“so there's actually very little that the city is allowed to control under the new state law one thing we can uh decide is uh where we want to allow cannabis businesses to locate and so um with our update to the zoning ordinance it will allow cannabis retailers to be located in all of our commercial districts um exactly the same as where tobacco and liquor are allowed to go and one thing that does is it um allows for the possibility that Canabis retailers could be kind of spread out rather than just concentrated in one area”
