A proposal for 50 residential lots (28 villa, 22 single-family) and 5 outlots on 32 acres, including a 13-acre natural resource preservation area to be deeded to the city. The plan included waivers for lot width and front setback. Residents raised concerns about increased density, potential negative impacts on property values due to narrower lots, and uncertainties regarding the parallel Dell Road improvement project's timing, traffic control, landscaping, and trail design. Staff and developers addressed these concerns, clarifying the density changes, solar-ready home options, and Dell Road project details.

Approval for Phase 2 of a retail redevelopment at 11609 Leona Road, featuring a Shake Shack with a drive-thru and a Valvoline instant oil change, replacing a previously approved Starbucks. Discussion centered on the parking lot design, with a resident and council member noting difficulties with existing curbs. Staff confirmed the removal of a problematic existing island and sufficient overall parking, including cross-parking with Planet Fitness. Sustainability features were also highlighted.

Moved by Council Member Tumi [Timestamp] · Seconded by Unknown [Timestamp]

A public hearing for a zoning district change at 6345 Eden Prairie Road, from 'Public' to 'R1-22' residential. This was an administrative correction to fix an old error, as the property already contains a residential home. The owner/developer confirmed they are undertaking upgrades to the property and have no immediate plans for subdivision or major development, noting the change was prompted by a deck improvement project.

We do a lot with city tax dollars. um we just can't do it all. So, these donations really help stretch our city tax dollar sellers. So, thank you. Thank you. Thank you.

The biggest concern that we have is on that northern bluff which is um related to the the density and the layout itself. This concerns the waiver for the narrower lots... that wall of houses is what our biggest concern is.

In all the years I've been doing this, um, we always hear from the existing homeowners, my lot values are going to drop... In the first to second year of a project, sometimes, not all the time, house prices drop... But after the third or fourth or fifth year, they rebound pretty quickly and then they're on their way.

The one thing that wasn't mentioned that I will say that I think is a new thing um most neighborhoods uh over time had restricted the use of solar panels on the fronts of homes... we will allow solar panels to be on the front of homes as well.

I don't like that parking lot. I'm so sorry. It's got the all the the islands in it... you almost every I think everybody hits that curb. I've done it a million times when if you go to take a right towards Caribou.

The existing island that that is there today that you drive into as soon as you come into the site, that is being removed. So, that hazard will no longer exist when the improvements are made.

It's just a like you said, mayor, um kind of a fix to the zoning to go from um public to R122 because there is a residential home on the property.

I am the developer and I'm I make construction which is the construction company that is doing the upgrades to the property and I'm also the owner of the property... I don't know why it was zone public when it should have been residential.
