Motion was made by Commissioner Vandelist and seconded by Commissioner Wright to amend the agenda to include a discussion item about future bike improvement projects on Interlachen Boulevard and Vernon Avenue. Approval of Meeting Minutes Motion was made by Commissioner Lewis and seconded by Commissioner Bruhschwein to approve the Jun 18, 2026 meeting minutes. All voted aye. Motion carried. ## 5. Community Comment Mark Epple testified about the Wooddale Avenue bike lane project. Epple requested that the City provide evidence to justify the safety concerns and the negative impact to adjacent property owners. ## Ann Kassid, W 54 th St & Wooddale Avenue, testified about the Wooddale Avenue bike lane project. Kasid requested that the Commission review the ramifications of this project. Joanne Patterson, 4218 Sunnyside Road, testified about the Wooddale Avenue bike lane project. Patterson spoke about the negative impact new bike lanes on Wooddale Avenue in St. Louis Park have had on safety and traffic patterns. Page 4 of 34 ## Draft Minutes☒ ## Approved Minutes☐ ## Approved Date: Hunter, Concord Terrace, testified about Item A3 on the Traffic Safety Report of June 30, 2026. Hunter noted that on-street parking is only an issue for 15 minutes a day and that there is no reason to eliminate parking. 6. Reports/Recommendations 6.1. Traffic Safety Report of June 30, 2026 The Commission reviewed and commented on the recommendations of the Traffic Safety Committee. ## Item A3: Parking restrictions on Concord Terrace Motion was made by Commissioner Davidson and seconded by Commissioner Rosen to recommend that City Council direct staff to review other options aside from full school day parking restrictions. Motion was made by Commissioner Davidson and seconded by Commissioner Vandelist to amend the motion to include the following statement: “The Commission’s feedback is supportive of residents’ position but recommends a more prescriptive window for parking prohibition by investigated by staff.” All voted aye. Motion carried. All voted aye. Amended motion carried. ## 6.2. Wooddale Ave Bike Lane Project Discussion The Commission discussed the Wooddale Avenue bike lane project. Motion was made by Commissioner Wright and seconded by Commissioner Bildsten to approve the advisory communication as drafted. ## Ayes: Bildsten, Bruhschwein, Davidson, Lewis, Lukens, Olson, Vandelist, Wright ## Nays: Rosen Motion carried. ## 6.3. Street Reconstruction Discussion Planner Scipioni provided information on the City’s Proactive Pavement Management Program and future street reconstruction schedule. ## 6.4. Interlachen and Vernon Bike Facilities Improvements The Commission discussed future bicycle projects on Interlachen Boulevard and Vernon Avenue. Motion was made by Commissioner Rosen and seconded by Commissioner Bildsten to email Direct of Public Works Chad Millner in support of protected, separated bike lanes for the Interlachen Boulevard and Vernon Avenue roadway improvements scheduled for 2027. All voted aye. Motion carried. ## 6.5. 2026/2027 Work Plan Updates 1. Safe and Equitable Mobility Action Plan Participation – No update. 2. Traffic Safety Standards – Staff provided historic traffic safety reports, committee is reviewing and classifying resident feedback. The Traffic Safety Coordinator, Engineering/Public Works Director, Assistant City Planner, Public Works Coordinator and Traffic Safety Specialist were in attendance for this meeting. On each of the items, persons involved have been contacted and the staff recommendation has been discussed with them. They were informed that if they disagree with the recommendation or have additional facts to present, they can submit correspondence to the Transportation Commission and/or to City Council prior to the September 1 meeting. Section B: Items on which the Traffic Safety Committee recommends no action B1. Speed complaints on W 62 nd ## St between Valley View Rd and France Ave Description Residents noting vehicles traveling fast in both directions to enter Pamela Park. ADT 2,789 (July 2026) 85% Speed 35.4 MPH (2026) Crashes Seven since 2016 ## Past & Future ## Work ## W 62 nd St reconstructed in 2018 ## SEMAP Safety ## Priority High safety priority Staff recommends no action. W 62 nd St will be considered for a permanent dynamic speed display sign. Section D: Other traffic safety items handled D1. Two requests were received for one-sided parking restrictions on Morningside Rd, west of France Ave. The Living Streets Plan allows two-sided parking on streets wider than 27’. No action is recommended. D2. A neighbor was concerned with impacted sight lines on Warden Ave looking on Tracy Ave. All sight lines were reviewed and all vegetation in the area was outside of enforceable action. D3. A resident near the curve of Melody Lane requested a tree to be trimmed to improve sight lines. Despite the tree impacting sight lines, stopping distances are not impacted and the tree is not extending into the roadway. No action needed. Page 28 of 34 ## Memo D4. Tree limbs were reported down on Oak Dr. Parks and Recreation Maintenance staff removed the limbs. D5. Many sight line complaints submitted within City right of way and at intersections of private residences. The appropriate parties were notified, and vegetation was improved where required. D6. A request to use the mobile speed display sign on Valley View Rd between Hwy 100 and Wooddale Ave. The sign will be installed temporarily in August. D7. A request for traffic signals at Xerxes Ave (Hennepin County Rd 31) and W 64 th ## St. Hennepin County reviewed data and found warrants were not met. Edina and Hennepin County will continue discussions on safety improvements as this area is classified as a ‘very high’ priority in the SEMAP Roadway Safety Priority Network. D8. A request for street lighting at the intersection of Vernon Ave and Killarney Lane to improve visibility for non- vehicular users.
