[0:02] [Music] [0:11] all right welcome everybody so it is Tom [0:18] hello everybody all right welcome [0:34] everybody gonna call the meeting to order we do have a quorum today is the regular meeting of the Dyna School Board December 16th 2019 I can [0:42] ask the superintendent to just do a quick overview of the agenda for us that would be great so I think we'll have a recognition of [0:49] students and programs we will have hearings for members of the audience truth in taxation presentation series of [0:57] consent items and then in discussion I will have the presentation of La si legislative platform review of five [1:05] policies and an under action will improve the 20 21 21 22 school calendars [1:11] will improve the final text levy certification approve the removal of a [1:17] set of asbestos ecc asbestos and mechanical bids will also be approved [1:22] under action we also will be approving interactive whiteboards and some audio-visual installation and improving [1:30] policies 532 624 711 and 720 so that's [1:35] the meeting all right thank you the first agenda item is approval of the minutes Ellen [1:41] did you have a motion you wanted to make regarding the minutes before we get the them all move together yeah I'd like to [1:49] pull off the November 18 regular meeting minutes please so you're bringing a [1:56] motion to address November 18th separately right can I get a second on [2:02] that second any questions otherwise all [2:10] in favor of moving November 18th to a separate motion say aye any opposed motion carried okay can I [2:17] get a motion to approve the November 18th closed meeting that December 2nd work session and the December 9th [2:24] special enclosed meeting so moved any [2:30] questions or changes on the minutes all those in favor of approving the November [2:35] 18th closed meeting December 2nd work session and December 9th special in closed meeting say aye aye any opposed [2:43] motion carried can I get a motion to approve the November 18th regular meeting any questions or changes to [2:54] those minutes yes I'd like to just make a comment that I don't feel that those [2:59] minutes reflect the meeting I feel that they were imbalanced and so I'm just [3:05] making that comment that I can't approve them as written and did you have a [3:10] particular change you wanted to make to them no any other questions regarding [3:18] those minutes and so Sarah having [3:23] approved the prior motion quickly do we now need to go back to the to do a roll [3:30] call on the minutes [3:36] so let's go let's do the number 18 that will go back to the other ones so November 18th all those so we'll do a [3:43] rolecall on approving that of our 18th minions yes the November 18th regular [3:50] meeting the current motion is pending so [3:57] I or nay yes you're approving the minutes it's a roll call [4:13] i motion carried now we're gonna go back to the other [4:19] minutes for a roll call so can I get a renewed motion to approve the November 18th closed meeting December 2nd work [4:26] session in the December 9th special in closed meeting and now we'll do a roll [4:33] call i motion carried [4:59] all right we are on to recognitions it's kind of a fun part of the evening first [5:05] up is Southview middle school Trailblazer award for personalized learning presenter Randi smuzzle [5:23] test here we go we are so excited South few staff and students get down [5:30] here [5:37] we can line up right in the frontier maybe facing the audience we have dr. [5:42] Tim Anderson Ryan Carlson we have dr. Tami Jill cook [5:47] Jonathan her Inga Tricia petascale Alou and some great students here to speak [5:53] this evening and these are recipients of the trailblazing personalized learning [5:58] award and it is the first time a school from Edina public schools has ever won [6:04] this large award and dr. Anderson can give us a few words on what that word what that award is about thank you dr. [6:12] smiles Ola mr. chairman superintendent board members members of the audience it's a [6:18] pleasure to be here and just spent some time brief though it might be hearing [6:24] about some of the amazing work that this staff and these students do on a daily basis and we're humbled by this award [6:30] the Institute for personalized learning annually convenes educators from across [6:35] the country to recognize share and study emerging effective and best practices in [6:42] the field of Education and so this fall on October 8th and 9th are a small team on behalf of South few accepted the [6:49] Trailblazer award and the Trailblazer award recognizes leadership in forging a [6:54] path for others in personalizing and meeting students needs so I'm just so [7:00] pleased to have this wonderful group of people here to represent that and look [7:05] at them aren't they amazing just looking at them mr. Karlson can you speak to how [7:12] this is impacted the culture inside of South View middle school yeah I would [7:17] say it's had a significant positive impact on our culture it's just exciting to see students and they are thriving on [7:24] having more agency over their learning staff have talked about just being reenergized [7:29] and and just excited about the process and the journey we do student and staff surveys and [7:36] those surveys indicate that there's a lot of buy-in for what we're doing over 90 percent of students and over 90 [7:42] percent of staff believe that the things we're doing including flexible pacing with our daily flex [7:48] have had a significant positive impact on student learning so so that type of buy-in really helps just with a positive [7:55] culture and climate in the school building Thank You Ryan and dr. Cooke [8:00] could you speak to how it has impacted student leadership absolutely so before [8:06] we worked with personalization we had kind of what you would experience as a traditional student council with about 20 to 25 students on it planning a [8:13] couple parties a year and it's now transformed through personalized pathways to become almost three hundred [8:19] students with eight different leadership teams really around passion areas for [8:24] students to really grow their leadership skills and they keep bringing more and more stuff to us every day so we they [8:30] make us very proud and we really feel like it's adding a positive impact in our building in terms of growing leaders [8:37] thank you dr. cook Tricia Pettis and Kayla Lu work as coaches with teachers around [8:44] personalization efforts Tricia can you tell us a little bit about what that's like yes I'm gonna speak on behalf of [8:51] both of us so personalize learning has created systems that allow teachers and learners [8:57] to be responsive so we helped coach teacher or coach teachers on how to rethink instructional time that allows [9:03] for multiple pathways pathways that include getting kids more support when they need support extensions and also [9:09] rigorous challenges we feel that in order to be responsive teachers had to [9:15] be really intentional around that with their feedback so we feel like we've improved our feedback practices and [9:22] finally our students set daily goals and reflect to develop agency and they also [9:28] feel connected and validated by their teachers Thank You Tricia and now Jonathan you've had an opportunity to [9:34] work with these coaches how has it impacted your teaching thank you [9:39] personalized learning has made me more intentional in my practice by thinking about how to better serve learners who [9:46] pace faster and slower I have made better systems and structures for all learners whether this be through pacing [9:51] guides or better formative assessments I have worked more with specialists like our PL coaches and our special I team to [9:57] design better assessment and better unit materials it has made me more proactive before units start being [10:04] able to anticipate student needs and be have a plan for them and be more reactive during the unit so I can modify [10:10] instruction based on student formative data and the biggest impact that's made on my teaching is that it is helping me [10:17] make the classroom that I theorized about as a new teacher wanting a classroom that is designed to help all [10:23] students learn and grow as as learners and like it's helped me make that more [10:28] of a reality in my room okay Kayla how [10:35] about you introduce our students who are here this evening we want to add their voice to this space right we couldn't [10:42] accept this award on behalf of our school without inviting the most critical resources in our building and [10:48] that's our learner voices there's so many kids who would love this opportunity and we're really excited to [10:55] introduce Jaden Lucia Josh and Ismail they are just going to give a snapshot [11:01] of what it's like to be a learner at South you middle school hi my name is [11:07] Jaden I'm an eighth grader at South you I've been going since sixth grade when you start out the day at South you [11:14] it's it's a whole process of learning and growing yourself and helping your peers grow you have a lot of choices and [11:23] the community is incredible everybody is there for each other everybody is trying [11:28] to help you grow and make yourself better yeah and those choices that you [11:33] do get with learning it helps me learn myself as a learner which before I did I wasn't able to do and the subjects that [11:39] we have in school while the curriculum is super important for us not all of that translates to our life after [11:45] college and but knowing how I learn best what topics I need more support on and [11:50] just knowing how I should need to be studying in that and if I could pace faster or slower in certain subjects [11:56] translates through your entire life and South you is giving me that opportunity to learn that now but I think really [12:03] speaks like loads about teachers at South views that like they're very much more concerned on if you get the [12:09] material than the grade you achieve they're still greats though [12:14] I think what's really great is like my math teacher well like we can come in and like I can just come in and talk [12:21] about a topic instead of having to take a test I may just come in and talk and say like hey I'm wanting to perfect well [12:28] on this topic maybe I could talk with you and I could raise my grade on that and it's totally open to do so I also [12:36] feel like there's a big like SVA I've svms family too so like I think there's [12:41] like a lot of your peers really look out for you hi I'm Mel and one thing I would [12:48] like to add about how selfie makes us grow as a learner is it builds our responsibility the reason why I builds [12:55] our responsibility is through all the toys is we show all the choices we have we need to be responsible on the [13:01] outcomes we desire and for example in math class I can choose to work with my [13:08] friends I can choose to work alone and that can build my responsibility because what I do whatever seems best fit for me [13:16] which can make me successful and so that's something that's really great [13:21] about self-you is how it makes us responsible at such a young age thank [13:29] you how about a huge round of applause for our learners [Applause] [13:36] i'ma turn over to dr. Schultz who has some certificates to hand out to a [13:42] certificate yes this is their certificate of a commendation presented a South View middle school Trailblazer [13:48] award for personalized learning congratulations all thanks for your hard work [13:54] Thank You Troy [14:33] all right well welcome everybody with it's nice to have a full house here tonight South you a great job [14:39] congratulations to you my name is Troy Stein I'm the assistant principal and director of athletics at the high school [14:45] and certainly proud of my role and proud to be here this evening to recognize four teams that accomplished something [14:53] that very few student-athletes have the honor to be able to do and we're proud [14:58] to recognize first off our girls swim and dive they were not only the late Conference champions the section [15:04] champions but also for the fourth year in a row the state champions so [15:10] congratulations to them let's give them a round of applause here to start I'm [15:18] gonna I'm gonna start with our amazing student-athletes and I'm gonna pass the [15:23] have you pass the mic along and I'd like you to introduce yourself let us know [15:29] your grade if you are a senior we'd love to hear what your plans are if you've [15:34] narrowed that choice down and what you're thinking of doing next year I'm [15:40] Norah Claire Kowski I'm a senior and I'll be swimming at university wisconsin-madison next year hi I'm Katie [15:49] McCarthy I'm a freshman hi I'm Ally burns and I'll be swimming at Denison [15:55] next year I'm a senior sorry hi I'm Kirsten Swanson I'm a senior and I am [16:02] undecided hi I'm Katie Murphy I'm also a senior and I also do not know what I'm [16:09] doing next year I'm Sophie Curran and I'm a junior ela hall and I'm a freshman [16:16] I'm Skylar Kieffer and I'm a sophomore I'm Lilly grumbles and I'm a junior so [16:23] thank you ladies for coming tonight with us are two of our coaches on the staff [16:30] jeff mace our our head coach and greg Piekarski our assistant coach jeff will former math teacher at the high school [16:37] Greg science physics teacher at the high school but coach mace why don't you talk about this team a little bit talk about the [16:43] season and how it went this year I wasn't expecting that I the season [16:53] started out I mean we had a what we have like is 70 girls on the team and we have about 65 that were swimming and five or [17:01] six that were diving their girls work incredibly hard during this season every day after school we have we had meats [17:09] that they want every single do me during the season and the true team section meet we did very well a true team and [17:16] they bonded well and at the state meet it was going to be close and they they [17:23] knew was going to be close and these gals stepped up and really [17:28] really performed above and beyond the coach's expectations as a team it's not [17:34] always about the individuals but as a team they performed very very well well [17:41] said and I would echo going into that statement it was amazingly close meet [17:48] and these girls wanted on day one at the preliminaries and hats off to you know [17:54] an amazing season and it's been super certainly fun poco so you've you've [18:00] coached a couple different schools and now teaching at the high school tell us tell us a little bit your perspective of [18:07] coaching here and coaching these fine student-athletes so our program is [18:12] unique in that we have a team that's large enough and facilities that accommodate us splitting we're HAP's [18:19] teams coach our trains at South you and half the team trains at Valley View and [18:24] we split it by training speed and so it's organized as if we had 113 Lane [18:32] pool it's great to have the ability for the different teams to have the [18:38] different workouts that match their ability the the way to bond together as smaller units and then come together and [18:44] bond together as larger units at the meets and at the big team events it's it's great to see that that separation [18:50] of training doesn't doesn't lead to separation among the teams that they all still know each other they still are [18:56] behind each other everybody's cheering for everybody and we have a great great community well said echo that so certificate of [19:06] accommodation - Edina girls swim and dive if we can have you all squeeze in tight I'm going to put this in the [19:12] center if somebody can hold that and let's let's get a nice photo with Mary [19:17] right here all right let's give them [19:29] another round of applause all right [19:39] let's girls tennis come on up so another [20:01] very strong and successful program and again we we really work hard to not try [20:07] and define successes winning state championships we talk about growth we talk about consistent improvement and we [20:14] do that with all our programs and and what is our purpose and playing and there are some programs that have been [20:21] extremely successful both in that area but also in competition and this program [20:26] is won the state title and I know you'll correct me if I don't have this right [20:31] but this is the 22nd time in 23 years is that correct that's amazing so ladies [20:39] similar thing here I want you to introduce yourself for us and pass the [20:44] mic down but I want you to talk about what it means to play tennis here at Edina and introduce yourself please I'm [20:55] Ingrid Smith I'm a junior and I've always you know ever since I was little playing tennis been super excited and [21:02] looked up to Steve and like players like Sophie Reddy who I've been playing for you Dinah forever and it's such a huge [21:08] legacy and such such an honor to be able to play for it it's also a lot of pressure to continue [21:14] to win so yeah I'm Annie Clemmensen and [21:19] I'm a freshman and kind of like what Ingrid said I think just like the traditions are super cool and like [21:25] seeing everyone playing like when I'm younger and looking up to them and now I'm there and that's just super cool [21:31] opportunity I'm Nikolas Antoni I'm also a freshman and it just shows me that [21:38] from growing up and playing tennis and once you like are on a team for I think [21:44] any sport it just changes so much and the community of like our tennis team just made me like realize how much I [21:51] like loved tennis even more and all the opportunities that brought we're really amazing I'm Morgan Clark I'm a junior [22:01] and playing on a tonic girls tennis there's no pressure there's a lot I mean [22:07] we've had a pretty good record in a legendary College so that helped but [22:14] it's just really fun and yeah so many amazing awesome well said and you can [22:22] you can feel that sense of responsibility that they carry with them [22:27] coach Paulson who has been with the program 28 years and has retired this [22:36] fall with over 600 wins and 17 defeats [22:41] in that span an amazing career an amazing record an amazing person which [22:49] is most impressive all all and it's certainly been my honor to get to know you and work with you and and so this [22:56] was your last season and you you made that known before the state tournament [23:02] tell us a little bit about the decision is to announce that and reflect a little [23:09] bit on your years and then also what do you what do you think you're gonna do next wow you guys have a couple hours it's [23:17] been a great great run obviously but the year this year was a little bit unique [23:23] in that we had many teams that were really close to us and we had very good matches [23:29] throughout the year Minnetonka probably our closest rival if you will had two very good matches with [23:35] them up until the state tournament and it's just so rewarding and special to [23:40] see these kids like the swim and dive team come through at the state tournament I think they love to be there [23:46] and they play their best tennis there and we ended up winning 5-2 in the state [23:51] tournament really showed the strength of our team winning how Ingrid was one of [23:58] the best singles players on our team and then the strength of our team along with [24:03] our top singles players we had all three doubles one unstraight set in the in the [24:09] finals which was super super cool over the years I'm just astounded by the [24:14] amount of support we get I want to say thank you to Troy for all of his years [24:21] he's kind of behind the scenes he comes to a lot of our matches supports us any way you can so I want to say thank you [24:27] for to try and and and the community around so it's unbelievable the support [24:32] we get and great great memories of actually started in 88 so it's been you [24:38] know 30-some years I had the boys team for five years before the girls so it's [24:43] been really special to see a lot of the kids coming back for our banquet and [24:49] even the well-wishers through all the social media so I think all those guys [24:56] for that well and we are super appreciative of everything you've given [25:02] to all of our student athletes and both programs here you died in high school so [25:07] thank you how about a nice huge round of applause for their coach and the girls [25:14] we're gonna fold it right there boy [25:27] soccer [25:54] all right so our boys soccer team went undefeated this year at 22 and oh and [26:01] the the piece that is remarkable from my perspective is going into the year there [26:08] was no talk about this team going on that type of run or that type of [26:13] potential at least on the outside and they may have been talking about it as a team and they certainly probably had [26:21] some goals that they were trying to achieve but there was no shining star that was returning that made people [26:27] think why dine is really going to be strong which i think is a tribute to the focus of this program and the and the [26:34] philosophy of team first and playing well together and certainly a controlled temple with that so fellas I'm gonna I'm [26:41] a same thing here I'm gonna have you pass the mic through and what I want you to do is introduce yourselves and tell [26:48] us your grade if you're if you know where you're going to play college certainly share that but I also want you [26:54] to share what was it like just quickly playing at the state tournament at US Bank Stadium so named grade US Bank [27:02] Stadium or college hello I'm Valentin Colette oh I'm a [27:07] senior I don't know where to go to college and it was pretty stressful I'd [27:16] say I'm coy when I'm a sophomore and I [27:24] just remember getting out of the bus at the bank and I saw the tunnel and there's another team playing on the [27:29] field and I was like dang this is pretty sick I'm Tommy Broderick I'm a junior [27:35] and I just say it's an opportunity that I'm gonna be able to tell my kids and [27:41] yeah it was love I Sami press this I'm a sophomore and you know it's just an [27:48] awesome facility so just getting in there it's kind of hard to picture it but you know something I'll remember [27:54] forever so that was cool I'm Patrick mcgarvey I'm a junior and I just say was [27:59] a really cool experience to play just under a huge stage it was really interesting to just be in [28:05] the facility I'm Andy Austin I'm a freshman and it was just all around a great experience [28:13] to be able to be in such a beautiful facility and being such a great team my [28:20] name is Tina Burnham I am a sophomore and I would say that it was very big it [28:26] was also like super nice so I'm Jack Lutz I'm a sophomore and I remember [28:31] looking up and I saw like seats above me I was like oh man this is pretty big [28:37] my name is Cristian I'm a junior and he was so excited to play and he said him [28:43] but it didn't play so it was fine [28:48] my name is jack Turk I'm a senior undecided you know walking in there you [28:55] kind of walk in the field and it's like you're walking at the same place where Stefon Diggs and the whole Minneapolis [29:00] miracle and everything and you also look in the crowd and you see everyone who's watching you and supporting you who came [29:05] to actually watch you and so it's just it was crazy and it was a lot of pressure and ultimately it was you know [29:13] the best day of I think most of our lives so far you know winning that state title I'm Matt Mason I'm a junior it was very [29:21] stressful especially with all the fans we had supporting us but overall is a great experience [29:27] all right well said fellas thank you very much coach head coach Dave Jensen [29:33] why don't you walk us through the season and and when did you start to think like [29:38] this this team might have enough to do it this year Wow the Loess systems but you know the [29:50] season started out with a hundred and twenty plus kids again through five levels so we found 27 guys that we felt [29:59] we're gonna help us through this year for the next year and and and on and on [30:05] so we really felt comfortable with the group we had as a family if you will [30:12] every day they trained hard came every day too to just be a team I think most guys [30:19] would say that and again this is only half of them in fact we had 27 players so we've got just a spending tonight so [30:26] I'm sure bill and I over 34 years weren't sure where we were going but I [30:33] think middle this season when we got probably we got to maybe 15 games or [30:39] like both one more if we want to go so we've got to rest so I think a lot of us you know started [30:45] to think a little bit about that but we didn't the kids didn't talk about it we just kept playing and training and we battled injuries and weather and you [30:53] know there there are a lot of challenges this year so I think that's kind of where we're at and I thought the stadium [30:58] was just as big as the kids thought it was so it was you know it was a true [31:04] pleasure and we're very proud to have been there and Bill garner so two things [31:12] I want you to touch on first off was this is your first year retired full-time retirement from Minneapolis [31:19] schools so congratulations on that and tell us a little bit about that experience of retirement and and still [31:25] coaching and how that your day was probably consumed with coaching but also talk a little bit about how this team [31:32] ranks you guys have been coaching together for what is thirty thirty four years so talk us talk a little bit about [31:38] how this team ranks with some of the great ones in the past well I'll start [31:43] with the the 34 years teaching again or coaching together some 400 plus wins I [31:52] didn't I didn't know and you know most of us didn't know if 22 is gonna happen this year I didn't actually realize how [31:59] many people were paying attention he brought that up earlier the social media all these texts and emails and stuff [32:06] coming in and I realized that they're all paying attention because they all want to know about my number 22 tattoo [32:13] then I got when I got retired I thought I just need something different so off I went and lo and behold we win 22 games [32:21] this year post a second question senior moment retirement retirement is great [32:29] you know you saw coach him I said of course I'm coaching because I coach he died and I retired from Minneapolis [32:34] I suppose this year I must have had just a lot more energy to put into this group and it worked out pretty good for us [32:42] well that's that is really good for us so let's let's squeeze all of you guys [32:47] together for a picture I'm going to have you hold a commendation in the middle let's squeeze in there you go [33:10] all right let's give them another round of applause girls cross country [33:34] absolutely last but not least so we are [33:54] on an a historic run in terms of if you measure it just purely on state titles [34:00] this is our our 12th state title fourth this fall obviously 12th in the last 15 [34:07] months and I think all of our coaches as we talk and we talk about this historic [34:14] era we're in right now is these athletes are so dedicated and they're so passionate and they have tremendous [34:21] support and a network that goes beyond our school and it goes into our community and I think we'll hear some of [34:29] that from some of these girls so this program by the way picked up its third [34:34] state championship in the last five years and third and program history so a recent success in terms of those titles [34:42] ladies seem a same deal here I'm gonna have you say a few words but I'd like you to introduce yourself and then what [34:49] I'd like you to share is what got you into running what what what's sparked that passion for you or what drives you [34:58] on those tough days to still put in the distance and still put in that extra effort because we all know that to get [35:04] to the level you're at it takes tremendous training tremendous effort and focus so name grade and tell us a [35:11] bit a little bit about that passion behind your running my name is Evie Hague I'm a junior and what got me into [35:17] running is my mom forced me to do it but what kept me today is all these girls we have so much fun every [35:23] and they pushed me through all these runs hi my name is Sadie Shriner I'm a [35:28] senior and what got me into running was actually running the elementary school mile [35:34] with mr. Hahnemann here at Normandale and he said I should try out [35:39] cross-country so I did and I loved it and probably what gets me through is just like what every said is running for [35:45] my teammates and knowing that they're suffering just as much as me so I'm [35:53] Heidi Eggman I'm a senior and I started cross-country because the captains came to lunch in sixth grade and they said [36:00] you should come to cross-country and I said okay sounds really fun um so I went out in seventh grade and I loved it and [36:06] it was probably like the best decision that I made in them middle school and I run every day because of these girls I [36:12] love I love coming to practice I always have a lot of fun and it's a great sport [36:18] I'm Lauren Kasich and I'm in ninth grade and I always loved running in gym class [36:24] and my teacher told me I should do the elementary mile like Sadie said so I did it and I enjoyed it a lot and so I [36:31] started cross-country and then what keeps me going are these girls and I the [36:37] highlight of my day is to come to practice I'm Maggie Wagner I'm a [36:43] sophomore and I do cross or I started cross-country because my sister here did [36:48] it and I thought it would be really fun cuz it she made it look really fun and just like everyone else said and that [36:55] I'll probably be the same answer for everyone but I'd keep doing it because I love everyone on the team and I just [37:01] want to do it for them I'm Claire Wagner I'm her sister and I'm a senior so I'm [37:07] her older sister and I started across country because both my parents are in [37:13] college and so they made me do it too but I stay definitely because these [37:18] girls are some of my best friends so it's so much fun going to sorry going to [37:26] practice hi I'm Morgan and I'm a senior and I started running because I just go [37:33] running with my dad or on a a loop by our house and I'd like to see how fast I could do it and eventually I'm like I just start running more if I [37:39] want to run this faster so um and what [37:44] motivates me to keep running is to just to you know see what I can do and really [37:50] push myself and you know it's satisfying to know to work for something and then [37:55] get your goal and if it doesn't happen at least you know you tried my name is Mei Cir I'm a sophomore I got [38:03] into running because I come from a family of triathletes and I just fell in love with it as I started to do more of [38:09] those races and I'll say it again I keep coming back to cross country because I [38:16] do love the running but I love these girls more they're like a second family so that's why I keep coming back I'm [38:22] Mary Velma I'm in ninth grade the reason I joined running was because my friends [38:29] told me it was really fun sound like why not so I just joined it and then the [38:35] reason I keep running is like all them said is because of my teammates and I'm a like such great friends on this team [38:41] and it's really fun knowing like that they're all there to support you when you're running that was super fun to [38:50] listen to and and what what always strikes me is the response which can [38:56] appear is a very individual sport but they all refer back to team and [39:02] teammates and that support network that they have and I think a big part of that is Matt Gabrielson our head coach here [39:08] who is also a teacher at Highlands elementary but Matt you do such a great job of emphasizing that aspect and and [39:15] you do a wonderful job of talking about purpose and growth tell us a little bit [39:21] about this team and your relationship with them and talk about the year for us [39:27] well I guess to start I just I feel deeply honored to be a part of this [39:34] community and to lead these girls and in their cross country endeavors I would [39:40] say I think it's just edina in general honestly the community at large [39:46] highlands elementary that the cornerstone is building deep and meaningful relationships sorry forget a [39:53] little emotional deep into meaningful relationships you have that and you have [39:58] a lot of things that can happen that are good as you can see and these girls are [40:04] like my own kids they know my kids they know my wife and we just work on not [40:10] doing it for ourselves but for each other and the other 110 girls on the team that are working just as hard [40:16] distance running is not just about going out and doing a 5-mile run for the heck of it there's a lot of just like life [40:23] there's a lot of timing that goes into it and a lot of growth mindset developments and also just a lot of good [40:32] old-fashioned grit that it takes to be successful with it and we try to time things appropriately and this year we [40:38] did it spectacularly at the end of the season and one state championship it was amazing and I'm just always be thankful [40:44] for being a part of the program well it said hey let's give them a big round of applause and ladies why don't you [40:56] squeeze in tight so we can get a group picture [41:09] all right well thank you very much meeting tonight we just have one speaker and that's Wayne [45:45] winger Wayne are you here [45:58] welcome let's a season for appreciation [46:07] and I just want to thank all of the school board members I've been attending [46:13] a lot of the meetings over the last two years and I know how many times you've been here late at night sometimes 1 a.m. [46:22] Saturdays weekends going to schools I mean serah's list of meetings and [46:29] committees and everything and we've had the strategic plan on top of everything [46:34] which is you're part of your normal duties so you've put in a lot of time and it's taken away from your jobs your [46:41] family other commitments and we appreciate all the work that you do and put in for this and especially to Amir [46:48] and Sarah thank you all for all your efforts thank you [47:00] next we have the truth in taxation hearing John tope is up [47:11] I can drive from here John okay [47:18] well it's really hard to follow all of that with something as mundane as our [47:25] truth and taxation hearing but I will try and get through this very quickly for you as it is the slides are up on [47:34] the board I'll just walk through them fairly quickly Minnesota state law does [47:39] require that we hold this public hearing for our taxes payable for 2020 we need [47:45] to fulfill a few requirements on the left side as far as timing and so forth we have to allow for public comments and [47:52] what do we present at the hearing we'll be presenting current your budget prior your actual revenue and [47:57] expenditures the proposed property tax levy increase including the percentage increase and then the specific reasons [48:04] behind those increases so this is what we publish in our newspaper or legal [48:12] publication it shows our actual beginning balances in the general fund and our other various funds followed by [48:19] our revenues and transfers in for the 1819 school year actual expenditures and [48:24] transfers out and then what our actual fund balances are as reflected in our audit report that we approved on [48:29] November 18th a real good year for 1819 for the district if people are hearing [48:36] this for the first time our general fund other increased supposed $700,000 so [48:43] that was good good results for the district and then what we're also required to report are the budgeted [48:50] revenues and transfers in for 1920 and the budgeted expenditures and transfers out for 1920 as well and this is the [48:57] budget that the board approved in June of 2019 we are working on a revised budget that [49:04] we'll be bringing forward to the board very shortly for 1920 [49:13] go on the next one so this is our revenue for all funds just showing the [49:19] splits between general fund food service community service building construction and debt service on the revenue side [49:25] breaking out one hundred and fifty three million dollars of revenue you can see the general fund is our primary revenue [49:31] source generating about 78% of our one hundred and fifty three million dollars in funds for 1920 and thence the sources [49:43] of revenue for the general fund so out of that one hundred and fifteen million we're now breaking down one hundred and [49:48] sixteen million dollars about 67% or two-thirds of that comes from state sources the property taxes which we're [49:55] talking about tonight comprise about 29% and then other local revenue fees and [50:01] and activity fees and so forth about 3% and very low two point I'm sorry two [50:08] percent from federal sources so this breaks down our 1920 original budget [50:16] that was approved by the school board of one hundred and fourteen point six million dollars into the various program [50:21] areas obviously regular instruction should comprise a good part of that it's [50:27] at forty eight point two percent special education instruction is at eighteen point seven percent [50:33] instructional Support Services is at about 5 percent and pupil support [50:38] services which would include transportation is that about eight point seven percent and then you can see the [50:44] various buildings and grounds up at the top laugh 13 percent district and school administration 2.7 and then district [50:51] support services like the business office two and a half percent then we just have a small amount in fixed cost [50:58] programs and about a half million dollars in vocational instruction this [51:05] this graph shows the general fund expenditures by the lowest level of detail or by object code so it tells you [51:13] how we are spending our money on various areas in the district wages and salaries [51:19] sixty-three percent of the general fund followed by benefits 20.7 almost 21% so about 83.4% of every [51:29] dollar that we spend in the district is spent on salaries and benefits purchase [51:34] services is the next highest one at about seven point eight million dollars that would be contracted bus services [51:41] for example instructional supplies about 3.5 million dollars or three percent [51:47] capital expenditures to maintain our buildings about six point three percent and other expenditures at point four [51:53] percent so overview of the proposed levy payable in 2020 this is an increase of [52:01] five point zero four percent it does include the decrease of about four [52:06] hundred and eighteen thousand dollars from the levy that we approved in September on a preliminary basis the [52:13] reason for that is in October the district refinance some of its existing bonds and the total savings from that [52:19] refinancing was about 1.5 million dollars over the next four levy cycles [52:25] beginning with the levy that the board will certified tonight and also state [52:30] law requires that we explain reasons for major increases in levies and decreases in specific levies will also be [52:36] explained so if we go to the next slide we'll start that voter approved operating referendum and local optional [52:42] revenue we're putting these two categories together because there was a legislative change that would want us to [52:49] look at these together so one of them is going down by a million thirty and one of them's going up by about 2.8 million [52:56] so a net change of a one million seven hundred and fifty thousand dollars you can see the reason for change is they [53:02] subtracted three hundred dollars per student from the voter approved operating referendum authority and added [53:08] it to lor formula location or local optional revenue and again I want to [53:13] make sure that the public understands that this is the second phase of the November 2017 vote which increased our [53:21] operating referendum for our pay 18 taxes and then now for our pay 20 taxes [53:27] as well the increased amount was two hundred and seventeen dollars and 61 cents per student for the pay twenty [53:34] levy go ahead John general and debt service [53:39] for long term facilities maintenance that changed by 2 million 94 thousand [53:45] and then in the debt service fund seven hundred and forty-one thousand dollars uses of these funds our facilities [53:52] maintenance and obviously to pay off the debt on the bonds that we issue for long term facilities maintenance those are [53:58] based on our ten-year plan that the district school board approves every year voter approved debt service went [54:08] down by one point two million dollars approximately these are the annual required levies for payments on voter [54:14] approved bonds and those are coordinated with our other capital and debt levies so we try and maintain a level tax rate [54:20] for the taxpayers in the district reduction for dead excess is a little [54:27] bit of a confusing item it did go down by seven hundred and seventy two thousand dollars for the debt service [54:35] part of the property tax levy we are required to levy at a hundred and five percent of the principal and interest [54:41] that's required to be paid to account for delinquencies that excess if [54:46] delinquencies are very low less than five percent builds up over time and then the state does a calculation that [54:52] actually reduces our local property tax levy due to that dead excess that's built up just a couple of examples here [55:01] on a four hundred thousand dollar residential home in a million dollar residential home also based on a ten [55:08] point three percent cumulative change in your property value from 2017 to 2022 [55:15] look at the four hundred thousand dollar home that would be scheduled to have an increase of about seventy dollars for [55:21] this levy that the board will be certifying tonight on the million dollar residential property it would be one [55:29] hundred and seventy one hundred eighty four dollars that would go up by and then I got one more example a couple [55:35] more examples on the next slide on a million and a half dollar property that would go up by slightly less than three [55:41] hundred dollars and on the two million dollar commercial industrial property we're looking [55:47] at about a 374 dollar annual increase [55:54] one of the things that the board needs to do is accept if public comments if there are any on in the truth and [56:01] Taxation hearing and then later on this evening will certify the page pay 2020 [56:06] property tax levy further any public comments usually we have the government [56:13] class here and they have comments not tonight right John does this because the [56:22] two-step referendum excuse me operating levy that we did now we are at the cap correct yes we are at the cap [56:28] and in fact on the ballot we put a cap amount in there estimating it [56:34] installation as well and we are at that cap yes okay and that is set by the legislature and so beyond the cap we [56:42] cannot levy for more operating funds nope but that November 2017 vote did [56:48] have an inflationary increase per year as well so angle we will continue to get [56:54] $50 approximately per student more due to that inflationary increase and that's calculated by the state as well yeah I [57:01] just want you to tell them that thank you it's so John the example you used of [57:08] $70 increase in a four hundred thousand dollar home that will remain at that tax [57:14] level after 2020 so it's gonna we're not going to be increasing it other than the [57:23] inflationary increase are you asking those specifically director Michelson [57:28] about the operating referendum yes okay so we've ceiling doubt as far as that's [57:34] concerned we have it yes thank you all right thank you very much next we [57:44] have the consent agenda are there any items people want to remove from the consent agenda I'd like to pull off [57:52] facilities fees adjustments okay we'll [57:57] move that to right after consent anything else to be removed otherwise going to get a motion to approve the [58:04] consent agenda with the facilities fees adjustments removed second and roll call [58:22] yes yes [58:28] aye aye motion carried alright can I get [58:34] a motion to approve the 2020 21 facilities fees adjustments so moved second alright and Owen did you have [58:43] questions about it aye I do Val a couple things just to chat about you and I have talked about [58:50] this on and off for the last two years [58:55] this is dealing with the amounts that we charge for the use of our facilities and [59:03] we have four schedules for classes and [59:10] we have Class A which is those groups that are most affiliated with the [59:17] schools and it moves out from there I'm [59:23] seeing because I focused so much last year in the tennis courts they're down there eight dollars I didn't get a [59:28] chance to look at this but is this down from last year or as though are those [59:33] figures consistent have these moved much we when we came to the facilities and [59:40] Finance Committee both in the spring and then later this fall we did a we started [59:46] out with changing our class C and D and we adjusted those two markets so yes some went down and some went up to be [59:53] more in line with our other lake partners and then this time we did the [59:58] same sort of adjustment to Class A and B which wasn't as significant but we did [1:00:05] adjust some fees and then the second purpose was to get our facility fees on [1:00:11] an annual basis in the fall rather than do them and later in the year because [1:00:16] that way we gave our partners preparation time for a typical January [1:00:21] to December timeframe mm-hmm am i [1:00:27] answering your question yes you are and I want to acknowledge that a good bit of work has gone into preparing this and [1:00:33] supporting it and minister I wanted to talk about it a little bit because as you and I have talked about [1:00:39] off-camera a number of times and I want this to go on camera that there's a dynamic tension with this because these [1:00:47] are community assets and just as we saw John speak too we are taxed we residents [1:00:54] of the community are taxed for these facilities yet were also charged for the [1:01:00] use of these facilities for groups such as Scouts and the parents are taxpayers [1:01:08] and yet they're taxed for it and so having some skin in the game makes these [1:01:14] groups a little bit more accountable to show up and make use of the facilities and we do have custodial fees we have [1:01:21] heating and electricity and so there are fees that go in but I guess I just want [1:01:26] the audience and and the residents of you Dinah didn't know that there's a there's a tension here that there our [1:01:33] voice is that sometimes say we should maybe do what we can to lower these [1:01:38] quite a bit for groups that already have their have members paying the taxes for [1:01:44] them and that this sort of creates a barrier to the use of the facilities and [1:01:51] we we have worked out a number of things in the past with security guards for the [1:01:57] use of some of the elementary schools and you've been very good and so I just want to acknowledge that but for nothing [1:02:04] else I want the community know that behind the scenes we've had discussions about this so that's really as far as I [1:02:11] wanted to go with it fellow board members okay thank you on any other [1:02:16] questions although so now we're going on to roll call vote for approval of the [1:02:24] 2020 2021 facilities fees yours thanks I'd like to call any member of the LA sea is welcome to join Kathryn up [1:02:59] at the table here it's a nine member committee and I'd like to introduce you [1:03:09] to Kathryn gum Sarah Ramona Hamada sorry and Albert sigh and and [1:03:17] Kathryn is actually going to lead the presentation and I guess you okay so [1:03:25] okay John's gonna drive okay well first [1:03:31] I want to say how pleased all of us are to represent the LA sea in presenting our 2020 platform and Ellen has been our [1:03:39] chair and Owen has been our Vice Chair this year and the other members of our [1:03:44] committee are Rick Dale Sheryl berry Caroline Korea young Joo [1:03:49] young how and Marcy karch and this is the second year we've had our la sea in [1:03:57] Lund oh I'm sorry thank you yeah no effluent yes this is [1:04:04] the second year we've had our la sea and this year in the spring of 2019 there [1:04:10] was an open invitation to all community members who were interested and we all have so this is the nine members that [1:04:17] were selected and we have one-year terms so while Superintendent John Schultz has [1:04:23] not been a member of the committee we've certainly benefitted greatly from his assistance and the assistance of his [1:04:29] team so this evening what we want to do is briefly discuss our process and activities of the committee over the [1:04:35] past two years we're just going to go over a quick list of our 2020 platform topics and then we're going to review [1:04:41] each top and if you've got questions if there's more discussion we'll go through those [1:04:47] more slowly just to make sure we're really capturing what the committee what this board wants to do and finally we'll [1:04:54] just discuss our intended next steps so the 2019-20 la sea process really [1:05:01] began with the foundation was built in 2018 2019 we established our bylaws we [1:05:07] established a process for informational meetings and developing a platform we [1:05:13] conducted an educational focused candidate questionnaire for our state legislators and we published that in the [1:05:18] Sun current we hosted a 2019 education legislative platform breakfast and we [1:05:26] were very fortunate to have a lot of community support for providing that breakfast but for the whole Edina [1:05:32] community and our local legislators to really present and discuss the Edina public school 20:19 legislative platform [1:05:39] and finally we participated in the AMS da Dynasty board day at the Capitol when [1:05:45] we get to the end those are a lot of our next steps for this year as well so this [1:05:51] year we got started very early in August and we had an organizational meeting to set the topic of meeting calendar and [1:05:57] what we want to really identify is how much support we've gotten from the district in this so Jon tube met with us [1:06:04] early on along with John Schultz to talk about the business services in September [1:06:10] we had an outstanding meeting with our representatives so Senator Melisa Franzen Heather Edelson Steve Elkins all [1:06:17] attended Scott chrome Quest the executive director of AMS D and a and we [1:06:22] also had Brian bass the assistant superintendent participate we've had [1:06:27] Jeff Jorgensen talk about student support services Randy small sole participated helped us [1:06:33] understand better the technology and learning and then we've had many work sessions this year one thing that's been [1:06:40] really helpful is again not only meeting early on with our legislators because [1:06:45] those are going to be our partners when we go forward with our proposals or a platform but Heather Adelson came back [1:06:52] again to work with us specifically on the speche education so we want to talk about that [1:06:57] and we're very fortunate to have that kind of partnership early on right now and again today we're here to present to [1:07:05] you what our platform is or what we would propose the platform to be so we [1:07:14] have seven key areas this year stabilize education funding strengthen and support [1:07:20] our special education programs improve the standardized testing and assessments [1:07:25] reduce our mandates and increase local control in order to reach to achieve [1:07:30] raise the achievement level of all of our students ensure healthy safe and modern school facilities increase and [1:07:38] diversify the teacher workforce and finally close the achievement gap so [1:07:43] we're going to talk about these with along each platform but several of these [1:07:49] really are in line with the AMS D and so we don't need to go into a lot of detail on them the first one stabilize the [1:07:57] education funding many of these [1:08:03] platforms are what are in line with the AMS D but we want to point out that [1:08:09] we're with our Levy and Sarah you really called on this we've tagged that to race [1:08:14] with inflation that is not the way our schools are supported from the state [1:08:19] funding perspective we've gotten we got an increase in last year's but it doesn't come it doesn't rise with [1:08:26] inflation so we've had this continuous gap and our costs and we're not getting [1:08:32] increases from the state funding as we just saw the state funding really makes up the majority of what of where our [1:08:38] revenue comes from so we're proposing that the state general educational [1:08:44] formula would track inflation and we think that that would be a much better [1:08:50] system for all of our schools across the state it's not a it's not a funding year [1:08:57] it's a policy year but we think this helps that an important home for the policy that we should have across the [1:09:03] state the other one the other perspectives I think are aligned with what we supported [1:09:09] and certainly in line with a MSD the second area strengthening and supporting [1:09:15] our special education programs this is an area we really did quite a bit of work in and I told you we met with [1:09:22] Heather Adel sent on this as well some of the terms and this are new to me so I [1:09:27] want to go through them I'm sure the school board is very familiar with it that I don't know if the rest of us as a community so we'll talk a little bit [1:09:34] about it the first one is supporting the students who have IEP s or individual education [1:09:40] programs to be able to benefit from the ad sis intervention in areas not [1:09:47] addressed on IEP s this ad says is a new program to me so it's the alternative [1:09:53] delivery of specialized instructional services and that provides supplemental [1:09:59] academic or behavioral support for students in the general education environment in order to reduce the [1:10:06] number of students going into special education programs so students are determined to be eligible for ANSYS by [1:10:14] scoring in the 40th percentile or below on the map or mca tests but if you're a [1:10:20] student that has an IEP then you are not eligible to receive any adzes service so [1:10:27] perhaps you have a student who has an IEP because they're receiving speech [1:10:32] language services but they may need math support as well because of the way they've tested the way the program set [1:10:40] up currently a family would have to make a decision do I want my student on the [1:10:45] IEP to continue to receive that speech service or do I want them to receive the math our proposal would say this [1:10:53] shouldn't be a decision of their family has to make if you have an IEP but you need these at sus you should be able to [1:10:59] receive this as well so that's our first proposal and again we've worked closely with Heather on this and hope it's [1:11:07] something that you as a school board would want to put forward to the legislators and the second one ties into [1:11:14] that is increased funding for the answers program and base funding on the number of students eligible in the [1:11:20] district right now the funding for the ads capped at just over a million dollars [1:11:25] for fiscal year twenty four we guard 'less of size but half of that money is [1:11:34] actually provided by the state through special education funding and the school district has to match those funds so we [1:11:41] want to remove the cap and increase the number of students that are eligible for [1:11:46] that so that's our second the second part of that proposal and finally again [1:11:55] we know it's not a budget year it's a policy year but we think it's important for us to continue to say that we need [1:12:01] to increase the special education funding to reduce the shortfalls in the important program and again that's in [1:12:07] line with a MSD the sorry to interrupt active would you like us to wait till [1:12:14] the end for questions no I think again because these topics are so individual so if you've got questions on either of [1:12:22] the first two please go ahead I just had one quick comment about the adzes intervention system I think one thing as [1:12:28] well that I don't know if it'd be appropriate for what you're lobbying for [1:12:33] but well we're kind of all in this together so you're lobbying but I think [1:12:39] the 40% cutoff also is a frustration because you can have students that are [1:12:44] at 41% oh and they can't receive funding or 42% and so from a metric perspective [1:12:52] it would I don't know if the it would be interesting to have discussions around qualifications for the Adsense program [1:12:59] in general um and why is it set like who set the magical forty percent line that [1:13:07] means if you are at a forty one percent you're still not at proficiency right so [1:13:13] why are those students not eligible for any funding in addition to the fact that [1:13:18] if you're dropping if if let's say you [1:13:24] are at 19 percent but now you're at thirty nine percent you can get funding but what if a student was at sixty [1:13:29] percent now they're at forty one percent it makes no logical sense that those two children [1:13:36] shouldn't get funny but only one of them has offered any funding for intervention from the state and so it would just be [1:13:42] interesting to have a conversation about who the qualifications for the funding itself okay notes on that suggest if you [1:13:56] have an idea of how to word that probably great and because it's a policy [1:14:03] year so it's not a budgetary year a lot of these will end up affecting budget [1:14:08] but I think on this one I really liked how you're focusing in on that it's equal across the districts when in [1:14:14] reality the number of kids served is very different so maybe focusing in on language that actually looks at the [1:14:20] population more than just the dollars so that the dollars may stay the same in [1:14:25] the look at the capital but they're being given out appropriately to the [1:14:31] districts that are larger versus those that are very small right and we also are hopeful that if we can just get that [1:14:37] elimination of the cap that that would also right and help equalize that a [1:14:42] little bit so it would follow the students and not the district sizes and [1:14:49] Eric I I just mean Adsense is still new to me so I'm just not sure how to how we [1:14:55] would work that going back and it might not even be something you want to add to a bullet but I think in general I think [1:15:00] the program itself I think those are great bullets I think the program itself could be looked at from a qualification [1:15:06] qualification perspective the bottom line yeah anything else and that special [1:15:13] education is such a critical part because again it's not the budget year but we continue to have that cross [1:15:19] subsidy issue and as part of special education are we talking at all about [1:15:25] dyslexia we're going to have a new advocate on the LSE yeah no we have we [1:15:33] have several advocates and we have some policy proposals later on okay anything [1:15:39] else on the special ed okay so the next area is improving the [1:15:46] standardized testing and assessments and this is one that we've had a lot of passion around on the LA Sea area that [1:15:54] our first areas we think we should create a task force to study the standardized tests and make [1:15:59] recommendations for changes to make Minnesota system of standardized testing more meaningful reliable and useful and [1:16:07] you've certainly done a lot of the research on this but right now the Minnesota Department of Education is [1:16:13] spending about nineteen point two million dollars on standardized tests and according to 2017 legislative [1:16:21] auditor report the use of the test scores really at the local level varies [1:16:27] so we're spending a lot of money on it but we're not always getting results across the state on it so our [1:16:35] recommendation is the first is let's get the task force to really look at how [1:16:40] this is being used how much is being spent on it so we're doing that on a statewide basis but then we're also [1:16:46] proposing that the school boards have the flexibility to use the map test the [1:16:52] AC T in place at the MCA so right now federal law drives the use of [1:16:59] standardized tests in Minnesota and we have to meet federal test requirements just to receive federal grants but they [1:17:07] while the federal every student succeed acts affords the flexibility in choosing [1:17:12] which standardized tests to administer Minnesota law requires the use of MCAS so we the federal law would allow us the [1:17:21] flexibility but right now the Minnesota law requires the MCA and we would like the state legislature just to look at [1:17:27] that and give the school board the flexibility to determine which test [1:17:33] makes the most sense for our districts would there be would you recommend [1:17:38] though that then the transparency that's available through MCAS are equally transparent through whether it's the a [1:17:45] CTE or the map because we'd have to get better access then to the AC T scores [1:17:50] and I know a lot of the map day we don't have I mean our directors have [1:17:56] the director of teaching learning has access to that but the difference with the state you know an individual parent [1:18:04] can go in and look at the results of a district so you may want to have language in there that allows for access [1:18:10] that would be similar otherwise I could see where they'd grissle against that even though map may be a superior [1:18:17] resource than an MCA you'd be proposing [1:18:23] adding some transparency language yeah within that because the thing that keeps [1:18:28] it standardized and of course transparent is that its state and then you can go look at the data no matter [1:18:34] who you are whereas currently we don't have access to that and so you'd have to have that [1:18:39] equivalent but I agreed that these particularly math is a superior test so [1:18:46] how does the rest of the board feel about that I'd like that [1:18:53] more visibility into the figures we'll [1:19:00] be bringing this is just for discussion this is art right so then in in a in a [1:19:06] month we'll be bringing this forward and so I'd love to hear what your thoughts [1:19:12] are if you want to add wording that would be in these platform pieces it's [1:19:21] always good to be just vague enough because you never know what is going to be presented at the legislature so vague [1:19:28] enough and yet capture the essence of what we're trying to to do so I I would [1:19:37] I would always go the opposite route where I like the first bullet the second bullet makes me a little bit stressed [1:19:43] because I would I think we would have to do the first bullet first before we [1:19:50] couldn't recommend if we wanted to like for example get rid of the MCA in favor [1:19:57] of the map because they met her to different things and so to suggest the second bullet without [1:20:04] knowing the first bullet gives me pause whereas so as opposed to adding more [1:20:11] language to the second bullet I would I was going to suggest actually pulling [1:20:16] back the language and maybe change it to allow school boards more flexibility in [1:20:21] their standardized testing instead of putting specific suggestions [1:20:27] for what you would do since we haven't defined our recommendations for changes yet because then you also don't have so [1:20:34] then to your point Sarah well a CT is not the district doesn't even own that [1:20:39] data so then I think then it sort of brings all these questions as to instead [1:20:45] of having these hypothetical questions if it's extremely vague then that was [1:20:50] just my suggestion we're those from Ingham SD okay no yeah I think what Eric [1:20:59] is saying makes a sense that if you're going to study something to determine what's best then we shouldn't [1:21:05] necessarily jump to recommend allowing us to use something that we haven't yet determined is best and then the concept [1:21:14] of availability the data is mixing two different things one is creating flexibility for the district to use the [1:21:22] different tests and another is requiring [1:21:27] disclosure so like MCA is available statewide mm-hmm if you Dyna chooses to [1:21:32] use map I'm not sure that we would be pushing the state to require Wayzata to [1:21:38] release its map data those are their different items in terms of and I know [1:21:45] your proposal doesn't include no publishing the map but I'm just saying that requiring the transparency as to [1:21:53] data is problematic because it's now diving into other districts data not [1:22:00] just ours right I was just suggesting that if we go down that road they're gonna want some sort of transparency but [1:22:06] I would agree that just getting the task force going would be a big first step so stay with bullet point one [1:22:12] okay and let's do it one I think if we [1:22:17] have one in three it the second one is almost implied because you're asking to [1:22:26] reduce it and you want to study the test that we'll do I think I think those two [1:22:33] our first a great first step and I can see bullet number two being an [1:22:38] out an outgrowth of what you study and maybe being in next year's platform what [1:22:44] do we really want to do and recommend good and again I think working with Heather that she's very supportive of [1:22:50] this task force proposal but we wanted to give you as the school board the [1:22:56] flexibility to support that you if you in fact had wanted that kind of [1:23:01] flexibility so I think we as the L AC group are happy to go with a first and [1:23:06] third bullets good any further [1:23:13] conversation on that no and I just want to say I appreciate this is clearly a ton of work so don't take any of these [1:23:20] comments narcissism it's yeah it's outstanding work okay thank you [1:23:27] um the fourth area is reducing mandates [1:23:32] and increasing local control in order to raise the achievement level of all students so these are on many of these [1:23:40] are from a MSD and along those lines so rather than going through all of them I [1:23:47] wanted to get your thoughts on whether these are the right bullet points so the [1:23:55] first one is the opposing any new unfunded mandates and reduce existing mandates and burdensome paperwork [1:24:00] requirements now that isn't in alignment with a MSD and then we thought regularly [1:24:06] reviewed the federal and state mandates to verify relevance and alignment with other policy goals fits it follows that [1:24:15] broaden the levee authority of school boards that is because all other [1:24:21] entities have they were have that ability to do levees it's just boards that I have to go in front of the [1:24:27] state to get that right so we thought that would give again more local control align the continuing contract laws to [1:24:35] the teacher tenure law to allow school boards and administrators more flexibility in retaining their most [1:24:40] effective staff and finally allow local Lea elected school boards to adopt the [1:24:45] school calendar that best meets the needs of their communities okay that [1:24:52] last one's a good one for a policy here yep just good luck on that one the [1:24:59] lobbyists will be out okay can you just explain the fourth bullet the aligning [1:25:05] the contract law John why don't you have a or somebody so I think that is the law [1:25:14] are the lobbying so that our our youngest teachers can be retained as as [1:25:21] talent as opposed to when we get into our budget cutting that we would release [1:25:27] them that's really what that is saying so you mean last in first out and that [1:25:32] law changed but we would have to approve it with our local Union correct okay so [1:25:37] how is that affected at the legislature because isn't the law I don't know I [1:25:45] don't know if if that is completely law [1:25:50] yet I think there's still some some tweaks to that law oh yeah I think it's [1:25:57] to give more flexibility to two boards okay I can check between now and January to [1:26:05] find out huh well you don't have to be oh yeah well I thought one thing we'll check this always was use I thought that it [1:26:11] passed but only to the point where you had to negotiate it with your local union isn't that correct [1:26:18] yeah I think that's yeah yeah and we have not negotiated that but otherwise though that's why I was questioning [1:26:24] bringing it to the legislature because I thought that had already gone through [1:26:30] it's more on up it's a local level issue [1:26:44] you can tell that's not when we're as familiar with okay thank you and and [1:26:53] then the last area was it were there any other other questions on that one okay and then not our next area is ensure [1:27:01] healthy safe and modern school facilities and this one again all of the [1:27:08] first three are all in alignment with a MSD platform but the first is removed [1:27:14] the per pupil limit and expand allowable uses of long term facilities revenue to allow school districts to enhance safety [1:27:21] through security modifications remodeling and additions to existing buildings and they think that's pretty [1:27:27] straightforward the next increase the safe school levy and expand the [1:27:33] allowable uses to include mental health services for students teachers and staff and enhance cybersecurity and provide [1:27:45] additional provide access to additional support and services to address mental health additional funding is needed to [1:27:51] add counselors psychologists and social workers and schools and then we had also [1:27:59] added create a governor's task force to address the issue of teacher wellness that was not in the a MSD but what we're [1:28:05] seeing as teachers are reporting a greater level of stress than ever before we see them leaving the profession and [1:28:11] record numbers so we think trying to address that teacher wellness issue is important and should be included then in [1:28:18] this area hi I have a comment again ok I [1:28:24] I love every single one of these recommendations and I provided this [1:28:30] feedback to a MSD as well last year ok I really think it's important to disentangle mental health from safety [1:28:38] and security and facilities because they don't belong together and it the implication is that there's a [1:28:46] correlation between mental health issues and the safety and security of our buildings and I think that even if you [1:28:53] look at the bullet point as opposed to recommending that the Safe Schools levee is expanded law uses for mental health I [1:29:02] think it should be a completely different bullet point that says we just need to increase mental health funding [1:29:08] in our state I don't know why it would actually be tied to so then I think one [1:29:15] of the things we've started with is how do you keep it in this schooi is that an HHS idea or is it education [1:29:22] so by having it under the safe school levees you keep it within the education [1:29:27] and don't bring in the Health and Human Services well we get provided money for [1:29:33] counselors we get I mean there has to be a way that whether wherever it's [1:29:38] funneled but there has to be a way that we can be provided increased mental health funding mm-hmm without [1:29:45] necessarily saying that we're doing it so we can improve the safety of our schools right and if you have to do it [1:29:51] that way the message is sends is bothers me right [1:29:56] and so my recommendation is that we create two different slides one is that we want to ensure healthy safe and [1:30:04] modern school facilities and the first two bullets would be under that the [1:30:09] second is we want good mental health and [1:30:14] wellness in our districts and we talked about the last two bullet points and then increasing mental health funding in [1:30:21] our school system and so I and I know this is exactly how a MSD does it so I'm [1:30:29] not faulting you guys at all it just that I taught this up it up provide them [1:30:34] the feedback again this year it just it's always bothered me just the way it's paired together yeah Eric you just [1:30:40] add to that the historically the that has been placed there because the school [1:30:46] districts a MSD MSBA have lobbied for increased levy health [1:30:52] and safety levies and you're I agree I know I know they have and I know it's the easiest way to [1:30:58] do it and slot it in there it just it just bothers me from the message it's [1:31:03] about mental health well I'll just add we had an extensive discussion about [1:31:09] exactly this and sort of for the sake of I don't want say convenience but it's it [1:31:16] was a it seemed like the most natural place amongst these without creating like twelve or thirteen you know [1:31:24] separate areas in fact I think originally that this topic area was [1:31:29] simply ensure safe and modern school facilities and we added an unhealthy [1:31:35] part of it trying to do it but I think you're I think we would all agree you're right and we we did this with a number [1:31:42] of other platform items were we feel that we improved the language from the [1:31:48] MSD language but anyway your point I think is well taken so with the school [1:31:57] board like us an air Kuip I think your suggestion is a good one so we can go back as a la C and update our proposals [1:32:04] and have a separate area a mental health is that what you as a board are asking [1:32:10] us to do well and I think another thing is I think maybe we talked a little bit [1:32:15] about this last year but trying to better cooperate between health and human services and education because [1:32:22] they are the two biggest pieces of the state budget and yet we're trying to pull from each other but really what [1:32:28] we're talking about here particularly with mental health is just that Health and Human Services right and so to feel [1:32:34] like like putting on the school system but the burden of that without some cross subsidy funding and as they like [1:32:41] you know we really need to get them to think about it differently because it just pulls in and sure John would [1:32:47] probably agree it just pulls money out of what we're what our entity is supposed to be doing so I think even [1:32:54] even language around something that talks about that these two entities need [1:33:00] to work together on this issue and not just put it on to the schools so it'd be interesting to have a bullet [1:33:06] point about rethink rethinking the financing to Sarah's point about have [1:33:14] education work with Health and Human Services and it's um it would be really interesting to have some sort of bullet [1:33:20] or lobbying around that I can't come on pick wording but no we can go back [1:33:26] though and so come back to the board in January with an update on that area was the thought process that it'd be more [1:33:33] likely to be successful if it was within this category yes because there's such a [1:33:40] statewide discussion around Safe Schools so I'm so that great I'm all for a [1:33:46] purity of thought but I'm even more for accomplishment and so as much as I see [1:33:53] the logic behind what Erica is saying if the theory is you're more likely to get [1:33:59] be successful than I'd leave it where it is and you could even maybe like [1:34:05] separate it on the slide or something to delineate the two I think there's some ways that okay if you have a maybe what [1:34:14] we can follow up with your non Erica is just an better heading for it because again we've tried to improve it by [1:34:20] adding the healthy you can also leave it as is it's just a suggestion I had okay I don't want to create a ton more work [1:34:27] for you guys so well it may be just that [1:34:33] bullet point number three covers it so [1:34:40] yeah but the real reason is I do sometimes we [1:34:50] will piggyback with a MSD because they know that this is where the legislators [1:34:56] are going to fund and they'll fund it into the safe schools levy so that's why you want to call that out and you want [1:35:03] to make sure it will be broad enough to do some mental health ok we'll go back [1:35:10] and talk about it our sixth areas increase and diversify [1:35:17] the teacher workforce again those are also MSD platform ideas expand the [1:35:23] programs and incentives to attract develop support and retain teachers particularly teachers of color and [1:35:28] teachers in shortage area and then we think it's important to maintain multiple pathways to licensure in the [1:35:35] tiered licensing system so we called that out as a separate area and our last [1:35:43] one is close the achievement gap so here this is where we're getting to your we [1:35:49] got a specific bullet point on this so the first area is provide additional [1:35:54] support and funding to extend learning to before and after school programs and summer programs we think that those [1:36:01] extended learning opportunities really hold great promise and for furthering the educational process progress of [1:36:08] students but right now our school districts release faced a lot of funding restrictions in that area so if we can [1:36:15] offer more extended learning we think that that would help close some of that opportunity gap our second bullet point [1:36:23] is provide additional support and funding for identification and teacher training in dyslexia and basic literacy [1:36:30] instruction and we think teacher training in the identification and education of students with dyslexia and [1:36:37] instruction and basic literacy skills are important really to creating an educational environment that supports [1:36:44] students in critical learning areas and we just need additional funding for that [1:36:49] and finally increased school readiness funding to provide low-income and [1:36:56] multilingual learners access to high quality preschool programs that prepare them for kindergarten so that's it these will [1:37:06] look great and I appreciate the work the question I have is there are a lot of [1:37:12] areas that you've covered here was there a discussion about whether having fewer [1:37:17] areas might allow you to be more effective in accomplishing you know a [1:37:22] greater percentage of them and also have you thought about like priorities so as [1:37:30] I look at this these are all great but I'm not sure we're going to get them all and so should we be creating a narrower [1:37:38] list and at lobbying for that and seeing if we can get others to create a similar [1:37:45] narrower list to kind of create a groundswell of here like the top five things we want so a MSG's list is [1:37:52] narrower than ours so we've added a couple but we also recognize that the first one on stabilizing stabilizing the [1:38:01] education funding we want to keep that on the list but it's not a budget year [1:38:06] so I think it's important to keep calling that out every year for the student for students and the school [1:38:12] districts but it's probably not going to be a big focus area go ahead Ellen yeah [1:38:19] and I can we did we have talked about this quite a bit one of the reasons why we expanded our platform this year was [1:38:28] because we found after tracking legislation last year there were many [1:38:35] items where we would have liked to say yes we want we want preschool programs [1:38:41] but it wasn't on our platform last year and we cannot as a as a legislative [1:38:49] action committee we only are advocating for what is approved by this board so if [1:38:55] it's not in the platform then we are not going to be able to advise or lobby for [1:39:04] items that we would want to we and and the most [1:39:10] interesting thing is that we never know what is going to be proposed so so the [1:39:18] ability to advocate and jump on and lobby for good legislation is really [1:39:27] important to us so then it seems to me though you could still create a priority [1:39:33] list you could have this whole list approved so the in the event legislation comes up in an area that's number 14 on [1:39:41] our list you would have the authority to pursue and advocate for it but you would [1:39:46] have still have a top five that says here are ones we're going to initiate on our own so I just think that I [1:39:55] appreciate being able to support things that we didn't think in advance or [1:40:01] weren't high priority but they come up but I still would like to see a priority [1:40:06] of what you would take an affirmative lead on I was gonna suggest maybe [1:40:11] something along what Lenny said is that you maybe like last year you had your your what was at six items you know very [1:40:19] clear very to the point and then you know come up with your own pretty language but these are other issues that [1:40:26] we feel are important to the district are important in education because I agree you know like the funding for [1:40:31] pre-k and things like that that's great but I think hitting on the finding those five or six things that are most [1:40:38] important to what he Dinah's focused on is really critical and and I think it [1:40:44] would just give you that edge to say these are the things we're pushing and maybe focus on finding people who are [1:40:50] actually sponsor bills I think we are in an advantaged position because we've already partnered with Heather on so [1:40:56] much of this and we've worked with her throughout the formation of our policy [1:41:03] proposals so we already know a couple areas where we're partnering with her and have her support and her plans to [1:41:09] move forward with legislation especially around the special education and then the task force looking at the testing [1:41:19] soshe's i believes that she's moving forward with both of those as a challenge right right and so so my my [1:41:29] reaction to this is yes we could do that but whether our priorities are are going [1:41:36] to match what the board's priorities are then would take a longer discussion I [1:41:41] mean unless you guys want to tell us what your priorities are so it may be [1:41:47] that we approve this in January and that as we approve the strategic plan that may create a priority within this set [1:41:57] and telling you're going to be more familiar with the timing on how we have to do the approvals we are planning to [1:42:04] do our legislative kickoff breakfast on January 21st and so we're going to want [1:42:10] to feel very comfortable with what our platform proposal is because we'll be [1:42:17] presenting it to the public as well as our legislators on that day I just don't [1:42:22] know the timing on how we make that'll work [1:42:29] can I ask a question Ellen on your language on stabilize education funding [1:42:35] bullet number two I just wasn't sure [1:42:40] wasn't sure what you were going after on that one reject legislative proposals that divert money from public schools [1:42:47] what does that actually mean so that is [1:42:55] very vaguely worded because there are proposals that will take money from [1:43:00] Edina public schools and and there's a great number of them one would be [1:43:07] vouchers another would be no I'm having [1:43:13] a moment so it can take many forms it can the obligation of public school [1:43:18] districts to pay the unreimbursed special education costs of district students attending private schools [1:43:24] including textbooks counseling cost of transporting district students to private schools legislature legislature [1:43:32] proposed to use public funds or tax benefits for private school tuition or a couple of [1:43:40] years ago when they took the school funding to pay off when when we there [1:43:46] was a shortfall in the budget is top of mind okay so the public schools though [1:43:52] you're not honing in on like charter or things like that this is it sounds like [1:43:58] it's primarily for missed allocating funds and particularly like again we've [1:44:06] you know in public yes you you cover charter schools there's not what you're [1:44:13] saying yeah because charter schools are public that what we're lobbying on [1:44:20] behalf of is the dinah school district [1:44:25] so the public funds of the Idina school district so that's what we're trying to [1:44:31] protect I think that makes a lot of sense the year you know we're operating on behalf of the district's board here I [1:44:39] wouldn't want to say that where we're coming out to try to undo any charter legislation or anything yeah or even any [1:44:46] yeah right any of this diversion I totally support the public money for public schools that yet but but they're [1:44:54] public schools do I think it's I know when we started this we wanted to be very careful about politics and so this [1:45:02] was the only one or I think we just want to be careful and make sure we understand what we're focusing on [1:45:08] because they this is a potential of going after charter I think could be [1:45:15] detrimental if this is also a MSD one and so our backup legislation or backup [1:45:21] language is their language okay and so it's essentially a Dinah public schools [1:45:26] favors using public funds to maintain and enhance the quality of Minnesota's public school system and that's okay I [1:45:33] think that's what we're focused at that that explains it better okay and do we pay for busing to private or [1:45:43] only to the border right because they're [1:45:52] in our district but we don't John we don't pay for busing only to the border [1:45:58] right yeah we're at non-public school we get state aid for non public transportation in in a separate state [1:46:06] aid okay thank you in funding and all [1:46:12] the stuff that we've talked okay good yep and then our next steps our school [1:46:25] board approval our January 21st breakfast Ellen did you wanna say [1:46:31] something about the school board approval just looking at you you you [1:46:36] look like you had a thought okay no I actually didn't okay and our breakfast is 7:30 to 9:00 [1:46:43] a.m. in the dining Dinah community center January February we will continue [1:46:50] to plan to educate the Edina public school community about the legislative platform and ideally recruit legislative [1:46:58] advocates for the Edina public schools we already have we would be happy to [1:47:03] hand out badges to anyone that would like them to join us over at the Capitol and from January to the end of the [1:47:11] legislative season we'll be tracking legislation and advocating for the legislative platform and specifically on [1:47:18] March 17th we'll have a dynasty ward a MSD day at the Capitol so those are our [1:47:25] next very green imagine the green I was identity should go in there since we protect them under four thirteen harassment however because [1:48:14] again we've had this conversation because Minnesota Declaration of Human Rights defines those identities under [1:48:22] the word sex we'll leave it until the state changes its language and then we in the other districts around us would [1:48:29] all adopt the new changes at once that was 528 602 organization of school [1:48:36] calendar and school day I'll note that towards the bottom of the policy there we have a couple of additions one of [1:48:43] them is elearning days with a lot of information in the appendix and also [1:48:49] something noting that any changes in this student day schedule would go through the school board which was just [1:48:55] grabbed from the model policy it from 6 months to 12 months on the calendar that is huge I [1:49:14] commend you are you good with that because we have not had that tradition [1:49:22] in a very well ever since I've been on what I think wonderful thing to give our community big leap well yeah literally I [1:49:35] have two little comments one is the on the same policy your addition see yeah [1:49:46] you need to change it to D well it's D but it seems redundant because it says in a it says the superintendent will be [1:49:57] responsible for developing a school day schedule for each building subject to review by the school board and then this [1:50:04] says that this is subject for a review and approval to the school board so I [1:50:11] was just wondering why that was added [1:50:17] and maybe you wanted to add approval III wasn't right or some sort of but you see [1:50:25] it seems like you this it could be does whatever what you wanted to add should [1:50:30] be an a since we're already talking about school board of review in that [1:50:36] area and my question was what were you driving out with that what was the [1:50:41] purpose for wanting to add that language was a concern around school days [1:50:47] changing without us knowing and it wonder if there was an impetus is reviewing the policy in comparing it [1:50:53] with the model policy [1:51:03] and then oh sorry [1:51:09] we're on all the policies the season ii [1:51:17] see this came forward before we finished [1:51:32] talking about it at the policy meeting but i so I'm looking at this thinking we [1:51:37] want to change the see inclement weather elearning [1:51:58] plan attached as Appendix one right [1:52:04] under learning days so what LM saying is we don't approve the appendix and so if [1:52:11] it's the appendix all in the body of [1:53:01] it use changed human resources manager to assistant superintendent and I just wanted to note to you guys that in the [1:53:09] appendix at the very bottom that needs to be changed as well it says Director [1:53:15] of Human Resources and that needs to be changed to assistant superintendent as well that was it [1:53:24] that is critical that's a critical comment [1:53:39] all right other questions on the policies all right let's move on to [1:53:45] action items the first action item is the 2021 and 2022 school calendars can I [1:53:52] get a motion to approve the 2021 and 2120 to grade 12 school calendars so [1:54:01] moved second Bryan you're up [1:54:06] and Randy testing okay so since November [1:54:15] 18th we did meet with the Committee on December 5th to review the suggestions [1:54:21] from the board we corrected the first semester end dates as chair while in [1:54:26] Freedman identified and then we did review the spring break Spring Break dates director pat sloth [1:54:34] encouraged us to look at and so the Spring Break dates the committee was [1:54:40] pretty unanimous about honoring the feedback of our stakeholders and wanting [1:54:45] to make sure that we were honoring the placement in each of the years honoring that feedback because it was split [1:54:50] across those two those two weeks and so by honoring both of those Proposal [1:58:29] there were two vendors that submitted proposals teacher ASAP and teachers on [1:58:36] call and the evaluation criteria that were you that criteria that was used [1:58:42] included the ability to meet coverage needs of the district the processes [1:58:47] operational invoicing reporting that clearly reduced workload on our current district staff reputation and references [1:58:54] a vendor strategy and processes in maintaining a strong pool of qualified substitutes for recruiting and [1:59:00] qualifying and then the total costs all right John was gonna talk through the [1:59:06] numbers but I will attempt to do that in his absence well I actually just to save [1:59:11] you from that we could read the numbers there you go so I don't think you really need to read that through okay and we [1:59:18] talked about this before I have some questions but I don't know if other people have questions so after a certain [1:59:26] time period this can be canceled belong 30 days notice by either side so the question first question I have is that [1:59:31] if they cancel it those 30 days give you enough time to build or get ourselves [1:59:38] ready for hiring our own subs yes okay that was easy there is a non solicit in [1:59:49] the contract and so does that and I mean I kind of noticed it didn't read it very [1:59:55] carefully but does that preclude us from hiring any subs that they introduced us [2:00:00] to or that we introduced them to so we are able to hire substitutes from [2:00:06] teachers on-call teachers own call does have a placement fee for newly recruited substitutes [2:00:11] have no prior connection to the district requiring that they work 480 hours of [2:00:17] for teachers on call besides that all substitutes working for the district may be hired at any time so if if we have [2:00:26] this if so if they terminate or we terminate so 30 days later comes do we [2:00:33] have to pay them anything if we hire any of these subs other than the sub fee [2:00:39] that's kind of the more complicated question yes [Music] [2:00:45] given the information that we have I think if if if we're if teachers on call [2:00:52] I identified that Ken I was a part of a candidate from their pool we would have to pay a fee and so then we'll we will [2:01:00] have a list of people that we've previously used that will sort of pour it over and we then won't have to pay a [2:01:06] fee for and then I'm just thinking of that if this contract ever gets terminated what happens you know what's [2:01:13] our options for hiring subs and are we incurring any additional costs right so [2:01:19] the current subs that we use that are short terms up so not our super sub or our long term subs they are not a part [2:01:26] of this so these are our short term substitute teachers that we use so that group that we currently use will be [2:01:32] rolled into the teachers our on-call system and so that group would certainly still be there available to us for a [2:01:40] short bench and then we would be able to hire and recruit other substitutes once [2:01:46] we knew how many spots we need to fill is it helpful so whoever we knew of prior to this [2:01:53] contract will be we could use at no cost post contract yes and anybody that they [2:02:00] introduced us to during the term of the contract we would then have to pay if we wanted to use them correct [2:02:09] okay anybody have any other questions so [2:02:16] one of the drivers of this is to save money and just to confirm John it did I [2:02:22] see seventy thousand dollars per year [2:02:29] director Michelson yes you did the first year will be seven thousand dollars even less though because there is a one-time [2:02:35] fee for implementation so it'll be about sixty two thousand is what they're [2:02:40] calculating for the savings in hard costs for the first year okay good [2:02:47] it makes me think of Jack Welch's dictum that hire somebody else out to do your quick question about the indemnification can you just [2:03:13] really quickly walk through for example if there's a workman's comp claim who [2:03:20] orange who pays for things like that since they're technically employees of this [2:03:27] company and not us it I the language was not very clear to me in the contract or [2:03:34] if there is some sort of accident on school grounds who would right they're there they're employees so they are required to have workers compensation insurance on the [2:04:05] general and umbrella liability they are saying what they will have four amounts if [2:05:59] last 40 or so pages of midnight reading is the actual property tax levied document so again a five point zero four [2:06:09] percent increases what we're asking the board to approve three point one eight percent of that total is because of the [2:06:16] increase in the voter approved operating levy referendum second step so so just [2:06:21] to be clear since we've got the voter technology just like we are intentional about our use of technology we have to be cognizant that [2:13:13] technology has a life and when it needs to be replaced this is a culmination of [2:13:19] about a year and a half of work with the leadership principals teachers from [2:13:26] every grade level on specials is to identify the technology that we're going [2:13:31] to use in a digital classroom going forward we'll be moving away from [2:13:37] ceiling projections into interactive panels that will go on the wall it will replace the smart boards and Promethean [2:13:44] boards where they're at right now and we feel that this will be a good process [2:13:49] going forward it'll be a two-year process that it'll be able to upgrade the AV wiring and all the elementary [2:13:54] classrooms which is still VGA not HDMI and also put the panels in place and I [2:14:00] ask for your approval this evening steepness has come out of the tech levy [2:14:08] yes it does it's a great question and so we always knew that at some time we're gonna have [2:14:13] to refresh the AV in our classrooms and so this is part of that refresh from the [2:14:19] 10-year tech levy that does expire in 2021 and so this will be one of the [2:14:25] final big projects through that tech levy great thank you what happens to the [2:14:31] old technology the old smart boards we're working with our catalyst sourcing [2:14:36] to offer those per legislation to charter schools for money and so there [2:14:43] will be a process where we'll collect those put those in our surplus Web Store and then charter schools and appropriate [2:14:50] schools can bid on that and purchase it so I'll fleet it may bring down the price a little bit and so these are [2:14:58] essentially replacements or are these new white boards for classrooms upgrades [2:15:05] yes and so just like in this and this facility right here in this room right here we have an overhead projection [2:15:11] system and so that projection system will come down and then where we have a smart board that's at the front of the [2:15:16] classroom it'll be taken down and replaced with a 75 inch television if [2:15:21] you will that is interactivity and wireless capabilities so it'll allow the teacher to present from their teaching [2:15:28] desk but then also be able to wirelessly connect and then also provide opportunities for students to connect as [2:15:35] well again we're not suggesting that these are on all the time and it's just when appropriate but after working with [2:15:42] teachers and at every grade level and the specialist these really did they [2:15:49] came out of above and beyond the most attractive for our teachers and the change in teaching styles is there a [2:15:56] training or an onboarding or short how-to booklet there's something that teachers can get in the Navy to check in [2:16:04] again six months later to see if they've if it was as easy as they thought or share new ideas so I appreciate you [2:16:10] bringing that up Sean be verson who I think presented this fall when I did the technology update we did mention that this was a [2:16:16] plan going and if this gets approved this evening that'll be the next step we'll be working with our operations to get it [2:16:23] installed but more importantly working and developing an implementation plan will include training for our teaching [2:16:29] staff just one point of clarification on the action item / milestone portion [2:16:36] Abbott says the task completion window is 6 1 19 to 626 19 would that be 6 1 20 [2:16:46] through June of 2022 yes because or I [2:16:56] wasn't sure if you were if the task completion was from when you started the RFP process so if you it was if you [2:17:03] meant to start from six-month that it should be it should go until 626 2020 on [2:17:30] that so the task completion window should be six one two it gets improved [2:17:38] to do the installation we'll start the installation in June so we're hoping to get ahead because we're using this [2:17:44] year's dollars to do the installation and it will be the first part will be done in a month for the into a V wiring [2:17:51] not interactivity and that technology is actually is starting to fail and it's [2:18:39] also that technology isn't necessarily still going to be supported by the companies and so we're working quickly reported more detailed enrollment [2:21:23] information than what is being provided in this monthly enrollment report I [2:21:29] recognize that the board will define what information we want on our data [2:21:34] dashboard going forward and it is entirely possible that the new [2:21:40] proposed report that is being provided us might be sufficient however in the [2:21:47] meantime I think it's important in the name of transparency and continuity for [2:21:53] us to continue to receive the old information to receive all of the [2:21:59] information that we used to historically receive there there are some major [2:22:06] differences including enrollment by grade by school differences with numbers [2:22:15] withdrawing and numbers enrolling and any prior year enrollment comparisons so [2:22:24] that's quite an extensive amount of information that is not being provided [2:22:30] in this new report and since the board has long talked about creating this [2:22:39] dashboard I think that that starting a new report right now doesn't seem to be [2:22:45] such a good idea and I would be just requesting that we continue our old [2:22:51] report until the board decides on what the new dashboard would be so you would [2:23:03] like to bring a motion to add an action [2:23:08] item and that action item is to require [2:23:14] the use of the old enrollment report is that correct well not the old data [2:23:28] okay so that's your motion is there a second for this motion and okay so now [2:23:38] we're at discussion of whether to require the old report and what I would [2:23:48] suggest is since I don't know why we've shifted to the new report and I don't [2:23:54] think that we told John that this was John that this was going to be a discussion item or an action item so I I can certainly provide that and I think the enrollment office [2:24:39] provided that before we certainly can continue that if that's the board's wishes to to give that supplemental [2:24:44] information so I think were you you were looking at enrollment from the budgetary [2:24:50] point and so which school and how many left how many came in doesn't effect [2:24:55] that and then you might be you can have in a different lens when you look at these numbers is that why you see this [2:25:00] report as as not meeting your need for information it just it's the detail [2:25:07] difference and I think I had mentioned this I can't remember it's a meeting we had a couple weeks ago and and it was [2:25:16] partially the reason I had brought it up was partially for the public - because we did change the format from from last [2:25:23] all the previous school years - to your reporting which I totally get you reporting because it is financially [2:25:29] based I think the key difference when the public is what the public is used to seeing was it was broken down by school [2:25:35] and then it had that nice little comparison year over so it's a you know April 18 versus April [2:25:42] 19 and it was just some data that helped us kind of look at look at it from an [2:25:48] overall perspective but what I had mentioned was is there a hybrid or something that we could do since we did [2:25:53] change the format and I think for board members and then even for the public just a way to better to see the data in [2:26:02] a way that helps them to look at some of those old things that they used to see but still you know hits on the things [2:26:09] that are important from from your department of course as well yes I think [2:26:15] we certainly can at least put together some kind of more brief summary if you [2:26:20] want if the board wants that from the previous enrollment report which did provide quite a bit of detail you know [2:26:27] obviously as you well know the the net numbers here are reflected in the buildings themselves and that's I'm just [2:26:34] showing the net numbers you know on what we get paid on so I certainly can do [2:26:40] that if that's the board's wishes I the reason that I'm asking is we are going [2:26:45] to be going through and deciding what types of data we would like to receive [2:26:51] and and that's we've talked about that as part of the strategic plan so it doesn't seem to make sense for you to [2:26:58] spend time creating a new report but to just provide the the other report until [2:27:06] there's been some direction for change so I think what he's saying is this is [2:27:13] what he needs from a financial perspective and so if we from a board [2:27:18] perspective need a different report and would like more granularity of detail [2:27:23] then I think that's totally fine I think that this is a discussion though that we [2:27:29] need to probably get some more information about because if if for [2:27:36] example if we go if we have two reports one is from the enrollment office and [2:27:42] then he's pulling information there's a chance that some of those figures are not going to align and then we get [2:27:48] questions like why doesn't this figure match what this figure if we're going to ask him to add more [2:27:55] information than we should figure out exactly what information that we want and we find critical that we need to see [2:28:03] as a board and so I'm not saying that it's not valuable and we shouldn't get [2:28:10] some of this information I just think that if this is information that he [2:28:16] needs I don't as a board want to say don't pull the information that you need to do your job and then to your point if [2:28:25] we're going to be deciding on this is what we need to see and this is what we need to elevate and these are things [2:28:32] that are critical to us doing our job as a board I think we absolutely should be having that conversation I I don't know [2:28:41] I don't necessarily know if we need to [2:28:48] flip-flop reports we're seeing at the monthly board meeting to have that conversation but I think we do it's a [2:28:57] valuable conversation to have I think [2:29:02] it's just a discussion of the two reports and what the information is used for so and it'll be obviously up to you [2:29:09] guys but I clearly see the difference between them so is there additional work required to produce the other report any [2:29:20] report that I get that I put into this report that you see tonight is from the enrollment office so they've produced [2:29:28] that report you know for many years before that I don't see any issue with them producing that going forward like [2:29:34] director Alan Berg said though if that's what to discussion its I'm the [2:34:17] action of this motion there we go so [2:34:29] Lenny can I make a comment about the enrollment numbers as an information I don't have just been suspending like [2:34:35] sure it's just quick I've noticed that it's our numbers are down 34 students [2:34:42] since October and at $8,500 a head that [2:34:47] Nets out to $289,000 and so we've lost that revenue in two months so this is [2:34:55] one of the reasons why I'm in favor of robust reporting on our exiting students [2:35:00] because that's that's a significant drop just in two months so that's all I have [2:35:06] to say can I ask we were going to be making [2:35:13] taking surveys I was wondering if when we're gonna hear back on the the service [2:35:20] so we're in the process right now of completing those surveys I could have [2:35:28] something back in January depending on the response rate of those respondents I [2:35:34] thought we had talked with October enrollment report meaning of seeing the [2:35:40] revised survey because I thought there was talk of revising the survey for the [2:35:45] newly leaving students and then it was going to come back to the board so we could just see the questions before they [2:35:52] went out so it's already gone out [2:36:06] is it the same survey you know Mary is not here we had a discussion with [2:36:16] enrollment and the questions that we gathered from that discussion we [2:36:22] included into the survey so the discussion the board had we included those two those questions in the survey [2:36:29] to gain the information you were looking for yeah you go ahead I okay so the [2:36:41] feedback that was provided at the work session drilling down to get into some [2:36:46] of those specific areas of what about learner needs so we did expand and stretch out some of those areas so that [2:36:53] we could have some more specific wording in terms of what what students were [2:36:58] requesting in the area of learning needs so we provided more space but yes that that survey is now officially going out [2:37:06] for students who are now exiting as of this month so so will you well we so the [2:37:17] students that we saw in the last survey were students that left in little [2:37:22] previous school year as I recall so anybody who chose not to return this [2:37:28] year or as left I guess since the first day of school are you reaching all of [2:37:35] them that's the group we're targeting okay so it is anybody who didn't return plus any new leaves right okay and I [2:37:44] have a friend who was surveyed and she did I asked her that specific question and she said it was very specific about [2:37:50] the specific reason that she left that it targeted for her specific reason that [2:37:58] she loved because I asked because of that feedback so I wanted to make sure so [2:38:04] just a last thought on enrollment would it be good to attach this to a committee [2:38:10] because then like on this particular item we it would have been a little tick [2:38:16] like oh we should ask about that because I don't think it really has a set committee I know what you would think HR [2:38:23] but I don't know I so just a thought going forward you might want to attach it to a committee either like finance or teaching and learning I think it's a [2:38:30] good idea something okay I do have a [2:38:37] leadership update it's as follows on December 9th 2019 the school board met [2:38:42] in closed session to conduct a mid-year informal evaluation of superintendent Schultz the purpose of the mid-year is [2:38:48] to meet with the superintendent to highlight particular areas to focus on for the remainder of the school year and to recognize positive areas it is not [2:38:56] intended as a comprehensive evaluation in general the board's conclusion is that superintendent Schultz has [2:39:02] performed very well areas of exceptional work that were highlighted include dr. Schultz whose work with financial [2:39:08] oversight of the district he presented a budget to the board that mythical zuv increase in the fund balance to an [2:39:13] excess of 6% while preserving key programs in addition he again brought key stakeholders to respond to questions [2:39:18] regarding budget cuts dr. Schultz has work in building relationships and collaborating continues to be an area of [2:39:25] particular strength whether it's with his own leadership team parents teachers or interested community members this [2:39:30] strength is always valued and an important aspect of leadership dr. Schultz has proactively identified [2:39:36] issues in the district that need to be improved and brought these to the board's attention one example is the need to assess intervention services and [2:39:43] recommend additional student services there Byrd also noted dr. Schultz as leadership and improving district [2:39:49] communications the board did identify several areas for improvement the board [2:39:54] would like more involvement by dr. Schultz in guiding the board and board values dr. Schultz has expertise as an [2:40:00] educator I would like to hear his vision for our district and voice when in discussing important district initiatives the board feels the dr. [2:40:07] Schultz should have a stronger voice and hand and helping manage large initiatives such as the strategic plan their board would also like to have more [2:40:14] consistency with data as part of the evaluation the board also discussed extending dr. Schultz's [2:40:19] contract we will continue discussions in it in that area going forward with that we look forward to a successful [2:40:25] completion of this year are there any committee updates so I [2:40:33] just have a couple additional comments [2:40:39] so I know earlier we recognized Amir and Sarah's tenure on the board and I just [2:40:45] want to add a few more short comments I'll start with a mirror so Amir has [2:40:50] been out of work for four years and from the moment he chose to run he brought new approaches and ideas to both [2:40:57] campaigning and disserving once on the board he brought a reflective approach that served the board well on numerous [2:41:04] occasions we will miss him on the school board Sarah's next she's been on the [2:41:10] board for eight years Sarah and I came onto the board at the same time she has always brought great [2:41:16] enthusiasm and energy to her work on behalf of the kids in the district that's every single day for eight years [2:41:22] pretty amazing I appreciate that enthusiasm as well as their work and improving board [2:41:27] operations we will miss Sarah's on the board going forward and we have [2:41:35] completed our agenda I would just like to say it's been an honor to serve with [2:41:40] all of the members that I have served with over the time and I'm thankful that [2:41:45] the people of you dinah allowed me to do this and I wish the district which my [2:41:51] kids are still in and a new board wonderful success and all that you will [2:41:56] continue to do and I just appreciate all the work that's going on in our district [2:42:02] to better our kids thank you thank you [Applause] [2:42:12] we have completed our agenda is there any objection to a journey hearing none [2:42:17] we are adjourned thank RV
