Caroline Stzman from Bergen KDV presented the audit results for the 2025 fiscal year. The City received an unmodified opinion, the highest level, indicating fair financial statements and compliance with internal controls, state legal requirements, and the city's fund balance policy. The report detailed increases in general fund revenues (6.4%) and expenditures (3.8%), with an overall increase in fund balance. Enterprise funds (water, wastewater, stormwater, liquor operations) were also reviewed, showing generally steady or increasing net positions, though liquor sales experienced a statewide decrease. The city's tax capacity rate increased slightly for 2025, but remained one of the lowest in the metro area.
Notable Quotes (4)
The opinion we're providing is what's called an unmodified opinion. That's the highest level that you can receive, meaning we do believe those financial statements are fairly stated in all material respects as of December 31st, 2025.
You do have a a number of calculations that go into the policy that you've established for yourself. So I'm not going to go through all of that in detail, but you are in compliance with the policy you've established for yourself.
the tax rate that she showed of 30% is one of the lowest in the metro area and that was a tax rate in 25 and we were already talking about what our tax rate in 26 is and we're thinking about what our 27 tax rate is.
the good news here is that we are operating according to our policies and procedures consistently and funding our um various funds appropriately um and that there were no issues that arose um or red flags of any sort
