Subdivision and Redevelopment Planning for Corporate Center

Votes (1)

Prairie Lakes Corporate Center Subdivision 2026 - 01: PUD Amendment, Preliminary Plat, and Site Plan Amendment

3-1 Approved

Dissent: Commissioner Far voted 'Nay' due to concerns about the prematurity of the lot split without a defined redevelopment plan.

Moved by Commissioner Taylor [Timestamp] · Seconded by Commissioner Sherwood [Timestamp]

The developer, Kraus-Anderson, presented a plan to subdivide a 13.07-acre property containing two office buildings into two separate lots. The primary goal is to gain flexibility for refinancing, selling, or eventually demolishing one 'functionally obsolete' building. The request included waivers for a zero-foot parking setback and reduced road frontage for the northerly building. Commissioners raised concerns about the prematurity of approving a lot split and PUD amendment without a comprehensive redevelopment plan for the southern parcel, especially regarding potential future non-conformities and shared access implications. City staff recommended approval, emphasizing that the current proposal constitutes a 'paper change' with no immediate physical alterations to the site or its operation, and future redevelopment would necessitate new reviews and agreements. The applicant clarified that a final plat is essential for refinancing, preventing them from stopping at the preliminary plat stage.

The other building is functionally obsolete, and we're looking to maintain the building that may that uh remains functional, and to look to redevelop the building that's not functional.

So, one of the reasons we're doing that is so that we have that option in in the future, but we do not yet have a plan advanced enough that we would be confident enough to fold that into a planned unit development.

So, it just seems premature to me that we're approving a lot split and retaining the PUD status without knowing whether it will ever qualify to become another PUD or not.

Commissioner Far [Timestamp]

This is a paper change um in effect showing two separate properties um with no real material change of how the site operates. So, from that perspective, staff can support the waivers I just described.

And we cannot refinance a component with a preliminary plat in place. It has to have a legal description associated with it. So, it would be our intent to go through the preliminary and final plat process in a continuous manner.
