and my other Adina address is 5200 Wilson Road short [3:34] distance from here Uh I'm very pleased with the construction progress that Ames [3:39] is making on the 50th Street Bridge Uh uh thus far they're just really doing [3:46] swell on this And um I'm here because I have concerns as a person that uses that [3:52] intersection frequently going down to Wilson Road and I also walk it regularly [3:58] to uh Grand View And I'm here with a [4:03] request And that request is that we make the west side going down at least to the [4:10] driveway of 5200 Wilson Road No parking We're talking only six or eight places [4:17] uh with the increased traffic coming off of Eden Avenue through there and we've got buses coming through there and we've [4:24] got everything and we've got bicycles and we've got walkers and we have the regular you know extra burden traffic [4:32] You know we'll make it through this if we're all heads up and just be a little careful But it coming off that it's [4:38] dangerous We have additional vehicles coming off And so my request is that you [4:44] make that area uh that I described which we're talking six or eight cars here make it no parking Those people can [4:50] either park over at the Jerry's ramp there's adequate parking they can use [4:56] and they may feel like they're being uh uh disadvantaged but we're all going to [5:01] have to give during this construction So my request again is to give that your consideration and thank you for your [5:08] time and courtesy Yeah thank you for that I've made that observation too I think it's a good observation on your part Mr Gro Thanks for [5:24] that Good evening My name is Nora Davis and I live at [5:29] 6921 Southdale Road of course in Edina in the Lake Cornelia neighborhood And [5:36] I'm here tonight to give a shout out and a big thank you to the Adina [5:42] Police As you know the Southdale area wins the prize for the most calls every [5:49] week It was 347 the past seven days and I appreciate [5:55] all that they do I remember waking up in the middle of the night and hearing drag [6:00] racing along France Avenue and I thought I need to call the police And I thought [6:06] "No I bet they're already there." But we have learned a lot about [6:11] crime in the last year We know about flaw cameras and they're watching license plates and they're doing warrant [6:18] arrests and taking care of disturbances and dealing with mental health issues [6:24] And I think how lucky we are to have them So thank you And a round of [6:30] applause for the Adina Police Department [6:35] Thank you Thank you M Davis There's a gentleman that stood up [6:40] in the back Yes sir Yeah we can We're going to give you a [6:46] handheld microphone if you want to use that center console and you can you can stay right [6:52] there and put it right in the middle I think And that's your page [7:01] Thanks Hi my name is Taylor Brushwine I live at 5744 Euing Avenue South I'm here to [7:09] advocate for improving bikeability throughout the city Uh that's a huge topic so I'll focus on one point tonight [7:15] and that's to ask you to rethink who you are thinking about when these bike projects come to you Um and I think we [7:22] hear the word cyclist and everyone has an image that pops into their mind probably looks a lot like me maybe in better shape riding their road bike 15 [7:29] 20 miles an hour down the road I'm asking you to move away from that that image I want to share a few things This [7:36] first is from the the bicycle master plan of Edina and it's breaking down the whole city based on what they think of [7:42] biking And I'm asking you to move away from that right side that 7% or even that 1% and instead focus on the 60% of [7:49] the population that's interested but concerned and they might bike right now but if there's a barrier or two if it's [7:55] not safe they might not bike at all Um and I wanted to share a few images of who this might be to kind of replace [8:02] that cyclist image Uh the first I think you all think of this and I've heard it plenty of times in discussion here so [8:08] thank you for that It's it's kids uh most importantly going to and from school or to all of our great amenities [8:14] the aquatic center to a friend's house Uh really important for them Um but there's a couple others too Um the [8:21] second one maybe it's a recent retiree who hasn't biked in 20 years and she just got a new ebike with the city ebike [8:28] rebate plan and wants to go to the new library at Southdale or something like that Um but if we're forcing her to be [8:34] in the street with 30 mph 40 mph cars um she might not feel comfortable to do [8:39] that Um I should say those first two are AI generated This last one is not Um so [8:45] the last is parents or my wife in this case where on our own or on my own we might feel comfortable biking around in [8:52] on our city streets but if you add kids to the situation that heightened awareness might just make us less [8:58] comfortable and and unable to to travel the way that we want to So I'm asking to [9:03] you to think about people like this and and kind of move away from that cyclist that 1% that 8% cyclist Um thanks for [9:11] your time All right Thanks for being here [9:19] Anyone else wish to address the council on a matter of concern to [9:24] them okay let's uh check uh again to see if anyone anyone is watching and [9:30] listening online and see if they want to address the council I have no one online [9:35] sir Okay All right Let's turn then to our city manager who will be addressing [9:41] matters that were raised at the last uh council meeting by some of our residents and and those were those questions were [9:47] answered that week of that particular meeting uh and they were those answers [9:53] were posted online on our website but nonetheless we also follow up at the next city council meeting and have the [10:00] city manager uh provide those supplemental answers as well Manager Neil Thank you your honor members of [10:06] council Um yes So those questions and responses are on our website and they're additive So every time we add more to [10:13] previous uh previous questions Uh we had three questions uh at our last meeting in in April The first one was why is the [10:21] city considering using franchise fees for street reconstruction uh we're considering it because we we have a goal [10:28] from the council in this budget cycle to reduce our our general fund tax levy And [10:33] right now we are using some of that tax levy to pay for uh special assessment or [10:40] our side of the special assessment street reconstruction uh project costs By replacing that uh by by generating [10:48] more money in franchise fees we can replace some of that property tax uh generated money and we can reduce the [10:54] property tax levy for our property taxpayers So that's the answer about why we're considering it Uh the next [11:00] question was is there a cap on how much franchise fees can be increased uh no there is not a cap There's not a state [11:08] uh imposed cap The only cap would be at the local level So a locally elected uh [11:14] uh city and local government uh representatives have a chance to control that Uh the final question was how are [11:21] current utility franchise fees used uh we currently divide our our utility [11:27] franchise fees into three buckets Uh the first is the pedestrian and cyclist safety fund 50% of the total utility [11:35] franchise fees we collect go into the pack fund Um the cons uh conservation and sustainability fund the CIS fund 39% [11:43] goes into that and the final 11% we're reserving for street lights and street lighting PAX funds are used primarily [11:50] for construction and maintenance of sidewalks bikeways trails crosswalks associated signage and pavement markings [11:56] as well as staffing and operational costs uh to maintain that system The uh [12:02] CAS funds are used for energy efficiency renewable energy electrification capital investments that [12:08] have sustainability at their root uh policy implementation and staffing to [12:13] implement uh the policies that we are adopting there Uh city council's con is currently considering the use of of some [12:20] of these funds to pay for street reconstruction As I mentioned earlier uh we're going to be getting we gave the [12:26] council some um some feedback or received some feedback from council prior to this meeting on that subject [12:31] and we'll be having more uh discussion around utility franchise fees uh later this spring Good Thank you Yes member [12:41] Thank you Um so I one follow-up question and then maybe one point of clarification at least in in how I'm [12:47] understanding it Um so one of the reasons that we as council directed [12:53] exploring using this as a a way to do the the street reconstruction I think [12:59] was partially because that's how a lot of other cities use it Um and so it I just want to clarify it's kind of [13:05] precedent and looking at what other places are doing Um but the way that I understood Mr 's last question on if [13:12] there was any regulation about what they can and cannot be used for I interpreted [13:17] that to be a little bit more broad like is there regulation at a state level [13:23] about how these utility fees can be used and I don't know if you have an answer to that Okay Mhm Uh very little actually [13:31] They're they're they're a broad um revenue source for cities Some cities use them for for street reconstruction [13:38] capital investment Uh some cities use them for operating costs too So at this point in let in the legislative history [13:45] of franchise fees there's still a lot of of authority that's kind of taken down [13:50] but down by local governments to use the the money that way Attorney Kendall would you want to [13:56] supplement the city manager's response on on the legality or the use of franchise fees and the scope of their [14:03] use from a state statute standpoint uh mayor not much to supplement I think the [14:09] manager's response was correct There's there not a lot of limitations on how they can be used [14:15] All right Very good Thank you Um next we're going to move on to the consent portion of the agenda and we've got [14:22] several items on that portion of the agenda Uh member Jackson was not here for the last meeting So we're going to [14:28] remove the minutes uh for the work session and the regular meeting of the council for April 16 raising ceremony And it is done in [16:14] conjunction with National Police Week which is going to be designated May 7 11th through the 17th 2025 We some have [16:22] some of our peace officers in the uh in the chambers this evening with us I'm [16:28] going to read that proclamation and invite anyone in our uh listening audience uh or viewing audience who [16:34] wishes to participate or watch that flag raising ceremony which is quite significant I think uh on the morning of [16:42] the 13th of May next Tuesday at 9:00 You're welcome to attend Um many of our [16:49] uh public safety personnel will be there both police officers and firefighters [16:55] and it is an is an appropriate way to celebrate this week this national police [17:00] week Uh and here is the proclamation national police week designating May [17:06] 11th through the 17th 2025 as National Police Week Whereas the week of May 11th [17:11] through the 17 2025 is National Police Week in the United States And whereas [17:16] there are more than 800,000 law enforcement officers serving in communities across the United States [17:22] including the dedicated members of the United Police Department And whereas nearly 55,000 [17:28] assaults against law enforcement officers are reported annually resulting in approximately 16,000 injuries to [17:34] those law enforcement personnel And where has since the first recorded death in [17:40] 1786 over 24,412 law enforcement officers in the United States have made the ultimate [17:47] sacrifice and been killed in the line of duty And whereas the names of these dedicated public servants are engraved [17:52] on the walls of the National Law Enforcement Memorial in Washington DC And whereas 345 new names of fallen [18:00] heroes are being added to the National Law Enforcement Memorial this spring including 148 officers killed in 2024 [18:08] and 197 officers killed in the prior years And whereas the service and [18:14] sacrifice of all officers killed in the line of duty will be honored during the National Law Enforcement Officers [18:19] Memorial Fund's 37th annual candlelight vigil to be held on May 13 2025 And [18:26] whereas May 15th is designated as peace officers memorial day in the United [18:31] States in honor of all the fallen officers and their families and US flag [18:37] should be flown at half staff on May 15 2025 Now therefore the city council of the city of Edina Minnesota hereby [18:43] proclaims May 17 May 11th through the 17th 2025 as national police week in the [18:50] city of Edina and calls upon the residents of the city of Vina to observe this week in honor of the men and women [18:56] whose diligence and professionalism keep the residents in the city of Edina safe [19:01] Uh is there a motion [19:57] National Police Week The line of duty death so far in 2025 is 23 We would like [20:04] to share the story of one of those officers On April 22nd 2025 Deputy Jesse [20:11] Perez conducted a traffic stop in Dawson County Texas While on the stop Deputy Perez was [20:17] struck and killed by debris from a passing vehicle Deputy Perez had served [20:22] in law enforcement for just eight months and was 42 years old He was also a [20:28] father and husband When most think of line of duty deaths critical incidents often come to [20:34] mind However Deputy Perez's sacrifice is a somber reminder that our daily routine [20:40] is inherently [20:48] dangerous Good evening again council So this week is a time of reflection and remembrance We pause to [20:55] honor the dedication commitment and sacrifice of law enforcement officers across the country especially those who [21:01] have given their lives in the line of duty like Deputy Perez It is also a moment to recognize the officers who [21:06] continue to serve with integrity and courage each and every day Our work in law enforcement is not just a job it's a [21:12] calling It demands compassion resilience and an unwavering commitment to justice and public safety We are proud to stand [21:19] with the dedicated members of our department who serve this community with professionalism and heart We're also [21:24] grateful to the citizens and leaders of Edina for your support It is through our partnership with the community that we [21:30] are able to build trust solve problems and create a safer and stronger the agenda this evening And now we're going to move on to the only public hearing matter we [24:37] have this evening And we're going to take some public testimony tonight And I think staff's going to suggest that we [24:42] leave it open for continued uh input from uh residents uh until Sunday May [24:49] 11th 2025 Kerry Teague our community development director is going to [24:54] introduce the topic And we've got uh representatives here from the applicant that will be speaking as well So I'll [25:01] turn now to Director Teague to introduce the matter Yes Thank you Mayor members of the council This is a site you're [25:08] familiar with We've had a few development proposals here uh over the last few years It's the uh property [25:15] located directly west of Southdale 22 acre parcel um sometimes referred to as [25:21] the Southdale office center currently guided in the comprehensive plan for office and residential use It has a a [25:28] PUD zoning that that zoning designation was created in [25:34] 2017 and the plan on the screen was the development that was supposed to occur [25:39] on that site but never did The Bank of America did develop in the the uh south [25:45] portion of the site but the retail space hotels um office medical none of this [25:51] has occurred Just to as a refresher some of the development projects that we've seen [25:58] proposed on the site This was one probably three or four years ago It was [26:03] apartments medical office some parking ramps Uh this was denied by the council [26:10] Most recently just last last year a medical building was proposed in [26:16] the where that middle office is located they would they would would have torn that down built this new medical office [26:23] with a ramp in back and then a new tavern on France The applicant didn't pursue that It it went to planning [26:29] commission but never came to the city council So the proposal before you this [26:34] evening is to resend that original PUD from 2017 go back to the original zoning [26:42] of PCD3 on the site what they'd like to do is just remodel that middle building [26:48] that was supposed to be removed They would also there's some handicap accessibility issues uh that they would [26:54] build these new entrances to that facility provide some handicap accessibility to the [27:01] site They would also do some improvement of the parking area in front of that [27:06] middle office building um all code compliant U the number of parking spaces [27:12] is code compliant over the entire site So the request before the council is to [27:18] resend that PUD and reszone the site to its original designation of [27:24] PCD3 They're also asking for a conditional use permit for the existing office buildings Offices are a [27:31] conditionally permitted use in that PCD3 zoning district [27:36] So looking at the comprehensive plan the office residential um the land use categories the existing [27:43] uses out there are all consistent with the comprehensive plan Primary uses on the site again office with the secondary [27:50] uses of the bank and the restaurant So the uses are compliant with the comprehensive plan In terms of the [27:58] reasonzoning the factors that we look at is it consistent with the comprehensive plan will it be detrimental to [28:05] surrounding properties won't result in an overly intensive land use Um there [28:10] would not result in undue traffic congestion Conforms to the uh city code [28:16] uh standards and has a proper relationship between buildings Uh both [28:21] staff and the planning commission believe all of these factors are met Again the only changes that you would [28:27] see out there those little front entryways and then the reconfigured front parking area There actually would [28:34] be a reduction in the floor area ratio that was allowed under the PUD at 1.0 [28:39] under the PCD3 zoning Um just a 75 is allowed So actually they're losing a [28:46] little square footage here with the site Conditional use permit criteria also uh [28:51] is met very similar to the reszoning So primary issue is uh is it reasonable to [28:57] reszone back to the original PCD3 zoning district again staff and the planning [29:03] commission believe that it is and are recommending approval The planning commission recommendation uh was [29:08] unanimous But again we are asking that you close the public hearing on Sunday May 11th and continue action to your [29:16] meeting on May 20th With that I can answer questions and the applicant is here to present as well Yeah very [29:22] succinct but comprehensive So thanks for that Let me turn to my council member colleagues and see if anybody has a [29:28] question for you at this point in time All right I think we're eager to get on eager to get on to the applicants [29:34] presentation and I think we've got you want to introduce who's here from the applicants team i see Copeland coming up [29:41] from OV Development and then uh I think Sean Smith is here as well from Wilder [29:46] Uh good evening Mayor Havland and city council members My name is Dela Colpin I'm with Olympus Ventures one of the [29:53] ownership teams for Southdale uh office partners as well as Sean Smith of Wdemir [30:00] Um I I know that uh Carrie gave you an overview of what we're planning to do but I just want to take a few more [30:06] minutes to show you a little bit more in detail of the plans that we are proposing on the site currently [30:19] How do I just move it forward to the next page [30:24] okay So again I think as Carrie talked about you know our goal right now um as we've looked at this site uh moving uh [30:32] reszoning it is to really focus on um our current buildings on the site We [30:37] really want to look at preserving and enhancing the existing buildings specifically the 6700 and the 6750 [30:44] buildings We want to improve the curb appeal to France Avenue We want to improve the ADA [30:50] accessibility I don't know if anybody's been in the office building Um but there are some challenges um with specifically [30:56] the 6700 and the 6750 buildings And then we really want to look at modernizing [31:02] our building systems um within that uh structure So just to give you a little bit overview of what we're planning to [31:09] do um the boxes are really showing what our work is We're going to have a new entry at the 6750 building It's tucked a [31:16] little bit behind Tavern on France We're going to have a new entry at the 6700 And then this whole area [31:23] will have new parking And I'm just going to show a little bit more of what we're going to do there And then we have a new [31:28] infiltration basin We do have our approvals from the Nine Mile Creek Wershed District currently and just [31:34] waiting for the resoning uh to move forward uh for the project [31:40] Just a little bit of view of this is the existing entries that you see at 6700 and 6750 So you can see it's a little [31:48] bit challenging with the steps They get slippery Um if you are handicapped you actually have to go around the backside [31:54] to enter the building So uh our goal is to create as Carrie showed you these new [32:00] entry um elements for those two buildings We really wanted to work with the kind of the mid-century modern [32:07] architecture and create a statement um for these buildings so that people could actually have great visibility The new [32:13] entry cubes basically take over the same footprint of what you see from the 6750 So we're not really increasing in size [32:20] but we are enclosing it This is the plan of the cube So you'll have an entry We [32:26] have stairs on the interior but we also have what you call a Lula elevator so that people can get up and down a small [32:32] seating area if people are waiting um for someone to pick them up We do have medical office users in some of these [32:39] buildings and so it's a really great place for people to wait and get picked up And just a few of the interior [32:46] perspectives to show you a little bit what it's going to feel like and we really want it bright airy and again a [32:52] great place where people could uh you know potentially meet or wait for someone to pick them up [32:58] And that's really um the overview of what we're doing on the exterior of the buildings This is really more of the [33:04] hardscape and landscape Again I talked a little bit about we really want to improve our curb appeal to France Avenue [33:11] Really look at adding more plantings and probably creating a more modern look and feel to it So um this is the main entry [33:19] on from France Avenue right here Um this area we're going to create a large roundabout here uh so that we the 6600 [33:28] building is in front and just creating a much more uh curb appeal for the main entry building We're looking at new [33:34] signage Um looking at a few other things there You'll see that we're looking at uh more varied coloration within the [33:41] site So it actually has a different feel throughout the seasons um on the [33:47] site And then this is in front of 6700 Tavern on France is just going to be to [33:54] your left This is the new cube We are creating a new plaza so that there could [33:59] be some uh maybe even some community events if you know uh Girl Scouts wanted to sell cookies or there's just [34:04] different things that we're looking at Maybe it can be used beyond just people in the office park itself And again [34:10] you'll see there's a lot more new landscaping This will have all new curbing all new uh patuminis And the one [34:17] thing that we're really excited about is the Tavern on France We're looking at enclosing our trash and delivery area um [34:23] just to kind of hide it so that it uh isn't quite as open as it is right [34:29] now And that really is just showing you again what we're proposing to do on the on the campus today All [35:01] applicant I don't quite understand how the front parking lot is going to change Um we've [35:09] got in the plans I can't tell what page that's on Um [35:16] so when you're there's the show us on the here where the existing that's the [35:22] existing driveway that's there This is the existing driveway that has a signalized intersection and um here [35:28] we're going to be creating the roundabout There's a little there's a quite a bit of space right in here and it sort of is like no man's land a [35:34] little bit and so what we want to do is to create this roundabout to actually have much more clarity of how you get to [35:41] 6600 6700 building Um so that is that place So really this box here is showing [35:47] you where the uh parking lot improvements are done If you remember 6,800 in this area here had new [35:54] improvements last year and so um this whole area here will have brand new uh curbing Um it'll have uh brand new [36:02] patuminous striping and then most of the landscaping is coming out and we're adding in new landscaping Okay And so [36:08] that 6700 entrance will be easier to find if you're going there for the first [36:13] time Yes Okay That so that that what is a little circle now will open up into a [36:18] more friendly roundabout Um okay Great Thank you Yep Thank you Yeah [36:26] Council members at this point in time um are there some internal improvements that were going to be made i think that [36:32] um one of the things I've had conversation with folks about is that possibly the cafeteria which is on the [36:37] Valley View roadside uh between those two buildings would would be renovated as well and maybe [36:44] reused So in this building um actually in 6700 and 6750 there are uh capex that [36:51] we're doing There's rooftop units roof uh an interior you know just infrastructure that we're doing But [36:57] you're right on the garden level of 6,700 there is a cafe that had closed [37:02] down I think right after COVID Um and we are looking at rejuvenating um that that [37:08] cafe getting a new tenant in there and actually maybe even creating a little bit more commons area at that same level [37:14] still TBD because we're really focused on just getting uh the tenants uh [37:20] leasing um to be improved on the 6700 and 6750 I think I saw some [37:26] correspondence from uh one of our residents at least uh maybe more than one about concerns about um uh that west [37:34] side uh are you going to be enhancing parking might you affect that Oak Savannah stand out there and I my [37:40] understanding was no There won't be any impact on the on the We we have no work going on the back side of the property [37:47] and no intention of doing that No Okay And no intention of expanding the [37:52] parking capacity on the backside on the west side on the Valley View roadside No [37:57] Again as I stated earlier our focus today is really to improve the existing infrastructure and the existing [38:04] buildings um that we've really probably not focused on as we were looking at the 2017 PUD Okay good I think those [38:11] assurances are helpful because um I think everybody everybody that's familiar with the site loves that oak [38:17] savannah stand and uh wants to see it remain as part of nature in other otherwise pretty urban environment So [38:24] thanks for that Um council member thank you Uh this one I think might also be [38:30] for city staff but I know that there was a considerable amount of discussion about [38:35] um what would require revisiting either planning commission or city council for future [38:43] changes um can you help me understand you know maybe a couple more of those [38:49] specifics if they came back and wanted to for example build a parking ramp in the back again like one of those visuals [38:56] uh or one of the presentations earlier on had shown um would that necessitate them coming back to city [39:03] council and and maybe where is that line of what would be permissible as is versus what would require them to come [39:09] back yeah to add a new building on the site or a new parking ramp That would require [39:15] a site plan review Uh that would come back before the the planning commission and city council Okay And then based off [39:23] of the tree comment which I do think is an important one I understand we're also [39:28] at the same time looking at a potential tree canopy ordinance that would affect [39:35] down the road um sites like this Is that is that true and can you maybe give me an update on potential timeline for that [39:42] yes Our I believe before the end of the year maybe later this summer we will have a [39:49] commercial uh tree protection ordinance in front of the planning commission and city council Thank you lot of people on my email list but this one has been frustrating [40:55] because we didn't know what was going to happen Um thank you for the information [41:01] you gave tonight because now we have an idea of what's going to happen We didn't [41:08] know that Um had some angry folks that were not happy that my request to meet [41:16] was denied Um but it's was a very uncomfortable position for me to be in [41:23] Now we know what's going to happen and now we know uh and we don't have a lot [41:28] of time to react but react we will Um and the trees you know we do love those trees [41:35] They are a perfect buffer for that entire neighborhood And my concern and the [41:42] concern of several other people was okay so we changed the ordinance Does that [41:48] mean it's going to be another battle another tree battle the next time around [41:54] can something be added to that ordinance that says there shall be no touching of [42:00] the trees along Valley View Road because it is important to people We have lost [42:07] so many trees in the area and I just you know we don't have as many birds as we [42:14] did and we don't have as many trees as we did and if we could protect Um a couple of things and that I was concerned about then and maybe is [43:25] kind of rear rearing now um is the area along France Avenue I walk a lot along [43:32] France Avenue uh and it's very unfriendly I know the applicant has talked about at least enhancing a [43:38] portion of this site uh where they're doing some work but the entire length of [43:45] France Avenue and facing and trying to enhance uh what it looks like along France Avenue would be important to me [43:52] and I think important to other users of that sidewalk area Uh also the area of [43:57] the infiltration pond I'm not sure exactly what that's going to look like but hopefully there's some context about [44:05] uh perhaps landscaping and what it looks like because it's just now uh appearing [44:10] on the map So landscaping around there because it's not going to be a wet pond It'll it'll [45:03] be it'll be landscaped Yes To accommodate rain garden type materials Yes So if it rains they won't be killed [45:11] but it will have a pleasant appearance is what I hear you saying Correct Okay Part of your landscaping plan Yes Um and [45:18] I mean it basically is called the infiltration sort of rain garden So that's what it is but it doesn't it's not going to have like the cattails or [45:24] anything that's like a wet sort of landscaping that you would see around a wet pond Understood Council coordinator has this matter and that is the potential reasonzoning subdivision [48:40] site plan with variances at 5100 Eden Avenue for uh Opus Corporation Another [48:46] matter we've been discussing for a few months now between the city council and the planning commission So Mr Lewis [48:53] welcome All right Good evening Mayor members of council Um so as you mentioned this is [48:59] an item being continued from our last meeting Uh Opus Development Company has submitted applications for reszoning [49:05] site plan a new plat and variances for the site at 5100 Eden Avenue Uh the [49:10] proposal is to construct a five-story 112,000t office building that would potentially include a commercial or [49:16] retail use on the ground floor Uh the request requires resoning from planned office district 1 to planned commercial [49:22] district 2 subdivision approval of a new plat to consolidate seven parcels into one and site plan approval with several [49:29] variances Uh at the previous meeting we held a public hearing and staff gave an overview of the project Staff is [49:35] recommending approval um as did the planning commission The planning commission had uh a few recommended [49:40] conditions for approval which the applicant uh has already revised uh their plans to comply with Um so tonight [49:46] I won't go through my entire presentation but I'd be happy to answer any questions Uh there was a a followup [49:52] uh a question I was going to respond to from council member Agnu but since she stepped away I can hold off on answering Well we'll wait for her but council [49:58] member Jackson has one for you I think Okay Sure Yes Thank you Mr Mayor Um so I [50:04] watched the presentation and everything Thanks for your work Um the one question I definitely has is this has eight [50:11] variances to it When we are revising the zoning code do you anticipate that the type of [50:20] zoning commercial zoning that would be available in this area would maybe require fewer variances is that is it [50:28] are the variances such that if we were redoing the whole zoning code for commercial in that area it could be [50:34] incorporated or are they sight specific yeah I think certainly a goal of when we do update our zoning ordinance it will [50:41] be to bring it closer into alignment with what is envisioned in you know the comprehensive plan and the small area [50:46] plans Right now I I think just from staff's analysis there's kind of a bigger disconnect Um so hopefully these [50:52] variances will be less That's not to say that you know every project will will not require variances but hopefully they're they're closer to matching our [50:59] true expectations I think if you look at kind of some of the renderings in the small area plans they more closely align [51:06] with what's being proposed than what you would get if someone were to do something under the existing ordinance [51:12] that 100% complied Okay So so in your presentation you had several of the [51:18] buildings in the area and their sort of their size and their scale and this uh and I assume you included those to show [51:24] that this is in uh company with those that it's very similar in size and scale to what's already there Um you're [51:31] talking about the slide that showed the other like recent development projects that have been Maison Green and things [51:36] like that Yep So and yeah throughout the report um I kind of talked about how yeah the the building height the floor [51:41] area ratio the setbacks are very in line with those other recent you had a chart too I remember that So okay so that was [51:48] my question Thank you Yep Other questions from council members at this point in time and we've got people from [51:55] the applicant with us I think as well if you want to that that's true Maybe I'll take this moment to respond to your uh [52:00] question from the last meeting Uh council member Agnu you had a question on the compliance table [52:08] um here and and why there was a you know sort of a discrepancy here Um so first [52:15] of all the there's a bit of a typo here So these two setbacks should be flipped It's actually 45 feet to the curb along [52:23] Eden Um and the reason why there's this is 45 ft and not 40 um is because the [52:30] the property line along Eden is not perfectly parallel with the curb So it kind of fluctuates from like 30 to 35 ft [52:38] And then this 34 ft should be along the Arcadia side It's not to the curb It's [52:44] actually to this other portion of the building So it was saying it's a 10-ft setback here but a 34 foot setback to [52:52] this portion of the building [52:57] Yep Yep That was her question was on the the PUD um on the compliance table Thank [53:03] you public hearing So tonight we're just here to answer any additional questions you might have Council members questions I think we've [58:36] gotten quite a bit of feedback in the uh last couple of weeks too from from [58:41] residents but um uh I don't know director Teague anything further that you wanted to add [58:47] nothing further for me Yeah I think the planning commission staff all recommend [58:52] that we the the process that we had was thorough and comprehensive A lot of [58:58] public participation uh the time period involved I think was over a year uh with many meetings and um [59:06] and certainly there are different views of the world as we all know and we've seen some of those over the past couple [59:12] of weeks in particular with emails and things but nonetheless uh uh we stand [59:18] here ready to vote on this tonight and uh approve it uh and then um by [59:23] resolution and um also potentially authorize the submission of it to the Met Council So is there a motion to that [59:30] effect to to adopt resolution 2025-32 which would approve the Lincoln and London area small area plan and also [59:37] also authorize the submission uh of that plan to the authorize submission of that plan to the [59:55] Met Council Any further discussion um I I do have some comments Is it appropriate now okay Um so [1:00:04] this was a a lot and I want to say thank you to everybody who was involved in this It was a lot of work uh staff and [1:00:11] the task force members and the consultants Um it was you know I really [1:00:17] appreciate it was very thoughtfully done Um you know I want to acknowledge that [1:00:23] in the course of having this conversation there were people who said "We don't want anything to change." And [1:00:29] I I respect that and I acknowledge it Sometimes we can't help but things will change Time takes its toll And so now we [1:00:37] have a very good blueprint for what change can look like that's a neighborhood informed And so I'm I'm [1:00:44] very grateful for all the different levels of participation in this Um I thought it was really interesting that [1:00:50] um in the report it talked about the changing relationship with Nine Mile Creek And it it's that's fascinating to [1:00:57] me because it is with the bike trail especially now it's a beautiful natural thing before it was kind of hidden and [1:01:02] polluted really And so now we can understand where the water's going and and how that all works and we can [1:01:09] enhance it here at the Lincoln and London area Um I also uh very much um [1:01:16] love the value statements about the environment making it safe and convenient looking at the transportation [1:01:22] issues there Those are all things that we can you know I live in the neighborhood These are things I'm concerned with every day especially the [1:01:29] traffic movement Um and and I know that the neighbors are are concerned about that [1:01:34] Um I am very pleased that uh the way you set the expectations um including the [1:01:40] size of the costs for the different ideas because now when something comes over oh that's a great idea Well who's [1:01:47] going to pay for it now we know it's a really big good idea or it's a it's a doable good idea So I'm I'm very [1:01:54] thankful for that I'm thankful for the list of funding sources so we can get ideas going about well maybe there's a [1:02:00] pot of money that's going to come in that we can do some of this and gets the the process um starts it so that it's [1:02:06] not just a blank piece of paper Um I really appreciate including the city [1:02:11] policies and the value statements that we already have into the framework of this Um it really echoes back what we [1:02:18] hear over and over again that we like our green spaces in Nina We like the environment and we want a place that we [1:02:24] can walk and enjoy Um so I I was really pleased with the structure of the report [1:02:29] as well as the content Um and it was commented by by my uh peers uh at the [1:02:35] last meeting about the final workshop outcomes I thought that was really good to test the temperature did we do you [1:02:41] know are we reflecting what people were expecting and and that was really comforting too again I know I [1:02:47] acknowledge the people who don't want to see any change but time happens and change sometimes is [1:02:54] necessary and now we have the value statement for what people are looking forward and can expect um if if change [1:03:01] is going to happen so with that um that's my comment thank you everybody comments member has some as well yes [1:03:08] thank you I know I provide added a lot of comments at the last meeting so I won't reiterate all of those but I did [1:03:16] just want to comment um I think that this should be used as a template for [1:03:21] how we do some of these area plans Um in particular going through [1:03:29] and surveying those who were part of the process at the end do you feel like this [1:03:35] output is in alignment and I didn't quote the exact phrasing but there was a [1:03:41] survey conducted right to get that pulse of how close is this to the input that [1:03:46] was provided throughout because there were always be um you can't meet [1:03:51] everyone's needs in a a project like this And I just thought that that was a really really nice way to get that final [1:03:58] validation And I hope it's something that we continue to use um especially as we're looking at our comprehensive plan [1:04:05] updates and all of that I I just really like that as a pulse Um so thank you for introducing Well maybe this has been [1:04:11] done before but thank you for um emphasizing that as [1:04:17] a data point as we continue to ask how close is this to what the community has [1:04:24] provided as input Um and from the results it's really close Um so I really [1:04:29] appreciate all the work that went into this and and thank you member Pierce Thank you Mr Mayor I'll [1:04:36] just echo um member Agnu Um I do think that this is how the process is supposed [1:04:42] to work Um and so we kind of know everybody can [1:04:49] remember how we ended up at the point where we're doing the we said we do a small area plan and I do remember [1:04:56] walking uh with member uh Jackson Um yeah met with several residents there [1:05:04] and the point that I keep coming back to is everybody wants to be [1:05:10] heard and I think we did that in this case The hard part is when people want [1:05:16] to be heard and they want you to agree with them Um that's tough Uh but I do [1:05:23] think uh this process was a um a good process Um and so I thank you for the [1:05:29] the work that you've done Thanks for that M Miller Thanks for being with us I was looking for Mr [1:05:36] Locker earlier and I couldn't see Sometimes you can't see everybody that's out in the audience So thanks for being [1:05:41] here with us this evening Um I thought uh council member Jackson raised an [1:05:47] interesting point that that came to me too with in this process and that was and then being over there member Pierce [1:05:54] mentions in and walking the neighborhood and the site and and and you and it's [1:06:00] like you've got uh mostly ignored nature It's like [1:06:05] people knew it was there All of this wonderful nature that just is right there but not blended into anything not [1:06:13] not immersed into what's going on uh in the commercial industrial area but just [1:06:18] lying there as a hidden gem almost uh not out of sight but mostly out of [1:06:25] mind I'd say and I think that this is a really wonderful opportunity to create something extraordinarily special over [1:06:32] there especially with that regional trail going through there So thanks for your good work of of your organization I [1:06:38] think you did a good job uh leading the conversation and making sure all these voices were heard as member Pierce says [1:06:43] and and well understood And member Jackson also reminded me as she talked about change my all the years I've been [1:06:50] doing this some my favorite bumper All right Uh now we've got a sketch plan review that Director Teague has And this [1:08:35] is a site the old Kevin Keys automotive repair site that we've been working on [1:08:41] We've looked at a lot of different options and the neighbors have consistently said uh we want housing We [1:08:48] want housing and and uh we've got some proposal here that involves housing of a [1:08:54] certain type and uh we're eager to hear more about it and have a little conversation with the with the proposed [1:09:00] developer Yes Thank you mayor members of council I'll just give an introduction um overview and then the uh development [1:09:06] team will present the detail of the of the project So as you mentioned this is [1:09:12] the fourth proposal we've had I think in in the last four years Um each of the other three required a [1:09:20] comprehensive plan amendment This one does not I'll get into that in a minute Uh but the proposal is to tear down the [1:09:26] existing Old Keys auto repair and build a threestory 20 unit memory care [1:09:32] facility So this would require a reszoning from PCD4 which only allows [1:09:37] car washes um auto repair that type of thing to PRD5 which is the planned [1:09:43] residential district and that would allow rest homes convolescent homes and nursing homes Site plan review would be [1:09:51] required There are a number of variances We've looked at that little triangle Um you really can't build anything on this [1:09:57] site without variances So there would be a number of variances including parking [1:10:02] They they would be short parked So there would be parking that would likely spill out onto uh Eden Prairie Road As part of [1:10:10] any formal application a traffic and parking study would be needed Some of the things we want to look at in the in [1:10:16] the traffic study is they're proposing basically a well two [1:10:21] connections One off Eden Prairie Road one off Vernon So staff has some concern [1:10:26] about this becoming a cutthrough for residents to the north They would cut through the site if they wanted to go [1:10:32] east on Vernon So what are the impacts there it's probably better to have just one access whether it's Eden Prairie [1:10:39] Road or or Vernon So that's something that we would flush out as part of any formal application Um so in regard to [1:10:47] the comprehensive plan so as I mentioned this is guided medium density residential within the description of [1:10:54] our medium density residential classification it includes small institutional uses And when you look up [1:11:01] the definition of institutional use by the Met Council it includes uh nursing [1:11:07] homes I contacted Met Council and they agreed that we would not need to amend [1:11:12] our comprehensive plan So that's significant in that it requires a three-fifths vote as opposed to four [1:11:18] fifths Um so with that I will uh call the development team up and they will [1:11:24] introduce themselves and provide more detail of the project Thank you Uh well [1:11:32] good evening uh mayor council members Uh Josh Bransstead I'm president owner of Carco We're a local multifamily [1:11:38] development and property management group We wouldn't manage this property Um but we are also in that line of [1:11:44] business more in the the standard apartment type homes Um you know we got [1:11:50] introduced to this project about 60 60 to 75 days ago and really they've been [1:11:57] on kind of a conquest to get as much feedback as possible from all the interested stakeholders um both directly [1:12:04] adjacent to the site in the broader neighborhood um to really kind of hear what where the consternation's been on [1:12:10] the the prior site plans uh the prior uses etc And what we came away with is [1:12:17] you know trying to really solve for what creates the lowest amount of traffic is a rather quiet use and probably um [1:12:26] frankly has a lower visitor count when residents are at home within the neighborhood And so that's how we've [1:12:33] come to the memory care use here that we are currently um evaluating as as part [1:12:40] of the project Um I do want to just note that while while we while we do have a [1:12:45] straight thoroughfare cut through uh from Vernon to Eden Prairie I do want to [1:12:50] note and I didn't do this at the planning commission and my my team reminded me of it We are really proposing that more as a as an emergency [1:12:58] access only So in our vision is is that connection to Eden Prairie would have some type of an emergency access close [1:13:05] off So when it's not in use by an emergency vehicle whether that's a decorative chain style system it's an [1:13:10] automated lift system Um there's a variety of different systems out there that we can evaluate as part of that [1:13:16] That's really the only reason we put that in here And like u uh Carrie had mentioned you know as we work through [1:13:22] this process with um the engineering department and the and the rest of the city um we can we can get through that [1:13:28] and identify what should or should not happen there frankly Um but through this process we've heard a lot of varian [1:13:35] different degrees of feedback Um we've heard extremely positive feedback We've heard um you know folks that really [1:13:42] wanted to have a commercial use here We're not a pizza operator or restaurant operator We do housing Um so we've [1:13:48] continued to go down that path I think as we boil it down you know out of that [1:13:54] feedback and I think this was consistent with the planning commission last week as well We kind of boiled it down We [1:13:59] continue to come back to really kind of three big buckets for us and two of them [1:14:04] are very inter interrelated and that's traffic uh visitor counts staffing uh [1:14:10] vendor counts etc and how that how that will all evolve throughout a week uh etc [1:14:16] And um and I've got a ton of stats here because we started really diving into that over the last week with our operator And I I think the the big theme [1:14:24] before I go into a bunch of detailed stats but it is what it's it's occurring to me is as I look at this in the time [1:14:30] schedules and whatnot the majority about 95% of our traffic flow at this site happens between Monday through Friday uh [1:14:38] between 8 and 8 a.m and 700 p.m So kind of a reverse a reverse [1:14:44] uh peak of occupancy versus what you would see in a residential neighborhood while while the majority of folks are at [1:14:50] work and whatnot So I was I was uh positively uh came away from that with with kind of a positive uh review of [1:14:58] that I think the other big piece too is outside of traffic parking and visitor [1:15:03] counts is uh really been uh related to the appearance of the building and how will that fit within a single family [1:15:09] neighborhood And um I think what we have communicated to the neighbors is that it [1:15:14] is going to be a very high quality project I think we'll take a lot of influences from the adjacent two condo [1:15:20] buildings uh be similar in height and uh but we would we would want to incorporate some uh additional [1:15:26] residential features into it So as uh as Carrie's mentioned this is a three-story [1:15:31] project We've got four units on the main floor with uh 16 units between the top two floors so eight and eight [1:15:38] Um one other feedback um item we got from the neighborhood was you know could [1:15:44] emergency vehicles uh temporary drop offs pickups um short-term stays 5 to 10 [1:15:51] minute u uh transitional points uh [1:15:56] arrivals at the project Could they just access an in andout off of Vernon said you know we can we can simulate that in [1:16:02] here but we think that you know ultimately it comes down to what the city engineering team uh directs us to [1:16:08] the traffic study states And then obviously the county would be another piece of this Um as you work up through [1:16:14] the building you know the main floor is where we have our commercial kitchen but we have internal uh amenity spaces [1:16:21] office functionality etc on the first floor along with those four units and it also has the outdoor access to our our [1:16:28] uh outdoor garden space Um one of the feedbacks that the the question at the [1:16:33] planning commission was you know does that could is this adequate enough outdoor space you know we we did discuss [1:16:38] you know this could be a an outdoor space on each each level for some type of a screen and porch etc [1:16:44] Um and then floors two and three again it's a it's a repetitive uh uh floor [1:16:51] plate for those two floors where we have uh eight units each floor along with common space Another feedback element that we [1:16:58] here we're just mocking up uh with a massing diagram but uh folks have asked [1:17:03] you know how could we screen on each one of the property borders to the neighborhood So we simulated a 6ft fence [1:17:09] an 8ft fence then a 10-ft fence just to give more perspective than anything um these are this is not a security fence [1:17:15] This is not meant to secure the site or anything of that nature more so to in response to screening elements And then [1:17:22] we also anticipate that you know if there was a fence incorporated you know there needs to be a adequate level of [1:17:28] landscaping as well to soften that Um and then at the back of the presentation [1:17:33] the last two pages we have some interior um perspectives of uh concept images [1:17:38] This isn't necessarily exactly how we would design this building but just more ideiation than anything And then the [1:17:45] same with the exterior You know we in we we anticipate incorporating brick [1:17:52] as a part of the the project um along with some of the res residents feedback was you know can we incorporate some of [1:17:59] these more residential feel uh feeling elements that uh that are present in the existing fabric of the neighborhood [1:18:04] today So with that you know we're obviously in the we're not even in the starting blocks yet on this project but [1:18:11] we uh we value everybody's feedback and we we look forward to hearing your your feedback this evening [1:18:17] Thank you Uh thank you Mr Brandstead Uh let's go to council [1:18:22] members and see what uh what their thoughts are initially here Um Council [1:18:28] Member Agnu any thoughts you want to share or I see me I'm going to put you [1:18:34] on pause I see member Pierce taking notes here So let's go to council member Pierce first Thanks Mr [1:18:42] Mayor Um so first question uh just from a function standpoint describe um memory [1:18:49] care What what will be happening at the facility yeah So this is full it's it's [1:18:54] a fullervice um uh facility that individuals are [1:19:00] coming that have a variety of different acutities of dementia ultimately that [1:19:05] they can no longer live on their own and then they need care So here we would have 20 of those units So 20 occupants [1:19:11] is a single occupant per unit and then each floor would have during the daytime [1:19:16] each floor would have a minimum of two or they would have uh approximately two [1:19:22] uh staff members attending to those floors and and in these smaller standalone memory care facilities you [1:19:28] know it's what's I guess our operator considers a universal staffing model that these individuals are cross [1:19:35] trainined across a variety of different uh roles and functions at those sites So [1:19:41] they can have full service medical care Um they do have incoming uh you know a [1:19:46] couple times one to two times a week u occupational therapy nurse practitioners [1:19:51] etc for any type of specialty needs but uh in large part about 90% of their care is provided there on site Okay Um so I [1:19:59] asked that question uh largely because of the location So [1:20:05] with Vernon being the the frontage road [1:20:11] essentially for the facility um are would there be any concerns that [1:20:18] residents could veer in the traffic versus you know this being in a more [1:20:25] truly a more residential um setting in ter in terms of the entry points yeah Um [1:20:31] no we don't feel that's an issue Um we've developed a number of these We've developed two of these in more of an [1:20:37] urban one in about the exact same type of a location in Bloomington called 9M [1:20:43] Catered Living where we had ground floor uh we had 20 ground floor uh memory care [1:20:49] units on Old Shakpi Road and uh an extremely busy road But the way the interiors of this building are designed [1:20:55] is really to dissuade people from finding exit points because that is the number one number one uh potential issue [1:21:01] that we have And um and then additionally we have the staff members there on site too also Okay And I don't [1:21:08] mind Mindy I don't know if there's anything further to add to that If I may I'm um Mindy Michael with Cosmo and Architects So we'd be designing this [1:21:14] building with memory care Typically the building is completely secured at all times So you know you're not going to [1:21:21] want your you know elderly mother or grandmother wandering out into the [1:21:27] exterior the um during January with no coat they may not recognize why they're [1:21:33] there but you want for their safety for them to be secured within the building So there would be access points Um uh [1:21:40] usually we utilize something like called a magn magnetic lock system uh that can [1:21:45] be overrided with a keypad or the proper credentials and such Um but it's secure [1:21:52] in keeping the residents inside the building unless there's a fire alarm and then the mag locks um drop and people [1:21:58] are able to egress the building Thank you Um and then maybe one other question but [1:22:07] um just a comment uh when you should you should you come back the [1:22:14] massing like I granted that is just a placeholder essentially um but it's a [1:22:23] horrible placeholder so should you come back I would like for us to be able to see the [1:22:30] the um kind of a rendering of what you're thinking in the context of the [1:22:39] neighborhood as well as the condo units um as well so that we can really get a [1:22:45] sense and feel um for what it looks like and what it'll feel like in that area Um [1:22:51] and then the only other question is related to you've alluded to feedback [1:22:57] from residents Um and so just confirm if you've had if you've had and how many [1:23:04] meetings you've had with the residents and then just generally if there's other feedback that you've gotten that you've [1:23:11] incorporated I'd like to hear that as well Thank you Yeah Yes So we've had uh [1:23:16] a large group uh resident meeting that had approximately 30 folks that visited [1:23:22] on April I think it was Saturday April 12th Um and then prior to that we had two smaller immediate uh neighborhood [1:23:30] meetings and then we've had two other individual uh one-on-one meetings with [1:23:36] uh retants from the area And so yes so I think from the feedback aspect from [1:23:41] those meetings what you will see the entrance point here off of Vernon and [1:23:46] evaluating whether that's a plausible path Um this being an emergency only [1:23:52] access point or the ability to not even have it if uh if life safety says "Hey [1:23:58] you you don't need that We have plenty of access directly from the site." Um and then the other piece I would say has [1:24:05] been uh primarily related to the fencing and the screening along the property lines and then also how the exterior [1:24:13] concepts will come together Yeah I do like the comment that you made [1:24:18] earlier uh from the residents asking about the look and feel Can it um have [1:24:24] more of that residential um look um I do appreciate that comment as well So I [1:24:30] guess then parking too the the subject at at hand Yeah Okay Thank you Yeah [1:24:36] Council member Jackson Yes Thank you Mr Mayor So when we get to site plan the [1:24:42] first thing I think about is how people move through the site Um so I had someone reach out to me today and you've [1:24:49] got the sidewalk shown there that's in the north side of the property Is is it in your your intention to leave that as [1:24:55] it is uh the sidewalk to the sidewalk to So this is the community This is not [1:25:01] ours Okay But this is our we would we would install this sidewalk right here Okay All right Thank you Um and then so [1:25:11] you'll have food trucks coming in your suppliers and ambulances coming in is [1:25:18] tell me a little bit how trucks would move through this site and both to in [1:25:24] terms of ambulances and in terms of garbage trucks and and things How how would your suppliers get in and out of [1:25:29] this parking lot so emergency level vehicles would have really one of two [1:25:35] options I guess three technically but one if this came to life the access off of burn and drop off pickup that could [1:25:41] be one component Um alternatively we have this space right here It's green but this is where we where we anticipate [1:25:48] taking all deliveries uh drop offs garbage etc picked up there So there is [1:25:53] the turn radius to back into here and come back out with an ambulance or a or a box style truck for food uh deliveries [1:26:00] and whatnot Thirdly I guess um the the alternative option would if if emergency [1:26:06] services um you know stated that they need a cut through the site This would be an emergency access only component [1:26:12] right here Okay So you've got that that turn radius is big enough for a garbage truck to get in and out Correct Okay Um [1:26:20] so now you said that you operate similar types of buildings but not memory care units Correct We don't operate uh [1:26:27] assisted living or memory care type of projects we operate your your standard apartment buildings Okay So um the [1:26:35] another comment that was given to me was there are some other memory care units here in Edina Um and I'm curious as to [1:26:43] um how many staff are going to be there and how how what the visitor count is So [1:26:48] I know there'll be a traffic study but um do we are you looking at the other um [1:26:56] memory care units here in Edina to sort of get a a ratio of how many parking spots you'll need yeah So the operator [1:27:02] that we have that would operate this for us is the second or third largest assisted living operator uh memory care [1:27:09] operator in the state of Minnesota Um so we'll be using their their data points and I've I've got a host of them here um [1:27:16] you know which I'm I'm more than happy to talk about tonight too if we if we want to go to that level It's obviously [1:27:21] very preliminary in their estimates today um and they could they could sway from there but on average uh we [1:27:28] anticipate having seven staff members here throughout the main operating hours of the day and those staff members [1:27:34] transition one at a time So we'll go up to eight uh when those staff members transition Um our overnight staffing u [1:27:43] um staffing load will be four individuals Um now if we have a this [1:27:49] building is not big enough to have big events either You know that one of my questions was uh to them Monday we were [1:27:56] having this conversation of well what if we have a big event what if there's a larger well this building just is not one of those types of buildings because [1:28:02] we don't have the space that's available to that But they said you could see an additional two members come for that [1:28:09] hour to two hour time period Um then I think as we took it to the next step we said all right how many visitors are [1:28:15] going to be here on any given day and they said you know our average visitor load is between one and five five at the [1:28:21] high end and we see the higher higher loads for visitors on the Saturday Sunday time frame between that 8 to 7 [1:28:28] time frame most of the occupants here are um are in bed by that seven to eight [1:28:34] o'clock time frame every evening Um then when we start talking about vendors [1:28:40] trash that's two to three times a week for a 10 to 15 minute stop Food is two to three times a week Monday through [1:28:46] Friday during the day hours Uh hospice could be two to three times a week depending on the um the uh occupant uh [1:28:54] requirements here but again that's during the daytime any type of entertainment is one to two times a week [1:29:00] Uh typically during the daytime but they do have Saturday and Sunday events for [1:29:05] uh for family members to come and attend and visit Um nurse practitioners and [1:29:11] occupational therapists those are two to three times a week Monday through Friday during the daytime And then office [1:29:17] supplies medical supplies that's once every other week again during the daytime hours emergency vehicle visits [1:29:24] Uh they they they would expect one to three a month at this location and you know historically they've had a a rather [1:29:31] close u relationship with those emergency vehicle operators and they'll usually ask for you know uh no need for [1:29:39] a siren or lights etc Uh just given the the context of the residential neighborhood Now they have the ability [1:29:45] to make that decision on their own But you know really those visits aren't happening unless there's an actual [1:29:52] medical emergency here because we have the full you know full full care staff here Okay Um and then in their meetings [1:30:00] with the residents um I could envision this you know having on a [1:30:07] Saturday a whole bunch of visitors Maybe it's Mother's Day maybe it's Christmas or something Um what was their feedback [1:30:14] about visitors parking on um on the road i know um I I'm just curious what they said [1:30:21] about that Yeah I think um the the feedback we had related to that people understand that um that folks would need [1:30:28] to uh park on Eden Prairie Road Um I think some of the feedback we had it probably wouldn't be all that different [1:30:33] than somebody having a dinner party or something of that nature But I think that the the short term that visitors [1:30:39] stay in that one to two hour average time frame I think is what uh folks were [1:30:45] somewhat accepting of Um but I think that is one of the the concern points Okay Great All right And then the final [1:30:52] question is about the front entry that if I were going there for the first time to visit somebody would I be able to see [1:30:58] the front entry easily from Vernon and know that this is where I go in or it [1:31:04] will it be clearly marked and and welcoming yeah definitely So here at the front entrance uh it'll it'll be at the [1:31:11] predominant corner closest to Vernon And then we also have a change of um of surface type here And usually what we [1:31:18] would do is we put some type of signage at that location too and it'll be lit different than the the rest of the building but it'll be a very obvious um [1:31:26] location to go to Okay great Thank you Thanks Um Council Member Agno thank you [1:31:33] Uh a lot of the questions that I I had have been answered Um but I am curious [1:31:40] uh you mentioned and maybe this is with other um kind of memory care providers that you could um query for these things [1:31:48] but um examples of residents leaving unwanted So I was like I quickly looked [1:31:54] up the nine mile care and chaki I think that that's a good example with that site being on such a busy road I [1:32:01] appreciate that example Um but do you know if there are examples or any data that could be researched and and come [1:32:08] back with um with residents leaving unwanted yeah we can absolutely [1:32:13] ascertain that Yep Okay Awesome Um because I am I am really concerned about [1:32:18] the security of the site and even with that example in Chakapei or Bloomington [1:32:24] I on Old Chaki road um the there's a a [1:32:30] median um so there's like a dry a frontage road and then there's a boulevard and then there's that busier [1:32:37] street whereas based off of this graphic um it feels closer Um so I'm just kind [1:32:44] of curious to understand like the the overall safety um of the residents that would live there Um and then I'm curious [1:32:50] I know we've talked about um you you'll work with emergency to ensure that [1:32:57] there's the appropriate access whether they need that um entrance or exit out [1:33:03] of the north side of the site Um but I'm also curious to know [1:33:10] if some of my own assumptions are that there would probably be more um emergency vehicles to this site So I'm [1:33:17] just kind of curious from a data perspective um if that would be information that you would have I'm [1:33:23] just thinking about the throughfair and how much of a priority that needs to be [1:33:28] when we're considering Um I just think that that would be helpful Um and then I would also want to see this isn't a [1:33:35] question but uh maybe it is a question Is there going to be landscaping around here and maybe it's just not included in [1:33:42] this draft yes absolutely Well well we will heavily landscape the uh the edges [1:33:48] of the property Okay Um one other piece that I I don't see in this that I saw in [1:33:55] other sketch plans or other proposals that we had for the site um was [1:34:01] including like a city sidewalk along that site And I know it was always like a a topic of conversation cuz we're like [1:34:09] what what else is it connecting to in some of those conver excuse me conversations Um but I don't see that [1:34:15] here And so when I think about that overall um master pedestrian strategy that we have across the city that might [1:34:22] be something that we need to consider as a um as a city council as well for this site [1:34:28] Um I guess general general thoughts and feedback is uh I know sometimes like [1:34:36] people aren't as excited about the the yellow building that's there today but I do feel [1:34:42] um there is a loss in a unique property and a property with some history and and [1:34:49] some of the previous proposals that we had found ways to leverage that existing site which I liked both from a [1:34:56] sustainability perspective but also um just finding new ways to leverage [1:35:02] existing building for kind of innovative ways I I thought was really neat Um and [1:35:08] I'm also like this feels very dense for this area just from like an overall site [1:35:15] layout perspective Um so I do have some concerns on that but it also could be um related to what member Pierce was saying [1:35:22] of it could be the way that it was presented Um so that would need to be something um that I see improved from my [1:35:30] perspective I would say Um but overall I think just generally disappointed to see [1:35:36] it moving away from a community gathering location um within this site [1:35:42] So the those are all of my comments right now Thank you [1:35:49] Yeah thanks for being here Mr Brenstead Um those four projects we looked at it [1:35:57] seemed to me as I recall that the closer you lived to the site the less you were [1:36:02] interested in commercial activity whether it was a pizza place or some other kind of um you know it was a there [1:36:10] was a drop off or clothing sorder and and repurposing clothing And you know [1:36:16] the what we kept hearing from people that were close by was that they wanted [1:36:22] something related to housing And so here you have come now with something that's [1:36:27] not a traditional multif family building like you normally do but something that's really specialized and and at [1:36:34] least the feedback I've had from neighbors is uh positive I would say so far we're [1:36:40] going you know if you come back we're going to go through a public hearing process but it it's a complicated site in terms [1:36:47] of its shape Uh I think you've done really kind of a remarkable job with [1:36:54] fitting something on the site that works from an economic return standpoint but also provides service to folks in our [1:37:02] community as an aging community with as many people over 65 as under 18 uh you [1:37:08] know we're we're I think all of the memory care places in are full and there [1:37:14] are waiting lists So it's a it's an interesting possibility here I I don't expect that it'll generate a lot of [1:37:21] traffic although it will be underparked and we're going to have to talk this through uh uh on street parking on Eden [1:37:29] Prairie Road uh access to Eden Prairie Road either by foot or this emergency entrance and exit Um those things yet to [1:37:37] be yet to be discussed and and yet to have public input on But uh what I'm [1:37:42] seeing so far uh from a memory care standpoint uh providing housing for [1:37:50] folks that are uh having challenges in our community and having it be convenient for family members to get [1:37:57] here Uh it's it's an interesting interesting possibility I'll put it that [1:38:03] way Um I think that in terms of the architecture of it and the landscaping I [1:38:09] know that between the city if this moves forward and your organization with your [1:38:15] reputation that it will be a really uh first rate product uh that people uh [1:38:22] with the town can be proud of and people that live there and have their loved ones living there would be proud of to [1:38:27] have them living there So I'm I'm not as concerned about that Uh I don't have any [1:38:33] great affinity for the existing Kevin Keys building personally Um we tried to look at repurposing it [1:38:41] but it didn't work Um so uh on balance [1:38:46] other than some of the traffic concerns I have and the flow concerns that director Teague mentioned how do we make [1:38:52] this site work properly so we don't end up in some awkward circumstances from a [1:38:59] traffic movement standpoint um I'm eager to see where this goes So thanks for [1:39:04] being with us Thank you very much for your Director Milner now And uh I think many of us have uh been hearing about this uh [1:39:40] parking challenge over near Regina High School and students parking uh because the lots are full parking over on uh [1:39:48] Creek Valley or Nordic Circle and Nordic Way and I mean it's just and our our folks Nick [1:39:56] Baller in particular has been trying to figure out how do we accommodate some parking on the street or no parking I [1:40:03] mean it's we've had a lot of different iterations of trying to work on this challenge over there with the neighbors [1:40:08] and recognizing that students u uh potentially need a place to park We've [1:40:13] got a parking lot over there that we're going to hear a little bit more about and you're going to talk about some of [1:40:18] the options that are available to us to think through So welcome Thank you Mayor Director Milner Yeah let's talk a little [1:40:25] bit about the Adina High School parking challenges and the particularly the Creek Valley parking lot So the [1:40:31] questions we have before you tonight is does the council want to provide parking to the Adina High School we want to use [1:40:36] our property to supply parking to the high school and if so then the second question is do you want to maintain that [1:40:42] parking lot in the winter that would be a cost to the city And so those are the kind of the questions We'll talk about the parking study How do we get to this [1:40:49] point challenges today and then the soccer field parking lot We'll show uh a little bit more about that So here's a [1:40:55] picture of what kind of really started those discussions is as the year goes on more sophomores get their license [1:41:02] typically and they they're already booked out of parking permits They're fully sold out on the site and at the [1:41:08] three churches that we'll show you So the cars start to squirt out into the neighborhoods in all directions as more [1:41:14] of those drivers get their license and want to drive the school So we see this every second half of the year And here [1:41:19] it happened in Creek Valley more so than in the past and traffic safety made some recommendations and council approved [1:41:26] those for now and we'll share some of that So just to orientate yourself one and two is the Adana High School and the [1:41:32] Valley View Middle School Five six and seven are those churches that do have parking permits available through the [1:41:37] school where they're fully booked out and sold for to use those lots during school hours Three is the Creek Valley [1:41:44] Elementary School and four is that soccer field and parking lot that we'll talk about this evening And more [1:41:50] importantly that Creek Valley road there highlighted 2018 when the high school [1:41:55] had expansion plans We did a parking study We had a lot of comments from the neighborhoods to the south and to the [1:42:02] southeast Um so this was the parking configuration at the start of that study [1:42:07] SRF was the consultant at the end of it This was their graphic they provided to the city and was accepted by city [1:42:12] council And down in that red box is what was approved by the city council for parking changes So we did all those [1:42:19] streets are now no parking from 8 to 4 during school days Um that was phase one [1:42:26] That's that was the highest engaged neighborhoods and the comments we heard and that's what they wanted Then we identified potential phase two to the [1:42:33] east and potential phase two to the west Well here we are and we finally got to a [1:42:38] point where some issues were starting to happen on the west side and so we looked at this parking study for some guidance [1:42:43] We already had done the work so we looked to it to see if it was something similar we wanted to do in this neighborhood The current parking [1:42:51] regulations the red is permanent no parking on both sides The orange is both [1:42:57] sides during school hours only Green is one side permanent and blue is one side [1:43:03] school hours only So this was the current configuration and this was changed recently by council through the [1:43:09] traffic safety committee You know Nick Baller collects all the data and the committee has discussions and we recommended approval of some parking [1:43:15] changes on Creek Valley Road and Nordic Circle based on that previous parking study So those were done and implemented [1:43:21] and we had some residents out there trying to stop our sign guys from installing stuff and had some great [1:43:26] ideas and um you guys got a lot of emails at that point So that's why we're here this evening because council requested that discussion [1:43:34] So let's get to the soccer field parking lot This is an interesting area This is actually school property but we maintain [1:43:40] it We maintain the soccer field in the parking lot We have a city-owned parcel up by the elementary school with a [1:43:46] parking lot They maintain it operate that one We can't find any legal documents that say we it's a handshake [1:43:52] agreement and we've all been happy uh the way it's been working So technically it's city property but we're maintaining [1:43:57] this They're maintaining the other parking lot There's 45 stalls two accessible There's no accessible ADA [1:44:03] route to the high school So I think that's important If we are if the high school wanted to dedicate this a parking [1:44:08] lot they may have to provide some ADA accessible route There is no snow removal today Our our parks department [1:44:15] does not remove snow today Um there's one sign that says no parking school days 8 to four in that lot Just one sign [1:44:22] and there's 45 stalls So it's not uh not signed appropriately if that's the way [1:44:27] we want to go Um again it's school district park property heavy heavy summer use So these same residents see [1:44:35] soccer games every single night and it's heavily parked and they have their own temporary no parking signs they can put [1:44:40] in front of their yards because there was no solution to address those 3 four hours at night from the heavy use We do [1:44:46] not see a lot of Nimmile Creek Regional Trail use here There's so many other options to to park and enter that trail [1:44:51] facility that we don't see a lot of use here even though that's what the trail is going around that soccer field that you can see is the NM Creek Regional [1:44:58] Trail So we provided uh three options for you to consider this evening One is allow parking lot use with no snow [1:45:05] removal So basically what's kind of happening today just remove that one sign We put a sign up that says lot is [1:45:11] not maintained Park at your own risk We don't maintain it We don't spend extra money The neighbors across the street [1:45:17] said this is happening today they see a couple cars get stuck and the kids work it out and they get out of there and it [1:45:22] typically melts in enough time Uh we could just allow parking lot use with snow removal but again that's an extra [1:45:28] cost to our parks department to maintain It would take them away from because if we'd have to plow this we'd have to be there before school hours That would [1:45:34] take them away from their primary duties of clearing snow off of hockey rinks and other park trails and amenities Um or [1:45:42] just maintain that current restriction and add more signage So we don't maintain it and we've signed it and say all year long you can't park there [1:45:48] between 8 and 4 pm during school hours So those are the options before you and [1:45:53] I would happy to take some feedback on how you think we should handle the situation Does the entrance into the [1:46:00] parking ramp accommodate you know when you think about plowing uh we've got people out early in the morning plowing [1:46:06] streets including I think that's Nordic Circle there Uh could a um snowplow [1:46:13] truck access that lot and just swing in there and take two swipes and swing back out again as part of its work or is it [1:46:21] going to take a smaller piece of equipment to do that plowing so plowing [1:46:26] duties are separated between parks and public works They would say we're public [1:46:31] works would say we're staffed with getting the streets open and we don't even want to do that kind of stuff because it does take a little different [1:46:36] equipment Lots of backing up I wish it was as easy as just swinging in there and doing it but there's a lot of other [1:46:42] stuff that goes in the slow removal If it's starting to stack up you're pushing it and you're doing stuff So it's not just an easy in and out Either equipment [1:46:49] could enter that site to be honest with you but public works is really focused on street maintenance [1:46:55] Member Pierce I'll make some comments later I think we all got curiosities here [1:47:01] Oh Mr Mayor I actually just um really wanted you to ground us on how [1:47:09] we got here So do you remember the issues that [1:47:15] were raised just go through those again This is the issue Cars parking on both sides um [1:47:23] during school hours down in front of homes and Nick Baller and us got requests to you got to do something This [1:47:28] is a safety issue There's no sidewalks I see kids walking from these homes to the elementary school trying to go between [1:47:35] the cars So people said it's a safety issue which is similar comments we heard south of the high school in 2018 So then [1:47:42] traffic safety said well we identified this area future improvements Let's match what the conditions and [1:47:48] restrictions were there and that's what we did We went through traffic safety etc the council approved it and it was [1:47:54] implemented four to six weeks ago Okay That's why we're there And then the residents came out and said just let [1:47:59] them use the parking lot And then they started emailing you with ideas and okay that's where we're at I I did have an [1:48:06] email maybe I was thinking this was also part of it where um um high school [1:48:13] driver got a ticket from parking Yes Yep Yep Yep So there was because there's a [1:48:19] no parking sign because there's a sign there After the restrictions went in and we knew you guys were getting a lot of [1:48:24] emails we asked PD not to enforce that parking lot until we had this conversation So okay I think we worked [1:48:30] with that individual on that but yes there was one ticket initially on that first or second day And then last [1:48:36] grounding question Um so thanks for the historical view Um but then you said [1:48:45] today we don't maintain that area up that parking lot Yep We don't we [1:48:52] don't do snow removal today Um do you know how long we have we never done snow [1:48:58] removal there Snow removal according to Tom Swinson who helped me with this And so um I mean I will assume [1:49:06] um students have been using that parking lot up until this point on and off and [1:49:11] off whether somebody complains to come have it enforced But again there's only one sign up there So Okay It's actually [1:49:18] right there's a picture of it So it's challenging Okay Thank you [1:49:25] member Thank you Do you have even like a swag estimate on [1:49:32] uh what the cost to the city would be to maintain that during the winter [1:49:39] according to Tom it would take about an hour for every snow event So that's an hour they're taken away from other park [1:49:46] amenities ice rinks other trails and stuff like that Can you quantify quantify it with a dollar i have to get [1:49:52] that Um but in the I guess I would say it's dimminimous in their grand scheme of operations over a winter for sure But [1:50:01] there is a cost a data point for sure Thank you Uh for the church lots which [1:50:07] you might not have a ton of expertise on but I'm curious do you know if all of those have accessible routes to the high [1:50:15] school oh that's your I was prepping to say how many stalls Here's how many stalls they [1:50:21] have I'm happy with that one Um yes they all got sidewalks that leave [1:50:26] those parking lots and go along Valley View Road or Galisonon the Valley View or Antrum So there's sidewalks on every [1:50:33] one of those areas How they exit the parking lot that I can't answer but once they exit there's sidewalks versus the [1:50:40] other one is a dirt path going up a grassy hill to the high school from that lower Creek Valley parking lot area Okay [1:50:48] that's helpful Thank you And then I appreciate because I was going to go here um for the the parking permit [1:50:55] process Uh do you know how those [1:51:01] are lotteryed or distributed this is the order PSO [1:51:07] students first call car pools second With a senior you got to have it's based on where you are grade level and then [1:51:14] the number you want to have in your car poolool So 4321 then junior 432 single [1:51:20] cars with seniors single car juniors sophomore drivers and car pools And the [1:51:25] permit cost is $450 if you're on the high school 180 per year if you're at one of those churches And again they're [1:51:32] fully booked out Here's the capacity Here's the assigned And these are cars squirting out as more sophomores or [1:51:37] whoever down the lower list here get their license or start to drive or whatever And so even for the church [1:51:43] parking is that facilitated by the high school they govern that process Yep Okay [1:51:49] Thank you They work with them and whatever they need between those two parties Clearly member Pierce is more [1:51:55] familiar with this process than I am with uh children in daycare So I appreciate that fixed by [1:52:03] uh so I guess where my inclination is right now just to I don't know get some conversation kicked off among the [1:52:10] council is I think we should consider permitting [1:52:15] out whether it's 40 or all 45 of the stalls that are within that parking lot [1:52:22] Um I'm open on whether or not we maintain it I feel like if they're going to pay us $180 per year we probably [1:52:27] should maintain it that would hopefully cover the costs Um and then when we think about the street parking um issue [1:52:34] that I know was really what preempted this Um I would I would like to see it [1:52:40] go down to just maybe a one side limit Um right now I think we have it down to [1:52:45] no side parking during school hours Correct Um but I I think that the [1:52:52] street's wide enough where it could um fit one side So that's kind of where I'm leaning right now but love to hear [1:52:59] others And I'll just offer we did survey the residents and they preferred both sides So just for a data point for you [1:53:05] Yeah council member rejection So my first is a question Do we have any [1:53:13] comparable parks that are next to soccer fields so really primarily only used in [1:53:18] the summertime because I know the park in my neighborhood the lot is is plowed but there's an ice rink there So is [1:53:26] there anything comparable to this in the city that you know of where we don't maintain the lot is that the question i [1:53:31] mean there's got a lot and it's only really a summer use because um like I [1:53:36] said in my neighborhood there's a rink so people are there are practices there and the the lots maintained Um it seems [1:53:44] kind of funny that we have a lot and it's not maintained but then there's no [1:53:50] time use right there's no activities right is there anything comparable don't I'd have to ask Okay So that that's [1:53:56] something I' I'd like to know before I made a decision but I I'm leaning towards um saying you can park there at [1:54:03] your own risk and and not pay for the things because if we did the permitting then we have to have an ADA accessible [1:54:09] uh sidewalk up to the high school and that's expensive and we have to maintain it and all those things So I I say just [1:54:15] kind of what the use has been is just fine with me Park at your own risk If it's nice yay But if it's snow bring a [1:54:23] shovel So that's what gives but but I would like to know if there's anything comparable in there in our park system [1:54:30] Thanks I'd say that my main concern is with [1:54:35] those residents in that neighborhood to make sure that they [1:54:40] can get around in a safe manner And to me that means [1:54:47] really thinking through carefully where uh any parking would be allowed on [1:54:55] street Maybe maybe none in that immediate neighborhood on either side of the street I'm not sure I'd want to have [1:55:00] some neighborhood input on that In terms of the parking lot itself I think it's really been silly that [1:55:06] we've got a parking lot there that holds 40ome cars and we mark it as a no parking zone Uh it's a city parking lot [1:55:14] It's a public parking lot and I think I think we [1:55:20] have we should have to to me to member Jackson's point we should have let people park in there to avoid getting [1:55:26] tickets and I've had at least one parent tell me that they their kid got a ticket and they had to pay the ticket by a [1:55:33] certain time So they they've had to pay a $50 ticket for parking in that parking [1:55:40] lot said no parking even though it's a public parking lot which gets used all [1:55:46] summer and I suppose it's no parking school days 8 to 4 uh because we don't [1:55:54] maintain it Um and I'm up in the air on that I I don't know if we should maintain it or shouldn't maintain it My [1:56:01] inclination is that we should maintain it and let kids park in there and I'm [1:56:06] not inclined to charge a fee So it's first come first serve but they can't park in the neighborhood That's kind of [1:56:12] direction I'm heading but it's a that's a little we we've all got some variations on theme going here And so I [1:56:18] don't know if there's a there's a common thread in there or not I guess maybe [1:56:24] using the parking lot is one common thread um whether it gets plowed or not plowed [1:56:30] Uh but allowing people to park in there seems like that's a that's a trend [1:56:37] That's a common view Yeah And we could always try one method right the easiest is option one using your own risk I'm [1:56:45] not worried about the kids getting to the school They got their own pathway up to the school and then they get on [1:56:50] a track that goes right up there So but the maintenance protection rate is an interesting point if you charged you [1:56:57] might then have to provide different kind of access And is the high school willing to use it [1:57:04] i mean they're working out the agreements with the church and it's almost maybe a push through of those fees to that property owner Um maybe [1:57:12] this one they don't see as relevant and they don't want to do that Or maybe we maybe we only plow it if [1:57:17] there's 6 in of snow you know and if it's one or two inches we just I I do [1:57:24] think we have to know what problem we're trying to solve And so if we were trying to solve [1:57:32] the problem of how horrible parking and traffic is around Valley View and the [1:57:38] high school then I'm all up for that conversation [1:57:43] But that's really not what we're doing here Um I really think this came up [1:57:50] because a kid got a ticket for parking in a public parking lot And that was one [1:57:57] issue The other was when there's cars on both sides of the street it's dangerous [1:58:04] for folks to be walking um for kids to be walking on that street There's no [1:58:10] sidewalks over there And there's no sidewalks Um and so I I think um that is [1:58:17] a very specific use case that we're solving for to in my opinion Um and so I [1:58:24] think if they have been using the lot before all this and we weren't [1:58:31] maintaining it then we should let them use the lot and we shouldn't maintain it [1:58:37] And then if there's an issue um for safety where we've got cars [1:58:45] parked on both sides of the street then we should address that And whether [1:58:50] that's no parking on either side or parking on one side or what have you Um [1:58:56] those are the two things I think or portions of the street where there's no parking on either side I mean but [1:59:01] something to analyze Yes Yep Yep Well I think there may be if we allow parking [1:59:06] here Yeah And the school communicates that this parking on the street issue I think almost goes away We may not need [1:59:14] any of those It'll only go away if it's marked no parking Maybe maybe if we can [1:59:19] educate the kids that you just used the lot don't park on the street So there's a potential there that we have more [1:59:25] signs than we need at that point But the point James is making if there's an over there's a there's a demand that [1:59:33] can't be satisfied then they'll go park on the street again Yep Because there's not enough parking anywhere right so [1:59:41] Jackson yeah thank you I thought we had made that no parking on both sides of the street [1:59:49] Yeah 8 to four And and so that's the current status and and I don't think we should change that Um and that's during [1:59:56] school hours right so in the summertime people can park there or not Or is it all year round [2:00:04] school days School days Okay I mean so I don't I don't think there's a problem then with on the streets at this point [2:00:10] We've we've solved that And it's just the parking lot that we're looking at We removed all the cars on the street Now [2:00:17] they're want to go to the parking lot Do we allow it if the parking lot was available we might not have had that street problem That's all I'm Well I [2:00:23] think we'd leave the signs up on the street regardless Yeah I I don't I wouldn't want to touch that I think we've [2:00:30] on the street Yes Because I think that's a safety issue and I think we've solved it and uh I haven't got anybody saying [2:00:36] "Oh gosh I have a bridge party and nobody can park." So um yeah I think we [2:00:41] got that in the other neighborhood actually But uh think about the maintenance issue I think they park at [2:00:47] their own risk Um unless there's other parks that we're maintaining that are similarly situated then I don't think we [2:00:53] discriminate against this park But if we're not if there's another park like this and we just leave it snowy in the [2:00:59] winter we just leave it snowy in the winter Okay Um that's my u opinion You [2:01:05] could try that one year one season and see how it goes Yeah [2:01:10] Yep We're leaving a a revenue source on the [2:01:16] table though here So I know that that was a it's it's small but it's something to consider [2:01:27] So I would I'm curious um if that would be a requirement Um and honestly I'm [2:01:36] just not as like well-versed in all of the ADA requirements but my understanding would or the way that one [2:01:42] way you could interpret the law um would be that there needs to be ADA compliant [2:01:50] options for students which is why I was asking if the entirety of the parking [2:01:56] lot process were owned and governed by the school because then they could [2:02:01] distinguish ADA students who need that ADA parking [2:02:07] would then get priority in other lots that have it I understood it to be it has to be an option and if we just use [2:02:14] the lens of this one site with connectivity to the school probably wouldn't be but the totality of the offerings it still might cover us We can [2:02:21] research that We'll research that [2:02:29] Okay So I'm hearing three people Option one with maybe a little bit more data because we don't know know if the [2:02:36] school wants to participate in this parking lot from a revenue standpoint But I think if we do number one that addresses all the emails and concerns [2:02:43] that you've gotten We leave the no parking up and I think we're set and we can come back to this topic again next [2:02:50] February when we get some another 300 new drivers and they're squirting out into the neighborhoods [2:02:59] Okay thank you Okay thank you [2:03:10] Think we've had any correspondents come in uh I attended the annual conference of [2:03:29] the Minnesota City Management Association Uh it's held at Maddens on Gull Lake Uh the theme this year was [2:03:36] playful minds productive leaders Uh there's a lot of discussion around humor [2:03:41] in the workplace as team building um in asset planning uh how to deal with [2:03:48] misinformation in in um in local government So it was a really fine uh [2:03:53] pres fine presentation and conference this year So I appreciate the council's support and uh being able to attend [2:03:59] Thank you Objection Anything nothing for me [2:04:04] tonight Nothing for me tonight either Thank you [2:04:10] Greg We um the mayor and I last night were [2:04:15] able to attend um the Cornelia neighborhood meeting at the Edina public [2:04:21] works site Um and I just I really appreciated that conversation Um we [2:04:27] spoke a little bit about traffic on on 72nd Um but then spent also a lot of [2:04:33] time discussing with that neighborhood in particular um the possibility the [2:04:38] potential of the France Avenue underpass and I know that we as a [2:04:45] council have gotten a lot of emails and calls and have probably had some one-off conversations about it Um but this was [2:04:52] the first structured meeting that we had and it was really great to get that um [2:04:58] confirmation that there is a lot of excitement Um and then even today I got a couple of follow-up emails from people [2:05:04] who weren't able to attend but wanted to reiterate their excitement um about that being a possibility Um so just really [2:05:11] excited to continue um exploring that as a city council um looking through those [2:05:16] options and I it's great to have that confirmation that there is excitement with those neighborhoods as well Um and [2:05:24] the mayor might have some other thoughts about that but that was the main takeaway for me Thank you Yeah that that [2:05:29] was good good coverage of the event last night Thank you Um just a couple other things for me Um and that was a good [2:05:36] public participation meeting last night run by uh Sandy Carlson uh was you know [2:05:42] called to neighborhood meeting and and um and we let her run it in the public [2:05:48] works building and uh it was well attended I think 30 to 40 people my [2:05:53] guests and uh lively conversation around both those topics So thanks for that [2:05:59] report out Just a couple quick things for me Uh I put some material from Minnesota Golf Association at your [2:06:06] uh your spots on the dis here Uh and it was just a reminder that the Braar is [2:06:13] going to be the host for a national adaptive golf tournament uh September 26th through the 28th of [2:06:21] this year and um sponsored by the uh you know it's hosted by the Minnesota Golf [2:06:26] Association They are so pleased to be at Braar and uh they've got a long long [2:06:33] history there I think we probably have the oldest adaptive golf wreck program and maybe in maybe in the country Uh [2:06:39] it's it's really something special for all the people that have disabilities that love golf and want to be out there [2:06:46] on a Monday night and they there's a lot of them there and they're going to really love this tournament of people [2:06:51] coming from all over the country And then uh last Thursday uh Jim Nelson [2:06:57] who uh served uh lived in Indiana so many years and and served us well as a [2:07:02] volunteer He was I I recall him always stepping up to volunteer He was part of that group that came up with the [2:07:09] Southdale design experience guidelines Uh worked handinhand with Jack Rice on [2:07:15] so many things And uh and then on a a broader sort of basis as he ran that [2:07:20] Everhalt Ever Eberhart consulting business was a trusted adviser I think [2:07:25] to the Vikings and the state on the new stadium downtown and and did so many great great things Passed away in his [2:07:32] early 80s Uh had the service at the U historic chapel at Lakewood and then a [2:07:38] nice uh event afterwards His son Tom did a spectacular job [2:07:45] uh talking about his dad Those recollections were just terrific And his wife Lorna uh who lives still in Edina [2:07:53] Jim was living down at Friendship Village And um he had that uh such a [2:08:00] gentle nature to him Uh really smart guy very patient [2:08:05] uh very caring um just just a thoughtful thoughtful man that did uh such [2:08:12] wonderful things in this uh in this lifetime of his Uh and 83 doesn't seem [2:08:17] that old anymore So uh we hate to see Jim pass on and um so well attended uh [2:08:27] the event from many people in the real estate community So our best to uh uh [2:08:33] James Walter Nelson in transcending this earth and heading somewhere else and his [2:08:39] family uh and his wife Lorna in particular are still living in Edina So our best to everybody uh in the Nelson [2:08:46] family We're thinking
