Call to Order Chair Lukens called the meeting to order at 7:01 p.m. then shared the procedure for community comment. ## 2. Roll Call Answering roll call were Chair Lukens, Vice-Chair Haugen, Commissioners LaCasse, Martinez-Salgado, Tessman, and Bartholomew; and student Commissioner Tyshow. Absent was student Commissioner Lassig. ## 3. Approval of Meeting Agenda Bartholomew made a motion, seconded by Martinez-Salgado, to Approve Meeting Agenda. Motion carried. ## 4. Approval of Meeting Minutes 4.1. December 11, 2025 Meeting Minutes Haugen made a motion, seconded by Tessman, to Approve Meeting Minutes. Motion carried. ## 5. Special Recognitions and Presentations ## 5.1. Dark Skies Presentation Edina Resident Kate Hage gave a presentation about light pollution and shared opportunities for Edina to combat the issue. ## 6. Community Comment No community comment was received. 7. Reports/Recommendations ## 7.1. Advisory Communication Supporting ETC Study & Report Tessman motioned, seconded by Haugen, to Approve the Advisory Communication. Motion carried. 7.2. 2026-2027 Work Plan Commissioners discussed the work plan. ## 8. Chair and Member Comments Student Commission Tyshow shared Project Earth is hosting a swap event on February 28. ## 9. Staff Comments Liaison Bayer reminded the commission they have the opportunity to draft an Advisory Communication related to the Extreme Heat Report. Commissioners agreed they are interested and will bring a draft to a future meeting for consideration. 10. Adjournment Tessman made a motion, seconded by Bartholomew, to Adjourn. Motion carried. Meeting adjourned at 8:26 p.m.
