During "Community Comment," the Board/Commission will invite residents to share issues or concerns that are
not scheduled for a future public hearing. Items that are on tonight's agenda may not be addressed during
Community Comment. Individuals must limit their comments to three minutes. The Chair may limit the number of
speakers on the same issue in the interest of time and topic. Individuals should not expect the Chair or
Board/Commission Members to respond to their comments tonight. Instead, the Board/Commission might refer
the matter to staff for consideration at a future meeting.

1. Call to Order
Chair Lukens called the meeting to order at 6:57 p.m. then shared the procedure for community comment.
## 2. Roll Call
Answering roll call were Chair Lukens, Vice-Chair Haugen, Commissioners Budin, Olson, Bartholomew, Tessman,
Schima, and Martinez-Salgado, and student Commissioner Tyshow.
Absent were Commissioner LaCasse and student Commissioner Lassig.
Chair Lukens and the other Commissioners welcomed new Commissioners Budin and Olson, and welcomed back
Commissioner Schima.
## 3. Approval of Meeting Agenda
Haugen made a motion, seconded by Bartholomew, to Amend the Meeting Agenda to add an Advisory
Communication on E-Bikes. Motion carried.
Tessman made a motion, seconded by Martinez-Salgado, to Approve the Amended Meeting Agenda. Motion
carried.
## 4. Approval of Meeting Minutes
4.1. February 12, 2026 Meeting Minutes
Schima made a motion, seconded by Tessman, to Approve the Meeting Minutes. Motion carried.
## 5. Special Recognitions and Presentations
## 5.1. Presentation on Edina Bike & Pedestrian Facilities
Transportation Planner Andrew Scipioni presented the City of Edina's strategy and progress for installing
pedestrian and bicycle facilities in Edina, including an update on the Wooddale Ave. project.
## 6. Community Comment
No community comment was received.
7. Reports/Recommendations
## 7.1. Transportation Commission Advisory Communication
Haugen made a motion, seconded by Lukens, to Approve the Advisory Communication. Motion carried.
## 7.4. E-bike Regulation Advisory Communication
Commissioners discussed e-bike regulation in Edina, including whether they should be allowed on
sidewalks and safety measures in place. Commissioners added information on the Climate Action Plan
and education on safe bike use to the draft Advisory Communication.
Bartholomew made a motion, seconded by Lukens, to Approve the Advisory Communication. A roll call vote
was taken. Voting in favor were Commissioners Olson, Budin, Bartholomew, Lukens, and Schima. Voting
opposed were Commissioners Haugen, Tessman, and Martinez-Salgado. Motion carried.
## 7.2. Extreme Heat Advisory Communication

Haugen made a motion, seconded by Bartholomew, to Approve the Advisory Communication. Motion
carried.
## 7.3. 2026-2027 Work Plan Updates
Commissioners discussed the 2026-2027 Work Plan and added new commissioners to work plan items.
Commissioners discussed the possibility of a mid-year modification to remove Item 7. Green Business
Outreach Program and add a new initiative related to dark skies.

Liaison Bayer will present an Earth Month Proclamation and Annual Sustainability Update to City Council on April

Haugen made a motion, seconded by Martinez-Salgado, to Adjourn. Motion carried. Meeting adjourned at 9:12
p.m.
