Community Comment Sylvie Hyman from St. Louis Park attended to learn about how the Transportation Commission operates. Hyman is a transportation advocate interested in starting a similar commission in St. Louis Park. Will Maddry testified about their experience commuting to Edina from Minneapolis via bike and transit. Madry expressed disappointment that the France Ave pedestrian underpass project was discontinued and interest in seeing improvements to the city’s transportation system. Abby Malkerson, 6312 St. Johns Ave, testified about Item A2 on the Traffic Safety Report of April 28, 2026. Malkerson is supportive of changing the yield signs to stop signs and noted that the neighborhood also submitted a petition. Linda Sherman, 5209 Wooddale Ave, testified about the Wooddale Ave bike lane project. Sherman expressed concern that removing on-street parking on Wooddale Ave would create an unsafe situation as the side streets are narrower and do not have sidewalks. David Frenkel testified about ADA compliance related to the pedestrian bridges over Highway 100, the Grandview Pedestrian Bridge and other projects. Special Presentations ## 6.1. 2025 Traffic Safety Summary Report Traffic Safety Coordinator Nick Bauler presented the 2025 Traffic Safety Summary Report for review and comment. ## 6.2. Pedestrian and Bicycle Master Plan Progress Report Liaison Scipioni presented a progress report on the implementation of the Pedestrian and Bicycle Master Plan. 7. Reports/Recommendations 7.1. Traffic Safety Report of April 28, 2026 The Commission reviewed and commented on the recommendations of the Traffic Safety Committee. ## 7.2. 2026/2027 Work Plan Updates 1. Safe and Equitable Mobility Action Plan Participation – Adopted by City Council on May 5. 2. Traffic Safety Standards – No update. 3. Innovative Traffic Calming Solutions – Commissioners spoke to City Councilmembers about a potential project on France Avenue following the conclusion of the underpass project. 8. Staff Comments – Received. ## 8.1. Wooddale Ave Bike Lane Project Update Liaison Scipioni provided an update on the Wooddale Ave bike lane project. Motion was made by Commissioner Rosen and seconded by Commissioner Lewis to approve the advisory communication as drafted. All voted aye. Motion carried. ## 8.2. Safe Routes to School Application Discussion The Commission discussed assisting the City with a planning grant application through MnDOT's Safe Routes to School program 8.3. 2026 Meeting Dates The Commission’s next regular meeting is Thursday, June 18 at 6pm at Edina City Hall. 9. The Traffic Safety Coordinator, Engineering/Public Works Director, Police Sargeant and Traffic Safety Specialist were in attendance for this meeting. On each of the items, persons involved have been contacted and the staff recommendation has been discussed with them. They were informed that if they disagree with the recommendation or have additional facts to present, they can submit correspondence to the Transportation Commission and/or to City Council prior to the July 21 meeting. Section A: Items on which the Traffic Safety Committee recommends action A1. Request for Share the Road sign on Valley View Rd Description Resident concerned with the gap between bike facilities between McCauley Trail, Valley View Road and Hwy 169 Frontage Road. ## AADT 3,043 (2023) Crashes One at each end of segment of concern. Previous Work McCauley was overlaid in 2025 Current Facilities Standard bike lanes on Valley View end at McCauley. Sidewalks end on both ends of segment. ## Proposed ## Facilities A shared-use path is proposed along McCauley. ## Safe & Equitable ## Mobility Action ## Plan This roadway is not on the Roadway Safety Priority Networks. Miscellaneous Rosland Bridge to be replaced *soon* ## Safe & Equitable ## Mobility Action ## Plan This roadway is not on the Roadway Safety Priority Networks. Staff recommends adding one accessible parking space on W 64 th St during the Rosland pedestrian bridge project. A3. Request to increase crosswalk treatment at Interlachen Blvd and Vandervork Ave Description Continued complaints and petition about lack of traffic stopping for pedestrians and added flashers can better inform drivers of users intending to cross. ## AADT 7,260 (2024) Crashes None reported in past ten years. ## Bike & Ped ## Crosses 61 Bike and Pedestrian crosses in one day Peak hour of 12 crosses (7:30-8:30 AM) Crossing Distance 35’ – two travel and two bike lanes. ## Past & Future ## Work Interlachen was overlaid in 2019. Interlachen is anticipated a 2021 reconstruction, Crosswalk Policy Policy recommends current treatment: in-street markings with road-side signs. ## Safe & Equitable ## Mobility Action ## Plan This intersection is identified as Very High Priority on the Roadway Safety Priority Networks. Staff recommends adding Rectangular Rapid Flashing Beacons in coordination with the anticipated 2027 Interlachen Blvd street reconstruction project. Staff have already added advanced crosswalk warning signs and an in-street crossing sign to increase crossing safety. ## Rosland Park Tennis and Pickleball Courts ## Crosswalk at Interlachen Blvd and Vandervork Ave Page 22 of 54 ## Memo Section C: Items on which the Traffic Safety Committee recommends further study ## C1. Review street parking on Sherwood Road Description Resident on Pinewood is requesting to remove 2-hour parking restrictions on Sherwood to allow clinic employees street parking, instead of parking on Pinewood Tr. Current Parking Parking restricted on west side (enacted in 1993), with 2- hour restrictions on east side. ## ADT 506 (2007) Crashes None reported in past ten years. Future Work Sherwood overlay in 2026. Street Width 29’, measured aerially (Living Streets allows two-sided parking). Miscellaneous Clinic policy restricts workers from parking in parking lot. Police respond frequently to six-hour restriction ordinance on Pinewood. ## Safe & Equitable ## Mobility Action ## Plan This roadway is identified as High Priority on the Roadway Safety Priority Networks. Staff needs further study of street parking history in the district and relevant safety countermeasures. Section D: Other traffic safety items handled D1. Many requests submitted for added traffic control on W 66 th St at West Shore. All-way stops, signals and roundabouts were reviewed and not recommended. Staff will add W 66 th to the list for the portable speed display sign to raise speed awareness. D2. A complaint submitted regarding a car parked in accessible parking space without proper identification. The requestor was notified to contact non-emergency police for enforcement. D3. Requests for crosswalk over Vernon Ave at Schaefer Rd. The request was sent to Hennepin County staff for review. D4. Complaints made of trash bins placed I the bike lane within the 5200 block of Blake Rd. The Health Division sent a notice to the home owner of proper trash placement. D5. A request for all-way stop controls on both sides of Gus Young Ln due to congestion from HWY 100 bridge project detours. Added stops are not warranted and may lead to further congestion or unsafe movements. D6. A driver request a Do Not Block Driveway sign in front of entrance to 6500 France Ave. The driver was encouraged to speak to the building management for such signage. D7. A staff member at a daycare center on W 42 nd St requested a school sign to be replaced following a recent street reconstruction project in the area. Upon review the sign was still in place. ## Sherwood Road in Grandview District Page 23 of 54 ## Memo D8. Requests for the speed display sign on Blake Rd near Mirror Lake and Valley View Rd near Edina High School. These locations were added to the display sign list. D9. A resident requested speed bumps on Sunnyside Alley between Grimes Ave and Wooddale Ave. City staff requested feedback of adjacent properties when the pavement was rehabilitated in 2024. The majority of properties were not in favor of the speed bumps and were not installed.
