winter gear drive, the A food drive, and monthly themes in classrooms. And we are on the announcements. Uh some of the highlights in the state of the committee CS cares are we helped sit the kindergarten students in the cafeteria on unity day to read the conversation starters and get them connecting with each other. We helped create posters to advertise the food drive. Uh we helped take down stars in the in the unity day in the stars in the hallway. Uh we are looking forward to being on the announcements to share important upcoming events with the school. We are looking forward to working together for the greater good. Thank you. >> And our last uh CS leaders, Olivia and Gigi are here to talk about connects. >> My name is Gigi and I'm in Miss Piering's class. >> My name is Olivia and I'm also in Miss Piering's class. CS Connects CS Connect's main focus is mentoring younger students. Students will connect with their mentees for 5 to 10 minutes a week during nonacademic instruction. Examples of CS connects RSK buddies reading or doing simple math with menty going on a walk and getting energy out with menty. Playing a game with your menty. Here are the rules for CS Connects. RSK kids are so happy when we help them as their fifth grade buddy group. We love seeing the progress our buddies are making and working with us. We got to help with the RSK friends at the third grade bazaar. It was such a fun way to support them. It really feels like we're making a difference with the kids we mentor. We love to laugh with our buddies. We look forward to continuing to see them grow. Okay. Could not be more proud of the way you represented your committees tonight and the fabulous job you did sharing with the board and the audience here. So, thank you students. Um, and in closing, thank you all for your time and continued support that allows our fifth grade student leaders to grow, learn, and inspire others throughout our school community. I think that's such a great idea because it's one of the places that we as a school district aren't necessarily always able to monitor as well as we can in our buildings. So, I love that you guys are doing something that we know works. Positive reinforcement works, and you're doing it in a place where maybe we have a gap. Next up this evening, we have the presentation on the 2026 2027 school board goals. Superintendent law. >> Madam chair, members of the board in Minnitanka. Recently, we have been um previewing schoolboard rules for the upcoming year in January, gathering feedback through the spring, and then formally approving them before the summer starts. Tonight, executive director of communications, Dr. Jackie Getty will be previewing that process and our goals. Dr. Getty. >> Thank you, Superintendent Law. Madame Chair, members of the board, thank you for the opportunity to present this first draft um of this first public read of your drafted schoolboard goals for the 202627 school year. My clicker here. Uh so, first we'll just walk through the process for the public. Uh the school board reviews the district's past goals and the progress in achieving those goals. considers input and feedback that we received throughout the school year from board presentations as well as from staff, students, families, and the broader community. Um, you review student outcomes, including the assessments, activities, and the survey data that you receive. The board holds a planning meeting to draft revised and new goals, setting new action items, and that initial meeting was in November on the 17th this past year. Second planning meeting to fine-tune goals will be held in the spring. If you follow past practice, the drafts are shared publicly. So today is the first time we're publicly reading the draft and again will be shared in the late spring if there are um additional changes and after that the final draft goes to the board for approval. Make sure I'm going. These are the three um board goals that are um in draft right now. Excellence and well-being, connection, and belonging. excellence and innovation in student learning and support and excellence in leadership and organizational support. Under this um goal of excellence in well-being, connection, and belonging, your first action item listed was to foster and maintain a welcoming, inclusive, and safe environment for all students and employees. Um some of the new um action items listed provide candid reports on efforts, outcomes and challenges, provide a report on measures of success and trends and provide an update on related professional development. The next action item was cultivate social and emotional well-being and implement best practices in school-based mental health support. The steps under that were to continue implementation of the multi-tered systems of support, to advance student awareness and support diverse needs, to screen students, to monitor the impact of technology on mental well-being. That was a new ad, to implement recommendations from the Jed initiative, and to consider recommendations from the mental health advisory. The next action item listed currently is to consistently implement and communicate bullying prevention efforts. Um to do this to maintain high levels of student and family awareness about our bullying prevention efforts and to monitor the impact of bullying prevention efforts through student discipline data, student parent and staff reports and survey data. The next goal excellence and innovation in student learning and support. The first action step under that to ensure all students receive outstanding instruction. Uh the elements of that listed focus on highquality universal instruction in all courses. Leverage teacher collaboration to ensure appropriate use of benchmark and formative assessments, responsive instruction, and progress monitoring. Provide staff development throughout the year to address priority areas and provide consistent administrative guidance and teacher support. The next action item to ensure all students receive outstanding instruction uh with the steps monitor effectiveness of programming at all levels to ensure students needs are met including participation and proportional representation in coursework. takes steps to provide a continuous improvement process that considers unique needs of programs that serve students receiving special education students learning English and students in Tonka online and to report on academic progress of students using available data that includes student performance on standardized assessments, participation in rigorous coursework and student parent and staff survey data. And another action step to prioritize student literacy improvement efforts. continue to implement the district's literacy plan. This includes provide teacher training on effective practices in foundational and disciplinary reading and writing instruction to implement board approved core and supplemental literacy materials aligned to researchbased best practices and to ensure all students are screened for barriers to literacy early on. Continuing that, continue to implement the district's literacy plan. Another step, monitor student growth through the school year and year-over-year to determine if core instruction, including interventions and assessments, positively impact student outcomes and to report annual results of standardized assessments, including the MCA and NWA, and student growth and gaps. Another action step under excellence and innovation in student learning and support is to implement the second year of new middle school programming. to continue to implement the new middle school program, including adjustments made based on teacher, student, and parent feedback, to continue to monitor implementation to ensure the program meets the district goals and is financially sustainable, and to update the board evaluating changes and recommendations. Another action step to explore options to increase participation in experiential learning programs. Pursue efforts to ensure all students graduate with tangible real skills for real life and that they are future ready. Provide annual update on efforts to expand experiential learning and the measurements of real skills and to continue to ensure that instructional use of technology tools and resources are intentional and enhance instruction and student learning. monitor evidence-based practices in the incorporation of AI technology and student cell phone access at school, making adjustments and communicating with all stakeholders as appropriate, and continue to educate students and families on essential skills for responsible digital citizenship. And now to the third goal, excellence in leadership and organizational support. The first action step, ensure long-term financial stability and sustainability for the district. Steps under that monitor if the financial forecast for future school years and recommended adjustments that will improve short and long-term financial stability include adjustments to enrollment reductions to expenditures. Advocacy for legislative changes that will address funding shortfalls and other solutions that will have a positive impact on the district's financial situation. Ensure that the unassigned fund balance remains stable. Provide periodic updates on the district's finances and actively involve the community members in legislative advocacy. Another action step to ensure facilities meet the current and future needs of students. Implement the bonding, planning, and construction of the projects that were approved by the public with the passage of the 2025 building bond referendum. And provide regular updates on the status of bondrelated construction. Recruit and retain the highest quality staff. Continue to focus on recruitment and retention of exceptional teachers and staff. identify strategies to create a representative workforce of exceptional teachers and staff capable of meeting the cultural and academic needs of our diverse student body and who will create a learning environment for all students to be successful and provide an annual update on staffing recruitment and retention. Build strong relationships with stakeholders. Inform and engage all district constituents through outreach and engagement efforts. create and support a variety of engagement opportunities for all to connect with district leadership and the board and survey all stakeholders regarding their experiences and their sentiments about the district developing strategies to address any challenges revealed by this data. Continuing in that present annual communications and community engagement reports including community perception data related to the trust the community has with the board and with district leadership. assess and adapt the model for providing student voice to the board. Districtwide advisory committees will present a report or update to the board. And annually, the board will reflect on progress of schoolboard goals, considering all input, feedback, and student outcomes to determine priority areas for the year ahead. Monitor the delivery of highquality meals. monitor the delivery of high-quality school meals at every site within the parameters of the federal nutrition guidance and provide an update on nutrition services meal delivery and student feedback. And those are the goals as you have them drafted thus far. Thank you, Dr. Getty, and thank you and your team for all the work that you did on updating these and keeping them current. I would like to draw attention to one of the newer things that the board has been talking about, which is the experiential learning. And I think for the public to know that's the real skills, the real life that we're trying to make sure every one of our Minnotonka students has the opportunity to experience through Vantage Momentum programs like that. So I would like to just say that that's a commitment that we have made from our our new board goals perspective. Is there any other discussion Megan? There we go. Um so I just wanted to also say like these goals are ongoing, right? So, we're not setting brand new goals every year. We're revising. We're taking feedback and we're um making tweaks based on what we're seeing in our schools and in our community. And I thought that there were kind of two that we did make slight changes to that I wanted to point out. Um we get these reports from the school principles and the cabinet and the administrators. And one of the things that we added was that we want to hear not only about the successes because it's great to celebrate our successes, but we also did mention in there that we do want to hear about the challenges or what feedback they're receiving as concerns. Um, and then also we did kind of beef up the section on digital literacy and technology in response to um ongoing just kind of community input around um concerns about mental health and technology use and students. And so, um, that is something that we enhanced a little bit to kind of address that concern. >> Thank you, Dan. >> And building on what Megan said, these just being draft goals that we're looking at. This the these aren't just the goals of seven people who are sitting up here. We want these to be the goals that reflect the community. So, if you have any other feedback, if there's anything you want to add or you think that we should be monitoring, please let us know. and we'll make sure we hear that and take that all into consideration. >> These goals will be shared tomorrow in the schoolboard news. At this time on the agenda, we have the approval of sale of 2026A general obligation building bonds. Superintendent Law. >> Madam Chair, members of the board, this is the first official schoolboard goal action item of 2026. We have a board goal to further our community approved facility bond. And tonight, the first step in that process was the sale of general obligation bonds to start the building process. As I understand it, the largest bond sale in the history of Minnitankka schools. Executive director in finance and operations, Paul Bourgeois will cover this sale. Mr. Bouris, >> thank you. Superintendent Law. Madam Chair, members of the board, before I actually talk about the bond sale, I just want to take an opportunity uh to go through um our our bond rating because our school district has a unique uh rating from Moody's Investor Service of of AAA bond rating and what exactly does that mean? And it's actually an important uh item because it shows uh solid financial management. It also makes a big difference in the rates we have. If we didn't have a AAA bond rating, uh the the bond uh interest rates that we have would be anywhere from 25 to 50 basis points higher. And we all know like if you're looking to finance a house, what a difference 25 or 50 basis points make, right? So, um just a few slides here very quickly. Uh this particular uh uh slide shows Moody's investors 21step bond rating scale and you can see that uh up on the top is AAA and right now we are there uh and prior to that we had been double A1 uh but the top top block is actually what they call investment grade bonds in the bond trading vernacular and in the lower level ones uh non-investment grade bonds are what they typically call junk bonds uh in the vernacular And those are more risky, higher interest rates, etc. They're not used in public finance at all. Public finance because we have taxing authority uh are typically uh investment grade even if they are in the A or or uh double A or or BAA section. And you can see there on the right, Moody's rates and analyzes debt of 100 sovereign nations, 12,000 companies, 29,000 public finance issuers, which includes school districts, and 96,000 structured finance obligations. Those are what you'd call um uh like hedge funds or private equity funds. So this is uh the the general categories are um are these and I I just want to point out AAA obligations are rated AAA they're judged to be of the highest quality with minimal risk. Uh double A bonds which a lot of school districts have actually I take it back only not not a lot of school districts have double A. Uh most are in the A or B AAA range. uh but their obligations are rated judged to be of high quality and they're subject to low credit risk. So, but all those are again uh called investment grade one uh and it's kind of interesting particularly since there's a a TV show streaming now called the guilded age. Uh but uh the the AAA bonds are typically referred to as guiltedged bonds. Guilt as in Gilt. Uh that it means that uh it's covered in in gold gold um gold flakes um which you you know that's what they did in the guilded age. They coated everything with gold flakes. But uh and that's just to signify that they're very valuable, very safe. So so in the vernacular uh you know AAA bonds were as as good as gold so to speak. Our just a little bit of our bond rating history. We were double A2 up to May 1996, which match matched the state credit enhancement program. In 1996, my predecessor Tom Bergie and and the people there uh were able to get the the uh uh district rating up to double A1 with the 1996B general obligation bonds for school building construction. of don't is that bond was the last general obligation bond that was done prior to this one with a building bond referendum and that was for $33 million to build a lot of the additions on the south end of Minnotonka High School and several of the elementary schools and interestingly enough on February 2nd we're actually making the last of 30 payments on that bond. So uh in in April of 2010 we were able to uh get our our bond rating up to to AAA. So uh and it we were at that time we were issuing some certificates of participation for classroom construction. We started in 2008 with uh with 20 classrooms. We did another 30 after that as we were growing the district. And uh we've actually built over 100 classrooms out of the district without doing u a tax increase. But uh so we're we're we're high quality. And what does that mean? Well, there's 13,598 school districts in the US right now. Now Moody's rates 97 as AAA which is 7 of all school districts. There's another 99 um um uh 99.3% of all districts then are in essence rated lower than than us in or that category. There are 249 that are rated double A1 which is another about 1.8%. So 97 and a half% of all districts rated lower than double A1. But uh we are you know up in the the the smallest echelon at the very top in 2020. Mood has published their methodology for rating uh US K12 school districts and this is what it looks like. Uh there is a table. This is their scorecard. These are are general categories and there's subcategories. Uh actually there's a number of subcategories underneatheneeneath each one of these. But these are the the major factors in terms of their general percentages. They look at the economy for about 30% the economy for the school district which includes resident incomes. In other words, how likely are residents able to pay their property taxes to pay the bonds? Enrollment trends. How are we doing in enrollment? It's not only in Minnesota, but in most states, uh, schools are paid on a per pupil basis. How many students they have in the district. If your enrollment is going up, you have increasing revenues. Uh, your financial performance is 30%. And of that, the the fund balance ratio, which for us is our unassigned fund balance, is 20% of the of the evaluation. And then they have something called net cash ratio. In other words, what does our cash look like compared to our our total operating revenues on an annual basis and at at 10%. Institutional framework is is interesting because that actually is um uh a measure of the state uh that you're in in terms of how the state funds schools. And so um uh it can have an impact. Uh when I was a number of years ago I was in Rochester and we had gotten up to AAA bond rating but the state had gotten um some financial difficulty back then and they were going to have a hard time funding schools with some 0% increases on the funding formula and so we issued some bonds for Riverside Central Elementary School and we got downgraded and they told me it was not anything that we did is because the state the state institutional framework underneath us was was getting a little bit more dicey. The other thing they look at is leverage in other words, how much you owe, how much you have borrowed compared to your ability to pay. So you got your liability ratio and fixed costs. They also have these other notching factors that they apply to some districts. They typically don't apply them to us. So here's our latest score. Um you can see uh for on resident income uh we're rated AAA full value per capita you know how the tax base for the population we have a solid tax base uh we're rated AAA our enrollment trend uh we rated double A on financial performance for the available fund balance ratio as as you know with we had co we went down and then we had some enrollment drop a little bit just a little bit and kind of flattened out but because of that they rated that as an A uh but operating cashwise we're rated AAA we have plenty of resources to manage our cash flow. Don't have to do cash flow borrowing which some districts do. Institutional framework that's the state of Minnesota that's not us but they rate that an A. And then our liability ratio in terms of how much debt we have outstanding versus other resources double A. And fixed cost ratio uh in other words a lot of our fixed cost is how efficient we are in our support areas. And uh so that we're rated AAA there. But and interestingly enough at the bottom uh so they said if you if they rate just took all the all these scores and and looked at those alone they we would be rated at A3. The thing is they gave us an assigned rating and um the the reason for that is um quite frankly it's it's the interview that we do with them. That's where we sell the district's going in the right direction. Uh, you know, always 100% truthful. We tell them about the ups and downs, but um, we talk about, you know, the management philosophy of the district and of the board. And that is the difference in getting us from just our scorecard outcome to then what they assign. So that's where that part of it from getting up to double A3 to to AAA is where they're betting on us. They're betting on us and they're betting on you. the uh historical trends. Uh you can see here I'm not going to go through every single one but there's a few things where you can see how resident income we uh in 2020 at the time we were rated double A on I pulled the bond the last five bonds uh and then the current one rating to just to so you could kind of see a trend and but if you look at down below our scorecard uh indicated outcome was double A1 and then double A3 double A3 which was in the middle of COVID and we got back up to A2 A2 and now we're at double three, but we've always been able to to pull it out. And but the thing about that AAA rating is, you know, it's like the Kansas City Chiefs going to the Super Bowl. They get there, but you have to win it. You have to earn it every time. It it's just not given to you. So, uh, every bond issue, uh, they look at everything and and, uh, and they start from scratch. So, it's just it's important just to to know that. So uh just kind of last slide uh some of the items that they mention is the things that we talk about the assigned rating is higher than the scorecard indicated outcome because of our strong educational reputation that drives significant open enrollment to the district and substantially increases financial flexibility. It also reflects the district's strong voter support and financial governance that has resulted in a stable financial position through various economic conditions and over a number of fiscal years. So we've contri completed 16 years of being AAA rated. So we've been able to um you know to earn it uh every time for the last 16 years and hopefully we'll be able to continue to do that going forward when we have our next bond rating. So with that our bond uh sale today was uh for $55 million approximately. We actually used a a vehicle called an uh called a general obligation capital appreciation bond as opposed to general obligation coupon bond. And uh general obligation coupon bond, you have a flat amount for each coupon and then interest occurs on it and you have varying payments for each coupon uh uh at at at when it comes due. For a capital appreciation bond, you actually start with a principal amount and then you calculate the interest to try to get a flat payment at the payment time instead of varying payment. So, what you'll see here is there's about a $1.70 below um uh $55 million in terms of the principle that we issued because that is the the mechanism that we used uh to to actually uh be able to also then sculpt the bond payments uh in the in the chart that we used during the referendum and to sculpt the bond payments to keep them flat on an ongoing basis while other bonds were being paid off. So, uh we had a very successful sale though. It was done by noon. We went into the market at 3:30. It was done by noon. Uh we actually had uh at least three subscribers and as many as eight subscribers for every coupon. What that means is this. We sell our bonds in in kind of like a reverse auction. In other words, in an auction, highest bidder gets it. In these, the lowest bidder gets it. And so and banks are typically banks and and investment funds and pension funds are people who like our bonds because they're rated AAA. um and and they're stable and and we we make payments and our public pays taxes on you with very few delinquencies and so we have money to pay them you know the AAA rating very uh very attractive to the to the uh people who buy these types of bonds and uh so what what that means though is we went in thinking we're going to probably be at 4.75% which is a good rate but we were able to work it down to 4.69% by basically going on coupon X or coupon Y. So, who's willing to take that coupon down a notch? And you just keep working. And And so, some of our coupons went down as many as nine basis points. Every one of them went down at least two. So, we ended up at 4.69% for this uh $55 million bond issue. So, these bonds again are just to remind you, you and the community are primarily going to be doing uh three things. are going to be funding all the the major part of the of the projects which is at the uh the two middle schools. Uh um additional science uh labs and the an additional gymnasium and performance venue at each school and internal modifications. And then also at the high school, we are going to be installing the Epic uh uh the Epic security system. Uh and that's going to be somewhere in the one 1.2 1.5 million range. Those are the three major things we're working on with this chunk of money. But one of the things that we are going to do is um and and we'll be updating you on the 22nd about the process we've used to get staff input and all that kind of stuff. But we are going to be looking to make this money um you know work hard for us. I when I was a kid there was this character named Gumby in the cartoons who I could really stretch. And then my brothers had a guy named Stretch Armstrong who looked like Hulk Hogan but it was a toy you could stretch. And my daughters had uh Mrs. incredible or whatever and she could really stretch, right? That was her superpower. And so we are going to try to make this money stretch as much as possible and and work as hard as possible. It's because using another metaphor, it's basketball season and if if one of our young men or women are on the court and they're driving driving a lane and they're going up for a shot and they get fouled and the shot goes in, the rough bucket's good and and one, right? So we're going to work hard to try to get that N1 at the end. So with that, I ask you to please approve the sale of our 2026A general obligation bonds. >> Thank you, Mr. Bourgeois, for all the information. Paul Baois, we um I was on the task force and we visited every building and I think it was an incredibly thorough process and there was a lot of lot on the wish list um was paired down to where it this is really great work and a lot of people in the community participated and a lot of people at the district level and very excited to be supporting this. Megan, >> I'm trying to think of how to incorporate football, Gumby, and basketball, and I just can't do it. So, I'm not going to try. Um, but I just wanted to point out, I think that you really highlighted something that we added to our goals this year, which was the importance of maintaining the unassigned fund balance. Um, because not only does it really impact our bond rating, which gets us a lower interest rate, but also using that res unreserved money, we would be gaining less interest on that money in that account. So, it's like a it's like a two-pronged thing that shows the importance of maintaining that balance. And I think we get that question sometimes like why don't you just use the unassigned fund balance and there's like multi- reasons for that. I mean statutoily we have to have a certain amount but also financially it behooves us to maintain that balance and so I just wanted to call out that tie to that change in the board goals as well. The foundation has contributed to the Vantage momentum building technology across our district. It's just a very important organization that we're that we partner with. They do a lot of great work. Um, which is a community action for student education is looking for new members. We have a lot from last year. Um, but we would love to have more people from the community join us. Um, we'll be advocating at the state legislature for uh, Minnetonka. The there's a sign up on our website. You can sign up and get the updates. We'll have a couple meetings probably in January and February and a visit to the capitol and it I promise it will be a lot of fun and dream makers will be the place to be but this will be the second place to be.
