Approval of Sale and Redevelopment Plan for 5146 Eden Avenue

Approved

The City Council approved the sale of the former public works property at 5146 Eden Avenue to Hemple Real Estate and Monarch Development Partners. The chosen proposal outlined a mixed-use redevelopment with new commercial space and owner-occupied housing (townhouses, condominiums). The sale price is $4 million, plus mandatory park dedication and development fees. The project will undergo the city's standard review process, including public hearings, before the anticipated sale in spring 2027.

Braemar Golf Dome Area Parking and Recreational Improvements

Approved

The City Council approved improvements around the Braemar Golf Dome, including an expanded parking lot to address busy winter season demand and new facilities for summer use. The summer facilities will include a trailhead and tournament-quality pickleball courts. The project is funded by local option sales tax dollars, with construction slated for summer after tree removal and site preparation in April. These improvements are part of the broader Braemar Park master plan, focusing on dual-purpose site utilization.

Implementation of City-wide Water Meter Replacement Program

Project Initiated/Funded

Edina is commencing a four-year program to replace over 14,000 aging water meters city-wide, aimed at improving measurement accuracy, supporting water conservation efforts, and enhancing customer service. The project is fully funded through the capital improvement project budget, meaning no direct cost to residents. New meters will enable instant, monthly readings, allowing for earlier detection of leaks and addressing issues like irrigation mishaps or unknown winter leaks. Residents will receive scheduling letters from Ferguson Waterworks, who, along with RMR Services, will handle installations, prioritizing addresses with the oldest meters (approx. 5,000 customers this year).

Notable Quotes (5)

The project includes new ownership housing, condominiums, and town homes. We've seen so many rental buildings over the the last several years. This proposal presents a little bit something different and we think that's going to be a huge benefit to the community.

Approval of Sale and Redevelopment Plan for 5146 Eden Avenue

Site improvements were a large part of the Braar Park master plan. We looked at how can we dualpurpose some of these sites so that we can maximize the recreational potential and minimize our environmental impacts.

A typical lifespan of a water meter is 10 to 20 years old. They will start to be inefficient where they will start reading less water than is actually going through the meter.

Getting those meter readings every month allows us to possibly capture high usages due to toilet leaks or irrigation programming mishaps or even a leak in the winter months that uh the homeowner does not know about.

There is no direct cost to the resident. This project was incorporated in our capital improvement project budget for us to get this done within the next four years.
