The term “practical difficulties” means the following: i.The property owner proposes to use the property in a reasonable manner not permitted by the Zoning Ordinance. ii.The plight of the landowner is due to circumstances unique to the property not created by the landowner. iii.The variance, if granted, will not alter the essential character of the locality. ## Staff Recommendation Motion to approve the variance request based on the findings and subject to the conditions in the staff report.
