The city proposed a comprehensive plan amendment to adjust the MUSA boundary and correlating land use designations for nine properties along Dell Road. This initiative stemmed from an expansion of sanitary sewer services along Dell Road, which highlighted that portions of these properties fell outside the established MUSA boundary. The proposed change aims to adopt the Met Council's understanding of the MUSA boundary and update land use from rural/parks and open space to low-density residential, allowing for future connection to sanitary sewer services. Staff clarified this is a 'housekeeping measure' and does not automatically connect properties to sewer lines, nor does it immediately change zoning. Public comment raised questions about the MUSA line's deviation from property lines, developability impacts, and homeowner responsibility for sewer connection costs.

The Musa boundary is an area within the city that's established by the city through a supply process that identifies those parts that can receive sanitary sewer services or perhaps services. And so we need to change the comprehensive plan to adjust that use of boundary.

Really, I hate to use the word housekeeping a lot, but this is a housekeeping measure. We're adopting the M council's uh line for these nine partials. Uh and we're adjusting our land use uh for those pieces just to accommodate that change.

My understanding is we're just setting the stage for uh those properties to connect in the future if they so desire. This this action here is not automatically connecting them uh to our sanitary super service.

A line of sewer lines is what you're indicating where they were building. Correct. Jared, is that true? That is the correct statement. Okay. It's not a sewer line.

The developability of these parcels is independent of of these two lines or the colors here. It still steep steep slopes if there's any wetlands on the property or soils all of which may limit the developability of the parcel that's independent of this...
